JEBEL MUSA, Egypt — An initiative to mobilize faith leaders worldwide to push governments to do more about climate change kicked off Sunday morning with an Israeli environmental activist smashing mock tablets of stone atop an Egyptian peak believed by many to be Mount Sinai, to symbolize the world’s failure to protect the planet.The idea was hatched in the run up to the United Nations COP27 climate conference taking place in the Egyptian resort of Sharm el-Sheikh, by solar energy entrepreneur Yosef Abramowitz and David Miron Wapner, who chairs the Jerusalem-based Interfaith Center for Sustainable Development.The Sinai Climate Partnership, symbolically launched at the ceremony, brings together the Interfaith Center for Sustainable Development, the Elijah Interfaith Institute, the Peace Department, the United Nations Faith for Earth Initiative, Abramowitz’s Gigawatt Global, and the Israeli environmental advocacy organization, Adam Teva V’Din.After sunrise, Abramowitz and Wapner gathered at the summit together with Nigel Savage, the founder and former director of the US Jewish environmental organization Hazon, and his successor Jakir Manela, to read sections the Holy Land Declaration on Climate Change signed in 2011 by the multifaith Council of Religious Leaders of the Holy Land. Two teens from the US, there as part of Christian Climate Observers, joined the ceremony as well.After the group read from a new draft list of “Ten Principles for Climate Repentance,” formulated by dozens of multifaith leaders meeting in London over the past few days, Abramowitz smashed two tablets on the ground.The act was a symbolic echo of the Bible’s Moses smashing the 10 Commandments in protest against the Israelites, after descending Mount Sinai.“We look down to Sharm el-Sheikh and we’re not satisfied,” Abramowitz said as he smashed a tablet.One of the tablets was made by youth from the Israeli branch of Strike 4 Future, painted with the words “Broken Promises” in Hebrew. The idea struck me like a bolt of lightning. One of the great joys of living in Jerusalem is participating in the all-night Torah study sessions offered for free around town into the wee hours of the holiday of Shavuot (Pentecost) – celebrating the receiving of the Torah on Mount Sinai approximately 3,700 years ago. I have to admit that as I age, my ability to focus late into the night has waned and my mind wanders, as a good Jew’s often does, to some of the Big Issues of the day. On this particular holy night, as the rabbi was teaching about the giving of the Law, I worried about the destruction of the Amazon, the rapid melting of the icecaps, the food and water scarcity that is looming, new climate-driven pandemics, wildfires in Israel and California, 600 million Africans without power, Gazans with rockets but no water, super-charged typhoons battering the Philippines and more. What an indulgence, I thought to myself, to sit here and glean lessons from ancient texts while God’s world burns at the hands of the Creator’s creatures. We are, indeed, a self-destructive species, knowingly and greedily exploiting the world to our own detriment. Perhaps, at the genesis of Creation, the prosecuting angels had indeed been correct to lobby God not to create humanity, with our evil inclination and freedom of choice.Five years ago on Shavuot, the founding father of utility-scale solar energy on Earth and one of my mentors, the legendary Arnold Goldman, ascended to heaven. His children asked me to give a sermon in his honor at the one-year anniversary of Arnold’s passing. Arnold, who was drawn to the renewable energy of mysticism, died when the Torah reading was the giving of the Torah, on a mountain trembling with geothermal energy, engulfed by lightning and buffeted by wind. The reading of the prophets for the day was Ezekiel, the only place where “electricity in the eye of the fire” (Ezekiel 1:4) is mentioned in the Bible. And so, with my mind circling the Earth and its problems, and the rabbi speaking of Moses in the background, the lightning bolt came out of nowhere and pierced my soul – perhaps sent by Arnold. For the world, and especially for Israel! Three months later, I found myself humming George Harrison’s “I really want to see you, Lord” while climbing Mount Sinai with friends in the heat of August, the hottest and driest month, in search of a climate miracle. Or at least a message. Or maybe 10 of them.We know that the 27th United Nations gathering of world leaders, commonly referred to as COP27, taking place in Sinai, is unlikely to change the course of climate and human history as we accelerate toward the doomsday cliff. Greenhouse gas emissions continue rising, with fossil fuel companies controlling the energy agenda in nearly every country and exploiting the war in Ukraine to continue drilling worldwide. The Israeli delegation went to COP27 empty-handed and willfully blind, a week after its fifth election in four years, with both leading candidates for prime minister – Benjamin Netanyahu and Yair Lapid – idolizing the destructive gas companies.As a climate activist and solar pioneer, one of the few places where I find hope are what I call “the climate kids,” officially known as Strike4Fridays, the Greta-affiliated group in Israel. They speak prophetic truth to power, in the Knesset, on the streets, and on Zoom. Their moral power was on full display on Friday, October 28, when more than 10,000 young people converged in Tel Aviv for Israel’s climate march, days before our national election and a week or so before the UN Climate Change Conference in Sharm el-Sheikh.During the previous election campaign last year, the youth conducted the first climate debate of candidates among six parties, which was broadcast on DemocraTV. They wrangled climate promises from candidates, and nearly all parties penned climate platforms – all firsts in Israeli political life. A Green Voter campaign of the environmental movement even rated the parties, giving Lapid’s Yesh Atid the highest rating of the major parties.A year later, the climate kids feel betrayed, since in the government of change Yesh Atid controlled the Ministry of Energy and renewed gas and oil drilling, proceeded with more gas pipelines, nixed meaningful proposed climate laws, refused to increase Israel’s modest renewables’ goals and made only symbolic progress. Outgoing Prime Minister Lapid refused to meet  with them, as did his predecessor, Naftali Bennett. When my friends Nika Berdichevsky, 17, from Tel Aviv and Yarden Israeli, 16, from Rehovot speak, they carry a lot of authority, not only because they have done their homework but also because they, like the other climate kids, authentically speak for an entire generation. The two moderated this year’s election climate debate on October 24, co-sponsored by the major environmental groups, including the Israel Union for Environmental Defense. The body language of the Knesset members said it all: Despite their good intentions, Israel is still on the wrong side of climate history. When the lightning bolt hit me in the still of that Jerusalem night, I thought of Nika, Yarden and their friends. COP27 in Sharm may fail, but Providence ensured that the world’s leaders were gathering less than three hours away from the most consequential mountain, a moral platform if there ever was one, for a spiritual and compelling cry to humanity to change our destructive ways and prove the prosecuting angels at Creation wrong. What if from Mount Sinai a new climate covenant was declared, with two tablets featuring 10 climate commandments? Over a Friday coffee on Emek Refaim in Jerusalem with my friend and co-conspirator David Miron Wapner, we noodled the idea. “What if it is a multi-faith call to action from Mount Sinai,” suggested David, who also serves as chairman of the Interfaith Center for Sustainable Development. “The politicians have failed us; let’s bring the voice of religious leaders and youth to Sinai.” But how? At that time Moshe was engaged in prayer for a long while, so the Holy One, Blessed be He, said to him, “My beloved ones are drowning in the sea and you are prolonging prayer before Me!” He said to Him, “Lord of the Universe, what can I do?” He replied to him, “Speak to the Children of Israel that they should advance. And you lift up your rod, and stretch out your hand” (Sotah 36b - 37a).When I walked into the ultra-modern Peace Department headquarters in New York, one of its whiteboards was filled with arrows and formulas on how to solve food shortages in Egypt – a modern Joseph story. “The war in Ukraine is destabilizing food security worldwide, but especially in Egypt,” says James Sternlicht, 31, founder of the Peace Department. Sternlicht is a model of a new generation of activists – media-savvy, strategic, well connected, fearless and with access to financial resources. He also happens to be Jewish. The first time I met Sternlicht he was deeply upset about the Russian war against Ukraine, but unlike the rest of us, he was in touch with Ukrainian and other influential European leaders and was plotting to bring a multi-faith delegation to Ukraine in solidarity.He partnered with Rabbi Alon Goshen-Gottstein, who directs the Elijah Interfaith Institute and has a global network of high-level religious leaders. Together with religious leaders, they staged a solidarity event – Faith in Ukraine – in April during the war that was seen by more than 300 million people, with even the pope weighing in with a support video. After seeing the whiteboard about food shortages in Egypt, I asked, “James, are you thinking of going to the UN climate conference in Egypt? If so, why not replicate your success in Ukraine and bring your interfaith model for the climate issue to Mount Sinai?” SHAZAM! MORE lightning bolts began flying. James started brainstorming at lightning speed about how to beam a climate covenant ceremony live from Mount Sinai via satellite, engage social media, reach out to world leaders, expand religious input to include First Nations, and invite the secretary general of the UN and other dignitaries. “It all depends on if we can get official permission from the government of Egypt,” said James. “This could be big. I will make some calls.” Sternlicht joined up again with the Elijah Interfaith Institute and brought in the Interfaith Center for Sustainable Development, which secured three slots for official press conferences at the UN conference to share the 10 climate commandments and video from what was expected to be a historic interfaith climate gathering at Mount Sinai on Sunday, November 13. I scored a Newsweek column announcing the plan, where I floated the first draft of the 10 climate commandments and received support from the Roadburg Foundation, which funds climate action in Canada. Hazon recruited a delegation of youth leaders from Israel and the US, and Nika from Strike4Fridays convinced her mother to agree to come with us. We embarked on an advance trip, booked hotels and flights, hired staff, reserved camels, and ascended Mount Sinai on a hot August night to see sunrise at the summit for a practice run. COP27 in Sinai wouldn’t be the first divine intervention in the UN climate conference. I was privileged with my friend David to be part of the Israeli delegation at the Paris conference in 2015, billed as the last best chance to strike a deal to keep global warming to a manageable 1.5 degrees. These conferences are two-week affairs. Each one begins with a sense of optimism that the world is serious about changing course, with an array of world leaders gathering in the first two days and saying all the right things. After they jet off, however, negotiations begin. Since 197 country delegations must agree on every word, I saw firsthand how Iran and Saudi Arabia would object in committee meetings, along with China and India, to language that would be binding. As the sea levels were rising, these countries were watering down the draft agreements, and the 30,000 people gathered, myself included, started losing hope. On the weekend, however, massive climate protests swept Paris and restored momentum.And then, to reciprocate the energy of the weekend protests, the finger of God appeared, like the one that etched in stone the first set of 10 commandments. A plague of air pollution darkness descended on Beijing, and super-charged monsoons rained down on India. Just like this year’s floods in Pakistan and Mississippi and Hurricane Ian in Florida. The hearts of leaders melted like ice caps, and a good, first-step Earth-saving deal was miraculously inked. I celebrated with friends ecstatically in the front row of a Madonna concert in Paris that night, singing “Like a Prayer” as if it were Moses’s Song of the Sea. But will God appear at COP27 in Sinai – and is there anything we can do to summon divine intervention? Then you shall go with the elders of Israel to the king of Egypt and you shall say to him, the God of the Hebrews became manifest to us. Now therefore, let us go a distance of three days into the wilderness to sacrifice to our God (Exodus 3:18).Pharaoh famously turned down the Israelites’ request for a prayer service in the desert, so we don’t have a good track record going in with today’s Egyptian leaders for the Sinai climate prayer plan request. “Feelings of duty and honor have long driven humanity to do great things,” said Sternlicht. “Our mission is to solve coordination failures at scale, and we see this Sinai activation as a stepping stone to a global coordination system, where religion and science and eventually politics can work together to guide humanity toward a brighter future.” Sternlicht and his partners approached the military governor of Sinai to request permission for an interfaith repentance ceremony for Mother Earth on Mount Sinai on Sunday, November 13, the halfway point in the UN conference, when negotiations were expected to stall and when the usual civil society demonstrations would be banned in Sharm.The request was forwarded to government offices in Cairo. “Not now,” came back the response as The Jerusalem Report went to print. And then the tour operators and hotels canceled the reservations for the event, essentially drowning the endeavor. During the advance trip, we understood better that Egypt was on the brink of a severe economic downspin, that political tensions would be rising drastically, and our vision to bring 10 climate commandments from religious leaders down from Mount Sinai would be fraught with challenges. Yet the religious leaders of the Elijah Interfaith Institute had prepared inspiring and powerful action calls to humanity. Could we still get them out to the world? We knew it would be tough going, so I turned heavenward to get some guidance. At the foot of the mountain on that cloudless and balmy summer day, I looked up to the sky to pose the question to the Creator, knowing that the average August rainfall there over the past 50 years was zero. “Creator of the Universe, send us a sign that we should proceed with the climate covenant, the 10 climate commandments, here at Mount Sinai during COP27.”A personal prayer-“Creator of the Universe, send us a sign that we should proceed with the climate covenant, the 10 climate commandments, here at Mount Sinai during COP27,” I prayed, with my eyes and hands pointed up with hope and in fear. I waited four seconds.And, at that very moment – Shazam! – the skies opened up, heavy rain pelted us, and thunder bolted an unequivocal answer from Above – all captured on 49 seconds of video. The federal government succeeded in quickly securing and distributing COVID-19 vaccines and rolling out pandemic benefits to help people and backstop the economy, but wasted millions of doses and gave billions in benefits to ineligible recipients, the auditor general of Canada says.Auditor General Karen Hogan's fall audits, which were released Tuesday, give the government a mixed pandemic report card, saying that while benefit programs were swift and did what they were supposed to do, they were also wasteful and lacked proper verification."In 2020, the government decided to rely on information provided by applicants and limit pre-payment controls to expedite helping people and employers affected by the pandemic," Hogan said in a statement. "In doing so, it recognized that there was a risk that some payments would go to ineligible recipients."The audit of benefits "found that overpayments of $4.6 billion were made to ineligible individuals, and we estimated that at least $27.4 billion of payments to individuals and employers should be investigated further," she said.In her performance audit report, Auditor General Karen Hogan says that while the government was swift to create and push out benefit programs during the pandemic, those programs were wasteful and not properly verified.Hogan's audit of pandemic benefits warns that while $2.3 billion in overpayments had been recovered by this summer, the federal government may be running out of time to identify and recover the rest because of legislative time limits. Legally, the federal government has 36 months from the time benefits are paid to verify the payment was proper, a time frame that can be extended to 72 months if the Canada Revenue Agency suspects recipients provided false information when applying for the benefits.In its analysis, the auditor general's office looked at: The Canada Worker Lockdown Benefit.Canada Recovery Benefit.Canada Recovery Sickness Benefit.Canada Recovery Caregiving Benefit.Canada Emergency Response Benefit (CERB), including the Employment Insurance Emergency Response Benefit and the Canada Emergency Wage Subsidy.Achieving objectives-The audits not only looked at whether the payments were made to eligible recipients, and how well the government later verified if those payments were legitimate, but also how effective the pandemic supports were in achieving their stated goals. "The government of Canada set an objective of helping Canadians as quickly as possible. The COVID-19 emergency programs that we audited achieved that objective," the audit said. "They quickly offered financial relief to individuals and employers, prevented a rise in poverty, mitigated income inequalities and helped the economy to recover from the effects of the pandemic."Canada's gross domestic product took a 17 per cent hit between February and April 2020, shrinking the economy by some $350 billion. But by November 2021, the audit said, the economy was back to pre-pandemic strength.The audit also said that without the pandemic supports offered to individuals and businesses, the poverty rate would have almost doubled during the pandemic, from 6.4 per cent to 11.6 per cent.Although the government was successful in sending a sufficient number of doses to provinces and territories, the Public Health Agency of Canada ended up with a large surplus of doses.- Auditor general of Canada-Those pandemic supports, the audit said, primarily went to lower-income workers who benefited with an increase over their pre-pandemic incomes."Overall, these increases in government transfers to households exceeded losses in wages and salaries and self‑employment income," the audit said. "This income compensation through the COVID‑19 programs helped to financially support the population."The audit said that because the financial support offered to low-income families boosted incomes beyond pre-pandemic levels, the benefits program created a disincentive to work that contributed to the labour shortage. "The CERB created a disincentive to go back to work, especially for more than one-third of applicants who earned less than $500 per week," it said."For them, the CERB represented more than 100 per cent of income replacement. This may explain why approximately two million people stayed on the benefits for all seven periods, for a total of 28 weeks."Despite achieving their stated goals, the auditor general's report says that the government's efforts to verify and recover improper payments has "not been timely" and that "significant unrecoverable amounts are likely to materialize.""The CRA and Employment and Social Development Canada did not manage the selected COVID‑19 programs efficiently given the significant amount paid to ineligible recipients," the audit said. The audit said that the $27.4 billion includes payments made to individuals and businesses who did not meet the requirements. Those payments include:$8.3 billion in benefits paid to 647,000 individuals who may not have earned more than $5,000 in 2019, or in the year before their application.$3.8 billion in benefits paid to 1.4 million individuals who may have earned more than $1,000 during their four-week CERB period.$15.5 in CEWS payments made to companies whose income did not decline as much as it should have to qualify."I am concerned about the lack of vigour post-payment verification and collection activities," Hogan said in her Tuesday press conference, adding that the federal government needs "to act now to expand their post-payment verification plans … and recover COVID-19 benefit amounts owed."Verification not 'cost effective,' government saysResponding to the report, the federal government said that it only partially accepted the recommendation to increase post-payment verification to include all cases suspected of being ineligible.The federal government said it looked at the resources required to investigate every payment made to determine whether taking such an action would be worthwhile."It would not be cost effective nor in keeping with international and industry best practices to pursue 100 per cent of all potentially ineligible claims," the federal government said. "This approach is evergreen, and will be adapted as circumstances warrant."Hogan said Tuesday that, legally, the federal government is required to verify every payment. She said that if it does not want to do so — considering that many payments went to low-income families and individuals — it must explain that to Canadians. "I absolutely think it would be a reasonable approach, but I encourage them to be clear with Canadians," Hogan said."I think one of the greatest things about our country is that you can expect fairness and transparency and I'm just asking the government to be clear with its decisions and approaches with Canadians-Procuring and distributing vaccines-When it came to the procurement and distribution of vaccines, the auditor general gave the government a similarly mixed review, saying that while it did a good job sourcing supplies and striking procurement deals, the rush to acquire vaccines led to the waste of millions of doses. "We found that, although a non-competitive approach was taken, Public Services and Procurement Canada exercised due diligence on the seven vaccine companies by conducting assessments to examine the companies' financial capability to meet requirements and by conducting integrity checks to mitigate the risk of unethical business practices," the audit said.Canada's Auditor General Karen Hogan released performance reports regarding COVID-19 vaccine procurement and distribution. Thousands of delegates representing 192 countries will spend the next two weeks in Montreal, hammering out a once-in-a-decade agreement that will aim to build a more sustainable relationship between humans and nature.The UN biodiversity summit, known as COP15, officially kicks off Dec. 7 in Montreal. If all goes according to plan, the conference will produce a new agreement outlining global biodiversity goals for the next 10 years.The conference is supposed to wrap up on Dec. 19, but negotiations may run into overtime. Here's what you need to know.The conference's co-lead negotiator explains why protecting biodiversity goes hand in hand with slowing down climate change.What's the difference between COP15 and COP27? COP, in United Nations jargon, simply means Conference of Parties. It is a decision-making body made up of countries that have signed a convention. COP15 is different from the climate change summit, COP27, which was recently held in Sharm el-Sheikh, Egypt. That conference was under the umbrella of the United Nations Framework Convention on Climate Change. Here's what you can expect for security, transit and service disruptions during Montreal's COP15 event.Climate damage fund for poor nations approved at COP27 — but no deal on emissions reduction.The Montreal summit, COP15, is a meeting under the Convention on Biological Diversity. In 1992, 150 government leaders first signed that convention at the Rio Earth Summit.While biodiversity and climate change are related issues, the two conventions are separate. This meeting marks the second part of COP15, sometimes referred to as the Nature COP or the UN biodiversity summit. The first part was held last year as a mostly virtual conference based in Kunming, China. Though it's being hosted in Montreal, the summit is chaired under the presidency of China. Why should you care?  The biodiversity summit is a big deal, because it's likely to result in a new framework or agreement, outlining goals for how the world should protect nature and use it more sustainably and equitably. "The food we eat comes from biodiversity, the water we drink comes from biodiversity. The air we breathe [comes from biodiversity]," said Elizabeth Maruma Mrema, executive secretary of the Convention on Biological Diversity.The ultimate goal is to stop biodiversity loss and build a sustainable relationship with nature in response to unprecedented rates of declining nature and species extinction.Why do we need a new plan? The pressure is on to create a new agreement with better monitoring and financing built in after countries, including Canada, failed to meet the 2020 goals of the last biodiversity plan, known as the Aichi targets.Basile Van Havre helps to mediate negotiations as co-chair of the Convention on Biological Diversity's Open-Ended Working Group for a Post-2020 Global Biodiversity Framework."The lesson from the Aichi system is that, when you put easy to understand numerical targets, they get attention," he said. "We need to put in place a much more robust system that enables progress to be measured as we go."Analysis-Canada, host of the UN biodiversity summit, is struggling to meet its own targets-A key goal of the former Aichi plan was to conserve at least 17 per cent of terrestrial and inland water and 10 per cent of coastal and marine areas by 2020. The new target under the draft agreement is the much-talked about 30 by 30 goal: preserving 30 per cent of land, freshwater and oceans by 2030. Canada has already committed to that pledge. The latest figures show Canada has conserved 13.5 per cent of its land and freshwater and 13.9  per cent of marine territory. What are the key goals and challenges? The draft agreement is still littered with items that need to be negotiated and finalized, but generally speaking the key points include halting nature loss, preventing human-caused species extinction, reducing pollution, sustainable management of agriculture and forestry industries and sharing the benefits of genetic resources fairly and equitably. There have been many calls from various environmental and Indigenous groups for the framework to also recognize the leadership of Indigenous communities as stewards of nature."The global community, in looking to protect 30 per cent of lands and waters, is in some ways catching up to Indigenous ambitions of conservation," said Valérie Courtois, director of the Indigenous Leadership Initiative and a member of the Innu community of Mashteuiatsh, Quebec. "We understand that our very survival is dependent on the health of these landscapes … we know that if we take care of the land, it will take care of us." As far as sticking points in negotiations, Van Havre said there are three key ones: how ambitious the plan should be, how it will be financed and how to ensure progress is measured and reported transparently."The negotiation will be difficult, no doubt. There is a huge change at play," he said. "But I have not seen anybody saying they don't want an agreement."Asked how likely he thinks there will be an agreement by Dec. 19, he said it's possible talks will go into overtime. "Will we be done by 6 p.m. on the 19th? Maybe not. Will I have granola bars in my pocket that day? A lot." Who is attending? A total 15,723 people, including government representatives, NGO members and journalists, have registered to attend the UN biodiversity summit in person, though the actual number of people who show up may be less. While the summit is being hosted in Montreal, it's chaired by China. The only government leader expected to attend is Prime Minister Justin Trudeau. China will be represented by its minister of environment and COP 15 president Huang Runqiu. Traditionally, world leaders do not attend the biodiversity summits, but instead send ministerial representatives to negotiations.Mrema said state leaders don't need to attend, as long as they signal they are committed to the process. Hopefully at the end of the day there will be an agreement, a consensus … which is transformative and ambitious," she said.

On Tuesday, the Auckland High Court will decide whether to grant a request to remove the child from the family to perform the surgery.Paul White, a lawyer for Te Whatu Ora, aka Health New Zealand, described the baby as “getting sicker with every heartbeat.” Te Whatu Ora is making an application under the Care of Children Act regarding the baby who needs open heart surgery. It is asking that the baby be placed under the guardianship of the court. More than 30,000 customers in a North Carolina county awoke for the third day Tuesday without electricity as a search for those responsible for sabotaging two key power substations continued and crews scrambled to repair what authorities described as "millions of dollars" in damages.The crisis in Moore County has prompted local law enforcement to call in the FBI, the Department of Homeland Security and other federal agencies to help in the probe of what has been deemed a criminal act. The White House is also closely monitoring the situation, officials said."This kind of attack raises a new level of threat," North Carolina Gov. As of Tuesday morning, power had been restored to more than 7,000 customers, said Jeff Brooks, spokesman for Duke Energy.As of Tuesday at noon, 35,304 customers in Moore County were still without electricity.Brooks said while some of the damaged equipment could be repaired, other pieces had to be replaced.The attacks occurred just after 7 p.m. Saturday, said Moore County Sheriff Ronnie Fields.Fields said the perpetrator or perpetrators shot up two key substations in the area, adding, they "knew exactly what they were doing."Fields told ABC News that murder charges could be filed against those responsible if anyone dies as a result of the power outage."What was done was an intentional act. It was not a random act," Fields said.No arrests have been announced in the probe.The attacks came amid protests over a Downtown Divas drag show in the Moore County city of Southern Pines. The drag show had been scheduled for Saturday night and was disrupted due to the blackout.Fields said no evidence has yet been uncovered linking the power outage to the drag show.
