Owen Sound Police Raise Pride Flag After City Council Refuses

"People should not be persecuted for who they are, or who they love."

In the wake of the Orlando mass shooting that left 49 killed in a gay nightclub, many across Canada have paid tribute by raising pride rainbow flags high, draping them around their shoulders, or flying them at half-mast.But the LGBTQ residents in the southern Ontario town of Owen Sound have been asking their city for support and recognition, with little success.For the past 11 years, Owen Sound City Council has banned rainbow flags from being raised at city hall.However, that didn’t stop Owen Sound’s official Facebook page from welcoming Pride Month with a photo of a waving rainbow flag.The irony was not lost on some Owen Sound residents, including retiree Joan Beecroft. As a former chair of the Elementary Teachers’ Federation of Ontario’s Human Rights Committee, she had succeeded in getting approval to fly a rainbow flag over city hall in 2005. A group of anti-gay protesters tried to shut down the flag-raising ceremony, heckling one councillor’s son as a child who “shouldn’t have been born.”After that, city policy was changed to ban all flags from flying over city properties, with the exception of flags representing government and certain holiday-specific flags, such as one for Remembrance Day.

Update: Owen Sound City Council's communications advisor Peter Aylan-Parker told The Huffington Post Canada in an email:

"The City of Owen Sound has had a policy for many years respecting the use of our municipal flagpole, city proclamations, and public awareness campaigns. This policy states that the City will only fly specific flags (e.g. Canadian Flag, City Flag, Provincial Flag, etc.). All flags are flown in accordance with the etiquette established by Heritage Canada."“[It’s a] cowardly policy, 10 years out of date,” Beecroft told The Huffington Post Canada. “Things have changed in the country and everywhere else."In response to city council’s decision, residents have taken to decking their homes and businesses with pride flags.Fortunately, the Owen Sound Police Department didn't follow city hall's footsteps, conducting its own official flag-raising ceremony on Monday, June 20, at police headquarters.Police chief Bill Sornberger announced that "the safety of every [community] member is paramount," Owen Sound Hub reports.Their pride flag will fly for the rest of the month.Join us as we celebrate the diversity of our city! If ever there was an easier way to do it, it would be now.”Haswell said she was unhappy to hear that no city representatives attended a recent vigil for the Orlando shooting victims held in Owen Sound, especially since the mayor or other city officials are expected to appear at most public events. Sources confirm that they did not witness anyone at the vigil who went on behalf of Owen Sound City Council.“It’s disappointing that the mayor or council doesn’t have conviction to show leadership,” she said.Owen Sound City Council has previously ignored its own flag-flying policies. Council flew a flag for its "sister city" Miamisburg, Ohio, for six months. The flag’s existence was largely ignored, Owen Sound Hub publisher Anne Finlay-Stewart told HuffPost Canada.“If you polled people here, most would not know. It has no impact on people here,” Finlay-Stewart said. “Whereas, a pride flag says we actually support [LGBT] people here, who raise children and pay taxes.”Grey Bruce Pride chair MaryAnn Thomas pointed this out to council as precedent for a policy overhaul last year, however the council chose to uphold their stance.“I can’t think of an easier or open time in [the] history of this country, to hoist that flag. If ever there was an easier way to do it, it would be now.”Stevie Forbes-Roberts, an ARCH HIV/AIDS resources coordinator, told The Huffington Post Canada that the decision will have repercussions for Owen Sound’s queer and trans residents.“There’s a concern that because of what happened in Orlando, more youth will not be coming out and living with more self-internalized shame,” Stevie said. “Then there’s people who have been out their whole lives and live in Owen Sound. [They] deserve for city hall to recognize their identities.”While city hall won't see rainbow banners flapping overhead anytime soon, Owen Sound political representatives have spoken out about Pride Month.Mayor Ian Boddy acknowledged the Orlando shootings as he opened a city council meeting on June 13, and urged residents to attend Pride festivities.“People should not be persecuted for who they are, or who they love, what they do, what they come home to, what colour their skin is, where they live,” Boddy said. “Today I want to be clear that we stand with Orlando and with the worldwide LGBT community.”In an open letter to Owen Sound Hub, Owen Sound MP Larry Miller condemned the Orlando attacks as an act of “radical Islam.”Miller, an outspoken Conservative MP, had asked niqab-wearing Muslims to “stay the hell where you came from,” on a radio show debate during the last federal election.

He had previously argued that the Liberal long gun registry was akin to policies approved by Adolf Hitler. Miller has since apologized for both statements.“People should not be persecuted for who they are, or who they love, what they do, what they come home to, what colour their skin is, where they live.”Owen Sound is not the only Canadian town to squabble with the pride flag. Since 2007, Truro, N.S. has officially banned flying the pride flag. However, the Orlando mass shooting led the town to fly the pride flag for the first time, and at half-mast.For Beecroft and others, the pride flag represents how, in a small way, their home respects them.“Flags are a real small thing. When you see your flag flying… it means you’re part of the city. You belong there,” Beecroft said. “And when there aren’t any at all, I think that’s a statement too.”

Big turnout for Pride flag-raising ceremony at Owen Sound city hall

About 150 people, including Owen Sound’s mayor, police chief and top city staffers, watched Friday as an LGBTQ Pride flag was raised at downtown city hall for the first time in 14 years.

“I think the turnout is fantastic. Last year, we had about 75, so 150 would mean we doubled our amount, which is wonderful,” said Donald Anderson, chair of the Grey Bruce Pride committee, which organized the flag-raising ceremony.Mayor Ian Boddy said the city is celebrating “diversity and equality,” while recognizing its residents’ commonality by flying the Pride flag.“No matter our sexual orientation, we have more in common with our neighbours, our family members, our work colleagues and our community members than we have differences,” he said.The 20-minute event included the singing of O Canada – led by a bagpiper – the raising of the rainbow flag and comments from committee members and Boddy.Many of the onlookers waved or displayed their own rainbow flags and nearly everyone wore a rainbow-coloured heart sticker, which were distributed to the crowd.Sounds from the ceremony all but drowned out the singing and shouting of failed mayoral candidate and Victorious Living Centre advocate Ray Botten, who staged a small protest across the street while displaying images of black-and-white “straight pride flags.”Police officers kept an eye on the three or so demonstrators.Anderson told the crowd that this year marks the 50th anniversary of both the Stonewall riots in New York City – considered by many as the birth of the LGBTQ movement – and a Canadian Criminal Code amendment that decriminalized same-sex relationships among consenting adults.Committee members also spoke about the history of Pride flag events in Owen Sound.

A Pride flag was last hoisted at city hall in 2005 by Joan Beecroft, who made the request on behalf of the Elementary Teachers’ Federation of Ontario Bluewater Local’s human rights committee. That event was met by a small group of protester.Council voted a couple weeks later to no longer let groups fly their flags on city property, after it permitted the flying of the Pride flag but denied an Orange Lodge request. Some councillors feared a discrimination lawsuit if only some flags were approved.(I  STAN WANTED AN ISRAELI FLAG FLOWN BESIDE THE GAY FLAG TO REPRESENT CHRISTIANITY.A few attempts were made over the years to change the policy, but they were unsuccessful.Then, in 2016, the Owen Sound Police Service decided to fly the Pride flag at its building. Botten also protested that event.The following year, council decided to end the 12-year city ban by amending Owen Sound’s flag-flying policy to include rules about flying flags on a new community flag pole.A Pride flag was raised outside of the Harry Lumley Bayshore Community Centre – the temporary location of the community flag pole during renovations to city hall – in 2017 and 2018.A permanent community pole at the south side of city hall was part of the council-approved site plan for the renovation project.The Pride flag was the first flag to be raised on the new pole. It is to remain up until June 21.Beecroft said she’s happy with the city’s new “inclusive” flag policy, which she notes forbids groups that support discrimination from flying their flags on city properties.“As the first flag-raiser back in 2005, it feels really good today to have it back at city hall where it belongs,” she said. This year, the Grey Bruce Pride committee organized a “Rainbows in the Sky” campaign, which invited all municipalities in Grey-Bruce to fly the rainbow flag during Pride month in June. The committee also offered the flags, which were purchased with a Community Foundation grant secured on their behalf by the United Way of Bruce Grey.Anderson said 15 of the 17 local municipalities, along with Saugeen First Nation and the Chippewas of Nawash, agreed to fly the flag.Southgate and Chatsworth declined, with the mayors of both municipalities telling The Sun Times that their councils have decided to fly only the Canadian, Ontario and township flags at their municipal buildings.In response to Southgate council’s decision, three Dundalk residents held a “Show Your Colours” walk June 1 through the town. About 40 people took part, with most waving Pride flags.

“We wanted to show that Southgate is an inclusive, compassionate and loving community. We got the community involved and the turnout was great,” said Carole Henderson, who co-organized the walk.Southgate Mayor John Woodbury said council’s decision was “not about the Pride flag,” but about adhering to a practice that has been in place for years.He said he thinks the walk was a great idea.“That’s what the public should do is if they see things or feel a certain way, they can hang the flag, they can go for the walk. That’s fine. We weren’t against that either. It got blown up as being us against the Pride flag, but it really was just other flags in general,” he said.Chatsworth Mayor Scott Mackey said previous councils have followed the practice of only flying the national, provincial and township flags at municipal buildings, so the current council has only put those rules into a policy.“The primary reason is there are lots of good causes out there and you would end up having proclamations at different times. So just to stay constant with the Canadian and Ontario flags seemed to be the easiest way. It had nothing to do with one organization or another,” he said.

The COVID-19 pandemic has had a disproportionate impact on the people who live in long term care and retirement residences. Over the last year and a half, we have worked together to protect those in our care from the worst outcomes from the pandemic, and sadly, our work is not yet done. Variants of concern are more contagious than ever and pose a higher risk of transmission compared to the original strain of COVID-19.


As an industry leader, Revera has decided to update its vaccine policy. Effective October 12, vaccination against COVID-19 will be mandatory for Revera staff across Canada. This policy applies to all employees,
agency staff, students, volunteers, and contractors at all Revera sites, including the Support Office, who must be vaccinated unless they are medically unable.


The changes to Revera’s policy are being made in coordination with other industry partners, including enior living operators Chartwell, Extendicare, Responsive Group and Sienna, to demonstrate that we are united in our mission to protect the safety of residents.


Vaccines are a proven, safe and powerful way to reduce the spread and severity of COVID-19. We know that after the vast majority of Revera’s residents were vaccinated we saw a dramatic reduction in negative outcomes from COVID-19 in our homes and residences. We are truly grateful for this and are committed to maintaining this positive trend.


The change in our vaccine policy reflects the fact that our society, and you, our residents and their families, increasingly expect full vaccination for healthcare workers. This is an expectation that I fully support, as does all of Revera’s senior leadership team.


In the context of a global pandemic, our policy of mandatory vaccination for all employees is consistent with Revera’s obligations under applicable health and safety legislation to take strong measures to protect
our residents and staff and, quite simply, it’s the right thing to do.
