The kingdom is sandwiched between an Israel with which it shares an American patron and discreet security cooperation but little love, and Iran, a somewhat friendly regional power that wields considerable sway. Amman maintains diplomatic ties with both.Unlike the Palestinians, Jordan does not have deep emotional ties with Iran, however. Instead, it leans more toward the pro-Western camp dominated by Arab Gulf allies that oppose Iran. Rumor has it that a delegation from China is expected to visit the Vatican at the end of June for the regular bilateral meeting to discuss Sino-Vatican relations and the progress of the agreement on the appointment of bishops. The news is not official yet, but the Register has confirmed this through a source from the Vatican and source from China.The meeting is part of a regular round of meetings, now held twice a year — one at the Vatican and one in China — established as routine following the signing of the agreement for the appointment of bishops in 2022. This agreement has already been renewed three times but has remained confidential.This is the first time that the meeting would take place under the pontificate of Leo XIV, and therefore, there is much curiosity to understand how it will develop.The Chinese authorities, who obtained a four-year extension at the last renewal rather than the previously granted two years, want to make the agreement permanent. The Holy See has not balked at this so far because a definitive agreement, or almost, would allow the conditions to be published, making the entire process more transparent.Controversies-The question is whether it is appropriate to make the process more transparent. During the span between the death of Pope Francis and the election of Leo XIV (sede vacante), the Chinese authorities announced the election of two auxiliary bishops, effectively bypassing the Holy See. On May 16, Cardinal Pietro Parolin, Vatican secretary of state, stated that, in any case, those appointments were part of the agreements. Therefore, it was not a case of bypassing papal authority. Even Cai's predecessor Bingrui, Bishop Peter Lin Jiashan, who died at the age of 88 in 2023, was a former “clandestine” bishop who had also been subjected to forced labor and was then recognized by the authorities in 2020, again under the Agreement between Beijing and the Holy See.The Holy See welcomed the news, but it remains to be seen what actual role Bishop Lin will be given — and whether he can help bridge the gap between the official and underground communities.There is a precedent. In 2018, immediately after the agreement, the Holy See appointed the “official” bishop, Msgr. Zhan Silu, as an ordinary of the diocese of Mindong, flanked by the “clandestine” Vincenzo Guo Xijin as an auxiliary. On March 7, Meng Anming, professor of Developmental Biology at Tsinghua University in Beijing, was named a member of the Pontifical Academy of Sciences. The academy is pontifical, but the idea is to include philosophies of all kinds.It should not be surprising, then, that when one scrolls through the list of academics, one finds a very diverse group of personalities, many of whom are non-Catholic.Meng Anming was not the first Chinese to be included among the members of the Vatican Academy. Before him, in early June 2023, Bai Tongdong, a Chinese political scientist who attempts to explain geopolitics according to the principles of neo-Confucianism, was among the members of the academy.At the end of that same month, the same Pontifical Academy hosted a workshop, “Dialogue Between Civilizations and Common Goods,” with the declared aim of understanding emerging realities in the geopolitical field, such as China and India, from the perspective of their own cultures.But the approach maneuver had begun earlier. It remains to be seen what position Leo XIV will take on the matter after the significant openings made by Pope Francis.

Amid the ongoing collapse of democratic norms in the U.S., it is easy to miss a nightmare scenario unfolding for the digital identity industry. CBS News reports that Chicago – among cities singled out by Donald Trump in recent social media posts about mass deportations – is pausing online applications for its municipal ID program, CityKey, after receiving a subpoena for records from Immigration and Customs Enforcement, or ICE.The notion that digital identity is a way for governments to seize control of populations has, historically, leaned paranoid, albeit not far from legitimate concerns about privacy and surveillance. But those concerns now appear to be actualizing in real time, threatening to shatter the foundation of trust needed for a successful digital ID program.Pause to CityKey online municipal ID program mostly impacts people in need“This was a tough decision as this program serves a number of vulnerable populations that rely on the accessibility of CityKey,” says a statement from City Clerk Anna Valencia . “Ultimately, that’s also the reason I’m pausing our online platform. Making decisions that protect people is vital during a time where the federal government is terrorizing its own people, and I’m going to keep speaking out and standing up for all Chicagoans.”According to Valencia’s website, the Chicago CityKey is an “optional, valid, government-issued ID card offered to all Chicago residents.” It resulted from a program that looked to reduce barriers to obtaining government-issued ID for unhoused and undpcumented people, but has since grown to include discounts and other benefits for all of Chicago’s 2.7 million residents, such as serving as a library card, transit card and benefits card for businesses and events.Valencia says people can still apply for CityKey ID in person, since no online records are retained in that process. “If you come to our in-person events, know that you can get the CityKey card, and we’re not keeping any of your records, and you can make an appointment on our website so that we can continue to get the CityKey out to all Chicago residents. And that’s really the thing is that we do not want to be intimidated or bullied.”So far, Chicago has resisted the subpoena from ICE to gain access to applicant records. Mayor Brandon Johnson says “it’s bad” and “it’s wrong.”Chicago Corporation Counsel Mary Richardson-Lowry says the city “respectfully declined within the bounds of the law, given the privacy issues, and specifically the exposure of groups like domestic violence victims, which would have been exposed had that information been provided.”What is a municipal ID program? Municipal identity programs are run by cities or towns, and often serve purposes beyond identification, providing access to services, museums and art galleries, sports facilities and more. Some are used as reward or loyalty cards for businesses, and some serve as prepaid or full-fledged debit cards. The first municipal ID was implemented in New Haven, Connecticut in 2007.According to a study from the Windsor Law Center for Cities, communities adopt municipal ID cards to address a wide range of barriers and coordinate access to services. “For example, municipal IDs might be helpful for people who are homeless, youth exiting foster care, older adults, transgendered people, youth, people without immigration status, people who can’t afford to replace their ID, and many others. Shared among these communities is the desire for full inclusion, harm reduction, and safety for all.”The Law Center’s report reviews municipal ID programs in New Haven, New York, and Montreal, among other North American cities. It identifies widespread use cases, outreach to businesses and acceptance by financial services as keys to success in the long term.“Most importantly, municipal ID programs must also be designed with security and protection of private data in mind. This can be done in several ways, the most effective being reducing the amount of information gathered in the application process and disposing of personal information once it has been used.”The report, from 2022, also flags concerns over potential data leaks to ICE as the reason for a suspension of Detroit’s municipal ID program.NYC, Greensboro see applications from recent arrivals-Municipal IDs and immigration enforcement are connected, since the point of a municipal ID is that it provides anyone, including undocumented residents and the unhoused, a way to access their cities.An episode of the Next City podcast looks at two seemingly different municipal ID programs: New York City’s IDNYC program, and the FaithAction ID initiative in Greensboro, North Carolina – a municipal ID program rooted in Christian religious principles. It notes that “in 2023, nearly 730,000 unbanked U.S. households cited the lack of necessary personal identification (ID) required to open a financial account as a reason for being unbanked.”“Municipal ID programs provide a form of local identification and can be designed to facilitate access to banking and financial services, though challenges to achieving this potential remain.”One is “getting the ID into the hands of the people who need it.”“Although a greater range of documentation is accepted as proof of identity and residency in applying for a municipal ID, not all documents are given equal weight, and therefore different combinations may be required. For some households, obtaining a municipal ID could be nearly as restrictive as obtaining a state-issued ID.”Another challenge is getting financial institutions to accept municipal IDs – one of the Center for Cities’ keys to successful implementation.Exclusion costs money lost along ‘unhappy path’Ultimately, what’s at stake – in both the question of municipal IDs, and the question of immigration crackdowns – is inclusion. Who belongs where? How do we know? A recent research report on “The Economic Impact of ID Exclusion” from Women in Identity illustrates how, when people have difficulty proving who they are, it burdens all kinds of organizations, including for-profit companies. According to the World Bank, approximately 850 million people lack official ID and 3.3 billion people do not have access to digital ID for official transactions online. Yet the cost to businesses from identity exclusion is still poorly understood.“Whether the challenges are in sub-Saharan Africa or North America, a common theme is that it can be very hard for those without an identity to get ahead,” says a foreword by Jeremy Grant, coordinator for the Better Identity Coalition. “And with this, businesses who would like to offer a product or service often find themselves unable to do so for those without an ID – meaning that the lack of ID holds those firms back from growing their business, or in some cases, lending a helping hand to someone who is in need.”The author of the report, Edgar Whitley, calls this the “unhappy path,” wherein even if people are able to complete the process, they are likely to incur extra costs in time and money to do so. He believes widening the “happy path” will not only make things easier for more people, but could also reduce onboarding costs to businesses and grow their customer base.Cities pursuing municipal ID programs may be looking to widen the “happy path” and, in doing so, reduce costs associated with identity exclusion.But the path will only remain happy as long as it does not lead to a prison in El Salvador. Trust in digital identity depends on a sense of safety in using it. If, from the get-go, digital IDs – be they municipal, state-issued, or federal – are blatantly used for mechanisms to entrench political control or forward ideological agendas, it may be a long road to mass adoption, indeed.

Total global revenue from identity verification services will exceed $20 billion by 2030, with digital identity verification passing traditional identity verification in volume along the way, according to the latest research from Goode Intelligence.The report “Identity Verification; Market and Technology Analysis, Adoption Strategies and Forecasts 2025-2030 – 3rd Edition” describes an industry transitioning to reusable ID, and forecasts the “peak” of traditional IDV.The market is in the midst of a rapid transition from a reliance on biometric checks against physical, government-issued identity documents like passports, driver’s licenses and national ID cards to reusable digital identity verification, the report says.Goode Intelligence Founder and CEO Alan Goode attributes the growth of reusable digital identity verification to the greater availability of government-issued digital identities, and says the development will lead to a market opportunity above $11.4 billion by 2030.“There is also significant revenue opportunity for a wide range of connected services and technology,” Goode says. “These technology building blocks are identified in the report and are pivotal to the development and operation of identity verification. They include Orchestration Services, PKI, Risk Management, Fraud and Privacy Management, Authentication, and Digital Trust Services. Today, the UK Data (Use and Access) Bill attained Royal Assent, making it law and establishing a legal basis for the acceptance of digital verification.The DUA Bill also lays the foundation for the new Office for Digital Identities and Attributes (OfDIA) within the Department for Science, Innovation and Technology (DSIT), the body responsible for certification to the Digital Identity & Attributes Trust Framework (DIATF) – which will now be called the Digital Verification Services (DVS).The freshly minted law has drawn comment from digital ID stakeholders. Posting on LinkedIn, decentralized identity firm Gataca calls it “a major leap forward for digital trust and verification” and “a turning point for adoption.”“As digital identities gain the same trust as paper documents, more businesses will accept them and more people will choose to use them,” it says.David Rennie is the new chief trust officer for Orchestrating Identity. He says the law “represents regulatory innovation” by providing a better structure for compliance.“The traditional ‘risk-based approach’ required organisations to fathom what the regulations meant and then attempt to buy solutions from the market that vendors told them were okay. However, the liability for regulatory compliance still sat with the organisation, not the solution vendor. Now solution providers are independently certified under the Trust Framework as enabling compliance with the regulations.”A statement from Ben Seretny of compliance firm the DPO Centre asserts that the bill reads more like a “careful update” of the UK GDPR and Privacy and Electronic Communications Regulations (PECR) frameworks, rather than a radical overhaul.“But while some areas are now clearer, others may introduce uncertainty. In particular, the Bill gives the Secretary of State more power to decide which countries have data protection standards that are not ‘materially lower’ than the UK. This shift in language may concern the European Commission, which is due to review the UK’s adequacy status later this year.”Yoti has a good explainer on the bill and what it means for businesses and individuals.“The Data Bill aims to make things easier and safer for people in the UK who wish to prove their identity. Once digital identities have the same level of confidence and acceptance as paper documents, more businesses are likely to accept them. As a result, people may be more likely to get a digital identity as they’ll be able to use it in more places.”Yoti’s Chief Policy and Regulatory Officer Julie Dawson says the DUA and DVS build on and expands the previous DIATF into “a broader and more structured regulatory foundation,” which “will enhance confidence in digital identities.”

The Alan Turing Institute launched the Cyber Threat Observatory last year to monitor cyber threats to digital ID systems. The observatory hosted a workshop with speakers and experts in cyber threats and digital ID, infrastructure and economy.The Cyber Threat Observatory reviewed more than 31,000 security flaws, identifying Common Vulnerabilities and Exposures (CVEs) for national identity systems, mapping vendor and product hotspots, weaknesses and attack routes.“The thing that is important for us is that we maintain our ability to identify the weaknesses in systems because if we identify a weakness we can work as a community to patch that weakness,” said professor Carsten Maple, of The Alan Turing Institute, at the top of the online workshop.Digital identity flaws are rising the fastest among the four foundational domains of DPI (the other three being finance, health and government), with CVEs increasing from 290 in 2020 to 569 annually by 2024. The observatory found that broken logins and permissions dominate CVEs, while SQL injections and script attacks are “rampant.” And data leaks threaten every sector.The institute’s research associate Shah Mahmood explained the importance of perimeter defense and segmentation. “We need to segment our networks,” Mahmood said, to avoid cross contamination across different parts of the network.Adopting a certain mindset was crucial, such as embedding security from the start and to design out CVEs. Conducting regular code audits on authentication and input handling was another recommendation from Mahmood. Digital ID should be considered as critical infrastructure, like power grids or water supply, along with the same protections.Considering global ID deployment, the observatory notes that cybersecurity skills and resources often lag behind rapid rollout. But there is “immense risk” if security is sidelined. Mahmood talked through the National Level Cyber Threat Observatory Playbook, which shifts protection from a “reactive patchwork” to “proactive, anticipatory defence.”Speakers from MOSIP, Ernst & Young, Sri Lanka, CMU Africa, among others, introduced their insights and perspectives from the Global South. Sasikumar Ganesan, head of engineering at MOSIP explained that a national ID increases the attack surface. However, the national ID doesn’t mean anything to the attacker until it is more connected, for example to the banking system.Ganesan also spoke on the particular identity theft that occurs in India and across Asia, with smishing (SMS-based attacks) and quishing (QR code-based attacks). “It’s not real identity theft,” he explained, “but it’s more subtle and very different.”Navin Kaul, a partner at Ernst & Young, noted that GDP per capita spending on cybersecurity in developed markets is close to $30 but that it’s $1-2 in South Asia. But international collaboration can help with Nepal and Sri Lanka working together on threat intelligence and ICT exposure. Kaul said that it’s about building a culture of establishing digital public goods from a cyber angle.Scott Rea, global strategic advisor at eMudhra, spoke on why public key infrastructure (PKI) is critical to identity in a zero trust paradigm and why identity starts with nations having strong binding of national identities to credentials that are trustworthy. But Rea also observed that while PKI requires the use of the strongest validated encryption technologies, trust cannot be achieved by technology alone. “A strong governance structure for how the technology will be deployed, operated, used and relied upon is necessary.”Dasun Hegoda, technical advisor at the Digital Economy Unit, presidential secretariat, Sri Lanka, spoke on the exact components of the country’s digital infrastructure that makes up its digital economy blueprint.

A shipment of 130,000 biometric passports has been sent from Kyrgyzstan to Namibia, after a contract was signed between the African nation’s government and national printing house Uchkun OJSC.The shipment was announced by Kyrgyz Presidential Chief of Staff Kanybek Tumanbaev.Kyrgyzstan began domestic production of its own passports in 2023 through Uchkun, the state printing house. President Sadyr Japarov said the following year that the integrity of the country’s passports and ID cards had been dramatically improved.Uchkun OJSC, an open joint-stock company, produced more than 350,000 passports and 400,000 ID cards in 2024, with demand in part boosted by an agreement with Russia, according to IMI.And it’s involvement in the global market for passport issuance is reportedly growing.Kyrgyz National News Agency Kabar reports that Ghana has also signed a biometric passport production agreement, and Tumanbaev says four more countries are on the verge of signing deals. But Hungary’s ANY Security Printing currently holds the contract for Ghana’s chip-embedded passports, and printed nearly 32,000 of them in a month earlier this year.Tumanbaev is head of the Presidential Administrative Directorate, and has been accused of being near the center of a ring of people in Kyrgyzstan who have allegedly acquired ownership stakes in businesses holding public contracts through their relationships with powerful Kyrgyz government figures, including Japarov, by the Organized Crime and Corruption Reporting Project.

Among EU nations pursuing child online safety legislation and age verification tools, Spain has been at the forefront. It has released a technical specification for its online age assurance system; co-signed, along with Greece and France, a discussion paper pushing for stronger protections for social media; and seen its digital wallet chosen as a pilot technology for developing the EU’s white label age assurance app for the EU.On the policy side, Minister for the Presidency, Justice and Parliamentary Relations Félix Bolaños calls a new law in its final stages of approval “a comprehensive, ambitious and pioneering regulation in Europe to try to solve the social problem of indiscriminate access by minors to social media and other digital environments.”A government release says the Organic Law for the Protection of Minors in Digital Environments criminalizes making pornographic material “indiscriminately available to minors,” and makes it crime to create or distribute AI-generated or manipulated content involving minors, or deepfakes used for sexual exploitation or to demean.It requires manufacturers of internet-connected devices to pre-install effective, free and accessible parental control systems, which must be turned on by default. Data collected during the set-up process may not be used for commercial purposes.It recommends the promotion of digital literacy and addiction prevention, to educate students about digital rights, data privacy, online ethics and the risks of digital platforms.It includes regulations on access to and activation of “random reward mechanisms” or “loot boxes” in video games and platforms, special provisions for victims of gender-based and sexual violence, and stronger penalties for adults who create fake online identities for the purpose of grooming or cyberstalking minors.Finally, per the release, the General Law on Audiovisual Communication has been amended so that “large media operators and influencers with a very large number of followers are obliged to have channels for reporting content that is inappropriate for minors. They must also report content that may be harmful to minors, use effective age verification systems and separate content of a pornographic or violent nature from other content.”Age verification systems must be anonymous, with all data processing done on the user’s device. They should not leave traceable patterns, not rely on collecting extra data such as gender or ethnicity, and not rely on profiling or continuous user tracking. Users should only need to prove their age for accessing age-restricted content. Systems should avoid using centralized databases. And companies must conduct a Data Protection Impact Assessment (DPIA) when introducing or modifying age verification systems, to ensure compliance with data protection laws.The proposed law does not outline specific age assurance products that platforms and services can use, but the National Commission on Markets and Competition (CNMC), which is overseeing the age verification piece, will “evaluate the adequacy of the age verification systems implemented by platforms.”The law is far reaching, with an overarching goal to protect minors’ “right to privacy, honor and self-image” and to encourage responsible use of technology and promote the necessary skills. Schools will be responsible for expressly regulating the use of mobile devices in the classroom and in extracurricular activities. A larger media literacy plan will be implemented to educate students about digital rights and how to exercise them, data privacy, online ethics and risks.The Spanish Data Protection Agency (AEPD) will be responsible for overseeing compliance with data protection regulation, while CNMC will focus on age verification, and consumer protection agencies will ensure devices meet safety standards.Targets social media influencers with large followings-A blog from Yoti digs into specific rules around age assurance in Spain’s new law.“While comparable initiatives such as the UK’s Online Safety Act and California’s Age-Appropriate Design Code exist in other jurisdictions, the Spanish law stands out for its broad scope and emphasis on enforceable age assurance, platform accountability and digital literacy,” says the post. “Its comprehensive framework places it among the leading examples of child online safety legislation worldwide.”There is a wide scope of entities to which various angles of the new law apply. Beyond the usual suspects – social media platforms, for which the minimum age for access without parental consent has been raised from 14 to 16 – it affects influencers and content creators, video game developers and publishers, and healthcare and educational institutions.While the age verification debate has already touched gaming, the inclusion of influencers and digital content creators is a new development. Instagram may be responsible for age verification – but now, so is MrBeast.Online personalities that meet a certain threshold of followers must “comply with content regulations similar to those of traditional media, including the type of content they publish and restrictions on time slots.” They must also have effective age checks. And they should “avoid publishing content containing gratuitous violence, sexual themes or other material inappropriate to users identified as children.” Sponsored or promotional must be clearly labeled.In the health and wellness department, the law guarantees children free and ongoing access to 24/7 support services. It proposes the development of a national digital literacy strategy for minors, educators and parents, and establishes “public digital culture laboratories” – spaces where young people can “safely explore digital creativity and innovation.”Clinically, primary care visits to pediatricians will include questions about screen time and digital device usage.The draft Organic Law has entered the parliamentary phase and has been submitted to the Congress of Deputies, where it may be subject to further amendments.

The negatives include the spread of deepfakes, AI-generated scams and fraud, and mass misinformation.On the other side, machine-learning-driven algorithms (often called AI) provide conveniences for digital ID and verification systems, helping to accelerate face biometric matching, among other benefits. However, technological innovations are rarely neutral and can often have a darker side.A new United Nations report draws attention to the procurement and deployment of AI systems and how they should be aligned with the UN Guiding Principles on Business and Human Rights.“AI systems are transforming our societies, but without proper safeguards, they risk undermining human rights,” said Lyra Jakulevičienė, chair of the UN Working Group on Business and Human Rights, presenting the report to the 59th session of the Human Rights Council.UN experts outlined the potential adverse effects of AI systems when procured or deployed without adequate human rights due diligence. Groups such as women, children and minorities are particularly at risk, the experts claimed, of impacts such as discrimination, privacy violations and exclusion.“States must act as responsible regulators, procurers, and deployers of AI,” said Jakulevičienė. “They must set clear red lines on AI systems that are fundamentally incompatible with human rights, such as those used for remote real-time facial recognition, mass surveillance or predictive policing.”Such human rights concerns are not abstract — Hungary’s planned use of facial recognition for LGBTQ+ surveillance drew a joint statement from 17 EU countries, calling out Budapest for developments that “run contrary to the fundamental values of human dignity, freedom, equality and respect for human rights.”For states and governments considering digital ID systems, AI is also a hot topic. At the recent ID4Africa 2025, held in Addis Ababa, AI was a term frequently heard. There, at a workshop, UN experts from the UNDP advised governments implementing digital ID systems to make procurement an integral part of the systems’ design from the very beginning. The workshop also explored the challenges and risks of AI in digital ID solutions for procuring institutions.In the new UN report, the Working Group observed the fragmented nature of the regulatory landscape surrounding AI and human rights. Universal standards are lacking along with agreed definitions and perspectives from the Global South. While binding legislation on AI and human rights is progressing, the experts say exceptions are “broad” and involvement of civil society is “limited.”The experts emphasized the importance of conducting robust human rights assessments by both public and private actors, to ensure transparency, accountability, oversight and access to remedy. “Businesses cannot outsource their human rights responsibilities,” the experts said. “Businesses must ensure meaningful stakeholder engagement throughout the procurement and deployment processes, especially with those most at risk of harm.”“We need urgent global cooperation to ensure that AI systems are procured and deployed in ways that uphold human rights, and ensure access to remedy for any AI-related human rights abuses,” Jakulevičienė said.The Working Group summarized emerging practices by States and businesses, and made recommendations to States, businesses, and other actors on how to incorporate the Guiding Principles on business and human rights into AI procurement and deployment in the report — which can be downloaded here.

A new paper calls the lack of legal identity for millions of people around the world one of the “most morally grave public problems of our age,” and proposes an identity card system that would grant legal identity “regardless of nationality, ethnicity, geographic location, occupation, or any other personal attribute.”Published in Humanities and Social Sciences Communications, the paper classifies the inability to obtain public recognition of one’s existence as a person alongside food insecurity and hunger as “the most severe deficiencies in vital and existential human capabilities,” which have led to “scandalous inequalities.”There are an estimated 850 million people around the world who lack legal proof of identity, and addressing that lack is one of the UN’s Sustainable Development Goals (SDGs). Identity exclusion is a focus of a recent report from Women in Identity.“Lack of legal identity exposes global inequality in the domain of access to human rights,” it says. “If you cannot prove who you are, you are deprived of access to a host of public services such as public health care, legal protection in case of abuse, and all sorts of social welfare provisions.”The authors, researchers from the Migration Policy Centre (MPC) at the European University Institute, propose a universal Humanity Identity Card (HIC), coupled with a Basic Income Supplement (BIS) of US$1 per day for “the most vulnerable half of the world’s population” –  defined here as those living on less than US$6.85 per day, or less than US$2500 per year.The HIC “would permanently provide universal recognition of individual identity, while the BIS is designed to be gradually phased out as its benefits take effect.” (However, somewhat paradoxically, the paper says “the primary intended use of the HIC is to indicate whether the holder is eligible for a BIS.”)Financial inclusion is a prominent enabler of the SDGs, according to the UN Capital Development Fund. Universal basic income was also central to World’s original pitch for identifying everyone in the world with its iris biometrics.The Human Identity Card “could be distributed in a worldwide campaign through delegated offices of the UN or a specialised UN agency.”“Individuals would register personally, free of charge, with their name, date and place of birth, photograph, fingerprint or iris scan recognition, and indication of whether they require food assistance.” The data would be “collected and stored exclusively by the UN with the proviso that it would not be shared with any other organisation, including sovereign states.”While the proposal is admirable, some of its utopian aspirations are unlikely to be popular among certain powerful demographics – particularly its Robin Hood-esque financing structure. “A tax on sovereign states, billionaire companies and billionaire households is designed to fund this redistribution scheme,” it says. “The yearly tax could correspond to 0.66 percent of the GDP per capita for nations, 0.66 percent of market capitalisation for billionaire companies, and 0.66 percent of wealth for billionaires.”Problematically, billionaire companies and individuals would almost certainly never agree to such a thing, nor would it be possible to enforce. Furthermore, the creation of a “UN Taxation Authority” to collect a universal global tax to fund universal legal identity would be liable to cause havoc among the segment of the population that already sees the United Nations as a globalist threat.The authors concede that “non-compliance is a foreseeable obstacle,” but assert that the limited number of actors involved should protect against shady behaviours, such as tax evasion: “The fact that the number of taxpayers is extremely small would make them subject to visible public scrutiny.”“We are fully aware that designing and implementing the HIC scheme is a complex endeavour that involves considerations of privacy, security, technology, international cooperation, and legal frameworks, which exceed the scope of this introductory proposal,” they write.“While the UN should play a decisive and pivotal role, a global initiative of this nature shall require extensive collaboration between international organisations, governments, and private actors (particularly the previously mentioned taxpayers).”Ultimately, the paper, which outlines a possible road map to implementation, has a benevolent idea for universal identity that it balances precariously on assumptions about the contemporary nature of shame; the likelihood of countries, organization and wealthy individuals to act in the interests of others; and the possibility of enforcement that would require the introduction, worldwide, of a new tax – perhaps the least popular political platform one could support.“Once the proposal is adopted, even if there are some opt-outs, top-down UN campaigning can add traction to it,” the authors say, once again overestimating the UN’s power of coercion.In the end, their pitch falls into the same category as a Star Trek Replicator or personal jetpack: a cool idea that would never work in practice.

Nepal’s biometric passport system has a new primary supplier. German firms Mühlbauer and Veridos have successfully outbid incumbent identity provider Idemia Public Security in what The Himalayan Times calls “a surprising upset” – and the decision has elicited a formal complaint from the French firm.Idemia has provided Nepal with biometric passports for 15 years, and was expected to hold on to the contract thanks to “structural obstacles allegedly designed to favor the incumbent.” Five companies submitted bids for the biometric passport contract, which, per the country’s procurement law, is awarded to the lowest bidder.A breakdown of the numbers released by the Department of Passports (DOP) shows Mühlbauer and Veridos undercutting Idemia across two packages.The first, for enrollment systems and IT infrastructure, saw Mühlbauer submit a bid of $11.6 million, against a $17.5 million bid from Idemia. Per the Times, the disparity remained “even after applying a controversial cross-discount clause widely viewed by procurement observers as tailored to benefit Idemia.”The second package, for the provision of 6.4 million biometric passport booklets, including personalisation, quality control, and packaging, saw Veridos post the lowest compliant bid at $43.95 million, against a bid of $ 50.16 million from Idemia (discounted to $43.76 million for the dual-package bid).Mühlbauer also submitted a proposal at $46.44 million – but it was disqualified for an administrative failure to submit an offer letter.The combined cost for Nepal comes to $55.11 million – still $1.7 million lower than Idemia’s cross-discounted package total of $56.80 million.One of the largest cost differences was in booklet pricing. In a previous variation order that did not have a competitive bidding process, Idemia charged the government $10.13. The new tender price was higher, at $10.57 – or, with discounts, $8.87 per booklet.Veridas quotes a price of $6.88. Combined with the Muehlbauer cost, the total is $8.61 per booklet, still lower than Idemia’s discounted rate.‘Critical administrative and technical noncompliance’ led to dismissal: Idemia-Idemia has responded by launching a complaint with the DOP. The Kathmandu Post quotes an email from the firm, which says it is “convinced that the intention to award these contracts to the selected companies is unrightfully due to critical administrative and technical non-compliance.”It reportedly claims that winning bidders failed to submit a list of technical items required by the tender documents.But it goes beyond document filing: rival bidders say the evaluation process was swayed by pressure on the committee to prioritize certain companies. And Idemia suggests that the nefarious exploitation of currency exchange rates may have been used to tank its bid: “Idemia Smart Identity emphasises that depending on the exchange rate used to convert the financial bids into Nepalese rupees (NPR), the Government of Nepal could achieve significant cost savings by selecting Idemia Smart Identity’s bid.”However, Idemia has itself faced similar accusations. A recent piece in the Nepal News accuses the DOP of breaching public procurement laws by “unlawfully intending to award a multi-billion-rupee e-passport tender to French firm Idemia by manipulating tender criteria, ignoring technical disqualifications, and bypassing mandatory procedural safeguards.”Meanwhile, Foreign Minister Arzoo Rana Deuba and Foreign Secretary Amrit Rai have received praise for their “insistence on transparency and strict adherence to competitive bidding standards.”The story of corruption in Nepal’s biometric passport system goes back to 2020, when an initial launch was paused after it was discovered that a minister negotiated himself a Rs 700 million (about US$9.3 million) fee as part of the deal. Eventually, both Idemia and Mühlbauer competed for the contract, which ultimately went to Idemia.The DOP evaluation committee says it will now consider Idemia’s complaint and change course if needed.
