The European system of values is being challenged in its resilience by the global megatrends: globalisation, digitisation, migrations, artificial intelligence and rise of global threats.This is the time when the European Union needs to make sure it is taking the right direction, with digitisation and security at the core. Our actions will only be decisive when we create a competitive, prosperous, resilient and secure Europe - for every European citizen.In this respect, Europe has much common ground to come together in digitisation and cybersecurity.Cybersecurity often pops up when we speak about risks and threats. However, cybersecurity - and security in general - is more than that.Cybersecurity is a digital and technological enabler for industrial modernisation, for effective defence and for successful development of artificial intelligence.Cybersecurity is a core element of Europe's whole digital infrastructure and of the Digital Single Market itself. Only with this mindset will Europe become a global leader in digital technologies and a secure place for its citizens.There are several strategic challenges in cybersecurity where political decisiveness is needed in Europe. Cybersecurity is primarily a strategic and political issue, and also more strategic-political-social research analysis is needed.-Moving faster than ever-Without a credible and self-sufficient European cybersecurity industry, Europe will lack digital competitiveness. Europe is now home to many start-ups, but they do not manage to scale up or they move out of Europe to grow. Innovation, a more developed and dynamic venture capital market and a true single market are key elements to ensure that European companies grow to become global market players - and stay in Europe.Then defence. The future of Europe will revolve around digitisation and cybersecurity even more when looking at it from the defence angle. Cyber defence is one of the areas in which the need to step up cooperation is strongest: defence and security is what Europeans ask and expect from their leaders.Security has become the number one concern for citizens. Eurobarometer polls show that three quarters of the respondents expressed themselves in favour of more Europe in security and defence. And the leaders have committed to it.Europe is now moving faster than ever in increased security and defence cooperation. A Defence Union is not yet here, but we have just witnessed the birth of a Permanent Structured Cooperation (Pesco) amongst 25 EU member states. In other words, almost the whole European Union will carry out joint projects, including on cybersecurity.For now this is just a commitment to cooperation, but nothing prevents it from becoming a real common defence, if our heads of state and government so decide.-'Ethics by design'-In fact, common defence is not a binary choice of all or nothing. It can be framed progressively, starting from the areas where the added value of supranational cooperation is biggest. There is a clear case for this in digital and cybersecurity matters. Cooperation is the condition sine qua non to exercise sovereignty in a globalised world where digital threats are global and do not respect borders.The efforts to create a seamless internal market for cybersecurity technologies, the work to strengthen European autonomy regarding cyber capabilities and the performance of joint operations to detect, react to and deter cyber threats are elements which, put together, could constitute the first nucleus of a future, comprehensive Common European defence.This is a vision of solidarity, of trust and of opportunities. A shared vision that could become reality.Against this picture, ethics needs to be considered as well. We are now developing technology more quickly and radically than ever previously in human history. This is a development which can also change humanity. "Ethics by design" should be the principle - whatever technology we are creating.It is, for instance, a question of how to bring greater transparency to the ever increasing number of algorithms that affect our lives. Algorithms and technologies cannot be developed only outside Europe and based on different sets of values than European ones. Neither had the European commissioner for agriculture, Phil Hogan.Last February, Bulgaria opened a debate at a meeting of agriculture ministers with a paper stating that the bioeconomy employed around 22 million people in the EU. Hogan also cited that figure.The bad news was that their information was outdated. The figure comes from the commission's bioeconomy strategy paper, published back in February 2012.At the presentation of the strategy in Brussels, Maire Geoghegan-Quinn, who was the EU commissioner for research, innovation and science, at the time, said the bioeconomy was not simply a "niche area", it also promoted growth and jobs."With an annual turnover of around two trillion euro, and employing around 22 million people, the bioeconomy is already one of the Union's biggest and most important sectors. Its potential for the future is even greater," she said.More recent estimates, however, showed that the sector is not a niche, and the figures by the commission's in-house think tank, the Joint Research Centre, revealed the total number of bioeconomy jobs in the EU was never that high. Instead, it has been decreasing steadily.In 2008, the bioeconomy employed 20.76 million Europeans. Over the next six years, that figure dropped consistently. By 2014, the most recent figure available, the number of bioeconomy jobs stood at 18.59 million.While the overall job market in the EU shrunk during that period, the bioeconomy sector was hit proportionally harder. A large share of that is due to a relentless drop in agriculture jobs.Between 2008 and 2014 over a million farm jobs evaporated. The wood production and wooden furniture sector also saw some 380,000 jobs lost.-Strategy had 'weaknesses'-The employment figure is not the only thing that is outdated in the 2012 bioeconomy strategy paper and accompanying action plan. The commission has planned to overhaul the entire strategy.In November 2017, the commission published a review of its own strategy paper. Although it was worded diplomatically, it was nothing short of a scathing critique of the original paper, which had five goals.Those five goals were: to ensure food security; manage natural resources sustainably, reduce dependence on fossil fuels; mitigate and adapt to climate change; and job creation.The review said that the "intrinsic weaknesses" of the strategy and action plan was that goals were only generally described, and that the goals lacked "specific, measurable, attainable, relevant, and timely" targets.As a consequence, it was "difficult to monitor progress and fully assess, or evaluate, the extent to which the implementation of the actions contribute to the five strategic objectives"."Also, the sheer number and diversity of (sub-)actions may have resulted in a sub-optimal focus and some overlap," it added.-A western European affair-Another critique was that the goals of the bioeconomy strategy were also the goals of many other EU policies."These policies and other factors such as the macro-economic context have had an important influence on addressing these objectives. It is, therefore, not possible in this review to quantify the direct contributions that the bioeconomy strategy and its action plan have made to help achieve these objectives."The review did say that the strategy has helped increase awareness of the importance of the bioeconomy, but some caveats can be added there too.The 2012 paper had called on EU member states to come forward with their own national bioeconomy strategies. The review found that those countries with national strategies were mainly those fifteen states that have been EU members since before 2004, while central and eastern EU countries "lag behind".An east-west division can also be distinguished when looking at annual turnover figures of the bioeconomy sector. In 2014, 88 percent of the €2.2 trillion in turnover was made in the EU15. In part, that is because in eastern EU states the bioeconomy sector is mostly made up of agriculture jobs.The agriculture and forestry sectors are still too often nothing more but a supplier of raw material, EU agriculture commissioner Hogan said at the February ministerial meeting."The bioeconomy has the potential to improve the living conditions of primary producers – our farmers and foresters - by creating additional outlets for higher value-added products as well as spurring innovation in the primary sector. However, in order to achieve this potential, primary producers need to play a more active role in the value creation of the bioeconomy supply chains," he said.The commission has scheduled publication of the reviewed bioeconomy strategy for the third quarter of 2018.

(Reuters) - The Florida school district that includes the high school where a gunman massacred 17 people has rejected its share of new state funding to be used for arming teachers, county officials said on Wednesday.The Feb. 14 attack at Marjory Stoneman Douglas High School in Parkland ramped up a long-running U.S. debate on gun rights and sparked a youth movement led by survivors of the attack, many of whom have been critical of the idea of arming teachers.The Broward County School Board, which oversees Stoneman Douglas and other schools, said in a statement it had voted unanimously against accepting money from a $67 million statewide program, signed into law last month by Governor Rick Scott as part of a package of gun-control and school safety measures.Board members want Scott, a Republican who earlier this week launched a run for the U.S. Senate, to allow them to allocate the money in other ways, such as providing additional funding for school resource officers (SROs) - trained law enforcement officers that are often already armed."For them to dictate to us that this money can only be spent to arm our employees is a travesty," school board member Robin Bartleman said in a phone interview on Wednesday."What I want to see happen is the legislature free up that money to districts so we can use it for mental health programs or to hire more SROs."In addition to creating the fund to allow school staff to be trained and deputized to carry guns on the job, Scott signed measures that raised the state's minimum age to buy any firearm to 21 and imposed a three-day waiting period on gun purchases.The $67 million Aaron Feis Guardian Program, named after a coach who was among those killed in the Parkland massacre, allows local sheriffs and school districts to opt out if they wish. LOUISVILLE (Reuters) - A civil rights group on Wednesday sued to block a Kentucky law that restricts abortion access in the state a day after the governor signed the bill.The American Civil Liberties Union, on behalf the state's lone abortion provider, filed the lawsuit in U.S. District Court in Louisville seeking to stop enforcement of House Bill 454, which bans a common abortion procedure from the 11th week of pregnancy onward.The law, which bans the procedure known as dilation and evacuation for women in their second trimester except in cases of emergency, took effect late Tuesday after Republican Governor Matt Bevin signed the bill. The procedure accounts for 16 percent of all abortions performed in Kentucky."Kentucky politicians have already shut down all but one abortion clinic in our state," Michael Aldridge, executive director of the ACLU of Kentucky, said in a statement. "Now they want to invade the exam room and stop doctors from providing safe, quality care. It's shameless, insulting, and dangerous."Bevin's office could not immediately be reached to comment.Last year, a similar measure passed by Texas lawmakers was struck down by a federal judge. Similar bans in other states, including Alabama, Arkansas, Kansas and Oklahoma, have also been struck down by courts.Last month, Mississippi's governor signed into law the most restrictive U.S. abortion measure, banning all abortions after the 15th week of pregnancy. It submitted an amended complaint on Monday to go after other restrictions on abortion.The lawsuit, filed in Jackson, the state capital, says Mississippi singles out clinics that perform abortions with stricter licensing requirements and regulations than other medical clinics.The complaint asks the court to reverse state laws that require women to make two separate trips to a clinic before an abortion is performed and to wait 24 hours after receiving state-mandated information on the procedure.It says the 15-week limit is part of a 25-year legislative campaign to eliminate women's constitutional right to access abortion in Mississippi.A federal judge blocked the new law through April 13.Bryant, a Republican, has defended the legislation, saying it was intended to protect the health of mothers-to-be."I want Mississippi to be the safest place in America for an unborn child," he said in a statement emailed to Reuters on Monday.But Nancy Northup, president of the Center for Reproductive Rights, said the law was really about "shaming women and blocking access to abortion care."The U.S. Supreme Court in 1973 ruled in Roe v. WASHINGTON (Reuters) - A U.S. government report on Tuesday blamed Hawaii's false alert of a missile attack in January on a combination of human error and inadequate safeguards.The alarm, which went uncorrected for 38 minutes after being transmitted to mobile phones and broadcast stations, caused widespread panic across the Pacific islands state.The Federal Communications Commission's final report on the incident followed disclosures that the employee who issued the warning mistook a test drill for an actual attack.The FCC said the primary error was the misunderstanding by the employee who sent the alert, but it also blamed a miscommunication between two supervisors. It added that Hawaii authorities should not have allowed a single employee to send an alert without requiring confirmation from a second person.The report found that Hawaii conducted far more drills than typical and did not have a plan to respond and correct a false alert. It also blamed deficiencies in Hawaii's training.The top two civilian officials of the Hawaii Emergency Management Agency resigned in January after the incident and a warning-system officer who admitted to mistakenly issuing the alert was fired. Hawaii has made numerous changes in an effort to prevent future incidents and named a new emergency management agency administrator last month.A Hawaii investigation in January found the system for activating a missile alert and conducting emergency drills was deeply flawed, lacking sufficient clarity, fail-safe controls or even a pre-programmed way of issuing a false alarm notice to the public.The Hawaii Emergency Management Agency referred questions to Lieutenant Colonel Charles Anthony, a spokesman for the Hawaii Department of Defense, who called the FCC report "comprehensive" and said it covered much of the same ground that the state's reviews had found. First, let's talk about handing over areas controlled by other countries in Syria to Syria," Erdogan told reporters, dismissing comments from Russia's foreign minister, Sergei Lavrov."When the time comes, we will give Afrin to the people of Afrin personally, but the timing of this is up to us, we will determine it, not Mr. Lavrov," he said.Lavrov on Monday said the easiest way to normalise the situation in Afrin was to put the area back under the control of Syrian government, the Interfax news agency reported.While Turkey is cooperating with both Russia and Iran to wind down some of the violence in Syria, Ankara has long demanded that President Bashar al-Assad must go and has backed rebels against him. RIYADH, Saudi Arabia (AP) — Saudi Arabia faced a flurry of attempted attacks by Yemen's rebels on Wednesday, with the kingdom's defense forces saying they intercepted missiles that targeted Riyadh and another city, and drones targeting an airport and an Aramco oil facility in the country's south.The attacks underscore how the Shiite rebels, known as Houthis, continue to retain a range of potentially lethal and disruptive ways to hit the kingdom, despite more than three years of devastating Saudi airstrikes on Yemen to try and roll back Houthi control of the Yemeni capital, Sanaa, and other northern strongholds.The strikes by the rebels in neighboring Yemen came just days before Saudi Arabia is to host heads of state and dignitaries for the annual Arab League summit, which will be held this year in the eastern Saudi city of Dammam. The location may have been selected by the kingdom to avoid Houthi missile strikes during Sunday's summit.Saudi state-run TV channel al-Ekhbariya carried an official statement saying the kingdom's defense forces intercepted missiles fired at Riyadh and the southern city of Jizan.The Houthi-run al-Masirah TV channel said the ballistic missiles targeted the Saudi Defense Ministry in Riyadh, among other targets in the kingdom's capital.An Associated Press reporter in Riyadh heard three loud explosions overhead just before sunset Wednesday. Iran denies arming the rebels.Al-Masirah TV said the Houthis used a Qasef-1 drone to disrupt air traffic at Abha airport and to target a Saudi Aramco facility in Jizan in response to what it described as "Saudi-American crimes against Yemenis."The Houthis last year unveiled the Qasef-1 drone, along with three other new types of drones used for surveillance and attack, claiming they were indigenously made.Evidence documented by the Conflict Armament Research group, or CAR, said the Qasef-1 drone appears to be Iranian-manufactured and has been supplied in batches to Houthi forces in Yemen. The Houthis and their allies have used the drones to disable Patriot missile defense systems deployed by Saudi-led forces in Yemen, said CAR.A week ago, Saudi air defense forces said they shot down a missile fired by the Houthis at the Aramco refinery in Jizan. Earlier this month, the coalition said the rebels attacked a Saudi oil tanker in the Red Sea, causing "minor damage" to the ship.A missile fragment last month killed an Egyptian resident of Riyadh — the first death reported in the capital as a result of the missile strikes. SANTIAGO/VATICAN CITY (Reuters) - Pope Francis acknowledged on Wednesday that he had made "grave mistakes" in the handling of a sexual abuse crisis in Chile, saying he felt shame and inviting victims he had once doubted to Rome to seek their forgiveness personally."I have made grave mistakes in the assessment and my perception of the situation, due in particular to a lack of truthful and balanced information," he wrote in an extraordinary letter to Chilean bishops.The letter followed a visit to Chile by one of the Vatican's most experienced sexual abuse investigators, Archbishop Charles Scicluna of Malta.Sciluna was investigating claims surrounding Bishop Juan Barros, appointed by the pope in 2015 despite accusations that Barros had covered up sexual abuse of minors by his mentor Father Fernando Karadima.Francis wrote the letter after receiving Scicluna's 2,300-page report and in the missive to the bishops he summoned them to Rome for a meeting. He did not say when it would take place.Such gatherings are rare and usually take place in a period of crisis in a national Church. A similar meeting took place in Rome with American bishops in 2002 during the papacy of Pope John Paul after a sexual abuse crisis exploded in the United States.In the three-page letter in Spanish, issued simultaneously at the Vatican and in Chile, the head of the Roman Catholic Church said he wanted to "re-establish trust in the Church, trust that was broken by our errors and sins, and heal the wounds that continue to bleed in Chilean society."Reading Scicluna's report caused him "pain and shame," he added.Controversy over Barros, bishop of the city of Osorno in Chile's south, dominated a recent trip the Argentine pontiff made to South America. Critics accused the pope of not understanding the depth of the crisis after he initially defended Barros and said he was the victim of slander."I apologize to all those I have offended and I hope to be able to do it personally in the coming weeks, in the meetings I will have (with victims)," the pope said in the letter.A number of men have accused Barros of protecting his former mentor, the Rev. Fernando Karadima, who was found guilty in a Vatican investigation in 2011 of abusing them and others when they were boys. Karadima always denied the allegations, and Barros said he was unaware of any wrongdoing.The letter gave no clue about Barros' future.During the pope's trip in January, a Chilean reporter asked a question about Barros."The day I see proof against Bishop Barros, then I will talk. There is not a single piece of evidence against him. It is all slander. Is that clear?" the pope replied.On the plane returning from Chile, Francis told reporters he believed the bishop was innocent.Days later, the pope did a turnaround and sent Scicluna to investigate.In his letter, Francis said the Chilean Church now had "to repair the scandal as much as possible and restore justice."In a statement Osorno parishioners said they appreciated the Pope's change of heart and accepted his plea for forgiveness.
