Trudeau announces EI benefits extended to three western regions-[The Canadian Press]-Chris Purdy, The Canadian Press-May 13, 2016-YAHOONEWS

EDMONTON - Prime Minister Justin Trudeau says the government is extending employment insurance benefits to three western economic regions that were left out when changes were first made."More people ... will be getting additional help from the federal government as we add them to the list of areas where residents will have access to extended employment insurance benefits," Trudeau announced Friday in Edmonton."We said we would continue to monitor and assess the situation and act if need be," he said. "Edmonton, southern Saskatchewan and southern interior B.C. now meet the criteria we established."The March budget eased EI waiting periods and added weeks of coverage in 12 parts of the country hit hard by a prolonged downturn in commodity prices.But the three western regions didn't qualify under a formula used by the government.The Liberals were under increasing pressure to add them to the list — especially from the premiers of oil-producing provinces Alberta and Saskatchewan. Tens of thousands have lost their jobs due to low oil prices that have crept up somewhat in recent months, but are nowhere near what they were two years ago.Notley praised the Liberals for changing EI rules in March to help many Albertans and for listening when she told them that "a little more needed to be done.""Your government is making ... another important contribution to our province's economic recovery," she said."My kids really hate it when I nag at them, so I personally want to thank the prime minister for putting up with that and then ... responding as thoughtfully and as fully as his government has."Saskatchewan Premier Brad Wall issued a statement thanking the government as well."This will provide some relief to those insurable workers in southern Saskatchewan who have lost their jobs due to the downturn in the oil sector," he said."However, the real goal is to get people back to work which is largely dependent on the oil price, but could be helped by the approval of national pipelines."Unemployed workers will be able to claim an extra five weeks of regular benefits up to a maximum of 50 weeks. Long-tenured workers will be able to receive an additional 20 weeks up to a maximum of 70 weeks."We're doing this because we've heard from the people in these regions," Trudeau said. "We understand their concerns. We've looked at the numbers. Fort McMurray cat rides out raging wildfire inside toppled stove-[The Canadian Press]-Gwen Dambrofsky, The Canadian Press-May 13, 2016-YAHOONEWS

For one Fort McMurray cat, it turned out the best place to ride out a raging wildfire was inside a stove.Jody Lishchynsky says that's where firefighters found her black cat Tux when they were going through the rubble of what used to be her house.From what she understands, firefighters are speculating an explosion in the home might have blown out the stove glass, and Tux crawled inside. Then another blast or something else caused the appliance to topple onto its side, trapping Tux while simultaneously protecting him from the flames.Lishchynsky says the day the fire bore down on her neighbourhood in the northern Alberta city was sheer chaos. She had heard neighbourhoods near where she lived were being evacuated, so she headed home to pick up her son and start boxing up photos and important documents."We gathered for about 15 minutes. We had a nice pile of photos in the kitchen, ready to go," she says. But then, "the wind shifted, and it jumped the highway. It came down over our hill in minutes. We had to run. We weren't expecting it at all."She, her son, her roommate and her brother jumped into their truck, along with the family dog, with only what they had in their arms. The photos, the documents and four cats all had to be left behind."I didn't take the chance of going back in the house for anything," she says. "It was coming too fast."Her brother stopped only long enough to help a neighbour get an elderly relative out of a home. "There were flames coming in the window already," says Lishchynsky, adding they couldn't really see the road, just blackness and fire.They headed to her brother's cabin in Boyle, Alta., where they've set up a temporary home.Lishchynsky says she was looking on social media when she saw pictures of a firefighter cradling a black cat with bandaged paws, and realized it was Tux."Holy smokes," she says. "He looked so dirty in the picture, and had no whiskers."Through more digging, she found out they had also rescued another of her cats, named Sky, though the other two cats were not found.Late this week, she went to the Lac La Biche Humane Society and was reunited with Tux and Sky — whom firefighters had nicknamed Toast and Singe.Sky lost most of her fur and Tux is wearing a cone while his paws, which sustained burns on the bottom, heal.As for her future, she's remaining optimistic. Losing her cherished photos and mementos stings the worst — "You can build another house, but you can't replace some of that stuff" — but her 12-year-old son, Landon O'Neill is helping her get through it. For Mother's Day, he got her a keepsake ring and told her it was to help her start her collection again.And it helps to laugh, which Lishchynsky does when she thinks of her little cat's bizarre tale of survival."I don't know why that fireman looked in that stove," she says. "That's just beyond me. Sure enough, there's the little frigger."

Fire and ATV bans lifted in parts of southern Alberta-[CBC]-May 13, 2016-YAHOONEWS

If the Alberta ban on fires and riding all-terrain vehicles off road are getting you down heading into the weekend, there's good news if you live in parts of southern Alberta.Wetter, cooler weather has allowed the province to lift the extremely rare ban effective Friday."Fortunately, the weather conditions in southern parts of Alberta have helped reduced the fire hazard," Forestry Minister Oneil Carlier said in a release."The fire hazard across the northern area of the province remains high to extreme, so the restrictions will remain in place. We ask all Albertans to please continue to exercise extreme caution with fires."For the rest of the province that remains under the ban, there are some exceptions.Gas or propane stoves and BBQs designed for cooking or heating are alright. The Fort McMurray recovery: lessons from the Slave Lake rebuild-[CBC]-May 14, 2016-YAHOONEWS

Thousands of refrigerators were stacked three, four, and five units high, forming a ramshackle wall that stretched across an Alberta landfill.The refrigerators belonged to the residents of Slave Lake, forced to flee a wildfire that tore through their corner of Alberta's boreal forest, turning the residents into evacuees for two weeks in 2011.Power in much of Slave Lake shut off during that time, meaning jugs of milk, tubs of yogurt, and containers of marinating meat were left to rot in the kitchens of people who had fled. With 2,700 homes in Slave Lake, there were thousands of appliances to turf.It was one of the first steps in the long road to recovery for the pretty community, located about 300 kilometres north of Edmonton. Town officials say about 95 per cent of Slave Lake is rebuilt. It was a process that required patience, organization and the disposal of tremendous piles of waste created by a wildfire that burned through residential neighbourhoods that people were determined to rebuild."Just getting rid of all of that waste was a huge problem," said Brian Vance, chief administrative officer for the Town of Slave Lake. Residents were told to duct tape their refrigerators and put them on the curb.As efforts in Fort McMurray move from emergency response to recovery, the experiences of Slave Lake have become a comparison for those wondering what reconstruction might look like. The recovery manager for Slave Lake has been hired by the province to advise the situation in Fort McMurray.A Facebook group called "Residents of Slave Lake Lend Support/Advice" has more than 7,000 members with questions posted daily about insurance companies and rebuilding.The official recovery guide is a full publication by the Town of Slave Lake and the Northern Alberta Development Council called Wisdom Gained, about rebuilding a community after a wildfire.But Slave Lake was a community of about 6,000 residents, where roughly 400 structures were razed. The fire occurred in economic boom times. Fort McMurray is the capital of the oilsands region, with 90,000 residents, sprawling oilsands plants to the north, and an estimated 2,400 buildings destroyed. The situations are different, but some advice remains the same."The main piece of advice is to plan a lot and keep people informed," said Vance. "Be patient. It is going to take a long time to rebuild and you want to do it right."Resentment can linger After the fire swept through Slave Lake, entire streets were reduced to grey ash and rubble. While the inferno that had consumed much of the town was extinguished, occasional flare-ups in the basements of destroyed homes continued.That led to one of the first, and perhaps most poignant, mistakes in Slave Lake reconstruction. Before residents returned, crews used backhoes to clear out loose items and rubble in charred basements to limit the risk of small fires.Many residents resented that these things had been removed, and that they were unable to sift through what might have survived the flames. The move contradicted one of the key rules that Vance shares for redevelopment: tell residents what you're doing, otherwise resentment lingers.But at the same time, town officials were preparing for massive demolition. The town hired an engineer to oversee the project, while coordinating insurance companies, a waste management firm, and utility companies to work as one team."The biggest decision early on was what to do about the clearing out of the town," said Vance. "Just getting rid of all of that waste was a huge problem."Contract crews worked methodically through the streets, first using giant magnets to collect molten metal and sharp appendages of steel. A separate crew collected concrete, and piled it into a mountain of material that would later be crushed for gravel. Then more workers hauled away wood debris that was put through a chipper, creating golden-coloured mounds that reached as high as the houses that once stood on the streets.The landfill at Slave Lake received as much waste in four months as it usually does in three years.Burned areas were fenced off when residents returned. Those who wanted to enter needed permission and proof they had once lived there.-'The Sky Was On Fire' -For Nicola Ramsey one of the strangest things about returning to Slave Lake was the lack of landmarks. As a 26-year resident of the town, she would look for a house of a certain colour or an ornament on a particular lawn. Without those markers, it was hard to know what street she was on."The first feelings of normal came when the first people were allowed to start building their houses," she said, adding that happened about six months after the fire. "But I honestly don't think I felt it was close to normal for a year, or a year-and-a-half, when you started seeing whole streets of houses."Ramsey's house wasn't destroyed in the fire and she and her husband had steady employment as teachers in the town. They didn't think about not returning. They followed advice given by emergency management officials, who warned them to bring three days worth of food for their return and to purchase a new refrigerator.Even a couple of weeks after the fire, residents were still sharing their stories of escape and trying to piece together the tremendous events that unfolded on May 15, 2011.Ramsey started sifting through her text messages, Facebook posts, and photos and put them in sequence. She figured others might want to do the same. That turned out to be the start of a book called The Sky Was On Fire, a collection of stories and photos about the Slave Lake fire, written by Ramsey and three other residents.More than 5,000 copies sold, with proceeds donated to local charities. The town has changed in the five years since the fire. With a sizeable semi-permanent population of oil and gas workers, Ramsey previously wouldn't have called the community "close knit.""But I feel like after the fire there was more of a sense of community," Ramsey said. "And I feel the people here are a bit more feisty. If they feel something is not right, they're not just going to sit around quietly about it, they're going to make a bit of noise"-Temporary housing essential-Slave Lake Mayor Tyler Warman says his town is 95 per cent rebuilt, five years after the wildfire."I don't think our community has suffered from a mass exodus of people," said Warman, who was a town councillor and volunteer firefighter at the time of the blaze."I think the biggest reason for that was the temporary housing. We lobbied hard for that and the province came to the plate. If it hadn't been for that, I think it would have been a totally different scenario...I might have questioned if I'd still be here."At the time, the vacancy rate was close to zero per cent and then a surge of construction workers arrived for reconstruction. Warman said the town's push for two subdivisions of temporary housing was critical to ensure people could at least return to their community, if not to their homes."If people are out of their community for months, they're growing roots somewhere else."Everyone knows someone who has left, either immediately after the fire or in the following years. But the actual population change in Slave Lake is more difficult to pin down.The federal census was just under way when the wildfire happened.  Anecdotally, observers say the population surged during reconstruction but has dropped again as the oil and gas industry slumps. The next census results are expected early next year.-Community spirit stronger -A week after the Fort McMurray fire, at least one company is filling 500 jobs on behalf of a major disaster recovery firm that is preparing to enter the oilsands capital.The company hosted a hiring fair in Edmonton this week that attracted hundreds and has booked 1,400 beds for workers in camps near Fort McMurray.It is the very beginning of a rebuilding process that will take years to complete.Warman said there was a "lot of grumbling" in the first six months after the Slave Lake fire. People were stressed and dealing with insurance companies, a difficult and new experience for many. There were some fly-by-night builders and sometimes people just needed to vent.The town council had hundreds of decisions to make every day, and the scrutiny was intense. It changed the community."Now, the spirit is stronger. There's a bigger sense of community," said Warman."There's a bigger sense of co-operation between business, government, and working with First Nations. Now there's less griping — because in the scheme of things, some things aren't a big deal. If we can survive (the fire), we can survive anything."

Fort McMurray's fire chief gets a rest as city moves toward recovery-[The Canadian Press]-May 12, 2016-YAHOONEWS

EDMONTON - The man who has been the face of the fire fight in Fort McMurray is taking some time off.While the fire still rages out of control in the forest, Wood Buffalo fire Chief Darby Allen says work inside the city is moving toward recovery and that's not his expertise.He says he will be heading south to Edmonton to have a beer and spend some time with his wife and two adult sons.He's planning to be back in Fort McMurray in about a week to resume his job as fire chief again.Allen has been one of the people leading the battle against the wildfire that swept into the city last week and his heartfelt updates on social media have made him a celebrity of sorts.More than 2,400 homes and buildings were destroyed in the blaze and 530 were damaged, but firefighters under his charge have been credited with saving up to 90 per cent of the city.Crews continued to snuff out flareups and seek out hot spots Thursday while inspectors assessed damage to homes and businesses.Municipal Affairs Minister Danielle Larivee says as the focus shifts to stabilization and recovery, the key goals are making sure the fire is completely out, restoring utilities and ensuring the hospital is functional.That's especially important in an isolated region like Fort McMurray where the next nearest hospital is hours away, she told a briefing in Edmonton.Larivee expects it will take five days to assess all structures in the city, but emphasized there is still no fixed date for a return."We know that this is not what Fort McMurray and area residents want to hear, but this is what we need to do to ensure safety," she said."The good news is that there are a lot of people already working in the community to make it safe," she continued."Power and data service has been restored to the downtown area. We have damage assessment teams on site and they inspected 520 structures yesterday from the outside ... so we are beginning to develop a clearer picture."The military is pulling out, but Brig.-Gen. Wayne Eyre, commander of Joint Task Force West, said personnel will remain on high alert throughout the summer.Fire official Chad Morrison said cooler weather has helped crews battle the blaze, which has grown to more than 2,400 square kilometres and is still raging in the forest. Infrared scanners show there are still hot spots outside the city."We have had a bit of a break here ... but we are going to see more hot, dry weather starting Saturday," he said."The good news with that is we will continue to see some southwest winds that will push the fire away from the community into the remote forested areas."That being said, we are long from over in this fight."More than 850 firefighters supported by 33 helicopters, 13 air tankers and 93 pieces of heavy equipment were on the job Thursday.Scott Long of Alberta Emergency Management reiterated the importance of preparing the city's hospital to reopen."The primary focus is the emergency department, diagnostic imagery and laboratory services as well as the H-VAC system," he said."There was some water and smoke damage. As you can well imagine, one of the most sterile places that we have to have is the hospital, so there is a lot of work to get that done."Meanwhile, long lineups formed at locations where the province was distributing debit cards to evacuees to help pay for immediate needs.Some people arrived hours before the centres opened. OTTAWA - The federal Liberals are putting all hands on deck with a special cabinet committee to co-ordinate Fort McMurray aid and reconstruction efforts in advance of the prime minister’s visit to the fire-ravaged region on Friday.Justin Trudeau has received an appeal from Alberta Premier Rachel Notley for enhanced employment insurance benefits for the Edmonton area as a consequence of last week’s mass evacuation of more than 80,000 people.But that’s just one thread of a multi-government effort that’s expected to go on for months or years.No timeline has been placed on when Fort McMurray’s residents can begin returning to the northern Alberta oilsands hub, which lost about 10 per cent of its 25,000 buildings to the fire that’s covered some 2,300 square kilometres and continues to burn.Major oil producers, however, are already planning an imminent return to business and some economic forecasters now predict the fire will have a negligible impact on national Gross Domestic Product numbers for 2016.That’s good news for both the federal and Alberta governments, whose finances are being hammered by the drop in revenues that comes with a fire-related loss of more than a million barrels of oil a day.Nine different ministries are involved in the federal ad hoc committee, which will be chaired by Calgary MP Kent Hehr, who serves as veterans affairs minister and associate minister of defence.Public Safety Minister Ralph Goodale said earlier this week that a dozen different departments and agencies of the federal government are already involved in the Fort McMurray response.Ministers with responsibilities in public safety, natural resources, economic development, infrastructure, labour and employment insurance, status of women, health and defence have been named to the government steering group.“We know there’s going to be an awful lot of work in the coming weeks and months to rebuild Fort McMurray and there will be many different departments and ministers involved,” Trudeau said Wednesday as he headed into the daily question period in the House of Commons.“I think pulling it together so that we can focus our efforts, co-ordinate and do everything we possibly can to help the citizens of Fort McMurray get through this difficult time is responsible and appropriate.”Edmonton-area MP Rona Ambrose, the interim Conservative leader, offered rare praise for the Liberal government move.“For things to happen quickly, everyone has to come together around the table very fast and start to make decisions to move things forward, so that’s the right approach,” said Ambrose.The Red Cross announced that it would distribute $50-million in donations directly to evacuees within the next 48 hours, while the Alberta government is setting up a debit card system for registered evacuees.The federal Disaster Financial Assistance Arrangements — a 46-year-old program that uses a formula to provide funds to provinces in the case of major natural disasters — will automatically kick in to cover uninsured losses. The parliamentary budget office warned in February that the program is chronically underfunded, with payouts expected to average more than $900 million annually over the next five years. while only $100 million a year is earmarked to go into the fund.Ottawa is also fast-tracking employment insurance claims from displaced Fort McMurray workers, many of whom have dispersed across the country.“We haven’t looked at the financial implications,” said Employment Minister MaryAnn Mihychuk. “EI is to be there when people need it, and the folks at Fort McMurray definitely need it, so we’re stepping up.”The Alberta premier, in her daily update on the fire situation on Wednesday, made a direct and pointed appeal for Trudeau to extend enhanced EI provisions to the Edmonton region, noting last week’s April employment report shows that the city now qualifies — a situation made worse by the influx of unemployed fire evacuees.“We are well past the point of justifying the need for the Edmonton area to be included under the new rules for EI,” said Notley.The longer term reconstruction of Fort McMurray will require deeper pockets and multiple levels of government.Hehr, the committee chair, told The Canadian Press the committee’s job is to “look after the rebuilding of Fort Mac … in both the short and the long term.”He said the people of the community are owed that, but it’s also important to the economic health of the country.—Follow @BCheadle on Twitter

Edmonton fire crews have responded to 115 fire pit complaints since a ban was put in place last week, and the city says anyone caught breaking that ban will now get slapped with an immediate $250 fine.The warning is part of a new "zero tolerance" approach to enforce a fire ban that has been in effect in the city since May 5, the same day Alberta declared a province-wide fire ban.Though the Fort McMurray forest fire has been making international news and conditions remain tinder dry in many parts of the province, many in Edmonton aren't getting the message."It is a bit of a frustration for sure," said deputy fire chief Russell Croome.Including brush and grass fires, he said crews have responded to a total of 178 calls since the ban.None of the fire pit calls resulted in a serious blaze. But Croome said the potential is there for flying embers carried by the wind to cause major damage.With four Edmonton fire trucks helping in Fort McMurray, now isn't the time to be dispatching resources to complaints about fire pits, he said."If we do have another significant event like Wolf Willow, it does put a real strain on our resources," said Croome, referring to a fire on Sunday in which brush fire embers damaged three Edmonton houses.That fire, which is still under investigation, wasn't caused by a fire pit, but still proves just how devastating a glowing ember carried in the wind can be."You may be putting your neighbour or those two or three houses away from you at risk," he said.Despite all the complaints, peace officers have so far issued only one $250 ticket for a backyard fire — one person is being handed a mandatory court appearance, where the fine could be increased to a maximum of $10,000.Warnings have been handed out to 29 people, but that approach is changing.The city hopes the threat of an instant $250 fine will make a difference.Mayor Don Iveson, who has already urged people not to have back yard fires, said he's surprised the city had to repeat the message, given what happened in Fort McMurray."With everything else that's going on for our first responders, we need people to voluntarily adhere to the fire ban," Iveson said."Our first responders have other things to do, and the risk is still very very high. That's what a fire ban means. KARNEI SHOMRON, West Bank — On a warm afternoon around 48 kilometers (30 miles) from Tel Aviv, a bus filled with 51 American tourists is struggling to make its way up a steep dirt road. Thick bulletproof windows and armored plating put extra weight on the bus’s engine and brakes, which groan painfully as the mayor of Karnei Shomron speeds ahead in his white Toyota Prius.At the top of the hill sits a massive Star of David, made of metal, that overlooks the surrounding settlements of Yakir and Nofim and the Palestinian village of Jinsafut. While many Americans flock to Jerusalem and Tel Aviv during the Passover holiday, these tourists are touring Jewish communities in the northern West Bank, biblically referred to as “Shomron” in Hebrew or “Samaria” in English.The tours are led by One Israel Fund, a US-based charity founded in 1994 and dedicated to supporting Jewish settlements in the West Bank — to “enrich and enhance the lives of Jews in Judea and Samaria.” From security to schools, hospitals and senior centers, the One Israel Fund provides support for every aspect of Jewish life in the West Bank.Natalie Sopinsky, the fund’s director of community development, thinks of the organization as a “Jewish Federation for Judea and Samaria.”In Karnei Shomron, the One Israel Fund has sponsored a new state-of-the-art security center, which, according to the town’s mayor Yigal Lahav, has been essential in ensuring his town’s safety. Lahav contends the Israeli government does not adequately provide for the settlement’s security and social services. Among Lahav’s list of needs is a more easily accessible medical center and radar detection technology. Thus, outside money from groups like the One Israel Fund is filling the gap, allowing settlements to thrive in relative stability.Despite the need for advanced security precautions, Lahav describes life in Karnei Shomron as “total heaven.” He tells the tour group how he “fell in love with the land, the people, the smell in the air” and of how the settlement plans to build more, notwithstanding political obstacles.Eve Harow, the director of tourism of One Israel Fund, is a veteran settlement activist from Efrat and is leading today’s tour. She blends her personal connection to the land with right-wing political ideology, fun facts about the region and biblical references.Although born and raised in New Jersey, Harow’s attachment to the West Bank, like that of many settlers, is rooted in the region’s historic Jewish presence. “I want to be a part of history,” Harow tells this reporter.For Harow, every settlement is not a new or foreign implantation, but a continuation of Jewish life that was interrupted by exile over 2,000 years ago. “The world must understand that this land is our mother and our heart,” states Harow, “and she is blossoming before our eyes.”Archeological sites that evidence Jewish history here are highlighted during the tour. In the settlement of Ma’ale Shomron, for instance, the group is shown what Harow contends were an ancient Jewish trading post and wine storage facility from the First and Second Temple periods.“Jewish life was reestablished in Ma’ale Shomron… from the First Temple, the Second Temple, and now the third Temple,” says Harow, linking the ancient sites into a larger biblical saga.Continuing on to the settlement of Kedumim, founded in 1974 near the Palestinian city of Nablus, the group meets Assistant Mayor Raphaella Segal. For Segal, a long-time settlement activist, Kedumim represents the progress the settlement movement has had in achieving recognition and permanency. “We used to live in a bunch of trailers,” she states proudly. “Now we are a strong community.” Segal’s modern home, with its sweeping view of the valley below, looks more like unremarkable Israeli suburbia than the perception of Israeli settlements at the forefront of conflict.However, now it is Segal’s daughters who are continuing the tradition by moving in to trailers in nearby settlement outposts, which Segal hopes will someday reach Kedumim’s level of development.The mayor of Kedumim, Hananel Dorani, is a second-generation resident, and the recent birth of his granddaughter marks the fourth generation of his family in Kedumim. Unlike Karnei Shomron, Kedumim “has no security fence, because we do not want to establish a border for the community,” states Dorani.Kedumim plans to expand; the only thing holding it back is obtaining the necessary permits from the Israeli government, he says.It’s not clear if that will happen. The international community considers settlements illegal and Palestinians see the enterprise as encroaching upon land they claim for a future state.Israel has maintained the land is disputed and continues to build homes in settlements across the West Bank, but each new construction permit is met with international pressure to halt building and return to peace negotiations with the Palestinians, which have remained stagnant for several years.In the meantime more and more Israelis have made their way across the Green Line, many motivated by ideology, but some by relatively cheap housing prices in a suburban setting.“I’ll buy two houses,” one of the visitors promises, semi-jokingly.Dorani hopes Kedumim will continue to grow and become an integral part of Israel proper. He takes pride in the town’s recently completed water park, which has attracted Israelis and their children from inside the Green Line to visit the cascading pools. On this Passover vacation, the pools are packed with children yelling and splashing with colorful water toys.Although a nearby Palestinian village is visible from the water park, Palestinians remain conspicuously absent from the water park festivities, illustrating the stark separation between the communities. “It’s better that everyone has their own facilities,” Segal says.Fear of violence is an obvious deterrent to interaction. “If we went into the [Palestinian] village, we would be killed,” states Lahav.On this tour, the separation from Palestinian people and viewpoints is maintained. While Palestinian towns and villages are periodically visible from the bus’s bulletproof windows, they are largely ignored — or, in one case, passingly referred to by Harow as a “very nasty Arab village.”From Kedumim, the bus takes Route 60 past the settlement of Yitzhar and the Palestinian town of Sawiya onto the tour’s last stop, the Gva’ot Winery, perched on a rocky hilltop overlooking the settlement of Shiloh. From a fledgling settlement winery, Gva’ot now produces over 50,000 bottles annually and is sold internationally.The fruity Cabernet Sauvignons and rich Merlots produced here are among Israel’s best, says chief winemaker Dr. Shivi Drori. “I am not a newcomer to this land, but a link in the chain,” he adds, looking out over the vines that hug the rolling hillsides.Drinking wine at Gva’ot is presented to the group not simply as a sensuous pleasure, but as an act of support for this Jewish presence deep in the West Bank.Some in the One Israel Fund tour group plainly appreciate this significance as they sip their Cabernet Sauvignon. “This is the center of the Hebrew nation,” says one man.Drori says the harsh conditions of these hills actually make for delicious wine. “The best wines,” he says, “come from struggle.”

NEW YORK AND BRUSSELS, 11. May, 09:29-The Israeli-Palestinian conflict has rarely been so far from finding a resolution.Since the cessation of hostilities between Israel and Hamas during the summer of 2014, the desire to seek peace has been diminishing, and instead growing tensions have prevailed, punctuated by stabbings and car-ramming attacks by the Palestinians, and violent acts including arson by the settlers.The despair of both peoples has rarely taken such a dispiriting face than with this daily violence. Moreover, the attention of the international community has been diverted from the Palestinian question by the Syrian conflict and the murderous activities of Daesh (Islamic State), which are the main focuses of diplomatic efforts and public opinion.-A state of tension favourable to peace-Yet, the climate has rarely been so favourable to a resolution of the conflict. The chaos that is sweeping the Middle East has been a game-changer in relation to Israel and the Arab countries.Many Palestinians and Israelis are worried about the possible breakout of Islamic State in Gaza and the West Bank.Hamas' policy failures and the insistence of the Israeli government to return to dialogue under its own terms provide a breeding ground for more hostile activities that will prevent pacific coexistence. Terrorist sparks are everywhere in Palestine; no country in the Middle East has an interest in letting a new conflict emerge.However, a majority of Israelis and Palestinians seek peace, and the desire of Arab countries to normalise their relations with Israel offers fertile ground for the resumption of peace negotiations.In 2002, the Arab Peace Initiative was proposed by the Arab League to end the Israeli-Palestinian conflict. In the proposed framework, all Arab and Muslim countries would establish normal diplomatic relations with Israel after the successful conclusion of the peace process with the Palestinians.For the Arab countries, truce with Israel would enable the emergence of an arc of stability from the Mediterranean to the Arabian Peninsula. This could prove useful for these countries who want to rally against the regional influence of Iran.-Leadership from Europe-In this complex situation of intertwined interests, Europe has a prominent role to play as the US is currently unable to commit to the peace process.Distracted by the upcoming presidential elections, concerned about the absence of a real prospect to reach an agreement, and its preference to assume a wait-and-see attitude, the US may well be ready to back an EU initiative for peace.-Such an opportunity exists.France has been trying for months to rekindle the peace process and is considering an international conference involving all the stakeholders in this conflict. The European Union as well as its member states have to give their unmitigated support to this initiative.However, some diplomatic conditions have to be met, drawing on the lessons of past failures. Otherwise, we would at best get temporary truces, a mere respite before the next outbreak of violence. The Arab Peace Initiative has to be the basis of all negotiations.On the one hand, it stresses the principle of coexistence between the Arab and Israeli peoples. On the other hand, it shows a spirit of compromise to end the conflict with mutually agreed upon land swaps.The role of the European Union is to support the peace process. In this context, we have to affirm that the Middle East Quartet is now more a burden than a help in resolving the Israeli-Palestinian conflict.Their demands towards Hamas are outdated and don't take into account the new realities.All those who have an interest in the status quo are supporting the Quartet. We need to get rid of the Quartet, revitalise the Arab Peace Initiative and promote the latest French initiative.-Preparing peace-However, 70 years of failures in the attempts to bring peace between Israel and Palestine have taught us that diplomacy alone is not enough.Seven decades of suffering, the loss of Palestinian dignity as well as the political opportunism from the leaders of the two sides have built psychological barriers which are almost impossible to overcome in the current situation unless a process of people-to-people interactions for a period of time precedes the peace negotiations.There is a need for mutual understanding to accept the obvious: the destruction of Israel or the vanishing of the Palestinians are impossible scenarios. Coexistence between the two peoples is the inevitable historical horizon.This entails ending the poisonous narratives delivered by leaders from both sides, ending rampant settlement construction, changing school textbooks that demonise the Other, supporting common initiatives like Ecopeace to protect shared environmental heritage ... all conditions that will pave the way for peace.In Human, All Too Human, Nietzsche stated: "Whoever lives for the sake of combating an enemy has an interest in the enemy's staying alive." His words resonate with this conflict where the Other is reduced to their role as a hereditary enemy. KUALA LUMPUR, Malaysia - Malaysia's government said Thursday that two more pieces of debris, discovered in South Africa and Rodrigues Island off Mauritius, are "almost certainly" from Flight 370, bringing the total number of pieces believed to have come from the missing Malaysian jet to five.The aircraft mysteriously disappeared more than two years ago with 239 people on board, and so far an extensive underwater search of a vast area of the Indian Ocean off Australia's west coast has turned up empty.Though the discovery of the debris has bolstered authorities' assertion that the plane went down somewhere in the Indian Ocean, none of the parts thus far has yielded any clues into exactly where and why the aircraft crashed. Those elusive answers lie with the flight data recorders, or black boxes, which may never be found, said Geoff Dell, a specialist in accident investigation at Central Queensland University in Australia."It shows they're looking in the right ocean — that's about it," Dell said.The two newly identified pieces of debris were found in March. Malaysian Transport Minister Liow Tiong Lai said one is an engine cowling piece with a partial Rolls-Royce logo, and the other is an interior panel piece from an aircraft cabin — the first interior part found from the missing plane.An international team of experts in Australia who examined the debris concluded that both pieces were consistent with panels found on a Malaysia Airlines Boeing 777 aircraft, Liow said."As such, the team has confirmed that both pieces of debris from South Africa and Rodrigues Island are almost certainly from MH370," he said in a statement.All five pieces have been found in various spots around the Indian Ocean. BEIRUT (Reuters) - Syrian government forces battled rebels north of Aleppo on Thursday as a ceasefire expired in the city itself, the Syrian Observatory for Human Rights and rebels sources said.The fighting was focused around the rebel-held Handarat area which is important because it is near the last route into opposition-held areas of Aleppo, Syria's biggest city before the conflict and now divided between the government and rebels.The Observatory said pro-government forces had launched an attack in the area, supported by air strikes targeting Handarat in addition to the only road into rebel-held areas of the city.The rebel sources said government forces had initially captured some ground, but this was later recovered. The congress said this implied an agreement that never happened as it advised the meeting that current prices should stand.Petroleum Minister Ibe Kachikwu announced the new price of a maximum of 145 naira (73 U.S. cents) a liter, up from 86.5 naira (43 cents). He noted that the months-long scarcity has meant Nigerians already are paying up to 250 naira ($1.26) a liter on the black market.Kachikwu said importers have had difficulty sourcing foreign currency because of a huge decline in foreign exchange earnings caused by low oil prices. Nigeria refines only enough crude to provide half its needs.He said the government is liberalizing the market, allowing any Nigerian entity to import fuel using foreign currency from any source. That would include foreign exchange bureaus where the naira recently has traded at up to double the official rate of 199 naira to the dollar.The meeting was led by Vice President Yemi Osinbajo, who has said that the subsidy costs the government $5 billion a year.Eighty percent of Nigeria's foreign currency comes from the petroleum industry, hit by renewed militant attacks that have cut production from 2.2 million barrels a day to about 1.68 million.

OKLAHOMA CITY (Reuters) - As the number of earthquakes in Oklahoma exploded into the hundreds in the last few years, nearly a dozen insurance companies moved to limit their exposure, often at the expense of homeowners, a Reuters examination has found.Nearly 3,000 pages of documents from the Oklahoma Insurance Commission reviewed by Reuters show that insurers and the reinsurers who cover them grew increasingly concerned about exposure to earthquake risks because of heightened frequency of seismic activity, which scientists link to disposal of saltwater that is a byproduct of oil and gas production.Even as they insured more and more properties against earthquakes in the past two years, six insurers hiked premiums by as much as 260 percent and three increased deductibles. Three companies stopped writing new earthquake insurance altogether, state regulatory filings obtained by Reuters show. Several insurers took more than one of those steps.In addition, the insurers would consider suing oil and gas companies for reimbursement in instances where they would have to pay damages to homeowners, according to several sources, including two insurance company officials.So far Oklahoma's biggest earthquake was a 5.6 magnitude temblor in Prague in 2011 that buckled road pavement and damaged dozens of homes.However, the push to limit earthquake exposure reflects insurers' fear that the surge in small quakes is a portent of a 'big one' in coming years, given the relationship between the magnitude and a total number of earthquakes in a certain area.The filings show many insurers explicitly stated they were concerned about exposure to earthquake risk. In late March, the U.S. Geological Survey (USGS) warned that 7 million Americans were at risk of so-called induced seismicity.The warning further heightened insurers' and reinsurers' concerns, Oklahoma Insurance Commissioner John Doak said.Because earthquakes were rare in Oklahoma before shale oil and gas production soared in the past decade, very few residents carried earthquake insurance back then.-OIL, WATER AND QUAKES-That has changed as the number of quakes of magnitude 3.0 and higher recorded in the state soared from a handful in 2008 to 103 in 2013 and 890 last year, according to USGS. The value of coverage, usually offered as an add-on to standard homeowners' policy, also spiked to $19 million in 2015 from less than $5 million in 2009, according to the Insurance Information Institute, a trade group.Scientists link the quakes to the injection of wastewater generated from the oil and gas production process deep underground. Volumes of so-called "produced water" have ballooned as horizontal drilling and hydraulic fracturing, or fracking, boosted output in Oklahoma.Monthly injection volumes in Oklahoma doubled between 1997 and 2013, according to a 2015 Stanford University study.The Oklahoma Oil & Gas Association has said state regulators' efforts to work with producers to limit the amount of wastewater injected would reduce seismicity.So far, relatively few homeowners have filed claims, in part because the damages were not big enough to exceed the deductibles. Some who did say they had trouble getting compensation.Julie Allison said the cumulative effects of the 39 earthquakes of magnitude 3.0 and above that had struck within two miles of her home in Edmond, Oklahoma, had caused $70,000-80,000 in damages, but Farmers Insurance denied her claim in April."They did not deny that we had damage," Allison said. The insurance company, however, blamed it on ground erosion and settlement, she said.Farmers said it relied on outside engineering experts for the assessment and that the Allisons have accepted the company's offer to pay for a second opinion by an expert of their choice.-HIGHER EXPOSURE-For some insurers and reinsurers the risks have proven too big. Responding to the pull-back and premium hikes Oklahoma's Insurance Commission has scheduled a "fact-finding hearing" in late May, Doak said.Travelers Insurance Company , the sixth-largest provider of earthquake insurance in the state, stopped allowing existing policyholders to add earthquake coverage in November 2014. In a filing, it said it was making the change "to manage our exposure to earthquake in the state."The Hartford stopped writing earthquake insurance in Oklahoma in late 2014. Oklahoma Farm Bureau Mutual Insurance Company removed earthquake coverage from their existing homeowner policies in February 2011, filings show.The Oklahoma Farm Bureau said it made a "business decision" to remove coverage in 2010. Travelers declined to comment beyond its filing. Hartford declined to comment.Other companies raised deductibles or premiums. Andrew Walter, manager of underwriting research and development at Country Mutual Insurance Company, which raised its deductible last year, said the step aimed to "protect our financial strength in case of a large scale earthquake in the state."Others that hiked premiums include Chubb Ltd , which said it kept providing coverage to existing and new customers, but would not discuss premium rates, and EMCASCO Insurance Company , which did not respond to requests for comment.Risk modelers fear that insurers are too exposed in the event of a "big one," even though claims have been few thus far.If they do end up with substantial claims for a large quake, insurers could sue the oil companies for reimbursement.
