a) Pride Flag Raising
Stan Bowman Jr. of Owen Sound addressed Council with concerns regarding the recent Pride flag raising that took place. He requested that Council and the City take into consideration a respect for God and his word. He asked that the Israeli flag be flown outside City Hall permanently as a reminder of our support for the Nation of Israel and our Jewish Saviour Jesus Christ as our Leader.
Councillor Lemon returned to his chair.
b) Dave Dailey Re: Request for Flag Raising – Provincial Grand Orange Lodge of Ontario West for July 12, 2005.
Dave Dailey of R. R. #1, Wiarton commented on correspondence received from Council which denied a flag raising for the Provincial Grand Orange Lodge of Ontario West for July 12, 2005. He asked why the flag raising was denied. He commented on a cheque presentation to the Canadian Diabetic Association and noted the Regional Director from London will be attending to accept a donation. Mr. Dailey provided a brief history of their association and asked if the flag raising was not able to take place that the City allow a portion of the City Hall property to be used for the cheque presentation. Mr. Dailey invited Mayor Lovell to be present for the cheque presentation.

1. “THAT City Council hereby approves that the Orange Flag be flown at the front of City Hall for the Provincial Grand Orange Lodge of Ontario West on July 12, 2005 and that a cheque presentation take place at the front of City Hall on July 12, 2005 at 11:00 a.m. to the Canadian Diabetic Association from the Orange Lodge.”

A US-based aid group admitted Friday that a group of individuals — who the Israeli military says were armed — took control of an aid convoy in the southern Gaza Strip the day before, without the organization having vetted them or coordinated the matter with the Israel Defense Forces.The military said Thursday that it struck the gunmen, killing them while not harming aid workers.According to the IDF, Hamas operatives frequently try to hijack aid deliveries.The IDF had said on Thursday that a convoy of aid trucks from the American Near East Refugee Aid (Anera) organization entered the southern Rafah area with Israeli coordination. It said that during the drive, it identified a group of gunmen taking over a vehicle at the front of the convoy and beginning to lead it. LONDON — The baby in Gaza who was recently paralyzed by polio was infected with a mutated strain of the virus that vaccinated people shed in their waste, according to scientists who say the case is the result of “an unqualified failure” of public health policy.The infection, which marked the first detection of polio in the war-torn Palestinian territory in more than 25 years, paralyzed the lower part of one leg in the unvaccinated 10-month-old child. The baby boy was one of hundreds of thousands of children who missed vaccinations because of the fighting between Israel and Hamas.Scientists who have been monitoring polio outbreaks said the baby’s illness showed the failures of a global effort by the World Health Organization and its partners to fix serious problems in their otherwise largely successful eradication campaign, which has nearly wiped out the highly infectious disease. Separately, a draft report by experts deemed the WHO effort a failure and “a severe setback.”The polio strain in question evolved from a weakened virus that was originally part of an oral vaccine credited with preventing millions of children worldwide from being paralyzed. But that virus, known as Type 2, was removed from the vaccine in 2016 in hopes of preventing vaccine-derived outbreaks.Public health authorities knew that decision would leave people unprotected against that particular strain, but they thought they had a plan to ward off and quickly contain any outbreaks. Instead, the move resulted in a surge of thousands of cases.“It was a really horrible strategy,” said Columbia University virologist Vincent Racaniello, who was not involved with the report or the WHO. “The decision to switch vaccines was based on an incorrect assumption, and the result is now we have more polio and more paralyzed children.”A draft copy of the report commissioned by the WHO and independent experts said the plan underestimated the amount of the strain in the environment and overestimated how well officials would be able to squash outbreaks.The plan led to vaccine-linked polio outbreaks in 43 countries that paralyzed more than 3,300 children, the report concluded.Even before the Gaza case was detected, officials reviewing the initiative to tinker with the vaccine concluded that “the worst-case scenario has materialized,” the report said.The report has not yet been published, and some changes will likely be made before the final version is released next month, the WHO said.The strain that infected the baby in Gaza had lingered in the environment and mutated into a version capable of starting outbreaks. The pauses were to last eight or nine hours each day.Racaniello said the failure to track polio carefully and to sufficiently protect children against the strain removed from the vaccine has had devastating consequences.“Only about 1% of polio cases are symptomatic, so 99% of infections are silently spreading the disease,” he said.The oral polio vaccine, which has reduced infections globally by more than 99%, is easy to make and distribute. Children require just two drops per dose that can be administered by volunteers. The oral vaccine is better at stopping transmission than the injected version, and it is cheaper and easier to administer.But the weakened live virus in the vaccine can be shed by immunized kids in human waste, allowing it to circulate and eventually mutate into a form that can trigger outbreaks in unvaccinated people. In 2016, the WHO removed Type 2 from the vaccine, reasoning that the wild version had been eradicated, but leaving populations vulnerable to vaccine-derived outbreaks.In Gaza, authorities will use a newer version of the oral polio vaccine that targets the problematic strain. The weakened live virus in the new vaccine is less likely to cause vaccine-derived outbreaks, but they are still possible.Most wealthy countries, including the US, use an injected vaccine, which carries a dead virus and does not come with the risk that polio will be present in human waste. Rabbi Yisrael Ariel, the founder of the Temple Institute and the dean of the Temple Yeshiva, sat with Arutz Sheva-Israel National News for an interview following the renewed debate regarding Jewish visits to the Temple Mount.The debate surrounding the issue was rebooted after National Security Minister Itamar Ben-Gvir said that he would establish a synagogue on the Temple Mount.Asked if Ben-Gvir's remarks crossed a line, Rabbi Ariel answers: "The real question is who draws that line? For us, G-d is the one who draws the lines which were set in the Torah and during the return to Zion in the Land of Israel and Jerusalem after the Six Day War." Rabbi Ariel harkens back to the days after the war when he was assigned to guard the Dome of the Rock, the site of the Holy of Holies in the Temple. "Since then I haven't left the position. We must protect the place. That is our line, and we have no other."Regarding rabbinical rulings prohibiting entry to the holy site, Rabbi Ariel emphasized: "To be honest, there was never a discussion on the matter at the Chief Rabbinate. There were decisions made, but there was never a discussion about entering the mount." According to him, there is no sweeping halachic ruling prohibiting entry, he notes that "there isn't even half a document that confirms this."Rabbi Ariel recounts that he spoke with Minister Ben-Gvir and reminded him that the idea to build a synagogue on the Temple Mount is not a new one. He mentions the Chief Rabbinate Council's decision from the 12th of Av 5760 (August 13th, 2000), 24 years ago, which decided to hold deliberations regarding the construction of a synagogue on the Temple Mount. "That means that there was a Chief Rabbinate decision to discuss the matter, and not to prohibit entry to the mount," Rabbi Ariel says.Rabbi Ariel also mentioned claims made mostly by haredi rabbis that visits to the Temple Mount provoked the Gentiles, especially during such a sensitive time of war. He emphasized that "whoever says it's prohibited to provoke the nations of the works disagrees with the Torah. The entire book of Deuteronomy talks about inheriting the land and settling it, and there is no place to fear the nations."Rabbi Ariel concluded by mentioning the stance of Rabbi Tzvi Yehuda Kook, which was communicated in a letter by the late Haifa Chief Rabbi She'ar-Yashuv Hacohen, according to which everything possible must be done to restore Jewish control over the Temple Mount. According to him, Rabbi Kook encouraged the establishment of a synagogue on the Temple Mount but asked that it be done through a Chief Rabbinate Council decision. "Rabbi Tzvi Yehuda planned, together with Rabbi She'ar-Yashuv Hacohen, the establishment of a synagogue on the Temple Mount under the direction of the Chief Rabbinate," Rabbi Ariel concluded.

Open prayer and prostration on the Temple Mount by Jewish worshipers is now a matter of routine and permitted by the police on a daily basis, activists for prayer rights at the holy site have said.The practice was witnessed during a visit to the Temple Mount by The Times of Israel on Wednesday, where an afternoon prayer service was conducted out loud. Activists say the prayers take place during morning and afternoon services every day.The prostrations are conducted on the eastern side of the Temple Mount esplanade, out of sight of Muslim worshipers, but in full view of police who accompany Jews during their visits, and who previously did not allow such prayers under the decades-old, vague status quo regarding conduct on the Temple Mount.Prostration on the Temple Mount is considered a special form of religious worship and even a distinct religious commandment in the right spot on the site, which is why the ability to carry out the practice has been welcomed enthusiastically by Temple Mount activists.Prior to August 13 this year, police would in general detain and remove Jewish and any non-Muslim visitors engaging in demonstrative prayer such as prostration. A police officer briefing visitors before their visit would also instruct them not to engage in demonstrative prayer.But such instructions are now no longer given, it appears.The new practice first gained attention on August 13, which this year was the date of the Jewish Fast of the Ninth of Av, when worshipers who visited the Temple Mount at the same time as National Security Minister Itamar Ben Gvir prostrated themselves and prayed out loud. Police did not detain or remove any of the worshipers who engaged in such demonstrative prayer.Ben Gvir insisted then and subsequently that his policy, as the minister with authority over the police, was to allow Jewish prayer at the site. Prime Minister Benjamin Netanyahu has sought to play down the development, asserting that there had been no change to the status quo. But Ben Gvir brushed off his protestations, and prayers have continued uninterrupted.One key Temple Mount activist who has been involved in lobbying for greater Jewish prayer rights at the site for many years told The Times of Israel that although the changes since August 13 were “substantive,” he did not believe they constituted a change in the status quo.Discreet Jewish prayer has been permitted by the police since at least 2018, during the tenure of Gilad Erdan as police minister. According to the activist, who wished to remain anonymous, that move was the real change to the status quo in recent years.He added that along with the ability to prostrate oneself, the police also permit prayer with singing and dancing on the eastern side of the Temple Mount, although this reporter did not witness such activity during Wednesday’s visit.At the beginning of the visit, a group of some 30 people, mostly men but including some women and children, ascended to the Mughrabi Gate from the entrance to the Western Wall plaza singing, “And they will prostrate themselves to God on the holy mountain in Jerusalem” — a verse from the Biblical book of Isaiah.As is the general procedure for Jewish visitors ascending during visiting hours for non-Muslims, the group was taken by a police escort around the Temple Mount counter-clockwise from the southwestern corner of the plaza to the eastern side.Upon arriving there, numerous members of the group bowed down facing west to where the sanctuary of the ancient Jewish temples was located, in full view of police.The worshipers also prostrated themselves during the afternoon prayer service which they conducted, with the relevant parts of the service performed out loud.
Two activist rabbis then gave short lessons lasting a few minutes each, before the police instructed the group to conclude the visit, coming around the northern end of the site and out through the Chain Gate.Veteran Temple Mount activist Rabbi Yitzhak Brand, who, unusually for such activists, is ultra-Orthodox (most Haredim oppose visits to the site), gave one of the lessons, noting the ability to perform prostration without restriction since August 13.“We must give thanks to God that we have now merited greater closeness to God. Prostration is already a special form of worship on the Temple Mount and the site of the Temple, and this is another stage in the redemption,” Brand told the group of worshipers.Rabbi Ofer Elyashiv, another ultra-Orthodox activist who has been visiting the Temple Mount for just a few years, also extolled the new-found liberty to bow down at the holy site and, like Brand, insisted it was another step toward the final redemption.“The completion of the ingathering of the exiles is prostration [on the Temple Mount]. On the Ninth of Av, an opening was created by God… and prostration was formally allowed on the Temple Mount,” said Elyashiv.“Everything begins slowly. At least one arrested protester got into a physical altercation with police, according to the Michigan Daily, the student newspaper.The protest was backed by a pro-Palestinian student coalition that includes the university’s chapter of the anti-Zionist group Jewish Voice for Peace and was staged during a popular outdoor showcase for fall student activities. It had been considered one of the terror group’s final strongholds in the Strip until the IDF’s 162nd Division launched its offensive there in May.Amid the fighting in Rafah, the military has seen Hamas operatives increasingly trying to escape from tunnels and flee north to the Israeli-designated humanitarian zone, instead of fighting troops. VIENNA (AP) — Iran has further increased its stockpile of uranium enriched to near weapons-grade levels in defiance of international demands, a confidential report by the United Nations’ nuclear watchdog said Thursday.The report by the International Atomic Energy Agency, seen by The Associated Press, said that as of August 17, Iran has 164.7 kilograms (363.1 pounds) of uranium enriched up to 60 percent. That’s an increase of 22.6 kilograms (49.8 pounds) since the IAEA’s last report in May.Uranium enriched up to 60% purity is just a short technical step away from weapons-grade levels of 90%. By the IAEA’s definition, around 42 kilograms (92.5 pounds) of uranium enriched to 60% is the amount at which creating one atomic weapon is theoretically possible — if the material is enriched further, to 90%.The IAEA chief, Rafael Mariano Grossi, has previously warned that Tehran has enough uranium enriched to near-weapons-grade levels to make “several” nuclear bombs if it chose to do so. Those additional eight cascades are not operational yet, meaning they are not yet enriching uranium.Also, Iran has completed the installation of 10 out of 18 planned cascades of IR-2m centrifuges at the underground site in Natanz, and the installation of another two cascades was ongoing there, it said. Yemen’s Houthi rebels have agreed to allow tugboats and rescue ships to assist a Greek-flagged oil tanker that it set ablaze in the Red Sea, Iran said late Wednesday, amid concerns that it could begin leaking oil, causing a massive environmental catastrophe.However, the Houthis, who are believed to have blocked an earlier attempt to salvage the vessel, did not offer specific details. Sydney, Australia (SPX) Aug 30, 2024-Galactic Energy, a private rocket manufacturer based in Beijing, successfully completed the third sea-based launch of its Ceres 1 carrier rocket on Thursday afternoon.To date, China has conducted 12 sea-based launches, utilizing four different rocket types: Long March 11, Smart Dragon 3, Ceres 1, and Gravity 1."The company said in a news release that the rocket blasted off at 1:22 pm from a mobile launch platform - a modified deck barge - in the Yellow Sea off the eastern province of Shandong and then sent six satellites into a sun synchronous orbit about 535 kilometers above the Earth.""The satellites, from multiple operators, will be used to collect meteorological data, demonstrate optical remote-sensing technologies and collect hyper-spectral remote-sensing data," according to Galactic Energy.Galactic Energy has now conducted 15 orbital launches with the Ceres 1 model, significantly surpassing other private competitors. These missions have successfully placed 54 commercial satellites into orbit.The first sea-based launch of the Ceres 1 occurred in September 2023 off the coast of Shandong, placing four Tianqi satellites into space, marking Galactic Energy as the first Chinese private company to launch a rocket at sea.The second sea-based launch took place in May, also successfully deploying four satellites.The Ceres 1 rocket stands about 20 meters tall with a diameter of 1.4 meters and primarily utilizes solid propellant. With a liftoff weight of 33 metric tons, it is capable of sending a 300-kilogram satellite or several satellites with a combined weight of 300 kg into a 500-km sun-synchronous orbit, or payloads of 350 kg into a low-Earth orbit at an altitude of 200 km.
