WASHINGTON (Reuters) - Officials in the U.S. military's Central Command, which oversees combat operations in the Middle East and South Asia, were much more likely than counterparts elsewhere to believe superiors distorted or suppressed their analyses, according to a government intelligence survey.Results of the December 2015 survey are likely to reinforce questions in Congress and elsewhere about whether the administration is pressuring officials to make over-optimistic claims about progress against Islamic State and the Taliban to help U.S. President Barack Obama leave office in January on a high note.The Office of the Director of National Intelligence (ODNI) survey, which had not been reported until now, was one of the main topics of a House intelligence committee hearing on Thursday.In one of its more striking findings, only 36 percent of Central Command officials surveyed said they were confident that their mid- and senior-level managers were not deliberately distorting or suppressing their analyses.The average for the other eight U.S. military commands, which include those in the Pacific, Africa and Europe, was 72 percent.Central Command directs the American military missions in Afghanistan, Iraq, Syria and elsewhere in the Middle East and South Asia. Its analysts typically assess intelligence such as potential targets for bombing and an enemy's strength.Asked if "anyone attempted to distort or suppress analysis on which you were working in the face of persuasive evidence," 40 percent of the CENTCOM respondents said yes, compared to an average of 13 percent.The survey found that when that question was asked, 65 percent of the command's respondents said "politicization" was an issue."The data suggests respondents from Central Command believe their workplace adheres to objectivity standards relatively less than do workplaces of their IC counterparts," the report said, using an acronym for the U.S. intelligence community.-SPY CHIEF-Outgoing Director of National Intelligence James Clapper said the situation at Central Command had improved in the 2016 survey. Clapper told a congressional intelligence hearing on Thursday that CENTCOM objectivity numbers were now similar to those in other combatant commands."I do think there is, by virtue of the change in commanders and...(there) has been a change in the atmosphere there and so I've been encouraged by the trends particularly this year," Clapper said.CENTCOM did not immediately respond to a request for comment. Separately, Clapper told the hearing that he had submitted his letter of resignation but would stay until the end of the Obama administration.The survey has been conducted annually since 2006 and about 4,000 analysts and managers responded to it, including 125 CENTCOM analysts and managers. (AP) — Thick smoke has settled over a wide area of the southern Appalachians, where dozens of uncontrolled wildfires are burning through decades of leaf litter, and people breathe in tiny bits of the forest with every gulp of air.It's a constant reminder of the threat to many small mountain communities, where relentless drought and now persistent fires and smoke have people under duress."A lot of the ladies just went to tears and said this happens in other places, it doesn't happen here," pastor Scott Cates said as townspeople donated water, cough drops and other supplies for the firefighters at the Liberty Baptist Church in Tiger, Georgia.Here, these fires don't sleep. They burn through the night, through the now-desiccated tinder of deciduous forests accustomed to wet, humid summers and autumns."It doesn't die down after dark," says fire Capt. Ron Thalacker, who came from Carlsbad, New Mexico, with a fire engine that now draws water from streams and ponds to spray on hotspots in Georgia's Rabun County, near the epicenter of the southern fires.Large, wind-driven fires that scorch pine forests in the West often burn in the tree tops and mellow out at night, but these fires are clinging to the ground and actively burning 24 hours a day, said firefighter Chad Cullum of Billings, Montana.Cullum spoke briefly, as flames rolled down a mountainside behind him. WELLINGTON (Reuters) - New Zealand emergency services and defense personnel evacuated hundreds of tourists and residents from a small South Island town amid more strong aftershocks on Tuesday, a day after a powerful earthquake killed two people.The 7.8-magnitude tremor struck just after midnight on Sunday, destroying farm homesteads, sending glass and masonry toppling from buildings in the capital, Wellington, and cutting transport links across the northeast of the ruggedly beautiful South Island.As aftershocks continued to rattle the region, emergency services cordoned off streets in Wellington and evacuated several buildings for fear one might collapse.Wellington Mayor Justin Lester said the vacant building appeared to have suffered structural damage when the land it was on subsided in the quake. There are currently more than 45,000 kilograms of rainbow trout at Bob Allen's trout farm — but he isn't allowed to sell them thanks to a deadly fish parasite found in Canada for the first time last summer.His operation on the western outskirts of Calgary is one of the fish farms in Alberta under investigation for suspected whirling disease, which affects trout and salmon, and can cause infected fish to swim in a whirling pattern and die prematurely.Allen faces the possibility of going out of business."I don't know what to do," he said,. He said he has missed the fall season for fish stocking, which has already cost him about $100,000 in sales, and now it's costing him $200 a day to keep feeding the fish."It isn't even the money," Allen said. "I've been in business 55 years and it's kind of disheartening when you think you might lose your whole business."Allen said he should be able to stay afloat the next few months, but then may have to start selling assets.He's not the only one affected by the deadly disease.All Alberta commercial fish culture operations are under quarantine until each tests negative for whirling disease. But for 14-year-old Alex-Jasper Vaughan, it was one of the most traumatic experiences of the teenager's life.Vaughan was born a girl but never felt like one. The unease started at the age of 10 and only intensified as Vaughan got older.Bullied for not wearing a bra by female classmates, Vaughan decided to buy one to stop their snide remarks."He absolutely broke down and sobbed at the shops," Vaughan's mother, Jo, told the Thomson Reuters Foundation in the central English city of Birmingham."He was grabbing at his chest and sobbing, 'I hate these, I just want them gone. I don't want to grow up, I don't want to be a woman'," she added.Vaughan is one of a growing number of British children coming out as transgender with some as young as three saying their gender identities do not match their physical bodies, a mental health condition known as gender dysphoria.But this rise has fuelled fears that children may be simply labelled as transgender when they could be gay, lesbian or curious about exploring their gender, activists said.A UK High Court case last month sparked controversy when the judge ruled that a mother "caused significant emotional harm" to her seven-year-old boy by forcing him to live as a girl.But sitting next to his mother in a quiet cafe, Vaughan said it was a relief to now live as a teenage boy."Alex has always been hidden away with the old me. VIENNA (Reuters) - The U.N. nuclear watchdog said on Thursday that Iran was endangering support for a landmark deal with major powers by twice overstepping a "soft" limit on sensitive material.The International Atomic Energy Agency (IAEA) said in a report last week that Iran had slightly exceeded the 130-tonne limit on its stock of heavy water for a second time since the deal was put in place in January, although it had not concealed the fact and had proposed remedial action.The six other countries that signed the deal, including the United States, have been muted in their criticism.
