More than 100 Lev Tahor children have effectively become prisoners of this country as a result of secret court orders that prevent them from obtaining passports and crossing international borders.Guidy Mamann, an immigration lawyer who is representing the ultra-orthodox Jewish group, said the existence of the judicial orders was discovered when some Canadian-born children were denied passports. Their parents are temporary residents in Canada and would therefore be free to leave the country.

“Some of the families said, ‘You know what, we’re not going to apply for (residency) extensions. This is getting crazy — we just want to go,” Mamann told the Star in a telephone interview. “We’re not talking about running; we’re talking about these families do not have permanent status in Canada — they have temporary status. What is being proposed? That they leave their kids here? It’s crazy.”The families have been refused access to the court orders. Mamann said one of the families demanded to see the orders, which were obtained in Quebec in November, and was told to file an access to information request.A spokesperson for the director of youth protection for the Laurentians region of Quebec said the warrants for every single child in the Lev Tahor community were obtained in the days after they fled Quebec for Chatham-Kent, Ont. — a departure that was prompted by a fight over the community’s home-schooling regime as well as an approaching court case that risked seeing 14 children from two families taken into temporary foster care.“Quebec knows what they’ve issued: they’ve issued warrants for committal, it looks like for every child in the community, but they haven’t told us, nor did they tell the court,” said Mamann.He said Marnelle Dragila, the family lawyer representing the parents in the recent appeal hearing over an order for the removal of 13 children, was shocked to learn of the widespread orders.“I think this is very heavy-handed. It doesn’t have anything to do at this point with the protection of children,” said Mamann. “If really every single child in this community needed protection, you’d think Ontario would agree. There’s no way that any child protection authority can claim that every single child, if in Quebec, needs protection, while in Ontario … the protection authorities are not taking a position anywhere near that position.”Quebec child protection authorities had documented allegations of abuse, underage marriage and poor health among the sect’s children. Chatham-Kent Children’s Services have conducted its own investigations, resulting in one child protection hearing involving two children, one of whom allegedly had a bruise on her face.But Ontario authorities have primarily focused on executing the original court order relating to the 14 Lev Tahor kids. One of them, a married, 17-year-old mother of one, has since been exempted from the foster-care ruling. In an appeal of an earlier Ontario ruling against Lev Tahor, all 14 of the children were discovered to have fled their homes. Six were picked up at the Trinidad airport and returned to Canada, two were apprehended at the Edmonton airport and another six remain in Guatemala with their parents.Superior Court Justice Lynda Templeton is slated to rule on the appeal concerning the fate of 13 children on Monday — a ruling that could send those children currently in the custody of foster families back to Quebec.The secret Quebec court orders against the children of Lev Tahor were revealed by Denis Baraby, whose office initiated the child protection case against the Jewish group.Baraby sent all of the judicial orders to his counterparts in Ontario hoping they would carry out the warrant.Baraby would not make himself available for an interview Thursday and his spokesperson would not provide any of the information used to obtain the secret court orders.

But a source said relations between officials in Quebec and Ontario have been hampered all along by poor communications and a sense that the child protection agency in Chatham-Kent has not shared the urgency of Baraby’s investigators. That seems to have changed in recent weeks after the various attempts by Lev Tahor members to flee their legal problems by escaping the country, the source said.Stephen Doig, executive director of Chatham-Kent Children’s Services, explained there was a joint Ontario-Quebec consensus that the priority should be to carry out the original order relating to the 14 Lev Tahor children. That was an obvious choice, Doig said, because a Quebec judge had already made a ruling based on the evidence and testimony of social workers and a former Lev Tahor member.But Doig said that the differences in child welfare laws in Ontario and Quebec resulted in “uncertainty” about how or whether his office could act on the other judicial orders obtained in Quebec.“Another factor is that any Ontario law enforcement agency would require either a ‘Canada-wide warrant’ or an Ontario court order to assist in the removal of children where there was likely to be physical resistance from the parents,” Doig said.

Australian PM says searchers confident of position of MH370's black boxes

PERTH/SHANGHAI (Reuters) - Search and rescue officials in Australia are confident they know the approximate position of the black box recorders from missing Malaysia Airlines Flight MH370, Australian Prime Minister Tony Abbott said on Friday.At the same time, however, the head of the agency coordinating the search said that the latest "ping" signal, which was captured by a listening device buoy on Thursday, was not related to the plane."We are confident that we know the position of the black box flight recorder to within some kilometers (miles)," Abbott said in a speech in the Chinese commercial capital Shanghai."Still, confidence in the approximate position of the black box is not the same as recovering wreckage from almost four and a half kilometers beneath the sea or finally determining all that happened on the flight."The mystery of Malaysia Airlines Flight MH370, which disappeared more than a month ago, has sparked the most expensive search and rescue operation in aviation history.The search was focusing on a small patch of the Indian Ocean on Friday, after the latest "ping" seemed to lend credence to four previous "pings" detected by a U.S. Navy "Towed Pinger Locator" (TPL) towed by Australia's Ocean Shield vessel.All five acoustic signals were detected in this small area.But Angus Houston, head of the Australian agency supervising the search effort, said on Friday that analysis of acoustic data confirmed that the latest signal was unlikely to be related to the missing plane's black boxes."On the information I have available to me, there has been no major breakthrough in the search for MH370. I will provide a further update if, and when, further information becomes available," he said in a statement.The black boxes record cockpit data and may provide answers about what happened to the plane, which was carrying 227 passengers and 12 crew when it vanished on March 8 and flew thousands of kilometers off its Kuala Lumpur-to-Beijing route.

BATTERIES FADING AS SEARCH CLOSES IN

Search efforts are now focused on three areas.Aircraft and ships are combing two large search zones, some 2,390 km (1,485 miles) northwest of Perth, for possible floating debris related to the crash.But it is the much smaller search zone, just 600 sq km (232 sq miles, located about 1,670 km (1038 miles) northwest of Perth that has generated fresh optimism.The smaller zone is near where the Ocean Shield picked up the acoustic signals and where dozens of sonobuoys capable of transmitting data to search aircraft via radio signals were dropped on Wednesday.The batteries in the black boxes have already reached the end of their 30-day expected life, making efforts to swiftly locate them on the murky ocean floor all the more critical, Abbott said."We are now getting to the stage where the signal from what we are very confident is the black box is starting to fade and we are hoping to get as much information as we can before the signal finally expires," he said.But experts say the process of teasing out the signals from the cacophony of background noise in the sea is a slow and exhausting process.An autonomous underwater vehicle named Bluefin-21 is onboard the Ocean Shield and could be deployed to look for wreckage on the sea floor once a final search area has been identified.(Additional reporting by Matt Siegel and Lincoln Feast in SYDNEY; Editing by Michael Perry)

On Mar 8th 2014 the airline confirmed on their website the aircraft is missing, a search and rescue operation has been initiated.The focus is currently to locate the aircraft, as of 11:20Z Mar 8th search teams from Malaysia, Singapore and Vietnam have failed to find any evidence of the aircraft.

Japanese surveillance plane flies over the disputed islands in the East China Sea, called the Diaoyu in China and Senkaku in Japan.Japan scrambled military jets on Sunday to counter three Chinese military planes that flew near Japanese airspace, defence officials said.One Y-8 information gathering plane and two H-6 bombers flew over the East China Sea, travelling in international airspace between southern Japanese islands and went to the Pacific Ocean before returning towards China on the same route on Sunday morning, according to a spokesman at the Joint Staff of the Ministry of Defence.“They flow above public seas, and there was no violation of our airspace,” he said, declining to release more details about the incident.Japan and China are locked in a bitter territorial row over islands in the East China Sea administered by Japan as the Senkaku Islands, but which China calls the Diaoyu Islands.Chinese government ships and planes have been seen off the disputed islands numerous times since Japan nationalised them in September 2012, sometimes within the 12 nautical-mile territorial zone.

The Chief Coordinator of the Joint Agency Coordination Centre, Air Chief Marshal Angus Houston (Ret'd), said an initial assessment of the possible signal detected by a RAAF AP-3C Orion aircraft yesterday afternoon has been determined as not related to an aircraft underwater locator beacon.“The Australian Joint Acoustic Analysis Centre has analysed the acoustic data and confirmed that the signal reported in the vicinity of the Australian Defence Vessel Ocean Shield is unlikely to be related to the aircraft black boxes,” Air Chief Marshal Angus Houston (Ret'd), said.“Further analysis continues to be undertaken by Australian Joint Acoustic Analysis Centre.“Today Ocean Shield is continuing more focussed sweeps with the Towed Pinger Locator to try and locate further signals that may be related to the aircraft's black boxes. KUALA LUMPUR (Reuters) - Malaysia's government has begun investigating civil aviation and military authorities to determine why opportunities to identify and track Malaysia Airlines Flight MH370 were missed in the chaotic hours after it vanished, two officials said.The preliminary internal enquiries come as tensions mount between civilian and military authorities over who bears most responsibility for the initial confusion and any mistakes that led to a week-long search in the wrong ocean."What happened at that time is being investigated and I can't say any more than that because it involves the military and the government," a senior government official told Reuters.In an interview with Reuters last weekend, Malaysia Airlines Chief Executive Ahmad Jauhari Yahya said internal enquiries were under way, although he declined to give details.A government spokesman did not respond to Reuters questions over whether an investigation had been launched. The senior government source said it was aimed at getting a detailed picture of the initial response. It was unclear which government department was in charge or whether a formal probe had been opened.
Malaysia's opposition coalition has demanded a parliamentary inquiry into what happened on the ground in those first few hours. MECHANICAL PROBLEM ASSUMED

Interviews with the senior government source and four other civilian and military officials show that air traffic controllers and military officials assumed the plane had turned back to an airport in Malaysia because of mechanical trouble when it disappeared off civilian radar screens at 1:21 a.m. local time.That assumption took hold despite no distress call or other communication coming from the cockpit, which could have been a clue that the plane had been hijacked or deliberately diverted.The five sources together gave Reuters the most detailed account yet of events in the hour after the plane vanished. All declined to be identified due to the sensitivity of the issue and because they were not authorized to speak to the media."The initial assumption was that the aircraft could have diverted due to mechanical issues or, in the worst case scenario, crashed," said a senior Malaysian civilian source. "That is what we were working on."Officials at Malaysia's Department of Civil Aviation, which oversees air traffic controllers, the Defence Ministry and the air force directed requests for comment to the prime minister's office, which did not respond.One senior military official said air traffic control had informed the military at around 2:00 a.m. that a plane was missing. Another military source said the notification was slow in coming, but did not give a time.Civil aviation officials told Reuters their response was in line with guidelines, but they did not give a specific time for when the military was informed.Once alerted, military radar picked up an unidentified plane heading west across peninsular Malaysia, the senior military official said. The air force has said a plane that could have been MH370 was last plotted on military radar at 2:15 a.m., 320 km (200 miles) northwest of the west coast state of Penang.

PLANE TRACKED IN REAL TIME?

Top military officials have publicly said Malaysia's U.S. and Russian-made fighter jets stationed at air force bases in Penang and the east coast state of Kuantan were not scrambled to intercept the plane because it was not viewed as "hostile"."When we were alerted, we got our boys to check the military radar. We noticed that there was an unmarked plane flying back but (we) could not confirm (its identity)," said the senior military source. "Based on the information we had from ATC (Air Traffic Control) and DCA (Department of Civil Aviation), we did not send up any jets because it was possibly mechanical problems and the plane might have been going back to Penang."The military has not publicly acknowledged it tracked the plane in real time as it crossed back over the peninsula.While fighter jets would not have had enough fuel to track a Boeing 777 for long and darkness would have complicated the operation, they could have spotted MH370 flying across peninsular Malaysia and possibly beyond, aviation experts said.That could have enabled Malaysia to get a better fix on where it was headed and thus possibly ruled out the need to search off its east coast in the Gulf of Thailand and the South China Sea, around where MH370 was last seen on civilian radar.Fighter pilots should be able to scramble within minutes, aviation experts said, although the time can vary widely from country to country. In Europe and North America, radar experts said controllers were trained to coordinate across civil and military lines and across borders.They said military jets would have been scrambled, as they were from a Greek air force base in 2005 when a Helios Airways jet with 121 people on board lost contact over the Aegean Sea after suffering a decompression that knocked out the pilots. Two F-16 jets could see the captain's seat empty and the first officer slumped over the controls. The plane crashed in Greece after running out of fuel."This raises questions of coordination between military and civil controllers," former pilot Hugh Dibley, a fellow of the Royal Aeronautical Society in London, said of Malaysia's response.

BUREAUCRATIC DELAYS

Another contentious issue has been whether the military was slow in passing on its radar data that showed an unidentified plane had re-crossed the Malay peninsula.Two civilian aviation officials said military bureaucracy delayed the sharing of this information, although they gave no precise timeframe for when it was handed over."The armed forces knew much earlier that the aircraft could have turned back. That is why the search was expanded to include the Strait of Malacca within a day or two," said a second senior civilian source, who was familiar with the initial search, referring to the narrow stretch of water between Indonesia and Malaysia, on the western side of the peninsula."But the military did not confirm this until much later due to resistance from senior officers, and the government needed to step in. We wasted our time in the South China Sea."Government sources have said Prime Minister Najib Razak had to force the military to turn over its raw radar data to investigators during the first week after the flight's disappearance.Military officials have said they did not want to risk causing confusion by sharing the data before it had been verified, adding this was why Air Force chief Rodzali Daud went to the air base in Penang on March 9, where the plane's final radar plot was recorded.On the same day, Rodzali said the search was being expanded to the west coast, although Reuters has not been able to determine if that meant the data was being shared with other Malaysian officials.On March 12, four days after Flight MH370 disappeared, Rodzali told reporters there was still no confirmation the unidentified plane had been Flight MH370, but added Malaysia was sharing the radar data with international civilian and military authorities, including those from the United States.Authorities called off the search in the South China Sea on March 15 after Razak said satellite data showed the plane could have taken a course anywhere from central Asia to the southern Indian Ocean.

FEARS OF LOSING JOBS

A sixth source, a senior official in the civil aviation sector, said the plane's disappearance had exposed bureaucratic dysfunction in Malaysia, which has rarely been subject to such international demands for transparency. "There was never the need for these silos to speak to one another. An Malaysia Airlines Boeing 777-200, registration 9M-MRO performing flight MH-370 from Kuala Lumpur (Malaysia) to Beijing (China) with 227 passengers and 12 crew, was enroute at FL350 about 40 minutes into the flight about 90nm northeast of Kota Bharu (Malaysia) over the Gulf of Thailand in contact with Subang Center (Malaysia) just about to be handed off to Ho Chi Minh Air Traffic Control Center (Vietnam) when radar and radio contact was lost at about 01:22L (17:22Z Mar 7th). Subang Air Traffic Control Center officially told the airline at around 02:40L (18:40Z Mar 7th) that the aircraft was missing. Malaysia's Prime Minister stated on Mar 15th that based on new satellite data there is evidence that the data communication systems and transponder had been turned off by deliberate action by someone on board and the aircraft deviated off course, the last confirmed communication between aircraft and satellites occurred at 00:11Z (Mar 8th). On Mar 24th 2014 Malaysia's Prime Minister announced that according to new computations by Inmarsat and the British AAIB there is no reasonable doubt that flight MH-370 ended in the South Indian Ocean west of Perth (Australia).

On Mar 8th 2014 the airline confirmed on their website the aircraft is missing, a search and rescue operation has been initiated. Subang Air Traffic Control reported at 02:40 local Malaysian time, that radar and radio contact with the aircraft had been lost. The last radar position was N6.92 E103.58. There has been no distress call, no ELT or other signal was received from the aircraft. The focus is currently to locate the aircraft, as of 11:20Z Mar 8th search teams from Malaysia, Singapore and Vietnam have failed to find any evidence of the aircraft. On Mar 9th 2014 14:43L (06:43Z) the airline added, that still no evidence of the aircraft has been found more than 24 hours after last contact with the aircraft and corrected the time of last contact with the aircraft to 1:30L. The airline stated, they are fearing for the worst, depending on where the aircraft will be found a command center will be set either at Kota Bharu or Ho Chi Minh City.

In a press conference the airline stated, the last contact with the aircraft had been about 120 miles (90nm) northeast of Kota Bharu (Malaysia), over the Gulf of Thailand. The aircraft was piloted by an experienced captain (53, 18,365 hours total) and a first officer (27, 2,763 hours total). The aircraft carried 154 Chinese citizens, 38 Malaysians, 7 Indonesians, 6 Australians, 5 Indian, 4 French, 3 citizens of USA, 2 New Zealanders, 2 Ukrainians, 2 Canadians, 1 Russian, 1 Italian, 1 Dutch and 1 Austrian.

On Mar 11th 2014 the airline reported that the aircraft had accumulated 53,465 flight hours in 7,525 flight cycles since its delivery to Malaysia Airlines in 2002. The aircraft has last undergone maintenance on Feb 23rd 2014. All Malaysia Airlines aircraft are equipped with ACARS transmitting monitoring data automatically. However, no distress call and no information was relayed. The search area has been extended and includes the Strait of Malacca west of Malaysia looking at the possibility that the aircraft may have turned back and diverted to Subang (Malaysia).

On Mar 8th 2014 search missions have been launched along the estimated flight track of the aircraft from Gulf of Thailand, Vietnam, Cambodia, Laos to China (South China Sea).

On Mar 8th 2014 at about noon local time Vietnamese search personnel reported they have detected an ELT signal about 20nm south of the coast of Ca Mau. Vietnam officials subsequently stated that they have not yet detected flight MH-370.

On Mar 8th 2014 in the afternoon local time an Admiral of the Vietnamese Navy was understood to indicate that the crash site of the aircraft has been located about 130nm south of the Vietnamese Island Tho Chau (110nm southwest of main land Ca Mau), the Navy later said that the admiral only referred to the position of last radio/radar contact with the aircraft, the aircraft has not yet been found.

On Mar 8th 2014 China reported that the aircraft did not enter Chinese airspace (editorial note: which effectively discounts rumours and false reports by a Malaysian outlet of the aircraft having landed in Nanning (China)).

On Mar 8th 2014 Nanning Airport stated the aircraft did not arrive at the airport.

On Mar 9th 2014 the NTSB reported that a go-team has been dispatched to Asia to assist with the investigation into the missing flight MH-370. The NTSB wrote: "Once the location of the airplane is determined, International Civil Aviation Organization protocols will determine which country will lead the investigation."

In the evening of Mar 9th 2014 local time Malaysia's Transport Ministry reported, that no trace of the missing aircraft has been found at dawn Mar 9th after two days of search. The oil slicks as well as debris found so far are not related to the aircraft. Rumours like other crew establishing contact to the accident flight after radar contact was lost, phone contact to a mobile phone of one the passengers of the missing flight or the aircraft having landed in China or Vietnam, are false.

In the night of Mar 9th 2014 Vietnam's Search and Rescue Control Center released a photo of a part floating in the Gulf of Thailand, that despite darkness was discovered by a Twin Otter Aircraft of Vietnam's Coast Guard at position N8.792 E103.374 about 31nm southsouthwest of Tho Chu (editorial note: 114nm north of the last radar contact position) and is believed to be a part of the aircraft. The Control Center stated, the part is definitely made of composite material. Forces will be dispatched to the part after daybreak Mar 10th 2014. Malaysia's Department of Civil Aviation said later that this part is unrelated to MH-370, it was not recovered.

Hong Kong's Air Traffic Control Center reported on Mar 10th 2014 around 17:30L (09:30Z) that an airliner enroute on airway L642 reported via HF radio that they saw a large field of debris at position N9.72 E107.42 about 80nm southeast of Ho Chi Minh City, about 50nm off the south-eastern coast of Vietnam in the South China Sea and about 281nm northeast of the last known radar position. Ships have been dispatched to the reported debris field.

On Mar 10th 2014 Vietnam's Search and Rescue Control Center confirmed receiving the report by Hong Kong's Air Traffic Control Center stating that a Hong Kong based airliner reported a large field of debris while enroute on airway L642. A Thai cargo ship in the area was asked for assistance and has set course to the area but did not find anything unusual so far. A second vessel asked for assistance did find some debris. Following this finding Vietnam's Maritime Search and Rescue Services (MRCC) dispatched a ship to the debris field.

On Mar 10th 2014 Hong Kong's Civil Aviation Department confirmed a Cathay Pacific flight from Hong Kong to Kuala Lumpur spotted large amount of debris while enroute off the coast of South East Vietnam.

Vietnam's Search and Rescue Center later announced that the border guard vessel arriving at the position of the debris field did not find any objects. There were high winds and large waves, the debris possibly drifted away.

On Mar 11th 2014 Malaysia's Air Force reported their primary radar data suggest, the aircraft may have turned west over the Gulf of Thailand at about 1000 meters/3000 feet below the original flight level (editorial note: another possible interpretation could be: at 1000 meters of height compared to 10000 meters original level) and flown past the east coast near Kota Bharu and the west coast of Malaysia near Kedah, the radar return was last seen at 02:40L near Pulau Perak in the Straits of Malacca, about 285nm westsouthwest of the last known (secondary) radar position. Local Police at Kota Bharu confirmed a number of locals reported lights and a low flying aircraft at Kota Bharu at an estimated height of 1000 meters/3000 feet.

Early Mar 12th 2014 the commander of Malaysia's Air Force stated, he did not make statements about the aircraft being tracked across Malaysia into the Strait of Malacca. The Air Force does not discount the possibility of an air turn back however, as stated in a press conference on Mar 9th 2014.

In the evening of Mar 11th 2014 Vietnam's Search and Rescue Center reported they were expanding their search areas both to the east and west including the South China Sea and Gulf of Thailand. Two Chinese search planes in addition to the Vietnamese ships and aircraft have been operating over Vietnamese waters, so far there has not been any finding. The oil slicks and debris found in the Gulf of Thailand south of Tho Chau Island proved unrelated to MH-370, the field of debris of Mar 10th was determined false alert too.

On Mar 12th 2014 Vietnam's Search and Rescue Control Center reported that analysis of satellite images of Vietnams coastal regions, capable of showing objects sized 2.5 meters by 2.5 meters, did not detect any signs of the aircraft. Around noon the Control Center reported, that the search operation continues in full like the days before based on official information from Malaysia that the aircraft has not been tracked in the Strait of Malacca. 9 Vietnamese aircraft and 9 Vietname ships plus 14 foreign aircraft and 22 foreign ships are searching Vietnamese waters.

BRUSSELS - Russian leader Vladimir Putin has threatened to cut off gas supplies to Ukraine unless it starts repaying a huge debt and unless the EU agrees to joint talks on its economic future.He said in a letter sent to 18 European leaders on Thursday (10 April) that “in the event of further violation of the conditions of payment, [Russian firm Gazprom] will completely or partially cease gas deliveries.”He noted: “Undoubtedly, this is an extreme measure. Rome-In the country that is home to the world’s largest Muslim population, with 187 electors (out of a total population of 250 million) the majority of whom are Muslim, parties with a patently Islamist agenda have been almightily defeated by those presenting a democratic, secular, moderate and also nationalist programme. This is the by-now-certain result of the Indonesia’s general election. The election was a true test of democracy, with 560 seats in the House of Representatives up for grabs, plus 945 seats in the Regional Representative Council (Indonesia’s equivalent of a Senate) and hundreds of seats in local government administrations.Indonesia’s young democracy - this is its fourth general election since the end of the Suharto dictatorship in 1998 – has dealt a strong blow to the country’s Islamist parties, some of which were even removed from Parliament. The result was accepted by the noisy (but clearly weak) radical groups that have been making headlines because of scandalous actions like the cancellation of the Miss Universe contest (in September 2013) and Lady Gaga’s concert in Jakarta (which had been scheduled for 2012). Religious minorities including Christian Churches and Hindu and Buddhist communities were delighted with the election result. It has given them hope and restored their faith in a modern country that is on the path towards a mature democracy and which respects the human rights of its citizens and the freedom of conscience and religion. A nation that is ready to make ASEAN Economic Community (inspired on the European Union model) work.The current President, Susilo Bambang Yudhoyono – whose mandate will end next July, another key electoral deadline in this presidential republic – lost consensus and his Democratic Party ended up in fourth place in terms of votes won. Voters haven’t forgiven Yudhoyono for the immobility and corruption situation: he has been blamed for his inability to stop Islamist groups that have been poisoning society in recent years, causing problems for Christians, hindering church building, persecuting the ahmadis (who are considered an Islamic sect) and threatening the harmony and moderation that are trademarks of this vast and pluralistic nation. The leader’s involvement in scandals over mishandled public finances did all the rest.The Indonesian Democratic Party (PDI-P) led by Megawati Sukarnoputri came out on top, with approximately 19% of the vote, followed by: Golkar with around 14, 3% and the Gerindra party of former general Prabowo Subiantowith 11, 7%. None of these three parties mix religion with politics, emphasising that “you can be a Muslim politician without professing political Islam.” Indonesia’s religious and cultural heritage – its Islamic roots date back to the 12th century. With the arrival of Arab merchants, Islam gradually penetrated local cultures and beliefs - make the country an interesting testing ground, against the stereotypical vision of a “jihadist plan” which sees political Islam as the only possible solution for a Muslim leadership. Indonesia’s Christian Churches are well aware of this. Christians account for approximately 10% of the population. The PDI-P “is made up of moderate leaders who we are convinced will act in the best interests of the country, including religious minorities, promoting social tolerance and harmony,” Carmelite priest Fr. Emanuel Romanus Harjito told Fides news agency.Before the election, Catholic bishops urged Indonesians to vote for representatives with a strong ethical and moral sense. Now religious minorities have a stronger reason to hope. Megawati Sukarnoputri’s party sees the Pancasila (literally, “Charter of Five principles”) – a founding document of civil coexistence in Indonesia - as a key reference point. Mrs. Sukarnoputri is the daughter of Indonesia’s founding father Sukarno and President of Indonesia between 2001 and 2004. The Pancasila charter outlines the principles of a secular and liberal state, including democracy, justice and civility, which guarantee the rights of all citizens. This is why Christian leaders are confident that politicians will engage in constructive dialogue, working together to ensure the common good.There is also one other factor that has contributed to the defeat of radical Islamism: the social and cultural transformation Indonesian society is undergoing, with new generations gaining in influence demographically: 75 million voters went to the polls for the first time. These young people are miles away from the old establishment that governed the country in an authoritarian way. They have been anxious for change and modernization to come and for dignity to be restored to that 11% of the country’s population, which lives below the poverty line. It is these young people who promise to bring a political homo novus to power, someone who has no ties with the old establishment, i.e. the brilliant 50-year-old Governor of Jakarta, Joko Widolo, also known as Jokowi.

This evening I was briefed by representatives from the UK Air Accidents Investigation Branch (AAIB).They informed me that Inmarsat, the UK company that provided the satellite data which indicated the northern and southern corridors, has been performing further calculations on the data.Using a type of analysis never before used in an investigation of this sort, they have been able to shed more light on MH370's flight path.Based on their new analysis, Inmarsat and the AAIB have concluded that MH370 flew along the southern corridor, and that its last position was in the middle of the Indian Ocean, west of Perth.This is a remote location, far from any possible landing sites. It is therefore with deep sadness and regret that I must inform you that, according to this new data, flight MH370 ended in the southern Indian Ocean.We will be holding a press conference tomorrow with further details. The Chief Coordinator of the Joint Agency Coordination Centre, Air Chief Marshal Angus Houston (Ret'd), has confirmed that whilst conducting an acoustic search this afternoon a RAAF AP-3C Orion aircraft has detected a possible signal in the vicinity of the Australian Defence Vessel Ocean Shield.“The  acoustic data will require further analysis overnight but shows potential of being from a man-made source,” Air Chief Marshal Houston (Ret'd) said.“I will provide a further update if, and when, further information becomes available.”

SYDNEY/PERTH, Australia (Reuters) - Australian officials said on Wednesday two new "ping" signals had been detected in the search for Malaysia Airlines Flight MH370, boosting confidence after more than a month of fruitless searching for the missing jetliner.The signals, which could be from the plane's black box recorders, bring to four the number of overall "pings" detected in recent days within the search area by a U.S. Navy "Towed Pinger Locator"(TPL).Angus Houston, head of the Australian agency coordinating the search, struck an optimistic tone when announcing the information, but urged caution as the task of searching the remote Indian Ocean region remained enormous."I believe we are searching in the right area but we need to visually identify aircraft wreckage before we can confirm with certainty that this is the final resting place of MH370," Houston told reporters in the western Australian city of Perth."I'm now optimistic that we will find the aircraft, or what is left of the aircraft, in the not too distant future."The black boxes record cockpit data and may provide answers about what happened to the plane, which was carrying 227 passengers and 12 crew when it vanished on March 8 and flew thousands of kilometers off its Kuala Lumpur-to-Beijing route.But the batteries in the beacons have already reached the end of their 30-day expected life, making efforts to swiftly locate them all the more critical.Authorities say evidence suggests the plane was deliberately diverted by someone familiar with the aircraft, but have not ruled out mechanical problems.Analysis of satellite data led investigators to conclude the Boeing 777 came down in a remote area of the Indian Ocean, some 2,261 km (1,405 miles) northwest of Perth.

FRESH PINGS BUT IN A LARGE AREA

Up to 11 military aircraft, four civilian aircraft and 14 ships were involved on with a massive search that has yielded frustratingly little concrete information.On the weekend, the sophisticated U.S. Navy TPL picked up what officials said were two signals consistent with black box locator beacons - the first for more than two hours and the second for about 13 minutes.On Wednesday, Houston said that another ping was detected on Tuesday afternoon and lasted five minutes, 25 seconds, while a second was picked up on Tuesday night and lasted seven minutes. That brings to four the number of pings found in the area.But two U.S. Navy officers told Reuters on Wednesday that while the pings had been found within a 1,300 square kilometer area, they were not confident that they represented recurrence of the same signal."I'd say they are separate acoustic events," said U.S. Navy Captain Mark Matthews, citing the fact that the pings were not close together." There has been variability in the geographic position which leads me to be less optimistic than I would be if I could consistently reacquire the signal so that I have a nice, small geographic area to focus the autonomous under water vehicle search on," he added.The process of teasing out those signals from the cacophony of background noise in the sea is a slow and exhausting process, experts say.Operators must separate a ping lasting just 9.3 milliseconds - a tenth of the blink of a human eye - and repeated every 1.08 seconds from natural ocean sounds, as well as disturbances from search vessels."The ocean is a noisy place," said Mike Davis-Marks, former commander of a sister vessel to British hunter-killer submarine HMS Tireless which has been dispatched to assist in the search."There is noise from everything, whether it's the ambient noise of the weather at the surface, or marine life like whales or the snapping noise of shrimps, not to mention other sea transport and low-flying aircraft."

A RACE AGAINST TIME

Although the batteries in the black box recorders are thought to have a lifespan of roughly 30 days, officials have said they can last for as long as two weeks beyond that time.That meant the search was becoming even more of a race against time, said Houston."I mean, we are looking at this stage for transmissions that are probably weaker than they would have been early on because the batteries of both devices are passed their use-by date and they will very shortly fail," he said.An autonomous underwater vehicle named Bluefin-21 is onboard the Australian navy vessel the Ocean Shield, which is helping in the search, and it could be sent to look for wreckage on the sea floor once the search area is narrowed down.The search could be conducted at a depth of about 4.5 km (2.8 miles), the outer reach of the Bluefin's range.Further complicating matters, Houston said, is that the ocean floor there is believed to be covered in a thick layer of silt that could further obscure what is already expected to eventually be a technically challenging visual search.Despite the new signals, Houston insisted that search teams should exhaust the capability of planes and vessels before deploying underwater vehicles."Bear in mind, that the time spent on the surface we're covering six times more area and any given time than we'll be able to do when we go underwater," Houston said."So with the batteries likely to fade or fail very shortly, we need to get as much positional data as we can so that we can define a very small search area."(Reporting by Matt Siegel in SYDNEY, Swati Pandey in PERTH, Tim Hepher; Editing by Michael Perry and Robert Birsel)

UK, Poland and Sweden propose EU police mission for Ukraine

BRUSSELS - The UK, Poland, and Sweden have proposed sending an EU police mission to Ukraine to build up its law enforcement bodies in the wake of February’s revolution.“Re-establishing confidence in the rule of law in Ukraine will be vital for future stability. We thus propose a capacity-building mission focused on supporting the police and judicial system,” they said in an informal paper circulated in Brussels this week.The paper, seen by EUobserver, notes the mission would focus on “monitoring, mentoring and advising” as well as “strategic advice”.It says: “While the mission should primarily focus on central government in Kiev, it should also have a remit to work in the regions, monitoring and providing advice on how to build a robust national system in the medium to long-term.”“This would provide a clearer idea of the pressures and challenges in the regions, and give a greater understanding of what is happening on the ground,” it adds.EU ambassadors discussed the idea on Wednesday.But the paper also calls on the EU’s foreign service to put the proposal on the agenda of a foreign ministers’ meeting in Luxembourg on Monday.“In principle, launch of the mission should occur by June 2014 and a core team should deploy to Kiev as soon as possible after the FAC [the ministers’ meeting] to commence planning and co-ordination,” it says.The mission, under the EU’s Common Security and Defence Policy (CSDP) umbrella, would work together with the EU’s existing border-control operation in western Ukraine, the so-called Eubam.It would also work alongside a military monitoring mission already sent into the field by the OSCE, a multilateral body in Vienna, and alongside Nato experts working on Ukraine security sector reform.“A CSDP mission supporting the wider rule of law sector and civilian aspect of security would complement and reinforce these vital efforts; there would be no duplication of activity,” the informal paper notes.An EU diplomat told this website the idea was initially floated by the UK at a foreign ministers’ meeting in Athens last weekend, where it gained “some support”. Several EU countries, including France, Germany, Italy, and Spain, have voiced concern about taking steps that might antagonise Russia.The idea that the overthrow of former president Viktor Yanukovych has created lawlessness and exposed Russian-speakers in eastern and southern Ukraine to violence from nationalist self-defence squads is central to Russian propaganda justifying Russian intervention.But the EU diplomat said the CSDP proposal is not about Russia.“To a great extent, the Maidan [the popular anti-Yanukovych movement] was about the judicial system and rule of law in Ukraine, not just about the central government, so the new mission is designed primarily to address this,” the contact noted.“The experts on the ground would advise and mentor police chiefs, but also other institutions, such as the prosecutors’ services … The EU has real expertise in this field to offer to the new Ukrainian government and to the Ukrainian people.”

Berlin - German politicians are divided into two broad categories: 'Russia understanders' and 'Russia critics'.The doveish Social-Democrats (SPD), including two former chancellors - Gerhard Schroeder and Helmut Schmidt, who voiced understanding for Putin's annexation of Crimea - are broadly considered to be 'Russia understanders'.But SPD foreign minister Frank-Walter Steinmeier on Wednesday (9 April) surprised an audience of businessmen, diplomats and politicians from Russia and former Soviet countries in Berlin by disagreeing with speakers from the German business community.The event called "East Forum Berlin - opportunities for an economic area from Lisbon to Vladivostok" - was sponsored by Italian bank UniCredit, whose boss, Giuseppe Vita, cited Lenin in his opening speech and received scattered applause when he said no economic sanctions should be imposed on Russia.Eckhard Cortes, former CEO of Metro, the German retailer, now in charge of an association of German firms doing business in eastern Europe, also said the blame for the Ukraine conflict is shared by all parties - Russia, Ukraine and the EU.Steinmeier disagreed. "There cannot be a parallel economic world doing business as usual with Russia," he said."With all self-criticism that we can accept, it was illegal for Russia to redraw borders seven decades after the end of World War II. This not something we can accept and the vote in the UN Security Council proved that Russia alienated many friends," he added.He said he could understand the business community's desire not to impose economic sanctions on Russia, but said the German government was determined to take that path if Russia continued to stir up trouble in eastern Ukraine."The news from eastern Ukraine indicate that the situation is about to escalate, there are massive Russian troops on the border. Risk of open violence is very high," Steinmeier said.He pointed to the "superhuman task" of stabilising Ukraine's political and economic systems, given the years of corruption and mismanagement."There are no economic or political reasons for Russia to want the collapse of Ukraine," he noted.German efforts are now focusing on the creation of a contact group so that Ukraine and Russia can find a diplomatic solution."This is not about Germany being there in the room - it makes no difference who is the third party. The most important thing is to get this contact group, we are not there yet," Steinmeier said.Meanwhile, Moldovan Prime Minister Iurie Leanca noted that he was grateful to the EU commission and Romania for having started work on a multi-million euro interconnector which will allow Romania to export gas to Moldova. Currently, Moldova is 100 percent dependent on Russian gas imports.In another positive development, Moldovans will be able to travel visa-free to Europe just three weeks' time."Few thought this would be possible so quickly, but it is Moldova's reward for implementing all the requirements," Leanca said.He said Moldova's EU integration "is a modernisation project, not something directed against someone," even though the country has no EU membership perspective at the moment.The eastern Moldovan region of Transniestria, where Russia still has at least 10,000 soldiers, has submitted a request to be annexed by Russia. But Moscow has not yet replied.

The NATO Secretary General Anders Fogh Rasmussen discussed the Ukraine crisis with the Prime Minister of the Czech Republic Boshulav Sobotka during a visit to Prague on Thursday (10 April). “From Prague, I have this message to Russia. You have a choice. To stop blaming others for your own actions. To stop massing your troops. To stop escalating this crisis and start engaging in a genuine dialogue. If Russia is serious about a dialogue, the first step should be to pull back its troops”, the Secretary General said at a press conference with Prime Minister Sobotka.Visiting the Czech Republic as it celebrates the 15th anniversary of its accession to NATO, Mr Fogh Rasmussen praised the Czech Republic’s commitment to the Alliance: “Your troops have made a valuable contribution to our missions in Afghanistan and Kosovo. You are fully involved in our Smart Defence efforts to develop modern military capabilities together.” Referring to the crisis in Ukraine, Mr. Fogh Rasmussen said:“For the first time since countries like the Czech Republic won their freedom, and the Cold War ended, we see one state trying to grab part of another’s territory at gunpoint. As I speak, some 40,000 Russian troops are massed along Ukraine’s borders. Not training, but ready for combat. We have seen the satellite images, day after day. Russia is stirring up ethnic tensions in eastern Ukraine and provoking unrest. And Russia is using its military might to dictate that Ukraine should become a federal, neutral state. That is a decision which only Ukraine, as a sovereign state, can make. Nobody else”. Mr Fogh Rasmussen stressed that  NATO’s commitment to collective defence is unwavering and that the Alliance is  taking legitimate steps to deal with the instability that Russia’s illegitimate actions have created.Speaking about NATO’s Wales Summit in September, the Secretary General called on all NATO Allies to keep their  capabilities strong and enhance training for their forces. “Above all, we must stop the decline of our defence budgets. And start reinvesting in our security. Investing in defence has a cost. But we see that insecurity has a much higher price”, he said.

Russia says NATO is using Ukraine crisis to boost appeal

MOSCOW (Reuters) - Russia's Foreign Ministry accused NATO on Thursday of using the crisis in Ukraine to boost its appeal to members and justify its existence by rallying them against an imaginary threat.Russia and the West are locked in a Cold War-style stand-off over Ukraine and NATO Secretary General Anders Fogh Rasmussen told Moscow to pull back troops from the Ukrainian border or face consequences if they intervene.The ministry said Rasmussen's remarks were confrontational and that in recent months he had not offered "any constructive agenda" for Ukraine, adding that it was adding to instability in the region."The constant accusations against us by the secretary general convince us that the alliance is trying to use the crisis in Ukraine to rally its ranks in the face of an imaginary external threat to NATO members and to strengthen demand for the alliance ... in the 21st century," it said.NATO has suspended all practical military and civilian cooperation with Russia, although it said political dialogue could continue at ambassador level or higher, since Russia incorporated Ukraine's Crimea region last month.The Western military alliance has also limited access for Russian diplomat's to its headquarters and is reviewing a 1997 co-operation agreement with Russia and subsequent Rome declaration of 2002 that prevented it from setting up bases in eastern and central Europe.Russia has responded by accusing NATO of having a Cold War mentality and has expressed concern over the possibility of deploying the alliance's troops in eastern Europe permanently.(Reporting by Gabriela Baczynska, Editing by Elizabeth Piper)

Ministers,-Excellencies,=Ladies and Gentlemen,

Let me thank the Royal Danish Defence College and the Danish Atlantic Treaty Association for inviting me to today’s conference, which is very well timed. Let me start by conveying to you all Secretary General Rasmussen’s very best wishes.  He and I are invited to many meetings these days to reflect on NATO’s open door policy.  Of course, Anders gets to speak in Denmark all the time.  But it’s been a while since I was last here, and so I was very glad to accept your kind invitation – especially given the topic, NATO enlargement, which I was privileged to work on in the early days, 20 years ago, when I served on the National Security Council staff under President Clinton. He was one of the leaders who had the vision of a Europe whole, free and at peace, and the determination to defy the skeptics mentioned earlier by one of the ministers and to make it a reality.Ten years ago, with Denmark’s strong support, Lithuania, Latvia and Estonia were part of NATO’s “big bang” enlargement that brought in seven new Allies.  Five years earlier, we had already admitted three new Allies with the first post-Cold War round of NATO enlargement.  And in 2009, we took in two more countries to bring us to our current total of 28 Allies.The admission of these 12 members over the past 15 years has been a great success – first of all, for the countries themselves.  They rejoined the family of Western nations from which they had been so tragically separated half a century before.  By choosing to adopt NATO’s standards and principles, they gave their democracies the strongest possible security anchor.  And by pledging to defend and protect NATO, they received the pledge that NATO would defend and protect them, based on the principle that an attack on one is an attack on all.As an Alliance, we have been strengthened by the strong commitment of our 12 new members to our defining values – freedom, democracy, human rights, and the rule of law.  We have benefitted from their capabilities and their valuable contributions to our operations and exercises.  And we have benefited from the wealth of experience and insights that our new members have brought to the table.

Our three Baltic members were real providers of security even before they joined NATO 10 years ago.  As founding members of the Partnership for Peace in the 1990s, they made valuable contributions to our efforts to restore peace and stability in the Balkan region -- in some cases facilitated by Denmark.  They joined the International Security Assistance Force soon after NATO took command of the mission in 2003.  And they have continued to play a key role in making sure that Afghanistan will never again be a safe haven for terrorists, and in creating the conditions for the Afghan people to chart their own destiny on the basis of freedom and democracy.  All who have contributed to the ISAF mission in Afghanistan can take satisfaction at the successful first round of Presidential elections that took place last Saturday.But it is not just in operations that Estonia, Latvia and Lithuania have demonstrated their commitment to NATO.  They are also taking an active part in our political discussions, and they help to find, and to foster, the consensus that lies at the heart of everything that we do in NATO.  They have pushed allies to take more seriously some of the non-military challenges to our societies – such as cyber threats and energy security.  In the North Atlantic Council, the Baltic Permanent Representatives definitely punch above their weight! The positive effects of NATO enlargement have also been visible well beyond the Alliance.  Alongside the enlargement of the European Union, the increase in our NATO membership has helped to spread freedom, democracy and stability across this continent.  And it has brought us a lot closer to a Europe whole, free and at peace, which has been a longstanding goal of our Alliance.Today, the prospect of joining NATO continues to act as a strong incentive for aspirant nations to demonstrate responsibility and commitment, to stay on the path of democratic reform and reconciliation, and to find new solutions to old disputes.  And this process of individual nations working to meet the obligations and responsibilities of NATO membership is in itself contributing to greater stability.It is deeply regrettable that all that progress has now been overshadowed by Russia’s aggression against Ukraine and its readiness to use force to redraw borders, to destabilize its neighbors, and to create new dividing lines that would deprive sovereign states of the right to chart their own future.  NATO Allies have condemned Russia’s actions in the strongest possible terms, including at our Foreign Ministers’ meeting in Brussels last week.  And we have also taken a number of concrete steps.    First, we have reaffirmed our full support for the sovereignty and the territorial integrity of Ukraine and the inviolability of its internationally recognized borders.  In this regard, I’m confident that Allies will maintain a long-term “non-recognition” policy regarding Russia’s annexation of Crimea, just as Denmark (and my own country) did regarding the USSR's illegal incorporation of the Baltic States.

Second, we have agreed to strengthen our support for Ukraine through greater political and military cooperation.  At Ukraine’s request, we have already sent an expert team to provide advice on the protection of critical infrastructure.  We will also intensify our efforts to support Ukraine’s defence reforms, and to help the Ukrainian military transform into a more professional and effective force that can defend their country against external threats as well as contribute to NATO and other international operations.Third, we have suspended all practical civilian and military cooperation in the NATO-Russia Council framework, in tandem with the imposition of sanctions by our member states and the European Union.  We will maintain our political dialogue with the Russian Ambassador as necessary to allow us to exchange views on the current crisis and its resolution.  But business as usual is clearly not an option. Finally – and importantly given the Baltic focus of our meeting – we have underlined that NATO’s greatest responsibility is to protect and defend our territory and our people, and that the Alliance will come to the defence of any of its members, now and in the future.We have already reinforced NATO’s presence on the eastern borders of the Alliance.  We have begun surveillance flights over Poland and Romania.  We have more than doubled the number of fighter aircraft allocated to our air policing mission in the Baltic States.  Several European Allies have offered additional planes, air-to-air refueling tankers and other capabilities. In this regard, I welcome Minister Wammen's announcement about the provision of Danish F-16s to the mission.  And we will consider other short-term measures to strengthen deterrence and provide reassurance to our members on the front lines in the coming weeks.Over and above these immediate steps, we are also considering the longer-term implications of Russia’s recent actions for our defence cooperation in NATO.  Over the past two decades, we have focused on being able to deploy our forces on missions and operations far away from our own borders.  While we must continue to be ready for expeditionary operations, it is clear now that we need to take a closer look at how we can develop and deploy the right forces for defence and deterrence.That means, for example, that we need to review our defence posture and plans, so that we are fully prepared to respond quickly to the threat or use of force against any member or region of the Alliance , including scenarios where we have very little warning time..  We must review our threat assessments, intelligence-sharing arrangements, early-warning procedures, and crisis response planning, to take into account a more unpredictable security environment.  We should consider whether to bolster our Connected Forces Initiative through more frequent high-visibility exercises, including scenarios at the higher end of the military mission spectrum.  And we need to look at possible new deployments and other measures to provide reassurance to all our Allies.The crisis also requires that all of our member nations intensify their efforts to increase our defence capabilities, because credible defence and deterrence will require credible capabilities.  Even before the Ukraine crisis, we were already looking at ways to encourage multinational solutions to fill the capability gaps that have been highlighted in recent operations, and to ensure that the European members of the Alliance can shoulder a greater responsibility.  Our Smart Defence initiatives have been closely coordinated with the Pooling and Sharing initiative of the European Union.  We should consider now how we can place greater emphasis on requirements for defence and deterrence in that ongoing effort, and how we can further stimulate the involvement of smaller nations. 

In this regard, the Framework Nations Concept could provide a way for the Baltic States to partner with Denmark, or with other larger allies, to address coherently and for the long-term, both capabilities and connectivity.  Our Baltic Allies already have a good record of working together and with other other countries in the Nordic region, for example the Brigade Project and some armaments cooperation projects..  This regional engagement is a pragmatic way to build greater security with limited means – and it strengthens both NATO and the EU. Building on what Minister Wammen said earlier, I would hope that, after the combined exercise now taking place among the Danish and Baltic brigades, our Baltic allies could take the next step: to commit a high-readiness land force division to one of the NATO multinational headquarters. Multinational cooperation can help in multiplying individual efforts.  But at the end of the day, credible defence and deterrence will require credible defence spending.  In the wake of the crisis over Ukraine, it’s time to halt and reverse the downward slide in defence spending that has characterized most allies over the past ten years.  Among the Baltic States, Estonia has been a notable exception, one of just three allies who meet the NATO target of 2 percent of GDP.  I’m pleased that, in recent weeks, Latvia and Lithuania have announced that they will step up their spending and meet the 2 percent goal by the end of the decade.  I hope and expect other Allies will follow that example as we all recover from the economic crisis.Finally, in the face of the challenge now posed by Russia, it is more important than ever that we remain committed to our vision of a Europe whole, free and at peace; that we uphold the principle that every nation is free to choose its own future; and that we keep our NATO door open for countries which decide that their future lies with our Alliance.Our next NATO Summit in Wales in September will be an important opportunity to demonstrate that determination.  We will show solidarity, unity of purpose, and our unbreakable commitment to Article 5 of our founding Treaty.  But we must also show a similarly strong commitment to Article 10 that affirms that our Alliance is open to the inclusion of new members which share our values, which are able to assume the responsibilities of membership, and which can contribute to security in the Euro-Atlantic area.  We want to offer encouragement and assistance to the four aspirant countries that are seeking membership. And we shall make clear that any decisions on their inclusion in our Alliance are for NATO members alone to take.  No third nation has a veto over such decisions.

NATO will always protect and defend our territory and our people.  We will continue to support the territorial integrity and sovereignty of Ukraine and all our other partners.  We will continue to respect their security choices.  And we will keep working with those countries that wish to move from partnership with NATO to membership in NATO. Lithuania, Latvia and Estonia set a very strong example ten years ago.  Since then, they have consistently demonstrated that our Open Door policy is the right policy.  And I am confident that, by pursuing new forms of multinational defence cooperation, the Baltic States will play a key role in contributing to our collective security as we continue to pursue that policy in the future.

Palestinian Authority President Mahmoud Abbas said Thursday that he was willing to continue peace talks with Israel past the current April 29 deadline.In an interview with the London-based Arabic daily A-Sharq al-Awsat, the Palestinian leader said the extension of the talks must be aimed at the establishment of a Palestinian state with its capital in East Jerusalem.A senior member of the PLO, however, denied the reports that Abbas agreed to extend talks with Israel. Wasel Abu-Youssef was quoted by Maariv saying that the Palestinian leadership had not yet met to deliberate on the matter and that there were conditions posed to the Israelis on which an extension of talks depended.An unnamed Israeli political source told Israel Radio that Jerusalem would release the fourth wave of Palestinian prisoners it refused to set free last week  on condition that the PA “freezes the situation” and commits to halt its drive for recognition by international organizations. JERUSALEM (Reuters) - A senior Israeli minister has urged Prime Minister Benjamin Netanyahu to annex a swathe of Jewish settlements in the occupied West Bank, saying peace talks with the Palestinians were dead.The U.S.-backed negotiations came close to collapse last week amidst mutual recrimination and although the two sides are seeking to overcome the crisis, Netanyahu has already started to impose punitive sanctions on the Palestinians.Economy Minister Naftali Bennett, who is head of the ultra-nationalist Jewish Home party, wrote to the prime minister late on Wednesday saying Israel should extend its sovereign territory to a number of major settlement blocs.Mega settlements, such as Ma'ale Adumin, are built on land seized in the 1967 war - territory the Palestinians want for their future state. Successive governments have said the blocs, deemed illegal under international law, should remain part of Israel in any negotiated deal with the Palestinians."It is clear that the current process has exhausted itself and that we are entering a new era," said Bennett, urging Netanyahu to annex a number of large settlements."These are areas which enjoy a wide national consensus, have security implications and have historical significance ​​for the State of Israel."A high-tech entrepreneur and a former settler leader, Bennett has called in the past for annexing a much larger part of the West Bank and is a long-time opponent of any deal that would grant the Palestinians a state. JERUSALEM (AP) — Israel's Defense Ministry said on Thursday that it has successfully launched a new observation satellite into orbit, one which is expected to be used to observe Iran and hostile militant groups in the Middle East.According to the announcement, the Israeli-made "Ofek 10" satellite was launched late Wednesday in cooperation with state-owned Israel Aerospace Industries. The satellite has already begun transmitting data and visual material. It is expected to be operational within months.Israel is expected to use the satellite to keep tabs on Iran and the region. It believes Iran is trying to develop a nuclear weapon — a charge Iran denies — and accuses it of arming militants across the region.The Ofek 10 is the latest in a line of spy satellites built by Israel Aerospace Industries for the government.It is a lightweight satellite that is expected to improve Israel's reconnaissance abilities by providing sharp images at any time of day, and in any weather condition, said Ofer Doron of Israel Aerospace Industries."The Ofek 10 satellite should improve Israel's intelligence capability and allow the defense establishment to better deal with threats near and far," said Defense Minister Moshe Yaalon in a statement."We are continuing to strengthen our tremendous qualitative and technological advantage over our neighbors," Yaalon added.The satellite has the capability to direct its imaging radar on a specific target, as opposed to other satellites that perform a general sweep of territory."It has an incredible imaging capability...to give very precise photos," said Doron.Unlike other countries that launch satellites eastward in the direction of the earth's orbit, Israel launched the satellite westward, opposite the direction of the earth's orbit, to prevent debris following the launch to land in enemy countries east of Israel, said Doron. Palestinian gunmen on Thursday fired mortars at IDF soldiers patrolling along the border with the Gaza Strip. The soldiers returned fire into Gaza.There were no reports of casualties in the exchange.According to the IDF, the incident, which took place along Gaza’s southern border, marks the latest in a series of cross-border altercations over the past week.In another incident earlier on Thursday, two Palestinians were lightly injured by Israeli fire as they approached the border fence in northern Gaza, near the Erez crossing with Israel, Palestinian media reported.The two were taking part in a demonstration that marched into the buffer zone between Gaza and the Israeli border. IDF troops ordered the crowd to stop, and opened fire at the legs of those who continued to approach the border fence.The wounded were taken to a nearby Palestinian hospital, according to reports.Earlier on Thursday morning, an explosion was reported inside Gaza, which the IDF said was apparently a mortar shell that may have accidentally fallen inside Palestinian territory.And on Monday, IDF troops heard an explosion on the fence near Thursday’s demonstration. Two figures were identified planting the explosive device on the fence in an operation apparently targeting IDF patrols along the fence.

No IDF troops were hurt in any of the incidents.

Also Thursday, the Hamas government ruling the Gaza Strip announced it was disbanding its customs and inspection service overseeing the tunnels smuggling goods beneath the Egyptian border, Israel Radio reported.A spokesman for the Hamas government said the tunnels had ceased to function due to an intensive months-long crackdown on the smuggling operations by Egyptian security forces in the Sinai Peninsula, making the inspection service “superfluous.”

Rome-“The Louvre will be dedicating a new section to the Artistic heritage of Eastern Christians, the Byzantine Empire and the slaves,” Nicholas Sarkozy announced back in January 2010. Just a few months later, the former president of the prestigious Parisian museum – Henri Loyerette – set out a plan and time frame for the initiative: “It will occupy a 1000 m² space of exhibition rooms previously allocated to the Islamic art section (which in 2012 was moved to another part of the Louvre, Ed.) and visitors will have access to it as of 2014,” he explained.Now 2014 is here and not only has the project not gone ahead, it was completely scrapped by the museum’s new management, with the approval of François Hollande’s culture ministry. Professor Marie-Hélène Rutschowscaya – former head of the Louvre’s Coptic section and one of the world’s top scholars specialising in the treasures of Eastern Christianity – denounced the move in an open letter to French Catholic newspaper La Croix. The scholar explained that the Louvre has decided to use the vacant exhibition halls previously dedicated to Islamic art, as welcome areas for school group visits to the museum. This meant shelving the idea of putting on show the precious treasures of Eastern Christianity which the museum possesses. These are currently spread across different sections and some are even sitting in boxes in the museum’s warehouses.Professor Rutschowscaya is frank in saying that the Louvre’s decision constitutes a secularist cultural prejudice by the Hollande government. Shouldn’t we condemn the fact that France has decided to adopt such a cold cultural policy towards countries whose culture has been deeply marked by Byzantine and post-Byzantine era Christianity leaving our Medieval West with such a rich legacy? The dramatic events we are currently seeing in the Middle East and Eastern Europe should instead spur us to do more to promote lasting cultural ties,” the professor wrote in her letter.In an interview with La Croix, the current president of the Louvre, Jean-Luc Martinez, justified the decision by claiming that the creation of a new section on Eastern Christianity would have involved a lengthy rethinking of the use of the current spaces (though this did not prevent the Louvre from launching the Islamic art section back in 2003).  Martinez said he was generally in favour of the idea of grouping Byzantine art into one single section of the museum but he added that the priority today is to sort out the public’s access to the spaces in the pyramid. Work on these will begin in July and last two years, so the Byzantine art will have to wait, at least until 2017.Besides the cultural war, this whole affair seems set to dig the knife deeper into the wounded relations between France and Eastern Christians. Since 1500, the Sultans of the East gave entrusted the kings of Paris with the task of protecting the rights of Christian communities in The Middle East. This is partly why François Hollande’s support to the Syrian opposition forces fighting the Bashar al Assad regime, was seen by most Eastern Christians as a nod to Islamist militias. When Hervé Magro took up his new post as French consul general in Jerusalem he hastened to underline how important the role of protector of Middle Eastern Christians really was to France and that the memory of this lives on. But for now, the museum that represents the highest temple of French culture seems to have put this memory on hold. Despite the ordeal Eastern Christians are currently experiencing first hand.
