We have an extensive internal market based on a liberal free trade policy to thank for that.Trade within the EU and with the rest of the world is the basis of our prosperity. It creates growth and jobs and allows us to finance welfare states for our citizens. A continued liberal trade policy is essential if Europe is to remain among the world’s most important economic areas.To ensure its popular backing and legitimacy, the EU, as a community of values, needs to focus its decision-making, money, and efforts on the big things - on the policies that create real European added value and concrete results for our citizens.We must ensure a vibrant and modern economy. We need to deal efficiently with the challenge of illegal mass migration. And we must provide answers to Europe’s security challenges.The EU also needs to focus on implementing and enforcing the decisions we have taken. It is not the time for grand new projects, incomprehensible institutional discussions - nor for new treaty changes.-Strengthening the internal market-We sometimes tend to take the benefits of free trade for granted. Consumers and businesses have gotten used to the benefits of the single market with more than 500 million consumers - rather than 28 separate markets, with 28 sets of national rules and standards.It is a given that companies trade freely in Europe without technical barriers or customs controls. We sometimes complain about EU bureaucracy, but we tend to forget that a limited bureaucracy in Brussels often replaces much larger bureaucracies at national level.We need to remind ourselves of these great benefits and develop the internal market further. Lately, we have concluded extensive free trade agreements with South Korea, Canada - and most recently an extensive agreement with Japan. These trade agreements will boost European exports and create new jobs.It is our firm view that Europe must continue to champion free trade and a rules-based trade order globally, and offer leadership at a time when protectionism is gaining ground.There is a need to protect ourselves against unfair trade practices. But, at the same time, we should not let this be an excuse for protectionism.To be able to reap the benefits of globalisation and free trade, Europe needs to remain competitive.Protecting old uncompetitive industries against foreign competition will only make us poorer. We all need to innovate, adapt our industries, invest heavily in research and development, boost our educational systems and reform our labour markets.If we do not reform and adapt, our economies will suffer and we will betray both present and future generations of Europeans.But we also need to make sure that all our citizens reap the benefits of globalisation. Positive trade and growth figures are not enough in themselves. They need to be translated into new jobs and increases in incomes and opportunities for all our citizens.If not - as we have seen both in Europe and beyond - the anxiety and dissatisfaction from those who feel left out will fuel anger and disenchantment with our political systems. It is the responsibility of governments to design policies to distribute the wealth achieved through globalisation to all segments of our societies.Clearly reforms are necessary in the EU if we are to adapt to and benefit from globalisation. But we need to be clear about where responsibility lies. Some efforts need to be done at EU level - others are the responsibility of national governments.Developing a digital internal market and the European energy market can, of course, only be done at European level. There is also obvious added value in common European research and development programmes. But other efforts have to be done at national level.Member states’ governments need to take responsibility for labour market and educational reforms. European initiatives alone cannot do away with massive youth unemployment if inflexible labour market legislation at national level is to blame.We must not pretend that the EU can offer solutions to all problems at national level through new regulation or financial transfers.Let us not create expectations that cannot be met. This is something’s that’s coming,” said Curt Giles, president at 32M, which operates 2,000 self-checkout kiosks for companies in 20 countries. The company is partnering with Sweden’s BioHax International, where employees have been using the implants. VANCOUVER — Poor air quality persists throughout the southern half of British Columbia as tinder-dry conditions continue to fuel wildfires.Dr. Bonnie Henry, deputy provincial health officer, said there has been a recent spike in emergency calls and hospital visits from people suffering from respiratory and other conditions related to the smoke and heat, particularly in the Lower Mainland."Depending on the day and the time of day, the increase can be from 20 per cent to 50 per cent more than we've seen in the past 10 years in the same area," Henry said.The BC Ambulance Service is monitoring the situation and staffing accordingly, Henry said, and health authorities are reminding the public to take precautions such as exercising indoors to avoid health problems.Although a heat wave affecting the south coast ended Friday, Environment Canada is maintaining an air-quality advisory that spans from eastern Vancouver Island to Elk Valley on the Alberta boundary and as far north as Prince George.People with medical conditions, infants and the elderly are encouraged to stay indoors — ideally in air-conditioned environments — as well as keep any necessary medications handy and stay hydrated.Officials are also warning drivers to take it slow and be on alert for stopped vehicles and wildlife, since the smoke has reduced visibility on roads in some parts of the province.There are 125 wildfires burning across the province and officials say crews are gearing up for more fire activity as hot, dry conditions continue in the days ahead.Chief fire information officer Kevin Skrepnek said a chance of thunderstorms with lightning and little rain in some areas of the province in the coming days could spark more fires."If we do have lightning, there is a high likelihood we're going to be seeing new fires start as a result," he said.The dry conditions have also caused the so-called Elephant Hill wildfire that began near Ashcroft to balloon to 1,100 square kilometres in size, triggering an expansion of evacuation orders.About 600 staff and crew are responding to that fire, which Skrepnek said is a priority for the BC Wildfire Service."This fire has been an absolute monster," Skrepnek said, adding the terrain creates wind tunnels that fuel the blaze, making it a challenge for crews to control.Although there is no rain in the forecast, a low pressure system could move in during the latter part of next week, bringing inflow winds from the ocean that could help clear the smoke in coastal communities, Skrepnek said.There's also a chance cooler temperatures with some rain could come in the next 10 days, but Skrepnek added forecasting that far in advance isn't reliable."This situation in all likelihood is going to be getting worse before gets better and that's despite the extraordinary amount of hard work going on right now," he said.There are 30 evacuation orders displacing more than 6,000 people across the province, and dozens of evacuation alerts remain active.Linda Givetash, The Canadian Press.

We have an extensive internal market based on a liberal free trade policy to thank for that.Trade within the EU and with the rest of the world is the basis of our prosperity. It creates growth and jobs and allows us to finance welfare states for our citizens. A continued liberal trade policy is essential if Europe is to remain among the world’s most important economic areas.To ensure its popular backing and legitimacy, the EU, as a community of values, needs to focus its decision-making, money, and efforts on the big things - on the policies that create real European added value and concrete results for our citizens.We must ensure a vibrant and modern economy. We need to deal efficiently with the challenge of illegal mass migration. And we must provide answers to Europe’s security challenges.The EU also needs to focus on implementing and enforcing the decisions we have taken. It is not the time for grand new projects, incomprehensible institutional discussions - nor for new treaty changes.-Strengthening the internal market-We sometimes tend to take the benefits of free trade for granted. Consumers and businesses have gotten used to the benefits of the single market with more than 500 million consumers - rather than 28 separate markets, with 28 sets of national rules and standards.It is a given that companies trade freely in Europe without technical barriers or customs controls. We sometimes complain about EU bureaucracy, but we tend to forget that a limited bureaucracy in Brussels often replaces much larger bureaucracies at national level.We need to remind ourselves of these great benefits and develop the internal market further. There are still areas where European markets are badly connected and consumer prices are too high.The European energy market, for example, needs to be much better integrated to allow for cheaper and cleaner energy.Along with new technological developments and the digitisation of our societies, we also need to develop a single digital market which allows for efficient and safe e-commerce and e-services within the EU. These are areas in which the EU must make concrete progress over the next years.The internal market also has a social dimension. We need modern employment and social standards throughout the internal market. The free movement of labour brings huge advantages to our economies across Europe. The right to seek jobs, study and conduct business across Europe is a basic pillar of the internal market.At the same time, we need to prevent social dumping and unfair access to benefits, and we should not allow exploitation, fraud or abuse of free movement. We need to deal with these issues in a pragmatic manner respecting the diversity of our national social systems and the key role of social partners.If our citizens experience that the way we administer European legislation is not fair or does not make sense to them, we risk undermining the support for free movement.-Embracing globalisation and free trade-The EU represents one third of world trade and has negotiated 45 free trade agreements with 75 countries around the world.More than 30 million jobs within the EU are supported by exports to non-EU countries. Lately, we have concluded extensive free trade agreements with South Korea, Canada - and most recently an extensive agreement with Japan. These trade agreements will boost European exports and create new jobs.It is our firm view that Europe must continue to champion free trade and a rules-based trade order globally, and offer leadership at a time when protectionism is gaining ground.There is a need to protect ourselves against unfair trade practices. But, at the same time, we should not let this be an excuse for protectionism.To be able to reap the benefits of globalisation and free trade, Europe needs to remain competitive.Protecting old uncompetitive industries against foreign competition will only make us poorer. We all need to innovate, adapt our industries, invest heavily in research and development, boost our educational systems and reform our labour markets.If we do not reform and adapt, our economies will suffer and we will betray both present and future generations of Europeans.But we also need to make sure that all our citizens reap the benefits of globalisation. Positive trade and growth figures are not enough in themselves. They need to be translated into new jobs and increases in incomes and opportunities for all our citizens.If not - as we have seen both in Europe and beyond - the anxiety and dissatisfaction from those who feel left out will fuel anger and disenchantment with our political systems. It is the responsibility of governments to design policies to distribute the wealth achieved through globalisation to all segments of our societies.Clearly reforms are necessary in the EU if we are to adapt to and benefit from globalisation. But we need to be clear about where responsibility lies. Some efforts need to be done at EU level - others are the responsibility of national governments.Developing a digital internal market and the European energy market can, of course, only be done at European level. There is also obvious added value in common European research and development programmes. But other efforts have to be done at national level.Member states’ governments need to take responsibility for labour market and educational reforms. European initiatives alone cannot do away with massive youth unemployment if inflexible labour market legislation at national level is to blame.We must not pretend that the EU can offer solutions to all problems at national level through new regulation or financial transfers.Let us not create expectations that cannot be met. The chips are the size of a grain of rice and are inserted underneath the skin between the thumb and forefinger using a syringe. The procedure takes a couple of seconds.The technology is already available in Europe but company leaders say this is its first appearance in the U.S. They hope the $300 microchips can eventually be used on more than just snack machines – everything from air travel, public transit and storing medical information.“We want to be on the forefront of this. This is something’s that’s coming,” said Curt Giles, president at 32M, which operates 2,000 self-checkout kiosks for companies in 20 countries. The company is partnering with Sweden’s BioHax International, where employees have been using the implants. STOCKHOLM – The syringe slides in between the thumb and index finger. Then, with a click, a microchip is injected in the employee’s hand. Another “cyborg” is created.What could pass for a dystopian vision of the workplace is almost routine at the Swedish startup hub Epicenter. The company offers to implant its workers and startup members with microchips the size of grains of rice that function as swipe cards: to open doors, operate printers, or buy smoothies with a wave of the hand.The injections have become so popular that workers at Epicenter hold parties for those willing to get implanted.“The biggest benefit I think is convenience,” said Patrick Mesterton, co-founder and CEO of Epicenter. As a demonstration, he unlocks a door by merely waving near it. “It basically replaces a lot of things you have, other communication devices, whether it be credit cards or keys.”The technology in itself is not new. Such chips are used as virtual collar plates for pets. Companies use them to track deliveries. It’s just never been used to tag employees on a broad scale before. Epicenter and a handful of other companies are the first to make chip implants broadly available.And as with most new technologies, it raises security and privacy issues. While biologically safe, the data generated by the chips can show how often an employee comes to work or what they buy. Unlike company swipe cards or smartphones, which can generate the same data, a person cannot easily separate themselves from the chip.“Of course, putting things into your body is quite a big step to do and it was even for me at first,” said Mesterton, remembering how he initially had had doubts.“But then on the other hand, I mean, people have been implanting things into their body, like pacemakers and stuff to control your heart,” he said. “That’s a way, way more serious thing than having a small chip that can actually communicate with devices.”Epicenter, which is home to more than 100 companies and some 2,000 workers, began implanting workers in January 2015. Now, about 150 workers have them. A company based in Belgium also offers its employees such implants, and there are isolated cases around the world where tech enthusiasts have tried this out in recent years.The small implants use Near Field Communication (NFC) technology, the same as in contactless credit cards or mobile payments. When activated by a reader a few centimetres (inches) away, a small amount of data flows between the two devices via electromagnetic waves. The implants are “passive,” meaning they contain information that other devices can read, but cannot read information themselves.Ben Libberton, a microbiologist at Stockholm’s Karolinska Institute, says hackers could conceivably gain huge swathes of information from embedded microchips. The ethical dilemmas will become bigger the more sophisticated the microchips become.“The data that you could possibly get from a chip that is embedded in your body is a lot different from the data that you can get from a smartphone,” he says. “Conceptually you could get data about your health, you could get data about your whereabouts, how often you’re working, how long you’re working, if you’re taking toilet breaks and things like that.”Libberton said that if such data is collected, the big question remains of what happens to it, who uses it, and for what purpose.So far, Epicenter’s group of cyborgs doesn’t seem too concerned.“People ask me; ‘Are you chipped?’ and I say; ‘Yes, why not,”‘ said Fredric Kaijser, 47, the chief experience officer at Epicenter. “And they all get excited about privacy issues and what that means and so forth. And for me it’s just a matter of I like to try new things and just see it as more of an enabler and what that would bring into the future.”The implants have become so popular that Epicenter workers stage monthly events where attendees have the option of being “chipped” for free.That means visits from self-described “body hacker” Jowan Osterlund from Biohax Sweden who performs the “operation.”He injects the implants – using pre-loaded syringes – into the fleshy area of the hand, just next to the thumb. Another “cyborg” is created.What could pass for a dystopian vision of the workplace is almost routine at the Swedish startup hub Epicenter. The company offers to implant its workers and startup members with microchips the size of grains of rice that function as swipe cards: to open doors, operate printers, or buy smoothies with a wave of the hand.The injections have become so popular that workers at Epicenter hold parties for those willing to get implanted.“The biggest benefit I think is convenience,” said Patrick Mesterton, co-founder and CEO of Epicenter. As a demonstration, he unlocks a door by merely waving near it. “It basically replaces a lot of things you have, other communication devices, whether it be credit cards or keys.”The technology in itself is not new. Such chips are used as virtual collar plates for pets. Companies use them to track deliveries. It’s just never been used to tag employees on a broad scale before. Epicenter and a handful of other companies are the first to make chip implants broadly available.And as with most new technologies, it raises security and privacy issues. While biologically safe, the data generated by the chips can show how often an employee comes to work or what they buy. Unlike company swipe cards or smartphones, which can generate the same data, a person cannot easily separate themselves from the chip.“Of course, putting things into your body is quite a big step to do and it was even for me at first,” said Mesterton, remembering how he initially had had doubts.“But then on the other hand, I mean, people have been implanting things into their body, like pacemakers and stuff to control your heart,” he said. “That’s a way, way more serious thing than having a small chip that can actually communicate with devices.”Epicenter, which is home to more than 100 companies and some 2,000 workers, began implanting workers in January 2015. Now, about 150 workers have them. A company based in Belgium also offers its employees such implants, and there are isolated cases around the world where tech enthusiasts have tried this out in recent years.The small implants use Near Field Communication (NFC) technology, the same as in contactless credit cards or mobile payments. When activated by a reader a few centimetres (inches) away, a small amount of data flows between the two devices via electromagnetic waves. The implants are “passive,” meaning they contain information that other devices can read, but cannot read information themselves.Ben Libberton, a microbiologist at Stockholm’s Karolinska Institute, says hackers could conceivably gain huge swathes of information from embedded microchips. The ethical dilemmas will become bigger the more sophisticated the microchips become.“The data that you could possibly get from a chip that is embedded in your body is a lot different from the data that you can get from a smartphone,” he says. “Conceptually you could get data about your health, you could get data about your whereabouts, how often you’re working, how long you’re working, if you’re taking toilet breaks and things like that.”Libberton said that if such data is collected, the big question remains of what happens to it, who uses it, and for what purpose.So far, Epicenter’s group of cyborgs doesn’t seem too concerned.“People ask me; ‘Are you chipped?’ and I say; ‘Yes, why not,”‘ said Fredric Kaijser, 47, the chief experience officer at Epicenter. “And they all get excited about privacy issues and what that means and so forth. And for me it’s just a matter of I like to try new things and just see it as more of an enabler and what that would bring into the future.”The implants have become so popular that Epicenter workers stage monthly events where attendees have the option of being “chipped” for free.That means visits from self-described “body hacker” Jowan Osterlund from Biohax Sweden who performs the “operation.”He injects the implants – using pre-loaded syringes – into the fleshy area of the hand, just next to the thumb. If you miss the Aug. 21 eclipse — or get bitten by the eclipse bug — you'll have to wait seven years to see another one in the continental U.S. The very next total solar eclipse will be in 2019 , but you'll have to be below the equator for a glimpse. We're talking the South Pacific, and Chile and Argentina. It's pretty much the same in 2020. For the U.S., the next total solar eclipse will occur on April 8, 2024 . The line of totality will cross from Texas, up through the Midwest, almost directly over Indianapolis, Cleveland and Buffalo, New York, up over New England and out over Maine and New Brunswick, Canada.Marcia Dunn, The Associated Press.
