Ladies and Gentlemen, dear friends,
There is no alternative to globalisation. The current global crisis will not be solved through local regulation or through a protectionist re-nationalisation of global markets. Social justice will be achieved not only by promoting welfare equality. It will also be achieved by providing equality of opportunities, in particular through free and competitive markets. The current global crisis is an eye opener and it forces us to go back to basics, so to say. As harsh as it may be, the crisis should not cloud the fact that globalisation has contributed to pulling millions out of poverty. Yes - the market economy comes with bubbles and recessions, but the long term trend has been towards prosperity. Nobody can deny that competitive and open markets have been a main force behind the wealth and prosperity that the world has obtained so far. And few dispute that markets must play a key role if we are to maintain and extend that prosperity.The crisis has also illustrated clearly that government interventions are unavoidable and that global inter-dependency requires a new type of global governance.
First, we need governments to set the rules of the game, to regulate markets so that they do not degenerate to crony or casino capitalism and to ensure that the incentives of participants are right, so that we don’t pollute our planet or destroy our social fabric.
Second, we need governments to complement the markets. To deliver the services that are not provided automatically by the market, but which we believe our citizens deserve.
How big a role the State should play is a long and old debate. You will find plenty of devotees on both sides. One thing is certain. Blind faith is of little use, whether it is in laissez-faire or planned economies. The real question is how we frame and -if necessary- correct markets to work for the public interest. We surely need governments to intervene and provide better regulation, but it needs to be done in a way that preserves the dynamism and innovation that comes from free competition.
One of the areas at heart of this debate in the European context is our state aid rules. The recent weeks demonstrated the importance of these rules and the danger of subsidy races for the common interest. Without state aid control, governments would simply be subject to the biggest corporate blackmail in history; sound companies would be penalised and reforms put off. As a result our economic engine would run slower, not faster.It may also be tempting to panic and resort to protectionism. To de-globalise, if you will. May be not in its most naked and apparent form, but disguised and dressed up as a concern for something else.
Many people already compare the current situation to the great depression of the 1930s. Back then the crisis came hand in hand with trade barriers such as the Smoot-Hawley tariff act in 1930 and antitrust exemptions such as the National Industrial Recovery Act (NIRA) in the US. That set off a cascade of protectionism and a steep decline in world trade. We all share a responsibility to avoid falling into that same trap this time! Let me be as clear as I can: if the survival of a company depends on whether it is well connected to politicians in a wealthy state willing to hand out taxpayers' money or to raise protective barriers, we are not getting more social justice, we are getting less.The concern for social justice should not lead us to deprive citizens of the freedom and benefits that come from flexible markets where efforts are measured in a competitive market and rewarded accordingly. But it should lead us to carefully design our social institutions so that everybody can truly participate in the economy on equal terms.
The response to the crisis or the concern for social justice should not lead us to scale down markets through protectionism, but rather to scale up the regulatory response so that it fits better to a world where we are all in the same boat.
We have lived through that experience in Europe already, albeit at a smaller scale. We moved closer together and created a Single Market. That was complemented by closer cooperation and coordination on many fronts. The European Union is in a way an ongoing laboratory for how best to allocate responsibilities at different levels.
The European response to the crisis could be replicated at a global level:
1.The fiscal stimulus to boost demand remains the responsibility of the EU Member States, but has been co-ordinated in a way that helps make them more effective. Fiscal policy has positive externalities and work better if they are synchronised.
2.The support schemes to the financial sector remained in the hands of Member States, but our state aid rules allowed the Commission to provide a framework that ensured consistency throughout the Union. If left unchecked, state aid to banks in one country would have had negative effects on banks in neighbouring countries.
Some initiatives need even more centralised structure. Our common currency, the euro, has been a strong stability factor. The European scheme for tradable CO2 emissions is a government-created market which we would be delighted to globalise to fight climate change. We need global responses. On the competition policy front the trend is in the right direction. A closer network of competition systems is slowly emerging after decades of work. Global rules on state aid would also be helpful.
Let me end by wishing that this crisis will be used as a catharsis and not as a curse. No, globalisation will not be stopped. Yes, we can build global governance structures, and not only for competition policy.Social justice does not need to be the victim of globalisation but can go hand in hand with regulated markets offering equal opportunities. The European Union is a small-scale example of this.

The World is Facing the First Truly Global Economic Crisis

Good afternoon, colleagues, ladies and gentlemen,
I would like to thank the forum’s organisers for this opportunity to share my thoughts on global economic developments and to share our plans and proposals.The world is now facing the first truly global economic crisis, which is continuing to develop at an unprecedented pace.The current situation is often compared to the Great Depression of the late 1920s and the early 1930s. True, there are some similarities. However, there are also some basic differences. The crisis has affected everyone at this time of globalisation. Regardless of their political or economic system, all nations have found themselves in the same boat.There is a certain concept, called the perfect storm, which denotes a situation when Nature’s forces converge in one point of the ocean and increase their destructive potential many times over. It appears that the present-day crisis resembles such a perfect storm.Responsible and knowledgeable people must prepare for it. Nevertheless, it always flares up unexpectedly.The current situation is no exception either. Although the crisis was simply hanging in the air, the majority strove to get their share of the pie, be it one dollar or a billion, and did not want to notice the rising wave.
In the last few months, virtually every speech on this subject started with criticism of the United States. But I will do nothing of the kind.I just want to remind you that, just a year ago, American delegates speaking from this rostrum emphasised the US economy’s fundamental stability and its cloudless prospects. Today, investment banks, the pride of Wall Street, have virtually ceased to exist. In just 12 months, they have posted losses exceeding the profits they made in the last 25 years. This example alone reflects the real situation better than any criticism.The time for enlightenment has come. We must calmly, and without gloating, assess the root causes of this situation and try to peek into the future.In our opinion, the crisis was brought about by a combination of several factors.The existing financial system has failed. Substandard regulation has contributed to the crisis, failing to duly heed tremendous risks. Add to this colossal disproportions that have accumulated over the last few years. This primarily concerns disproportions between the scale of financial operations and the fundamental value of assets, as well as those between the increased burden on international loans and the sources of their collateral.The entire economic growth system, where one regional centre prints money without respite and consumes material wealth, while another regional centre manufactures inexpensive goods and saves money printed by other governments, has suffered a major setback.
I would like to add that this system has left entire regions, including Europe, on the outskirts of global economic processes and has prevented them from adopting key economic and financial decisions. Moreover, generated prosperity was distributed extremely unevenly among various population strata. This applies to differences between social strata in certain countries, including highly developed ones. And it equally applies to gaps between countries and regions. A considerable share of the world’s population still cannot afford comfortable housing, education and quality health care. Even a global recovery posted in the last few years has failed to radically change this situation. And, finally, this crisis was brought about by excessive expectations. Corporate appetites with regard to constantly growing demand swelled unjustifiably. The race between stock market indices and capitalisation began to overshadow rising labour productivity and real-life corporate effectiveness.
Unfortunately, excessive expectations were not only typical of the business community. They set the pace for rapidly growing personal consumption standards, primarily in the industrial world. We must openly admit that such growth was not backed by a real potential. This amounted to unearned wealth, a loan that will have to be repaid by future generations.This pyramid of expectations would have collapsed sooner or later. In fact, this is happening right before our eyes.
Esteemed colleagues,
One is sorely tempted to make simple and popular decisions in times of crisis. However, we could face far greater complications if we merely treat the symptoms of the disease.Naturally, all national governments and business leaders must take resolute actions. Nevertheless, it is important to avoid making decisions, even in such force majeure circumstances, that we will regret in the future.This is why I would first like to mention specific measures which should be avoided and which will not be implemented by Russia. We must not revert to isolationism and unrestrained economic egotism. The leaders of the world’s largest economies agreed during the November 2008 G20 summit not to create barriers hindering global trade and capital flows. Russia shares these principles. Although additional protectionism will prove inevitable during the crisis, all of us must display a sense of proportion. Excessive intervention in economic activity and blind faith in the state’s omnipotence is another possible mistake. True, the state’s increased role in times of crisis is a natural reaction to market setbacks. Instead of streamlining market mechanisms, some are tempted to expand state economic intervention to the greatest possible extent. The concentration of surplus assets in the hands of the state is a negative aspect of anti-crisis measures in virtually every nation. In the 20th century, the Soviet Union made the state’s role absolute. In the long run, this made the Soviet economy totally uncompetitive. This lesson cost us dearly. I am sure nobody wants to see it repeated. Nor should we turn a blind eye to the fact that the spirit of free enterprise, including the principle of personal responsibility of businesspeople, investors and shareholders for their decisions, is being eroded in the last few months. There is no reason to believe that we can achieve better results by shifting responsibility onto the state. And one more point: anti-crisis measures should not escalate into financial populism and a refusal to implement responsible macroeconomic policies. The unjustified swelling of the budgetary deficit and the accumulation of public debts are just as destructive as adventurous stock-jobbing.
Ladies and gentlemen,
Unfortunately, we have so far failed to comprehend the true scale of the ongoing crisis. But one thing is obvious: the extent of the recession and its scale will largely depend on specific high-precision measures, due to be charted by governments and business communities and on our coordinated and professional efforts. In our opinion, we must first atone for the past and open our cards, so to speak. This means we must assess the real situation and write off all hopeless debts and “bad” assets. True, this will be an extremely painful and unpleasant process. Far from everyone can accept such measures, fearing for their capitalisation, bonuses or reputation. However, we would conserve and prolong the crisis, unless we clean up our balance sheets. I believe financial authorities must work out the required mechanism for writing off debts that corresponds to today’s needs. Second. Apart from cleaning up our balance sheets, it is high time we got rid of virtual money, exaggerated reports and dubious ratings. We must not harbour any illusions while assessing the state of the global economy and the real corporate standing, even if such assessments are made by major auditors and analysts.In effect, our proposal implies that the audit, accounting and ratings system reform must be based on a reversion to the fundamental asset value concept. In other words, assessments of each individual business must be based on its ability to generate added value, rather than on subjective concepts. In our opinion, the economy of the future must become an economy of real values. How to achieve this is not so clear-cut. Let us think about it together.Third. Excessive dependence on a single reserve currency is dangerous for the global economy. Consequently, it would be sensible to encourage the objective process of creating several strong reserve currencies in the future. It is high time we launched a detailed discussion of methods to facilitate a smooth and irreversible switchover to the new model.Fourth. Most nations convert their international reserves into foreign currencies and must therefore be convinced that they are reliable. Those issuing reserve and accounting currencies are objectively interested in their use by other states. This highlights mutual interests and interdependence. Consequently, it is important that reserve currency issuers must implement more open monetary policies. Moreover, these nations must pledge to abide by internationally recognised rules of macroeconomic and financial discipline. In our opinion, this demand is not excessive. At the same time, the global financial system is not the only element in need of reforms. We are facing a much broader range of problems. This means that a system based on cooperation between several major centres must replace the obsolete unipolar world concept. We must strengthen the system of global regulators based on international law and a system of multilateral agreements in order to prevent chaos and unpredictability in such a multipolar world. Consequently, it is very important that we reassess the role of leading international organisations and institutions.I am convinced that we can build a more equitable and efficient global economic system. But it is impossible to create a detailed plan at this event today.It is clear, however, that every nation must have guaranteed access to vital resources, new technology and development sources. What we need is guarantees that could minimise risks of recurring crises. Naturally, we must continue to discuss all these issues, including at the G20 meeting in London, which will take place in April.Our decisions should match the present-day situation and heed the requirements of a new post-crisis world.
The global economy could face trite energy-resource shortages and the threat of thwarted future growth while overcoming the crisis. Three years ago, at a summit of the Group of Eight, we raised the issue of global energy security. We called for the shared responsibility of suppliers, consumers and transit countries. I think it is time to launch truly effective mechanisms ensuring such responsibility.The only way to ensure truly global energy security is to form interdependence, including a swap of assets, without any discrimination or dual standards. It is such interdependence that generates real mutual responsibility.Unfortunately, the existing Energy Charter has failed to become a working instrument able to regulate emerging problems.I propose we start laying down a new international legal framework for energy security. Implementation of our initiative could play a political role comparable to the treaty establishing the European Coal and Steel Community. That is to say, consumers and producers would finally be bound into a real single energy partnership based on clear-cut legal foundations.Every one of us realises that sharp and unpredictable fluctuations of energy prices are a colossal destabilising factor in the global economy. Today’s landslide fall of prices will lead to a growth in the consumption of resources.On the one hand, investments in energy saving and alternative sources of energy will be curtailed. On the other, less money will be invested in oil production, which will result in its inevitable downturn. Which, in the final analysis, will escalate into another fit of uncontrolled price growth and a new crisis.It is necessary to return to a balanced price based on an equilibrium between supply and demand, to strip pricing of a speculative element generated by many derivative financial instruments.To guarantee the transit of energy resources remains a challenge. There are two ways of tackling it, and both must be used. The first is to go over to generally recognised market principles of fixing tariffs on transit services. They can be recorded in international legal documents. The second is to develop and diversify the routes of energy transportation. We have been working long and hard along these lines. In the past few years alone, we have implemented such projects as the Yamal-Europe and Blue Stream gas pipelines. Experience has proved their urgency and relevance. I am convinced that such projects as South Stream and North Stream are equally needed for Europe’s energy security. Their total estimated capacity is something like 85 billion cubic meters of gas a year. Gazprom, together with its partners – Shell, Mitsui and Mitsubishi – will soon launch capacities for liquefying and transporting natural gas produced in the Sakhalin area. And that is also Russia’s contribution to global energy security. We are developing the infrastructure of our oil pipelines. The first section of the Baltic Pipeline System (BPS) has already been completed. BPS-1 supplies up to 75 million tonnes of oil a year. It does this direct to consumers – via our ports on the Baltic Sea. Transit risks are completely eliminated in this way. Work is currently under way to design and build BPS-2 (its throughput capacity is 50 million tonnes of oil a year. We intend to build transport infrastructure in all directions. The first stage of the pipeline system Eastern Siberia – Pacific Ocean is in the final stage. Its terminal point will be a new oil port in Kozmina Bay and an oil refinery in the Vladivostok area. In the future a gas pipeline will be laid parallel to the oil pipeline, towards the Pacific and China. Addressing you here today, I cannot but mention the effects of the global crisis on the Russian economy. We have also been seriously affected.
However, unlike many other countries, we have accumulated large reserves. They expand our possibilities for confidently passing through the period of global instability.The crisis has made the problems we had more evident. They concern the excessive emphasis on raw materials in exports and the economy in general and a weak financial market. The need to develop a number of fundamental market institutions, above all of a competitive environment, has become more acute.We were aware of these problems and sought to address them gradually. The crisis is only making us move more actively towards the declared priorities, without changing the strategy itself, which is to effect a qualitative renewal of Russia in the next 10 to 12 years.Our anti-crisis policy is aimed at supporting domestic demand, providing social guarantees for the population, and creating new jobs. Like many countries, we have reduced production taxes, leaving money in the economy. We have optimised state spending.But, I repeat, along with measures of prompt response, we are also working to create a platform for post-crisis development.We are convinced that those who will create attractive conditions for global investment already now and will be able to preserve and strengthen sources of strategically meaningful resources will become leaders of the restoration of the global economy.This is why among our priorities we have the creation of a favourable business environment and development of competition; the establishment of a stable loan system resting on sufficient internal resources; and implementation of transport and other infrastructure projects.Russia is already one of the major exporters of a number of food commodities. And our contribution to ensuring global food security will only increase.We are also going to actively develop the innovation sectors of the economy. Above all, those in which Russia has a competitive edge – space, nuclear energy, aviation. In these areas, we are already actively establishing cooperative ties with other countries. A promising area for joint efforts could be the sphere of energy saving.We see higher energy efficiency as one of the key factors for energy security and future development.We will continue reforms in our energy industry. Adoption of a new system of internal pricing based on economically justified tariffs.
This is important, including for encouraging energy saving. We will continue our policy of openness to foreign investments.I believe that the 21st century economy is an economy of people not of factories. The intellectual factor has become increasingly important in the economy. That is why we are planning to focus on providing additional opportunities for people to realise their potential.We are already a highly educated nation. But we need for Russian citizens to obtain the highest quality and most up-to-date education, and such professional skills that will be widely in demand in today’s world. Therefore, we will be pro-active in promoting educational programmes in leading specialities.We will expand student exchange programmes, arrange training for our students at the leading foreign colleges and universities and with the most advanced companies. We will also create such conditions that the best researchers and professors – regardless of their citizenship – will want to come and work in Russia.History has given Russia a unique chance. Events urgently require that we reorganise our economy and update our social sphere. We do not intend to pass up this chance. Our country must emerge from the crisis renewed, stronger and more competitive.Separately, I would like to comment on problems that go beyond the purely economic agenda, but nevertheless are very topical in present-day conditions. Unfortunately, we are increasingly hearing the argument that the build-up of military spending could solve today’s social and economic problems. The logic is simple enough. Additional military allocations create new jobs. At a glance, this sounds like a good way of fighting the crisis and unemployment. This policy might even be quite effective in the short term. But in the longer run, militarisation won’t solve the problem but will rather quell it temporarily. What it will do is squeeze huge financial and other resources from the economy instead of finding better and wiser uses for them.
My conviction is that reasonable restraint in military spending, especially coupled with efforts to enhance global stability and security, will certainly bring significant economic dividends. I hope that this viewpoint will eventually dominate globally. On our part, we are geared to intensive work on discussing further disarmament.I would like to draw your attention to the fact that the economic crisis could aggravate the current negative trends in global politics. The world has lately come to face an unheard-of surge of violence and other aggressive actions, such as Georgia’s adventurous sortie in the Caucasus, recent terrorist attacks in India, and escalation of violence in Gaza Strip. Although not apparently linked directly, these developments still have common features.First of all, I am referring to the existing international organisations’ inability to provide any constructive solutions to regional conflicts, or any effective proposals for interethnic and interstate settlement. Multilateral political mechanisms have proved as ineffective as global financial and economic regulators. Frankly speaking, we all know that provoking military and political instability, regional and other conflicts is a helpful means of distracting the public from growing social and economic problems. Such attempts cannot be ruled out, unfortunately.To prevent this scenario, we need to improve the system of international relations, making it more effective, safe and stable. There are a lot of important issues on the global agenda in which most countries have shared interests. These include anti-crisis policies, joint efforts to reform international financial institutions, to improve regulatory mechanisms, ensure energy security and mitigate the global food crisis, which is an extremely pressing issue today.Russia is willing to contribute to dealing with international priority issues. We expect all our partners in Europe, Asia and America, including the new US administration, to show interest in further constructive cooperation in dealing with all these issues and more. We wish the new team success.

Livni Slams Olmert Peace Plan, Won't Divide Jerusalem

(IsraelNN.com) Foreign Minister Tzipi Livni adamantly denied allegations Friday that she had sold Jerusalem in negotiations with the Palestinian Authority (PA) and said she vehemently opposed such a deal.The Kadima party chairwoman was accused by her top rival in the upcoming elections for the prime minister's seat, Likud party chairman MK Binyamin Netanyahu, of conspiring with Prime Minister Ehud Olmert to offer the PA sweeping concessions that included dividing Jerusalem and internationalizing its holy sites.Livni's spokesman firmly denied the allegations Friday afternoon, telling Israel National News, The Minister believes that Israeli sovereignty -- religiously, nationally, culturally and strategically -- must be maintained over a united Jerusalem, including and foremost the religious sites.The Israeli position negotiated by Livni, he said, was that Jerusalem will be kept united.Minister Livni was not in the room with Prime Minister Olmert and Chairman Abbas when they had their conversation about this agreement. This is something that someone on the other side did, added her spokesman Gil Messing. It was not the work of Minister Livni. She is against it in all terms that are possible to elaborate and she said so yesterday in the Cabinet.It is equally clear, he warned, that even in a deal that Livni would support, Jews in Judea and Samaria would end up losing their homes. How many, he could not say. I don't know the numbers. As many [sic] Jews will remain in their houses where they are right now, however, there will be a division of the land. It is untrue and unfair to say otherwise.However, whether the plan would ultimately come to fruition will depend on the PA, he added. It will be an agreement that will represent all of Israel's security needs, and is subject to any change of situation on the ground, including the fight against terrorism, he said, most importantly the complete dismantling of terrorist infrastructure in the Palestinian Authority areas.
Olmert Peace Plan: Divide Jerusalem, Give Up Holy Sites
According to the Hebrew-language daily Yediot Acharonot, Olmert agreed to give up Jerusalem's holy sites under an international authority in a plan similar to that of the Holy Basin concept advanced during the administration of former U.S. President Bill Clinton. Also under the plan, the Jewish State would transfer Arab neighborhoods in the eastern section of the capital to the PA.Interestingly, the move was predicted by Netanyahu Wednesday morning in a keynote address by at the Jerusalem Conference at about the same time that Olmert was meeting in the capital with US Middle East envoy George Mitchell. The plan also calls for at least 60,000 Jewish residents to be expelled from their homes in Judea and Samaria, and Israel would withdraw from most of its territory in the region, with the exception of several large populated blocs. The operation would dwarf the 2005 Disengagement from Gaza, a move which has brought one million Israelis under rocket fire from Gaza, besides leaving thousands jobless and in transitional housing to this day.The new Arab state that would be formed within Israel's current borders would also be provided with geographic contiguity through a series of tunnels and a new highway that would be built to connect Gaza with Judea and Samaria. (IsraelNN.com) Foreign Minister Tzipi Livni adamantly denied allegations Friday that she had sold Jerusalem in negotiations with the Palestinian Authority (PA) and said she vehemently opposed such a deal.The Kadima party chairwoman was accused by her top rival in the upcoming elections for the prime minister's seat, Likud party chairman MK Binyamin Netanyahu, of conspiring with Prime Minister Ehud Olmert to offer the PA sweeping concessions that included dividing Jerusalem and internationalizing its holy sites.Livni's spokesman firmly denied the allegations Friday afternoon, telling Israel National News, The Minister believes that Israeli sovereignty -- religiously, nationally, culturally and strategically -- must be maintained over a united Jerusalem, including and foremost the religious sites.The Israeli position negotiated by Livni, he said, was that Jerusalem will be kept united.Minister Livni was not in the room with Prime Minister Olmert and Chairman Abbas when they had their conversation about this agreement. This is something that someone on the other side did, added her spokesman Gil Messing. It was not the work of Minister Livni. She is against it in all terms that are possible to elaborate and she said so yesterday in the Cabinet.It is equally clear, he warned, that even in a deal that Livni would support, Jews in Judea and Samaria would end up losing their homes. Olmert Peace Plan: Divide Jerusalem, Give Up Holy Sites
According to the Hebrew-language daily Yediot Acharonot, Olmert agreed to give up Jerusalem's holy sites under an international authority in a plan similar to that of the Holy Basin concept advanced during the administration of former U.S. President Bill Clinton. Also under the plan, the Jewish State would transfer Arab neighborhoods in the eastern section of the capital to the PA.Interestingly, the move was predicted by Netanyahu Wednesday morning in a keynote address by at the Jerusalem Conference at about the same time that Olmert was meeting in the capital with US Middle East envoy George Mitchell. The plan also calls for at least 60,000 Jewish residents to be expelled from their homes in Judea and Samaria, and Israel would withdraw from most of its territory in the region, with the exception of several large populated blocs. The operation would dwarf the 2005 Disengagement from Gaza, a move which has brought one million Israelis under rocket fire from Gaza, besides leaving thousands jobless and in transitional housing to this day.The new Arab state that would be formed within Israel's current borders would also be provided with geographic contiguity through a series of tunnels and a new highway that would be built to connect Gaza with Judea and Samaria. Netanyahu: Vows Not to Uproot Jews
Netanyahu lost no time in going on the offensive Friday morning, telling listeners in an interview on IDF Army Radio that he would not uproot any Jews from their homes if he is elected prime minister in the upcoming polls.The Knesset Opposition leader also said he would not be bound by any deals concluded by the prime minister, and accused Livni of making dangerous concessions in her role as head negotiator with the Palestinian Authority.She said she was a partner to all the decisions made by the Kadima government, he said. The High Court in Spain is starting a war-crimes investigation into a former Israeli defence minister and six of his military officials. Binyamin Ben-Eliezer was in charge in 2002 when Israel bombed a building in the Gaza Strip killing 14 civilians and a Hamas comander. Spanish law allows the prosecution of foreigners for war-crimes committed abroad. Israel said the case was delusional. Spain’s Foreign Minister Miguel Angel Moratinos replied: Israel’s reaction is Israel’s reaction. The Spanish government’s reaction is to respect the law, and together we must help everyone to build peace in the region. That is the Spanish government’s obligation – respect the law and work for peace.The case was brought by the Palestinian Centre for Human Rights, which is based in Gaza, on behalf of the civilian families of those killed in the attack. The commander who was killed, Salah Shehada, was leader of the Hamas military wing. Israel had him on a ‘most-wanted’ list. His death is not part of the Spanish investigation. At the time, the EU said Israel had damaged chances of a deal to end a wave of suicide bombings. America described it as heavy-handed. 96 people were wounded, and nine of the 14 civilian dead were children or babies.

KEVIN RUDD has denounced the unfettered capitalism of the past three decades and called for a new era of social capitalism in which government intervention and regulation feature heavily.In an essay to be published next week, the Prime Minister is scathing of the neo-liberals who began refashioning the market system in the 1970s, and ultimately brought about the global financial crisis.The time has come, off the back of the current crisis, to proclaim that the great neo-liberal experiment of the past 30 years has failed, that the emperor has no clothes, he writes of those who placed their faith in the corrective powers of the market.Neo-liberalism and the free-market fundamentalism it has produced has been revealed as little more than personal greed dressed up as an economic philosophy. And, ironically, it now falls to social democracy to prevent liberal capitalism from cannibalising itself.Mr Rudd writes in The Monthly that just as Franklin Roosevelt rebuilt US capitalism after the Great Depression, modern-day social democrats such as himself and the US President, Barack Obama, must do the same again. But he argues that minor tweakings of long-established orthodoxies will not do and advocates a new system that reaches beyond the 70-year-old interventionist principles of John Maynard Keynes.
A system of open markets, unambiguously regulated by an activist state, and one in which the state intervenes to reduce the greater inequalities that competitive markets will inevitably generate, he writes.He urges a new contract for the future that eschews the extremism of both the left and right.He mocks neo-liberals who now find themselves tied in ideological knots in being forced to rely on the state they fundamentally despise to save financial markets from collapse.He advocates tighter regulation and policing of global finances, and identifies the immediate challenge as restoring global growth by 3 per cent of gross domestic product, the amount it is expected to fall in 2009. Next week, as Parliament resumes, his Government will chip in with a second economic stimulus package.Mr Rudd commits to keeping budgets in surplus over the cycle, meaning deficits should be temporary. In a further sign the Government is not contemplating additional tax cuts, which would deliver a permanent hit to revenue, he stresses that stimulus measures have to be paid for when the economy recovers.
Mr Rudd singles out Thatcherism as a culprit, as well as the former Howard government. His essay implicitly attacks the Opposition Leader, Malcolm Turnbull, who this week urged the free market be allowed to dictate commercial property values as he slammed a Government measure to prop them up.Mr Rudd's essay follows the blast Mr Obama gave Wall Street bankers yesterday for awarding themselves $28 billion in bonuses last year at the same time as they were being bailed out by taxpayers.In a message to Mr Obama and the US Congress, Mr Rudd counselled against erecting trade barriers. Soft or hard, protectionism is a sure-fire way of turning recession into depression as it exacerbates the collapse in global demand.The message was reinforced in Davos yesterday when the Trade Minister, Simon Crean, described the buy American provisions of the new Obama stimulus package as very worrying. It is hard to believe, but a majority of Americans (including Christians and conservatives) seem oblivious to the fact that there is a very real, very legitimate New World Order (NWO) unfolding. In the face of overwhelming evidence, most Americans not only seem totally unaware of this reality, they seem unwilling to even remotely entertain the notion.On one hand, it is understandable that so many Americans would be ignorant of the emerging New World Order. After all, the mainstream media refuses to report, or even acknowledge, the NWO. Even conservative commentators and talk show hosts such as Rush Limbaugh, Sean Hannity, Michael Savage, or Joe Scarborough refuse to discuss it. And when listeners call these respective programs, these conservative hosts usually resort to insulting the caller as being some kind of conspiracy kook. One host even railed that if anyone questions the government line on 9/11, we should lock them up and throw away the key. So much for freedom of speech!This is an area--perhaps the central area--where liberals and conservatives agree: they both show no patience or tolerance for anyone who believes that global government (in any form) is evolving. One has to wonder how otherwise intelligent and thoughtful people can be so brain dead when it comes to this issue. It makes one wonder who is really pulling their strings, doesn't it? The list of notable personalities who have openly referenced or called for some kind of global government or New World Order is extremely lengthy. Are all these people kooks or conspiracy nuts? England's Prime Minister, Tony Blair, said, We are all internationalists now, whether we like it or not. He continued saying, On the eve of a new Millennium we are now in a new world. We need new rules for international co-operation and new ways of organizing our international institutions. He also said, Today the impulse towards interdependence is immeasurably greater. We are witnessing the beginnings of a new doctrine of international community.In 1999, Tony Blair said, Globalization has transformed our economies and our working practices. But globalism is not just economic. It is also a political and security phenomenon.What is Tony Blair talking about, if there is no emerging New World Order? What does he mean by a new doctrine of international community? What does he mean by new world? How can one have globalism, which includes a political and security phenomenon, without creating a New World Order? Is Tony Blair hallucinating? Likewise, former President George W. Bush penned his signature to the Declaration of Quebec back on April 22, 2001, in which he gave a commitment to hemispheric integration and national and collective responsibility for improving the economic well-being and security of our people.
By our people, Bush meant the people of the Western Hemisphere, not the people of the United States. Phyllis Schlafly rightly reminded us that G.W. Bush pledged that the United States will build a hemispheric family on the basis of a more just and democratic international order.Remember, too, that it was G.W. Bush who, back in 2005, committed the United States to the Security and Prosperity Partnership (SPP), which is nothing more than a precursor to the North American Community or Union, as outlined in CFR member Robert Pastor's manual, Toward a North American Community.If there is no such thing as an emerging New World Order, what was G.W. Bush talking about when he referred to a hemispheric family and an international order? The public statements of notable world leaders regarding an emerging New World Order are copious. Consider the statements of former CBS newsman, Walter Cronkite.In his book, A Reporter's Life, Walter Cronkite said, A system of world order--preferably a system of world government--is mandatory. The proud nations someday will see the light and, for the common good and their own survival, yield up their precious sovereignty . . . Cronkite told BBC newsman Tim Sebastian, I think we are realizing that we are going to have to have an international rule of law. He added, We need not only an executive to make international law, but we need the military forces to enforce that law. Cronkite also said, American people are going to begin to realize that perhaps they are going to have to yield some sovereignty to an international body to enforce world law.If there is no emerging New World Order, what is Walter Cronkite talking about? Can there be any doubt that Cronkite is talking about global government? Absolutely not! Now, when Bush, Sr. talks about fulfilling the promise and vision of the U.N.'s founders, he was talking about the same thing former UN Secretary-General Boutros Boutros-Ghali was talking about when he said, The time for absolute and exclusive sovereignty . . . has passed.
The United Nations has been on the forefront of promoting the New World Order agenda since its very inception. In 1995, the UN released a manual entitled, Our Global Neighborhood. It states, Population, consumption, technology, development, and the environment are linked in complex relationships that bear closely on human welfare in the global neighborhood. Their effective and equitable management calls for a systematic, long-term, global approach guided by the principle of sustainable development, which has been the central lesson from the mounting ecological dangers of recent times. Its universal application is a priority among the tasks of global governance.If there is no emerging New World Order, what is global governance all about? Who are the movers and shakers promoting global government? you ask. Obviously, it is the international bankers who are the heavyweights behind the push for global government. Remember, one cannot create a global economy without a global government to manage, oversee, and control it.In a letter written to Colonel E. Mandell House, President Franklin D. Roosevelt said, The real truth of the matter is, as you and I know, that a financial element in the large centers has owned the government of the U.S. since the days of Andrew Jackson.Old Hickory did his best to rid the United States from the death grip that the international bankers were beginning to exert on this country. He may have been the last President to actually oppose the bankers. In discussing the Bank Renewal bill with a delegation of bankers in 1832, Jackson said, Gentlemen, I have had men watching you for a long time, and I am convinced that you have used the funds of the bank to speculate in the breadstuffs of the country. When you won, you divided the profits amongst you, and when you lost, you charged it to the bank. You tell me that if I take the deposits from the bank and annul its charter, I shall ruin ten thousand families. That may be true, gentlemen, but that is your sin! Should I let you go on, you will ruin fifty thousand families, and that would be my sin! You are a den of vipers and thieves. I intend to rout you out, and by the eternal God, I will rout you out.Unfortunately, the international bankers proved themselves to be too formidable for President Jackson. And in 1913, with the collaboration of President Woodrow Wilson, the bankers were given charge over America's financial system by the creation of the Federal Reserve.Ever since the CFR and Trilateral Commission were created, they have filled the key leadership positions of government, big media, and of course, the Federal Reserve.In his book, With No Apologies, former Republican Presidential nominee Barry Goldwater wrote, The Trilateral Commission is intended to be the vehicle for multinational consolidation of the commercial and banking interests by seizing control of the political government of the United States. The Trilateral Commission represents a skillful, coordinated effort to seize control and consolidate the four centers of power-- political, monetary, intellectual and ecclesiastical. What the Trilateral Commission intends is to create a worldwide economic power superior to the political governments of the nation-states involved. As managers and creators of the system, they will rule the future. Was Goldwater a prophet or what?
And again, the goals of the global elite have been publicly stated. Back in 1991, the founder of the CFR, David Rockefeller praised the major media for their complicity in helping to facilitate the globalist agenda by saying, "We are grateful to the Washington Post, The New York Times, Time Magazine and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. . . . It would have been impossible for us to develop our plan for the world if we had been subjected to the lights of publicity during those years. But, the world is now more sophisticated and prepared to march towards a world government. The supranational sovereignty of an intellectual elite and world bankers is surely preferable to the national auto-determination practiced in past centuries.How could Rockefeller be any plainer? He acknowledged the willful assistance of the major media in helping to keep the elitists' agenda of global government from the American people. To this day, the major media has not deviated from that collaboration. And this includes the aforementioned conservative talking heads. They know if they want to keep their jobs, they dare not reveal the New World Order. Tomorrow, they will be grateful! This is especially true if they were told that there were [sic] an outside threat from beyond, whether real or promulgated, that threatened our very existence. It is then that all peoples of the world will plead to deliver them from this evil. The one thing every man fears is the unknown. When presented with this scenario, individual rights will be willingly relinquished for the guarantee of their well-being granted to them by the World Government.Even Gideon Rachman, the chief foreign affairs commentator for the Financial Times, wrote an editorial expressing his support for world government. In his column he said, I have never believed that there is a secret United Nations plot to take over the US. . . . But, for the first time in my life, I think the formation of some sort of world government is plausible.A world government would involve much more than co-operation between nations. It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force.
So could the European model go global? There are three reasons for thinking that it might.Rachman then goes on to explain the reasons why he believes world government is plausible.Do you now see why it does not matter to a tinker's dam whether it is a Republican or Democrat who resides at 1600 Pennsylvania Avenue? For the most part, both major parties in Washington, D.C., have been under the dominating influence of the international bankers who control the Federal Reserve, the CFR, and the Trilateral Commission. And this is also why it does not matter whether one calls himself conservative or liberal. For the most part, both conservatives and liberals in Washington, D.C., are facilitating the emerging New World Order. It is time we wake up to this reality.Presidents Bush, Sr., Bill Clinton, and Bush, Jr. have thoroughly set the table for the implementation of the NWO, as surely as the sun rises in the east. The High Court in Spain is starting a war-crimes investigation into a former Israeli defence minister and six of his military officials. Binyamin Ben-Eliezer was in charge in 2002 when Israel bombed a building in the Gaza Strip killing 14 civilians and a Hamas comander. Spanish law allows the prosecution of foreigners for war-crimes committed abroad. Israel said the case was delusional. Spain’s Foreign Minister Miguel Angel Moratinos replied: Israel’s reaction is Israel’s reaction. The Spanish government’s reaction is to respect the law, and together we must help everyone to build peace in the region. That is the Spanish government’s obligation – respect the law and work for peace.The case was brought by the Palestinian Centre for Human Rights, which is based in Gaza, on behalf of the civilian families of those killed in the attack. The commander who was killed, Salah Shehada, was leader of the Hamas military wing. Israel had him on a ‘most-wanted’ list. His death is not part of the Spanish investigation. At the time, the EU said Israel had damaged chances of a deal to end a wave of suicide bombings. America described it as heavy-handed. 96 people were wounded, and nine of the 14 civilian dead were children or babies.

The small North Atlantic state of Iceland could become a member of the EU within the next two years if it takes the step of formally applying for membership of the 27-nation bloc.EU enlargement commissioner Olli Rehn has indicated that the EU would look favourably upon a membership application and would be prepared to make it an EU member within record time, probably at the same time as Croatia in 2011.The EU prefers two countries joining at the same time rather than individually. If Iceland applies shortly and the negotiations are rapid, Croatia and Iceland could join the EU in parallel, said Mr Rehn, according to UK daily the Guardian.On Iceland, I hope I will be busier. It is one of the oldest democracies in the world and its strategic and economic positions would be an asset to the EU, he continued.The encouraging words from the EU come as Iceland grapples with financial meltdown caused by the global economic crisis.The government last week became the first to fall due to the global economic situation after weeks of demonstrations in Reykjavik as people's savings and pensions eroded. The country has also had a bailout by the International Monetary Fund.Elections are expected to be held in May. Until then, the country is expected to be led by a caretaker centre-left government of Social Democrats, the senior coalition partner, and the more eurosceptic Left-Greens.
While the Social Democrats generally favour EU membership, the Left-Greens party rejects participation in the European Union and emphasizes simple, bilateral treaties concerning trade and co-operation, according to its website. KEVIN RUDD has denounced the unfettered capitalism of the past three decades and called for a new era of social capitalism in which government intervention and regulation feature heavily.In an essay to be published next week, the Prime Minister is scathing of the neo-liberals who began refashioning the market system in the 1970s, and ultimately brought about the global financial crisis.The time has come, off the back of the current crisis, to proclaim that the great neo-liberal experiment of the past 30 years has failed, that the emperor has no clothes, he writes of those who placed their faith in the corrective powers of the market.Neo-liberalism and the free-market fundamentalism it has produced has been revealed as little more than personal greed dressed up as an economic philosophy. And, ironically, it now falls to social democracy to prevent liberal capitalism from cannibalising itself.Mr Rudd writes in The Monthly that just as Franklin Roosevelt rebuilt US capitalism after the Great Depression, modern-day social democrats such as himself and the US President, Barack Obama, must do the same again. But he argues that minor tweakings of long-established orthodoxies will not do and advocates a new system that reaches beyond the 70-year-old interventionist principles of John Maynard Keynes.
A system of open markets, unambiguously regulated by an activist state, and one in which the state intervenes to reduce the greater inequalities that competitive markets will inevitably generate, he writes.He urges a new contract for the future that eschews the extremism of both the left and right.He mocks neo-liberals who now find themselves tied in ideological knots in being forced to rely on the state they fundamentally despise to save financial markets from collapse.He advocates tighter regulation and policing of global finances, and identifies the immediate challenge as restoring global growth by 3 per cent of gross domestic product, the amount it is expected to fall in 2009. Next week, as Parliament resumes, his Government will chip in with a second economic stimulus package.Mr Rudd commits to keeping budgets in surplus over the cycle, meaning deficits should be temporary. In a further sign the Government is not contemplating additional tax cuts, which would deliver a permanent hit to revenue, he stresses that stimulus measures have to be paid for when the economy recovers.
Mr Rudd singles out Thatcherism as a culprit, as well as the former Howard government. His essay implicitly attacks the Opposition Leader, Malcolm Turnbull, who this week urged the free market be allowed to dictate commercial property values as he slammed a Government measure to prop them up.Mr Rudd's essay follows the blast Mr Obama gave Wall Street bankers yesterday for awarding themselves $28 billion in bonuses last year at the same time as they were being bailed out by taxpayers.In a message to Mr Obama and the US Congress, Mr Rudd counselled against erecting trade barriers. Soft or hard, protectionism is a sure-fire way of turning recession into depression as it exacerbates the collapse in global demand.The message was reinforced in Davos yesterday when the Trade Minister, Simon Crean, described the buy American provisions of the new Obama stimulus package as very worrying. It is hard to believe, but a majority of Americans (including Christians and conservatives) seem oblivious to the fact that there is a very real, very legitimate New World Order (NWO) unfolding. In the face of overwhelming evidence, most Americans not only seem totally unaware of this reality, they seem unwilling to even remotely entertain the notion.On one hand, it is understandable that so many Americans would be ignorant of the emerging New World Order. After all, the mainstream media refuses to report, or even acknowledge, the NWO. Even conservative commentators and talk show hosts such as Rush Limbaugh, Sean Hannity, Michael Savage, or Joe Scarborough refuse to discuss it. And when listeners call these respective programs, these conservative hosts usually resort to insulting the caller as being some kind of conspiracy kook. One host even railed that if anyone questions the government line on 9/11, we should lock them up and throw away the key. So much for freedom of speech!This is an area--perhaps the central area--where liberals and conservatives agree: they both show no patience or tolerance for anyone who believes that global government (in any form) is evolving. One has to wonder how otherwise intelligent and thoughtful people can be so brain dead when it comes to this issue. It makes one wonder who is really pulling their strings, doesn't it? The list of notable personalities who have openly referenced or called for some kind of global government or New World Order is extremely lengthy. Are all these people kooks or conspiracy nuts? By our people, Bush meant the people of the Western Hemisphere, not the people of the United States. Phyllis Schlafly rightly reminded us that G.W. Bush pledged that the United States will build a hemispheric family on the basis of a more just and democratic international order.Remember, too, that it was G.W. Bush who, back in 2005, committed the United States to the Security and Prosperity Partnership (SPP), which is nothing more than a precursor to the North American Community or Union, as outlined in CFR member Robert Pastor's manual, Toward a North American Community.If there is no such thing as an emerging New World Order, what was G.W. The proud nations someday will see the light and, for the common good and their own survival, yield up their precious sovereignty . . . Cronkite told BBC newsman Tim Sebastian, I think we are realizing that we are going to have to have an international rule of law. He added, We need not only an executive to make international law, but we need the military forces to enforce that law. Cronkite also said, American people are going to begin to realize that perhaps they are going to have to yield some sovereignty to an international body to enforce world law.If there is no emerging New World Order, what is Walter Cronkite talking about? Can there be any doubt that Cronkite is talking about global government? Absolutely not! Now, when Bush, Sr. talks about fulfilling the promise and vision of the U.N.'s founders, he was talking about the same thing former UN Secretary-General Boutros Boutros-Ghali was talking about when he said, The time for absolute and exclusive sovereignty . . . has passed.
The United Nations has been on the forefront of promoting the New World Order agenda since its very inception. In 1995, the UN released a manual entitled, Our Global Neighborhood. It states, Population, consumption, technology, development, and the environment are linked in complex relationships that bear closely on human welfare in the global neighborhood. Their effective and equitable management calls for a systematic, long-term, global approach guided by the principle of sustainable development, which has been the central lesson from the mounting ecological dangers of recent times. Its universal application is a priority among the tasks of global governance.If there is no emerging New World Order, what is global governance all about? Who are the movers and shakers promoting global government? you ask. Obviously, it is the international bankers who are the heavyweights behind the push for global government. Remember, one cannot create a global economy without a global government to manage, oversee, and control it.In a letter written to Colonel E. Mandell House, President Franklin D. Roosevelt said, The real truth of the matter is, as you and I know, that a financial element in the large centers has owned the government of the U.S. since the days of Andrew Jackson.Old Hickory did his best to rid the United States from the death grip that the international bankers were beginning to exert on this country. He may have been the last President to actually oppose the bankers. In discussing the Bank Renewal bill with a delegation of bankers in 1832, Jackson said, Gentlemen, I have had men watching you for a long time, and I am convinced that you have used the funds of the bank to speculate in the breadstuffs of the country. When you won, you divided the profits amongst you, and when you lost, you charged it to the bank. What the Trilateral Commission intends is to create a worldwide economic power superior to the political governments of the nation-states involved. As managers and creators of the system, they will rule the future. Was Goldwater a prophet or what?
And again, the goals of the global elite have been publicly stated. Back in 1991, the founder of the CFR, David Rockefeller praised the major media for their complicity in helping to facilitate the globalist agenda by saying, "We are grateful to the Washington Post, The New York Times, Time Magazine and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. . . . It would have been impossible for us to develop our plan for the world if we had been subjected to the lights of publicity during those years. But, the world is now more sophisticated and prepared to march towards a world government. The supranational sovereignty of an intellectual elite and world bankers is surely preferable to the national auto-determination practiced in past centuries.How could Rockefeller be any plainer? He acknowledged the willful assistance of the major media in helping to keep the elitists' agenda of global government from the American people. To this day, the major media has not deviated from that collaboration. And this includes the aforementioned conservative talking heads. They know if they want to keep their jobs, they dare not reveal the New World Order. The NWO, more than anything else, is the Third Rail to the national media.Is it any wonder that President Barack Obama has stacked his government with numerous members of the CFR? Tomorrow, they will be grateful! This is especially true if they were told that there were [sic] an outside threat from beyond, whether real or promulgated, that threatened our very existence. It is then that all peoples of the world will plead to deliver them from this evil. The one thing every man fears is the unknown. When presented with this scenario, individual rights will be willingly relinquished for the guarantee of their well-being granted to them by the World Government.Even Gideon Rachman, the chief foreign affairs commentator for the Financial Times, wrote an editorial expressing his support for world government. In his column he said, I have never believed that there is a secret United Nations plot to take over the US. . . . But, for the first time in my life, I think the formation of some sort of world government is plausible.A world government would involve much more than co-operation between nations. It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force.
So could the European model go global? There are three reasons for thinking that it might.Rachman then goes on to explain the reasons why he believes world government is plausible.Do you now see why it does not matter to a tinker's dam whether it is a Republican or Democrat who resides at 1600 Pennsylvania Avenue? For the most part, both major parties in Washington, D.C., have been under the dominating influence of the international bankers who control the Federal Reserve, the CFR, and the Trilateral Commission. And this is also why it does not matter whether one calls himself conservative or liberal. For the most part, both conservatives and liberals in Washington, D.C., are facilitating the emerging New World Order. It is time we wake up to this reality.Presidents Bush, Sr., Bill Clinton, and Bush, Jr. have thoroughly set the table for the implementation of the NWO, as surely as the sun rises in the east. All Obama has to do is put the food on the table--and you can count on this: Barack Obama will serve up a New World Order feast like you cannot believe! That a New World Order is emerging is not in question. The only question is, What will freedom-loving Americans do about it? Of course, the first thing they have to do is admit that an emerging New World Order exists! KDKA Pittsburgh MURRAY, Ky. – Utility crews made some progress Friday in restoring power to the more than 1.3 million homes and businesses darkened by an ice storm that crippled states from Missouri to West Virginia, but thousands were still bunking in toasty shelters because their homes had no water or heat.At Murray University in southwestern Kentucky, brothers Jim McClung, 42, and Dale Earnest, 38, were among those resting in every corner of a university theater. Some sprawled in aisles, propped in chairs or curled up on the stage. hey, like many others, ran out of food and water at their frigid, powerless home.I had no idea the storm was going to last this long, McClung said.Utility companies struggled through ice-encrusted debris into Friday morning as they worked to restore power, but warned it may not return until Saturday at the earliest. It could take until mid-February for some to come back online in the hardest-hit areas of Kentucky and Arkansas.I know everybody, including myself, would like this to be over today, tomorrow or yesterday, said Kentucky Gov. Steve Beshear, who toured some of the damage Thursday. It's going to take several days, if not weeks, to dig our way through all of this all across the state.For some, things were getting better. About 60,000 had power restored since Thursday, and with warmer temperatures predicted for the weekend, crews could make substantial progress in the next few days, said Public Service Commission spokesman Andrew Melnykovich. I've been sitting 'round for two days, eating cold hot dogs and bologna, said 70-year-old John Grimes, describing what he ate at home before coming to the shelter. he uses a wheelchair, is blind in one eye, and a diabetic. Since the storm began Monday, the weather has been blamed for at least 35 deaths, including six in Texas, nine in Arkansas, three in Virginia, six in Missouri, two in Oklahoma, two in Indiana, two in West Virginia, three in Kentucky and one in Ohio. Emergency officials feared that toll could rise if people stay in their homes without power for too long, because improper use of generators can cause carbon monoxide poisoning. Jimmy Eason was among those who decided to tough it out anyway in Velvet Ridge, Ark., gingerly stepping across his yard, watching for icicles falling from electrical wires. He was headed to his Ford F-150 pickup truck, which was warmer than his one-story house. I'm sleeping in a car, which is just fine, Eason, 74, said. There's nothing wrong with a car. Still, he was skeptical about sending an envoy to North Korea to help break the deadlock.Lee's comments came hours after the North vowed to abandon a nonaggression pact and all other peace agreements with South Korea. In Washington, State Department spokesman Robert Wood said North Korea's motivation was unclear, but that its rhetoric is distinctly not helpful.He said North Korea's threats would not deter the United States from pursuing international talks meant to persuade it to abandon its nuclear weapons.Time is of the essence in the disarmament efforts and the matter is a priority for the new administration, Wood told reporters.
Lee described the North's remarks as not unusual and indicated Seoul will wait until North Korea is ready for talks in good faith.South-North relations should be at a starting point where they can trust, respect and talk to each other, Lee said in a televised round-table meeting.However, Kim Yong-hyun, a North Korea expert at Seoul's Dongguk University, said the North's comments could presage military moves.
This signals that North Korea will stage a provocation — probably near the maritime border, Kim said.Any skirmish would probably be limited in scale and intensity because North Korea is aware that serious clashes would irreparably harm relations with Seoul — and with Obama's administration, he said.South Korea's Defense Ministry said its troops remain on alert along its land and sea borders, although there were no unusual moves by the North's military.The two Koreas technically remain at war because their three-year conflict ended in 1953 with a truce, not a peace treaty. The peninsula remains divided by a heavily fortified border, with thousands of troops stationed on both sides.Relations had warmed considerably over the past decade, with previous liberal governments in Seoul adopting a sunshine policy in which aid was extended to the impoverished North as a way to facilitate reconciliation.But Lee has not pledged to observe accords signed by his predecessors — a stance North Korea says proves his hostility. The North cut off reconciliation talks soon after he took office nearly a year ago. On Friday, the North's Committee for the Peaceful Reunification of Korea — a ruling communist party organ in charge of ties with Seoul — declared all past peacekeeping accords with the South dead, claiming Lee was escalating tensions. The group of traitors has already reduced all the agreements reached between the North and the South in the past to dead documents, the committee said in a statement carried by the state-run Korean Central News Agency. Both Koreas are watching to see how Obama's North Korea policy takes shape. After eight years of icy relations with the Bush administration, North Korea hopes to have improved ties with Obama, analysts say. Obama has said he would be willing to meet with North Korean leader Kim Jong Il if it advances the effort to disarm the North of its nuclear capabilities. North Korea, which tested a nuclear device in 2006, signed a pact in 2007 with five other nations — the U.S., South Korea, Japan, Russia and China — in which it agreed to dismantle its nuclear program in exchange for aid. TORONTO (Reuters) – Toronto's main stock index turned negative on Friday morning as an early rush into commodity issues unwound and economic worries took hold.
Government data showed worsening economic conditions in Canada and the United States. The Canadian economy shrank more than expected in November, while the U.S. economy shrank in the fourth quarter at its fastest pace in nearly 27 years.
Earlier, before the market open, the price of gold had jumped to a three-month high, while the price of crude also firmed, suggesting a strong start for the TSX.Indeed, the index initially shot 1.5 percent higher on the strength in commodities, but gradually retreated into negative territory as the economic jitters took over.After a while, things settled down and we came back to reality, said Joe Ismail, technical analyst at Maison Placements Canada.At 10:50 a.m. EST, the Toronto Stock Exchange's S&P/TSX composite index was down 40.40 points, or 0.46 percent, at 8,722.36. Six of the TSX's 10 subindexes were lower, including the three most heavily weighted sectors -- the financials, energy and materials.Financials were down 1.1 percent, while the energy sector was 0.31 percent lower. The materials group slid 0.12 percent, though strength among gold producers, which benefited from investors' looking for safe havens, limited the losses.Among the key issues driving the index lower were Manulife Financial, down 2.1 percent at C$20.14, while fertilizer giant Potash Corp lost 1.8 percent to C$93.48.Advancers included Goldcorp, up 1.3 percent at C$36.58, while Canadian Oil Sands Trust rose 4.4 percent to C$19.31, up strongly for a second session. EUOBSERVER / BRUSSELS - The European Commission is studying ways to mitigate the impact of the financial crisis on workers, as unemployment in the eurozone grew spikes and over 1 million people hit the streets in France in one of the latest protests аcross Europe.Obviously, we are concerned about social movements across Europe. We are keeping a close eye on what is happening in France, the UK and elsewhere, commission spokeswoman Chantal Hughes told journalists in Brussels on Friday (30 January).The [EU social affairs] commissioner understands the frustrations that workers feel at the moment, the uncertainty they might be facing in terms of their unemployment prospects.Her statement comes after between 1 million (police estimates) and 2.5 million (organisers' own estimate) people took to the streets in France on Thursday for a one-day national strike, calling for an end to job cuts and voicing opposition against government reforms.French President Nicolas Sarkozy acknowledged that the protesters had legitimate concerns and promised to meet trade unions in February for talks.The French unrest comes after demonstrations in Baltic states Lithuania and Latvia, Greece and the UK, where protests spread on Friday over the hiring of foreigners at British petrol refineries.The International Monetary Fund predicted earlier this week that Britain would be one of the countries worst hit by the world recession.
More EU money to be made available?
EU social affairs commissioner Vladimir Spidla has already said a number of times that he will encourage and use all the levers that he has at his disposition to make it easier for workers to keep their jobs and to find new jobs if they lose their jobs, Ms Hughes said.In particular we can be looking at things like the European social fund and the European globalisation fund.The European globalisation fund was launched in 2007 with the aim to help workers who have lost their job as a result of changing global trade patterns to find another job as quickly as possible.It has at its disposition €500 million per year, but only €60 million were used in its first year of existence.This figure was probably reflecting a different economic environment, as the commission has already received a number of requests for aid in the wake of the economic crisis, Ms Hughes explained.Consequently, Brussels will if necessary reconsider how much money is available to the European globalisation fund.
Increasing unemployment
Meanwhile, EU figures published on Friday showed that unemployment in EU countries using the euro reached 8 percent in December - the highest rate in more than two years - up from 7.9 percent in November.Unemployment in the whole 27-member bloc also increased from 7.3 in November to 7.4 percent in December, according to EU statistics office Eurostat.Spain and Latvia recorded the highest numbers of jobless people with 14.4 and 10.4 percent, respectively. Spain and Estonia also noted the highest increase in unemployment rates.By contrast, the Netherlands and Austria scored best with 2.7 and 3.9 percent of unemployed respectively.
EU and China to fight financial crisis

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso and Chinese Prime Minister Wen Jiabao have pledged to co-operate on tackling online piracy, climate change and the financial crisis, with a new EU-China summit envisaged for April.It is a strategic priority of the Chinese government to develop relations with the EU and we are firm and steadfast in that commitment, said Mr Wen, following a meeting between the two sides in Brussels on Friday (30 January).The Chinese premier announced the two sides had agreed to hold high-level trade and economy talks in April and confirmed that a new summit date would be shortly agreed.
Beijing cancelled a summit scheduled between the two sides late last year in protest at France – then holding the EU presidency – receiving Tibet's exiled leader, the Dalai Lama.Friday's meeting resulted in the signing of nine co-operation agreements.
Chief amongst these from a European perspective is an agreement to strengthen protection of intellectual property rights, an issue of particular importance to EU businesses currently suffering high levels of piracy in China. Morning discussions were dominated by finding solutions to the current financial crisis. We have agreed to increase our dialogue on macroeconomic issues, said Mr Barroso, and he welcomed China's involvement in the G20 talks being held on 2 April in London. Asked what action he intended to take to help volatility in the foreign exchange markets, Mr Wen said China would continue to follow its currency strategy as laid out in its 2005reform. Our policy in this reform is to have a multi-based managed and floating exchange rate regime with reference to a basket of currencies, he said. Since the reform launched in 2005 the renminbi has appreciated 20 percent against the US dollar in actual terms. We believe maintaining the stability of the Chinese currency …will play a positive role in stabilizing international finance and economy, he continued. The two sides will also discuss climate change on Friday. Europe and China can work together to achieve success at the Copenhagen summit later this year, said Mr Barroso, referring to international talks in December on an environment agreement for post 2012. As protests took place outside the commission's main building in Brussels, Mr Barroso confirmed the two sides had discussed the issues of human rights and Tibet, saying they had held frank and open discussions based on mutual respect.With reform and opening up in the last three decades, China is open on many major issues, said Mr Wen. We always believe in mutual respect and complete equality and I believe on that basis anything can be discussed, he continued.
McCreevy sees need for pan-EU oversight of big banks

DAVOS, Switzerland (Reuters) - European Union Internal Market Commissioner Charlie McCreevy said on Thursday the credit crisis has shown there is a need for pan-EU oversight of large banks that operate across borders.But member states are still opposing taking this step.There is a need for a better way for dealing with the 45 institutions or so that operate cross-border, McCreevy, Europe's top financial regulator told Reuters.I am very much for making big steps here, but I am afraid the political will has not been there until now.There are around 10,000 banks operating in Europe, but the top 45 account for around 80 percent of total assets and McCreevy said they need tighter supervision for the systemic risks they pose.Switzerland, not an EU member, has already gone down this route by proposing tougher capital rules for the country's two largest banks, UBS USBN.VX and Credit Suisse (CSGN.VX).
McCreevy did not want to be drawn on whether the task of Europe's single banking supervisor should fall to the European Central Bank.I think we have to jump the Rubicon about supervision and then decide where supervision can be, he said.
I think the present system of supervision does not make sense and does not conform with advancing the idea of a single market in Europe, he added.But overregulation had to be avoided: We should all be very careful to avoid swinging the pendulum too far. The danger will be to produce, worldwide, a new system of regulation that will be too far in the opposite direction. And if that happens, it is going to prolong the economic downturn, he said.
NEW CAPITAL RULES
McCreevy, who is in his final year of office at the European Commission, said rules on how much capital banks put aside against risks need to be reviewed.I think there has to be a total look at the whole capital requirement area, he said.The whole issue ... has to be looked at with a very open mind. I think the crisis has shown there is a need to go back to more crude ways like leveraged ratio, total balance sheet growth. EU lawmaker to propose credit derivatives clearing

BRUSSELS, Jan 29 (Reuters) - A top European Union lawmaker will propose that off-exchange traded credit derivatives must be centrally cleared to cut risk and increase transparency.The European Parliament and EU states are set to adopt a reform of the bloc's bank capital requirements rules by April to apply lessons from the financial crisis.Parliament's economic and monetary affairs committee will discuss the measure on Monday and its French socialist chair, Pervenche Beres, will propose a new article mandating clearing, a parliamentary source directly involved in the negotiations said.She has already had talks about this with the rapporteur (sponsor of the bill) and he seems to be open to discussion and then we will see how it can be drafted, the source said.The article will say there should be a central counterparty for credit derivatives, the source added. Others party to the talks said the new article could say that banks clearing trades centrally would not have to set aside as much capital.It's a carrot but some banks don't see it that way, a financial industry source said.
EU Internal Market Commissioner Charlie McCreevy drafted the reform and has separately been trying to get the derivatives industry to commit to clearing their off exchange trades in the EU as part of wider efforts to improve market transparency.A tentative commitment by industry to clear trades by mid-2009 collapsed as some U.S. dealers want to clear trades in one clearing house in the United States to save on costs. McCreevy wants European trades cleared on EU soil so that collateral set aside to cover trades stays local. Also central counterparties for credit derivatives are being set up in the United States by ICE (ICE.N) and CME CME.N and Europe does not want all the volume to end up there.Beres had already tabled an amendment calling on McCreevy to propose legislation in a sector with a notional value of about $40 trillion and at the heart of the credit crunch.But support from other parties has prompted Beres to go one step further next Monday and use the bank capital reform itself as a vehicle to mandate clearing, a step McCreevy welcomes.It goes in the direction we want, a Commission official said.European exchanges have lobbied Beres to push for mandatory clearing as they would benefit. Deutsche Boerse's (DB1Gn.DE) Eurex Clearing and NYSE Euronext's (NYX.N) B-Clear are keen to attract new customers.Support from EU governments, who have joint say on the bank capital reform, would also be needed.Member states have had an initial discussion on this with Britain and the Czech Republic against, but they are isolated. French railways managed to keep some trains running but many commuters faced a struggle to get to work. Many metro services in the big cities were idle. Frustrated commuters, packed trains, grounded flights; the strike made its mark but there was less disruption than had been expected. President Sarkozy said last summer that no-one really notices strikes any more. He may be right.
World facing lowest growth since WWII, says IMF report

World growth is to slow to its lowest level in 60 years according to an International Monetary Fund report released Wednesday (28 January). In an update to its World Economic Outlook series, the fund predicts world growth will fall to just 0.5 per cent in 2009, before rebounding to 3 per cent in 2010. We now expect the global economy to come to a virtual halt, said IMF Chief Economist Olivier Blanchard in prepared remarks for a press briefing.IMF managing director Dominique Strauss-Kahn said a restructuring of the banking sector to allow credit to start flowing again was an essential first step if growth figures are to improve. The report says advanced economies will be hit hardest, with the US forecast to contract by 1.6 per cent, the euro area by 2 per cent and Japan by 2.6 percent. Developing nations fair slightly better but forecasts are still severely down on the IMF's November update.
The current report predicts Chinese growth will fall to 6.75 in 2009. Speaking at the World Economic Forum on Wednesday however, Chinese premier Wen Jiabao said the Chinese economy would grow by 8 per cent in 2009.Increased uncertainty and difficulties attaining credit have resulted in reduced consumer demand says the report. This in turn resulted in a fall in global output and trade in the last few months of 2008. So far the IMF has lent $47.9bn to countries whose finances have been jeopardized by the current crisis. These include EU member states Hungary and Latvia as well as Belarus, Iceland, Pakistan, Serbia and Ukraine. The fund also announced a loan for El Salvador this month and is in negotiations with Turkey.

Against this economic backdrop, the European commission this month re-introduced export subsidies for milk, butter and cheese as short-term measures to support the EU dairy sector where milk prices have fallen dramatically. On Wednesday the Cairns group of developing nations demanded that Brussels reverse this step, calling it protectionist.The group of 19 countries that includes Australia, New Zealand, Indonesia, South Africa and Brazil, said export subsidies would likely drive world market prices down further and prolong the economic downturn. Increasing trade distorting measures and protectionism in a time of a crisis carries a very high price, they said in a joint statement issued to the World Trade Organisation in Geneva.

Gas supply interruptions from Russia to the EU via Ukraine show that the current status quo is defective and unsustainable as a policy, argue Elena Gnedina and Michael Emerson, research fellows at the Centre for European Policy Studies (CEPS), in a January policy brief.Indeed, the researchers claim that there has been little attempt on either side to reach a pragmatic solution that would once and for all free the gas trade of political tensions and mischievous trade practices. To resolve the stand-off, Gnedina and Emerson propose an international gas consortium that would bring the Ukraine, EU and Russia to jointly manage the Ukrainian trunk gas pipeline. The CEPs paper outlines three types of arrangement under which such a consortium could take shape: First, the Ukrainian government could sell a stake in Ukraine’s gas transit system (GTS) to a consortium, the researchers suggest. Alternatively, the pipeline could be subject to a concession granted to a consortium for a long period. If neither of these possibilities work out, Ukraine could transfer the management of the GTS to a consortium for a fee, but remain under obligation to rehabilitate the system itself, they argue.
The consortium would be accompanied by a binding treaty establishing the ground rules, signed and ratified by the EU, and Russian and Ukrainian governments, the authors assert. A treaty would protect it from political instability and specify how the trunk pipeline of the consortium would be legally and managerially separate from the domestic Ukrainian gas distribution network, they argue. Whilst Gnedina and Emerson admit that their consortium proposition does not offer an overarching solution to the problem of security of energy supplies for the EU, they maintain that it could serve the needs of all the parties involved and mend the existing cracks in EU-Ukraine-Russia cooperation. Whether they like it or not, all three parties are highly dependent on each other, the CEPS paper declare. Gnedina and Emerson insist that the EU, the Ukraine and Russia need to exploit every opportunity to re-launch their energy cooperation. Establishing an international consortium between the three blocs would represent a key step towards the resolution of this appallingly disorderly gas transit affair, the researchers conclude. My respect for him didn't change. We had an exchange of views — and the views are views.He explained his outburst as the result of hearing Israel repeatedly criticized for its Gaza operation, which Israel sees as the fault of Hamas for continuing to shoot rockets into Israel and causing its citizens to sleep in fear.They try to make the Israeli policy an ugly story, he said, still sounding frustrated. SEOUL, South Korea – North Korea's vow to abandon all peace agreements with Seoul drew a mild response Friday from South Korea's president, who continued to express optimism that the rivals could hold negotiations soon.President Lee Myung-bak dismissed the North's claim that his government's tougher policies were pushing the divided peninsula toward armed conflict.I hope North Korea understands that (South Korea) has affection toward the North, and I think that the two Koreas can hold negotiations before long, Lee said, without elaborating. Still, he was skeptical about sending an envoy to North Korea to help break the deadlock.Lee's comments came hours after the North vowed to abandon a nonaggression pact and all other peace agreements with South Korea. The communist country also said it would not respect a disputed sea border with the South.Some analysts characterized the rhetoric as just the latest in a nearly yearlong campaign to pressure Seoul's conservative, pro-U.S. president — and also attract the attention of President Barack Obama's new administration.Others saw signs the North is gearing up for armed provocation, possibly a naval skirmish over the Koreas' disputed Yellow Sea boundary — the scene of deadly battles between the two navies in 1999 and 2002.

TSX down as commodities reverse course JAN 30,09
TORONTO (Reuters) – Toronto's main stock index turned negative on Friday morning as an early rush into commodity issues unwound and economic worries took hold.
Government data showed worsening economic conditions in Canada and the United States. The Canadian economy shrank more than expected in November, while the U.S. economy shrank in the fourth quarter at its fastest pace in nearly 27 years.
Earlier, before the market open, the price of gold had jumped to a three-month high, while the price of crude also firmed, suggesting a strong start for the TSX.Indeed, the index initially shot 1.5 percent higher on the strength in commodities, but gradually retreated into negative territory as the economic jitters took over.After a while, things settled down and we came back to reality, said Joe Ismail, technical analyst at Maison Placements Canada.At 10:50 a.m. EST, the Toronto Stock Exchange's S&P/TSX composite index was down 40.40 points, or 0.46 percent, at 8,722.36. Six of the TSX's 10 subindexes were lower, including the three most heavily weighted sectors -- the financials, energy and materials.Financials were down 1.1 percent, while the energy sector was 0.31 percent lower. The materials group slid 0.12 percent, though strength among gold producers, which benefited from investors' looking for safe havens, limited the losses.Among the key issues driving the index lower were Manulife Financial, down 2.1 percent at C$20.14, while fertilizer giant Potash Corp lost 1.8 percent to C$93.48.Advancers included Goldcorp, up 1.3 percent at C$36.58, while Canadian Oil Sands Trust rose 4.4 percent to C$19.31, up strongly for a second session. EUOBSERVER / BRUSSELS - The European Commission is studying ways to mitigate the impact of the financial crisis on workers, as unemployment in the eurozone grew spikes and over 1 million people hit the streets in France in one of the latest protests аcross Europe.Obviously, we are concerned about social movements across Europe. We are keeping a close eye on what is happening in France, the UK and elsewhere, commission spokeswoman Chantal Hughes told journalists in Brussels on Friday (30 January).The [EU social affairs] commissioner understands the frustrations that workers feel at the moment, the uncertainty they might be facing in terms of their unemployment prospects.Her statement comes after between 1 million (police estimates) and 2.5 million (organisers' own estimate) people took to the streets in France on Thursday for a one-day national strike, calling for an end to job cuts and voicing opposition against government reforms.French President Nicolas Sarkozy acknowledged that the protesters had legitimate concerns and promised to meet trade unions in February for talks.The French unrest comes after demonstrations in Baltic states Lithuania and Latvia, Greece and the UK, where protests spread on Friday over the hiring of foreigners at British petrol refineries.The International Monetary Fund predicted earlier this week that Britain would be one of the countries worst hit by the world recession.
More EU money to be made available?
EU social affairs commissioner Vladimir Spidla has already said a number of times that he will encourage and use all the levers that he has at his disposition to make it easier for workers to keep their jobs and to find new jobs if they lose their jobs, Ms Hughes said.In particular we can be looking at things like the European social fund and the European globalisation fund.The European globalisation fund was launched in 2007 with the aim to help workers who have lost their job as a result of changing global trade patterns to find another job as quickly as possible.It has at its disposition €500 million per year, but only €60 million were used in its first year of existence.This figure was probably reflecting a different economic environment, as the commission has already received a number of requests for aid in the wake of the economic crisis, Ms Hughes explained.Consequently, Brussels will if necessary reconsider how much money is available to the European globalisation fund.
Increasing unemployment
Meanwhile, EU figures published on Friday showed that unemployment in EU countries using the euro reached 8 percent in December - the highest rate in more than two years - up from 7.9 percent in November.Unemployment in the whole 27-member bloc also increased from 7.3 in November to 7.4 percent in December, according to EU statistics office Eurostat.Spain and Latvia recorded the highest numbers of jobless people with 14.4 and 10.4 percent, respectively. Spain and Estonia also noted the highest increase in unemployment rates.By contrast, the Netherlands and Austria scored best with 2.7 and 3.9 percent of unemployed respectively.
EU and China to fight financial crisis

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso and Chinese Prime Minister Wen Jiabao have pledged to co-operate on tackling online piracy, climate change and the financial crisis, with a new EU-China summit envisaged for April.It is a strategic priority of the Chinese government to develop relations with the EU and we are firm and steadfast in that commitment, said Mr Wen, following a meeting between the two sides in Brussels on Friday (30 January).The Chinese premier announced the two sides had agreed to hold high-level trade and economy talks in April and confirmed that a new summit date would be shortly agreed.
Beijing cancelled a summit scheduled between the two sides late last year in protest at France – then holding the EU presidency – receiving Tibet's exiled leader, the Dalai Lama.Friday's meeting resulted in the signing of nine co-operation agreements.
Chief amongst these from a European perspective is an agreement to strengthen protection of intellectual property rights, an issue of particular importance to EU businesses currently suffering high levels of piracy in China. Morning discussions were dominated by finding solutions to the current financial crisis. We have agreed to increase our dialogue on macroeconomic issues, said Mr Barroso, and he welcomed China's involvement in the G20 talks being held on 2 April in London. Asked what action he intended to take to help volatility in the foreign exchange markets, Mr Wen said China would continue to follow its currency strategy as laid out in its 2005reform. Our policy in this reform is to have a multi-based managed and floating exchange rate regime with reference to a basket of currencies, he said. Since the reform launched in 2005 the renminbi has appreciated 20 percent against the US dollar in actual terms. We believe maintaining the stability of the Chinese currency …will play a positive role in stabilizing international finance and economy, he continued. The two sides will also discuss climate change on Friday. Europe and China can work together to achieve success at the Copenhagen summit later this year, said Mr Barroso, referring to international talks in December on an environment agreement for post 2012. As protests took place outside the commission's main building in Brussels, Mr Barroso confirmed the two sides had discussed the issues of human rights and Tibet, saying they had held frank and open discussions based on mutual respect.With reform and opening up in the last three decades, China is open on many major issues, said Mr Wen. We always believe in mutual respect and complete equality and I believe on that basis anything can be discussed, he continued.
McCreevy sees need for pan-EU oversight of big banks

DAVOS, Switzerland (Reuters) - European Union Internal Market Commissioner Charlie McCreevy said on Thursday the credit crisis has shown there is a need for pan-EU oversight of large banks that operate across borders.But member states are still opposing taking this step.There is a need for a better way for dealing with the 45 institutions or so that operate cross-border, McCreevy, Europe's top financial regulator told Reuters.I am very much for making big steps here, but I am afraid the political will has not been there until now.There are around 10,000 banks operating in Europe, but the top 45 account for around 80 percent of total assets and McCreevy said they need tighter supervision for the systemic risks they pose.Switzerland, not an EU member, has already gone down this route by proposing tougher capital rules for the country's two largest banks, UBS USBN.VX and Credit Suisse (CSGN.VX).
McCreevy did not want to be drawn on whether the task of Europe's single banking supervisor should fall to the European Central Bank.I think we have to jump the Rubicon about supervision and then decide where supervision can be, he said.
I think the present system of supervision does not make sense and does not conform with advancing the idea of a single market in Europe, he added.But overregulation had to be avoided: We should all be very careful to avoid swinging the pendulum too far. The danger will be to produce, worldwide, a new system of regulation that will be too far in the opposite direction. And if that happens, it is going to prolong the economic downturn, he said.
NEW CAPITAL RULES
McCreevy, who is in his final year of office at the European Commission, said rules on how much capital banks put aside against risks need to be reviewed.I think there has to be a total look at the whole capital requirement area, he said.The whole issue ... has to be looked at with a very open mind. I think the crisis has shown there is a need to go back to more crude ways like leveraged ratio, total balance sheet growth. EU lawmaker to propose credit derivatives clearing

BRUSSELS, Jan 29 (Reuters) - A top European Union lawmaker will propose that off-exchange traded credit derivatives must be centrally cleared to cut risk and increase transparency.The European Parliament and EU states are set to adopt a reform of the bloc's bank capital requirements rules by April to apply lessons from the financial crisis.Parliament's economic and monetary affairs committee will discuss the measure on Monday and its French socialist chair, Pervenche Beres, will propose a new article mandating clearing, a parliamentary source directly involved in the negotiations said.She has already had talks about this with the rapporteur (sponsor of the bill) and he seems to be open to discussion and then we will see how it can be drafted, the source said.The article will say there should be a central counterparty for credit derivatives, the source added. Others party to the talks said the new article could say that banks clearing trades centrally would not have to set aside as much capital.It's a carrot but some banks don't see it that way, a financial industry source said.
EU Internal Market Commissioner Charlie McCreevy drafted the reform and has separately been trying to get the derivatives industry to commit to clearing their off exchange trades in the EU as part of wider efforts to improve market transparency.A tentative commitment by industry to clear trades by mid-2009 collapsed as some U.S. dealers want to clear trades in one clearing house in the United States to save on costs. McCreevy wants European trades cleared on EU soil so that collateral set aside to cover trades stays local. Also central counterparties for credit derivatives are being set up in the United States by ICE (ICE.N) and CME CME.N and Europe does not want all the volume to end up there.Beres had already tabled an amendment calling on McCreevy to propose legislation in a sector with a notional value of about $40 trillion and at the heart of the credit crunch.But support from other parties has prompted Beres to go one step further next Monday and use the bank capital reform itself as a vehicle to mandate clearing, a step McCreevy welcomes.It goes in the direction we want, a Commission official said.European exchanges have lobbied Beres to push for mandatory clearing as they would benefit. Deutsche Boerse's (DB1Gn.DE) Eurex Clearing and NYSE Euronext's (NYX.N) B-Clear are keen to attract new customers.Support from EU governments, who have joint say on the bank capital reform, would also be needed.Member states have had an initial discussion on this with Britain and the Czech Republic against, but they are isolated. Worries about a deepening recession were fed by economic data released in both the United States and Japan, including Japanese industrial production falling a record 9.6 percent in December and unemployment hitting a three-year high.The industrial production data was abysmal, and looking through the data in detail was quite a shock, said Nagayuki Yamagishi, a strategist at Mitsubishi UFJ Securities.There's so much inventory built up in a way we haven't really seen before, he added, noting that chip firms were likely to be hit especially hard.U.S. data showed the amount of people filing for unemployment benefits hit a record in mid-January, while orders for long-lasting goods fell for the fifth straight month in December and new home sales slid to a record low. France’s President Nicolas Sarkozy has faced a new popular challenge to his rule, as thousands of workers downed tools across the country. Organised by the left, and enthusiastically supported by public sector unions, the President was told to listen to the voice of the streets.The unions want the government to do more to help workers and families survive this economic crisis. France has not been hit as badly as some of its neighbours but unemployment is rising and people are worried. French railways managed to keep some trains running but many commuters faced a struggle to get to work. Many metro services in the big cities were idle. Frustrated commuters, packed trains, grounded flights; the strike made its mark but there was less disruption than had been expected. President Sarkozy said last summer that no-one really notices strikes any more. He may be right.
World facing lowest growth since WWII, says IMF report

World growth is to slow to its lowest level in 60 years according to an International Monetary Fund report released Wednesday (28 January). In an update to its World Economic Outlook series, the fund predicts world growth will fall to just 0.5 per cent in 2009, before rebounding to 3 per cent in 2010. We now expect the global economy to come to a virtual halt, said IMF Chief Economist Olivier Blanchard in prepared remarks for a press briefing.IMF managing director Dominique Strauss-Kahn said a restructuring of the banking sector to allow credit to start flowing again was an essential first step if growth figures are to improve. The report says advanced economies will be hit hardest, with the US forecast to contract by 1.6 per cent, the euro area by 2 per cent and Japan by 2.6 percent. Developing nations fair slightly better but forecasts are still severely down on the IMF's November update.
The current report predicts Chinese growth will fall to 6.75 in 2009. Speaking at the World Economic Forum on Wednesday however, Chinese premier Wen Jiabao said the Chinese economy would grow by 8 per cent in 2009.Increased uncertainty and difficulties attaining credit have resulted in reduced consumer demand says the report. This in turn resulted in a fall in global output and trade in the last few months of 2008. So far the IMF has lent $47.9bn to countries whose finances have been jeopardized by the current crisis. These include EU member states Hungary and Latvia as well as Belarus, Iceland, Pakistan, Serbia and Ukraine. The fund also announced a loan for El Salvador this month and is in negotiations with Turkey.
Criticism of EU farm subsidies
Against this economic backdrop, the European commission this month re-introduced export subsidies for milk, butter and cheese as short-term measures to support the EU dairy sector where milk prices have fallen dramatically. On Wednesday the Cairns group of developing nations demanded that Brussels reverse this step, calling it protectionist.The group of 19 countries that includes Australia, New Zealand, Indonesia, South Africa and Brazil, said export subsidies would likely drive world market prices down further and prolong the economic downturn. Increasing trade distorting measures and protectionism in a time of a crisis carries a very high price, they said in a joint statement issued to the World Trade Organisation in Geneva.

Gas supply interruptions from Russia to the EU via Ukraine show that the current status quo is defective and unsustainable as a policy, argue Elena Gnedina and Michael Emerson, research fellows at the Centre for European Policy Studies (CEPS), in a January policy brief.Indeed, the researchers claim that there has been little attempt on either side to reach a pragmatic solution that would once and for all free the gas trade of political tensions and mischievous trade practices. To resolve the stand-off, Gnedina and Emerson propose an international gas consortium that would bring the Ukraine, EU and Russia to jointly manage the Ukrainian trunk gas pipeline. The CEPs paper outlines three types of arrangement under which such a consortium could take shape: First, the Ukrainian government could sell a stake in Ukraine’s gas transit system (GTS) to a consortium, the researchers suggest. Alternatively, the pipeline could be subject to a concession granted to a consortium for a long period. If neither of these possibilities work out, Ukraine could transfer the management of the GTS to a consortium for a fee, but remain under obligation to rehabilitate the system itself, they argue.
The consortium would be accompanied by a binding treaty establishing the ground rules, signed and ratified by the EU, and Russian and Ukrainian governments, the authors assert. A treaty would protect it from political instability and specify how the trunk pipeline of the consortium would be legally and managerially separate from the domestic Ukrainian gas distribution network, they argue. Whilst Gnedina and Emerson admit that their consortium proposition does not offer an overarching solution to the problem of security of energy supplies for the EU, they maintain that it could serve the needs of all the parties involved and mend the existing cracks in EU-Ukraine-Russia cooperation. Whether they like it or not, all three parties are highly dependent on each other, the CEPS paper declare. Gnedina and Emerson insist that the EU, the Ukraine and Russia need to exploit every opportunity to re-launch their energy cooperation. Establishing an international consortium between the three blocs would represent a key step towards the resolution of this appallingly disorderly gas transit affair, the researchers conclude.
