While right-wing religious Israelis and right-wing religious evangelical Americans share a Bible which creates common ground on many social issues, the two groups have divergent concerns regarding the question of abortion. While prohibiting abortion on demand, Jewish law permits abortion in some cases that Pro-Life Christians oppose. And while the Supreme Court recently overturned Roe v. Wade in the US, creating a hotly debated political battleground in the US, abortion is legal in Israel and barely registers as a political issue. In Israel, reform efforts are less about access and more about concerns regarding the procedure required to access an abortion. Israelis having more children; fewer abortionsThe issue of abortion should be understood in their respective cultural backdrops. While abortion is legal in Israel, Israeli women are having more children than their American counterparts where abortion may have more restrictions.According to a study by the Taub Center for Social Policy Studies in Israel in 2019, women in Israel have on average 3.1 kids each during the course of their lifetime. This is comparable to the “baby boom” in the United States after the second world war. Today,  women in the US have on average 1.8  kids each during the course of their lifetime. Among the population of ultra-Orthodox women, the average fertility rate is somewhere in the area of seven children per family. But even the non-observant women of Israel average 2.2 kids per family, which is also higher than any other  Organisation for Economic Co-operation and Development-member European (OECD) country.The study attributes this to two factors: policy factors that allow women to balance work and family life more easily, and the religious aspects of life in Israel. As a result, abortion rates have declined in Israel continuously since 1988.While abortion rates had been declining during the same period in the US, that trend reversed recently as there were 8% more abortions in 2020 than in 2017. This was despite declining birthrates.ATISTICS-Israel-About 20,000 abortions take place in Israel every year. While this figure has remained steady fo the past 30 years, the population has increased substantially, meaning that the overall rate of abortion has decreased. The rate of abortion in Israel has, in fact, been declining since 1988, when there were 18.6 requests per 1,000 females.According to government data, in Israel, abortion rates in 2016 dropped steadily to 9 per 1,000 women of childbearing age, lower than England (16.2) and the United States (13.2). 99% of abortions are carried out in the first trimester. Compared to other countries in the world, the rate of abortions per 100 live births is low in Israel (9.3), and reflects, among other things, the relatively high fertility rates in Israel. In comparison, the average in Organisation for Economic Co-operation and Development-member European countries was 18.3 in 2017.In 2020, rates of applications to abortion committees for Muslim women (6.2 per 1,000 women) and Druze women (5.6) were lower than those of Jewish women (8.0) and Arab Christian women (7.6). The rates of non-Arab Christians and women without religious classification are the highest (10.1 and 8.9 respectively). Most applications (50%) are from married women, 40% are single women, 10% are divorced women and 0.3% are widows; 7% of applications are from girls under the age of 19.United States-The Guttmacher Institute reported that in 2020, there were 930,160 abortions in the US, which is up from 862,320  in 2017. This represents an abortion rate of 14.4 abortions per 1,000 women aged 15 to 44 years, and 20.6 abortions per 100 pregnancies ending in abortion or live birth. In 2017, Guttmacher reported that almost 25% of women will have had an abortion by age 45, with 4.6% of 20-year-olds and 19% of 30-year-olds having at least one.In 2020, unmarried women accounted for 86% of all abortions. Women living with a partner to whom they are not married account for 25% of abortions but only about 10% of women in the population-In 2020, approximately 20% of U.S. pregnancies ended in abortion. But this varies according to the region and different states having widely divergent rates of abortion. In 2020, the highest percentage of pregnancies were aborted in the District of Columbia (52%), New York (35%), and New Jersey (34%). The lowest percentage of pregnancies were aborted in Wyoming (2%), South Dakota (1%), and Missouri (0.2%). Abortion rates tend to be higher among minority women in the US. In 2019, 38% of women who underwent abortions were black; 33% were non-Hispanic white; 21% were Hispanic. The Guttmacher report of 2014 found Protestants accounted for 30% of abortions while Catholics accounted for 24%.-LEGISLATION-Israel-A 1977 law ensures a low-cost, and in some cases free, legal abortion to any Israeli woman who fills one of four criteria:She is under 18 or over 40. She carries a fetus with a severe mental or physical defect (free). She claims that the fetus results from forbidden relations such as rape or incest (free) or, in the case of a married woman, that the baby is not her husband’s (not free). Single women also fall under this clause, and they too must pay. She shows that her physical or mental health would be harmed by continuing the pregnancy (free)-But the laws concerning abortion are the focus of political debate and are developing. As abortion is legal, most of the debate focuses on the process and committees that are part of the procedure of having an abortion approved. In 1980, a fifth criterion that allowed abortions for women living in economic hardship was abolished. In 2014, the Knesset passed a reform to the national health coverage law, guaranteeing free abortions to patients between the ages of 20 and 33, regardless of financial circumstances. In 2022 (coincidentally just a few days after the US Supreme Court ruled on Dobbs v. Jackson Women’s Health, overturning Roe v. Wade), the Knesset Labor Welfare and Health Committee approved new regulations to make it easier for women to get an abortion, allowing drug-induced early-term abortions at HMO clinics rather than only at hospitals. Also, women seeking an abortion will no longer have to meet with a social worker or appear in person before the review committees.A woman seeking an abortion must have it approved by a three-person committee composed of two physicians and a social worker (one of whom must be a woman). Almost all requests are approved. According to a report by the Central Bureau of Statistics, the Health Ministry’s pregnancy termination committee received 16,591 requests to terminate pregnancies in 2021. 99.5% of the requests were approved.A separate committee decides on abortions after the fetus is 24 weeks old though few hospitals perform such abortions.Women choosing to have an abortion at a private clinic are not subject to a ruling by a committee. United States-From 1973 to 2022, Supreme Court rulings in Roe v. Wade (1973) and Planned Parenthood v. Casey (1992), respectively, created and maintained federal protections for a pregnant woman’s right to get an abortion, ensuring that states could not ban abortion prior to the point at which a fetus may be deemed viable. However, Roe and Casey were overturned by Dobbs v. Jackson Women’s Health Organization (2022), and states may now impose any regulation on abortion, provided it satisfies rational basis review and does not otherwise conflict with federal law. 32 states require an abortion to be performed by a licensed physician. 19 states require an abortion to be performed in a hospital after a specified point in the pregnancy, and 17 states require the involvement of a second physician after a specified point. 43 states prohibit abortions after a specified point in pregnancy, with some exceptions provided. The allowable circumstances are generally when an abortion is necessary to protect the patient’s life or health. The U.S. Congress has barred the use of federal Medicaid funds to pay for abortions, except when the woman’s life would be endangered by a full-term pregnancy or in cases of rape or incest. Nonetheless, 17 states use public funds to pay for abortions for some poor women. About 14% of all abortions in the United States are paid for with public funds with virtually all the funds coming from the state. 36 states require some type of parental involvement in a minor’s decision to have an abortion. 27 states require one or both parents to consent to the procedure, while 9 require that one or both parents be notified.RELIGIOUS ISSUES: JEWISH VERSUS CHRISTIAN-Jewish Law-The traditional Jewish view of abortion does not fit conveniently into either “pro-life” or “pro-choice” camps in the abortion debate. Judaism neither bans abortion completely nor does it sanction indiscriminate abortion “on demand.”Exodus 21 is the only place in the Torah that discusses the loss of a fetus. As such, its relevance to a discussion about abortion needs to be understood in its proper context.When men fight, and one of them pushes a pregnant woman and a miscarriage results, but no other damage ensues, the one responsible shall be fined according as the woman’s husband may exact from him, the payment to be based on reckoning. But if other damage ensues, the penalty shall be life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burn for burn, wound for wound, bruise for bruise. Exodus 21:22-25-Some rabbinic authorities question the relevance of this verse to abortion as it specifically deals with the penalty for inadvertently harming a pregnant woman but does not relate to the intentional killing of a baby in the womb.The distinction is significant. The Noahide laws prohibit all nations from spilling blood. If abortion is classified as murder, the prohibition would be applied universally. The Talmud (Sanhedrin 79a) interprets this verse as meaning that if the woman miscarries but suffers no other injury, the person responsible must pay compensation for the loss of the unborn child, but suffers no other penalty. If, however, the woman dies, he is guilty of a much more serious offenseAs a general rule, abortion in Judaism is permitted only if there is a direct threat to the life of the mother by carrying the fetus to term or through the act of childbirth. In such a circumstance, the fetus is technically considered a “pursuer” who is threatening the mother’s life, and so the fetus may be terminated in “self-defense.”. Despite the classification of the fetus as a pursuer, once the baby’s head or most of its body has been delivered, the baby’s life is considered equal to the mother’s, and we may not choose one life over another because it is considered as though they are both pursuing each other.No rabbinic authority permits intentional abortion when the mother’s life is not in danger. Some rabbinic authorities attribute this to the prohibition against murder, while others prohibit optional abortion on the basis of the value of the potential human life of the fetus.Abortion and Catholicism-The official teachings of the Catholic Church oppose all forms of abortion procedures whose direct purpose is to destroy an embryo or fetus since it holds that human life must be respected and protected absolutely from the moment of conception. The Church does recognize as morally legitimate certain acts which indirectly result in the death of the fetus, as when the direct purpose is the removal of a cancerous womb. In addition to teaching that abortion is immoral, the Catholic Church also generally makes public statements and takes actions in opposition to its legality.Apart from indicating in its canon law that automatic excommunication does not apply to women who abort because of grave fear or due to grave inconvenience, the Catholic Church, without making any such distinctions, assures the possibility of forgiveness for women who have had an abortion.Surveys have shown that the views of Catholics is not entirely in line with the canon of the Church. More than half of U.S. Catholics (56%) said abortion should be legal in all or most cases, while roughly four-in-ten (42%) said it should be illegal in all or most cases, according to the 2019 Pew Research Center survey. Christianity and abortion-There are a variety of positions taken by contemporary Christian denominations on the topic. In the twentieth century, the debate over the morality of abortion became one of several issues which divided and continue to divide Protestantism. Evangelicals have sought to sharply restrict the conditions under which abortion is legally available. At the other extreme, some Protestants support freedom of choice and assert that abortion should not only be legal but even morally acceptable in certain circumstances.Protestant supporters of abortion rights include the United Church of Christ, the Episcopal Church, the Presbyterian Church (USA), and the Lutheran Women’s Caucus. The American Baptist Churches USA and the Evangelical Lutheran Church of America consider abortion permissible under certain restricted circumstances.The Church of Jesus Christ of Latter-day Saints (Mormon), the Eastern Orthodox Church, and Jehovah’s Witnesses strongly oppose abortion. A new survey released by Pew Research Center on March 15 contains positive news for American Jews and certain, but not all, other faith groups stateside.Among the 42% of non-Jewish Americans who expressed favorable-unfavorable opinions about Jews, 34% were very or somewhat favorable, while 7% were unfavorable. That positive differential—27 points—was the largest of any faith group in the survey.Among non-Catholics, 26% were very or somewhat favorable and 21% were unfavorable towards Catholics (5 points), while more Americans who aren’t Muslim, atheist or Mormon saw those groups as more unfavorable than favorable.A total of 17% of non-Muslims saw Muslims favorably, compared to 22% unfavorably (a -5 differential), 17% of non-atheists saw atheism at least somewhat favorably compared to 25 unfavorably (-9 differential) and just 14% of non-Mormons had favorable views of members of the Church of Jesus Christ of Latter-day Saints, compared to 26% unfavorable (-12% differential).“This survey confirms what we have found repeatedly over the past decade, which is that on the whole, Jews are among the most positively regarded religious groups in America,” Alan Cooperman, director of religion research at Pew Research Center, told JNS. “Overwhelmingly, Americans express either favorable or neutral feelings toward Jews, and relatively few—about 6% in the latest survey—say they view Jews unfavorably.”No matter how Pew has posed the question about attitudes towards U.S. religious groups over the years, “Jews have topped the list or been tied at the top of the list with a few other groups,” such as Catholics and mainline Protestants, “as the most positively viewed overall,” he said.The data does not mean that the United States is nearly free of antisemitism. Other sorts of studies show increasing numbers of antisemitic incidents, as well as hate crimes broadly, in the United States in recent years, according to Cooperman.“In our 2020 survey of U.S. Jews, which came in the wake of violent attacks on Jews at synagogues in Pittsburgh and Poway, Calif., we found that 75% of Jewish Americans thought there was more antisemitism in America than there had been five years earlier, and a slight majority (53%) of Jewish Americans said in the 2020 survey that they, personally, felt less safe as a Jewish person in America than they had five years earlier,” he told JNS.The two findings do not contradict one another, according to Cooperman.“Both things can be true at the same time—that, on the whole, Jews are well-regarded by their fellow citizens in the United States, and that antisemitic incidents are rising. In fact, when we asked Jewish Americans in 2020 for their thoughts on why antisemitism was rising, relatively few said they thought it was solely because the number of antisemites in the U.S. public had risen. A reporter with the Guardian Australia has replicated an experiment by a Vice reporter who broke into his own bank account by using artificial intelligence to beat a voice biometrics system used to protect people’s Australian government accounts.The reporter trained a system with “just” four minutes of speech and used the cloned voice to bypass a security system used by the Australian Taxation Office and government’s Centrelink tool. Services Australia, which is responsible for the Centrelink service, claims on its website that the voice biometrics system includes liveness detection.Details like how many attempts the reporter made or what AI service was used to generate the voice clone are not revealed in the article.The voice biometrics used in the service are provided by Nuance, which referred the Guardian to a blog post claiming 86 to 99 percent accuracy in detecting synthetic voices.HID Global says in an ebook on ‘The Right Biometrics Capabilities for Better Banking’ that liveness detection is a key feature for remote authentication and identity verification, and can take several forms. That includes voice liveness, but can also include other factors like location metadata, which might catch many fraud attempts, but not one carried out by the person who owns the account.The company advises the use of multimodal biometrics, liveness and AI technologies, and edge-enabled scanning among capabilities to improve the banking experience.The value of layering technologies is also emphasized in a report on the 2023 authentication landscape and top trends from Pindrop.Among the reports findings is the necessity of employing multi-factor authentication, and the relative weakness of one-time passwords as part of an MFA process. But it sets up negotiations across institutions, to address political agreements across nations and hot-button issues such as privacy and accessibility.“Today’s plenary vote brings us one step closer to a trusted digital identity framework that gives the users of the digital wallet full control over their own data,” said Romana Jerkovic, rapporteur for the EU Parliament, according to Euractiv. “The measure of trust in the new system by our citizens will be the ultimate measure of its success, and we will continue to work hard to earn that trust.”Europe’s digital wallet system is being designed to measure up to behemoths such as Google and Apple: ID document storage that can include birth certificates, driver’s licenses and other forms of personal identification, usable across EU nations.Considerations include privacy and accessibility for the elderly-To ensure privacy protection, Parliament has insisted on strict safeguards, which include limiting the system’s ability to track user data across different interactions. Worldcoin’s dream of providing biometrically unique “proof of personhood” for the entire globe takes a step forward with the release of its software development kit and updated protocol. The aim is to reduce fake social media accounts, prove whether you are chatting with a human or chatbot and reduce fraud, while creating a platform for far loftier goals such as universal basic income.An integration with social platform Discord was available on release this week. Signing in to Discord with a World ID, and therefore proving a user is human, grants special privileges.The protocol and World ID do not prove who a person is: no biographic information is collected according to the firm (other reports vary, see below). It also does not prove that a person using it is the person who initially underwent registration.Ultimately, as no further biometric check is made at the point of use, it does not appear to deliver proof of personhood or humanity, more a proof that an individual’s smartphone was involved rather than a botnet.Reporting and research so far has called the venture a “scam-experiment” and exploitative of vulnerable people. Our own look at the claims versus the technical setup of the scheme has led to many questions which have not been satisfactorily answered by the project.Overall scope of Worldcoin to World ID-Worldcoin has already biometrically registered more than 1.36 million individuals at the time of writing with paid ‘operators’ taking around 250 custom-built, iris-scanning Orbs into communities around the world. The aim would be to grow this fleet to as many as 50,000 scanning devices at peak registration.-The original vision was for a cryptocurrency where everyone in the world would be issued an equal amount with the potential to redistribute wealth more evenly.This would require a way to check whether an individual has already registered. The team decided that only iris scanning offered the accuracy and scale for a global operation, due to the richness of irises themselves.Individuals registering are promised that 25 Worldcoins will be transferred to an account when the cryptocurrency launches later in the year, a date which seems to keep shifting.The idea is that every person on Earth (except anyone living in Iran, Cuba, and the U.S., while residents of the states of Illinois, Texas or Washington or the cities of Portland, Oregon or Baltimore, Maryland are not permitted to even present their biometrics to the Orb) will be allotted 25 coins, no more, no fewer, with disincentives built in for selling them on. There are few details on this aspect of the project and the emphasis is increasingly on the proof of personhood which has developed from the project.Criticism of Worldcoin, World ID-An excellent piece by IEEE Spectrum explores how Worldcoin realized that World ID could be a bigger deal than the cryptocurrency, and compares registrants’ expectations for the currency to signs that even before launch it is becoming a DAO (decentralized autonomous organization) token, to give those registered a stake in the blockchain-based venture and a say in how it is managed. The IEEE piece argues there is no mention of this at enrollment campaigns it has observed.The MIT’s Technology Review reports in depth of cash bribes and payments to local officials, as well as promises of future wealth to registrants during sign-up campaigns in Indonesia and around the world, where more personal details were collected than advertised. Here we attempt to address the technical, biometric and ‘identity’ aspects of the World ID side.Ahead of SDK launch, Biometric Update spoke to Tiago Sada, head of Product at Tools for Humanity, the organization providing the tools behind the development of the Worldcoin protocol.Private keys and zero-knowledge passport stamps-Users first download the World App, rolling out in 50 countries (not yet in the UK where this reporter is based). It generates a private key for their World ID. They can then undergo two levels of increased verification: linking a phone number or undergoing iris scans – both eyes – with the soccer-ball sized chrome-effect Orb.“When you go to an Orb, what is happening is it’s using biometrics to decide whether you’ve previously verified or not a World ID,” explains Tiago Sada. “And so if you haven’t, what it does is it essentially stamps that passport. So when you’re using your World ID, you basically take that passport and only show the page that has your stamp from the Orb.“You’re proving that you are a person that is unique, meaning you already have one of these World IDs – a verified World ID – but you’re not revealing any other information about yourself.”This is not the same as biometric binding for typical (digital) identity systems. The Orb process creates a hash of the irises, no iris images are kept claim the team, unless you opt in, in which case the images are kept. Not opting in may require subsequent visits to an Orb, according to the biometric consent form (6 March 2023 version).The Orb then sends the iris hash and a hash of the public key to Worldcoin (the Orb has Wifi and a SIM card slot) which checks the iris hash in the central database. If it is already in the database, the registration is rejected. If not, the iris hash is added and the public key enters the Worldcoin blockchain. The iris code cannot be deleted, according to the biometric consent form.That passport stamp is just a stamp, says Sada. It is not linked to a person’s biometrics or anything else they use such as a crypto wallet. It is proving that a unique person owns the World ID private key. The system works on the cryptographic concept of zero-knowledge proofs: the prover can prove something to the verifier – that they have a unique World ID – without revealing any of the content – who they are.It requires a smartphone as the private key is kept on the secure enclave. Desktop use directs the user to their smartphone, as with Nametag.While getting a World ID seems easy, there may be a wait for a user to reach an Orb: “A user downloads the World App. When they do that, the application then generates a random private key for the World ID, and then you essentially already have World ID,” says Sada.“It just has a really low level of verification then if you verify the phone number, then it’s a little bit more verified. And then if you visit an Orb or it’s even more verified, makes the ultimate level of verification.”Telephone number checks are conducted by Twilio and play a significant role. The Privacy Notification states that the Proof of Personhood process “may allow developers to use other signals such as phone number verifications instead of, or in addition to the IrisCode.”The Biometric Consent form also states that without biometric verification, “you will not be able to use certain features in the App, such as claiming your share of WLD [Worldcoins] for free or establishing a unique, portable digital identity. Like every user, you still must agree to the Privacy Notice and User Terms and Conditions.”For example, by creating a World ID, details are automatically collected on “geo-location and tracking details, computer or mobile phone operating system, web browser name and version, and IP addresses.”Users will be able to access maps showing Orb locations within the World App.Proof of Personhood, not identity
In theory, no biographic details are captured on registration (the IEEE, MIT report otherwise). The World ID at this stage is proof of individuality. Biographic details such as name and age would have to be added via other integrations at the point of use.“Today the way it works is about custody of the World ID,” says Sada. “So there is no check, there is no authentication stuff that happens. It’s simply ‘hey, I’m proving to you that I hold the private keys of a World ID and I can make you these statements about that’.”There is also the problem that the current system does not prove that the unidentified user is the same unidentified person who originally registered.“That is something that we’re working on. The way this will work is very cool,” says Sada. “For global deduplication you need iris because of the fraud and more importantly the entropy guarantees that you get from it, because that’s a 1 to N comparison. But reauthentication is only a 1 to 1 comparison.“So something like face is more than sufficient and this is why your phones and whatnot use face authentication. So the way we envision something like reauthentication working is in particular for the biometric credential — for the phone credential is very simple, you just reverify the phone number.“For the biometric credential, you can imagine that a device like the Orb or any other devices that that are supporting the protocol in the future could issue actually two credentials tied to each other, but issue the iris uniqueness credential.“But it could also issue a face embedding credential that instead of being stored on a server would be sent to your device and you would be able to hold, assign the embedding of your face locally on your device. As Sada points out, biometrics mean a unique individual, and does not necessarily mean only one account.For example, a social media platform could allow a World ID holder to verify a set number of accounts – say five. The protocol allows the platform to know how many times the World ID has been used, without letting it see who the user is or link those multiple accounts to one individual.The protocol and SDK pair-up also means that a social platform could require World ID for each ‘like’ of content. These likes could be shown as from a unique individual, but that individual can remain anonymous. It would not be visible to anyone else that likes from different accounts are from one individual.Sada calls these “anonymous actions.” The protocol could be particularly useful for voting. Votes could be verified as being from an individual, and that individual World ID holder would not be able to vote more than once, but remain anonymous in identity and vote choice.Global hotspots and GDPR not-spots-Despite the company maintaining that it treats all data in line GDPR, as noted above, shared biometric data can be transferred to the U.S. The U.S. has failed to reach a data adequacy agreement with the EU.Portuguese capital Lisbon is one of the five focus cities for the project going forward.The others are Buenos Aires, where crypto is still seen as a safer bet than fiat currency, Santiago, Nairobi and Delhi, which does not yet have a data protection law. The privacy-first part also appears challenged by the metadata captured by the app, global transfer of data to non-data-adequate territories and the practicalities at registration rallies where other reports describe physical identities being photographed and names, numbers and email addresses being taken.And without a biometric check at point of use, the system seems only to be a test of device or iris uniqueness at the outset rather than proof of personhood.

The boom in Artificial Intelligence has regulators trying to catch up with technology that advances its capabilities by the day. As OpenAI’s ChatGPT and its cousins in General Purpose Artificial Intelligence (GPAI) create waves across industries and governments, the technology perhaps provides its own best analogy with the self-driving car: it is impressive — until it runs over a pedestrian.Barely four months into its public life, OpenAI’s ChatGPT has upended European efforts to formalize the Artificial Intelligence Act, the flagship legislation to create safeguards and standards to apply to AI. According to Politico, the current draft of the AI Act aims to curtail potential harm; it addresses what it calls “high-risk” AI and restricts certain applications, such as social scoring, manipulation and some uses of facial recognition. But large language models such as ChatGPT, which have a broad range of applications, are categorized as General Purpose AI (GPAI) — and are therefore harder to pin down on a regulatory level.On March 14, EU lawmakers put forth an amendment that would require GPAI providers to comply with standards initially designed for high-risk applications deemed likely to cause harm. According to Euractiv, the new draft requires large language models to undergo “external audits testing their performance, predictability, interpretability, corrigibility, safety and cybersecurity in line with the AI Act’s strictest requirements.”Response to the proposal has been mixed, with opponents expressing concern about overreach, and activists arguing that the law does not go deep enough and needs to apply not just to text-making systems, but to other kinds of GPAIs, as well.GPT-4: image in, text out-OpenAI continues to push development, with the release of GPT-4, the newest generation of its foundational AI model. As reported in Techmonitor, unlike its predecessor (3.5, which powers the current version of ChatGPT), the system can intake both text and images, and output text based on pictures.“GPT-4 is a large multimodal model (accepting image and text inputs, emitting text outputs) that, while less capable than humans in many real-world scenarios, exhibits human-level performance on various professional and academic benchmarks,” reads a post on OpenAI’s blog.GPT-4’s image capabilities will only be available to one client, for now: Be My Eyes, an app that uses AI and video to assist people with visual impairments. With a fresh $10 billion investment from Microsoft behind it, the San Francisco-based research lab — which was founded in 2015 by, among others, Elon Musk and Peter Thiel, and has both non-profit and for-profit arms — is speeding ahead with new technological jumps; there was speculation that GPT-4 might come with video capability, and while that was not the case, it is sure to arrive eventually.Human oversight is a key piece in the European AI Act’s regulatory framework. But, writing in The Parliament magazine, Johannes Walter, a German researcher and academic, argues that evidence shows human oversight can too often fail. He points to studies showing that people cannot always discern poor algorithmic recommendations, and to evidence from the world of policing and healthcare, where human oversight has not prevented technological bias.“The problem with the AI Act is that it presupposes that AI systems have always been designed in such a way that human oversight will be effective,” says Walter. “As evidenced by self-driving cars that allow their operators to become distracted for extended periods, this is clearly not the case. At the same time, the state of New York says it will join those of its peers who have some version of a mobile driver’s license.NIST is hoping that working with businesses, agencies and academic researchers will result in three outcomes. Comments are due by March 31.First, the agency, through its Computer Security Resource Center, wants to create an open-source reference implantation of mobile identification.Also, officials want to create demonstrations and prototypes in the lab.Finally, they want to publish best practices for deploying secure, resilient and interoperable mobile driver’s licenses.The group will focus on ISO/IEC 18013-5 and the draft of 18013-7. It is expected to evaluate, implement and test the claims behind the pair.Meanwhile, New York’s Motor Vehicles Department is setting up to distribute mobile driver’s licenses this year.Department officials briefly mentioned the idea last month, but it apparently went largely unnoticed. Trade publication Government Technology says few want to talk about it right now because it is early in the process.Utah’s ID has expanded to providing proof of identification at the state’s Salt Lake City airport. A United Nations special rapporteur has voiced grave apprehension about a sharp rise in the use of biometrics, artificial intelligence (AI) and spyware to fight global terrorism.Fionnuala Ní Aoláin, a UN human rights advisor on countering terrorism, presented a report to the body’s Human Rights Council acknowledging that biometric systems have positive effects but that they are also being used to violate human rights.Ní Aoláin (pronounced nee AYlen) is advocating a moratorium on certain biometric technologies, including lethal autonomous weapons.In the report, she highlights how counterterrorism and security concerns are often used to justify using biometric identification and surveillance tools.Ní Aoláin expresses concern over deploying and transferring the tools especially because of their ability to erode rights of privacy, expression, association and political participation. She points specifically to how several countries use of spyware against journalists and civil society actors.Further, Ní Aoláin is concerned about bias built into algorithms and the global wholesale collection of biometric data.She says biometric tools have become indispensable to some law enforcement and administrative agencies. The algorithms are being given civil context through identification, criminal justice and border management roles.According to the report, the Covid pandemic has had a similar role, making the collection of biometric data seem routine.“While biometric tools have been used successfully for legitimate public interest purposes, they have also been employed in connection with gross human rights violations, atrocity crimes and oppressive and authoritarian regimes,” writes Ní Aoláin in the report.Ní Aoláin also brought up China’s Xinjiang Uyghur Autonomous Region, which has been at the forefront of this trend. Reports indicate that authorities have collected mass biometric data from citizens.Biometric data use in Somalia and by Israel in the occupied Palestinian Territory has raised similar questions for the special rapporteur.The UK Mission to the WTO, UN and Other International Organisations welcomed the recommendations, saying in a statement, “To be truly effective, our counter-terrorism and violent extremism efforts must respect human rights. A prominent Reform rabbi in New York City gave a sermon on Friday he labeled “the most painful” of his career, addressing Israel’s contentious judicial overhaul which he said was a move by the government “to speed headlong toward the abyss.”“In a parliamentary system, especially a young democracy like Israel’s that lacks a written constitution and centuries of common law, the government can speed headlong toward the abyss and if determined enough — or unhinged enough — very little can stop it,” said Rabbi Ammiel Hirsch, the senior rabbi of Manhattan’s Stephen Wise Free Synagogue.Hirsch said that for many years, Israel’s immediate fight for survival took precedence over legislating the nation’s fundamental constitutional principles.“It is legitimate, even necessary, to debate the proper balance of power between the unelected judiciary and the elected legislature,” Hirsch said.However, he lamented the “breakneck speed” at which the government was pushing through the overhaul.“The Israeli government is tearing Israeli society apart and bringing world Jewry along for the dangerous ride,” he said.“To be clear: This government was lawfully, legitimately and democratically elected. It has a mandate to govern,” Hirsch said. “Still, even democratically elected governments are obligated to uphold democratic principles — not only the will of the majority, but the preservation and protection of minority rights — as determined by adequately empowered and independent courts.”“I hope that the silver lining of this crisis will be the opportunity to finally address the foundational principles of Israeli society. While it is for Israel’s citizens to determine these principles, world Jewry has an important role to play. Rabbi Yehuda Glick has at times been called an “extremist”.An American-born Israeli Orthodox rabbi, Temple Mount activist, and former Likud Member of Knesset, Rabbi Glick’s efforts are focused on the Temple Mount. As the President of Shalom Jerusalem Foundation, he campaigns for expanding universal access to the Temple Mount.Ironically, it is this universalist vision that has led to this characterization of the rabbi as a right-wing fundamentalist.“I am an extremist: an extremist for human rights,” Rabbi Glick told Israel365 News. “We have to end this absurd situation where people are prevented from praying on the Temple Mount on the basis of their religion.”Currently, non-Muslims, including Jews, can visit the compound where the Holy Temple of Jerusalem used to stand only under severe restrictions. It’s not a political issue. I try to connect with Muslims as well. I reach out to Republicans as well as Democrats.”The rabbi also acknowledged that currently Christian evangelicals are among the most engaged supporters of Israel.“Today, it is certainly easier to connect with evangelical Christians over Jerusalem but that is not by any choice that I am making to target them,” he said. “They happen to be the ones opening the doors today. But my goal is to develop Zionist movements. I definitely would like Indonesian Zionists, Malaysian Zionists, and Indian Zionists. I want all nations to be Zionists.”“That is pretty ironic,” Rabbi Glick said. “100 years ago, the biggest enemies of the Jewish people were Christians, and the Muslims were actually most friendly with Israel. Granted, there always were Christians who were better friends than the Muslims. And I think vice versa. But this is where we are for the time being.” Rabbi Glick said that his experience has connected him to many people from the broad spectrum of politics.“To call it right-wing may not be accurate,” Rabbi Glick said. “This is just a political expression of a universal Biblical ideal. When I was in the Knesset, I met with many American liberals and I shared my vision with them as well. I showed them how the Temple Mount is connected to human rights as the liberal western values.
