Cars set alight over Jaffa plan to build homeless shelter on Muslim burial site-The Times of Israel-Municipality building also damaged in reported firebombing; city vows to go ahead with construction-By TOI staff-june 13,20-Today 300pm

A number of vehicles were set on fire and a building was firebombed in Jaffa overnight Friday-Saturday, according to the Israel Fire and Rescue Services, as the unrest continued over plans to build a homeless shelter on land discovered to have been an old Muslim burial site.According to the news site N12, 13 incidents of vandalism were recorded overnight including cars and trucks set on fire and a building belonging to the Tel Aviv-Jaffa municipality hit with a Molotov cocktail.Responding firefighters put out the fires at around 4:00 a.m. on Saturday, according to the report. The municipality issued a statement condemning the attack, saying that “the perpetrators of these acts were part of a small group that does not represent most of the residents of Jaffa, who have a great deal of trust in the municipality.” The city said these acts would not affect plans to build the homeless shelter and that these would go ahead “as the court has approved.”Police said officers were working to identify the perpetrators, whose “bullying behavior disturbs the daily routines of residents, endangers human lives and damages property.”Israeli police officers at a demonstration against the decision by the Tel Aviv Municipality to demolish an old Muslim burial ground which was discovered after plans had been made to build a new homeless shelter and commercial space at the site. June 12, 2020. (Tomer Neuberg/FLASH90)-Friday’s was the third protest over the building plans this week alone. On Wednesday, dozens of protesters took to the streets in Jaffa, clashing with police, setting trash cans on fire and throwing stones at officers. Four people were arrested. The demonstrations were smaller than those that erupted Tuesday when some 300 protesters clashed with police. A video released by police showed a Tel Aviv city bus with shattered windows stopped by the side of the road and riot police using stun grenades to disperse the rioters near Jaffa’s iconic clock tower. Police said the demonstrators also burned trash cans and some cars. Some reports said the violence started when police blocked the marchers and tried to disperse them with force. The dispute is over a site, known in Arabic as Maqbarat al-Is’aaf, Tel Aviv’s only known Muslim graveyard. According to court filings, the cemetery had gone unnoticed for many years before the Tel Aviv Development Fund decided to demolish an Ottoman-era one-story home which the nonprofit Gagon was using as an improvised homeless shelter.Litigants fought in court for over a year over whether or not the planned demolition would go forward; the city hoped to build a new and improved three-story shelter in place of the old one.Muslim citizens pray prior to a protest on June 12, 2020, against a decision by the Tel Aviv Municipality to demolish an old Muslim burial ground amid plans to build a new homeless shelter and commercial space at the site. June 12, 2020. (Tomer Neuberg/FLASH90)-Once bulldozers demolished the house, though, the bones of at least 30 people were discovered to have been buried in the structure. The Antiquities Ministry determined that the cemetery contained bones from the Ottoman period all the way back to the Hellenistic period. The Islamic Council built tombstones over each of the graves.Negotiations between the Council and the city over the site proved unsuccessful. The High Court of Justice subsequently ordered the construction halted so the matter could be adjudicated in court. The battle ended in January 2020, when a Tel Aviv court rejected claims by the Council to preserve the space. Judge Avigayil Cohen stated in her decision that the cemetery had not been used by the community for at least 100 years, and had been a public space since at least the 1940s without any legal objections. Moreover, none of the plaintiffs could claim a personal or familial connection to the remains.“The project’s construction is a response to public need, and uses land which has not be used as a cemetery for over 100 years, and the Muslim community never before treated it as possessing holiness or having a religious affinity,” Cohen wrote.Cohen’s arguments, however, do not seem to have convinced some Jaffa residents, who objected strongly to the destruction of the structure from the start.“The Muslim community in Jaffa in general and all of the city’s residents have no problem with the homeless project, and it’s appropriate to find a physical location for it, but not over a Muslim cemetery,” Tel Aviv city council member Amir Badran told the Haaretz daily.Sheikh Kamal Khatib, the deputy chief of the banned Northern Branch of the Islamic Movement in Israel, addressed demonstrators at the protest. While the movement’s southern branch is seen as relatively moderate, the Northern Branch is understood to have ties to terrorist groups such as Hamas. The Northern Branch was outlawed in 2015, and Khatib has been arrested numerous times by police for incitement to violence.“Our battle for this cemetery is no different than our battle for al-Aqsa,” Khatib said at the protest, referring to the mosque on the Temple Mount in Jerusalem. “For almighty God in his wisdom made of this whole land a waqf,” or holy site.

ICC must up its game to survive after US onslaught, activists say-The Times of Israel-Criminal law professor says court’s future lies in prosecuting ‘powerful countries like the US, Israel, Russia and the United Kingdom’By Jan Hennop and Charlotte Van Ouwerkerk-june 12,20-Today, 3:19 pm

THE HAGUE, Netherlands (AFP) — The International Criminal Court must step up to ensure its survival after US President Donald Trump authorized sanctions against the tribunal over an Afghan war crimes probe, experts said Friday.Trump’s administration on Thursday unleashed an unprecedented onslaught against what it branded a “kangaroo court,” subjecting ICC officials to asset freezes and travel bans if they target US personnel. The move escalates longstanding US opposition to The Hague-based court, which is battling its own poor track record of convictions, lack of support from the world’s largest powers and internal disputes over pay.But analysts and rights groups urged the under-fire ICC — set up in 2002 to prosecute the world’s worst crimes — to continue its work with renewed vigor if it wants to cement its legitimacy.“I believe that the future of the court depends on its willingness to prosecute the ‘hard cases’ involving powerful countries like the United States, Israel, Russia and the United Kingdom,” William Schabas, international criminal law professor at Leiden University, told AFP.“For too long its work has been directed at developing countries and pariah states. Delivering equal justice for all means that it can tackle the strong as well as the weak.”‘Unprecedented’ measures-The United States — like Russia, China, Israel, Syria and a number of other countries — is not a member of the ICC, and its opposition to the court is longstanding. In 2002 the US Congress even passed the so-called Hague Invasion Act allowing the US president to authorize military force to free any US personnel held by the ICC — in theory making an invasion of Dutch shores a possibility. But the Trump administration has now gone further, preemptively targeting the court over any attempt to prosecute US personnel over alleged war crimes in Afghanistan, or its ally Israel over the situation in the Palestinian territories.US Attorney General Bill Barr said Thursday’s steps were just the first against a “corrupt” institution that he accused, without giving evidence, of being manipulated by Russia.Personal sanctions by Washington are “unprecedented,” said Carsten Stahn, program director at Leiden University’s Grotius Centre for International Legal Studies in The Hague.“They may complicate the investigations and seek to discredit not only individuals but the institution as such. It is thus important that other states speak up clearly to support the independence of the court,” Stahn told AFP.Rights groups, too, have called on the ICC’s 123 member states to reaffirm its support for the tribunal, a court of last resort for war crimes and crimes against humanity if countries were unwilling or unable to prosecute suspects themselves.“It is now upon ICC member states to translate their statements of support into action,” said Amal Nassar, the International Federation for Human Rights’ representative at the ICC.“This includes full cooperation with the court in its investigations, adequate resources, and a clear signal that ICC staff, their families, human rights defenders and legal professionals can count on their support and protection,” Nassar said.‘Wave of solidarity’But the virulent US opposition against the ICC might have a counter-productive effect, Stahn said.“Curiously, the US political attacks may backfire in the sense that they may create a new wave of solidarity at a time where the ICC is undergoing internal reform efforts,” he said. Its governing body, the Assembly of States Parties, in particular “is now asked more than ever to reaffirm the core principles of the ICC,” said Stahn.Stahn, however, said he did not believe the sanctions would threaten the court’s existence. The ICC has started a new set of prosecutions which included the surrender of Ali Kushayb, a Janjaweed militiaman accused of war crimes committed in Sudan’s Darfur region in 2003-2004.“In some situations, ICC investigations may also serve US interests,” he said.

Iconic Haifa oil refinery tower collapses-The Times of Israel-Environment minister says fall of cooling tower a ‘significant symbol’ of new beginning for Israel’s most polluted city-By TOI staff-june 12,20-Today, 2:46 pm

One of Haifa’s iconic oil refinery towers collapsed on Friday morning, taking a chunk out of the coastal hub’s industrial skyline in what the environment minister said was a symbol of a new start for Israel’s most polluted city. The BAZAN Group, the crude oil company that owns the refinery, said in a statement that the pair of cooling towers had not been used since 2009 and that the collapse of one took place after an internal wall fell down a day earlier. The group said it was “taking all steps, including consulting with engineering and planning experts, to study the event.”No injuries were reported.Environmental Protection Minister Gila Gamliel tweeted that the incident was a “significant symbol of the beginning of the end” for the factories that have polluted the Haifa Bay area for decades.“This collapse happened accidentally but next time it will be deliberate,” Gamiel vowed, saying that “Haifa’s residents deserve a healthy environment.”

UN says Iran arms used in attack on Saudis, Tehran may have breached 2015 deal-The Times of Israel-anian weapons, missile parts seized by US in recent months may have been moved ‘in manner inconsistent’ with resolution endorsing nuke deal-By Edith M. UNITED NATIONS (AP) — The United Nations says it has determined that Iran was the source for several items in two arms shipments seized by the United States and for debris left by attacks on Saudi Arabia’s oil installations and an international airport, according to a new report.UN Secretary-General Antonio Guterres said some of the items seized by the US in November 2019 and February 2020 “were identical or similar” to those found after the cruise missiles and drone attacks on Saudi Arabia in 2019.He said in a report to the UN Security Council obtained Friday by The Associated Press that some items seized by the US in international waters off Yemen are not only Iranian but may have been transferred “in a manner inconsistent” with the council resolution that endorsed the 2015 Iran nuclear deal. The secretary-general was reporting on the implementation of the 2015 resolution enshrining the nuclear agreement aimed at preventing Iran from developing nuclear weapons. It includes restrictions that took effect on Jan. 16, 2016, on transfers to or from Iran of nuclear and ballistic missile material as well as arms. The Security Council is scheduled to discuss the resolution’s implementation on June 30, and the US is expected to press for the UN arms embargo against Iran, which is part of it, to be extended indefinitely before it expires in October. In this September 20, 2019, file photo, taken during a trip organized by the Saudi information ministry, workers fix the damage in Aramco’s oil separator at a processing facility after the September 14 attack blamed on Iran in Abqaiq near Dammam in the Kingdom’s Eastern Province. (AP Photo/Amr Nabil, File)-Iran’s UN Mission responded to the report Friday saying: “Iran categorically rejects the observations contained in the report concerning the Iranian connection to the export of weapons or their components that are used in attacks on Saudi Arabia and the Iranian origin of alleged US seizures of armaments.”Its statement said the UN “lacks the capacity, expertise, and knowledge to conduct such a sophisticated and sensitive investigation,” adding that the report reproduces exact claims by the United States. “In essence, the US is sitting in the driver’s seat to shape the so-called ‘assessment’ regarding the Iranian connection to the attacks,” Iran said.President Donald Trump withdrew the United States from the nuclear agreement in May 2018 and re-imposed US sanctions that had been eased or lifted. American officials contend Iran is working to obtain nuclear-capable missiles, which the Iranians deny.US President Donald Trump signs a Presidential Memorandum withdrawing from the Iran nuclear deal from the Diplomatic Reception Room of the White House, on May 8, 2018. (AP Photo/Evan Vucci)-The nuclear agreement is still supported by the five other parties — France, Britain, Russia and China, which are all veto-wielding Security Council members, and Germany, which is currently serving a two-year term on the council.According to Guterres report, the arms shipments seized by the US were assessed by the UN Secretariat to include parts of anti-tank guided missiles from Iran with 2016, 2017 and 2018 production dates as well as thermal weapon optical sights with design characteristics similar to those produced by an Iranian company, and a computer keyboard with Farsi markings associated with an anti-ship missile.Guterres said UN experts also assessed that sections and components of cruise missiles recovered by the US from the sites of attacks on Saudi Arabia’s Abha International Airport in June and August 2019 and on Saudi Aramco oil facilities at Abqaiq and Khurays in September 2019 “are of Iranian origin.”Illustrative: The Saudi military displays what they say are an Iranian cruise missile and drones used in recent attacks on its oil industry at Saudi Aramco’s facilities in Abqaiq and Khurais, during a press conference in Riyadh, Saudi Arabia, September 18, 2019. (AP Photo/Amr Nabil, File)-As for the delta-wing drones used in attacks on Saudi oil facilities in May and September 2019, Guterres said, “the Secretariat assesses that the un-crewed aerial vehicles and/or parts thereof used in the two attacks are of Iranian origin.”The report also links Iranian material from the US seizures and the Saudi attacks.Guterres said the UN is also reviewing information in an Israeli letter last month on imagery of four Iranian anti-tank guided missiles “being employed in Libya” and information provided last month by Australia on its June 2019 seizure of arms from a dhow in international waters off the Gulf of Oman. The UN’s atomic watchdog agency said earlier this month that Iran has continued to increase its stockpiles of enriched uranium above limits in the agreement and remains in violation of its deal with world powers. In his report, Guterres reiterated strong support for the Iranian nuclear agreement and expressed regret for the US withdrawal and Iran’s actions since July 2019 to stop performing its nuclear commitments. He urged all countries “to avoid provocative rhetoric and actions that may have a negative impact on regional stability.”The secretary-general said the Trump administration’s imposition of sanctions on Iran since 2018 remains “contrary to the goals” in the nuclear deal and the UN resolution endorsing it, and may also impede Tehran’s ability to implement some provisions of the agreement and the resolution.Illegal weapons seized by the US Navy in the Arabian Sea, Feb. 9, 2020. (US Navy/Mass Communication Specialist 2nd Class Michael H. Lehman)-He urged Iran to return to the agreement’s requirements and to “urgently address” concerns raised by the United Kingdom, Germany and France in relation to the 2015 resolution. The three countries urged Guterres in a letter in December to inform the Security Council that Iran’s ballistic missile activity is “inconsistent” with a provision in the resolution calling on Iran “not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons.”The provision does not require Tehran to halt such activity, and the Iranian government insists all its missile activities are legal and not nuclear-related.On Jan. 14, France, Germany and the UK announced that they had referred Iran’s actions violating limits in the nuclear agreement to the deal’s dispute resolution mechanism.Guterres urged all parties to the agreement “to resolve all differences” within that mechanism.

Iran asks France to analyze Ukraine flight black boxes, probe officials say-Accident agency denies it has been contacted, but says it is ‘ready to look at any request’; Canada has urged Tehran to hand over black boxes to Ukraine or France for analysis-By AFP-june 13,20-Today, 4:06 am

Iran has asked France to decrypt the black boxes from downed Ukraine International Airlines Flight 752, sources close to the investigation said Friday. The Iranian envoy to the International Civil Aviation Organization (ICAO) in Montreal said the Islamic Republic had enlisted the help of France’s BEA air accident agency to download and read the data on the flight recorder, the sources said.BEA denied to AFP that it had been asked — but added that it was “ready to look at any request” from Iran.Iran has admitted that it mistakenly shot down the Kiev-bound jetliner on January 8, killing 176 people. The disaster unfolded as Iran’s defenses were on high alert in case the US retaliated against Iranian strikes hours earlier on American troops stationed in Iraq — which were themselves in response to the US assassination of a top Iranian commander. The black boxes are expected to contain information about the last moments before the aircraft was struck by a ground-to-air missile and crashed, shortly after taking off from the Tehran airport. Many of the passengers were Canadians. For months, Ottawa has been calling on Iran, which does not have the technical capabilities to extract the fight data, to hand over the black boxes to Ukraine or France for analysis. The Iranian official news agency IRNA reaffirmed at the beginning of June that authorities were prepared to do so, but warned that the badly damaged devices may not advance the investigation.

Persecution of Bahai in Iran escalates as 77 imprisoned over religious beliefs-[The Telegraph]-Abbie Cheeseman-June 13, 2020

Iranian authorities have escalated their persecution of the Baha’i community, targeting at least 77 individuals across the country in recent weeks, despite a potential second wave of coronavirus infections hitting the country, according to a global organisation representing the faith. At least 77 Baha’is across eight Iranian provinces have been arrested, summoned to court, tried, sentenced and imprisoned in the last month “under baseless accusations and for no reason other than a deep-seated antagonism to the Baha’i Faith”, the Baha’i International Community (BIC) said. The Baha’i faith, which was originally founded in Iran, is seen as heretical by the Islamic Republic. Baha’i shops and cemeteries have been vandalised and some of its followers blocked from universities and jobs.“Bahai’s are used to persecution, however, this is almost unprecedented numbers in the matter of a month,” Bani Dugal, Principal Representative to the United Nations for the BIC, told the Telegraph. While dozens of religious and political groups have been hurt by the Islamic Republic’s 41-year rule of Iran, the Baha’is are widely considered to be one of the most persecuted as they are not officially recognised as a religious minority.Dozens of Baha'is were killed or jailed in the years immediately following the Islamic revolution in 1979. Billions of dollars worth of land, houses, shops were seized in the following years by various Iranian organizations, including Setad, the organisation overseen by Iran's Supreme Leader, Ayatollah Ali Khamenei.“In March, 20 Baha’is were released in the wake of coronavirus," said Ms Dugal. "We wanted all of them released as they are there purely for political reasons."Now they’re resummoning a number of people to return to prison despite the situation not improving in terms of the virus. There’s absolutely no justification for these arrests - it’s just another means of harassing the Bahai’s.”New infections in the Islamic Republic averaged at more than 3,000 a day in the first week of June.“When they are summoned they have to travel on public transportation, which is subjecting them to greater risk,” she added. The prospect of imprisonments is prompting health concerns from the group as Iran is facing a severe uptick in coronavirus infections. According to Ms Dugal, some of those who have been sentenced are elderly and at great risk if imprisoned.Iran has also recently ramped up a public defamation campaign, according to the group, with an “increasingly coordinated spread of disinformation about their beliefs” across state media.

Iran urges China, Russia: Block extension of UN arms embargo-JUNE 10,20

Iran’s President Hassan Rouhani urges UN Security Council members, especially veto-wielding China and Russia, to oppose a US “conspiracy” to extend an arms embargo on the Islamic Republic.“We will reach a point… when, based on Resolution 2231, all arms embargoes on Iran will be lifted,” says Rouhani“The Americans are already angry and upset… and are preparing a resolution and want to bring it to the Security Council,” he tells a televised cabinet meeting. The ban on selling weapons to Iran is set to be progressively eased from October in accordance with UN Security Council Resolution 2231. The weapons include battle tanks, combat aircraft, warships and missiles or missile systems, according to the resolution. But a UN embargo on materials, goods, equipment and technology that Iran could use for its ballistic missile program will remain in place until October 2023.The European Union has said it will continue to enforce its own arms embargo against Iran after the lifting of the first UN embargo.Resolution 2231 blessed the landmark international agreement reached in 2015 that placed limits on Iran’s nuclear program.US President Donald Trump withdrew from the accord — known formally as the Joint Comprehensive Plan of Action (JCPOA) — in 2018 and began reimposing sanctions on the Islamic republic. The United Nations Security Council includes among its 15 members five veto-wielding permanent members — Britain, China, France, Russia and the United States.Rouhani appeals to those other than the United States to oppose its bid to extend the arms embargo.“We expect the four permanent members to stand against this conspiracy, for global interests, global stability,” he says.“We especially expect (this from) our two friendly countries, Russia and China.”Washington said last week it had shared a draft resolution with Russia to extend the ban, with Moscow and Beijing having already voiced opposition to the measure.“Russia and China need to join a global consensus on Iran’s conduct,” says Kelly Craft, the US ambassador to the UN.“This is an absolute imperative that we exercise all our options to make certain that this UN arms embargo is extended.”— AFP

The United Arab Emirates is sending a second planeload of medical supplies for the Palestinians during the coronavirus pandemic, the airline said Tuesday. An Israeli official said that unlike the May 19 flight with the first tranche of aid, the plane landing at Ben Gurion Airport on Wednesday will be marked with the Etihad Airways logo.A spokesperson for the airline confirmed to the Reuters news agency that the flight was taking place.“Etihad Airways continues to operate humanitarian flights providing much needed aid to nations within its network and beyond,” she said.In this May 4, 2014, photo, an Etihad Airways plane prepares to land at the Abu Dhabi airport in the United Arab Emirates (AP Photo/Kamran Jebreili)-The plane will carry only cargo, and is believed to be the second-ever direct commercial flight between the United Arab Emirates and Israel.A United Nations official told The Times of Israel that the plane is carrying the second shipment of a pre-planned two-part consignment.Once it clears customs and security checks, the aid will be dispatched to a holding terminal at the Ashdod seaport, where the first part of the shipment is waiting. The decision to send the goods to Ashdod indicates they will likely end up in Gaza and not the West Bank. The first part of the shipment — 14 tons of medical supplies earmarked for the Palestinians to help cope with the coronavirus pandemic — was delayed at Ben Gurion Airport last month as UN officials worked to find a way, to distribute it after the Palestinian Authority announced it would not accept it.The PA insisted the UAE had not coordinated the matter with it and that it therefore could not accept the aid, whose delivery via plane to Tel Aviv was seen as a step toward the normalization of ties between Israel and the Gulf states. However, a UN official made clear to The Times of Israel that there was far greater need for the supplies in the Gaza  Strip. The UN conducted an assessment of the ongoing medical situations in both territories where it operates extensively and determined that roughly 65 percent of the UAE shipment should go to the Hamas-ruled Gaza Strip while the remainder could go to the West Bank, the official said.An Etihad Airways plane ferrying medical aid for the Palestinians taxis after landing at Ben Gurion Airport on May 19, 2020. It was the first known commercial flight between the United Arab Emirates and Israel. (Screen capture: Twitter)A Palestinian official told the Al-Jazeera network Tuesday that the flight due to arrive this week with aid was for a second time arranged without coordination with the Palestinian Authority, which was also the official reason given for Ramallah’s decision to reject the first shipment.“The Palestinian Authority has nothing to do with UAE scheduled to land at Ben Gurion Airport. As far as I know, no coordination has been made with the authority on the matter,” the unnamed official said, according to the Kan public broadcaster.Relations between Israel and the PA are at a low point due to Israel’s plan to annex parts of the West Bank next month.Meanwhile, in a further sign of warming ties between Israel and the UAE, earlier Tuesday the Foreign Ministry’s Twitter account for the Gulf region congratulated Abu Dhabi ahead of the launch of its probe to Mars, the first Arab space mission to the Red Planet.“We wish good luck to the United Arab Emirates on a scientific level and hope this move will contribute to deepening cooperation between all countries of the region,” the tweet read.Aaron Boxerman and Jacob Magid contributed to this report.

Amid tensions, Iran builds fake US aircraft carrier to attack-The Times of Israel-Faux foe-Vessel, seen from satellite photos, resembles Nimitz-class carriers US Navy routinely sails into Persian Gulf from the Strait of Hormuz-By Jon Gambrell-JUNE 9,20-Today, 3:47 pm

DUBAI, United Arab Emirates (AP) — As tensions remain high between Iran and the US, the Islamic Republic appears to have constructed a new mock-up of an aircraft carrier off its southern coast for potential live-fire drills. The faux foe, seen in satellite photographs obtained Tuesday by The Associated Press, resembles the Nimitz-class carriers that the US Navy routinely sails into the Persian Gulf from the Strait of Hormuz, its narrow mouth where 20 percent of all the world’s oil passes through. While not yet acknowledged by Iranian officials, the replica’s appearance in the port city of Bandar Abbas suggests Iran’s paramilitary Revolutionary Guard is preparing an encore of a similar mock-sinking it conducted in 2015. It also comes as Iran announced Tuesday it will execute a man it accused of sharing details on the movements of the Guard’s General Qassem Soleimani, whom the US killed in a January drone strike in Baghdad. The replica carries 16 mock-ups of fighter jets on its deck, according to satellite photos taken by Maxar Technologies. The vessel appears to be some 200 meters (650 feet) long and 50 meters (160 feet) wide. A real Nimitz is over 300 meters (980 feet) long and 75 meters (245 feet) wideThe fake carrier sits just a short distance away from the parking lot in which the Guard unveiled over 100 new speedboats in May, the kind it routinely employs in tense encounters between Iranian sailors and the US Navy. Those boats carry both mounted machine guns and missiles. The mock-up strongly resembles a similar one used in February 2015 during a military exercise called “Great Prophet 9.” During that drill, Iran swarmed the fake aircraft carrier with speedboats firing machine guns and rockets. Surface-to-sea missiles later targeted and destroyed the fake carrier.A fake aircraft carrier is seen off the coast of Bandar Abbas, Iran, June 7, 2020. (Satellite image ©2020 Maxar Technologies via AP)-“American aircraft carriers are very big ammunition depots housing a lot of missiles, rockets, torpedoes and everything else,” the Guard’s then-navy chief, Adm. Ali Fadavi, said on state television at the time. That drill, however, came as Iran and world powers remained locked in negotiations over Tehran’s nuclear program. Today, the deal born of those negotiations is in tatters. US President Donald Trump unilaterally withdrew America from the accord in May 2018. Iran later responded by slowly abandoning nearly every tenant of the agreement, though it still allows UN.inspectors access to its nuclear sites.Last summer saw a series of attacks and incidents further ramp up tensions between Iran and the US They reached a crescendo with the January 3 strike near Baghdad International Airport that killed Soleimani, head of the Guard’s expeditionary Quds, or Jerusalem, Force. Also on Tuesday, judiciary spokesman Gholamhossein Esmaili said Iranian citizen Mahmoud Mousavi Majd had been convicted in a Revolutionary Court, which handles security cases behind closed doors. Esmaili accused Majd of receiving money for allegedly sharing security information on the Guard and the Quds Force, as well as the “positions and movement routes” of Soleimani.Majd was “linked to the CIA and the Mossad,” the Israeli intelligence agency, Esmaili alleged, without providing evidence. The prime minister’s office, which oversees the Mossad, declined to comment. The CIA did not immediately respond to a request for comment. It wasn’t immediately clear if Majd had an attorney.Esmaili did not say when Majd would be executed, other than that it would be “soon.” He also stopped short of directly linking the information allegedly offered by Majd to Soleimani’s death. Later Tuesday, the judiciary said Majd was detained in October 2018 and sentenced to death in September 2019, before Soleimani’s killing.Mourners attend a funeral ceremony for Iranian Gen. Qassem Soleimani and his comrades, who were killed in Iraq in a US drone strike, in the city of Kerman, Iran, January 7, 2020 (Erfan Kouchari/Tasnim News Agency via AP)-Esmaili’s description also suggested Majd could be a member of Iran’s military, paramilitary or intelligence apparatus, given his ability to access what would be the establishment’s innermost secrets. It recalled the 1984 execution of Iranian navy chief Adm. Bahram Afzali, whom Iran killed along with nine others in the military over allegations they passed classified material onto the Communist Tudeh party, which then gave the material to the Soviet Union.Iran retaliated for Soleimani’s killing with a ballistic missile strike January 8 targeting US forces in Iraq, an assault that left over 100 American troops with serious brain injuries. That same day, the Guard accidentally shot down a Ukrainian jetliner in Tehran, killing 176 people.Iran’s announcement of the looming execution shows how seriously they still take Soleimani’s assassination. An exercise targeting a mock US aircraft carrier could send that message as well, particularly if it involves a swarm attack of smaller vessels, which analysts believe Iran would employ if it did get into a shooting war with the US Navy. The US Navy’s Bahrain-based 5th Fleet, which patrols Mideast waters, did not immediately respond to a request for comment.

PA prime minister says Palestinian state will be declared if Israel annexes land-The Times of Israel-‘Palestine will be a state along the 1967 borders and its capital will be East Jerusalem,’ Shtayyeh warns in Ramallah speechBy Aaron Boxerman    Today, 4:09 pm 0

If Israel proceeds with annexation, the Palestinian Authority will seek to declare a state, Palestinian Prime Minister Mohammad Shtayyeh said on Tuesday. The PA will transition from “a temporary authority” to “the imposition of a state on the ground, and Palestine will be a state along the 1967 borders and its capital will be East Jerusalem,” Shtayyeh said in remarks delivered to the Foreign Press Association in Ramallah.Shtayyeh’s comments echoed statements he made Monday night to Palestine TV, when he promised to “advance all that is related to the issue of transitioning the Authority politically and legally into a state, if Israel continues along this course.”Should Israel annex large parts of the West Bank and the Jordan Valley on July 1, Shtayyeh said, the Palestinian Authority will undertake a “constitutional announcement” and establish a “constituent assembly.”This is not the first the time that PA officials have announced a deadline for a unilateral declaration of independence. In 2011, the Palestinian Authority became a non-state member of the United Nations General Assembly after a unilateral push for international recognition. During the same period, then-Palestinian premier Salam Fayyad stated repeatedly that his government intended to pursue a declaration of statehood, with or without Israel’s consent. The Palestinian Authority, however, never followed through on those threats — instead returning to bilateral negotiations with Israel mediated by US secretary of state John Kerry.Nonetheless, Shtayyeh’s announcement is taking place in a considerably more fraught moment — and with a much tighter timeline. While Fayyad indicated that months or years might pass before Palestine declared itself an independent state, less than a month remains before Israel can start annexing parts of the West Bank.At the time, Ramallah had a closer ally in US president Barack Obama, who called for a return to negotiations and a two-state solution. The Trump administration, on the other hand, has backed annexation in principle, with its peace plan forming the basis for Israel’s planned move.Under the coalition deal signed between Prime Minister Benjamin Netanyahu and Blue and White party leader Benny Gantz, the government can begin the process of applying Israeli sovereignty to West Bank settlements and the Jordan Valley starting July 1.Shtayyeh’s comments are vague enough to allow time for decisions and revisions. It is unclear whether the plan has a specific timeframe, or if the proposed “constitutional announcement” would result in genuine changes in how the Palestinian Authority functions or merely shuffle names around on paper. In Palestinian media, articles led with the Palestinian Authority’s inability to pay civil servants their monthly salaries, with Shtayyeh’s threat relegated to the last few paragraphs.

IDF honors South Lebanon Army with ceremony marking 20 years since withdrawal-The Times of Israel-Head of IDF Northern Command says Israel indebted to the Christian-led militia for its role in maintaining the southern Lebanon Security Zone, designed to defend northern Israel-By Judah Ari Gross-JUNE 10,20-Today, 3:05 pm

The Israel Defense Forces marked its extended, contentious cooperation with the South Lebanon Army on Tuesday night, inviting members of the Maronite Christian militia to the Lebanese border in honor of the 20th anniversary of Israel’s withdrawal from its northern neighbor. The event, “Appreciation and Honor for Former SLA Commanders,” was held at an army post along the Lebanese border and was presided over by IDF Northern Command head Maj. Gen. Amir Baram; commander of the Galilee Division Brig. Gen. Shlomi Binder; the former deputy commander of the Lebanon Liaison Unit Col. (res.) Shaul Kamisa Raz; and other senior IDF officers, along with some 20 former SLA officers. From the mid-1980s until the summer of 2000, Israel maintained a series of outposts in southern Lebanon, dubbed collectively the Security Zone, which were there to both assist the SLA to maintain control over the region and prevent terror groups in Lebanon from attacking northern Israel. This remains a hotly debated period in Israel’s history in which hundreds of IDF soldiers were killed for vague and largely unachieved goals. The SLA, generally commanded by Lebanese Maronite Christians, was formed during the country’s bloody civil war with training and support from Israel, which hoped to see the formation of a Lebanese government with which it could make peace. Israel and Lebanon have formally remained at war with one another since Israel’s creation in 1948.“Twenty years after the end of the fighting in the Security Zone, [IDF] commanders gathered in order to mark the cooperation and loyalty between the IDF and the SLA and to express appreciation for the actions of the SLA commanders and fighters,” the military said.A former member of the South Lebanon Army looks through binoculars into Lebanon during a ceremony marking the cooperation between the IDF and SLA during Israel’s 18-year occupation of Lebanon, on June 9, 2020. (Israel Defense Forces)-Following the IDF’s withdrawal from southern Lebanon in May 2000, thousands of SLA soldiers came to Israel out of fears of persecution and reprisals from their countrymen, in large part due to the militia’s brutal tactics in southern Lebanon during that period, particularly in its notorious al-Khiam prison, where torture was rampant. Thousands more SLA members remained in Lebanon or were exiled following Israel’s chaotic withdrawal. The question of what to do with former SLA fighters remains controversial in Lebanon, where some parts of the country see them as traitors for collaborating with Israel. Earlier this year, a former senior SLA member suspected of being a warden at al-Khiam prison was gunned down in southern Lebanon by unknown assailants.“The [IDF’s] operations in the Security Zone represents a formative period in the history of the IDF and Israeli society and — I admit — for me personally,” said Baram, who served in southern Lebanon during this period.“Twenty years since the withdrawal from Lebanon, Israeli society has learned that it must appreciate the fighters and commanders of the SLA, who operated shoulder-to-shoulder with IDF fighters and commanders and were full partners in our operations in the Security Zone,” Baram said. The former deputy commander of the IDF’s Lebanon Liaison Unit Shaul Kamisa Raz takes part in a ceremony marking the cooperation between the IDF and South Lebanon Army during Israel’s 18-year occupation of Lebanon, on June 9, 2020. (Israel Defense Forces)“Without a doubt our shared past and actions in the Security Zone will remain an important memory for us all, militarily and diplomatically, along with the painful and heavy price we all paid together,” he added.During the ceremony, Kamisa Raz, the former deputy commander of the IDF liaison unit that served as a bridge between Israel and SLA, praised the cooperation between the two militaries.“The period was complicated and challenging, but at the same time it was successful and had significant accomplishments that created true, mutual and shared friendships, which we can see to this day,” he said.

For Netanyahu, despite mounting opposition, annexation is already paying off-The Times of Israel-Theories abound to explain the PM’s move to claim parts of West Bank: a campaign tactic, a legacy bid, an opportunity granted by Trump. All are true, but that’s not the full story-By Haviv Rettig Gur-june 10,20-Today, 1:55 pm

An Israeli annexation of some part of the West Bank seemed all but inevitable just two weeks ago.Prime Minister Benjamin Netanyahu, who made the annexation of most of the Jordan Valley and Israeli settlements throughout the West Bank his signature initiative in the run-up to the September 2019 election, has clung to the idea ever since, vowing to follow through with some as yet unclear version of his original annexation proposal in just three weeks, on July 1.But challenges have mounted on all sides. Many settlement leaders now rail against the move because it comes as part of a broader Trump peace plan that includes the establishment of a Palestinian state, which they are opposed to. European leaders are warning of damage to ties — Germany’s foreign minister was in Israel Wednesday on an urgent visit to push back against the idea. The Democratic contender for the US presidency, Joe Biden, has warned against it. The Palestinian Authority is threatening to both disband and declare statehood. Jordan has warned it could rethink its peace treaty with Israel.Israelis, for their part, appear to have responded to the idea with a collective yawn. It feels to most Israelis like a symbolic act with little practical meaning on the ground. A poll conducted in early June by the dovish Geneva Initiative found that a plurality of Israelis opposes annexation — 41.7% oppose and 32.2% support — but also that nearly all of its supporters view it as a low priority. Asked what they prioritized as the “most important” issues the government must address, top billing went to the coronavirus-ravaged economy (42.4%), followed by the fight against the virus (24.6%). Annexation came fifth and last at 3.5%.A man walks by closed shops in the Mamilla Mall near Jerusalem’s Old City on April 22, 2020. (Olivier Fitoussi/Flash90)-A similar poll using different language (for example, “annexation” was replaced with “applying sovereignty”) conducted for Channel 12 on June 8 offered similar results: 46% oppose, 34% support. Even among the self-described right, 39% oppose, 41% support. And where does annexation fit on the priority ranking? Once again, in the single digits: “battling the economic crisis” got 69%, “fighting the coronavirus” 15%, “annexing settlements in Judea and Samaria” 5%.As the critics multiply and Israelis shrug, one question stands out above the rest: Why? Why does Netanyahu believe it is worth all the trouble? Why now? Seeking a legacy-The annexation proposal was born as an election ploy. Netanyahu presented his plan to annex the Jordan Valley and Israeli settlements on September 10, 2019, a week before election day, in a transparent bid to draw votes away from the right-wing Yamina party in order to ensure Likud finished the race the largest faction in the Knesset. But the idea soon became something larger for the prime minister.Netanyahu is 70 years old. He believes his time in power may end soon. He is seeking his legacy. It is an ironic challenge for the long-time leader. Netanyahu’s political success since his return to power in 2009 lies not in bold initiatives but in a kind of preventative theory of statecraft: Do no harm, avoid the many pitfalls and chaotic bloodletting of either withdrawals or wars.Under Netanyahu Israelis rested quietly at night certain that there would be no withdrawals like the 2005 pullout from Gaza that ended in a Hamas takeover of the territory. There would also be no dramatic annexations or massive expansions of the settlements, at least of the sort that could make a future separation from the Palestinians unattainable. There would be no unnecessary wars in Gaza or in Lebanon, with Netanyahu always preferring to stop any rush to war, deescalate, and deploy Israel’s military and intelligence assets to weaken the enemy in a slow grind of covert operations, the so-called “campaign between the wars.” There would also be no (or at least not too much) irresponsible overspending by the political class, no dramatic shifts in the religious status quo, and so on.Prime Minister Benjamin Netanyahu and senior IDF officers tour the northern border on the Golan Heights, on July 25, 2017. (Kobi Gideon/GPO)-Netanyahu has called this approach “responsibility.” It isn’t passivity. Even as he remained largely motionless in the Palestinian theater, he struck boldly against Iranian entrenchment in Syria and worked ferociously to curtail and exact a high cost for Iran’s nuclear program — but never so boldly or so ferociously that he risked open conflict.Caution may be admirable in a leader, but it is hard to sell as a legacy. Netanyahu talks constantly about Israel’s prosperity under his watch, its growing international profile and importance as a high-tech center. Those, too, while partly to his credit, are not easily forged into a defining legacy. Then there is that maddening corruption trial that dogs his steps and looms over his political future. Netanyahu needs a new and different story about his premiership large enough to dwarf that trial.Could a dramatic step forward in claiming a strategically significant part of the West Bank for Israel fit the bill? Does this desire explain his dogged determination? Not quite. As Netanyahu well knows, a major move to annex part of the West Bank could go very wrong very fast. The knock-on effects might threaten the stability of the Jordanian regime and upend the peace treaty along Israel’s longest frontier. It could put wind in the sails of Islamist governments from Turkey to Qatar and weaken support for Israel among regional allies.A US President Joe Biden, eager to show he is reversing Donald Trump’s policies, may decide to take the annexation as a sign of bad faith on Israel’s part, rescind Washington’s recognition of the move and bring massive pressure on Jeru salem for new talks and new concessions. Without US recognition, what remains of the annexation beyond an Israeli claim about itself? The Arab world, pundits seem to agree, is sick of the Palestinian issue. But the Arab world is also sick of feeling as though it is losing ground. It is easier to respond angrily toward an expansionist Israel than toward other disruptive actors like Turkey or Iran.A convoy of cabinet ministers drives off after Prime Minister Benjamin Netanyahu held the weekly cabinet meeting in the Jordan Valley, on September 15, 2019. (Amir Cohen/Pool via AP)Netanyahu cannot meaningfully control the fallout from his annexation move. If it leads to the weakening of his much-vaunted regional “thaw” with the Saudis and Gulf state, what has he accomplished? If, to put the question in terms Netanyahu would treat with utmost gravity, it undermines the grand regional architecture of cooperation he has painstakingly constructed over a decade against Iranian encroachment, what happens to his legacy — and his country? Trump’s backing-Trump is unquestionably a vital part of the equation, if only because Netanyahu has repeatedly said as much. The current administration provides a window of opportunity for implementing a longstanding right-wing aspiration that may not become possible again for an exceedingly long time, he has said.Yet here, too, the explanation is insufficient. The White House has managed in subtle and respectful ways, mostly through careful leaks to Israeli media, to let it be known over the past two weeks that it was unsure about backing an immediate and sweeping Israeli annexation. The White House is five months before a difficult election — one Trump is currently losing in all major polls — in a country reeling from the mass deaths of the coronavirus pandemic, mass protests over racism in policing and a steep economic downturn. Does it still believe it has the bandwidth and political capital to deal with any negative regional or domestic fallout from an Israeli annexation move? US President Donald Trump (left) and Prime Minister Benjamin Netanyahu talk with reporters before a meeting in the Oval Office of the White House, January 27, 2020, in Washington. (AP Photo/Evan Vucci)-Netanyahu is keen to anchor his annexation move on legitimization from Washington, but has faced a growing chorus of concern from settlement leaders over the Trump plan’s call for an independent Palestinian state on some 70% of the West Bank, as well as a reciprocal Palestinian annexation of Israeli territory as part of a grand swap.Netanyahu has reportedly quietly confirmed to anxious municipal leaders in West Bank settlements this week that neither of those stipulations of the Trump plan — statehood and land swaps — would be implemented. There is a limit, then, to the ability to argue that the annexation is a product of a Trump window of opportunity. Netanyahu appears willing to plunge ahead even as the Trump administration begins to balk.A simple answer-To be sure, the Trump administration is still more likely than not to respond favorably to a limited annexation. And Netanyahu’s legacy matters to him deeply. Even with all its potential pitfalls, the prime minister can reasonably hope that future Israelis will judge him kindly for the move.Yet none of these considerations can fully explain the urgency. A Netanyahu who long viewed any change to the status quo on the Palestinian front as brimming with potential threats suddenly seems to have lost sight of those threats. What caused the shift? The answer is simple, and it has little to do with Netanyahu. If anything, it’s about Benny Gantz. In a meeting Tuesday between Defense Minister Gantz and the mayors of Israeli municipalities in the West Bank, Gantz offered a snarky nugget of sage advice to the anxious settlement leaders. Coming out of the meeting, the settlement leaders remembered one Gantz line very clearly: “A Mapainik [member of a once-dominant center-left faction] once told me, ‘what they give you, take. The rest you can deal with later.'”Defense Minister Benny Gantz (second from L) meets settlement leaders at the IDF’s Judea and Samaria Division Headquarters in the Beit El settlement on June 9, 2020. Roughly half back the annexation, reasoning that one doesn’t turn down the opportunity to extend Israeli law to settlements heretofore ruled by military dictates. The other half argues that any Trump-backed annexation would be Israel’s last annexation — that it wasn’t so much expanding Israel as giving birth to an independent and, in their view, dangerous state of Palestine.Gantz’s comment to the assembled leaders was a riff off an old chestnut often heard in the army. The Hebrew even rhymes. It goes, “if they give you something, take it. If they hit you, run.” Pragmatic, cynical, obvious.Meeting with a group that included right-wing rebels against the plan, Gantz could have tried to undermine the annexation by encouraging the rebellion. He didn’t. Instead, he tried to quell opposition by telling the settlement leaders to take what they could and assuring them that any possible Palestinian state that anyone attempts to establish down the road, “you can deal with later.”From such closed-door meetings, occasional and usually vague public statements, and the provisions of the Likud-Blue and White coalition agreement, a consistent thread emerges in Gantz’s treatment of annexation: it is worth doing, he seems to believe, as long as the fallout can be kept to a minimum. As the coalition agreement states, Netanyahu can propose annexation starting July 1 only as “an agreement reached with the US.” The broader implementation of the Trump peace plan must see the government striving to “maintain regional stability, maintain peace agreements, and strive for future peace agreements.”Blue and White chairman Benny Gantz (C) speaks to reporters during a visit to the Jordan Valley on January 21, 2020. (Elad Malka/Blue and White)-Here lies the missing piece, the point where Netanyahu’s efforts intersect with Gantz’s own beliefs, as well as those of foreign minister and Gantz’s fellow former IDF chief Gabi Ashkenazi (who has backed annexation with the proviso that it not undermine the peace with Jordan) and generations of Israeli military thinkers and planners.Israeli strategic thinking changed in the aftermath of three disastrous conclusions to territorial withdrawals: the years-long wave of suicide bombings that flowed into Israeli cities starting in 2000 from areas Israel left in the Oslo peace process; the rise of Hezbollah after Israel’s 2000 withdrawal from southern Lebanon; and the rise of Hamas after the 2005 pullout from Gaza. It is hard to exaggerate the effect these experiences have had in inoculating Israelis, both policy planners and the public, against international, Arab or Palestinian pressure for further withdrawals, especially in the most strategically significant territory still contested by Israel, the West Bank.Gantz and Ashkenazi reflect an almost wall-to-wall consensus pervading Israeli policy-making elites that power vacuums of the sort hungrily filled by Hezbollah and Hamas cannot be permitted in the West Bank, which includes the highlands overlooking Israel’s major population centers and shrinks Israel’s defensive boundaries to just nine miles wide on the coastal plain north of Tel Aviv. The debate in Israel today between “left” and “right” — the substantive one taking place far from any limelight or political posturing — isn’t about whether to withdraw from the West Bank or not, but about how much control Israel must inevitably retain there.Netanyahu’s focus on the Jordan Valley is no accident. The strip of territory has been a priority for Israeli military planners — including, for example, Gantz and Ashkenazi — ever since the first glimmerings of the Allon Plan were presented to the Israeli cabinet shortly after the 1967 Six Day War. The Jordan Valley, Israel’s current leaders believe, and in that reflect most Israeli political factions and policy-planning elites, cannot be abandoned to Palestinian security control.Prime Minister Benjamin Netanyahu (C) meets with heads of Israeli settlement authorities at the Alon Shvut settlement in the Etzion Bloc in the West Bank on November 19, 2019. (Menahem Kahana/AFP)-Netanyahu’s careful limiting of the rest of his annexation plan to the settlements themselves similarly reflects a widespread Israeli desire to avoid the demolition of civilian towns and homes of the sort seen in the Gaza pullout. Most of the settlers who are likely to find themselves under Israeli civil law if the plan goes ahead after July 1 would have been handed to Israel even in the “Clinton parameters” that reflected a kind of consensus of the Oslo years.Annexation serves many purposes for Netanyahu. It is politically useful in the contest with other right-wing factions for right-leaning voters. He hopes it will come to be seen by Israelis as a crowning achievement that outshines the tarnish of his corruption trial. And it comes to take advantage of an unusual window of opportunity in the Trump presidency, one that may be closing quickly. But the main driver of the plan is a more fundamental impulse: He believes it is good policy. Netanyahu’s initiative carefully tracks the boundaries of what most Israelis, including most of Netanyahu’s political adversaries, believe to be the country’s vital strategic needs. That focus has already paid off; instead of working to disrupt the plan, Gantz and Ashkenazi have committed themselves to advancing its most strategically valuable elements while working to minimize international and regional fallout.

Palestinian leaders announce counter-proposal to Donald Trump's peace plan-[The Telegraph]-James Rothwell-June 9, 2020

Palestinian leaders announced on Tuesday a counter-proposal to Donald Trump’s "peace plan", which envisages one-to-one land swaps in return for a Palestinian state with East Jerusalem as its capital. Mohammed Shtayyeh, the Palestinian prime minister, said he had submitted the plan to the United States, Russia, the European Union and the United Nations, the diplomatic “Quartet” that mediates the conflict. "We submitted a counter-proposal to the Quartet a few days ago," Mr Shtayyeh, adding that it proposed the creation of a "sovereign Palestinian state, independent and demilitarised" with "minor modifications of borders where necessary".He reiterated the Palestinians’ strong opposition to annexation of parts of the West Bank by Israel, and said he could only allow land swaps that were equal “in size, in volume and in value."The move appears to be part of wider Palestinian efforts to win greater support from the EU, which has already warned it will impose sanctions on Israel if it pushes ahead with annexation of parts of the West Bank. "We want Israel to feel international pressure," Mr Shtayyeh said. "For the first time the European political allies are discussing sanctions against Israel because we asked for them".Britain has also said it opposes annexation, warning that it is likely to destabilise the Middle East. In January, Mr Trump, the US president, unveiled his own peace plan which included proposals for Israel to annex its settlements, which are considered illegal by many countries, in the West Bank and Jordan Valley. It remains unclear how much territory Israel plans to place under its own rule, but it is understood a more detailed plan will be revealed after July 1. The Palestinian Authority has already rejected the Trump plan in its entirety. This is partly because it would not allow East Jerusalem to become the Palestinian capital, one of the Palestinians'  key demands. Palestinian leaders have previously warned that annexation would not only breach international law but also prove to be the death knell for a viable two-state solution.

Minneapolis lawmakers vow to disband police department in historic move-[The Guardian]-Sam Levin in Los Angeles-June 7, 2020

The Minneapolis city council has pledged to disband the city’s police department and replace it with a new system of public safety, a historic move that comes as calls to defund law enforcement are sweeping the US. Speaking at a community rally on Sunday, a veto-proof majority of council members declared their intent to “dismantle” and “abolish” the embattled police agency responsible for George Floyd’s death – and build an alternative model of community-led safety. The decision is a direct response to the massive protests that have taken over American cities in the last two weeks, and is a major victory for abolitionist activists who have long fought to disband police and prisons.“In Minneapolis and in cities across the US, it is clear that our system of policing is not keeping our communities safe,” said Lisa Bender, the Minneapolis city council president, at the event. “Our efforts at incremental reform have failed, period. Our commitment is to do what’s necessary to keep every single member of our community safe and to tell the truth: that the Minneapolis police are not doing that. Our commitment is to end policing as we know it and to recreate systems of public safety that actually keep us safe.”Nine council members announced their support and represent a supermajority on the 12-person council, meaning the mayor, who earlier this weekend opposed disbanding the department, cannot override them. The remaining three council members are broadly supportive of the effort as well, but were not ready to sign on, activists said. While the mayor has oversight over the police, the city council has authority over the budget and policy, and could work to dismantle the department through cuts and ordinances. The formal effort to abolish a major-city police department in America and replace it with a different model of safety would have been unthinkable even weeks ago and is a testament to the impact of the protests that began with Floyd’s death on 25 May. The unarmed 46-year-old was killed by Minneapolis police when an officer kneeled on his neck for nearly nine minutes as he pleaded for him to stop. Four officers now face criminal charges.“This is a moment that’s going to go down in history as a landmark in the police and prison abolition movement,” said Tony Williams, a member of MPD150, a Minneapolis group whose literature on building a “police-free future” has been widely shared during the protests. “There’s a groundswell of support for this. People are grounded in the history of policing in a way that has never happened before. It’s visible that police are not able to create safety for communities.”The council members are expected to face opposition from law enforcement officials and the police union, though activists emphasize that the veto-proof majority has the authority to move forward regardless of opposition. “It’s pretty clear the political will is here, and they can’t stop it,” said Williams, noting that even if police officers opposed the move, a vast majority of them live outside Minneapolis and cannot vote on their elected leaders. Spokespeople for the Minneapolis mayor did not immediately respond to inquiries on Sunday. The police department declined to comment. After Minneapolis’s mayor, Jacob Frey, would not commit to abolishing the police at a demonstration on Saturday, protesters shouted, “Go home, Jacob!” and “Shame!” until he left. Minneapolis is also home to a powerful union leader who has aggressively resisted any reforms to the department despite the agency’s history of racial abuse.Lawmakers and advocates across the US will probably be closely watching what happens next in Minneapolis. It is unclear how quickly this process could move, and what the transition could look like. Supporters are pushing for the council to start with taking money away from the police budget and investing in other government departments, social services and programs, while launching a community process for creating alternative systems. An alternative safety model, advocates say, can start with finding “non-police solutions to the problems poor people face”, such as counselors responding to mental health calls and addiction experts responding to drug abuse. Like many US municipalities, Minneapolis was already facing a budget shortfall due to the Covid-19 crisis, and defunding police could help address some of those gaps. There are a handful of examples of governments disbanding troubled local police agencies in the US over the years, though the authorities have had other regional law enforcement entities take over policing.Police reforms around the country-While the effort in Minneapolis is the most radical, a number of other US mayors and local leaders have reversed their positions on police funding. The mayor of Los Angeles said he would look to cut as much as $150m from the police this week, just days after he pushed forward a city budget that was increasing it by 7%.Following days of protests and widespread accounts of police misconduct in New York City, Mayor Bill de Blasio said on Sunday that some funding would be moved from the police to “youth initiatives and social services”. Some council members and others, however, have been pushing for a $1bn divestment from the NYPD. “The details will be worked out in the budget process in the weeks ahead, but I want people to understand that we are committed to shifting resources to ensure that the focus is on our young people,” De Blasio said. “And I also will affirm while doing that, we will only do it in a way that we are certain continues to ensure that this city will be safe.” De Blasio also announced that enforcement of regulations involving street vendors – many of whom are persons of color and, or immigrants – should not be handled by police. “Civilian agencies can work on proper enforcement and that’s what we’ll do going forward,” he said. In Philadelphia, Baltimore, Washington DC, San Francisco and other cities, local policymakers have expressed support for some form of defunding or opposing police budget increases in the last week. For years, abolitionist groups have advocated for governments to take money away from police and prisons and reinvesting the funds in other services. The basic principle is that government budgets and “public safety” spending should prioritize housing, employment, community health, education and other vital programs, instead of police officers. Advocates for defunding argue that recent police reform efforts have been unsuccessful, noting that de-escalation training, body cameras and other moves have not stopped racist brutality and killings. Police in America kill more people in days than many other countries do in years. Amid the current protests, abolitionist groups have put forward concrete steps toward dismantling police and prisons, arguing that defunding police is the first move, and that cities need to remove police from schools, repeal laws that “criminalize survival” such as anti-homelessness policies, provide safe housing for people and more. Colleges, public school systems, museums and other institutions have also increasingly announced plans to divest from police. The Minneapolis announcement could inspire other cities to follow, Williams said: “I do believe we are on the precipice of a major global shift. I’m really hopeful in this moment.” Victoria Bekiempis contributed reporting.A man drove his car through a Black Lives Matter protest in Seattle and then shot a 27-year-old protester-[Business Insider]-insider@insider.com (Allana Akhtar)-June 8, 2020Jim Brunner/Seattle Times-A man with a gun drove his car into a crowd of protesters in Seattle and shot someone on Sunday evening, the city's police and fire departments confirmed.Videos showed the man leaving his car, brandishing a gun, and running into a crowd of protesters.A protester told a journalist he was trying to disarm the gunman when he got shot. Foreign university students trickle back into Israel, as yeshiva students banned-The Times of Israel-Critics claim 'amateur hour' at the Interior Ministry-Postdocs, medical students and others for whom distance learning is not possible arrive at special quarantine dorms at universities-By Sam Sokol-june 8,20-Today, 1:09 pm

Foreign students enrolled in Israeli universities have begun trickling back into the country under recently eased Interior Ministry guidelines, even as their counterparts enrolled in yeshivas here have had their permission to return suddenly rescinded, leading to confusion and anger. At universities across the country, administrators have established special quarantine facilities to allow returnees — primarily graduate students, postdocs and medical students with still-valid visas — to spend their government-mandated two-week seclusion period on campus in line with regulations published by the Interior Ministry on May 25.Many students had returned to their home countries during the early stages of the COVID-19 pandemic. The new regulations initially applied to universities, academic colleges and yeshivas as well as various MASA and Naaleh programs. MASA is a joint project of the Jewish Federations, Jewish Agency and Israeli government that runs a variety of educational and volunteer programs in Israel which typically last between five months and a year; Naaleh is a Jewish Agency program through which Diaspora teenagers can finish high school in Israel.A worker wearing protective clothing disinfect a gym at the Tel Aviv University Sports Center, May 6, 2020. (Flash90)A student’s return to Israel is dependent upon signing a health declaration and agreeing to immediately go into seclusion on campus. Universities are required to deal directly with the Interior Ministry to arrange permission for their students as well as to provide transportation from the airport and make sure their needs are met so they do not have to go outside during their isolation period.Israeli universities are “working diligently to ensure that they are in line with all of the regulations of the Health Ministry and at the same time are interested in bringing students back to make sure they have an adequate experience and continue their studies,” Marissa Gross Yarm, head of International Student Affairs at the Council for Higher Education, told The Times of Israel. And while much of university life has moved online, not everything can be done remotely, she said.Amanda Katz. (Courtesy)-Some students, like Amanda Katz, were allowed to return even before the new guidelines were officially made public. A 25-year-old medical student from Toronto, Katz is currently enrolled at Tel Aviv University’s Sackler School of Medicine, where she is doing clinical rotations. She returned to Canada in March on one of the last flights before Israel shut down most air travel in and out of the country and returned three weeks ago on a flight with 11 other students. There was initially “a lot of uncertainty regarding getting back to Israel and if we would have to go to quarantine hotels or back home” to the university, she said.“We went straight from the airport to our dorms and were greeted by four supervisors and we got our rooms. They laid out care packages for us and when we got to our rooms we found new sheets and pillows and pots and pans and everything we needed for two weeks.”Calling the two weeks in isolation “a much more pleasant experience” than she would have imagined, Katz praised her university for “going out of its way to make sure we were comfortable and advocating for us to get back in the country.”A room in the Maiersdorf Faculty Club at Hebrew University that has been set aside to serve as a coronavirus hotel for returning foreign students. (Sam Sokol)-“I would say it was a trickle,” she said when asked how many other foreign students were beginning to return. “My dorm building had about 12 people in it and I believe several days after there was another group of students, around eight to 12.”According to Maureen Meyer Adiri, Tel Aviv University’s international director, some 650 out of around 1,300 foreign students left during the pandemic. Thirty-five have already returned, and another 65 have requested to do so.The university, she said, has the capacity to quarantine up to 50 students at a time. The challenge, however, is not capacity but rather the logistics of air travel, she added, noting that a number of students have had their flights canceled, preventing their return. One student who has attempted to return but has been unable to do so is Dr. Ayan Mukherjee, a postdoc at Bar-Ilan University conducting research on rechargeable batteries who left in March to ride out the pandemic with his family.Dr. Ayan Mukherjee. (Courtesy)-“It’s definitely very frustrating,” he said, during a phone interview from his home in Durgapur, India, adding that there are at least 40-50 Indian students trying to make their way back to Israel. “There are many PhD and Masters students who want to complete their degrees,” he said. But while they all have official permission to return, “due to the nonavailability of flights we’re not able to reach there.”According to a spokeswoman for Bar-Ilan University, most of their foreign students opted to remain in Israel during the crisis and that it is assisting students looking to return “to find a suitable location within the University dorms to quarantine.”Fabian Hoelzgen, a German student working on a doctorate in Life Sciences at Ben-Gurion University of the Negev, was one of the foreign students who stayed behind. He said that his Israeli roommates moved back in with their parents and that as the campus emptied he found himself increasingly isolated.“It was a different feeling because I worked alone in the lab and stayed alone in the flat, but for me the escape was the work so I worked more,” he said. “I’m glad that finally more and more students are coming back.”“We turned one of the dorm buildings in Beersheba into a 14-day quarantine unit and we have a building in Sde Boker where we have another campus and a large international student population,” said university spokesman Ehud Zion-Waldoks.A building in Sde Boker turned into a temporary quarantine dormitory by Ben Gurion University. (Dani Machlis/BGU)-“When they are in quarantine, we provide for all of their needs (since they can’t leave, obviously). They are responsible for taking their temperature and reporting any symptoms. Some students have already been through that process and have returned to their studies and their apartments/dorms.”However, because of the scarcity of international flights, he said, the university has begun shifting as much of its curriculum online as possible. At the Hebrew University in Jerusalem, administrators have turned approximately 23 rooms in the Mount Scopus campus’s Maiersdorf Faculty Club into a temporary coronavirus hotel.“We made a list of places from which they can order food and which are able to bring the food or groceries,” said Hebrew University International Liaisons coordinator Limor Levy.“The process of working with the Interior Ministry began two-three weeks ago and since they started the process it works really well.”Most of those returning are postdocs and doctoral students engaged in research and lab work which requires a physical presence on campus, she explained. Those who aren’t can attend classes via Zoom.“Israeli students are not here so there is no reason for international students to be here as well,” she explained. While the number of active COVID-19 cases in Israel had dropped significantly, prompting Prime Minister Benjamin Netanyahu to begin reopening the country early last month, recent weeks have seen a resurgence of the virus, leading to concern among many Israelis that should the situation deteriorate further, restrictions could be put back in place.“We’re always worried because the situation is not clear and we don’t know what will happen in two weeks,” said Levy. “We are living in really uncertain times.”Yeshiva confusion-This has certainly been true for yeshivas. While initially included in the new regulations, Interior Minister Aryeh Deri last Wednesday announced that he would halt the entrance of unmarried yeshiva students into the country “because of the worsening of the coronavirus epidemic in Israel.”
Ultra-Orthodox Jews at the Chabad yeshiva, in Safed, August 13, 2018. (David Cohen/Flash90)-The ministry’s Population and Immigration Authority (PIBA) declined to elaborate on the reasons for this decision, which allowed the continued entry of married students enrolled in kollels, or yeshivas for married students. The new regulations were released while seven yeshiva students, three of them attendees of Yeshivat Har Etzion in Alon Shvut, were in the air on a flight from New York, a source close to the situation told The Times of Israel.Upon landing they were denied entry to Israel until their yeshiva administrators intervened with the Interior Ministry and they were allowed to go into quarantine at the Dan Hotel in Jerusalem, he said.“They may be moved or they may not be moved to the yeshiva,” the source said. “It’s amateur hour at the Interior Ministry.”

Man held in Germany over threat to carry out mass casualty attack on Muslims-The Times of Israel-Prosecutors say weapons found at suspect’s apartment, along with ‘data files with radical right-wing contents’; man said to cite Christchurch attack in online chat-By AP-june 8,20-Today, 12:55 pm

BERLIN (AP) — A man has been arrested in Germany after allegedly threatening an attack on Muslims, citing the assailant who attacked mosques in New Zealand last year, prosecutors said Monday. The 21-year-old from the northern city of Hildesheim is suspected of announcing his intention to carry out an attack “with multiple dead” in an internet chat on Friday, prosecutors in Celle said in a statement. He was detained on Saturday. Investigators found weapons at his apartment that he had apparently acquired to carry out an attack and “data files with radical right-wing contents,” prosecutors said. The suspect’s name was not released.A judge on Monday ordered him kept in custody on suspicion of disturbing the peace by threatening crimes and of financing terrorism, a count that prosecutors said stems from the weapons. The investigation so far indicates that the man had long considered carrying out an attack to garner worldwide media attention, according to prosecutors. They said that, in the chat, he mentioned the man who attacked two mosques in Christchurch, New Zealand, and killed 51 people in March 2019, and said he wanted to do something similar. He said that his aim was “to kill Muslims,” according to the statement.

16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.

Germany won’t sanction Israel over annexation – Jerusalem official-The Times of Israel-Berlin won’t cause ‘major upset’ despite stressing move would harm relations, source says ahead of visit by Foreign Minister Heiko Maas-By Raphael Ahren and TOI staff-june 8,20-Today, 3:28 pm

Germany will not respond harshly to Israel’s planned unilateral annexation of parts of the West Bank, a diplomatic official in Jerusalem said Monday. While annexation would likely cause a certain degree of damage to bilateral ties, Berlin has made plain that it does not plan to enact sanctions against the Jewish state or recognize a Palestinian state, the official said.“Germany will not go off the deep end,” he added, speaking to Israeli reporters on conditions of anonymity. “The Germans are not in favor of sanctions, and will not recognize a Palestinian state. They are pragmatic. Their main goal is to guarantee [regional] stability. They don’t want to cause a major upset. Rather, they are going to look for ways to encourage us and the Palestinians to return to talks.”German Foreign Minister Heiko Maas is due in Israel on Wednesday for a meeting with his counterpart Gabi Ashkenazi. Berlin is staunchly opposed to annexation and has made its view unmistakably clear.“But the way, I know the Germans — their response will likely be more in the area of atmosphere,” the official said. “They will become less open to listen to us and our worries, and it may become more difficult for us to get them to help us in various arenas.”Germany can also be expected to orient its response to annexation to Israel’s neighbors, the official went on. “If they see that Jordan’s and Egypt’s reactions will be less harsh than expected, the Germans will be more forgiving as well.” But even in the worst-case scenario of violence and Jordan canceling its peace agreement with Israel, the Germans will remain moderate in their response, the official said.German Foreign Minister Heiko Maas addresses the media at the foreign ministry in Berlin, Germany on June 3, 2020. (Kay Nietfeld/dpa via AP)-Maas is set to warn Prime Minister Benjamin Netanyahu against annexing parts of the West Bank during his visit, saying the move will harm Israel’s ties with the European Union and with Germany, despite the importance of the relationship to Berlin, according to a Channel 13 report Friday.Amid stiff opposition from the EU, and ambivalence from the US, which is grappling with multiple domestic crises, Netanyahu has said he is intent on going forward with annexation. He has repeatedly declared determination to unilaterally annex all the settlements and the Jordan Valley, a total of some 30 percent of the West Bank, provided he has American support. The premier has been working in the past few weeks on developing high-resolution maps for the process, based on the Trump administration peace plan maps, and intends to have the outline approved by either government ministers or the Knesset, the TV report said.Maas will also meet with Defense Minister Benny Gantz, the report said, citing senior Israeli officials and European diplomatic sources.German representatives will assume the presidency of both the European Union and the UN’s Security Council on July 1, the same day annexation can go forward according to the new Israeli government’s coalition agreement.Prime Minister Benjamin Netanyahu (right) meets with German Foreign Minister Heiko Maas, on March 26, 2018. (GPO / Kobi Gideon)-Maas intends to make it clear to Israel that unilateral annexation will force Germany into choosing between its alliance with Israel, and international law and the values of the European Union, the report said.Maas in recent weeks held talks with US Secretary of State Mike Pompeo on the issue of annexation, expressing his grave concerns about the move. He also spoke to Jordanian Foreign Minister Ayman Safadi and Palestinian Authority Prime Minister Mohammad Shtayyeh.Germany is seeking to find a way to prevent an international crisis caused by annexation and present an alternative that will allow for renewed negotiations between Israel and the Palestinians.Several days after Maas’s visit, there is expected to be a major summit of European foreign ministers to discuss annexation. Both senior Israeli officials and European diplomats believe that if unilateral annexation goes forward, as Netanyahu desires, European states could level sanctions against Israel. However, Channel 12 News reported that if the annexation does not take place in July, it could be postponed indefinitely due to the political situation in the US, with President Donald Trump expected to be preoccupied with the upcoming November elections. The report said that if the annexation is torpedoed, Netanyahu could use it as an excuse to call another round of elections.Last month, the US ambassador to Israel, David Friedman, indicated that American backing for Israeli annexation in the West Bank was contingent on Israel working within the framework of the Trump plan. The Palestinians have rejected the plan outright. In this February 18, 2020, photo, a view of the West Bank settlement of Ma’ale Efraim on the hills of the Jordan Valley. (AP/Ariel Schalit)-The US administration is highly unlikely to approve an Israeli move to unilaterally annex parts of the West Bank by the July 1 date envisioned by Netanyahu, a well-placed source told The Times of Israel last week.In fact, it could take weeks and possibly months before a committee charged with mapping the territory concludes its work, which the White House has declared as a precondition that must be met before it would give a green light for annexation, the source said. Some politicians and top settler leaders have publicly come out against the US plan in recent days, led by Jordan Valley Regional Council head David Elhayani, who told the Haaretz daily that Trump and his senior adviser Jared Kushner have shown through their peace proposal — which includes the creation of a Palestinian state — that “they are not friends of the State of Israel.”Adding to the imbroglio, Jerusalem and Heritage Minister Rafi Peretz said Friday that he would oppose parts of the Trump plan, saying he would not accept the establishment of the Palestinian state included in the outline.Energy Minister Yuval Steinitz, a senior member of Netanyahu’s Likud party, said Thursday that the Israeli government has not fully adopted the White House plan, indicating that Jerusalem could be planning to accept only the parts that favor Israel, such as annexation of areas of the West Bank, and not others, such as the recognition of a future Palestinian state.

Fighting Trump plan, hilltop youth may go where no settler has before: Area A-the Times of Israel-Far-right activists launch ‘It’s all ours’ campaign, plotting outposts in PA-controlled parts of West Bank that other settlers have shied from-By Jacob Magid-june 8,20-Today, 8:26 am

Dozens of far-right Israeli activists have launched a campaign aimed at foiling the Trump peace plan that they say will include establishing outposts in parts of the West Bank that are earmarked for the Palestinian state envisioned by the proposal.Organizers of the “It’s all ours” campaign say their efforts will progress in three stages during the coming weeks leading up to the July 1 date on which Prime Minister Benjamin Netanyahu has vowed to begin advancing annexation of parts of the West Bank with US backing. The campaign marks the latest effort to oppose the Trump plan, which despite its envisioning of Israel annexing all West Bank settlements in addition to the Jordan Valley, has faced significant opposition from settler leaders, senior figures in the national religious camp, and now younger, ultra-nationalist activists as well. The first stage of the “It’s all ours” campaign was launched late Thursday night and saw over 100 hilltop youth and students from national religious yeshivas around the country plastering over 5,500 fliers along roads and bus stops throughout the West Bank, warning against “the danger of the division of the land that is on the horizon.”An IDF soldier stands at a guard post in the West Bank plastered with signs against the Trump peace plan. (Dror Etkes)The “It’s all ours” organizers say the next stage will include rallies and marches  throughout the West Bank as early as later this week. The campaign will then climax with the establishment of illegal outposts in “strategic areas” beyond the Green Line, regardless of whether they are located in Areas A, B, or C.Until now, Israeli settlers have focused almost exclusively on settling in Area C — the 60% of the West Bank, which according to the 1995 Oslo Accords falls under Israeli security and civilian control. A handful of outposts have gone up in Area B where Israel has security control, but the Palestinian Authority is in charge of civilian matters, but Israeli security forces have worked to swiftly demolish such illegal building. Area A, on the other hand, is under full PA control and has rarely experienced any attempts by Israelis to settle there.“Our mission is to break through the current boundaries of settlement. If we settle with existing communities, we will lose most of Judea and Samaria and establish a Palestinian state will be established there,” the campaign organizers wrote on the thousands of fliers distributed throughout the West Bank.“It’s all ours” campaign activists hang up fliers against the Trump plan in the West Bank on June 3, 2020. (It’s all ours campaign)Among the “it’s all ours” leaders is Yedidya Shapira, a 25-year-old father of two from the central West Bank settlement of Beit El.He argued that the Trump plan posed a “challenge as well as an opportunity” for the settler movement. If the proposal says that the 30% where we are located is ours, then it is our responsibility to settle the remaining 70% to show that it is ours as well.”“We can only demand where we settle,” Shapira said, echoing a major tenant of the Trump peace plan, which states that no Israelis or Palestinians will be uprooted from their homes as a part of its “realistic two state solution.”He revealed that before the pandemic, the campaign leadership had already started scoping out hilltops for the establishment of new wildcat communities.Shapira said he was not concerned about the risks establishing remote outposts in areas that are under PA control. “The IDF is responsible for the security of Israelis no matter where they are and they’ll protect us.”Posters against the Trump peace plan in the West Bank. (It’s All Ours campaign)-Asked whether there was any strategic value in accepting the Trump plan in order to receive US backing for annexation of at least part of the West Bank, when the PA is almost certain to reject an offer for statehood on what remains, another member of the campaign, Sarah Miriam Malt emphatically rejected the idea.“Opposing the division of the land is a fundamental belief based on the Bible. I have no moral right to give that of because the moment I do so, we lose the legitimacy of our claims,” said the 27-year-old mother of four from the Geulat Zion outpost in the central West Bank.Despite the rather homogeneous makeup of the “it’s all ours” supporters, Malt insisted that a majority of Jewish Israelis support their goals and recognize that “we have a right to be here and that no other people has such a right.” The goal of the campaign, she argued, is to “awaken the public” in the hopes that more will join them in acting upon that prerogative.

Netanyahu vows all settlements will be annexed July 1, but other lands may wait-The Times of Israel-Meeting with West Bank mayors who have refrained from trashing Trump plan, PM also quoted saying that the territory conditionally offered to Palestinians doesn’t constitute a state-By Jacob Magid-JUNE  8,20-Today, 12:52 am

Prime Minister Benjamin Netanyahu told settler leaders on Sunday that he still intends to annex all West Bank settlements on the July 1 date that is the earliest allowed by his coalition deals, but he acknowledged that annexing other lands allocated to Israel under the Trump peace plan will likely take more time, several participants in the meeting told The Times of Israel. The remarks reaffirmed Netanyahu’s self-declared July 1 target date for extending Israeli sovereignty to all West Bank settlements but also appeared to mark the first time he has admitted to long-reported delays by the joint US-Israeli team tasked with mapping out the further territories to be annexed, mainly in the Jordan Valley.Netanyahu’s comments would mean the government would initially annex about three percent of West Bank territory, covering the 132 settlements, home to some 450,000 Israelis. The remainder of the roughly 30% that the Trump deal grants to Israel  — most of which is in the Jordan Valley — would be annexed at a later period, when the joint US-Israeli mapping committee finishes determining the exact territorial divisions beyond the pre-1967 Green Line. The Times of Israel was told last week it was “highly unlikely” that the US would approve an Israeli move to unilaterally annex parts of the West Bank by the July 1 date envisioned by Netanyahu.Prime Minister Benjamin Netanyahu (red tie) and Settlements Minister Tzipi Hotovely (red blouse) meet with settler leaders in the Prime Minister’s Office on June 7, 2020. (Courtesy)-Netanyahu also said that while the US may characterize the roughly 70% of non-contiguous West Bank territory being conditionally offered to the Palestinians under the Trump deal as a state, he himself does not do so, according to one official present at the meeting who asked to remain anonymous.Eleven settler leaders were present at the Sunday evening sit-down with Netanyahu, Knesset Speaker Yariv Levin and Settlements Minister Tzipi Hotovely. Most of the West Bank mayors at the meeting have expressed their support for the Trump plan; all of them have refrained from criticizing the proposal. They represented a counter to a roughly equal number of their colleagues who have spoken out vehemently against the deal, including one who said it proved that US President Donald Trump is not a friend of Israel and another who threatened to “blow it up” if the PMO and the White House continued to keep settler leaders in the dark regarding the plan’s details.Netanyahu met with the plan’s settler opponents last week in a meeting that one of the West Bank mayors present described as “far from positive.” The participants said they left feeling that the annexation plans appeared to be slipping away and that the premier had been unable to address their concerns.Prime Minister Benjamin Netanyahu. left, US Ambassador to Israel David Friedman, center, and then-tourism minister Yariv Levin during a meeting to discuss mapping extension of Israeli sovereignty to areas of the West Bank, held in the Ariel settlement, February 24, 2020. (David Azagury/US Embassy Jerusalem)-The opponents include some of the more senior settler leaders, such as the chairman of the Yesha umbrella council of settler mayors as well as five of the six regional council chairmen in the West Bank. They claim that the plan leaves all major West Bank highways in the hands of the Palestinians and off limits to settlers, though they have based the assertion on the conceptual map released at the Trump plan’s January unveiling, which the White House says should not be taken literally. The settler opponents have also warned against the plan’s transformation of 17 settlements into isolated enclaves surrounded by the future Palestinian state, as well as a building freeze in those same communities. But Netanyahu assured the settler leaders Sunday that “no town or road will be harmed” as a result of the plan, according to Emmanuel Local Council chairman Eliyahu Gafni.“Highways 60, 90, 55, 5 will all remain under Israeli security control,” Karnei Shomron Local Council chairman Igal Lahav said Netanyahu told them, referring to all the major arteries of the West Bank.As for the Israeli enclaves envisioned by the plan, Netanyahu assured the settler leaders that they would have roads connecting them to surrounding settlement blocs and that they would still be allowed to develop, with no restrictions on their building, so long as it is within their existing borders, according to Ariel Mayor Eli Shaviro.Ariel Mayor Eli Shaviro (L) with Prime Minister Benjamin Netanyahu at the Ariel Junction on March 18, 2019. (Courtesy)-Shaviro characterized the meeting as “excellent” and said that all of the mayors left feeling “very supportive” of the plan. While Netanyahu did not show the settler leaders the maps that are still in progress, he assured them that he was working to annex “as much land as possible within the narrow timeline being granted by the Americans,” according to one participant in the meeting.
Vision for Peace Conceptual Map published by the Trump Administration on January 28, 2020.Shaviro said that the mayors made a point of telling Netanyahu that they see Trump as a “true friend of Israel” and appreciate all that he has done for the Jewish state. They asked that the message be passed along to the White House, which has called the settler opponents “ungrateful,” according to several mayors who spoke last week to The Times of Israel.Lahav said Netanyahu agreed to be more receptive to the frustrations of settler leaders mayors who feel they have been kept in the dark regarding the mapping of land surrounding their communities. The premier also agreed to keep the mayors in the loop as more progress is made by the joint US-Israeli committee, the Karnei Shomron mayor said.Later Sunday evening, Netanyahu was set to meet with Defense Minister Benny Gantz and Foreign Minister Gabi Ashkeanazi in what would be the first such three-way meeting to discuss annexation. The new dose of optimism expressed by settler leaders at the meeting came less than a week after a well-placed source told The Times of Israel that the US administration is highly unlikely to approve an Israeli move to unilaterally annex parts of the West Bank by the July 1 date envisioned by Netanyahu.Asked to comment on such speculation, Shaviro said that while he is “not religious, he prays that Trump will give the green light” on annexation by July 1.

Iranian doctor freed in swap for US Navy veteran returns to Tehran-The Times of Israel-Matteo Taerri, accused by Washington of trying to export equipment without license, calls charges ‘futile and unfair’ upon arrival in Iran-By Nasser Karimi-JUNE 8,20-Today, 9:22 am

TEHRAN, Iran (AP) — An Iranian doctor based in Florida returned to his homeland Monday after being part of a swap that saw a US Navy veteran held by Iran return to the United States. The semiofficial Fars news agency published an image of Matteo Taerri being greeted at Tehran’s Imam Khomeini International Airport by Foreign Ministry officials and his family. The agency and state television identified Taerri by his Persian name, Majid.Taerri, a dermatologist, had been charged with attempting to export a filter to Iran that he said was for vaccine research but that US authorities said required a license because it could be used for chemical and biological warfare purposes. He was also accused of structuring a series of bank deposits below $10,000 to evade reporting requirements under federal law.He pleaded guilty late last year and has already served months behind bars. But in April, he was permitted to be free on bond after the Justice Department withdrew its request to have him detained, citing what it said were significant foreign policy interests.Fars quoted Taerri as calling his charges “futile and unfair.” Taerri reportedly said he tried to send the filter to Iran to help scientists at Tehran University manufacture a cancer vaccine, without elaborating.Iran allowed Michael White, of Imperial Beach, California, to leave the country Thursday. He was detained in July 2018 while visiting a girlfriend in Iran. He was convicted of insulting Iran’s supreme leader and posting private information online. In this image provided by the US State Department, Michael White holds an American flag as he poses for a photo on June 4, 2020, with US special envoy for Iran Brian Hook at the Zurich, Switzerland, airport after White’s release from Iran. (US State Department via AP)-White was released from prison in March on a medical furlough that required him to remain in the country in the care of the Swiss Embassy in Tehran, which represents the US’s interests in Iran.Earlier last week, an Iranian scientist named Sirous Asgari returned to Tehran after being acquitted in a federal trade secrets case and deported. Asgari’s departure had been delayed by the coronavirus pandemic, and his supporters say the scientist contracted the virus while being held. The White-Taerri swap comes after months of quiet diplomacy, even as the US under President Donald Trump continues a maximum-pressure campaign targeting Iran after unilaterally withdrawing from Tehran’s nuclear deal with world powers in May 2018.The two countries had been locked in a series of escalating incidents, including the US drone strike killing an Iranian general in Baghdad and an Iranian ballistic missile attack targeting American troops in Iraq.Other Westerns and Iranians with ties abroad have been detained by authorities in the country, likely to be used as bargaining chips in negotiations. Deputy Foreign Minister Hossein Jaberi Ansari, on hand for the airport ceremony, said Iran had “mobilized” its potential to release other Iranians in the US, without elaborating.
