- Outbursts of violence in
both Greece and Spain are not preventing the respective governments from
pushing ahead with the further austerity measures asked for by
international lenders.
After weeks of haggling, the three-party coalition in Greece on
Thursday (27 September) announced a "basic agreement" on €11.5 billion
worth of spending cuts needed for the next tranche of bailout money to
be disbursed.But one of the three leaders, Fotis Kouvelis, said there were still
some "outstanding issues", without giving any details. Centre-right
Prime Minister Antonis Samaras has struggled to convince his two junior
coalition partners from the left to agree to more wage and pension cuts.Popular anger against the cuts turned violent on Wednesday as over
50,000 gathered in Syntagma square with riot police firing tear gas on
protesters. A general strike also paralysed transportation into and
throughout the country, as well as hospitals and schools.Similar violence erupted in Spain ahead of a fresh set of spending cuts the government was set to approve later on Thursday.Spain is under a 'light' bailout of €100bn for its banking sector but
is expected to ask for more financial assistance soon, as the recession
is worsening and unemployment has hit 25 percent, the highest in
Europe."The violent images from Spain and Greece prove that this violent
austerity inevitably leads to social tension," Greek leftist leader
Alexis Tsipras said Thursday during a press conference in the European
Parliament in Brussels.Greece will inevitably need to have a second and possibly even a
third debt restructuring, according to Tsipras, unless EU leaders agree
to slash all its debt and give some "breathing space" to the economy.Tsipras said this could be done with a "debt conference" as happened
for Germany after the second World War, when 60 percent of the country's
debt was pardoned and the rest had to be repaid once the economy the
started growing.He criticised the current Greek government for having promised to
re-negotiate the terms of the bailout only to agree to all prescribed
austerity measures a few months later."It is a dead end, a vicious circle of austerity, recession, deficit
and debt. Greece's gross domestic product has shrunk by 20 percent from
the beginning of the crisis. This is unprecedented in a country where
there is no war."

Neelie Kroes unveiled the EU's long awaited cloud computing strategy on
Thursday (27 September), describing it as a "game-changer" for the
European economy.
The commission says that a €45 billion investment in cloud technology
could generate just under €1 trillion in GDP in addition to 3.8 million
jobs by 2020.Cloud computing uses an online network of servers, storage
applications and computer services which can be accessed on-demand via
the Internet.As a result, users do not need to invest in their own IT
infrastructures or be constrained by the physical location of their
computer resources.Speaking at a press conference to launch the strategy, Kroes said
that "the single market is our crown jewel, cutting costs and boosting
business: a European cloud strategy gives our single market a new,
digital home."She said the commission will not develop its own "European super
cloud" but will focus instead on developing a common EU rulebook for
cloud services. It wants to establish an EU-wide certification and model
contract scheme for cloud providers and a single set of technical
standards.The global cloud computing market is the fasted growing sector of the
IT industry and will rise from $21.5 billion in 2010 to $73 billion in
2015 according to research by the International Data Corporation.Software giant Microsoft says cloud computing will create 11.3 million jobs in the world economy by 2014.Software industry representatives have welcomed the EU strategy.Stephen Collins, vice-president of Microsoft, called it a "significant milestone for cloud computing in Europe."Jonathan Zuck, the chief of the Association for Competitive
Technology, a Washington-based lobby group with an office in Brussels,
told EUobserver that small businesses stand to make the most gains from
cloud services due to potential 80 percent reduction in IT costs.Urging the commission to focus on harmonising its digital single
market, he added that Brussels should "break down political barriers to
cloud services."One of the main potential savings for businesses is that computing is
to become an operating cost rather than capital expenditure in terms of
accountancy rules.
The commission suggests that organisations using cloud technology would save 20-50 percent in IT spending.Over 60 percent firms in Europe already use cloud technology, but
have tended to use it for non-business services due to a lack of
knowledge and trust in the network.The main business and consumer concerns with cloud services centre on
the security and location of data, the applicable law and legal
jurisdiction, as well as portability between services for firms that
already use cloud in one or more areas.
One of the first legislative tests for EU cloud services will be the plans to re-write the bloc's data protection rules.So far, the EU has made little cash investment in cloud computing.
The €10.5 million Optimis project became the first EU-funded piece of
cloud software when it was launched in JuneDespite Kroes efforts, Europe's IT industry still harbours concerns
that delays in breaking down barriers to a European cloud network could
see them fall further behind the US.Thomas Boue of the Business Software Alliance, a Brussels-based lobby
group, said the EU should "align privacy and security rules so that

Alleged Russian spies wanted EU and Nato secrets
BRUSSELS - Germany has indicted two alleged Russian spies who tried to get hold of EU and Nato secrets.The office of the German federal prosector
said in a statement on Thursday
(27 September) that the married couple, who were arrested last year,
"had the task of gathering information about the political and military
strategy of the EU and Nato."It added that between 2008 and 2011 they worked with a Russian agent
in the Dutch foreign ministry who gave them "official" EU and Nato
documents.It said they also gave Moscow their "own information" collected from
German political and social contacts about relations between Germany,
Russia, the EU and Nato.It noted that the Russian foreign intelligence service, the SVR, paid
them about €100,000 a year. They used to get their SVR instructions via
shortwave radio. They filed reports using satellite communications and a
video link on the Internet. They used dead drops to get material from
the Dutch agent.The prosecutor also noted that they were born in South America and came to Germany in 1988 with fake Austrian identities.They used the aliases "Heidrun A." and "Andreas A." and created a "bourgeois existence" to cover up their activities.
For its part, German magazine Spiegel Online on Thursday said that 52-year-old Heidrun was born in Peru and that 46-year-old Andreas was born in Argentina.It noted that Heidrun studied mechanical and plastics engineering in
Aachen after moving to Germany. They got married in 1990 and had a
daughter.The magazine added that they lived in a modest property in Michelbach, near Stuttgart.It said Heidrun was talking on the radio with her SVR superior on 18
October last year when German special police stormed the house and that
she was "so frightened" that she fell of her chair, pulling a set of
wires out of the wall.They are to be prosecuted at the Stuttgart regional court.The last big spy scandal in Europe concerned Herman Simm, an Estonian
defence ministry official who gave thousands of internal Estonian, EU
and Nato documents to the SVR.He was jailed in 2009 for 12 and a half years.The head of Belgium's state security service, the VSSE, recently told
EUobserver in an interview that: "In Belgium, espionage, Russian
espionage and from other countries, like the Chinese, but also others,

Iran in his speech Tuesday. It is, after all, campaign season.If the rumor is true, Netanyahu disappointed, giving no ground to indicate he saw eye to eye with the US president.“Two days ago, from this podium, President
Obama reiterated that the threat of a nuclear-armed Iran cannot be

matters into its own hands. Israeli leaders have issued a series of
warnings in recent weeks suggesting that if Iran's uranium enrichment
program continues it may soon stage a unilateral military strike,
flouting even American wishes.The Obama administration has urgently sought to hold off Israeli
military action, which would likely result in the U.S. being pulled into
a conflict and cause region-wide mayhem on the eve of American
elections.Israel considers a nuclear-armed Iran to be an existential threat,
citing Iranian denials of the Holocaust, its calls for Israel's
destruction, its development of missiles capable of striking the Jewish
state and its support for hostile Arab militant groups."Given this record of Iranian aggression without nuclear weapons,
just imagine Iranian aggression with nuclear weapons," Netanyahu said.
Iran insists its nuclear program is for peaceful purposes but Israel,
the U.S. and other Western allies reject the claim. Four rounds of U.N.
sanctions have already been placed on Iran.A U.N. report last month only reinforced Israeli fears, finding that
Iran has moved more of its uranium enrichment activities into fortified
bunkers deep underground where there are impervious to air attack.
Enrichment is a key activity in building a bomb, though it has other
uses as well, such as producing medical isotopes.While Israel is convinced that Iran is pursuing a nuclear weapon,
American officials believe Iran has not yet made a final decision to
take the plunge, even as it develops much of the infrastructure needed
to do so.Obama has repeatedly said he will not allow Iran to gain nuclear
weapons and has said the U.S. would be prepared to use force as a last
resort.Israel's timeline for military action is shorter than that of the
United States, which has far more powerful bunker-busting bombs at its

of Jerusalem from Jordan during the 1967 Mideast War. It later annexed
it but the move has not been internationally recognized. The
Palestinians want east Jerusalem to the capital of their future state in
the West Bank.
Abbas also said he has opened talks on a new bid for international
recognition at the U.N., but didn't specify exactly when he will ask the
General Assembly to vote."Intensive consultations with the various regional organizations and the state members" were underway, he said.The Palestinians will apply to the General Assembly for nonmember state status.That stands in sharp contrast to last year, when they asked the
Security Council to admit them as a full member state, but the bid
failed.Abbas insisted that the new quest for recognition was "not seeking to
delegitimize Israel, but rather establish a state that should be
established: Palestine."Palestinian officials said their bid is likely to be submitted on Nov. 29.

Fighting intensifies in Syria's largest city

(AP) — Fighting over Syria's largest city intensified Friday, with the
most widespread battles reported there in two months as rebel forces
launched a new offensive to rout
President Bashar Assad's forces from Aleppo, activists said.Some
of the heaviest fighting erupted in the predominantly Kurdish
neighborhood of Sheikh Maksoud, which was drawn into the conflict for
the first time. Kurds make up Syria's largest minority and have been
split in their loyalties.Since the uprising against
Assad
began 18 months ago, some Kurds have sided with the rebels while others
have supported the regime. Aleppo's Sheikh Maksoud neighborhood is
mostly under the control of a pro-government Kurdish group. There were
conflicting reports on whether Kurdish gunmen took part in Friday's
fighting.Aleppo, a city of 3 million that was once a bastion of
support for Assad, has emerged as a key battleground in Syria's civil
war. Its fall would give the opposition a major strategic victory, with a
stronghold in the north near the Turkish border. A rebel defeat, at the
very least, would buy the regime more time."The city is witnessing one of the most violent days. All fronts are on fire," Aleppo-based activist Baraa al-Halabi said.In
the diplomatic arena, U.S. Secretary of State Hillary Rodham Clinton
was hosting representatives of the Friends of Syria group — a coalition
that includes the United Sates, the European Union and the Arab League —
on the sidelines of the U.N. General Assembly. The group is seeking
better cooperation among the groups that oppose Assad.
And in
Geneva, the U.N.'s top human rights body voted Friday to extend the
mission of its independent expert panel probing alleged war crimes in
Syria. The panel led by Brazilian professor Paulo Sergio Pinheiro has
blamed Syria's government forces for the majority of serious abuses
since the uprising began in March 2011.The two sides have been
locked in a stalemate, with neither able to deliver a decisive blow. The
standoff has been most apparent in Aleppo, where each side controls
roughly half the area. Late Thursday, rebel commanders from the main
group of fighters, the Free Syrian Army, announced they are embarking on
what they called a "decisive battle" for the city.Since then, heavy clashes have been reported along the front lines between rebel- and regime-held areas.Al-Halabi
said clashes had broken out in neighborhoods including Midan, old
Aleppo, Maysaloun, Azamiyeh, Salaheddine, Seif al-Dawla and Sheikh
Maksoud.
Al-Halabi said the fighting included members of a group affiliated with the Kurdistan Workers' Party, or
PKK, which is fighting for autonomy in the Kurdish-dominated southeast region of neighboring
Turkey and has had close ties with the Syrian government for decadesAnother
Aleppo-based activist, Mohammed Saeed, said the Kurdish fighters
withdrew shortly after the fighting began without taking part in the
battle.
The PKK's affiliate, the Democratic Union Party, is active in Sheikh Maksoud.The
Tawhid Brigade, the major rebel group in the city, said on its Facebook
page that some of its fighters were battling pro-PKK gunmen in the
neighborhood. State-run Syrian TV said regime forces repulsed an attack on Sheikh Maksoud with the help of its residents.Rami
Abdul-Rahman, who heads the Britain-based Syrian Observatory for Human
Rights, also said Kurds did not participate in the battle. He said those
fighting alongside the regime in Sheikh Maksoud were members of a local
Syrian clan known to support Assad.The reports could not be independently confirmed because the government has imposed tight restrictions on the media.Both
the regime and the opposition have courted the Kurds, Syria's largest
ethnic minority. Kurds make up around 10 percent to 15 percent of the
country's 23 million people.In July, government forces withdrew
from Kurdish areas in northeastern Syria and were quickly replaced by
Kurdish fighters from the PKK affiliate. However, other Kurds have sided
with those trying to topple the regime, complaining of neglect by the
state.Despite the escalating bloodshed in Syria, the international community remains sharply divided over how to end the conflict.The U.N. Security Council is deadlocked, with Syria allies Russia and China
having repeatedly blocked harsher measures against the Assad regime
sought by Western nations and the rebels' allies in the Middle East.Clinton
has decried Assad's "murdering of his own people," while Russia's
Foreign Minister Sergey Lavrov — who will address the General Assembly
on Friday — has accused the U.S. and other countries of encouraging
terrorism in their stance on Syria.Syria's conflict has
repeatedly spilled over into neighboring countries, including Turkey,
one of the biggest backers of the rebels.A mortar round fired
during fighting Friday in the area of a Syrian-Turkish border crossing,
Tel Abyad, landed in Turkish territory, damaging the walls of two houses
in the town of Akcakale, its mayor, Abdulhakim Ayhan, told the
state-run Anadolu Agency. No one was hurt. Anadolu said Assad's forces
were firing mortar rounds on rebel positions in a bid to regain control
of the border crossing.Also, a
Syrian activist group, the Local Coordination Committees, said a Syrian
warplane bombed the northern town of Azaz near the Turkish border,
