DES MOINES, Iowa (AP) — Strong concern about a second wave of coronavirus infections is reinforcing widespread opposition among Americans to reopening public places, a new poll finds, even as many state leaders step up efforts to return to life before the pandemic.Yet support for public health restrictions imposed to control the virus’s spread is no longer overwhelming. It has been eroded over the past month by a widening partisan divide, with Democrats more cautious and Republicans less anxious as President Donald Trump urges states to “open up our country,” according to the new survey from The Associated Press-NORC Center for Public Affairs Research.The poll finds that 83% of Americans are at least somewhat concerned that lifting restrictions in their area will lead to additional infections, with 54% saying they are very or extremely concerned that such steps will result in a spike of COVID-19 cases.“Oh, I’d like to get my hair and nails done. It’s one of those little pleasures you take for granted,” said Kathy Bishop, a 59-year-old billing specialist who had pneumonia two years ago. “But I’m just going to suck it up. It’s not worth the risk.”Bishop lives in the western suburbs of Columbus, Ohio, a state where Republican Gov. Mike DeWine is among the state chief executives leading a gradual reopening of businesses such as salons, barbershops, restaurants and bars. Israel’s cyberattack on Iran’s largest port earlier this month, reported Monday to have caused massive disruptions to its operations, in fact caused only minor damage — and by design — The New York Times reported Wednesday.The Washington Post reported Monday that Israel had brought down the Shahid Rajaee port’s computer systems, causing a total shutdown of the facility, on May 9.Israel has refused to officially comment on the report, which cited US and other foreign officials as saying Israel was likely behind the computer attack.Shahid Rajaee Port, in the southern Hormozgan Province, is located some 25 kilometers (15 miles) from the city of Bandar Abbas. It is also known as the port of Bandar Abbas.Israel has long accused Iran of using the port for military purposes to aid terrorists elsewhere in the Middle East, including the Jewish state’s foes Hamas and Hezbollah, with the IDF intercepting some of the shipments.

(IDF)The Times on Wednesday said Israel was indeed behind the attack but cast doubt on its scale, citing “high-ranking intelligence officials and experts in the Middle East who are kept informed of covert Israeli actions in the region.”“The attack on the computer systems at the Shahid Rajaee port in the strategically important Strait of Hormuz was limited in scope, creating traffic jams of delivery trucks and some delays in shipments, but causing no substantial or lasting damage,” the report said.The attack was apparently in response to an alleged Iranian attempt to hack into Israel’s water infrastructure system. Israel’s high-level security cabinet held a secret meeting to discuss a response to the hack attack on May 7, according to Channel 13 news, and regarded the attempt to damage its water system, a non-military target, as crossing a red line.Israeli officials originally did not even think the Iranian attack warranted a response, according to the Wednesday report, and the retaliation was pushed by now-former defense minister Naftali Bennett, who also ordered that it be leaked to international media.According to the report, the port has been hobbled by US-led sanctions on Iran and currently only handles 20 ships a month at most. It was specifically chosen as a non-central target with the goal of sending a message more than to inflict actual damage, the report said.However, as of several years ago, before sanctions decimated Iran’s economy, the port was by far its largest and most strategically important. WASHINGTON (AP) — They fly at speeds of a mile a second or faster and maneuver in ways that make them extra difficult to detect and destroy in flight.US President Donald Trump calls them “super-duper” missiles though they’re better known as hypersonic weapons. And they are at the heart of Trump administration worries about China and Russia.For decades the United States has searched for ways to get ultra-fast flight right. But it has done so in fits and starts. Now, with China and Russia arguably ahead in this chase, the Trump administration is pouring billions of dollars a year into hypersonic offense and defense.The Pentagon makes no bones about their purpose.“Our ultimate goal is, simply, we want to dominate future battlefields,” Mark Lewis, the Pentagon’s director of defense research and engineering for modernization, told reporters in March.Critics argue that hypersonic weapons would add little to the United States’ ability to deter war. Some think they could ignite a new, destabilizing arms race.A look at hypersonic weapons:-What’s special about hypersonic?Two things make these weapons special: speed and maneuverability. Speed brings surprise, and maneuverability creates elusiveness. Together, those qualities could mean trouble for missile defenses.By generally agreed definition, a hypersonic weapon is one that flies at speeds in excess of Mach 5, or five times the speed of sound. We call them ‘super-fast,’ where they’re four, five, six and even seven times faster than an ordinary missile. We need that because, again, Russia has some.”And last Friday, Trump told reporters, “We have no choice, we have to do it, with the adversaries we have out there,” mentioning China and Russia. He added, “I call it the super-duper missile.” He said he “heard” it travels 17 times faster than any other US missile. “It just got the go-ahead,” he added, although the Pentagon would not comment on that.How they work-The Pentagon is pursuing two main types of hypersonic weapons. One, called a hypersonic glide vehicle, is launched from a rocket. It then glides to a target, maneuvering at high speed to evade interception. The other is sometimes referred to as a hypersonic cruise missile. Capable of being launched from a fighter jet or bomber, it would be powered by a supersonic combustion ramjet, or scramjet, enabling the missile to fly and maneuver at lower altitudes.On March 19, the Pentagon flight-tested a hypersonic glide vehicle at its Pacific Missile Range Facility in Kauai, Hawaii. It deemed the test a success and “a major milestone towards the department’s goal of fielding hypersonic warfighting capabilities in the early- to mid-2020s.”Unlike Russia, the United States says it is not developing hypersonic weapons for use with a nuclear warhead. That nearly doubled the following year, then rose to $2.4 billion a year later and hit $3.4 billion this year. The administration’s 2021 budget request, which has yet to be approved by Congress, requests $3.6 billion.Although this is a priority for Pentagon spending, it could become limited by the budgetary pressures that are expected as a result of multitrillion-dolla federal spending to counter the coronavirus pandemic.Why they matter-Top Pentagon officials say it’s about Russia and, even more so, China.“By almost any metric that I can construct, China is certainly moving out ahead of us,” Lewis, the Pentagon research and engineering official, said Tuesday. “In large measure, that’s because we did their homework for them.” Basic research in this field was published by the US years ago, “and then we kind of took our foot off the gas,” although the Pentagon is now on a path to catch up and surpass China, he added.China is pushing for hypersonic weapon breakthroughs. It has conducted a number of successful tests of the DF-17, a medium-range ballistic missile designed to launch hypersonic glide vehicles. According to a Congressional Research Service report in March, US intelligence analysts assess that the DF-17 missile has a range of approximately 1,000 to 1,500 miles (1,600 to 2,400 kilometers) and could be deployed this year.Russia last December said its first hypersonic missile unit had become operational. It is the Avangard hypersonic glide vehicle, which Moscow says can fly at Mach 27, or 27 times faster than the speed of sound, and could make sharp maneuvers to bypass missile defenses. On Monday, Prime Minister Justin Trudeau spoke by phone with Israeli Prime Minister Benjamin Netanyahu. On Tuesday, he spoke by phone with Israeli "alternate" Prime Minister Benny Gantz.Israel has two prime ministers who loathe each other because that arrangement was the only way to form a halfway-functioning government in a polarized country that staged three elections in 12 months without producing a clear result.The two PMs have agreed not so much to share power as to operate two parallel administrations at the same time. Many Israeli political observers expect the two men to continue their in-fighting on a different plane.But there is one long-term project of Netanyahu's that Gantz has promised not to oppose after July 1: the formal annexation by Israel of part of the West Bank, occupied by Israel since 1967 but never recognized as part of Israel by any government.Trudeau has had separate conversations with both Israeli PMs. But if the Canadian government's anodyne readouts of the calls are accurate, he had exactly the same conversation with both men.Canada won't recognize the annexationThe words "annexation", "West Bank" and "occupied territories" do not appear anywhere in the readouts. "The government may say that they won't recognize annexation, but will they modify the Canada-Israel Free Trade Agreement (CIFTA) to exclude those territories from privileged trade status?" he asked. "I highly doubt that". CBC News asked officials in Global Affairs and the Prime Minister's Office about that issue but was told that they had no comment on the matter.Canada currently allows products from illegal West Bank settlements to enter the country duty-free under CIFTA, arguing that Israel and the West Bank are part of a customs union agreed to mutually by Israel and the Palestinian Authority. In China, thousands of banknotes were destroyed or disinfected to eliminate the spread of the virus. South Korea followed suit, and in the US, the Federal Reserve has started storing banknotes that have come in from Asia before recirculating them back into the economy. Canadians, however, have taken a different approach. Rumours persist that some people have been shoving banknotes into washing machines to rid them of the virus – taking advantage of the fact that their ‘paper’ money is made of plastic. This takes money laundering to a whole new level. Some retailers have banned the use of cash in their stores to keep employees and customers safe, opting for contactless payments instead. Meanwhile, for those confined to their homes, online shopping is a lifeline. Even the most unwilling are keen to adapt. Manish Kohli, head of cash management at Citi, says from his home office in New York that even his wife –previously hostile to mobile money – has started to use Venmo to transfer funds to members of the community who have been braving the streets to get goods for others in need. "People are adapting to the new normal," he says. Necessity over convenience Digital payments, once born out of convenience, have become a necessity for some. Yes, there might still be a number of people who hoard cash – as is often the case in times of crisis – but others will cease to see the point if they are not able to use physical money to buy essential goods and services. Luckily, we live in a time where much of the infrastructure required to complete an online purchase is already in place. This may not have been possible even ten years ago. Until application programming interfaces are much more commonly used, the fragmentation in the payments space will be another barrier to fully cashless societies. Following the global financial crisis, banks' financial buffers have become much more robust, but liquidity may soon dwindle as banks introduce a number of measures to prop up corporate clients and the economy, including emergency funding for repo markets, debt restructuring, mortgage holidays, new credit lines, huge credit drawdowns and more. Mary's initial 'Yes' thus became the starting point of a process that would end with the last 'Yes' under the cross; the two 'fiat' became inseparable.An unforgettable moment in Mary's life was her meeting with Elizabeth already in the advanced stages of pregnancy; Elizabeth blessed Mary: Blessed are you among women, blessed are you who believed in the fulfillment of the words of the Lord (Lk 1:42.45). A memorable moment, surprising words, memories that became life and companions of reference, even in the darkest hour of her life. In China, thousands of banknotes were destroyed or disinfected to eliminate the spread of the virus. South Korea followed suit, and in the US, the Federal Reserve has started storing banknotes that have come in from Asia before recirculating them back into the economy. Canadians, however, have taken a different approach. Rumours persist that some people have been shoving banknotes into washing machines to rid them of the virus – taking advantage of the fact that their ‘paper’ money is made of plastic. This takes money laundering to a whole new level. Some retailers have banned the use of cash in their stores to keep employees and customers safe, opting for contactless payments instead. Meanwhile, for those confined to their homes, online shopping is a lifeline. Even the most unwilling are keen to adapt. Manish Kohli, head of cash management at Citi, says from his home office in New York that even his wife –previously hostile to mobile money – has started to use Venmo to transfer funds to members of the community who have been braving the streets to get goods for others in need. "People are adapting to the new normal," he says. Necessity over convenience Digital payments, once born out of convenience, have become a necessity for some. Yes, there might still be a number of people who hoard cash – as is often the case in times of crisis – but others will cease to see the point if they are not able to use physical money to buy essential goods and services. Luckily, we live in a time where much of the infrastructure required to complete an online purchase is already in place. This may not have been possible even ten years ago. Cash managers and payments experts agree that payment volumes will be down across the board. For 19 years, from 1948 to 1967, Jerusalem was severed in two along an arbitrary line called the “kav ironi” (urban line). The partition was wrought with tensions and absurdities, for it split neighborhoods, streets and even houses down the middle. Jews were evicted from their homes and synagogues in the Old City, and the sacred Western Wall was officially beyond reach.

During that period people on both sides were injured in hundreds of stone-throwing incidents. And every so often an Israeli was shot by what the Jordanians would excuse as momentary psychosis on the part of a soldier (this is the source of the term “resident psychotic,” or, in Hebrew, hameshuga hatoran).Jerusalem Day, held this year on Thursday and Friday, celebrates the reunification of the Holy City 53 years ago. Early in the War of Independence, Israel conquered Mount Zion. But the walled Old City, held by Jordan, was only a few dozen meters away. In order to keep a foothold on their side of the border, Israeli forces regularly patrolled a little alley between the mountain and the Old City walls.In one of those moments that the Jordanians liked to call “crazy,” a Jordanian soldier shot, and killed, Captain Avshalom Sela, commander of the unit that was on patrol near the southwestern corner of the walls.Captain Sela’s last name translates into Hebrew as “rock.” So it is no coincidence that a memorial to the captain, who was preparing to enter University after his service, is a large, smooth rock sprawled on the slopes of Mount Zion.But it wasn’t a “crazed” Jordanian who killed Lt. Colonel George Flint on Mount Scopus, a height in northern Jerusalem that enjoyed a dubious special status as an Israeli demilitarized zone.On May 26, 1958, Jordanian soldiers fired at Israelis on patrol in the Mount Scopus Botanical Gardens. The Jordanians refused to stop shooting long enough for the Israelis to evacuated their wounded, lying out in the open, to a hospital.Finally a cease-fire was announced. Immediately, Flint, the Canadian chairman of the Jordanian-Israeli Ceasefire Committee, bravely headed for the wounded. Although he carried a white flag, he was cold-bloodedly murdered by Jordanian bullets.Flint had intended to return home at the end of the year, and to publish a book about his experiences in Palestine. The title he had planned for the book: “Blessed are the Peacemakers.”A two-story shomera, or guard tower, in the Botanical Gardens on Mount Scopus is a memorial to Lieutenant-Colonel George Flint and the four Israelis who died during an attack on the site. (Shmuel Bar-Am)Thousands of years ago, an Israelite farmer would build a watchtower — “shomera” in Hebrew — in his fields. Isaiah 21:8, reads “O Lord, I stand continually on the watchtower by day, and I am stationed every night at my guard post.”That’s why the two-story shomera that stands in the Botanical Gardens on Mount Scopus is such an appropriate memorial to Flint and the four Israelis who died during that unprovoked attack.A blurry map-Between the wars in 1948 and 1967 tensions often reached ridiculous new heights. So for the 19 years that Jerusalem was divided, one side of the street was in Jordan, and the other was in Israel.The Bathroom Affair-Although there could be friendly acts between people on both sides of the street, every tiny change in the status quo gave rise to complaints and condemnations. One Israeli family that lived 50 meters from a Jordanian army position had only an outdoor latrine. When the political situation was tense it became dangerous to walk into in the yard, so in 1965, a few days before Yom Kippur, the family began building an indoor bathroom.On Yom Kippur morning an Israeli representative to the Mixed Armistice Committee received an urgent summons to appear: the Jordanians claimed that Israel had violated the status quo. As this was the holiest day of the Jewish year, the Israeli tried to delay the meeting. But the Jordanians replied that they couldn’t be responsible for what might happen from their side.The Jerusalem house that sparked the so-called “Bathroom Affair” in 1965. (Shmuel Bar-Am) Incredibly, on Yom Kippur, the Mixed Armistice Committee (which included Israeli, Jordanian and United Nations representatives) sat for 18 hours discussing bathrooms. Thirty-six recorded pages of these “crucial” talks still exist. Israel was condemned, in the end, but the family got their bathroom in what is still known, today, as the Bathroom Affair.A papal roadIn 1964 Pope Paul VI announced that he would like to visit Mount Zion. At the time, a narrow dirt path along the slopes led to the mountain’s holy sites. The path was located partly in no-man’s land, with one end in Israeli territory and the other in Jordanian.Prior to the Pope’s arrival Israel decided to turn the path into a paved road so it would be easier for his car to reach the Cenacle, the traditional Christian site of Jesus’ Last Supper. The Jordanians didn’t object, and the road was prepared for his visit.After he left, Christian pilgrims flocked to Mount Zion and traffic jams were common. In 1966 Israel began widening the road, taking great care not to touch any Jordanian-held property. But oh!, what a ruckus ensued when Israeli bulldozers unwittingly tossed a few clods of dirt onto Jordan’s side of the border. The Jordanians complained to the Ceasefire Commission — and work on the road was stopped.The Jerusalem road constructed for a papal visit in 1964. (Shmuel Bar-Am)-With Mount Zion on the front lines adjacent to the Old City, Israel set up a base on the grounds and in the buildings of the Bishop Gobat School (today the Jerusalem University College) located on its the slopes. But there was a problem: the wide Hinnom Valley lay between Western Jerusalem and Mount Zion.-Across the valley-How was the army to get troops and supplies across the valley and up the mountain with the Jordanians perched on the ramparts atop the Old City walls? How were they to evacuate the wounded? And the problems didn’t end even after the division of the city, for anyone and anything moving below the Old City walls was a potential Jordanian target.One solution was a partially covered trench that ran between the Gobat School and the Yemin Moshe neighborhood on the other side of the valley. Unfortunately the tunnel, which remained in place until the city was reunited in 1967, was too narrow to handle much traffic and included many impractical bends.So engineer Uriel Hefetz came up with the idea for a cable car, and in December of 1948 the army stretched a 200-meter (650-foot) long steel cable across the Hinnom Valley from today’s Mount Zion Hotel on Hebron Road to the Gobat school. Three soldiers were needed on each side to hand wind the cable.The cable car constructed in 1948 over Jerusalem’s Hebron road. (Shmuel Bar-Am)Although the cable car was used for only a short time it was kept ready, like the tunnel, for any emergency. So secret was the cable car that until it was revealed to the public in 1972 few people in the country knew that it had ever existed.The cable is still there, visible from the bridge which spans Hebron Road, the valley and Mount Zion. It is an integral part of the Cable Car Museum located in the Mount Zion Hotel.High-wire artist Philippe Petit is no stranger to cables. In 1971 he became famous when he walked a tightrope between the towers of Notre Dame Cathedral in Paris, and three years later he was arrested after an unauthorized walk between the Twin Towers that once towered above New York.Twenty years after the reunification of Jerusalem, Mayor Teddy Kollek invited Petit to perform a similar stunt across the Hinnom Valley within the framework of that year’s Israel Festival. Petit was delighted with the idea. In what is effectively a gesture against the Trump peace plan, the Yesha Council umbrella group of settlement mayors has adopted a series of principles that include supporting West Bank annexation while vehemently opposing the establishment of any Palestinian state.The Trump plan, which was released in January, envisions Israel annexing roughly 30 percent of the West Bank and provides a list of conditions for the establishment of a Palestinian state on the remaining land beyond the Green Line.The Yesha Council convened for the vote last week in the Ma’ale Adumim city settlement, but publicized its decision Wednesday.A spokesman for the Yesha Council told The Times of Israel that 15 of the 24 mayors participated in the session and that the measure passed by a large majority. The Yesha Council calls on the new government and the Knesset to act to apply sovereignty in Judea, Samaria and the Jordan Valley as soon as possible. 3. Applying sovereignty is the responsibility of the State of Israel only (i.e., not something that requires American approval). 4. The Yesha Council opposes any recognition or agreement of any kind to the establishment of a Palestinian state. 5. The Yesha Council will not agree to a construction freeze in [settlements] or restrictions on construction in any locality. 6. Michigan dam had repeated safety violations before flooding-[Associated Press]-JOHN FLESHER-May 21, 2020

TRAVERSE CITY, Mich. (AP) — A hydroelectric dam that failed to hold back floodwaters this week in Michigan was the target of lengthy investigations by federal regulators, who revoked the facility's license over safety violations two years before the flooding that forced 10,000 people to evacuate their homes.Boyce Hydro Power’s history of violations lasted throughout the 14 years the company was authorized to run the nearly century-old Edenville dam, according to the Federal Energy Regulatory Commission, which said it repeatedly raised concerns about the dam's ability to prevent flooding during extreme conditions because of its inadequate spillway capacity.The dam on the Tobacco and Tittabawassee rivers, about 140 miles (225 kilometers) north of Detroit, was among several barriers overtaken Tuesday by floodwaters that chased people from communities in central Michigan. Gov. Gretchen Whitmer warned that Dow Chemical Co.’s hometown of Midland could end up under 9 feet of water. She said the state will investigate the dam operators.The commission ordered Boyce Hydro to form an independent team to investigate three other dams it owns on the rivers that were vulnerable to a “cascading failure scenario.” Among them was the Sanford Dam, which also was damaged.The commission planned to send a staff engineer to the site to assist with the investigation as soon as it could be done safely, Chairman Neil Chatterjee said in a statement.The governor said the state was “reviewing every possible legal recourse."Lee Mueller, architect and co-member manager of the company, did not return calls for comment Wednesday from The Associated Press.The Edenville dam, in Michigan’s Gladwin and Midland counties, includes a series of earthen embankments totaling about 6,600 feet (2,012 meters) long, with a maximum height of nearly 55 feet (16.8 meters). It forms a 2,600-acre reservoir known as Wixom Lake, a popular boating and fishing spot.The dam has two reinforced concrete spillways to carry away excess water when reservoir levels get too high.In its 2018 order revoking Boyce Hydro's license, the commission said its primary concern about the dam was its inability to handle “the probable maximum flood” — the type of event that could be expected from “the most severe combination of critical meteorologic and hydrologic conditions that is reasonably possible” in the area.Commission guidelines require that dams be able to withstand such a flood or have enough spillway capacity to prevent reservoirs from rising dangerously high. The Edenville dam's spillway capacity was only about 50 percent of the probable maximum flood, the commission said.Inadequate spillway capacity is a common problem for U.S. dams, an Associated Press investigation found in 2019.The commission said it warned the dam's previous owners of the need for improvements in early 1999, but no changes were made before the license was transferred to Boyce Hydro in 2004.Boyce Hydro said it planned to build an auxiliary spillway on the Tittabawassee River that year and was studying the need for another on the Tobacco River, the commission said.But the company failed to complete either project, repeatedly seeking extensions and missing deadlines, the agency said. Among its other violations: performing unauthorized dam repairs and earth-moving and failing to file an adequate public safety plan, maintain recreation facilities or monitor water quality.For more than a decade, Boyce Hydro "knowingly and willfully refused to comply with major aspects of its license ... with the result that public safety has been put at risk, and the public has been denied the benefits, particularly project recreation, to which it is entitled," the commission's order said.“The record demonstrates that there is no reason to believe that Boyce Hydro will come into compliance," the commission added. The company “has displayed a history of obfuscation and outright disregard of its obligations.”The company twice lowered Wixom Lake's level without permission after the federal license was revoked, said Nick Assendelft, spokesman for the Michigan Department of Environment, Great Lakes and Energy, which has overseen the Edenville barrier since its federal license was withdrawn.The department was pursuing enforcement action for the violation and resulting damage to natural resources when the dam gave way, Assendelft said. A lawsuit filed April 30 says the lengthy drawdowns in 2018 and 2019 killed “thousands, if not millions” of freshwater mussels, many listed as endangered species.The Four Lakes Task Force, an authority formed by the two counties and area property owners, agreed to buy all four dams on the rivers from Boyce Hydro last December and was planning to close the deal within the next couple of months, spokeswoman Stacey Trapani said.The group planned to raise $32 million for the purchase and for major upgrades and maintenance, she said.Now, the status of the deal is unclear.“We're still in emergency mode at the moment,” Trapani said. “As soon as we are able, we’ll start assessments so we can determine a path forward.”___Associated Press Writer Mike Casey in Concord, New Hampshire, contributed to this report.
