'Indiscriminate collection of data'
But not everyone is convinced by the plans. One of the parliament’s lead negotiators on the file, Slovenian centre-left Tanja Fajon, said that the “indiscriminate mass collection of data without a specific just cause must be a concern for all of us”.The initial idea proposed creating a two-tiered system of biometric scans of visiting non-EU nationals – the registered travellers programme (RTP) and the entry-exit system (EES).Both systems rely on collecting, storing, and processing biometric data and are designed for visitors, like US travellers, who do not need a visa to enter the EU in the first place.While people under EES would have their biometric checks at arrival, the RTP pre-vets frequent travelers in advance who can then pass through the control points with a special card.But outstanding issues of costs, access to law enforcement, estimated border crossing times, and the amount of data to be collected remain.Despite the plan having been temporarily shelved, the EU is still moving ahead with a multimillion euro “proof of concept” test set for launch in mid-March at a half dozen airports and other sea, train and road points.Fajon said it is still unclear to what extent member states actually use existing information systems and if the almost €1 billion needed for smart borders is worth the investment.Schengen states already have at their disposal a central IT system that allows national authorities to exchange traveller visa information known as the EU’s visa information system (VIS).An EU-funded study last October on smart borders noted VIS averaged only 11 search queries and five retrievals per day in the first half of 2014 from all national law enforcement points combined.The same study, which is feeding into the commission’s policy deliberations on the revised proposal, recommends integrating parts of the visa information system into a package alongside the entry-exit system and the registered travel system.The study also recommended extending the retention period from the initially-proposed six months in the entry-exit system to up to five years should police be granted access.“When law enforcement access would be allowed to the system it would be of very limited interest if the data retention period is only up to six months,” said Rob Rozenburg, an EU commission official in charge of the study.
Police access
The possibility of police access has sparked debates over privacy concerns.Avramopoulos, who was addressing several dozen MPs from around the EU, Norway, Switzerland, and Turkey at the European parliament’s civil liberties committee, said the issue is still an open question.But most of the visiting MPs who spoke out at Monday’s session want it included.Thirteen member states in the border-free Schengen zone, including the UK, already operate their own entry-exit systems.These systems are not connected and are unable to detect someone who enters one member state and leaves from another.Supporters also say the system is needed because the number of people travelling to Europe is set to increase, putting an additional strain on border control points.Just under 200 million non-EU nationals visited the EU last year.“We expect that in the next decade, this number will grow by at least another 100 million,” said Avramopoulos.

BRUSSELS, Today, 19:17-Eurozone finance ministers on Tuesday (24 February) approved a list of reforms submitted by Athens and cleared the path for national parliaments to endorse a four-month extension of the Greek bailout, which otherwise would have run out on 28 February."We call on the Greek authorities to further develop and broaden the list of reform measures, based on the current arrangement, in close coordination with the institutions," the Eurogroup of finance ministers said in a press statement.National parliaments, notably Germany's Bundestag, will still have to approve the move this week.The three international creditors - the European Central Bank, the European Commission and the International Monetary Fund - earlier that day gave an assessment of the reforms plan and said they were "sufficiently comprehensive to be a valid starting point" for the bailout loans to be extended and paid out.But the IMF, while saying it can support the conclusion that the reforms plan is "sufficiently comprehensive", criticised the plan for lacking details particularly in key areas."We note in particular that there are neither clear commitments to design and implement the envisaged comprehensive pension and VAT policy reforms, nor unequivocal undertakings to continue already-agreed policies for opening up closed sectors, for administrative reforms, for privatisation, and for labour market reforms," IMF chief Christine Lagarde wrote in a letter to Eurogroup chief Jeroen Dijsselbloem.On the other hand, Lagarde noted that the list being "not very specific" is "perhaps to be expected" given that the government of Alexis Tsipras is new in office.She also praised the new Greek government's commitment to combatting tax evasion and corruption, adding that the IMF looks forward "to learn more about their plans".Unlike the EU part of the Greek bailout, the IMF loans did have to be extended, as they only run out mid-2016.But they still depend on a "successful review" of the reforms programme, as each bailout tranche has since 2010 when Greece first contracted international loans to avoid bankruptcy.The Greek government is expected to flesh out its reform plans and finish negotiations with the "institutions" before the end of April, which will allow for the outstanding bailout tranche of €7.2bn to be paid out. Talks about a third bailout are also expected to be carried out during the four- month bailout extension, which will run out at the end of June.The best-case scenario would be for Greece to be able to access markets on its own and only require a "precautionary loan", but Dijsselbloem expressed scepticism that this would happen.Pressure will be high for the Tsipras government to agree on a third bailout before July, when his country needs to repay €3.5 billion to the ECB and its eurozone partners.

Speaking at a business conference in Berlin alongside EU trade commissioner Cecilia Malmstrom, Sigmar Gabriel said it was a matter of "regret" that in Germany “so much is said about ‘chlorine chickens’ and too little about the geopolitical significance” of the proposed trans-atlantic trade and investment partnership (TTIP).Following the collapse of the Doha round of talks at the World Trade Organisation aimed at reaching a global accord on trade, the EU has opened talks on a series of bilateral trade agreements, including with South Korea, Canada, Japan and China.For its part, the US is close to finalising an agreement, known as the Trans-Pacific Partnership (TPP), with Japan.But an EU-US trade accord, on which the eighth round of talks took place in Brussels last month, could create the largest tariff-free trade bloc in the world, and set the basis for regulatory standards in world trade.Gabriel signaled that his centre-left SPD party - the junior partner in Chancellor Angela Merkel’s coalition - was ready to accept the inclusion of controversial investor protection provisions in TTIP, provided that the process of mediating and arbitrating claims was reformed."We need investor protection regime for a new generation,” he said, adding that this would allow Europe to set the "gold standard" for future trade deals.Gabriel called for the creation of a public trade and investment court to arbitrate on claims and allow appeals against rulings. Replacing private arbitration with a kind of public independent trade and investment court would be more transparent and enable appeals against arbitration rulings. Whoever lost the proceedings should bear the costs.The process - known as investor state dispute settlement (ISDS) - has become one of the most hotly-disputed elements in the trade talks. Critics of the mediation process say it is secretive and allows companies to sue governments that pass social protection legislation that could harm their investments.“I believe it is possible to find a balanced investment system. One that protects investments but provides the cast iron guarantees people need,” said Malmstrom.
2015 deadline
Trade officials have been given a 2015 deadline to secure a draft agreement on TTIP, which will then need to be ratified by the European and national parliaments, as well as the US Congress.Gabriel had initially called for ISDS clauses to be left out of an agreement, telling a Bundestag debate last autumn that the inclusion of investor protection in an EU-Canada trade agreement was “not approvable”, but his position, as well as that of the centre-left Socialist and Democrat group of MEPs, appears to have softened.However, TTIP faces vocal opposition from a number of NGOs, trade unions and consumer groups who say it will weaken consumer and environmental protection and social standards. In a press statement on Monday, the ‘Stop TTIP’ alliance said that its pan-EU petition calling on the European Commission to halt the talks had been signed by 1.5 million Europeans.In Brussels, the European Parliament’s trade and development committees are among those holding a series of hearings this week on the TTIP negotiations.

Just before the Syrian civil war started, he managed to escape the country where he had been a lawyer and human rights activist.The Bashar regime’s security forces imprisoned many of his friends. After his escape from Syria, Z. ended up in Brussels.The story of how Z. escaped Syria and his subsequent journey to Belgium, which he told me in fluent English, was something you would not wish on your worst enemy. The Belgian government was less impressed and initially refused to give him papers.There are many like Z. in Europe. Brussels has 19 communes, but there is an unofficial ‘20th commune’ – that of undocumented migrants – which is probably the biggest in the city.
’Flooded’ by refugees
People all over Europe believe that most of the refugees of the world are coming to their countries. This belief is often fuelled by politicians, who depict migrants as abusing social security benefits and taking locals’ jobs.
But it is worth looking at the facts.
Since World War II, there has never been as many refugees in the world. For the first time in history, the main reason is not war. It is climate change. According to the UN, there are currently over 51 million people forcibly displaced.In 2013, 17 million people were refugees. Half of the world’s refugees in 2013 were children. In Europe there were only 435,385 applications for asylum in the 28 European member states in 2013. In other words, the wealthiest part of the world received merely 2.5 percent of the refugees. According to the most recent UN data, there are about 3.9 million Syrian refugees. Some 3.7 million of these are in Turkey, Lebanon, Jordan, Egypt and Iraq.Between spring 2011, when the Syrian civil war erupted, and December 2014, only 5.6 percent or 217,000 Syrians took refuge in Europe.Getting to Europe has become the most dangerous journey in the world for refugees. Migrant Offshore Aid Station estimates that 2015 will be the deadliest year so far. According to research, at least 40,000 refugees have died since 2000 while trying to make their way to Europe.Depite these figures, the EU cut funding for Mare Nostrum, a search-and-rescue operation for refugees in the Mediterranean Sea, and replaced it with the Triton operation, which is not focused on search-and-rescue and which does not operate in international waters. The EU has invested around €2 billion to protect its borders and keep refugees out.
Migrants, the future of Europe
It is time the EU admits that its migration policies have failed and takes action in order to avoid more tragedies.Traditional mainstream parties need to change their discourse on migration – and stop imitating the rhetoric of the far-right.In addition, the migration debate should be based on correct statistics. Too often politicians throw out incorrect or out-of-context figures. Citizens have the right to a public debate that is accurate.With some of the wealthiest countries in the world, the EU should shoulder its responsibility and host more refugees.The thinking on how to approach migration also needs a fundamental change. The millions of euros spent on the security of borders, could be used to establish legal trajectories to Europe.Part of this new thinking would be a general acknowledgement that Europe needs migrants. Its ageing workforces need replacing. Meanwhile studies have shown that migrants pay out more in taxes than they receive in state benefits.Two years ago Z. received permission to stay and work in Belgium. He has since learned Dutch and French, has a full-time job, and is volunteering during his spare time.Refugees need solidarity today. Tomorrow they will be the ones contributing to a better future for Europe. All they need is opportunities. The “Orthodox Churches should not change much in their internal structure, almost nothing in fact, if they unite themselves with Rome”. The then cardinal Joseph Ratzinger pronounced these words on 29 January 1993 during a public conversation with Waldesian professor Paolo Ricca held at the evangelical cultural centre.Pope Francis took these considerations further during his visit to the Ecumenical Patriarchate of Constantinople last November, when he said that in its efforts to achieve full unity with Orthodox Christians, the Catholic Church “does not intend to impose any conditions except that of the shared profession of faith”.Speaking about ecumenism during his meeting with the Waldesian community, Francis wished to distinguish between “two phases”: the final aim and the “models” for the in-between waiting period before unity is achieved. The future Pope saw the former as “the real force and the main motivating factor behind our ecumenism”. We must commit ourselves with all our hearts but we must recognize that ultimately, this unity is a gift of God because the Church belongs to Him, not to us. Any unity built by us alone in a political or intellectual way would only be capable of creating our kind of unity mediate period.”Ratzinger therefore suggested “some models” for the in-between phase, before the final aim became a reality. “For a true ecumenism to exist it is important to recognise the supremacy of divine action and there are two consequences to this attitude. The first is that ecumenism requires patience, the real success of ecumenism” does not consist in constantly reaching new agreements, in new “contracts” on different aspects of the separation. It “consists in perseverance, walking together, in the humility which respects the others, even where we have not yet achieved a compatibility in church doctrine or practice; it consists in the willingness to learn from each other and to accept each other’s corrections, in joy and thanksgiving for each one’s spiritual treasures, in a permanent essentialization of one’s own faith, doctrine and practice, which must be continually purified and nourished by Scripture, while we keep our eyes fixed on the Lord.”“In consists in one’s willingness to forgive and begin afresh in one’s search for unity and finally, collaborating together in works of charity and in bearing witness to God who revealed himself to the world… In other words, ecumenism is above all an essential attitude, a way of living Christianity.” Perhaps, Ratzinger observed, “not all of us are ready yet for unity, and we need a sort of thorn in our side, provided by the diversity of the other, to awaken us from a divided and splintered Christianity. Perhaps it is our duty to be a thorn in each other’s side. There is a duty to let oneself be purified and enriched by the other... Perhaps listening, humbly one in the other in our diversity would be of more help to us than a superficial type of unity.” The cardinal presented the model of “reconciled diversity”: Even at this moment in time when God is still not giving us perfect unity we each acknowledge the other as our Christian brother, we acknowledge the sister Churches, we love each other's communities, we meet together in a process of divine education in which the Lord uses the different communities, one for the sake of the other, to render us capable and worthy of definitive unity”.Finally, regarding the papacy and the mission of the Bishop of Rome for the universal Church, Ratzinger added: “Another aspect of this model is a dynamic vision of the development, not only of unity but also of the organs of unity. History teaches us that the ministry of unity, which according to our faith is entrusted to Peter and to his successors, can he realized in very many ways. History provides examples for us but it cannot, obviously, be reproduced. It inspires us but we must respond to new situations. How could we not be?” 84-year-old Paul Xie Ting-zhe, the Catholic bishop of Urumqi does not lay down conditions or hide behind nitpicking distinctions when asked about the Bishop of Rome and his declaration that he would visit China “tomorrow” if invited. His long life, with its wounds and consolations, is a hymn of faithful recognition to the Church of Christ and to the Successor of Peter. He has been put in prison for this and even today, the Chinese government does not recognise him as a bishop. This is why his words as successor of the Apostles in Xinjiang – China’s most western and problematic province - sound ipso facto a thousand times more authoritative and interesting than those pronounced by many self-appointed “permanent test-drivers” of Chinese Church Catholicism which the media talks about. Even when they refer to relations between the People’s Republic of China and the Vatican.Bishop Paul Xie, would you be happy to meet the Pope? “Of course, though I don’t think it would be easy. I have in fact already met a Pope once.” When? “In 1994. I came to Rome and I was receive by John Paul II. When I returned home, I sent round the photos of our meeting to friends and family. Government officials at the time found out. They were a bit angry. And they took my passport from me…” You have always rejected the idea of an “independent” Chinese Church that is separate from the Pope.“I came from a family of neophytes and I entered the seminary in Lanzhou at the age of 15. Even as a seminarist back in 1958 I was arrested because I disagreed with those who wanted to create an independent and self-run Church that was separate from the Pope. I was sent to a shoe-making camp and then they transferred me to a labour farm in Urumqi. I was released in 1980. This was when things started opening up, churches and seminaries re-opened after the years of the Cultural Revolution. I was ordained priest right after my release. I had to start over, there was no time to lose.”And then? “After I was ordained priest, I decided to return to Urumqi, where I had lived for 20 years, I knew the environment there and I could work more freely. I spoke to local political officials and explained to them that I was faithful to the Pope and that I would respect civil law and their authority so there was no need to create a Patriotic Association of Catholics - the body used to control the Church from the inside - here too.” Did they listen to you? “The fact is that there is no Patriotic Association in the Province of Xinjiang. We went ahead anyway, dealing directly with the local authorities and powers without any intermediaries. This is partly why the Church here is not divided. In other provinces divisions have arisen precisely over the choice of either accepting or not accepting the links with and procedures followed by the patriotic bodies. But in Xinjiang there is no “clandestine Catholic community” and “official Catholic community”. We are one and we respect the laws together. Political authorities see we have nothing to hide. Everything we do is examined and authorised by the civil authorities. From an administrative point of view and as far as the use of resources are concerned, we comply with the instructions set out by the minorities’ committee which is a local government institution. We turn to them for all permits needed for our activities. And there are no major problems.”But does the government recognise your role of bishop? “No. I was ordained bishop by three so-called “clandestine” bishops on 25 November 1991, without following the procedures set forth in the government’s religious policy. Local officials only recognise me as a priest. I can serve as bishop within the city of Urumqi without any problem but outside the capital there is a priest who has the necessary dispensations, administering the sacraments and carrying out a bishop’s tasks with the government’s permission.” What is life like for the Church in Xinjiang? “There are 18 churches and more than 10,000 Catholics in the province and half of these are concentrated in Urumqi. In 1994 there were 4 priests, now there are 26. These are young people who studied in government-financed seminaries such as those in Beijing and Xian. They leave their hometowns and families to come here and spread the Gospel, teach the catechism, celebrate the sacraments and help the poor and those in need. When we present them to the local institutions, they regularise their position and register their change of address. Everything happens in collaboration with government officials. We deal with all questions talking directly with them.”Are there new baptisms with people discovering Christianity as adults? “There are 20-30 adult baptisms on many occasions throughout the year. These are celebrated on solemn feasts. A spiritual void can be felt in society and this is now advancing in every city and environment. Many therefore welcome Jesus’ message as a gift and as a cause for hope in their lives.”Do you follow Pope Francis’ preachings? “We follow them every day via the internet. We refer to his reflections which are very appropriate to the conditions of the Church in China. He also said he wants to visit China. It is obvious he has China in his heart.”Would you be glad if he came or would you fear that the papal visit would be exploited? “Of course we would be glad. How could we not be? Pope Francis would be most welcome and would be welcomed by everyone. And if he comes to China I think the government will recognise me as a bishop too…”Some discourage the Pope and the Holy See from believing too much in negotiations with China’s communist government because they risk being deceived and “cede too much”. Do you have reservations too? “Absolutely not. There are no divisions here in Xinjiang: we are united as Catholics and we all support the Pope. We are not concerned when we hear that he is engaged in talks with the Chinese government in order to reach an agreement. We love him, we trust him and we will follow what he says. There needs to be dialogue and negotiation with the government. We also do this here at Urumqi!”One of the controversial issues is to do with the role of the Patriotic Association. In your opinion, how can this be resolved? “Some things can be changed; we can free ourselves from old frameworks that are no longer relevant to the current reality. Perhaps the case of Xinjiang can be studied, in order to find and propose new solutions.”How?-“The Patriotic Association is not present in Xinjiang. There has been direct contact between the Church and government bodies. All it would take is for the tasks of the Patriotic Association to be transferred to a government committee, reabsorbing staff, casting aside the framework that sees it as an “internal” body that governs Chinese Catholics on an ecclesial level. This may resolve things. And officials and employees of the Patriotic Association would not lose their jobs. The committee of Catholic representatives that meets at intervals every so many years, could become a state body with the task of ensuring that ecclesial activities take place in complete respect for the law.”The other controversial issue is that of episcopal appointments. How should this be dealt with? “All bishops must be in communion with the Bishop of Rome because this is what the Catholic Church requires. So the most important thing is to find a way to stop bishops from being appointed without the Pope’s appointment or approval in the future. If the dialogue between the Church and the government finds a way to ensure this, then the biggest problem will have been resolved.”Are Christians and Uyghur Muslims living in Xinjiang treated differently? “The rules and bodies that implement these rules are the same for everyone. But perhaps they prefer dealing with us as we are more open to collaboration. What the government also fears is that Xinjiang’s Uyghur Muslims may have been infected by jihadist ideas.”Chinese priests hake “skipped” the generation in between and as a bishop you are surrounded by priests who are much younger than yourself. How do you get on? “Very well! They are good at what they do, they help me, follow me and it is they who do all the work. They are all my “right-hand men”… (he laughs)”

What Would It Take to Drive Boston's Snow to California? BY Dennis Mersereau
As we deal with two winters in the U.S.—warm and dry out west, cold and snowy in the Northeast—exasperated Californians watched as Boston got nearly 100 inches of snow in a month. The storms brought up a common question among parched westerners: what would it take to ship Boston's snow to California? Every time I mention snow on the East Coast or the drought on the West Coast, at least one person asks how many trucks, people, and gallons of gas would be required to truck snow from Boston to California in order to replenish reservoirs and help alleviate the effects of the region's devastating drought. The answer is "more than you can imagine."The logistics of transporting that much water from Boston to somewhere in California would be a nightmare. Let's do the math.According to never-wrong Wikipedia, there are 48.42 square miles of land within Boston's city limits. For reference, that's a little more than twice the size of Manhattan and about 25% smaller than Washington D.C. Boston's Logan Airport is regarded as the city's official weather station, and observers at the airport have recorded 97 inches of snow between January 1 and today.Snowfall totals can change dramatically over a short distance, so not everyone in Boston saw 97 inches of snow from those storms. Some people saw a few more inches, some people saw a little less. The exact snow totals are further complicated by compaction and melting. Deep snow starts to compact after a few hours, and a three-foot storm will look more like two feet after a day or two.Now, obviously, we're not going to refrigerate the snow and truck it to California like winter-bearing wizards. It's not the snow they want, it's the water, and figuring out how much water would result from melting a parcel of snow is a challenge. Some snow is very heavy and wet, while other storms produce that dry, powdery snow that blows around easily.According to an analysis by the NOHRSC on February 17—shortly after the final major snowstorm—the snow water equivalent (amount of water we'd have you melted a column of snow) for the snow pack in Boston was between six and eight inches—more to the south. For the sake of this post and simplicity, we'll say that the snow pack on land in Boston is equivalent to seven inches of water.One inch of rain over one square mile produces 17,380,000 gallons of water, according to the USGS. Using that formula, seven inches of rain over one square mile would produce 121,660,000 gallons of water. If we multiply that by the 48.42 square miles of land in Boston, the seven inches of snow water equivalent in the city is roughly equal to 5,890,777,200 gallons of water. Using the old water cliché, that would fill about 8,925 Olympic-size swimming pools. That's a lot of floating bandaids. Assuming that scraping up every bit of snow within city limits (from the ground, buildings, trees, cars, etc.) is no challenge, how are we going to get nearly six billion gallons of water from Boston to some city in California? It would be impractical to build a pipeline in time to alleviate the drought—hell, the pattern would probably switch and it'll start raining again before they even debate how to pay for the thing. We'll stick to the sentiment at the heart of the question: red-blooded Americans shoveling snow into a truck and driving it out there. Hell yeah.The most logical choice for driving that much water out west would be to use tanker trucks. The largest tanker trucks in the United States can carry 11,600 gallons of liquid, according to never- wrong Wikipedia. Assuming supply is no issue, it would take 507,826 tanker trucks to transport every drop of melted snow out of Boston city limits.Fuel is an even bigger challenge because we don't know where we're taking the water. California is a big state, and the entire state is in some form of drought. No matter where you go in California, however, the trip would be about 3,100 miles from Boston, give or take a few. That's a long drive, so it would take at least 1,015,652 drivers to complete the trip (assuming two per cab). That's just drivers, not including all of the people it would take to gather and melt the snow, load it into the trucks, and unload it at its destination.Trucks that large typically get terrible gas mileage event without factoring in variables like weather or terrain, so for simplicity, we'll say that these water-carrying tankers would get five miles per gallon. Assuming an even 3,100-mile trip from Boston to somewhere in California, each truck would consume 620 gallons of gas on the trip, or about 314,852,120 total gallons of diesel for the one-way trip from Boston to California.The numbers are staggering and impractical. The scary thing is that it wouldn't even come close to eliminating the drought conditions in many areas. In December, NASA computed that it would require 11,000,000,000,000 (eleven trillion) gallons of water to completely eradicate California's drought.Assuming that figure is still anywhere close to accurate (it's probably higher now), the amount of snow in Boston just after the conga line of blizzards would only provide 0.0535% of the amount of water California needs to come out of its drought. Even if we were able to scrape up every bit of snow from Boston and ship it across the country, the other 99.9465% of the water California needs would have to come from the sky.

BRUSSELS, Today, 18:39-The EU commission says setting up a virtual frontier for all visiting non-EU nationals will help create a more “welcoming” Europe.Fingerprints and or full facial captures may await future visitors to the EU when the Brussels-executive proposes a revised version early next year of its controversial 2013 ‘smart borders’ package.EU migration affairs commissioner Dimitris Avramopoulos on Monday (23 February) said the digital dragnet would help make Europe a more attractive destination by cutting down border crossing times and cracking down on others who “do not respect the conditions of their rights to stay”.Disembarking travellers from long-haul trans-Atlantic flights, for example, would be required upon arrival to give border guards biometric data sets.
'Indiscriminate collection of data'
But not everyone is convinced by the plans. One of the parliament’s lead negotiators on the file, Slovenian centre-left Tanja Fajon, said that the “indiscriminate mass collection of data without a specific just cause must be a concern for all of us”.The initial idea proposed creating a two-tiered system of biometric scans of visiting non-EU nationals – the registered travellers programme (RTP) and the entry-exit system (EES).Both systems rely on collecting, storing, and processing biometric data and are designed for visitors, like US travellers, who do not need a visa to enter the EU in the first place.While people under EES would have their biometric checks at arrival, the RTP pre-vets frequent travelers in advance who can then pass through the control points with a special card.But outstanding issues of costs, access to law enforcement, estimated border crossing times, and the amount of data to be collected remain.Despite the plan having been temporarily shelved, the EU is still moving ahead with a multimillion euro “proof of concept” test set for launch in mid-March at a half dozen airports and other sea, train and road points.Fajon said it is still unclear to what extent member states actually use existing information systems and if the almost €1 billion needed for smart borders is worth the investment.Schengen states already have at their disposal a central IT system that allows national authorities to exchange traveller visa information known as the EU’s visa information system (VIS).An EU-funded study last October on smart borders noted VIS averaged only 11 search queries and five retrievals per day in the first half of 2014 from all national law enforcement points combined.The same study, which is feeding into the commission’s policy deliberations on the revised proposal, recommends integrating parts of the visa information system into a package alongside the entry-exit system and the registered travel system.The study also recommended extending the retention period from the initially-proposed six months in the entry-exit system to up to five years should police be granted access.“When law enforcement access would be allowed to the system it would be of very limited interest if the data retention period is only up to six months,” said Rob Rozenburg, an EU commission official in charge of the study.
Police access
The possibility of police access has sparked debates over privacy concerns.Avramopoulos, who was addressing several dozen MPs from around the EU, Norway, Switzerland, and Turkey at the European parliament’s civil liberties committee, said the issue is still an open question.But most of the visiting MPs who spoke out at Monday’s session want it included.Thirteen member states in the border-free Schengen zone, including the UK, already operate their own entry-exit systems.These systems are not connected and are unable to detect someone who enters one member state and leaves from another.Supporters also say the system is needed because the number of people travelling to Europe is set to increase, putting an additional strain on border control points.Just under 200 million non-EU nationals visited the EU last year.“We expect that in the next decade, this number will grow by at least another 100 million,” said Avramopoulos.

BRUSSELS, Today, 19:17-Eurozone finance ministers on Tuesday (24 February) approved a list of reforms submitted by Athens and cleared the path for national parliaments to endorse a four-month extension of the Greek bailout, which otherwise would have run out on 28 February."We call on the Greek authorities to further develop and broaden the list of reform measures, based on the current arrangement, in close coordination with the institutions," the Eurogroup of finance ministers said in a press statement.National parliaments, notably Germany's Bundestag, will still have to approve the move this week.The three international creditors - the European Central Bank, the European Commission and the International Monetary Fund - earlier that day gave an assessment of the reforms plan and said they were "sufficiently comprehensive to be a valid starting point" for the bailout loans to be extended and paid out.But the IMF, while saying it can support the conclusion that the reforms plan is "sufficiently comprehensive", criticised the plan for lacking details particularly in key areas."We note in particular that there are neither clear commitments to design and implement the envisaged comprehensive pension and VAT policy reforms, nor unequivocal undertakings to continue already-agreed policies for opening up closed sectors, for administrative reforms, for privatisation, and for labour market reforms," IMF chief Christine Lagarde wrote in a letter to Eurogroup chief Jeroen Dijsselbloem.On the other hand, Lagarde noted that the list being "not very specific" is "perhaps to be expected" given that the government of Alexis Tsipras is new in office.She also praised the new Greek government's commitment to combatting tax evasion and corruption, adding that the IMF looks forward "to learn more about their plans".Unlike the EU part of the Greek bailout, the IMF loans did have to be extended, as they only run out mid-2016.But they still depend on a "successful review" of the reforms programme, as each bailout tranche has since 2010 when Greece first contracted international loans to avoid bankruptcy.The Greek government is expected to flesh out its reform plans and finish negotiations with the "institutions" before the end of April, which will allow for the outstanding bailout tranche of €7.2bn to be paid out. Talks about a third bailout are also expected to be carried out during the four- month bailout extension, which will run out at the end of June.The best-case scenario would be for Greece to be able to access markets on its own and only require a "precautionary loan", but Dijsselbloem expressed scepticism that this would happen.Pressure will be high for the Tsipras government to agree on a third bailout before July, when his country needs to repay €3.5 billion to the ECB and its eurozone partners.

Speaking at a business conference in Berlin alongside EU trade commissioner Cecilia Malmstrom, Sigmar Gabriel said it was a matter of "regret" that in Germany “so much is said about ‘chlorine chickens’ and too little about the geopolitical significance” of the proposed trans-atlantic trade and investment partnership (TTIP).Following the collapse of the Doha round of talks at the World Trade Organisation aimed at reaching a global accord on trade, the EU has opened talks on a series of bilateral trade agreements, including with South Korea, Canada, Japan and China.For its part, the US is close to finalising an agreement, known as the Trans-Pacific Partnership (TPP), with Japan.But an EU-US trade accord, on which the eighth round of talks took place in Brussels last month, could create the largest tariff-free trade bloc in the world, and set the basis for regulatory standards in world trade.Gabriel signaled that his centre-left SPD party - the junior partner in Chancellor Angela Merkel’s coalition - was ready to accept the inclusion of controversial investor protection provisions in TTIP, provided that the process of mediating and arbitrating claims was reformed."We need investor protection regime for a new generation,” he said, adding that this would allow Europe to set the "gold standard" for future trade deals.Gabriel called for the creation of a public trade and investment court to arbitrate on claims and allow appeals against rulings. Replacing private arbitration with a kind of public independent trade and investment court would be more transparent and enable appeals against arbitration rulings. Whoever lost the proceedings should bear the costs.The process - known as investor state dispute settlement (ISDS) - has become one of the most hotly-disputed elements in the trade talks. Critics of the mediation process say it is secretive and allows companies to sue governments that pass social protection legislation that could harm their investments.“I believe it is possible to find a balanced investment system. One that protects investments but provides the cast iron guarantees people need,” said Malmstrom.
2015 deadline
Trade officials have been given a 2015 deadline to secure a draft agreement on TTIP, which will then need to be ratified by the European and national parliaments, as well as the US Congress.Gabriel had initially called for ISDS clauses to be left out of an agreement, telling a Bundestag debate last autumn that the inclusion of investor protection in an EU-Canada trade agreement was “not approvable”, but his position, as well as that of the centre-left Socialist and Democrat group of MEPs, appears to have softened.However, TTIP faces vocal opposition from a number of NGOs, trade unions and consumer groups who say it will weaken consumer and environmental protection and social standards. In a press statement on Monday, the ‘Stop TTIP’ alliance said that its pan-EU petition calling on the European Commission to halt the talks had been signed by 1.5 million Europeans.In Brussels, the European Parliament’s trade and development committees are among those holding a series of hearings this week on the TTIP negotiations.

Just before the Syrian civil war started, he managed to escape the country where he had been a lawyer and human rights activist.The Bashar regime’s security forces imprisoned many of his friends. After his escape from Syria, Z. ended up in Brussels.The story of how Z. escaped Syria and his subsequent journey to Belgium, which he told me in fluent English, was something you would not wish on your worst enemy. The Belgian government was less impressed and initially refused to give him papers.There are many like Z. in Europe. Brussels has 19 communes, but there is an unofficial ‘20th commune’ – that of undocumented migrants – which is probably the biggest in the city.
’Flooded’ by refugees
People all over Europe believe that most of the refugees of the world are coming to their countries. This belief is often fuelled by politicians, who depict migrants as abusing social security benefits and taking locals’ jobs.
But it is worth looking at the facts.
Since World War II, there has never been as many refugees in the world. For the first time in history, the main reason is not war. It is climate change. According to the UN, there are currently over 51 million people forcibly displaced.In 2013, 17 million people were refugees. Half of the world’s refugees in 2013 were children. In Europe there were only 435,385 applications for asylum in the 28 European member states in 2013. In other words, the wealthiest part of the world received merely 2.5 percent of the refugees. According to the most recent UN data, there are about 3.9 million Syrian refugees. Some 3.7 million of these are in Turkey, Lebanon, Jordan, Egypt and Iraq.Between spring 2011, when the Syrian civil war erupted, and December 2014, only 5.6 percent or 217,000 Syrians took refuge in Europe.Getting to Europe has become the most dangerous journey in the world for refugees. Migrant Offshore Aid Station estimates that 2015 will be the deadliest year so far. According to research, at least 40,000 refugees have died since 2000 while trying to make their way to Europe.Depite these figures, the EU cut funding for Mare Nostrum, a search-and-rescue operation for refugees in the Mediterranean Sea, and replaced it with the Triton operation, which is not focused on search-and-rescue and which does not operate in international waters. The EU has invested around €2 billion to protect its borders and keep refugees out.
Migrants, the future of Europe
It is time the EU admits that its migration policies have failed and takes action in order to avoid more tragedies.Traditional mainstream parties need to change their discourse on migration – and stop imitating the rhetoric of the far-right.In addition, the migration debate should be based on correct statistics. Too often politicians throw out incorrect or out-of-context figures. Citizens have the right to a public debate that is accurate.With some of the wealthiest countries in the world, the EU should shoulder its responsibility and host more refugees.The thinking on how to approach migration also needs a fundamental change. The millions of euros spent on the security of borders, could be used to establish legal trajectories to Europe.Part of this new thinking would be a general acknowledgement that Europe needs migrants. Its ageing workforces need replacing. Meanwhile studies have shown that migrants pay out more in taxes than they receive in state benefits.Two years ago Z. received permission to stay and work in Belgium. He has since learned Dutch and French, has a full-time job, and is volunteering during his spare time.Refugees need solidarity today. Tomorrow they will be the ones contributing to a better future for Europe. All they need is opportunities. The then cardinal Joseph Ratzinger pronounced these words on 29 January 1993 during a public conversation with Waldesian professor Paolo Ricca held at the evangelical cultural centre.Pope Francis took these considerations further during his visit to the Ecumenical Patriarchate of Constantinople last November, when he said that in its efforts to achieve full unity with Orthodox Christians, the Catholic Church “does not intend to impose any conditions except that of the shared profession of faith”.Speaking about ecumenism during his meeting with the Waldesian community, Francis wished to distinguish between “two phases”: the final aim and the “models” for the in-between waiting period before unity is achieved. The future Pope saw the former as “the real force and the main motivating factor behind our ecumenism”. We must commit ourselves with all our hearts but we must recognize that ultimately, this unity is a gift of God because the Church belongs to Him, not to us. Any unity built by us alone in a political or intellectual way would only be capable of creating our kind of unity mediate period.”Ratzinger therefore suggested “some models” for the in-between phase, before the final aim became a reality. “For a true ecumenism to exist it is important to recognise the supremacy of divine action and there are two consequences to this attitude. The first is that ecumenism requires patience, the real success of ecumenism” does not consist in constantly reaching new agreements, in new “contracts” on different aspects of the separation. It “consists in perseverance, walking together, in the humility which respects the others, even where we have not yet achieved a compatibility in church doctrine or practice; it consists in the willingness to learn from each other and to accept each other’s corrections, in joy and thanksgiving for each one’s spiritual treasures, in a permanent essentialization of one’s own faith, doctrine and practice, which must be continually purified and nourished by Scripture, while we keep our eyes fixed on the Lord.”“In consists in one’s willingness to forgive and begin afresh in one’s search for unity and finally, collaborating together in works of charity and in bearing witness to God who revealed himself to the world… In other words, ecumenism is above all an essential attitude, a way of living Christianity.” Perhaps, Ratzinger observed, “not all of us are ready yet for unity, and we need a sort of thorn in our side, provided by the diversity of the other, to awaken us from a divided and splintered Christianity. Perhaps it is our duty to be a thorn in each other’s side. There is a duty to let oneself be purified and enriched by the other... Perhaps listening, humbly one in the other in our diversity would be of more help to us than a superficial type of unity.” The cardinal presented the model of “reconciled diversity”: Even at this moment in time when God is still not giving us perfect unity we each acknowledge the other as our Christian brother, we acknowledge the sister Churches, we love each other's communities, we meet together in a process of divine education in which the Lord uses the different communities, one for the sake of the other, to render us capable and worthy of definitive unity”.Finally, regarding the papacy and the mission of the Bishop of Rome for the universal Church, Ratzinger added: “Another aspect of this model is a dynamic vision of the development, not only of unity but also of the organs of unity. History teaches us that the ministry of unity, which according to our faith is entrusted to Peter and to his successors, can he realized in very many ways. History provides examples for us but it cannot, obviously, be reproduced. It inspires us but we must respond to new situations. For the moment I would not venture to suggest concrete, possible and thinkable forms for the future.”Two years after this conference, in his encyclical “Ut unum sint” John Paul II asked for help to find a “way of exercising the Primacy, open to new situations but without renouncing anything essential to its mission.” And so he prayed that the Holy Spirit may “shine his light upon us, enlightening all the Pastors and theologians of our Churches, that we may seek—together, of course—the forms in which this ministry (the Pope’s Ed.) may accomplish a service of love recognized by all concerned"Pope Francis picked up on these words in the “Evangelii Gaudium”: “Since I am called to put into practice what I ask of others, I too must think about a conversion of the papacy. How could we not be?” 84-year-old Paul Xie Ting-zhe, the Catholic bishop of Urumqi does not lay down conditions or hide behind nitpicking distinctions when asked about the Bishop of Rome and his declaration that he would visit China “tomorrow” if invited. His long life, with its wounds and consolations, is a hymn of faithful recognition to the Church of Christ and to the Successor of Peter. He has been put in prison for this and even today, the Chinese government does not recognise him as a bishop. This is why his words as successor of the Apostles in Xinjiang – China’s most western and problematic province - sound ipso facto a thousand times more authoritative and interesting than those pronounced by many self-appointed “permanent test-drivers” of Chinese Church Catholicism which the media talks about. Even when they refer to relations between the People’s Republic of China and the Vatican.Bishop Paul Xie, would you be happy to meet the Pope? “Of course, though I don’t think it would be easy. I have in fact already met a Pope once.” When? “In 1994. I came to Rome and I was receive by John Paul II. When I returned home, I sent round the photos of our meeting to friends and family. Government officials at the time found out. They were a bit angry. And they took my passport from me…” You have always rejected the idea of an “independent” Chinese Church that is separate from the Pope.“I came from a family of neophytes and I entered the seminary in Lanzhou at the age of 15. Even as a seminarist back in 1958 I was arrested because I disagreed with those who wanted to create an independent and self-run Church that was separate from the Pope. I was sent to a shoe-making camp and then they transferred me to a labour farm in Urumqi. I was released in 1980. This was when things started opening up, churches and seminaries re-opened after the years of the Cultural Revolution. I was ordained priest right after my release. I had to start over, there was no time to lose.”And then? “After I was ordained priest, I decided to return to Urumqi, where I had lived for 20 years, I knew the environment there and I could work more freely. I spoke to local political officials and explained to them that I was faithful to the Pope and that I would respect civil law and their authority so there was no need to create a Patriotic Association of Catholics - the body used to control the Church from the inside - here too.” Did they listen to you? “The fact is that there is no Patriotic Association in the Province of Xinjiang. We went ahead anyway, dealing directly with the local authorities and powers without any intermediaries. This is partly why the Church here is not divided. In other provinces divisions have arisen precisely over the choice of either accepting or not accepting the links with and procedures followed by the patriotic bodies. But in Xinjiang there is no “clandestine Catholic community” and “official Catholic community”. We are one and we respect the laws together. Political authorities see we have nothing to hide. Everything we do is examined and authorised by the civil authorities. From an administrative point of view and as far as the use of resources are concerned, we comply with the instructions set out by the minorities’ committee which is a local government institution. We turn to them for all permits needed for our activities. And there are no major problems.”But does the government recognise your role of bishop? “No. I was ordained bishop by three so-called “clandestine” bishops on 25 November 1991, without following the procedures set forth in the government’s religious policy. Local officials only recognise me as a priest. I can serve as bishop within the city of Urumqi without any problem but outside the capital there is a priest who has the necessary dispensations, administering the sacraments and carrying out a bishop’s tasks with the government’s permission.” What is life like for the Church in Xinjiang? “There are 18 churches and more than 10,000 Catholics in the province and half of these are concentrated in Urumqi. In 1994 there were 4 priests, now there are 26. These are young people who studied in government-financed seminaries such as those in Beijing and Xian. They leave their hometowns and families to come here and spread the Gospel, teach the catechism, celebrate the sacraments and help the poor and those in need. When we present them to the local institutions, they regularise their position and register their change of address. Everything happens in collaboration with government officials. We deal with all questions talking directly with them.”Are there new baptisms with people discovering Christianity as adults? “There are 20-30 adult baptisms on many occasions throughout the year. These are celebrated on solemn feasts. A spiritual void can be felt in society and this is now advancing in every city and environment. Many therefore welcome Jesus’ message as a gift and as a cause for hope in their lives.”Do you follow Pope Francis’ preachings? “We follow them every day via the internet. We refer to his reflections which are very appropriate to the conditions of the Church in China. He also said he wants to visit China. It is obvious he has China in his heart.”Would you be glad if he came or would you fear that the papal visit would be exploited? “Of course we would be glad. How could we not be? Pope Francis would be most welcome and would be welcomed by everyone. And if he comes to China I think the government will recognise me as a bishop too…”Some discourage the Pope and the Holy See from believing too much in negotiations with China’s communist government because they risk being deceived and “cede too much”. Do you have reservations too? “Absolutely not. There are no divisions here in Xinjiang: we are united as Catholics and we all support the Pope. We are not concerned when we hear that he is engaged in talks with the Chinese government in order to reach an agreement. We love him, we trust him and we will follow what he says. There needs to be dialogue and negotiation with the government. We also do this here at Urumqi!”One of the controversial issues is to do with the role of the Patriotic Association. In your opinion, how can this be resolved? “Some things can be changed; we can free ourselves from old frameworks that are no longer relevant to the current reality. Perhaps the case of Xinjiang can be studied, in order to find and propose new solutions.”How?-“The Patriotic Association is not present in Xinjiang. There has been direct contact between the Church and government bodies. All it would take is for the tasks of the Patriotic Association to be transferred to a government committee, reabsorbing staff, casting aside the framework that sees it as an “internal” body that governs Chinese Catholics on an ecclesial level. This may resolve things. And officials and employees of the Patriotic Association would not lose their jobs. The committee of Catholic representatives that meets at intervals every so many years, could become a state body with the task of ensuring that ecclesial activities take place in complete respect for the law.”The other controversial issue is that of episcopal appointments. How should this be dealt with? “All bishops must be in communion with the Bishop of Rome because this is what the Catholic Church requires. So the most important thing is to find a way to stop bishops from being appointed without the Pope’s appointment or approval in the future. If the dialogue between the Church and the government finds a way to ensure this, then the biggest problem will have been resolved.”Are Christians and Uyghur Muslims living in Xinjiang treated differently? “The rules and bodies that implement these rules are the same for everyone. But perhaps they prefer dealing with us as we are more open to collaboration. What the government also fears is that Xinjiang’s Uyghur Muslims may have been infected by jihadist ideas.”Chinese priests hake “skipped” the generation in between and as a bishop you are surrounded by priests who are much younger than yourself. How do you get on? “Very well! They are good at what they do, they help me, follow me and it is they who do all the work. They are all my “right-hand men”… (he laughs)”

What Would It Take to Drive Boston's Snow to California? BY Dennis Mersereau
As we deal with two winters in the U.S.—warm and dry out west, cold and snowy in the Northeast—exasperated Californians watched as Boston got nearly 100 inches of snow in a month. The storms brought up a common question among parched westerners: what would it take to ship Boston's snow to California? Every time I mention snow on the East Coast or the drought on the West Coast, at least one person asks how many trucks, people, and gallons of gas would be required to truck snow from Boston to California in order to replenish reservoirs and help alleviate the effects of the region's devastating drought. The answer is "more than you can imagine."The logistics of transporting that much water from Boston to somewhere in California would be a nightmare. Let's do the math.According to never-wrong Wikipedia, there are 48.42 square miles of land within Boston's city limits. For reference, that's a little more than twice the size of Manhattan and about 25% smaller than Washington D.C. Boston's Logan Airport is regarded as the city's official weather station, and observers at the airport have recorded 97 inches of snow between January 1 and today.Snowfall totals can change dramatically over a short distance, so not everyone in Boston saw 97 inches of snow from those storms. Some people saw a few more inches, some people saw a little less. The exact snow totals are further complicated by compaction and melting. Deep snow starts to compact after a few hours, and a three-foot storm will look more like two feet after a day or two.Now, obviously, we're not going to refrigerate the snow and truck it to California like winter-bearing wizards. It's not the snow they want, it's the water, and figuring out how much water would result from melting a parcel of snow is a challenge. Some snow is very heavy and wet, while other storms produce that dry, powdery snow that blows around easily.According to an analysis by the NOHRSC on February 17—shortly after the final major snowstorm—the snow water equivalent (amount of water we'd have you melted a column of snow) for the snow pack in Boston was between six and eight inches—more to the south. For the sake of this post and simplicity, we'll say that the snow pack on land in Boston is equivalent to seven inches of water.One inch of rain over one square mile produces 17,380,000 gallons of water, according to the USGS. Using that formula, seven inches of rain over one square mile would produce 121,660,000 gallons of water. If we multiply that by the 48.42 square miles of land in Boston, the seven inches of snow water equivalent in the city is roughly equal to 5,890,777,200 gallons of water. Using the old water cliché, that would fill about 8,925 Olympic-size swimming pools. That's a lot of floating bandaids. Assuming that scraping up every bit of snow within city limits (from the ground, buildings, trees, cars, etc.) is no challenge, how are we going to get nearly six billion gallons of water from Boston to some city in California? It would be impractical to build a pipeline in time to alleviate the drought—hell, the pattern would probably switch and it'll start raining again before they even debate how to pay for the thing. We'll stick to the sentiment at the heart of the question: red-blooded Americans shoveling snow into a truck and driving it out there. Hell yeah.The most logical choice for driving that much water out west would be to use tanker trucks. The largest tanker trucks in the United States can carry 11,600 gallons of liquid, according to never- wrong Wikipedia. Assuming supply is no issue, it would take 507,826 tanker trucks to transport every drop of melted snow out of Boston city limits.Fuel is an even bigger challenge because we don't know where we're taking the water. California is a big state, and the entire state is in some form of drought. No matter where you go in California, however, the trip would be about 3,100 miles from Boston, give or take a few. That's a long drive, so it would take at least 1,015,652 drivers to complete the trip (assuming two per cab). That's just drivers, not including all of the people it would take to gather and melt the snow, load it into the trucks, and unload it at its destination.Trucks that large typically get terrible gas mileage event without factoring in variables like weather or terrain, so for simplicity, we'll say that these water-carrying tankers would get five miles per gallon. Assuming an even 3,100-mile trip from Boston to somewhere in California, each truck would consume 620 gallons of gas on the trip, or about 314,852,120 total gallons of diesel for the one-way trip from Boston to California.The numbers are staggering and impractical. The scary thing is that it wouldn't even come close to eliminating the drought conditions in many areas. In December, NASA computed that it would require 11,000,000,000,000 (eleven trillion) gallons of water to completely eradicate California's drought.Assuming that figure is still anywhere close to accurate (it's probably higher now), the amount of snow in Boston just after the conga line of blizzards would only provide 0.0535% of the amount of water California needs to come out of its drought. Even if we were able to scrape up every bit of snow from Boston and ship it across the country, the other 99.9465% of the water California needs would have to come from the sky.
