Chapter
XV: The Secretariat-Article 99-The Secretary-General may bring to the
attention of the Security Council any matter which in his opinion may
threaten the maintenance of international peace and security.
On
Wednesday, UN Secretary General Antonio Guterres invoked Article 99 of
the UN Charter, a rare move to hasten UN Security Council action on the
war in Gaza. The article, which has not been used in decades, comes after
repeated failures at the 15-member UN Security Council to pass a
resolution calling for an immediate truce.More than 16,000 Palestinians
have died in the Israeli bombardment since war erupted on October 7
after a surprise attack into Israel by Hamas, which killed 1,200
people.Article 99 simply says that “the secretary general may bring to
the attention of the Security Council any matter which in his opinion
may threaten the maintenance of international peace and security”.It is
the latter part that is key – the UN takes the risk of a major regional
crisis extremely seriously, where a civil war or conflict between two
countries looks as if it may spread, as is the case with the Israel-Gaza
war, which experts fear is dragging in Lebanon, Syria, Iraq and
Yemen.Article 99 makes the secretary general clearly a political rather
than a purely administrative official-Former UN secretary general Kofi
Anan-This risk is referenced at the end of the letter, which says the
war has “potentially irreversible implications for Palestinians as a
whole and for peace and security in the region".“Such an outcome must be
avoided at all cost.”Official UN documents describe Article 99 as
having a preventative function – raising awareness at an international
level that an already severe crisis could get worse.Mr Gutterres’s
letter to the President of the Security Council, Jose Javier de la Gasca
Lopez Dominguez, began by condemning “more than eight weeks of
hostilities in Gaza and Israel have created appalling human suffering,
physical destruction and collective trauma across Israel and the
Occupied Palestinian Territory”.He then went on to condemn the “brutal”
Hamas attack on October 7, before explaining how health facilities had
collapsed in Gaza and that more than 80 per cent of the enclave’s
population of 2.3 million had been displaced.Halts to the fighting so
far, including a six-day truce that came to an end on November 30, have
revolved around negotiations between a number of countries acting as
intermediaries between Hamas and Israel. So far, those pauses have been
largely transactional, rather than based on long-term effort to resolve
the long Israel-Palestine conflict. When was Article 99 last used? Mr
Guterres’s invocation of Article 99 urges countries to refocus on a
lasting halt in hostilities, but the use of the article is rare,
something that has drawn criticism from critics of the UN.Some point to
the failure to invoke Article 99 as Rwanda’s security situation
collapsed ahead of the 1994 genocide there, which occurred despite
experts warning it could happen. But the article, seen as key in
mobilising UN action, has been described by former secretary general
Kofi Annan as making the “secretary general clearly a political rather
than a purely administrative official” by requiring him or her to “act
politically”.Previously, celebrated UN secretary general Dag
Hammarskjold described the article in similar terms, describing it as
“more important than any other”.UAE calls for Gaza ceasefire resolution
after UN Secretary-General invokes Article 99-First invoked by Mr
Hammarskjold in 1960 in response to mounting violence in the Congo, its
invocation helped pave the way for a 20,000-strong UN peacekeeping
force, which struggled to maintain order as the country became dragged
into the Cold War. UN intervention also missed the worst period of
violence in the Congo’s history, during a series of wars in the 1990s
thought to have killed about five million people.More recently, Article
99 was invoked by secretary general Javier Perez de Cuellar towards the
close of the Lebanese civil war in 1989, a highly complex conflict that
killed about 150,000 people, involving an Israeli invasion and
occupation of southern Lebanon, as well as fighting between Israeli and
Syrian soldiers. The crisis also nearly dragged in France and the US,
when terrorist group Hezbollah killed nearly 300 US and French troops
with suicide bombs in 1983.The UN had been involved in operations in
Lebanon since 1978, but the highly dangerous peacekeeping mission was
hindered by lack of co-operation from Israel and the warring groups.Mr
Perez de Cuellar said he invoked the article, “in order to contribute to
a peaceful solution of the Lebanese crisis”, and the resulting
fact-finding mission to Lebanon almost certainly helped support the
subsequent peace agreement, the Al Taif accords.“The Security Council
met the same day, expressed its deep concern at the further
deterioration of the situation in Lebanon and issued a statement
appealing to all the parties to observe a total and immediate
ceasefire,” says a document on the crisis in the UN’s archives.

REVELATION 12:1-17 (SATAN BOOTED TO EARTH - GREATEST PERSECUSSION OF ISRAEL EVER)
1 And there appeared a great wonder in heaven; a woman clothed with the sun, and the moon under her feet, and upon her head a crown of twelve stars:
2 And she being with child cried, travailing in birth, and pained to be delivered.
3 And there appeared another wonder in heaven; and behold a great red dragon, having seven heads and ten horns, and seven crowns upon his heads.
4 And his tail (SATANS)drew the third part of the stars of heaven,(1/3RD OF ANGELS FELL WITH SATAN AT THE FALL WHO ARE DEMONIC FALLIN ANGELS-DEMONS) and did cast them to the earth: and the dragon stood before the woman (ISRAEL) which was ready to be delivered, for to devour her child as soon as it was born.(SATANS LAST HOLOCAUST TO TRY TO DESTROY ISRAEL FOREVER)
5 And she brought forth a man child,(MARY DID-JESUS WHO IS(JEWISH) who was to rule all nations with a rod of iron: and her child was caught up unto God, and to his throne.
6 And the woman (MARY WHOS JEWISH REPRESENTING ISRAEL)fled into the wilderness, where she hath a place prepared of God, that they should feed her there a thousand two hundred and threescore days.(3 1/2 YRS PROTECTED IN PETRA JORDAN)
7 And there was war in heaven: Michael and his angels fought against the dragon; and the dragon fought and his angels,
8 And prevailed not; neither was their place found any more in heaven.
9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
10 And I heard a loud voice saying in heaven, Now is come salvation, and strength, and the kingdom of our God, and the power of his Christ: for the accuser of our brethren is cast down, which accused them before our God day and night.
11 And they overcame him by the blood of the Lamb, and by the word of their testimony; and they loved not their lives unto the death.
12 Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.
13 And when the dragon (SATAN) saw that he was cast unto the earth, he persecuted the woman (MARY) which brought forth the man child. (JESUS IS JEWISH)(ISRAEL PERSECUTED THE WORST IN HISTORY YET)
14 And to the woman (ISRAEL) were given two wings of a great eagle, that she might fly into the wilderness, into her place, where she is nourished for a time, and times, and half a time,(3 1/2 YRS) from the face of the serpent.(PROTECTED FOR 3 1/2 YRS IN PETRA JORDAN)
15 And the serpent cast out of his mouth water as a flood after the woman, that he might cause her to be carried away of the flood.(A TSUNAMI I BELIEVE SATAN WILL TRY TO DESTROY ISRAEL WITH)
16 And the earth helped the woman, and the earth opened her mouth, and swallowed up the flood which the dragon cast out of his mouth.(GOD PROBABLY CREATES A QUAKE TO STOP THE TSUNAMI WATERS)
17 And the dragon was wroth with the woman, and went to make war with the remnant of her seed,(SAVED) which keep the commandments of God, and have the testimony of Jesus Christ.
ISRAEL DO NOT LISTEN TO THIS 2ND STORY GUY. FLOOD THEM OUT. IN THE FUTURE. SATAN WILL TRY TO FLOOD ALL YOU ISRAELIS OUT WITH A TSUNAMI. BUT GOD WILL CAUSE AN EARTHQUAKE TO OCCUR. AND SWALLOW UP THE WATER.AND PROTEC HIS PEOPLE ISRAELIS. AND GOD WILL THEN FLY USE OVER TO PETRA TO PROTECT USE FOR 3 1/2 YEARS.
Regarding the female hostages, 'we know why we are worried'-IDF chief: Flooding Gaza tunnels with seawater ‘a good idea’; Khan Younis surrounded-Halevi says military moving to ‘3rd phase’ of ground offensive, while working to prevent harm to Strip’s civilians; IDF fighting ‘justified war’ and ‘the world enables us to do so’By Emanuel Fabian 5 Dec 2023, 9:11 pm 1
Israel Defense Forces Chief of Staff Lt. Gen. Herzi Halevi appeared to confirm on Tuesday a report that Israel aims to flood Hamas’s tunnel network in the Gaza Strip, calling it “a good idea.”“We are seeing a lot of underground infrastructure in Gaza, we knew there would be a lot. Part of the goal is to destroy this infrastructure,” Halevi said in response to a question at a press conference, regarding a report in The Wall Street Journal.“We have various ways [to deal with the tunnels], I won’t talk about specifics, but they include explosives to destroy, and other means to prevent Hamas operatives from using the tunnels to harm our soldiers,” he said.“Therefore, any means which give us an advantage over the enemy that [uses the tunnels], deprives it of this asset, is a means that we are evaluating using. This is a good idea, but I won’t comment on its specifics,” Halevi added.Quoting US officials, the Journal reported that the IDF set up five large water pumps last month near the al-Shati refugee camp in Gaza City, which are capable of flooding the tunnels within weeks by pumping thousands of cubic meters of water per hour into them. The officials said Israel alerted the US about the plan last month, but has not yet decided whether to implement it.Speaking to the press, Halevi said Tuesday that the military was encircling southern Gaza’s Khan Younis as it launched the “third phase” of its ground offensive against Hamas in the Strip.Israel has vowed to topple Hamas after Palestinian terrorists stormed across the border from Gaza on October 7, slaughtered some 1,200 people, mostly civilians, and took around 240 hostages.“After 60 days since the beginning of the war, our forces are surrounding the Khan Younis area in southern Gaza. At the same time, we are working to deepen the achievement in the northern part of the Strip. Anyone who thought that the IDF would not know how to resume the fighting after the truce was mistaken. Hamas is feeling this strongly,” Halevi said.“In the last few days, many operatives, including senior commanders, were eliminated,” he said.On Tuesday evening, the IDF released footage and a photograph showing senior Hamas commanders inside the terror group’s tunnels in the northern part of the Gaza Strip several months ago, and said five of those in the picture were killed in Israeli airstrikes since the war began, including Wael Rajab, the deputy commander of Hamas’s northern Gaza brigade.Said Halevi: “We captured many Hamas strongholds in northern Gaza, and now we are operating against its centers of gravity in the south.”“We are operating with professionalism, clearing the [Palestinian] population ahead of time from the combat areas. We are striking Hamas above and below ground, from the air, land, and sea,” he said. The commander of the army’s southern command said earlier that troops were operating “in the heart of Khan Younis,” calling Tuesday the most intense day of fighting yet.“They ask us a lot about the destruction in Gaza. Hamas is the address, [Hamas leader Yahya] Sinwar is the address. Our forces find in nearly every home weapons, terrorists. We understand that part of their way of operating is to leave weapons in the homes, a terrorist comes to the home in civilian clothing, and fights from there,” Halevi said.“This requires heavy firepower, to strike the enemy and to protect our forces. That’s why they are operating with great power, but at the same time working to avoid harm to those who are uninvolved, as much as possible,” he said.Responding to a question regarding the entry of aid to the Gaza Strip amid the ground offensive, Halevi said the IDF is making “great efforts” to ensure it is only fighting Hamas, and not harming the Palestinian civilian population.“Our enemy is Hamas, not the population in the Gaza Strip, and therefore there is humanitarian aid including fuel, which allows the hospitals, water pumps, purification plants, to prevent diseases that can spread,” he said.“It is important to note that the State of Israel, and the IDF, are operating in a justified war, and we live in a world that enables us to do this, and understands our justified war. As long as we differentiate between the enemy and the population, we will be able to deepen our achievements, to fight more, find more [Hamas] commanders, to destroy more infrastructure,” Halevi added. The rising death toll and unfolding humanitarian crisis in Gaza have sparked outrage in much of the world. The Hamas-run health ministry in Gaza says Israel’s military campaign, in response to the terror group’s murderous attacks, has killed more than 16,000 people so far, most of them women and children. Those figures cannot be independently verified, and are believed to include both Hamas terrorists and civilians, and people killed as a consequence of terror groups’ own rocket misfires.According to military estimates, some 5,000 Hamas members have been killed in the Gaza Strip, in addition to more than 1,000 killed in Israel during the October 7 onslaught. In his statement, Halevi said the IDF’s military pressure on Hamas has advanced the goals of the war, including the return of the hostages.“We are doing everything to return the hostages,” he said.Responding to a question on the well-being of the hostages, Halevi said the IDF is working constantly to find out information on the hostages.“We don’t have full information of course. We are working to release them, and not to harm them,” he said.“Regarding the female hostages, we have great concern for everyone who is held by Hamas. And we know why we are worried,” he added, in an apparent reference to claims of sexual violence against those being held in Gaza.Though the army’s focus remains on the Gaza Strip, Halevi said operations were continuing in the north, where hostilities have also resumed since a weeklong truce ended on Friday.Halevi said the military knew in advance that Hezbollah would resume its attacks. “We prepared for this, and we are operating with determination against anyone who is preparing or carrying out attacks on civilians or soldiers,” he said. “We are exacting a heavy price from Hezbollah, which the group tries to hide, it knows why.”Halevi said the IDF was working to allow civilians to return to their homes in border communities in the north and south as soon as possible.“We know we will need more forces on the border, better abilities… This is what we will do,” he said. “We will do everything to amend what was harmed. For the murdered, it’s too late. But for the living, for the continued living in Israel, these amends are necessary.”Turning to an incident in Jerusalem last week, in which civilian Yuval Castleman was killed by a reservist who mistook him for a terrorist, Halevi said soldiers should not shoot at someone putting their hands up.Staff Sgt. (res.) Aviad Frija was one of two off-duty troops who responded to a terror attack at a Jerusalem bus stop on Thursday, shooting at the two assailants but also at Castleman, an armed civilian who had also opened fire first at the terrorists.Yuval Castleman. (Courtesy)-Frija, who opened fire at Castleman after he had put his gun down and was holding his hands in the air, was arrested Monday.Halevi said the military shows its appreciation for Castleman’s “brave” action in taking down the Hamas gunmen. “This truly is heroism,” he said.“At the same time, we emphasize the need to stick to the basic and required rules in complex situations like these, shooting in a civilian environment,” he said. “Do not shoot when the threat is lowered, and we do not shoot at those who put their hands up.”He noted that the incident, during the Jerusalem terror attack, was still under investigation. On the West Bank, Halevi said the military has seen major success against terror. He said more than 1,200 Hamas members have been arrested in recent weeks, and many others who were planning attacks, or had carried them out, were killed.
Flooding Hamas tunnels could harm Gaza’s freshwater for generations, warns academic-Experts call on defense establishment to carefully weigh environmental impacts of reported plan to flush terrorists out of vast underground network-By Sue Surkes 5 December 2023, 10:35 pm 9
Environmental experts called on the defense establishment Tuesday to carefully weigh the long-term environmental implications of reported plans to flood the immense network of tunnels in the Gaza Strip with seawater to flush the terrorists out.Quoting US officials, The Wall Street Journal reported Monday that the Israeli army last month set up five large water pumps near the al-Shati refugee camp in Gaza City, which are capable of flooding the tunnels within weeks by pumping thousands of cubic meters of water per hour into them.Under normal circumstances, rain falls to earth and percolates down into subterranean storage areas, or aquifers. This groundwater is pumped up into wells to supply drinking water.Gaza is home to more than two million people and is one of the most densely populated places on earth. The enclave’s only sweet-water supply comes from a shallow aquifer running parallel to the Mediterranean coast. That has been so overpumped and the subterranean water levels have dropped so far that seawater has entered the aquifer and mixed with the little sweet-water that remains. The aquifer’s water quality has been further eroded by sewage, and agricultural chemical runoff, to the extent that 97 percent of Gaza’s freshwater no longer meets World Health Organization (WHO) water quality standards.Even before the war, most Gazans relied on private water tankers and the yield of small desalination plants for drinking water.Following Hamas’s invasion of Israel on October 7, in which terrorists murdered some 1,200 people and kidnapped 240 others, Israel turned off three pipelines carrying drinking water into the strip. Under US pressure, it subsequently reopened two of them, and during the recent pause in fighting to release hostages, allowed in more of the fuel needed to pump the water from the Israel-Gaza border into the enclave.Still, Gazans are desperately short of clean water.Prof. (Emer.) Eilon Adar of the Zuckerberg Institute for Water Research at Ben-Gurion University of the Negev, in southern Israel, said that further potential ecological damage to Gaza’s aquifer by flooding the tunnels would depend on the quantity of water and the reach.Stressing that he was neither an expert on the issue nor involved with the Defense Ministry’s reported plans, he said that the pumping of a relatively small amount of seawater affecting the area between the Mediterranean coastline and the point where sea- and sweet-water were mixing anyway would have minimal consequences. That latter point lies anywhere from tens to several hundreds of meters inland from the Gazan shore. But if several million cubic meters were pumped into the tunnels, and seeped into the aquifer, “the negative impact on groundwater quality would last for several generations, depending on the amount that infiltrates into the subsurface,” he said.Israel would hardly feel the effect, he went on, because the coastal aquifer’s water flows from Israel to Gaza.Nevertheless, Adar added, he would “hesitate about destroying a massive natural resource.”“As a citizen, despite the disaster that we experienced on October 7, I still think that in the long run — and we have to think of the future — it would be politically and morally incorrect to have a thirsty neighbor,” he said.Another water expert, who asked not to be named, said tunnels, carved out of porous sand, would need to be flooded several times. Some of them were built to bring terrorists into Israel, he added. If seawater entered those sections, it could salinate Israeli wells close to the Gaza border.Prof. Hadas Mamane, who heads the Environmental Engineering Program at Tel Aviv University, said the environmental impacts of all options for destroying the tunnels had to be considered, and their effects on the air, water, soil, hydrology and ecology tested in advance.Blowing up weaponry in the tunnels could also have environmental consequences, she added, if dangerous toxic materials and heavy metals seeped into the groundwater.“You don’t look at what’s best but what’s the least worst solution,” she said. Both the IDF and the Defense Ministry said they had no comment. The officials cited by The Wall Street Journal said Israel had alerted the US about the plan last month, but had not yet decided on whether to implement it.The report said opinions in the Biden administration about the idea were mixed. It also noted it was unclear whether the IDF would move to flood the tunnels before all of the hostages that Hamas and other Palestinian terror groups abducted during the October 7 onslaught were freed, due to the apparent risk that would be posed to hostages being held underground.
Undeterred by heavy snow, absent buses, thousands rally for Israel in Ottawa, Canada-Event organizers decry antisemitism after company makes ‘shameful decision’ to cancel charter buses expected to transport rally-goers
By David Lazarus 5 December 2023, 8:00 pm 1
MONTREAL, Canada (JTA) — Despite a foot of snow in Montreal and chartered buses that never showed up in Toronto, thousands of Canadian Jews assembled on Parliament Hill in Ottawa on Monday to voice solidarity with Israel and decry a rise in antisemitism. The rally’s speakers included several prominent Canadian politicians, Jewish leaders, college students who feel unsafe on campus and family members of Israelis taken hostage or killed by Hamas on October 7.Local Jewish leaders called the event, organized by Jewish federations across Canada and the Centre for Israel and Jewish Affairs, a historic gathering. But 17 of 70 chartered buses did not show up to pick up rally-goers in Toronto, just weeks after a similar incident in Detroit before a massive pro-Israel rally in Washington.Organizers called the no-show bus company antisemitic.“Despite charging in full in advance and confirming its participation, the company did not send a single bus and has declined all communications while refusing to provide any explanations,” said Adam Minsky, president and CEO of United Jewish Appeal Federations in Toronto.“We are driven to the view that this shameful decision is intended to disrupt our peaceful rally out of hatred toward Jews,” he added. “What happened today is sickening and outrageous. We will respond aggressively with every legal and public affairs tool at our disposal.”Israel’s ambassador to Canada Iddo Moed, Liberal Party member of parliament Anthony Housefather and deputy Conservative Party leader Melissa Lantsman all spoke on Monday.“This is not 1943. I’m grateful that Israel exists and has an army to fight back against those who launched this pogrom,” said Housefather, who is Jewish and represents Montreal’s heavily Jewish Mount Royal district.Raquel Look, whose son Alexandre was murdered at the music festival in southern Israel attacked by Hamas on October 7, called on Canadian politicians to take more action against antisemitism. Hate crimes against Jews — including multiple incidents that have involved Molotov cocktails thrown at Montreal-area synagogues and Jewish centers — have spiked across Canada.“Our sorrow is deep and immeasurable, but today we want to channel this immense pain into a call for action,” Look said. “Please let us honor his memory by standing up against the forces that seek to destroy Jewish and Canadian values we hold so dear.”
Defense minister establishes directorate to restore security to northern Israel-Northern Horizon will strengthen security measures in communities close to Lebanese border to lay the groundwork for tens of thousands of displaced people to return home-By ToI Staff 5 December 2023, 7:08 pm 0
Defense Minister Yoav Gallant on Tuesday announced the establishment of a new directorate within the Defense Ministry that will focus on strengthening security along Israel’s northern front.Israel’s northern communities have been pummeled by rocket fire and shelling carried out by Hezbollah and allied Palestinian groups during the ongoing war with Hamas in Gaza.In a statement following a situational assessment on Tuesday, Gallant announced that the directorate, dubbed Northern Horizon, will work to strengthen and improve both civil and security infrastructure in residential areas up to nine kilometers (5.6 miles) from the Lebanese border, allowing an opportunity for displaced residents to return home. The directorate will work to ensure that civilian standby units receive improved training and weapons, and that communities are fortified with new gates, fences, lookout posts and a primary operation center with command capabilities. Some 200,000 people from the north and south of Israel have been internally displaced since October 7, when thousands of Hamas-led terrorists burst into southern Israel, killing more than 1,200 people, seizing some 240 hostages and destroying property across more than 20 different communities. In response, Israel launched an aerial operation and subsequent ground campaign, vowing to eliminate Hamas and bring the hostages home.At the IDF operated against Hamas in Gaza, repeated skirmishes with Hezbollah and other groups on the northern border led to the decision to evacuate residents from dozens of northern communities, with no indication when they will be able to return home.“In light of the complexity in the north and our desire to create conditions to return residents to their homes, the first action that needs to be made is to take care of everything that happens in the communities; for their protection, for activity within them, for a normal life, for the protection of the bloc and the restoration of infrastructure,” Gallant said, and added that the project will be implemented alongside additional security measures. The directorate will work in cooperation with local municipalities and the IDF, and decisions will be made following assessments of the security situation as it continues to develop. It will aim to complete the work started in 2018 during the government’s Defender of the North project. Defender of the North was aimed at protecting public, institutional and private buildings up to nine kilometers away from the northern border.Since the start of the war with Hamas in Gaza, the northern border has seen near-daily skirmishes as Hezbollah attempts to tie down troops with a steady stream of low-level clashes and attacks.Since the cross-border exchanges began, six soldiers and three civilians have been killed on the Israeli side, and 107 people have been killed on the Lebanese side, including at least 14 civilians, according to an AFP tally.Hezbollah has said that 79 of its members have been killed since the war’s outbreak in southern Lebanon.Emanual Fabian contributed to this report.
Health Ministry says Hamas drugged released hostages to make them appear happy-Knesset committee urges ministry to send international health organizations an official report with evidence of the drugging and other disturbing post-release medical findings-By Renee Ghert-Zand 5 December 2023, 6:00 pm 2
At a Knesset Health Committee meeting on Tuesday, a Health Ministry representative said that the hostages recently freed from captivity in Gaza were given tranquilizer pills by Hamas before their release. The drugging would have been aimed to make the hostages appear calm and happy after suffering physical abuse, deprivation, and psychological terror in Gaza for more than 50 days.Dr. Hagar Mizrahi, head of the Health Ministry’s medical division, specifically named the drug as Clonazepam. Known as Clonex in Israel and sold under the brand names Klonopin and Rivotril elsewhere, the drug is used to prevent and treat anxiety disorders, seizures, bipolar mania, agitation associated with psychosis, and obsessive-compulsive disorder. The ministry representative did not disclose whether the drugging had been confirmed by blood tests done on the released hostages at Israeli hospitals, from the freed hostages’ testimony, or both.Families of hostages speaking earlier to the committee were the first to raise the issue.Health Committee Chairman MK Yonatan Mashriki (Shas) urged the Health Ministry to send health organizations around the world an official report detailing the evidence of the drugging and other medical findings following the released hostages’ return.Speaking before the committee, Shir Siegel described some of the horrific experiences of her mother, Aviva Siegel, during her 51 days in captivity. Aviva and Keith Segal were seized by terrorists from their home in Kfar Aza on October 7. Keith, 64, is still a hostage.Calling the hostages’ situation a “Holocaust three hours from here,” Shir Siegel said she could barely suffer listening to her mother’s accounts of how the terrorists bound and beat her, and denied her food and water. Her testimony echoed information shared with the public by medical professionals caring for the released hostages in Israeli hospitals. While at first hospital officials told the media that the hostages had come back in “good physical health,” they are now saying that this is not altogether accurate.Dr. Yael Mozer-Glassberg, director of Israel’s pediatric liver transplantation service at Schneider Children’s Medical Center, told a press conference on Monday that “reports that everyone is giving that the returnees are in more or less stable condition are not true.”A member of a team of six female physicians, as well as nutritionists, psychologists, and social workers who have attended to the 19 children and seven women brought to Schneider, Mozer-Glassberg reported that the hostages had lost 10-15 percent of their body weight. After having been deprived of food and water, some exhibited disordered eating upon their return.Mozer-Glassberg said the freed hostages’ heads and bodies were riddled with lice and rashes. The returnees had injuries that had become infected due to a lack of proper care and access to hygiene. In a television interview aired on Monday, Prof. Itai Pessach, head of the Safra Children’s Hospital at Sheba Medical Center, said more than he had in prior statements about the hostages’ medical condition, letting on that some of them required considerable treatment.Pessach said the returnees’ stories had shaken him and his colleagues. He likened the situations the hostages lived through in Gaza to the Nazi ghettos and concentration camps of World War II.Asked what kind of abuse the hostages spoke of having been subjected to, he said only, “They experienced every kind of abuse you can imagine.”At the Knesset on Tuesday, Health Ministry officials shared a presentation summarizing what they and the hospitals learned from receiving and treating the 105 hostages freed before a truce deal with Hamas collapsed on Friday, and how protocols can be improved for caring for those released in the future. The ministry officials detailed how the responsibility for care for the first wave of released hostages is now being transferred from hospitals to health maintenance organizations. Individualized plans for each person will be overseen by a nurse coordinating and overseeing their medical and psychosocial care.Much attention will be put on restoring healthy and nutritious eating habits, as many hostages came back with digestive problems and vitamin deficiencies due to lack of food and sunlight. Achieving this may prove difficult for some hostages who have no home to return to and must live in a hotel or guesthouse.

Putin to discuss Israel-Hamas war on rare trip to Saudi Arabia, UAE-Kremlin announces surprise Middle East visit, hoping for ‘very useful negotiations’; Russian president to host Iranian counterpart in Moscow later this week
By Agencies 5 December 2023, 1:58 pm 1
MOSCOW (AP) — Russian President Vladimir Putin will make a one-day trip to the United Arab Emirates and Saudi Arabia focused on the Israeli-Hamas war and host the Iranian president in Moscow this week, the Kremlin said Tuesday.Putin will make working visits to both countries on Wednesday, Kremlin spokesman Dmitry Peskov said. The talks will focus on bilateral relations, the war between Israel and Hamas and other international issues, Peskov said. Issues related to oil price caps under OPEC+ will also be on the agenda, he added.Putin’s trip was first announced on Monday by his foreign affairs adviser Yuri Ushakov, who did not give a date for the visits when he spoke to the Russian news outlet Life.“I hope that these will be very useful negotiations, which we consider extremely important,” Ushakov was quoted as saying by Life.Putin will host Iranian President Ebrahim Raisi in the Kremlin on Thursday, Peskov added. The visit comes at a time when Russia wants to advance its role as a power broker in the conflict in the Middle East.War erupted between Israel and Hamas after the terror organization’s October 7 massacre, which saw some 3,000 terrorists burst across the border into Israel from the Gaza Strip by land, air and sea, killing some 1,200 people and seizing over 240 hostages of all ages under the cover of a deluge of thousands of rockets fired at Israeli towns and cities. The vast majority of those killed as gunmen seized border communities were civilians — including babies, children and the elderly. The International Criminal Court issued an arrest warrant for Putin in March for war crimes, accusing him of personal responsibility for the abductions of children from Ukraine.Since the warrant was issued, Putin chose not to attend a BRICS summit in South Africa because the country would be obliged to arrest Putin upon arrival as it is a signatory to the international court’s treaty.Neither Saudi Arabia nor the UAE have signed the ICC’s founding treaty. The notice against Putin in March was the first time the global court issued a warrant against a leader of one of the five permanent members of the UN Security Council. The ICC said in a statement that Putin is accused of the war crime of ” unlawful deportation ” of children from occupied areas of Ukraine to Russia. The Russian president visited China in October and recently made several trips to former Soviet nations.Times of Israel staff contributed to this report.
EU warns of ‘huge’ risk of Christmastime terror attacks due to Israel-Hamas war-Warning comes following suspected Islamic State-linked murder near Eiffel Tower over the weekend-By Agencies 5 December 2023, 1:55 pm 1
BRUSSELS, Belgium — Europe faces a “huge risk of terrorist attacks” over the Christmas holiday period due to the fallout from the war between Israel and the Palestinian terror group Hamas, the European Union’s home affairs commissioner warned on Tuesday. The warning came as French investigators probe a fatal weekend attack near the Eiffel Tower in Paris. Questions were raised about the mental health of the suspect, who swore allegiance to the extremist Islamic State group before stabbing a German-Filipino tourist to death and injuring two other people with a hammer.“With the war between Israel and Hamas, and the polarization it causes in our society, with the upcoming holiday season, there is a huge risk of terrorist attacks in the European Union,” EU Home Affairs Commissioner Ylva Johansson told reporters.“We saw (it happening) recently in Paris, unfortunately we have seen it earlier as well,” she said, as EU interior ministers gathered in Brussels. She provided no details about any information that might have led to her warning. Her office did not immediately respond to requests for details.Johansson, whose brief includes security and immigration, said that European Commission will provide an additional 30 million euros ($32.5 million) to help bolster security in vulnerable areas, notably places of worship.German Interior Minister Nancy Faeser sent her condolences to France over the attack, and said that it highlights “just how acute and how serious the threat posed by Islamist terrorism is currently in the EU.”“The war in Gaza and Hamas’s terror are exacerbating this situation,” she told reporters.Related: Israel issues severe travel warnings to dozens of countries amid rising antisemitism-War between Israel and Hamas erupted after Hamas’s October 7 massacre, which saw some 3,000 terrorists burst across the border into Israel from the Gaza Strip by land, air and sea, killing some 1,200 people and seizing some 240 hostages of all ages under the cover of a deluge of thousands of rockets fired at Israeli towns and cities. The vast majority of those killed as gunmen seized border communities were civilians — including babies, children and the elderly. PM vows not to quit: 'Won't give Hamas what it wants' Netanyahu: Gaza must be demilitarized after war, only the IDF can be trusted to do it-PM says IDF has killed half of Hamas battalion chiefs, denies humanitarian aid weakens leverage for hostage releases; Gantz urges premier to redirect coalition funds — he declines-By Jeremy Sharon and ToI Staff Today, 1:56 am 0-DEC 6,23
Prime Minister Benjamin Netanyahu on Tuesday night insisted the Gaza Strip will have to be demilitarized after the current war with Hamas, saying only the Israel Defense Forces and not any international force could be entrusted with that mission.Speaking during a joint press conference with Defense Minister Yoav Gallant and Minister Benny Gantz, Netanyahu said past experience showed that international forces have been ineffective in demilitarizing areas with forces hostile to Israel and that he would not accept such an arrangement in Gaza.Netanyahu also denounced the UN, human rights groups and women’s organizations on Tuesday night for failing to speak out against the severe sexual violence committed by Hamas in the October 7 atrocities it committed. He called on all “civilized” leaders and governments to condemn the mass rape committed by Hamas terrorists, and questioned whether the silence of many groups was because the victims were Jewish women.Gantz in his remarks urged Netanyahu to remove the NIS 1 billion in discretionary funds which have been earmarked for political promises from the wartime budget, which will soon come for a vote in the Knesset. All three politicians, who together compose the war cabinet managing the offensive in Gaza, stressed that bringing home the 138 hostages who remain in the Strip was a key priority following a fraught meeting earlier Tuesday with the hostages’ families, but equally asserted that the ground operation in Gaza was key to achieving this goal.“Gaza must be demilitarized. And in order for Gaza to be demilitarized, there is only one force which can ensure this demilitarization – and this force is the Israel Defense Forces,” said Netanyahu.“No international force can be responsible for this,” he said, referencing vague proposals made for such a force to take control of Gaza after the fighting is over.“We have seen what has happened in other places where international forces were brought in for demilitarization purposes,” he continued, in a strong allusion to the failure of UNIFIL in southern Lebanon to demilitarize the area after the Second Lebanon War in 2006.He also addressed the outrage that has mounted in recent weeks in Israel and among the Jewish state’s supporters abroad over the failure of the UN and human rights groups to condemn the mass rape perpetrated by Hamas against Israeli women on October 7.The UN Women organization finally condemned Hamas’s savage October 7 assault on December 1 after weeks of dithering, and expressed alarm over “the numerous accounts of gender-based atrocities and sexual violence” during the attack.“I have heard, and you have heard, of the sexual abuse and rape incidents of unparalleled cruelty, but I have to say that until a few days ago I did not hear theb human rights organization, I did not hear the women’s organizations, I did not hear the UN. I did not hear their cry. And I say to them: Where were you? Are you silent because we’re talking about Jewish women,” demanded the prime minister.“Where the hell are you?” he exclaimed in English. “I expect all civilized leaders, governments, nations, to speak up against this atrocity.”Speaking about the current campaign in Gaza, Netanyahu said the army had the upper hand in the battle and was making good progress in destroying Hamas, stating that the IDF has killed around half of the terror group’s battalion commanders.“We are bringing to a reckoning anyone who abducted… murdered, slaughtered, raped, and burned the sons and daughters of our people. We will not forgive and will not forget,” intoned the prime minister. He added that the IDF has now surrounded Jabalya in northern Gaza and Khan Younis in the south of the enclave.Gantz in his prepared remarks challenged Netanyahu directly on the issue of the controversial political funds in the wartime budget, which have been criticized for funneling money toward pet goals and projects of sectoral political parties and their particular electorates, instead of to the war effort.“It’s still not too late to stop these budget additions which are not connected to the fighting and everything surrounding it, and transfer them to the war effort, like the rest of available resources,” said Gantz.“We must act out of collective national considerations,” he continued, adding that it was now the time to demonstrate “leadership.”Netanyahu politely rebuffed Gantz’s call, noting the war budget amounted to some NIS 30 billion for the final month and a half of the year, with the discretionary funds making up NIS 1 billion of that sum.”It’s a giant budget. There is no shortage of money” said Netanyahu.Answering questions about his political future, Netanyahu maintained that it was the wrong time to discuss such issues or step down in light of the severe military, intelligence and strategic failings which enabled Hamas to carry out its October 7 invasion.“Of course, we could give Hamas what it wants… You know exactly what it wants,” Netanyahu said, implying that Hamas wants to see him gone and the reemergence of a governmental and social crisis in Israel.“I don’t think we should give it what it wants. I think we have to bring what we want — crushing victory, the return of the hostages, and a promise that the continuation [in Gaza] will be different.”Netanyahu also rejected criticism of the government’s decision to allow additional humanitarian aid and fuel into Gaza, a policy which has been questioned for reducing Israel’s leverage over Hamas to release hostages. This is the truck convoy carrying humanitarian aid waiting to enter the #Gaza Strip. The conditions required to deliver aid to the people of Gaza exist. We've completed all the necessary logistics to make it happen. Now, the #UN has to keep up. https://t.co/cMFqqRRq0i pic.twitter.com/UzERqC4hXz— COGAT (@cogatonline) December 5, 2023-The prime minister said the “main card” Israel has to return the hostages is the military campaign itself and that humanitarian aid buttresses the IDF’s operation since it would be forced to bring it to a halt if a humanitarian disaster took hold in Gaza.“There is no contradiction” between the war effort and the accompanying humanitarian aid, as they together combine to help vis-a-vis the hostages, Netanyahu said.Asked about the sanctions against violent extremist settlers in the West Bank announced by the US State Department Tuesday night, Gantz urged the US not to speak of “settler violence” and insisted that “99 and more percent” of settlers were “normative, law-abiding people.” He did however condemn the violence which has been perpetrated by extremist settlers against Palestinians in the weeks since October 7.Answering the same question, Gallant said only the IDF, police and security forces have the right to use force.“We have to restrain all illegal violence,” Gallant said, adding that Israel doesn’t need others to tell it to do so, and insisted that some of the violence against Palestinians in the West Bank has been perpetrated by extremist Israelis who live inside sovereign Israel.Gallant in his remarks gave an update on the progress of the war, saying that Hamas was gradually losing control of Gaza and that the IDF was achieving its objectives.“What happened in Gaza City is happening now in Khan Younis… with impressive results,” said the defense minister.“The leaders of Hamas now well understand that nobody is coming to save them — not the Iranians and not Hezbollah,” he added.Gallant said he had told the families of hostages that the government was fully dedicated to bringing back all the captives, with no exception,” and that the IDF through its ground operation was creating the conditions to bring about their return.“It is our duty as a nation, it is our duty as the defense establishment, and it is my duty as the Minister of Defense,” he said.“There is only one legitimate thing to do: to win against Hamas, to strike them and eliminate them – destroying their governing and military capabilities, and bringing the hostages home.”
Amid Israel-Hamas war, students say antisemitism is ‘new normal’ at Columbia University-Jewish and Israeli students fear for their safety in a campus climate that’s dismissive of their well-being while allowing rampant, bitter anti-Israel rhetoric to cross red lines-By Cathryn J. Prince Today, 1:24 am-DEC 6,23
NEW YORK — A stack of fliers caught Melissa Saidak’s eye when she walked into the lobby of the Columbia University School of Social Work in late November.Advertising a “teach-in,” the fliers depicted three missiles targeting a Palestinian flag dripping in blood. One missile was emblazoned with the Columbia University logo, one with the American flag, and the third with the Israeli flag. Two weeks earlier, more than 50 students, some banging drums, some chanting into a megaphone, had staged a nine-hour sit-in in the school’s lobby. It was one of many such protests on campus.“They were saying things like ‘Zionists get out,’ and ‘Israel go to hell.’ Most of the world is not safe for Jewish people and the facts are, Israel is important for a lot of reasons; namely, it’s a safe haven,” said Saidak, who describes herself as a non-Zionist secular Jew.Nearly eight weeks before, on October 7, thousands of Hamas-led terrorists had stormed across Israel’s border, killing 1,200 people, mostly civilians, and kidnapping 240 more into the Gaza Strip. The brutality of the massacre — in what President Joe Biden called the “deadliest day for the Jewish people since the Holocaust” — gained global attention: the rampaging gunmen slaughtered entire families, many of them burned alive in their homes, and raped, tortured, dismembered and mutilated their victims, who included women, children and the elderly.Israel has since vowed to dismantle the Hamas terror regime, which governs the Gaza Strip, and to secure the return of the hostages. The conflict has brought raging protests against Israel in the Middle East, Europe and the United States from its earliest days, even as Israelis were struggling to secure their towns and treat the thousands of wounded prior to the country’s military response.Melissa Saidak, a graduate student at the Columbia University School of Social Work. (Cathryn J. Prince/ToI)-Now, like on many campuses across the US, antisemitism and anti-Israel sentiment continues to intensify at Columbia University as the Israel-Hamas war progresses into its ninth week.A flier for the November 29 Teach-In at Columbia University’s School of Social Work. (Courtesy: Amy Werman)-Social media posts mock the October 7 Hamas massacre or hail it as justified; masked protesters chant phrases that are antisemitic dog whistles such as “Globalize the Intifada”; and teach-ins, which don’t include Jewish speakers, preach about “settler colonialism.” More than a dozen Jewish and Israeli students at Columbia who spoke to The Times of Israel for this article said that confronting antisemitism is now part and parcel of daily campus life.“I always felt comfortable and safe here. Then October 7 happened and a war broke out in Israel — and a second war broke out here in the US. It’s a war of antisemitism and public opinion, and Columbia is ground zero,” said Andrew, a graduate student at the school of architecture who requested that neither his last name nor photo be used out of concern for his safety.A planned December 6 ‘teach-in’ at Columbia University School of Social Work. (via X)-While Columbia announced the formation of an antisemitism task force on November 1 to “enhance our ability to address this ancient, but terribly resilient, form of hatred,” a newly released Anti-Defamation League (ADL) national survey of American college students found that before the Israel-Hamas war, 67 percent of Jewish students said they felt physically safe on campus, and 66% felt emotionally safe. Following the massacre, only 46% felt physically safe and 33% felt emotionally safe.“Jewish students are experiencing a wave of antisemitism unlike anything we’ve seen before, but shockingly, non-Jewish students barely see it,” said ADL CEO Jonathan Greenblatt. At Columbia, where 22.3% of undergraduate students are Jewish, the incidents started soon after students held their first candlelight vigil to honor those killed and those kidnapped.Screenshots of social media posts shared with The Times of Israel show that the Columbia Students for Justice in Palestine (SJP) and Columbia Jewish Voices for Peace (JVP) described the Hamas atrocities as “an unprecedented historic moment for the Palestinians of Gaza, who tore through the wall that has been suffocating them… Despite the odds against them, Palestinians launched a counter-offensive against their settler-colonial oppressor.” Neither SJP nor JVP responded to requests to comment. On October 11, a Jewish Israeli student was assaulted in an incident the Manhattan District Attorney is investigating as a possible hate crime. And on October 27, a swastika was found drawn inside a men’s bathroom at the School of International and Public Affairs.Pro-Palestinian, anti-Israel demonstrations quickly ramped up, leading University Public Safety to close the campus on more than one occasion. In the two weeks leading up to the Thanksgiving break, there were protests nearly every day. While SJP and JVP organized the initial protests, both organizations were suspended for the remainder of the semester for violating university policy. However, the suspension didn’t end the protests. The only difference is they are no longer officially organized by SJP or JVP.Fliers advertising a November 30 event titled “Injustice Anywhere: A teach-in on Palestine and the Black Radical Tradition,” listed both SJP and JVP next to the Black Students Organization as event sponsors. According to the university, it was a departmental event and the faculty hosting the event were asked to tell students not to incorrectly advertise it.Keffiyehs are all the rage-Earlier last week students, many of whom wore keffiyehs, staged a six-hour sit-in in the lobby of the School of International and Public Affairs demanding, among other things, that the university divest from Israel. It has become increasingly common to see Columbia students of all ethnicities and races wearing keffiyehs — a traditional black-and-white Palestinian scarf. And while some might consider that cultural appropriation, SJP, which had been selling keffiyehs, said they are “a subtle way to make a statement and show solidarity,” according to campus newspaper the Columbia Spectator.“It’s become very clear that these rallies are being used to cover Jew hatred,” said Joshua Shain, a sophomore who is on the board of Students Supporting Israel, an international Zionist student activist movement. That’s certainly been the case for Ariana Pinsker-Lehrer, an Israeli graduate student at the School of Social Work.“I know college campuses are very pro-Palestinian, but when October 7 happened, it was so gruesome and well-documented that I felt like there would be some compassion. However, it’s been very toxic and very painful,” said Pinsker-Lehrer. “It’s going to class and hearing ‘Intifada.’ For me that is my childhood trauma. It’s privileged to support a call for violence when you will not pay the price for that violence. Not the Israeli price or the Palestinian price.”‘The rhetoric is what scares the shit out of me’The invective, both on social media and during protests, is taking a toll — not only on students, but also on professors.Amy Werman, a full-time professor at the Columbia School of Social Work, said she’s not bothered by the protests per se; it’s the rhetoric that she finds alarming. In fact, she walked through the November 9 sit-in because she wanted to bear witness and because she “believe[s] in conversation.”“The rhetoric is what scares the shit out of me. It’s so harsh and caustic. Who says dismembering, raping, and decapitating is a form of resistance? That’s a level of barbarism I could never imagine. I feel so deflated,” said Werman.Noah Miller, a graduate student in the school of architecture, recounted how a fellow student, who wanted to read him a quote from “Mein Kampf,” also told him “Zionism scares me.”But lately, he said he feels more angry than unsafe. “Sometimes there are three protests in a week. I can’t focus, I can hear all of this chanting while I’m inside the studio trying to work,” he said.Miller’s thoughts echo a recent Hillel International survey, which found that 84% of Jewish students say the situation in Israel and Gaza is affecting them in some way.Students interviewed for this story also described being spurned by friends and clubs outside the Jewish community.Shortly after the October 7 terror attack, Gabriella Frants, a senior, posted a blue and white heart on Instagram.“I was unfollowed by so many people over something I just thought was a human thing to do because so many civilians died. The thing I find most shocking is the amount of dismissing of Jewish voices and narratives. We are just brushed off or met with such disregard,” she said.In mid-October, the president and founder of LionLez, a club for queer women and nonbinary people run by students of color, put out a promotional flier with a note: “It’s FREE PALESTINE over here. Zionists aren’t invited,” according to the Columbia Spectator.Shain said he saw that incident as the “canary in the coal mine. It was so overt, and then other random clubs which have nothing to do with Israel pressure students.”Investigating ‘alleged’ antisemitic harassment-Meanwhile, on November 20 the Department of Education’s Office of Civil Rights announced that Columbia is one of seven schools being investigated for alleged antisemitic harassment. An investigation means the Education Department has identified a credible allegation that civil rights law has been violated.“We have received the notification letter from the Department of Education’s Office of Civil Rights and will cooperate with any investigation,” said Columbia spokesperson Samantha Slater.Under Title VI of the 1964 Civil Rights Act, colleges and universities receiving federal money must protect students from discrimination based on race, color or national origin. This includes Jews, Muslims and other ethnic or religious groups with “shared ancestry.”If a civil rights violation is found, the university could lose federal funding. But for that to happen, it has to be proved that victims were denied equal access to education and the university acted with deliberate indifference toward those students. It’s not enough to show that the campus environment was hostile. Most often, even if a civil rights violation is found, a settlement will be reached between the school and the DOE.Barnard senior Frants said she hopes the investigation brings a measure of relief to all students.“I can only hope it will legitimize some of the real concerns of students on campus, including those who are facing antisemitism, Islamophobia, and other forms of hatred,” Frants said.
Netanyahu, Biden slam global silence on Hamas sexual violence against Israeli women-PM calls out women’s and rights groups for not denouncing sexual violence by October 7 terrorists; US president says it must be condemned ‘without equivocation, without exception’-By ToI Staff Today, 12:29 am 0-DEC 6,23
Prime Minister Benjamin Netanyahu and US President Joe Biden on Tuesday castigated human rights groups, women’s organizations and the United Nations for failing to speak out about the rapes and other atrocities committed by Hamas against Israeli women.Speaking at a press conference in Tel Aviv, Netanyahu noted he met earlier with released hostages and with relatives of those still held in Gaza, a gathering described as hostile and stormy by those present.“I heard heartbreaking stories of abuse,” he said. “I heard, as you have heard, about sexual abuse and unprecedented cases of cruel rape.”But, Netanyahu said, he has not heard women’s and human rights groups “scream” against the sexual violence by Palestinian terrorists who invaded southern Israel on October 7, and he asked if they were “silent because it was Jewish women.”Switching to English, he added: “I say to the women’s rights organizations, to the human rights organizations, you’ve heard of the rape of Israeli women, horrible atrocities, sexual mutilation? Where the hell are you?”“I expect all civilized leaders, governments, nations to speak up against this atrocity,” he added, before switching back to Hebrew.During a fundraiser in Boston, Biden echoed Netanyahu’s condemnation of international organizations.“Reports of women raped — repeatedly raped — and their bodies being mutilated while still alive — of women corpses being desecrated, Hamas terrorists inflicting as much pain and suffering on women and girls as possible and then murdering them. It is appalling,” he said.“The world can’t just look away at what’s going on. It’s on all of us — government, international organizations, civil society and businesses — to forcefully condemn the sexual violence of Hamas terrorists without equivocation. Without equivocation, without exception,” Biden added.International human rights organizations have faced intense scrutiny from public figures and rights organizations in Israel and the Jewish state’s supporters abroad, who have urged them to acknowledge and investigate the testimonies of rape and sexual violence committed during the October 7 onslaught in which thousands of Hamas-led terrorists killed more than 1,200 people and seized some 240 hostages. The United Nations in particular has been the target of criticism by Israeli rights groups, after close to eight weeks went by before they issued a condemnation and committed to launching an investigation into the allegations. On November 30, UN Secretary-General Antonio Guterres broke his silence on allegations of sex crimes and called for the allegations to be “vigorously investigated and prosecuted.”The following day, 57 days after the brutal Hamas attacks, the women’s rights group UN Women released a statement condemning the events of October 7, but drew criticism after leading with “regret” that fighting had resumed between Israel and Hamas in Gaza.“We unequivocally condemn the brutal attacks by Hamas on Israel on 7 October. We are alarmed by the numerous accounts of gender-based atrocities and sexual violence during those attacks,” the statement continued. It then went on to laud the UN Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel, for “opening its call for submissions on gender-based crimes since October 7.”On Monday, Israel’s Permanent Mission to the UN led a special session at the UN headquarters in New York to raise awareness about the crimes committed against Israeli women and girls.“On October 7, Israel suffered its most brutal massacre since the Holocaust; the atrocities were more barbaric than ISIS, some say more than the Nazis,” said Israeli Ambassador to the UN Gilad Erdan at the outset of the event. “Families were burned alive, children executed in front of their parents and parents executed in front of their children.“But the crimes didn’t end there: Hamas used rape and sexual violence as weapons of war. These were not spur-of-the-moment decisions to defile and mutilate girls and parade them while onlookers cheered; rather, this was premeditated,” Erdan said. “Sadly, the silence of international bodies who are supposedly defenders of women has been deafening.”Graphic accounts from survivors of the attack and those who prepared bodies for burial detail acts of gang rape and mutilation carried out against women and girls, and an ongoing police investigation has been exploring evidence of post-mortem mutilation. The police investigation was hampered initially by the fact that physical evidence of sexual assault was broadly not collected on the day of the attacks due to complications posed by the evidence being located in an active warzone.Rape kits, which need to be used in the first 48 hours following an assault, could not be used, and many of the bodies arriving at the emergency morgue set up at the Shura military base were so badly mutilated that collecting physical evidence of sexual assault, such as semen or DNA samples, was not possible.Additionally, many of the women who experienced the sexual assault and rape firsthand, however, were either killed or taken hostage, and so cannot provide the firsthand information that some are demanding.A report published by the BBC on Tuesday shared the account of a survivor of the slaughter at the Supernova music festival, where some 360 people were killed. In the testimony, the anonymous survivor referred to only as Witness S. recounts watching a group of terrorists shoot and kill a woman at the same time as they continued to abuse and assault her body.In the face of mounting evidence of their crimes, Hamas claimed on Monday that the accusations of sexual violence were part of “Zionist campaigns which promote unfounded lies and allegations to demonize the Palestinian resistance.”Carrie Keller-Lynn contributed to this report.

According to ancient oriental usage, slaves and soldiers bore the name or stamp of their master or commander branded or pricked (cut) into their bodies to indicate what master or general they belonged to, and there were even some devotees who stamped themselves in this way with the token of their gods (cf. Deyling, Observations, iii., p. 423ff); hence, τά στίγματα τοῦ (κυρίου so Rec.) Australia invites a select few to bid for national digital ID contract-Nov 29, 2023, 5:12 pm EST | Bianca Gonzalez
The Australian Competition and Consumer Commission (ACCC), the nation’s digital identity competition regulator, is issuing a limited tender to build the platform that will house its national digital ID system. It has invited just 5 to 10 vendors to submit a request for quote on the platform, and refuses to share if any local suppliers are among them or how much the project will cost, according to InnovationAus.The RFQ issued last week on the BuyICT platform sought to find an “experienced provider” to develop the digital ID system. It has only invited 5 to 10 companies to submit a request to bid on the platform. The listing says it is seeking a one-year contract that would start in January and can be extended for one 6 month term.Australian companies outside the chosen few are frustrated at being deprived of the opportunity to bid on what will be an essential part of the plan for the Australian Government’s Digital ID System (AGDIS). Over the past five years of development, the digital ID project has already cost over $600 million.A spokesperson for the ACCC says that it cannot disclose who was approached until the tender closes on December 13th. It will close sooner if all invited applicants respond before the deadline.Courtenay Hollis, co-founder of Australian IT firm Imminently, says the limited tender is “inappropriate” in the development of a platform that will govern a system managing Australians’ biometric data.He says that inviting a select few suppliers who are likely to be large multinational companies with dedicated national sales teams limits what can be done through local suppliers. “It’s not creating a genuine opportunity to understand local innovations and achieve value for money assessments,” he tells InnovationAus.com.The Digital Marketplace, which is now part of the BuyICT platform, began as a way to connect smaller suppliers with more opportunities. Increasingly, however, it is used to “select source” preferred companies. “It has gotten out of control to the point that I believe it breaches the Government’s anti-competitive laws,” says Hollis.Sometime next year, it will be put into law that the ACCC is the formal regulator of AGDIS, according to the report. It will oversee the digital ID accreditation scheme and operation of the system, and manage accreditation for approved digital ID providers. Last month, the organization began recruiting directors to manage the accreditation team.
Rank One Computing launches iris biometrics with fastest speed in NIST test-Dec 5, 2023, 4:31 pm EST | Bianca Gonzalez
Rank One Computing (ROC.ai) has announced the launch of their iris recognition software, complementing its established business lines in face and fingerprint biometrics, as well as weapons and object detection. In NIST’s IREX evaluation, ROC.ai has the fastest mean search speed of all vendors at 0.11 seconds when tested on a database of 1 million iris scans, with an algorithm submitted in October. It also has a true match accuracy in searching two eyes at 99.3 percent and false positive identification rate of 1.0 percent.According to a release, ROC.ai managed to create an algorithm with a competitive speed in less than six months, demonstrating the potential of American biometrics companies. Its algorithm is 100 times faster than those of NEC, Idemia, and Thales. The company notes that iris biometrics are gaining traction in sectors like national security and access control, due to the modality’s high accuracy.ROC.ai is also the top ranking global face recognition provider in combined accuracy and efficiency. Earlier in the year, ROC.ai announced its first fingerprint matching algorithms. Its tenprint fingerprint segmentation algorithm achieved the top rank by NIST for accurate segmentation of biometrics with a 95.7 percent accuracy for detecting 8 fingers.“We’re developing from the ground up, here in the U.S., and competing head-to-head with established foreign biometric giants,” says Scott Swann, CEO of ROC.ai. Brendan Klare, chief scientist and co-founder, says the development of iris recognition capabilities builds on past efforts that delivered the industry-leading face and fingerprint recognition algorithms which ROC.ai is known for.“It is a combination of the pattern recognition scientific principles espoused by the seminal textbook pattern classification, a blue-collar work ethic and mentality, and software engineering trade secrets that for nearly a decade now have landed ROC as the fastest and most efficient computer vision algorithm developer in the world,” Klare says.
Palmki scores again with biometric payments for Belgian pro sports club-Dec 5, 2023, 4:19 pm EST-| Joel R. McConvey
In basketball, palming is technically a carrying violation, but palming for a beer is now allowed for fans of the Leuwen Bears, a Belgian hoops club that has partnered with Perfect-ID to enable purchases using palm biometrics with its Palmki platform. According to a release, the system was formally launched last month when Perfect-ID’s director, Marc Strackx, scanned his palm with Palmki to purchase a frosty Stella Artois, which sponsors the Leuwen Bears.“Palm payment is an innovative and secure way to complete transactions, and we are confident it will significantly enhance the fan experience at Leuven Bears games,” says Strackx. The Palmki biometric digital identity verification palm key, based on palm vein biometrics, operates through the cashless closed payment system Ping.Ping, which allows users to load funds onto an account associated with their palm scan. “As the European Capital of Innovation, we always strive to break new ground when it comes to innovation,” says Johan Geleyns, Leuven’s Alderman for Sport and Trade. “Palmki’s technology brings together everything that Leuven excels in: top sports, innovation, and welcoming hospitality.” The deal is Palmki’s second with a pro sports team in Belgium, following a contract with football club KAA Gent.Experience Palmki in the flesh at new center in Hasselt.Biometrics professionals who are in Belgium to take in a Leuven Bears game now have the option of taking a forty-five minute jaunt to visit the new Palmki Experience Center in Hasselt, about 60 kilometers to the east. The center at Bedrijfsstraat 2 will serve as Palmki’s new office, but also provide a showcase space for the company’s vascular pattern recognition technology. Visitors can expect a comprehensive palm vein biometrics experience right out of the gate, which literally must be opened with a palm scan. Palm registration, payment account access and on-site palm payments all figure into the deal, as do demos of seamless biometrics enrollment, time and attendance control and double authentication. Palmki has been making strides in bringing biometrics to large event venues in Belgium and the Netherlands.
History repeats with Kenyan High Court blocking Maisha Namba for lack of DPIA-Dec 5, 2023, 3:18 pm EST-| Chris Burt
The lack of a data protection impact assessment has scuttled Kenya’s government’s rollout of the Maisha Namba national digital ID project, with the country’s High Court ruling it must pause. The court intervention is a repeat of a decision that ultimately marked the beginning of the end of the digital ID scheme’s predecessor, Huduma Namba. The implementation of the associated chip-bearing physical identity card, digital ID, unique personal identifier (UPI) and National Master Population Register must all halt until the project is compliant with Kenya’s Data Protection Act, TechCabal reports. The legal challenge was mounted by civil society groups including constitutional lobby group Katiba Institute, Nubian Rights Forum, the Kenya Human Rights Commission and Defenders Coalition.Section 31 of the Data Protection Act requires the government to perform a data protection impact assessment before processing digital identity data, according to the Kenya edition of Nation.Citizen TV Kenya also reports the ruling found that public participation and communication was inadequate.Katiba Institute argues that all biometric and biographic data enrolled during registration was illegally collected, and that the government does not have a legal basis for the digital identity system. The previous attempt at standing up a national digital ID, the Huduma Namba scheme of former President Uhuru Kenyatta’s government, was shuttered by William Ruto’s government at least in part because of a lack of engagement with Kenyans. The project was also criticized for inadequate privacy protections, and some lawmakers have called for a probe into what the government got out of the ten billion Kenyan Shillings (over US$69 million) it allegedly spent on Huduma Namba.Huduma Namba’s rollout was halted by a High Court ruling that it did not comply with the Data Protection Act due to the lack of data protection impact assessment, in a challenge also brought by Katiba Institute.
UK govt tells online porn users to show their faces for biometric age checks-Dec 5, 2023, 3:06 pm EST | Joel R. McConvey
Facial age estimation, biometric photo ID matching, bank or mobile ID and digital wallets are all effective options for age verification to keep minors from accessing online pornography, according to newly proposed guidelines from Ofcom, the UK’s regulatory body for communications. In a news release, Ofcom lays out the numbers on digital pornography, saying that the latest research from the UK Children’s Commissioner shows that the average age at which children first see online pornography is 13. More than a quarter encounter it by age 11, and ten percent see it as young as 9. Nor is it just sex the kids are being exposed to: 79 percent have seen pornography that features violence or degrading acts.“Pornography is too readily accessible to children online, and the new online safety laws are clear that must change,” says Ofcom CEO Dame Melanie Dawes. “Our practical guidance sets out a range of methods for highly effective age checks. We’re clear that weaker methods – such as allowing users to self-declare their age – won’t meet this standard.”Dawes says that under the Online Safety Act, sites or apps hosting pornographic content must implement “highly effective” age assurance checks that provide “robust protection to children from stumbling across pornography.” On the other hand, they should also “take care that privacy rights and freedoms for adults to access legal content are safeguarded.” Personal data protection and privacy are the biggest concerns that most adults have about age assurance, and as such Ofcom emphasizes that all approved methods are subject to the UK’s data privacy laws.Ofcom’s list of effective age assurance and verification technologies includes biometric options and the use of digital identity wallets. Photo ID face matching with liveness checks, as well as biometric face scans for facial age estimation are among the tools that get the thumbs up. But Ofcom also recognizes the speed at which available digital security technology can change. “Given the technology underpinning age assurance is likely to develop and improve in future, “ it says, “our guidance includes a non-exhaustive list of methods that we currently consider could be highly effective.”One suggestion is the establishment of a “challenge age”, wherein anyone estimated to be under a certain age threshold would face additional checks. “We are aware that a wide range of age estimation methods exist,” Ofcom says, but “at present, we have only proposed including facial age estimation in our guidance, as we do not have evidence to suggest that other methods of age estimation are currently capable of being highly effective, are sufficiently mature technologies, or are being deployed at scale. We will continue to review this position over time as technologies evolve.”One thing is explicitly clear: legacy verification methods will no longer cut the mustard. Self-declaration of age, online payment methods that do not require users to be 18, and general terms and conditions are “weaker methods” that do not meet the standards of Ofcom’s draft guidelines.Ofcom says it will publish its final guidelines in 2025, in anticipation of them becoming law thereafter. This could prove to be an optimistic projection. A previous attempt to mandate age verification for porn sites died after getting mired in debates over potential privacy concerns. Porn providers continue to argue that the risks of potential data leaks from age checks could have serious consequences. That said, the issue of age checks for porn, social media, online gambling and other age-restricted content remains a red hot topic in regulatory and biometric circles.
Deutsche Telekom works with Bielefeld University students on digital identity project-Dec 5, 2023, 2:50 pm EST-| Bianca Gonzalez
Deutsche Telekom and Bielefeld University are partnering for the self-sovereign access management (SESAM) university cooperation project in which experts from Deutsche Telekom and T-Labs, the company’s research and development team, introduced concepts pertaining to digital identity and self-sovereign identity (SSI) to over 100 IT students at the university. The SESAM project focuses on improving access control to efficiently manage office spaces shared between multiple companies. SSIs make it possible to share only required information from the ID in order to grant access.Students broke up into 11 teams and were tasked with developing apps to manage room access and display employee login for hypothetical customers. Students were in contact with the full-stack development team at Telekom IT and had access to some on-site. They also regularly met for check-ins and progress updates. This hands-on project provides networking opportunities and prepares students for internships and entry level positions. The project also reflects T-Labs decentralized systems research focus area.Deutsche Telekom recently began collaborating with two new customers for digital identity wallets as part of its larger digital ID strategy.
AI deciders targeted for regulation in California-Dec 5, 2023, 1:21 pm EST | Jim Nash
California regulators have published draft rules for automated decision making.Broad and sweeping guidelines would govern consumer access and opt-out rights regarding use of the algorithms by businesses collecting personally identifiable data including biometrics.Business advocates say what has been released is unworkably vague. If approved, the regulations would be nestled in California’s Consumer Privacy Act, or CCPA.The agency’s draft defines automated decision-making technology as “any system, software, or process,” which is indeed broad. A representative of tech lobby organization NetChoice told Bloomberg Law that flipping a coin would fit the bill as neatly as profiling. As part of the proposed rules, a business would have to tell consumers before they use a biometric or other AI decision-making service and that they can opt out of the AI and get more information about it. They would also have to perform risk assessments for each system that poses a significant risk to people’s privacy by processing their information. The examples of effected systems provided in the California Privacy Protection Agency’s announcement include facial recognition for consumer behavior analysis and profiling for behavioral advertising. Monitoring worker productivity with keystroke logging or speech recognition is also explicitly identified as falling under the proposed regulation. There are exceptions available to some businesses that appear to be highly contextual.Members of the board at California’s privacy agency will hold a public meeting meet to discuss the draft rules on December 8. There is no date yet set for binding votes, although the process is expected to end next year.
Duplicative biometric databases in Nigeria, India face criticism-New registrations for students, marriages planned-Dec 5, 2023, 1:11 pm EST-| Ayang Macdonald
A database dubbed the National Education Repository and Databank (NERD) put in place to manage a student loans scheme in Nigeria has been greeted with mixed feelings. So too have criticisms rocked a similar move in the Bengal region of India where regional authorities have directed the collection of biometrics for the registration of marriages, separate from biometrics collected for the Aadhaar digital ID. Observers say these duplicative databases do not only sometimes breed inconveniences, they also present great data security risks.Group tells Nigerian govt to link student loan database to NIN-Felix Attah Nnalue, senate president of the National Association of Nigerian Students (NANS) has called for a review of the Student Loan Act to allow for ID verification of beneficiaries using their biometrics and National Identification Number (NIN).NIN is already used for other student-related activities in Nigeria like JAMB exams registration, and it is issued by the National Identity Management Commission (NIMC).Nnalue, a social activist, said a review of the law, officially known as the Access to Higher Education Act 2023, is necessary in order to clear some of the barriers that limit the scope of beneficiaries, The Cable reports. In June, Nigeria’s President Bola Ahmed Tinubu enacted the legislation which is designed to provide interest-free loans to a certain category of young Nigerians who are thirsty for tertiary education. Key points of the law are detailed in an explainer by Premium Times.Among the requirements for eligibility is the fact that the student’s income or that of their family must be less than 500,000 Naira (US$631) per annum.Nnalue feels this requirement is discriminatory. “We want the students’ loan to cover every category of students,” he said as quoted by The Cable. He also reiterated his support for the National Education Repository and Databank (NERD) to manage the loan scheme which, he says, should be linked to the biometrics and NIN of beneficiaries.According to Nnalue, the NERD should be the only platform through which the loan scheme is managed since it will be the body responsible for handling all the data of potential recipients of loan payments.Linking the NERD to the NIMC database would be consistent with the position of the government to harmonize all government databases in the country and create one central repository.Criticism trails biometrics collection for marriage registration in Bengal-In a similar development, a recent move to collect biometrics afresh for marriage registration in the Indian region of Bengal has also faced criticism. This has been in force since November 1, and officials say the idea is to reduce incidents of bigamy and polygamy, per India Today. As part of the criticism, an editorial by the Times of India questions why Bengal authorities have to capture biometrics separately for that purpose, whereas there is the main Aadhaar database which has the biometrics of almost every Indian citizen. To the outlet, it would make more sense for the authorities to use the Central Identity Data Repository of the Unique Identification Authority of India (UIDAI) which is already well established. The editorial argues that creating several databases for different purposes is a good recipe for security risks, and that data encryption alone is never enough to deter data thieves.Indians’ personal data has been exposed in several data breaches of ID information in the recent past.
NIST updates biometric image quality assessment evaluation, seeks feedback-Dec 4, 2023, 5:48 pm EST | Chris Burt
Image quality assessment algorithms are getting better at detection specific defects that will impact face biometrics match success, according to a new report from the U.S. National Institute of Standards and Technology.NIST’s Face Analysis Technology Evaluation (FATE) Part 11 report evaluates algorithms for Face Image Quality Vector Assessment, in terms of their performance for Quality Specific Image Defect Detection (SIDD).The latest evaluation adds a pair of submissions from secunet, as well as modified measures for subjects with open eyes and mouths, and occluded faces. The measurement modifications were made to better align the test with the specifications of ISO/IEC 29794-5:2024.Prior submissions have been entered by Digidata, FRP LLC, Neurotechnology, Rank One Computing, Fraunhofer IGD, Idemia, Dermalog and Seamfix, along with two prior submissions from secunet. All of the 13 “algorithms submitted have some success at measuring various quality-related parameters.”The evaluation evaluated a use case involving machine-readable travel documents, how long it takes to produce results, and how accurately algorithms count the number of faces in a frame. Assessments of yaw, pitch and roll angle, as well as background uniformity, resolution, and under- and overexposure are also evaluated. Algorithms were also evaluated for detection of eyeglasses and sunglasses, and motion blurring.Algorithms from secunet delivered a particularly sharp decrease in false non-match rate (FNMR) as its quality assessments were used to discard lower-quality images.
Biometric legislation increasingly out of date, says Australia’s new privacy commissioner-Dec 4, 2023, 5:39 pm EST | Masha Borak
Rapid changes in biometric technology are a challenge to regulators, while legislative approaches to applications such as keystroke and eye tracking are increasingly out of date, according to Australia’s new national privacy commissioner, Carly Kind.Kind, a human rights lawyer and founder of UK privacy organization the Ada Lovelace Institute, was named the country’s new Privacy Commissioner last week. Kind is expected to take her place in February alongside Elizabeth Tydd, who has been appointed as the new Freedom of Information Commissioner. The move was seen as significant as it returned Australia’s privacy office to its original structure for the first time in eight years. Previous Information Commissioner Angelene Falk had been covering both the privacy and Freedom of Information files. In an interview with the Australian Financial Review, Kind says that biometric technologies are not only used to identify people but increasingly to classify and categorize them based on gender and race, or even emotions.“I think there’s a real mismatch between how quickly biometric technologies are moving and how well they are appropriately regulated in many different jurisdictions,” she says.Biometric data is considered sensitive information under the Privacy Act, but limited recourse is provided for citizens if their biometrics are misused. Australia has had a chance to learn from other jurisdictions as it seeks to strengthen its own protections, according to Kind.Last Friday, Australia’s federal government introduced the Digital ID Bill in the Senate to formally establish and provide a framework for the country’s digital ID system. According to the draft, new powers would be given to the Privacy Commissioner as a regulating authority.Kind added that her background in civil society rather than the private sector has left her “free of some of the conflicts of interest” that some people working in the data privacy field have. She also added that she is closely engaged in efforts to regulate artificial intelligence in the UK and Europe and through the United Nations.“I think it’s clear that something in the way of novel regulatory approaches are needed for AI,” she says.
MOSIP-based legal, digital ID enrollments hit 100M milestone-Dec 4, 2023, 5:07 pm EST- Ayang Macdonald
The Modular Open-Source Identity Platform (MOSIP) has achieved a new landmark in its efforts to support non-proprietary digital ID ecosystem initiatives around the world as the Indian firm says more than 100 million digital and civil identities based on its open-source software have now been issued in all partner countries. From 2018 when the platform launched, to now, MOSIP says it has been relentless in all-out efforts to offer counties the opportunity to “customize, scale, and own core components of their digital public infrastructure” one of which is digital ID.The number of countries joining MOSIP’s ecosystem of partners has been expanding and as open-source digital ID projects keep cropping up.The platform is at various stages of adoption and implementation in 11 countries in Africa and Asia.MOSIP says this milestone would not have been reached without the active accompaniment of implementing countries, technology developers and research institutions which have over the years “worked tirelessly to design, test and implement MOSIP-based systems with us.”“The trust that countries have placed in MOSIP has been pivotal to its success. It is a source of great pride that country governments have chosen to trust a university-based project for the development of technologies at this scale, and we continue to work to prove that they put their faith in the right team,” Arun Gurumurthy, MOSIP head of strategy and resourcing, said in a press release. On this milestone, MOSIP says it celebrates not only the small team of dedicated individuals that started the project five years ago, but also the sustained efforts to “to build a collaborative ecosystem that can cater to our ever-evolving global landscapes.”Throughout this period, the MOSIP team believes it has been a moment for learning and improving on the products and services offered to a growing clientele.MOSIP says with a much larger team than when they took off, their prospects are spare no efforts in making sure that “no individual will be left behind on the journey towards global digital transformation” in the future. In a recent webinar, MOSIP gave details about the work it’s leading with its ecosystem partners on the development of a biometric device certification framework.
Papua New Guinea issues RFI for digital ID ecosystem, 6 other DPI projects-Dec 4, 2023, 1:31 pm EST-| Ayang Macdonald
The Department of Information and Communications Technology (DICT) of Papua New Guinea has issued a Request for Information (RFI) for its national digital ID project, along with six others touching on the country’s digital public infrastructure (DPI) development. The deadline for submissions in response to the RFIs is December 8, according to an announcement from the department. The RFIs are being solicited within the framework of the country’s Digital Government Act 2022 and the GovPNG Technology Stack.Other than the digital ID ecosystem, the other areas to be covered by the RFI include digital government portal solutions, internet payment gateway solutions, interoperability (a secure data exchange platform), a national cyber coordinating center (N3C), and a national cyber security center (NCSC).RFI deadline for the seventh project – the Cyber Advisory Service – closed last month.DICT says the purpose of seeking these FRIs is to “gather information and explore potential solutions to establish a secure, reliable, and cost-effective infrastructure for government agencies to drive innovation and improve the delivery of digital services to citizens, businesses and within government.”The solicited RFIs are for planning purposes, the DICT notes, adding that intentions for any procurements arising from them will be the subject of a different process which shall be carried out in respect of the country’s public procurement regulations.“As we explore the possibilities of modernizing our identity management systems, we are interested in understanding the latest technologies, best practices and potential partners who can support PNG in this endeavor,” a part of the note announcing the RFI reads.Papua New Guinea intends to issue digital IDs to all its citizens by 2025.Information solicited by the DICT includes an overview of the profile of interested organizations; their software, hardware and capabilities; security and privacy measures; usability and accessibility; integration capabilities; scalability and future-proofing; project references; cost structure; data protection and compliance; timeline and implementation; support and maintenance; and partnerships and collaborations. The RFI, the government says, will enable it make an informed decision on the pathway to pursue in the development of its digital ID ecosystem and how it can support its digital economy development in line with its development projections. The country is also working with India to tap from the latter’s vast pool of DPI experience.
Legal age is porous online; digital ID firms, regulators, platforms spar for leverage-Dec 4, 2023, 1:16 pm EST-| Joel R. McConvey
The increasing demand for age assurance tools to protect youth online is prompting new investments in biometrics and digital identity verification.Projects receive funding to fight online child abuse and exploitation.Safe Online, which bills itself as “the only global investment vehicle dedicated to keeping children safe in the digital world,” has staked $2 million to support ten innovative projects across the sector focused on age assurance and preventing online child sexual exploitation and abuse (CSEA).A release from Safe Online emphasizes the particular focus on the live streaming of abuse. The organization’s director, Marija Manojlovic, says the current social and regulatory approach to the issue is fragmented and reactionary. “With these ten new projects,” she says, “Safe Online is promoting a unified and proactive approach that focuses on upcoming legislation, new and emerging technology and tackling rapidly evolving threats.”Recipients were selected based on relevance, potential scalability, strength of research, context against global and national comparables, and solid legal underpinning. Selected organizations include several names from both the private and public ends of the biometrics and digital ID spectrum. Yoti was given the nod for its Level Playing Field project aimed at expanding monitoring and secure verification capabilities in the CSEA ecosystem through digital ID, age assurance, identity verification and e-signatures. The company has firmly established itself as a leader in biometric age estimation. The EU’s euConsent project receives support for its second phase, following the deployment of a phase one pilot of “pan-European, open-system, secure and certified interoperable age verification and parental consent.” T3K Forensics is utilizing AI in its CounterACT project to detect exploitative content in livestreams, joining Web IQ, Rigr AI and Universidad de los Andes in leveraging the power of machine learning and algorithmic detection. The list reflects the global scope of the challenge, with projects centered on the Philippines, New Zealand and Latin America. A detailed list of recipients can be found here.UK report shows weakness of legacy age verification measuresIn theory, most social media networks require users to be a minimum age before they can create an account. However, a new report from the UK’s communications regulator suggests what many parents already know: without age assurance tools that use biometrics or other ID channels to authenticate a person’s age, age verification is mostly perfunctory.According to Ofcom, 22 percent of 8-17-year-olds with at least one social media profile have their user age set to over 18, putting them at greater risk of seeing adult content. A third of children aged 8-15 with a social media profile have a user age of at least 16.Moreover, advanced tech that still wildly underregulated has made inroads with the young, with 79 percent of online teenagers and 40 percent of kids aged 7-12 saying they have used generative AI tools such as Chat GPT, Midjourney or – most popular with kids – Snapchat My AI, which half of UK kids between 7 and 17 reported using. Those most concerned about sexually explicit content might take solace in knowing that the highest risks to kids are relatively less coital, with Ofcom listing swears, misinformation, “content showing dangerous stunts or online challenges,” unwanted friend requests and online gambling ads as the biggest potential digital harms facing kids.Social media restrictions enacted and disputed across US-As U.S. states such as New Jersey, Mississippi and Utah move to tighten laws around age verification for those wishing to create a social media profile, the legal back-and-forth over legislation is likely to increase.Certainly, examples such as the proven ways that Instagram harms teen girls and the collapse of Twitter into the shambolic X demonstrate the need for solid social media regulation around age. This is especially true as it becomes clear how little Silicon Valley’s tech impresarios care to enforce their own rules. The Independent reports on a newly opened legal complaint by 33 U.S. states, which accuses Instagram’s parent company, Meta, of knowingly allowing and harvesting the data of underage users, and – in the words of New York Attorney General Letitia James – having “profited from children’s pain by intentionally designing its platforms with manipulative features that make children addicted to their platforms while lowering their self-esteem.”Meta has expressed disappointment in the suit, and will likely stick to its track record of active legal pushback against proposed protections. Presently among these is a motion filed in an Arkansas court in objection to Act 689, the so-called Social Media Safety Act.The Arkansas Democrat Gazette reports that attorneys for the Washington tech lobbying firm NetChoice filed for summary judgment in its case against the state. Among the plaintiffs’ objections to the law are the rule requiring major social media platforms to license age verification systems from third-party digital ID vendors, and the requirement that users under 18 obtain parental permission before creating an account. The legislation exempts companies that generate less than $100 million, as well as cloud storage platforms and sites for which social interaction is not the primary use. The state’s attorney general has vowed to “vigorously oppose the motion for summary judgment.” However, a U.S. district court judge has already indicated that the law likely violates the First Amendment. To paraphrase the old adage, online age verification is more than just a number.

Renewed attack on EU’s proposed Eurodac biometric upgrade-Dec 5, 2023, 1:46 pm EST-| Jim Nash
Dozens of civil society organizations have renewed their demand that the EU stop expanding the capabilities of its biometric asylum-registration infrastructure.Expressing their opposition in an open letter, they say expansion likely will threaten the human rights of would-be migrants. A similar statement with overlapping authorship was published in 2021.The portfolio of the Eurodac database system, which began recording the fingerprints of asylum seekers 20 year ago, would grow significantly if pending legislation passes. An upgrade, referred to as a recast, to Eurodac has been debated for almost a decade, and it is difficult to know where it eventually will land.Face biometrics of asylum-seekers and irregular migrants would be included in the upgrade, according to tentative agreement in 2018 between the European Parliament and European Council, two-thirds of the bodies needed to enact a law. The EU Commission is the third. The proposal also calls for lowering the age at which subjects could be fingerprinted from 14 years old to six years old, and EUobserver reports an agreement is imminent. As well, Europol would be given a more streamlined process for searching Eurodac, a loose acronym for European Dactyloscopy Database.Proponents say it would bolster criminal and terror investigations and better manage the flow of migrants before, during and after they arrive at the EU’s external borders.Migrant and privacy advocates don’t see it in the same light. They say the new Eurodac would pull in more biometric and document records from more people in more categories: those being resettled and relocated, those who’ve been aided in search-and-rescue operation and those arrested in the EU’s borders. They also cite accuracy and bias statistics of facial recognition algorithms.Signatories include European Digital Rights (EDRi), Privacy International, the Helsinki Foundation for Human Rights and Access Now.Eurodac is a component of eu-LISA, the EU Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice.
HIPPA trumps biometric privacy law in drug cabinet lawsuit-Dec 4, 2023, 5:22 pm EST-| Jim Nash
A rare Biometric Information Privacy Act win for the defense has been recorded in the U.S. state of Illinois.Health care workers in some instances are not protected by BIPA, an Illinois law that requires private organizations to get written consent from people before collecting biometric data and inform them of how it will be managed. The Illinois Supreme Court unanimously found that no consent is required when a health care worker is required by an employer to submit to a fingerprint scan to access drug cabinets. The defendants were med-tech firm Becton, Dickinson and two Chicago area hospitals that used the company’s cabinets to store restricted substances and medications. The justices said they were not giving a categorical exclusion to health care workers.Virtually every other BIPA case has ended in a victory for the plaintiff or settlement. The plaintiffs in this court case (No. 129081) felt that BIPA creates an exclusion for patient information. But the justices said the “plain language” of the law make it clear that the legislature intended to exclude health care workers as well as patients from protection of their biometric data.Lawmakers that wrote BIPA created protection exclusions for some classes of biometric data, including data related to the federal Health Insurance Portability and Accountability Act. HIPPA is one of the very few U.S. laws protecting a broad and vital vein of information, a person’s health data.In rejecting plaintiffs’ challenge, the Supreme Court all but created sentence trees and analyzed verbs to divine politicians’ intent.Of particular interest was a phrase about what can be excluded: “information captured from a patient in a health care setting or information collected, used, or stored for health care treatment, payment, or operations under the federal Health Insurance Portability and Accountability Act of 1996.”
