Khamenei urges Islamic unity against real enemies: US and Israel-Leader suggests Iranians use Mecca pilgrimage to spread truth about ‘bullying powers’ to Muslims worldwide-By Itamar Sharon August 22, 2015, 5:03 pm 3-THE TIMES OF ISRAEL

Iran’s supreme leader claimed Saturday that Islamic nations were being manipulated into internal strife by the world’s “bullies” and urged Islamic unity in the face of what he identified as the Umma’s two greatest enemies: the US and Israel.Ayatollah Ali Khamenei said the US had long sought to incite “third-party” states against Iran but “such third parties are only deceived puppets,” the Islamic republic’s Fars news agency reported.“The root cause of the problems returns to their real enemies, the US and Israel,” he said. The bullying powers, as he called them, are conspiring “against the Quran and not Shiism and Iran, because they know that the Quran and Islam are the center of awakening nations.”Iranians, he said, “have realized that their real stubborn enemy is the world arrogance and Zionism and that’s why they chant slogans against the US and Zionism.”Khamenei was speaking to Iranian officials in charge of the Hajj — the annual pilgrimage to Mecca that Muslims from all over the world undertake. He explained to them that the pilgrimage to Mecca was a prime opportunity for Iranians to convey their aforementioned insights to other Muslims and thus encourage Islamic unity against its true enemies.“The world bullies are fully, seriously seeking to stir violence and discord under the name of Islam and are trying to disrepute the religion of Islam, foment internal fights among Islamic nations and even among the people of one nation to weaken the Muslim Ummah, and transferring the Iranian nation’s experience about unity and recognition of the enemy to other nations in the Hajj season can defuse these plots,” he said.Since the signing of the nuclear deal between Iran and world powers in July, Khamenei has repeatedly spoken out against Tehran’s main negotiating partners in Washington.Earlier this week he strongly impugned the motives of the US in the talks, saying “their intention was to find a way to penetrate into the country.Khamenei, who has final say on all state matters in Iran, has not publicly approved or disapproved the deal, though he repeatedly offered words of support for Iran’s nuclear negotiators during the course of the talks.Last Saturday a prominent Iranian hard-liner, journalist Hossein Shariatmadari, said he believed Khamenei was in fact opposed to the accord. However, an editorial appearing Sunday in the Tasnim news agency, thought closely tied to the Iranian regime, derided Shariatmadari for claiming to speak for Khamenei.

'We will buy, sell and develop any weapons we need and we will not ask for permission or abide by any resolution for that'-Unveiling new missile, Rouhani says Iran will obtain ‘any weapons we need’-‘We can negotiate with other countries only when we are powerful,’ says president at ceremony displaying precision solid-fuel rocket-By Times of Israel staff August 22, 2015, 12:00 pm 25

Iran on Saturday unveiled a new surface-to-surface ballistic missile with a 500-kilometer (310 miles) range, saying military might was a precondition for peace and effective diplomacy. The Fateh 313 missile was unveiled during a ceremony marking the anniversary of Iran’s military industry, attended by Iranian President Hassan Rouhani. The military industry called the solid-fuel missile one of the most exact ever manufactured, boasting that it has successfully hit multiple targets with great precision, Israel’s Walla website reported.“We will buy, sell and develop any weapons we need and we will not ask for permission or abide by any resolution for that,” Rouhani said in a speech at the ceremony, which was broadcast live on state television, according to Reuters.“We can negotiate with other countries only when we are powerful. If a country does not have power and independence, it cannot seek real peace,” the president said.A senior commander in Iran’s Revolutionary Guards said Friday that the country is planning massive “ballistic missiles war games,” adding that the announcement comes after Tehran said it plans to begin phasing in a new generation of missiles.“The IRGC Aerospace Force will hold a large-scale ballistic missiles war-games soon,” Brigadier Gen. Amirali Hajizadeh said, according to the state-run Fars news agency.Tehran said last month that its ballistic missile program was not connected to the UN Security Council resolution endorsing the July 14 accord with world powers that limits its nuclear program.Under the terms of the agreement, Iran is barred from developing ballistic missiles capable of carrying a nuclear warhead.Iran says it has ballistic missiles with a range of 2,000 kilometers (1,200 miles), which are capable of striking both Israel and Saudi Arabia. But the Foreign Ministry said that the UN’s resolution endorsing the deal did not have jurisdiction over its missile development.“Iran’s military capacities, especially ballistic missiles, are strictly defensive and, as they have not been conceived to carry nuclear weapons, they are outside the scope and competence of the Security Council resolution,” the ministry wrote in a statement.“The Islamic Republic of Iran is committed to implementing its commitments… so long as world powers keep their side of the agreement to lift sanctions in exchange for guarantees that Tehran will not develop a nuclear program,” the statement said.

American Airlines to end Israel flights-Company cites financial considerations as basis for decision to terminate Tel Aviv-Philadelphia route-By Times of Israel staff August 22, 2015, 6:18 pm

American Airlines announced Thursday it would discontinue operations in Israel and would terminate all flights to and from the country as of January 2016.The company cited financial considerations as the basis for its decision.American Airlines said its last flight to Israel is scheduled for January 4, from Philadelphia to Tel Aviv, and the return flight, scheduled for January 5, will by the company’s last from the country, Ynet reported. Customers who reserved spaces or purchased tickets for flights after January 5 were contacted by the company, which offered to reimburse them or find alternative solutions. All 19 American Airlines employees based in Israel are expected to lose their jobs after the company ends operations in the country.Since merging with US Airways last year, American Airlines had operated Tel Aviv-Philadelphia flights on a daily basis. For the five previous years, daily Tel Aviv-Philadelphia flights were carried out by US Airways.About 95,000 passengers had flown on American Airlines’ Philadelphia-Tel Aviv flights since the beginning of 2015, according to Ynet.

US tells Americans to avoid parts of northern Israel-Travel advisory on US embassy website cites ‘launching of rockets from Syria toward Israel and other cross-border activity’-By Times of Israel staff August 22, 2015, 1:15 pm 9

The US Embassy in Israel advised its nationals in the country to “carefully consider and defer travel” to the “Israeli-occupied” Golan Heights and Upper Galilee, following the rocket fire from Syria on Thursday, and Israel’s retaliatory strikes hours later.“Due to the launching of rockets from Syria toward Israel and other cross-border activity in northeastern Israel and northern Golan Heights on August 20 and 21, we urge US citizens to carefully consider and possibly defer travel in the Upper Galilee area of northern Israel and the northern part of Israeli-occupied Golan Heights, until the situation stabilizes,” the embassy said in a message posted Friday on its website. The Israel Defense Forces launched a wave of air and artillery strikes into Syria on Friday morning, after four rockets were fired at Israel from the Syrian side of the Golan Heights. There were no injuries on the Israeli side, although the rocket strikes did cause fires to break out.Six people were reported killed in an Israeli Air Force strike on a vehicle Israel said was ferrying the Islamic Jihad cell that had fired the rockets, on Iran’s instructions. Islamic Jihad denied responsibility for the attack and vowed revenge.“The Embassy continues to closely monitor the security situation and advises US citizens to visit the website of the Government of Israel’s Home Front Command for further emergency preparedness guidance,” the embassy advisory said.“Recent events underscore the importance of situational awareness. We remind you to be aware of your surroundings at all times, to monitor the media, and to follow directions of emergency responders.”The Lebanon-based Islamist organization Hezbollah has raised its alert level along the border with Israel, Kuwaiti newspaper Al-Rai reported Saturday, according to Israeli media outlets, “due to Israel’s attempt to drag Syria and Lebanon into a conflict.”

Israel called off 2012 strike on Iran because it coincided with joint US drill’-Operation was aborted because Israel did not want to ‘force America to be party’ to it, says Ehud Barak; also says he and PM were thwarted by colleagues in 2010 and 2011-By Times of Israel staff August 21, 2015, 11:04 pm 17

Israel was set to strike at Iran nuclear facilities in 2012, but the operation was aborted because it coincided with a joint military exercise with the United States, Israel’s Channel 2 news reported Friday.Relying on tape recordings of former defense minister Ehud Barak and other unnamed foreign reports, the TV report made clear that the US was opposed to the strike on Iran, but Israel was going to go ahead with it anyway. However, Israel did not want to complicate matters for the United States by carrying out the attack while the two armies were drilling together. The attack was being readied for January 2012, but it turned out that it would coincide with the long-planned Austere Challenge 12 exercise here, the largest ever joint Israeli and American military drill, the TV report said.“We intended to carry it out, so I went to (then US Defense Secretary Leon) Panetta and asked him if we could change the date of the exercise,” Barak said in a recording broadcast by Channel 2. “So they delayed it as much as they could… to a few days before the election (in the US that November).”“Things did not work out in the first part in 2012 and it was pushed back toward the end (of the year),” Barak said. However, Barak went on, the new date set for the operation was also not convenient. He did not elaborate.“You demand that America respect your sovereignty and decide you want to do it (strike Iran), even if America is opposed and it is contrary to their interests,” Barak said in the recording. “You can’t find yourself then going back on that by trying to force America to be party to (the strike) just as it comes here for a pre-planned drill. That’s how it ran into difficulties in 2012,” he explained.Barak’s revelation about a thwarted strike in 2012 was only one in a series of bombshells in the tape recordings of his conversations broadcast Friday night. He also detailed that he and Prime Minister Benjamin Netanyahu wanted to strike Iran in 2010 and 2011, but were thwarted by opposition from the army’s chief of staff and ministerial colleagues. The material apparently comes from conversations related to a new biography of Barak being written by Danny Dor and Ilan Kfir. The former defense minister, who was also previously prime minister and chief of staff, attempted to prevent the broadcasting of the recordings, but Israel’s military censors allowed Channel 2 to play them.Netanyahu maintains to this day that Israel will act alone if necessary to prevent Iran attaining nuclear weapons, and has been a leading critic of the P5+1 deal with Iran that curbs but does not dismantle its nuclear program-The Austere Challenge 12 drill ultimately went ahead in mid-October 2012.Panetta had visited Israel that August. During that trip, he said repeatedly that “all options,” including military force, were on the table to stop Iran, should sanctions and diplomacy — the preferred means of persuasion — ultimately fail. He said he hoped Iran would see that negotiations were the best way out of the crisis, but “If they continue and if they proceed with a nuclear weapon, … we have options that we are prepared to implement to ensure that that does not happen.”Then-defense minister Barak, standing beside Panetta at a stop on the trip, said he saw an “extremely low” probability that sanctions would ever compel Iran to give up its nuclear activities. Barak said Israel “has something to lose” by waiting for sanctions and diplomacy to run their course, because Iran was continually accumulating enriched uranium as the key ingredient for a nuclear bomb. When Netanyahu hosted Panetta on that trip, the prime minister said Iran was not yet fully convinced the West intends to prevent it from acquiring nuclear weapons, despite statements by the US and Israel regarding possible military action.“Right now the Iranian regime believes that the international community does not have the will to stop its nuclear program,” Netanyahu said. “This must change, and it must change quickly, because time to resolve this issue peacefully is running out.”Barak expressed outrage Friday that the recordings had been released and tried to prevent them from being aired, Channel 2 noted. The station stressed, however, that the contents of the recordings had been approved for broadcast by the military censor.

Islamic Jihad: We will respond to IDF strikes in Syria-Iran-backed group repeats denial of role in rocket attack that led to strikes, hints at Gaza rocket fire on south-By Times of Israel staff and Judah Ari Gross August 21, 2015, 8:05 pm 4

The Iranian-backed Islamic Jihad terror group vowed Friday to retaliate against Israel for a series of IDF air strikes targeting the cell Israel says was responsible for firing four rockets into northern Israel from Syria on Thursday.Israel said that the Islamic Jihad, which operates mostly out of the Gaza Strip, but whose headquarters are in Damascus, carried out the attack, with Iranian direction and Syrian complicity.Islamic Jihad spokesman Daud Shihab reiterated the Palestinian terror group’s denial that it was responsible for the rocket fire, claiming Israel was looking for an excuse to attack Syria, and vowed retaliation.“We’ll know when to respond to an Israeli attack — and that will be where the Iron Dome was installed yesterday,” he said, referring to Israeli missile defense systems deployed in the southern cities of Ashdod and Beersheba on Thursday.Israel’s Walla News website on Friday quoted the pro-Iran Al Mayadeen television station as saying that at least three of the six casualities in the IDF strikes were Palestinian.Muhammad al-Hindi, a member of Islamic Jihad’s political bureau, said he was unaware of any causalities from the group in Syria, but if true, “the movement will know how to protect its sons.”Defense Minister Moshe Yaalon said Friday’s raid targeted and hit the Islamic Jihad militants who carried out Thursday’s rocket attack.According to an IDF source, Israeli planes carried out a raid targeting a vehicle “in which there were at least five people.”“We were monitoring this cell and it was attacked some 10-15 kilometers from the border, on territory firmly in the control of the Syrian military. This is an Islamic Jihad cell directed by Iran,” the source added.Prime Minister Benjamin Netanyahu said Friday that despite the strike, Israel had no interest in an escalation.“We have no intention of ratcheting up this confrontation, but our policy [of retaliating for attacks against Israeli civilians] remains as it was,” he said.Ya’alon said the strike against the cell was proof that Israel will not tolerate efforts to harm the security of its citizens.“We have no intention of compromising on this issue, and I suggest no one test our resolve on this matter,” he said in a brief statement after the attack.Syrian state television meanwhile said six unarmed civilians were killed and seven wounded in the strike on a vehicle some 10 kilometers from the Syrian-Israeli border, in territory held by the Syrian army.It said an Israeli drone strike targeted a “civilian car” close to a busy market in the village of Kom. Ahmad Sheikh Abdul-Qader, governor of the southern region of Quneitra, said the attack happened on the road leading to the village of Khan Arnabeh, near Kom, and destroyed the car.The Britain-based Syrian Observatory for Human Rights, which tracks the country’s war, said five people killed in the Israeli strike were members of pro-government National Defense Forces. It did not elaborate.Like us on Facebook

In letter to P5+1, Israel blames Iran for rockets from Syria-Complaint to world powers decries ‘indiscriminate and premeditated terrorist attack’ on Golan Heights-By JTA August 22, 2015, 3:40 am 8

Israel submitted a formal diplomatic complaint to world powers about a recent rocket attack from Syria — blaming a specific Iranian general and warning of increased regional aggression by the Islamic Republic in the wake of the nuclear deal. The demarche was sent Friday to the P5+1 — the six world powers, including the United States, that negotiated the nuclear agreement with Iran — a day after a barrage of four rockets hit Israel from Syria.Sent by Jeremy Issacharoff, the vice director general of Israel’s Foreign Ministry, the document said Israel has “credible information” that Thursday’s rocket attack was ordered by “Iranian operative Saeed Izaadhi” and carried out by the Palestinian branch of terrorist group Islamic Jihad. The document called the attack “an indiscriminate and premeditated terrorist attack against Israeli territory without any provocation from the Israeli side.” Further, it said the attack was “another clear and blatant demonstration of Iran’s continued and unabating support and involvement in terrorist attacks” and “a clear indication of how Iran intends to continue to pursue its destabilizing actions and policies as the international sanctions regime is withdrawn in the near future.”“The international community led by the P5+1 cannot enable Iran to gain respectability and political legitimacy from the [nuclear agreement, which lifts sanctions in exchange for Iran curbing its nuclear program], while in parallel it continues to actively and directly perpetrate terror throughout the region,” the document said.Dore Gold, director general of Israel’s Foreign Ministry said: “It is untenable that Iran can argue that it is in a diplomatic process with the West when its forces continue to wage wars of subversion and terror against Israel and across the Middle East.”The nuclear deal is being hotly debated in the US Congress, which has until September to decide whether or not to vote against the deal. President Obama has said he will veto any legislative attempts to block the deal.

US: Tests show mustard gas traces in Islamic State attack-US Army official says final testing underway on mortar fragments presented by Kurdish forces fighting IS in Iraq-By Lolita C. Baldor August 22, 2015, 12:32 am-THE TIMES OF ISRAEL

WASHINGTON (AP) — Preliminary tests show traces of the chemical agent sulfur mustard on mortars that Islamic State militants used to attack Kurdish forces in Iraq, a senior US military officer said Friday.US Brig. Gen. Kevin Killea, chief of staff for military operations in Iraq and Syria, said the field testing was not conclusive, so final tests are underway to learn the full make-up of chemicals on the fragments.American officials have been looking into reports that IS used the chemical weapon mustard gas in the Aug. 11 attack in Makhmour. Similar reports have surfaced in recent months, including in connection with an attack by Islamic State militants in Syria.Killea told Pentagon reporters that Kurdish forces brought the mortar fragments to US forces for testing, so there may be questions about the chain of custody of the evidence. It is unclear where IS might have obtained chemical weapons.Diplomatic efforts by the US and Russia following a chemical weapons attack in Syria in 2013 led to the removal or destruction of the Syrian government’s chemical weapons stockpiles. But questions remain about whether some of those chemicals escaped destruction or if militants have been able to obtain them in other ways.US officials have expressed persistent concerns about the possibility that IS would locate and use chemical weapons in its ongoing campaign to take control of more territory across Iraq and Syria. The US and coalition partners are supporting Iraqi and Kurdish forces on the ground in Iraq, largely through airstrikes and a train and equip program. But there have been discussions among top military and defense leaders about using additional US forces in Iraq, possibly to help direct airstrikes or to embed with Iraqi units in order to better train and advise them. The use of chemical weapons by IS adds an increased element of risk to troops and could further complicate the debate.2015 The Associated Press

Major Hurricane Danny on Path Toward Northern Caribbean-By Alex Sosnowski, AccuWeather.com Senior Meteorologist-August 21, 2015; 5:49 PM ET

Danny became the first hurricane of the 2015 Atlantic season this week and is now officially a Category 3 system.Satellite imagery and aircraft reconnaissance reports suggested that Danny was be a Category 3, major hurricane shortly past noon Eastern Daylight Time on Friday. The system is currently on track to bring drenching rain to part of the northern Caribbean islands as a weakening system next week. However, there is the potential for the system to turn more to the northwest, which could allow it survive.Danny follows Ana, Bill and Claudette from earlier this season. None of the first three storms reached hurricane status.Danny Becomes First Major Hurricane of the Season; Kilo is a Concern for HawaiiThe system became a tropical depression on Tuesday morning, a tropical storm on Tuesday afternoon then a hurricane during Thursday morning, local time. Danny was upgraded to a Category 2 hurricane on Friday morning and will continue to move through atmospheric conditions conducive for additional strengthening into this weekend, before reaching the Caribbean.

Satellite imagery of Hurricane Danny (Image/NOAA)

When sustained winds around the center of circulation reach 39 mph (63 kph), a tropical depression is upgraded to a tropical storm. For a system to become a hurricane, sustained winds must reach 74 mph (119 kph), which Danny's winds exceeded this Thursday morning. The system is moving west-northwestward over the south-central Atlantic Ocean at 10-15 mph (15-25 kph).

As of early Friday midday, Danny was about 900 miles east of the Leeward islands.According to AccuWeather Hurricane Expert Dan Kottlowski, great fluctuations in strength are likely through the time it reaches the Leeward Islands by Monday."The small, compact nature of Danny makes it a challenging storm to forecast as it can ramp up quickly, then weaken in a matter of hours," Kottlowski said.

Dry air from the north will occasionally wrap into the storm causing it to weaken."Despite the issues with dry air, the system will remain in an overall favorable area for development into the weekend with warm waters and weak wind shear," Kottlowski said.

Wind shear is when strong winds near the surface and aloft blow strongly from different directions.Danny is likely to begin to weaken this weekend, prior to reaching the Leeward Islands as it begins to run into increasing wind shear.Danny is forecast to continue to move in a general west-northwest direction through next week, which will take the system across the northern islands of the Caribbean.Occasionally, Danny will jog more to the northwest and other times will push more to the west. Before next week, a northwest jog is more likely to occur when the system is a hurricane."We have a concern that Danny may skip just north of the Antilles next week," Kottolowski said. "If this happens, there would not be as many reasons for the system to weaken and the chance of the system getting closer to the United States mainland would increase."Danny is being guided along by the oval-shaped circulation of high pressure over the central Atlantic. By next week, the system will be on the western edge of the high with a greater chance of the system turning more to the northwest and north. Should the system do this, it will be in an environment more conducive for surviving as a tropical storm or hurricane."If Danny takes the westward track across the Leewards early next week, it would encounter progressively more resistance from the islands and greater wind shear, especially as it approaches Puerto Rico and Hispaniola," Kottlowski said. While Danny will bring the potential for flash flooding, rough seas and surf as well as travel disruptions to the northeastern part of the Caribbean, it will also bring beneficial rain.

"A weakened Danny may be just what the doctor ordered for drought-stricken areas from the Leewards to Puerto Rico and Hispaniola with rounds of drenching rain with the more westward track," Kottlowski said. There are other areas of concern in the Atlantic.A significant area of disturbed weather has emerged from Africa. This system will take a west-northwest path across the Atlantic, perhaps similar to Danny. Additional disturbances will continue to move westward from Africa every several days through at least the end of the month. The pattern is very common for August into September.Another system may develop near Bermuda over the next several days. The feature near Bermuda may slowly form beneath a storm in the upper atmosphere. While a threat to the United States appears unlikely at this point, it could wander close to the Canada shoreline early next week.During El Nino, the number of named tropical systems in the Atlantic basin tends to be lower than average.AccuWeather is forecasting eight tropical storms, four hurricanes and one major hurricane for the 2015 season with two to three landfalls in the United States. Ana and Bill made landfall in the U.S. during May and June respectively.Meanwhile, Kilo is strengthening south of Hawaii. Should the system turn quickly to the north, there will be the potential for strong winds, pounding surf and heavy rain on part of the islands, by early next week.

FIRST ANGEL TO DR SAMUEL DOCTORIAN
The first angel said: I have a message for all of Asia. When he said that, in a split few seconds, I could see all of China, India, the Asian countries like Vietnam, Laos - I've never been to those countries. I saw the Philippines, Japan, Singapore, Malaysia and Indonesia. And then the angel showed me all of Papua New Guinea, Irian Jaya and down to Australia and New Zealand.I am the angel of Asia, he said. And in his hand I saw a tremendous trumpet that he is going to blow all over Asia. Whatever the angel said, it's going to happen with the trumpet of the Lord all over Asia. Millions are going to hear the mighty voice of the Lord. Then the angel said, There shall be disaster, starvation - many will die from hunger. Strong winds will be looked like has never happened before. A great part shall be shaken and destroyed. Earthquakes will take place all over Asia and the sea will cover the earth. The earth will fall into the sea, I heard the angel say, part of  Australia will be shaken. Australia will be divided, and a great part will go under the ocean. This was frightening - I wondered whether I was hearing right. But the angel said,Millions will die in China and in India. Nation will be against nation, brother against brother. Asians will fight each other. Nuclear weapons shall be used, killing millions. Twice I heard the words,  Catastrophic! Catastrophic! then the angel said, Financial crisis will come to Asia. I will shake the world.I was trembling while the angel was speaking. Then he looked at me and smiled and said, There shall be the greatest spiritual awakening - bondage will be broken. Barriers will be removed. And all over Asia - China - India - people will turn to Christ. In Australia there shall be tremendous revival. I heard the angel of Asia say, It is the last harvest. Then as if the Lord were speaking, he said, I shall prepare My church for the return of Christ. I was happy with such good news after the message of judgment. All the time the five angels were in my room I could feel their presence - it was tremendous.

How do you infuriate North Korea's leaders? Try blasting criticism at them through giant speakers-PRI's The World-August 20, 2015 · 5:30 PM EDT-By Shirin Jaafari

The latest on the list started in the past few weeks, when two South Korean soldiers lost their legs after stepping on landmines.Officials from South Korea believe the mines were planted by the North as a means of provocation.South Korea has responded by broadcasting anti-Pyongyang messages through loudspeakers planted near the border. This is the first time in 11 years that the South is using these speakers in response to North Korea's actions."The North Koreans hate those broadcasts," says David Straub, associate director of the Korea Program at Stanford University.Straub says that the broadcasts focus on criticism of the North Korean regime and its leaders — something that the leaders there detest "because they have a totalitarian system and a cult of personality."In other words, North Korea's leaders control the messages that their people hear. The South Korean broadcasts challenge that.So why would the North raise tensions right now? Straub says North Korea has been "unsettled" every since the sudden death of its leader Kim Jong-Il in December 2011."[That left] his very young son Kim Jung-Un in charge and he clearly feels insecure in North Korea," Straub says. "That's evidenced by the execution of his uncle a couple of years ago and the purge of many of North Korea's top leaders."Straub says Kim Jung-Un uses provocations against the South to solidify his support at home. Meanwhile, the US is watching events on the Korean peninsula very closely. The US and South Korea are currently conducting a long-planned joint military exercise."We are in the middle of our annual computer-simulated military exercise with the South Koreans," Straub says. "[Still,] I would be surprised if the North Koreans ... launch any kind of direct, significant, frontal attack."

S. Korea, US begin military drill despite N. Korea threats-AFP By Giles Hewitt-August 17, 2015 4:57 AM

Seoul (AFP) - Tens of thousands of South Korean and US troops Monday began a military exercise simulating an all-out North Korean attack, as Pyongyang matched Seoul in resuming a loudspeaker propaganda campaign across their heavily-fortified border. The annual Ulchi Freedom exercise, which will run through August 28, is largely computer-simulated, but still involves 50,000 Korean and 30,000 US soldiers. The drill plays out a full-scale invasion scenario by nuclear-armed North Korea and both Seoul and Washington insist it remains purely defensive in nature.Pyongyang views Ulchi Freedom -- along with other annual South Korea-US drills -- as wilfully provocative and had threatened the "strongest military counter-action" should this year's exercise go ahead."Such large-scale joint military exercises... are little short of a declaration of a war," the North's Committee for the Peaceful Reunification of Korea, which oversees cross-border issues, said last week. The committee specifically warned of the drill's potentiaMilitary tensions are already running high along the Korean peninsula after South Korea blamed the North for landmine blasts that maimed members of a border patrol earlier this month. The South retaliated by resuming high-decibel propaganda broadcasts across the border, using loudspeakers that had lain silent for more than a decade. North Korea has denied any involvement in the mine blasts and threatened "indiscriminate" strikes against South Korean border units unless the broadcasts were halted immediately.- North turns on loudspeakers -But on Monday Seoul's defence ministry reported that Pyongyang had resumed its own loudspeaker propaganda campaign at a site on the eastern section of the border. The two Koreas had blasted propaganda messages at each other for years before the practice was discontinued by mutual agreement in 2004 during a period of rapprochement. The rising tensions topped the agenda of a National Security Council meeting convened and chaired Monday morning by the South's President Park Geun-Hye."We need to maintain a strong military readiness to protect our people's lives and their properties from North Korea's provocations," Park told a cabinet meeting afterwards.Because the armistice that ended the 1950-1953 Korean conflict was never replaced by a full peace treaty, the two Koreas technically remain at war.Last Saturday both nations celebrated the 70th anniversary of the peninsula's liberation from Japanese colonial rule, and there had been hopes earlier this year that the event might offer the opportunity for some diplomatic fence-mending.Instead, the last few months have seen cross-border ties in a downward spiral, accompanied by the all-too familiar rhetoric of mutual recrimination. The North has also targeted the US with its verbal broadsides, citing its nuclear arsenal amid threats of retaliation over Ulchi Freedom. The powerful National Defence Commission stressed that North Korea had moved beyond the limits of conventional warfare. It is now an "invincible power equipped with both latest offensive and defensive means ... including nuclear deterrence," the commission said, adding that only by dropping its "hostile" policies could the US "ensure the security of its mainland".

North Korea warns of war with South after artillery fire-Associated Press By ERIC TALMADGE and HYUNG-JIN KIM-AUG 21,15-YAHOONEWS

PYONGYANG, North Korea (AP) — North Korean leader Kim Jong Un on Friday declared his front-line troops in a "quasi-state of war" and ordered them to prepare for battle a day after the most serious confrontation between the rivals in years.South Korea's military on Thursday fired dozens of artillery rounds across the border in response to what Seoul said were North Korean artillery strikes meant to back up a threat to attack loudspeakers broadcasting anti-Pyongyang propaganda. The spike in tensions prompted the U.S. and South Korea to halt an annual military exercise that began this week, U.S. defense officials said Friday. North Korea had criticized the drills, calling them a preparation for invasion, although the U.S. and South Korea insist they are defensive in nature. The North's declaration Friday is similar to its other warlike rhetoric in recent years, including repeated threats to reduce Seoul to a "sea of fire," and the huge numbers of soldiers and military equipment already stationed along the border mean the area is always essentially in a "quasi-state of war." Still, the North's apparent willingness to test Seoul with military strikes and its recent warning of further action raise worries because South Korea has vowed to hit back with overwhelming strength should North Korea attack again.Pyongyang says it did not fire anything at the South, a claim Seoul dismissed as nonsense.Kim Jong Un ordered his troops to "enter a wartime state" and be fully ready for any military operations starting Friday evening, according to a report in Pyongyang's official Korean Central News Agency. The North has also given Seoul a deadline of Saturday evening to remove border loudspeakers that, after a lull of 11 years, have started broadcasting anti-Pyongyang propaganda. Failure, Pyongyang says, will result in further military action. Seoul has vowed to continue the broadcasts. The North's media report said that "military commanders were urgently dispatched for operations to attack South Korean psychological warfare facilities if the South doesn't stop operating them."South Korea's Yonhap news agency, citing an unidentified government source, reported Friday that South Korean and U.S. surveillance assets detected the movement of vehicles carrying short-range Scud and medium-range Rodong missiles in a possible preparation for launches. South Korea's Defense Ministry said it could not confirm the report.North Korea said the South Korean shells fired Thursday landed near four military posts but caused no injuries. No one was reported injured in the South, either, though hundreds were evacuated from front-line towns. The loudspeaker broadcasts began after South Korea accused the North of planting land mines that maimed two South Korean soldiers earlier this month. North Korea denies this, too.Authoritarian North Korea, which has also restarted its own propaganda broadcasts, is extremely sensitive to any criticism of its government, run by leader Kim Jong Un, whose family has ruled since the North was founded in 1948. The loudspeaker broadcasts are taken seriously in Pyongyang because the government does not want its soldiers and residents to hear outsiders criticize human rights abuses and economic mismanagement that condemns many to abject poverty, South Korean analysts say.North Korea on Thursday afternoon first fired a single round believed to be from an anti-aircraft gun, which landed near a South Korean border town, Seoul said. About 20 minutes later, three North Korean artillery shells fell on the southern side of the Demilitarized Zone dividing the two Koreas. South Korea responded with dozens of 155-millimeter artillery rounds, according to South Korean defense officials.South Korea's military warned Friday that North Korea must refrain from engaging in "rash acts" or face strong punishment, according to South Korea's Defense Ministry.South Korea raised its military readiness to its highest level. Joint Chiefs of Staff spokesman Jeon Ha-kyu told a televised news conference that South Korea is ready to repel any additional provocation.Escalation is a risk in any military exchange between the Koreas because after two attacks blamed on Pyongyang killed 50 South Koreans in 2010, South Korea's military warned that any future North Korean attack could trigger strikes by South Korea that are three times as large. Many in Seoul are accustomed to ignoring or discounting North Korea's repeated threats, but the latest have caused worry because of Pyongyang's warning of strikes if the South doesn't tear down its loudspeakers by Saturday evening. Observers say the North may need some save-facing measure to back down. This is what happened in December 2010, when North Korea backed off an earlier warning of catastrophic retaliation after South Korea defiantly went ahead with live-fire drills near the country's disputed western sea boundary. A month earlier, when South Korea staged similar drills, the North reacted with an artillery bombardment that killed four people on a South Korean border island. North Korea said it didn't respond to the second drill because South Korea conducted it in a less provocative way, though the South said both drills were the same. The rivals also were at odds over the annual U.S.-South Korean military drills that began Monday. U.S. defense officials said the exercise has been halted amid the growing tensions with North Korea. The officials, who spoke on condition of anonymity because they weren't authorized to discuss the matter publicly, said the U.S. is monitoring the situation. It was unclear whether the exercise, which was scheduled to end next Friday, would resume. On Friday, residents evacuated in the South Korean town near where the shell fell, Yeoncheon, returned home, officials said. Yonhap reported that a total of about 2,000 residents along the border were evacuated Thursday. Pyongyang was mostly business as usual Friday morning, although propaganda vans with loudspeakers broadcast the state media line that the country was in a "quasi-state of war" to people in the streets.North Korean officials held a pair of rare briefings Friday to try to win support for their country's ultimatum that South Korea stop anti-Pyongyang propaganda broadcasts by Saturday.Kim Yong Chol, director of the general reconnaissance bureau of the North Korean army, in what was described as an "emergency situation briefing" for diplomats and military attaches in Pyongyang, said all front-line units are on full war readiness. He gave no details on what kind of military retaliation North Korea would consider appropriate "punishment" for the South. In Beijing, at the North Korean Embassy, Ambassador Ji Jae Ryong told reporters that South Korea's psychological warfare had "gone beyond the limits of tolerance."South Korea has said the two soldiers wounded in the mine explosions were on a routine patrol in the southern part of the DMZ that separates the two Koreas. One soldier lost both legs and the other one leg.The Koreas' mine-strewn DMZ is a legacy of the 1950-53 Korean War, which ended with an armistice, not a peace treaty, leaving the Korean Peninsula still technically in a state of war. About 28,500 U.S. soldiers are deployed in South Korea to deter potential aggression from North Korea.___Kim reported from Seoul. AP writers Foster Klug in Seoul, Chris Bodeen in Beijing, and Lolita C. Baldor in Washington contributed to this story.

North Korea goes on war footing against South Korea as deadline looms-Reuters By Ju-min Park and James Pearson-AUG 21,15-YAHOONEWS

SEOUL (Reuters) - North Korea put its troops on a war footing on Friday as South Korea rejected an ultimatum to stop propaganda broadcasts or face military action, prompting China to voice concern and urge both sides to step back.South Korean Vice Defense Minister Baek Seung-joo said his government expected the North to fire at some of the 11 sites where Seoul has set up loudspeakers on its side of the Demilitarized Zone (DMZ) separating the countries. The South earlier rejected an ultimatum that it halt anti-Pyongyang broadcasts by Saturday afternoon or face attack. The North's Foreign Ministry said in a statement the military and the public stood ready to safeguard its regime even if it meant fighting an all-out war, and it rejected the idea of restraint in an apparent rebuff of China's calls.Official media said Pyongyang's military was not bluffing.China, which remains reclusive North Korea's main economic backer despite diminished political clout to influence Pyongyang, said it was deeply concerned about the escalation of tension and called for calm from both sides.Since the 1950-53 Korean War ended in a truce, not a peace treaty, Pyongyang and Seoul have often exchanged threats, and dozens of soldiers have been killed in clashes, yet the two sides have always pulled back from all-out war.The latest hostility is a further blow to South Korean President Park Geun-hye's efforts to improve North-South ties, which have been virtually frozen since the deadly 2010 sinking of a South Korean navy ship, which Seoul blames on Pyongyang.Park canceled an event on Friday and made a visit to a military command post, dressed in army camouflage. The North committed "cowardly criminal acts," South Korean Defense Minister Han Min-koo said. "This time, I will make sure to sever the vicious cycle of North Korea's provocations."North Korea launched four artillery shells into South Korea on Thursday, according to Seoul, in apparent protest against the broadcasts. The South fired back 29 artillery rounds. Pyongyang accused the South of inventing a pretext to fire into the North. Both sides reported no casualties or damage in their territory, indicating the rounds were just warning shots."The fact that both sides' shells didn't damage anything means they did not want to spread an armed clash. There is always a chance for war, but that chance is very, very low," said Yang Moo-jin, professor at the University of North Korean Studies in Seoul.Joel Wit of 38 North, a North Korea monitoring project at Johns Hopkins University in Washington, said the artillery exchanges were worrying but things could well cool off again."When it's happened in the past, there have been dangers of escalation and the U.S. has had to restrain South Korea. It's a very dangerous situation, though it could die down and chances are, it will die down," he said.United Nations Secretary-General Ban Ki-moon appealed on Friday for North and South Korea not to take any action that could further aggravate tensions.-SOUTH SAYS WON'T STOP BROADCASTS-The North's shelling came after it had demanded last weekend that South Korea end the broadcasts or face a military response - a relatively rare case of following up on its frequent threats against the South. Its 48-hour ultimatum, delivered in a letter to the South Korean Defense Ministry, was also uncharacteristically specific, said John Delury, a North Korea expert at Yonsei University in Seoul. The deadline is around 5 p.m. (0800 GMT) on Saturday in Seoul.South Korea began blasting anti-North propaganda from loudspeakers on the border on Aug. 10, resuming a tactic both sides had stopped in 2004, a few days after landmines wounded two South Korean soldiers along the DMZ.North Korea on Monday launched its own broadcasts.Baek told parliament the South's broadcasts would continue unless the North accepted responsibility and apologized for the mines. Pyongyang has denied responsibility."There is a high possibility that North Korea will attack loudspeaker facilities," Baek said.KCNA said North Korean leader Kim Jong Un had declared a "quasi-state of war" in front-line areas. There were indications the North was preparing to fire short-range missiles, the South's Yonhap news agency said, citing an unnamed government source. The North often fires rockets into the sea during annual U.S.-South Korean military exercises, which are currently under way.The U.S. military, which bases 28,500 personnel in South Korea, said it was monitoring the situation. Washington earlier urged Pyongyang to halt "provocative" actions after Thursday's exchange of fire, the first between the Koreas since October.Daniel Pinkston of the International Crisis Group think-tank said the large U.S. troop presence in the South for the military exercises could reduce the risk of escalation by pressuring the South to exercise restraint, and deterring the North."This is a bad time to pick a fight with the South while it has all these resources there," he said.(Additional reporting by Choonsik Yoo, Hooyeon Kim and Jack Kim in Seoul, Megha Rajagopalan in Beijing and David Brunnstrom in Washington; Writing by Tony Munroe; Editing by Mark Heinrich)

Far left splits from Tsipras as Greece heads to elections-Reuters By George Georgiopoulos and Renee Maltezou-AUG 21,15-YAHOONEWS

ATHENS (Reuters) - Rebels opposed to Greece's international bailout walked out of the leftist Syriza party on Friday, formalising a split after its leader Alexis Tsipras resigned as prime minister and paved the way for early elections.Greece's president gave the conservative opposition a chance to form a new government following Tsipras's resignation on Thursday, but the country appears almost certain to be heading for its third election in as many years next month.Tsipras is hoping to strengthen his hold on power in a snap election after seven months in office in which he fought Greece's creditors for a better bailout deal but had to cave in and accept more onerous terms. One day after money began flowing from Greece's third bailout program, a much-needed period of political and economic certainty remained as elusive as ever, drawing concerned calls from the euro zone that Athens must stick to commitments given under the rescue deal.Far left Syriza members, who oppose the promises of yet more austerity and economic reform that Tsipras made to secure 86 billion euros ($97 billion) in bailout loans, broke away to form a new party.A deputy speaker of parliament announced the new party would be called Popular Unity and headed by former Energy Minister Panagiotis Lafazanis, who was fired by Tsipras earlier this year for refusing to back the government. One of the new party's members, lawmaker and economist Costas Lapavitsas, noted Greeks had voted over whelmingly in June against a bailout deal offered by the euro zone and IMF. But soon after the referendum, Tsipras performed a U-turn to save the financial system and Greece's future in the euro zone."We want to give a voice to the 62 percent of the people who said 'No' and do not want bailouts," Lapavitsas told ERT TV. "We see strong support from the people who feel betrayed."With 25 lawmakers, the party will be the third largest bloc in Greece's 300-seat parliament, albeit far behind Syriza which had 149 before the split. The walk-out may allow Tsipras to move Syriza a little closer to the political center and broaden his appeal among voters, which remains strong despite Greece's near-brush with financial collapse under his premiership.UNHAPPY VOTERS-However, some voters were unhappy with the move to force elections. "It is, of course, wrong. And we citizens will suffer the consequences, because we will go through a period of insecurity," Athens shop owner Konstantinos Poulopoulos told Reuters Television.Tsipras had long been expected to seek early an election in the autumn. But he was forced to move quickly after nearly a third of Syriza's lawmakers refused to back the new bailout program in parliament last week, robbing him of his majority.Other voters were willing to give Tsipras the benefit of the doubt. "He had to do something to ensure that the government is viable," said programer Christianos Misailidis, but added: "Right now, it is as if there is no government."Financial markets took the uncertainty badly following a big drop on Thursday. Greek shares <.ATG> fell 0.7 percent while 10-year bond yields rose sharply.Outgoing Deputy Finance Minister Tryfon Alexiadis said only an election could stabilize Greece. "Elections surely have an indirect cost ... but will clear things up so we can move ahead," he told the state TV channel ERT.GREEKS MUST DECIDE-In accordance with the constitution, President Prokopis Pavlopoulos formally invited conservative leader Vangelis Meimarakis on Friday morning to try to form a new government without the need for a new elections. However, his New Democracy Party has just 76 members of parliament and is almost certain to fail to find enough partners among an opposition that ranges from the KKE communists to the ultra-right Golden Dawn party. If Meimarakis has no coalition agreement within three days, the constitution says the next biggest party should be given a chance. This would be the new leftist party, which said it would also seek a mandate to try to form a government. However, an election remains a near certainty.Tsipras was forced to accept the creditors' demands including further pension cuts, more value-added tax increases and a "solidarity" tax on incomes - the very kind of policies he had promised to scrap when he was elected in January.Under his leadership, he had to close the banks for three weeks as panicking savers pulled billions from their accounts, and strict curbs on withdrawals from the banking system remain, badly hurting business.Despite all, Tsipras remains popular although no opinion polls have been taken for almost a month, and he appears to have no serious rivals to prevent his return to power.Across the euro zone, politicians warned Greece to stick to its promises."The Greeks have no alternative. They know the new package will stop immediately if commitments are not met. Even if a new government was elected it couldn’t change anything," Michael Fuchs, a leading German conservative told Italy's Corriere della Sera newspaper. "It’s up to them to decide."(additional reporting by Michele Kambas, Karolina Tagaris, Deepa Babington, Sarah White and Stephen Jewkes; writing by David Stamp; editing by John Stonestreet and Giles Elgood)

Wildfires force new evacuation orders in Washington state-Reuters-AUG 21,15-YAHOONEWS

SEATTLE (Reuters) - Emergency officials extended evacuation orders to two more towns threatened by a deadly array of wildfires in north-central Washington state as dozens of blazes swirled across the drought-parched Pacific Northwest and surrounding regions.President Barack Obama signed a federal declaration of emergency for Washington state on Friday, authorizing the U.S. Department of Homeland Security and the Federal Emergency Management Agency to coordinate relief efforts in 11 counties and several Indian reservations hard hit by wildfires.Authorities late on Thursday ordered the population of Tonasket, a riverfront hamlet of about 1,000 residents just 25 miles south of the Canadian border, to flee their homes as flames closed in.About 25 miles farther south along the same river, emergency officials early on Friday issued additional evacuation orders for parts of Okanogan, a larger town at the western edge of the Colville Indian Reservation, urging evacuees in a Facebook posting "not to wait for door-to-door notification."Both communities were in the path of flames from an array of wildfires dubbed the Okanogan Complex, which has doubled in size since Thursday to scorch some 161,000 acres of brush and dry timber about 115 miles (185 km) northeast of Seattle. The Okanogan Complex includes the so-called Twisp River fire, which killed three firefighters on Wednesday night after forcing the evacuation of some 4,000 households in the towns of Twisp and Winthrop about 30 miles west of Okanogan in the foothills of the Cascades. At least 70 large wildfires or clusters of fires have raged this week through several bone-dry Western states, the bulk of them in Washington, Oregon, Idaho, California and Montana, the National Interagency Fire Center in Boise reported. The blazes, under attack by more than 30,000 firefighters and support personnel, have collectively charred more than 1 million acres of land across the region.Fire-suppression costs in the Pacific Northwest alone are estimated to have exceeded $115 million to date, according to the fire center. With manpower and other resources stretched thin, fire managers have turned to the U.S. military and even personnel from Canada, Australia and New Zealand to furnish reinforcements. So far this year, U.S. wildland blazes have claimed the lives of at least 13 firefighters, four more than died in the line of duty during all of 2014, the fire center said.Earlier this week, the governors of Oregon and Idaho joined Washington state in calling up state National Guard troops backed by military aircraft to help combat blazes.(Reporting by Eric M. By Patrick Gillespie-Massive sell-off leads to 530-point plunge for Dow-UPDATED 3:04 PM CDT Aug 21, 2015-wvtm13

NEW YORK (CNNMoney) —The Dow Jones industrial average fell 530 points to close at 16,460 Friday during its fourth-straight day of losses.Around the world, major indexes also fell for the week and most are negative for the month. The Dow dipped into correction territory, falling 10% from its most recent high hit on May 19.The S&P 500 was also down 5.5% for the week, its worst weekly performance since 2011, while the Nasdaq fell 6.5% and was also close to correction territory. The losses are just as bad, if not worse, abroad with some indexes in China and the U.K. stock market all now in correction. How bad is China's economic slowdown? The latest red flag came Friday morning from China. The government reported that its manufacturing activity -- a key sign of economic performance -- hit a 6-year low in July. After the government devalued its currency last week, Wall Street has become extra worried about the China slowdown.Although Chinese officials say the economy grew 7% earlier this year, many experts wonder if it's worse."There's nobody that really believes that China is growing at 7%," said Tim Anderson, managing director at MND Partners in New York. "They're afraid to say to what degree their economy has really slowed down."Will the Fed raise rates in September-As if China wasn't worrying investors enough, the odds of a Fed rate hike in September seems to have lowered.Earlier this week, the central bank released the minutes from its July meeting, which showed some members are ready to go forward with a rate hike while others are concerned about the global economy and non-existent inflation in the U.S.The uncertainty from the minutes -- along with China -- was a one-two punch that drove the markets down further."I am still saying yes [for September], but I have much less conviction," says David Joy, chief economist at Ameriprise Financial in Boston. "It's still an open question on whether they would move in September or not."Oil prices are at 6 1/2 year lows-And then there's oil. Crude oil prices fell to again this week, and are flirting with the $40 a barrel level. A year ago a barrel of oil was about $100.Oil is a lifeline of economic growth for many developing countries, which are also seeing their currencies lose value because of their economic exposure to China.Brazil's currency, the real, has fallen 9% against the dollar in just the past 4 weeks. Colombia, Chile, Vietnam and Indonesia have also seen significant currency drops against the dollar.Less demand for oil hurts these country's economies, which rely on China as a trade partner. The fall in oil prices is hurting U.S. energy stocks too. Exxon and Chevron are down 25% and 38% respectively over the past year.

Oil sinks to $40, logs longest weekly losing streak in 29 years-Reuters-AUG 21,15-YAHOONEWS

NEW YORK (Reuters) - U.S. oil prices dived again on Friday, threatening to dip below $40 a barrel for the first time since the financial crisis and notching their longest weekly losing streak since 1986, as a drop in Chinese manufacturing rattled global markets.World stock and currency markets joined an extended rout across raw materials this week, a slump accelerated on Friday by data showing activity in China's factory sector shrank at its fastest pace in almost 6-1/2 years in August. With deepening gloom over demand growth from the world's second-biggest oil user, and expectations for a significant build-up in surplus oil stocks this autumn, dealers said most oil traders were unwilling to fight the tide."The market is stuck in a relentless downtrend," said Robin Bieber, a director at London brokerage PVM Oil Associates."The trend is down - stick with it."U.S. October crude fell $1.02, or 2.5 percent, to $40.29 a barrel by 11:22 a.m. EDT (1522 GMT), having touched a new 6-1/2-year low of $40.11 a barrel earlier. Front-month U.S. crude has fallen 33 percent over eight consecutive weeks of losses, the longest such losing streak since 1986.Brent oil fell $1.28, or 2.75 percent, to $45.33 a barrel, threatening to break below $45 a barrel for the first time since March 2009.The U.S. S&P fell about 2 percent on Friday and is down over 4 percent for the week, its worst weekly decline in at least three years. The dollar also fell, lending a small measure of support to oil prices but also suggesting a lowering of expectations of a U.S. interest rate hike in September. In late 1985, oil prices slumped to $10 a barrel from around $30 over five months as OPEC raised output to regain market share following an increase in non-OPEC production.Although the current collapse in oil prices, the second this year, has raised alarm within the Organization of the Petroleum Exporting Countries (OPEC), including some of its core Gulf members, there is no indication they will reverse their policy of keeping production wide open to defend market share, delegates told Reuters this week.As a result, oil traders are looking for further signs of a slowdown in U.S. production to put a floor under the market. U.S. rig data due later on Friday will show whether oil drillers stepped up activity for a fifth straight week, which could signal unexpectedly stronger output in the coming months.(Additional reporting by Christopher Johnson in London and Jacob Gronholt-Pedersen in Singapore; Editing by Dale Hudson, William Hardy and Paul Simao)

10 Currencies That May Follow Tenge in Tumble Triggered by China-Paul Wallace Srinivasan Sivabalan-Updated on August 20, 2015 — 8:11 PM EDT-bloomberg

On most days, Kazakhstan finds itself in the backwaters of financial markets. Yet, it’s this central Asian nation that has delivered the latest shock to global currency trading.Thursday’s 22 percent plunge in the tenge after Kazakhstan abandoned control of its exchange rate revealed a sense of urgency among policy makers: they had tried a managed depreciation just a day earlier. The escalation signaled to investors that it has become too costly for developing nations to defend their currencies. Vietnam also devalued the dong, while freely traded currencies such the South African rand and Turkey’s lira extended losses. The trigger for the wave of depreciations was China’s decision to weaken the yuan on Aug. 11, leaving countries competing with the world’s second-largest economy in export markets and those selling goods to it at a disadvantage. That added to the woes of emerging markets already reeling from a looming increase in U.S. interest rates and weakness in oil prices. Some, like the countries of the former Soviet Union, face an additional problem: the ruble’s continued weakness puts them in an unfavorable position in their trade with Russia. Here’s a look at the currencies that are among those most at risk from this conflux of global developments:* Saudi Arabia’s riyal: Armed with $672 billion in foreign reserves, Saudi Arabia, the world’s largest oil exporter, has enough capacity to hold the peg, according to Deutsche Bank AG. Nonetheless, speculators are betting on a break of the currency regime as crude oil tumbled to a seven-year low. The forwards, contracts used by traders to bet on or hedge against future price moves, fell to the weakest since 2003, implying about a 1 percent decline in the riyal over the next 12 months.* Turkmenistan’s manat: This oil-exporting nation with close economic ties to Russia devalued its currency by 19 percent in January. Stockholm-based SEB AB forecasts a further weakening of as much as 20 percent in the next six months.* Tajikistan’s somoni: The nation has close ties with Kazakhstan, which accounts for about 11 percent of trade, and SEB expects a depreciation of 10 to 20 percent.* Armenia’s dram: The currency has lost 15 percent in the past 12 months, compared with a 46 percent drop in the ruble. A quarter of the country’s trade is with Russia.* Kyrgyzstan’s som: The weaker tenge will put pressure the som because of this country’s ties to Kazakhstan, according to BMI Research.* Egypt’s pound: The country has limited investors’ access to foreign currencies amid a shortage since the 2011 Arab Spring protests. Traders are betting the pound will weaken about 22 percent in a year, according to 12-month non-deliverable forwards.* Turkey’s lira: It’s one of the world’s worst-performing currencies since China’s devaluation on Aug. 11. An escalation in political violence and the probability of early elections compound the issues.* Nigeria’s naira: Policy makers in this oil-exporting nation are trying to hold the currency at a level most see as too high. Trading in forwards indicates the currency will fall more than 20 percent against the dollar over the next year.* Ghana’s cedi: Also an oil exporter, though its main problems are mainly fiscal imbalances, rising inflation and increasing debt.* Zambia’s kwacha: The country is heavily exposed to China as copper accounts for about 70 percent of exports.* Malaysia’s ringgit: The currency slid to a 17-year low on Thursday and foreign-exchange reserves fell below the $100 billion mark for the first time since 2010.

Fears over China and Greece push down US stocks for 2nd day-US stocks join global market rout for 2nd day on worries over China; Nasdaq nears a correction-Associated Press By Bernard Condon, AP Business Writer-AUG 21,15-YAHOONEWS

NEW YORK (AP) -- U.S. stocks are dropping sharply for a second day following a sell-off in major indexes around the world on growing evidence that China's economy is slowing. The new bout of global selling followed news of a survey showing manufacturers on the mainland continue to contract. Investors are also worried about more turmoil in Greece after the resignation of its prime minister.KEEPING SCORE: The Dow Jones industrial average fell 296 points, or 1.7 percent, to 16,694 as of 12:23 p.m. Eastern time. The Standard & Poor's 500 index dropped 35 points, or 1.7 percent, to 2,000. The Nasdaq skidded 93 points, or 1.9 percent, to 4,784.TECH CORRECTION?: The Nasdaq is now about 8 percent off its recent high of 5,218.86 on July 20. That puts it within shooting range of what traders call a "correction," or a fall from a high of more 10 percent.BROAD DROP: All 10 sectors of the S&P 500 fell, led by a 1.9 drop in information technology shares.CHINA JITTERS: In China, a preliminary version of a gauge of business activity, the Caixin purchasing managers' index, fell to an unexpectedly low 47.1 points. Numbers below 50 show a contraction. The devaluation of the yuan last week has shaken confidence in the world's No. 2 economy. The Shanghai Composite index suffered another steep drop of 4.3 percent on Friday.THE QUOTE: "China has been on a mission to keep up the illusion of a gradual slowdown, but dealers aren't buying it anymore," said David Madden, market analyst at IG.OH, DEERE: Deere & Co. fell $6.01, or 6 percent, to $84.63 after it cut its full-year outlook. It said it expects the weak agriculture and energy sectors to continue dragging down equipment sales.EUROPE DOWN: In Europe, France's CAC-40 declined 3.2 percent while Germany's DAX fell 2.9 percent. In Britain, the FTSE 100 index was down 2.8 percent. GREECE BACK, TOO: Greece looks headed for another election on Sept. 20 provided opposition parties can't form a new government. Prime Minister Alexis Tsipras is hoping to capitalize on his personal popularity in the election as he seeks a new mandate to govern. The country earlier this week got its hands on the first tranche of cash from its third international bailout.ANALYST TAKE: "While the decision to have a new vote is likely to increase political uncertainty in the short term .... the hope is that the more dysfunctional members of his government will get pushed to the sidelines," said Michael Hewson, chief market analyst at CMC Markets.ASIA'S DAY: Tokyo's Nikkei 225 was off 3 percent, Seoul's Kospi shed 2 percent and Hong Kong's Hang Seng fell 1.5 percent.ENERGY: A slowdown in China has the potential to significantly crimp demand for oil. The benchmark U.S. crude plunged $1.25. or 3 percent, to $40.07 per barrel on the New York Mercantile Exchange. It has now been in decline for eight consecutive weeks, the longest streak since 1986. Brent crude, which is used to price international oils, fell $1.36 to $45.26 in London.CURRENCY: The euro rose 0.4 percent to $1.1355. The dollar was also 0.6 percent lower at 122.15 yen.

How Much Longer Can Saudi Arabia's Economy Hold Out Against Cheap Oil?-Saudi Arabia got lucky when the oil price fell in 1998. What about now?-Vivian Nereim Donna Abu-Nasr-August 21, 2015 — 12:01 AM EDT-bloomberg

The oil price was near its lowest in more than a decade, cash reserves were being depleted, emerging markets were in turmoil and Saudi Arabia was beginning to panic.“It was a very scary moment,” said Khalid Alsweilem, former head of investment at the Saudi Arabian Monetary Agency, the country’s central bank. “And luckily at that point, oil prices started going up. Not by design, by good luck.”That was 1998, and now Saudi Arabia’s fortunes threaten to turn again. This time, luck might not be enough as the government tries to protect the wealth of a nation whose economy has swelled by five times since then. The bastion of conservative Sunni Islam also is paying for an expanding role in regional conflicts in the face of a resurgent Iran and Islamic State extremists who have bombed Saudi mosques.Economists are predicting a budget deficit of as much as 20 percent of gross domestic product and the International Monetary Fund forecasts a first Saudi current-account deficit in more than a decade. Reserves at the central bank tumbled 10 percent from a year ago, or by more than $70 billion. As a result, bets on the devaluation of the riyal are surging. The Tadawul All Share Index lost 18 percent in the past three months and dragged stocks down across the Gulf region. The benchmark’s moving averages made a so-called death cross on Aug. 18, a sign to some investors that more losses are ahead.-Patient Saudis-The Saudis have “played a waiting game,” Robert Burgess, Deutsche Bank AG’s chief economist for emerging markets in Europe, the Middle East and Africa, said from London. “The budget for next year is going to be a very important milestone that the markets are going to be focusing on quite intently.”With oil prices down by more than half over the past 12 months to below $50, Saudi Arabia faces many of the same financial problems it did in 1998..There’s a long list of things that Saudi officials can do before touching the livelihood of ordinary Saudis”“There’s a long list of things that Saudi officials can do before touching the livelihood of ordinary Saudis”The difference is the sheer cost of maintaining the state as an employment machine and guarantor of the riches that Saudis have become accustomed to since the last squeeze. Subsidized gasoline costs 16 cents per liter and while there’s the religious levy called zakat, there is no personal income tax in the nation of 30 million people.“The Saudi government can’t continue to be the employer of first resort, it can’t continue to drive economic growth through the big infrastructure projects and it can’t keep lavishing on subsidies and social spending,” said Farouk Soussa, chief Middle East economist for Citigroup Inc. in London.-Taking Action-That’s not to suggest Saudi Arabia is headed for the kind of spending cuts and tax increases more familiar to austerity-hit Europeans. The government, for instance, could first freeze the expansion of two mosques in Mecca or tax wealthy landowners, Jamal Khashoggi, a former media adviser to Saudi Prince Turki al-Faisal, said by phone from Riyadh.“There’s a long list of things that Saudi officials can do before touching the livelihood of ordinary Saudis,” said Khashoggi. “Yes, it’s a difficult time and maybe it could have been much better if we did what we’re doing today a couple of years ago when the price of oil was in the $100s.”During those good times, King Abdullah, who ruled from 2005 until his death in January, increased social spending as the Arab Spring uprisings toppled leaders elsewhere. It’s also not like Saudi Arabia has no control over its destiny. Oil rebounded after 1998 – the price of crude advanced in 11 of the 16 calendar years since then – not least because the Saudis used their clout as the de facto leader of the Organization of Petroleum Exporting Countries, or OPEC.What Crisis?-The country has declined to cut production and lift prices over the past year to gain market share from the shale industry in the U.S. and other producers with higher expenses, even if that’s come at a cost to its finances. Saudi Arabia still has $664 billion of net foreign assets, equal to almost 90 percent of the economy, and little debt.“I wouldn’t say there’s any kind of crisis or even a crisis on the near horizon,” said David Butter, associate fellow at Chatham House in London. “They’re in the oil business. They’ve had it pretty good for quite a long time and that’s not typical.”Even so, the IMF recommends that Saudi Arabia control its growing wage bill, make changes to government subsidies for fuel and electricity and bring in more non-oil revenue through taxes. The country’s breakeven oil price – the point at which it can balance its budget – is about $100, said Soussa at Citigroup.Fuel subsidies alone will cost Saudi Arabia as much as 195 billion riyals ($52 billion) this year, or 8 percent of GDP, Riyadh-based Samba Financial Group said in an Aug. 18 report. Central bank Governor Fahad al-Mubarak already has called for a review of price subsidies.A new economic council headed by Deputy Crown Prince Mohammed bin Salman could help make the changes if it can move quickly, said Alsweilem, the former investment chief who is now a fellow at Harvard University’s Belfer Center. While less per capita than in smaller energy-rich Gulf states Qatar and the United Arab Emirates, the relative wealth of Saudi Arabia means the government might need to tread carefully. Any adjustment will be “jarring,” said Soussa.“These are things that are absolutely politically explosive,” he said. “You’ve gotten accustomed to a certain lifestyle and that lifestyle is far in excess in terms of luxury that was prevailing in 1998.”

U.S. Stocks Head for Worst Week of 2015 Amid Global Selloff-Joseph Ciolli-Updated on August 21, 2015 — 11:57 AM EDT-bloomberg

A global stock selloff sparked by world growth concerns showed no signs of relenting, sending U.S. stocks toward the worst week since 2011.The Standard & Poor’s 500 Index fell again after its steepest one-day decline since February 2014. The benchmark gauge is down more than 6 percent from its last record in May, after dropping below a trading range that has supported it for most of the year. The S&P 500 lost 1.8 percent to 1,999.6 at 11:50 a.m. in New York and is down 4.4 percent this week, dipping below the 2,000 level for the first time since February. The Nasdaq 100 Index slumped 2.3 percent to extend its biggest two-day drop since 2011.
