.(Kitco News) – The established financial world order of the past 50 years is now transitioning to a new and unknown paradigm as the petrodollar agreement between the U.S. and Saudi Arabia was allowed to expire this past Sunday. The term ‘petrodollar’ described the U.S. dollar’s (USD) role as the currency used for crude oil transactions on the world market. It traces back to the early 1970s when the United States and Saudi Arabia struck a deal shortly after the U.S. went off the gold standard – and the agreement has had far-reaching consequences for the global economy.The petrodollar agreement came about following the 1973 oil crisis. It stipulated that Saudi Arabia would price its oil exports exclusively in U.S. dollars and invest its surplus oil revenues in U.S. Treasury bonds. In exchange, the U.S. provided military support and protection to the kingdom. This helped the USD cement its position as the world’s reserve currency and ushered in an era of prosperity for Americans as they enjoyed the benefits of being the preferred market for global corporations to sell their wares. Additionally, the inflow of foreign capital into U.S. Treasury bonds has supported low interest rates and a robust bond market.All that is set to change now as Saudi Arabia is looking to move beyond an exclusive relationship with the U.S. – as evidenced by the kingdom becoming one of the newest members of the BRICS bloc. While many point to escalating global tensions and shifting geopolitical allegiances as the impetus for allowing the agreement to expire, changes in the power dynamics of the global oil market have also played a crucial role in this development as the world moves towards alternative energy sources. The rise of renewables and natural gas has been steadily reducing the world’s reliance on oil for the past decade, and even oil-rich countries like Saudi Arabia have evolved. The Kingdom is on track to generate half its electricity with renewables and natural gas by 2030 and plans to plant 10 billion trees as part of a larger goal to reach net-zero emissions by 2060. To achieve this, they have implemented more than 80 public and private sector initiatives representing an investment of over $188 billion. Their decision to go in that direction has also been influenced by the emergence of new oil-producing nations, such as Brazil and Canada, which have challenged the traditional dominance of the Middle East.While many analysts have said that the threat to the USD’s status as the reserve currency is overblown, most acknowledge that the expiration of the petrodollar agreement has the long-term potential to weaken the USD and, by extension, U.S. financial markets. At present, the Kingdom is still accepting U.S. dollars in exchange for oil, but some of the world’s largest economies are attempting to change that, notably China. For years, China has been actively trying to get Saudi Arabia to accept the yuan for oil purchases, and while the Kingdom has thus far refrained from making the switch, they have expressed openness to the idea. According to digital news service Sputnik, “Nearly 80 percent of global oil sales are priced in dollars. However, Russia, Iran, Saudi Arabia, China, and others are increasingly shifting to local currencies in energy trade. In 2023, 20 percent of global oil was bought in other currencies, as per the Wall Street Journal.”The Kingdom’s acceptance into the BRICS bloc has the potential to influence this decision. If Saudi Arabia moves to expand beyond the USD, it would materially weaken the currency’s dominance in the oil market – and as a result, its place on the world stage. A decline in global demand for the greenback could result in higher inflation, higher interest rates, and a weaker bond market in the United States.Sputnik said, “If world players significantly reduce the use of US dollars, the US' ability to issue dollar debt and earn dollars for exports will diminish and the nation's economy will shrink, according to international economists.” The primary reasons for not making the switch at this point are the stability and the global acceptance of the U.S. dollar. While the USD-for-oil status quo remains in effect for the time being, the expiration of the petrodollar agreement represents a significant shift in global power dynamics and highlights the changing energy landscape and the growing influence of emerging economies.Evidence that the U.S. understands the importance of maintaining a strong relationship with Saudi Arabia can be found in reports that the Biden administration is close to finalizing a treaty with the Kingdom that would commit the U.S. to help defend them as part of a deal aimed at encouraging diplomatic ties between Saudi Arabia and Israel. As reported by Reuters, “The possible deal, widely telegraphed by U.S. and other officials for weeks, is part of a wider package that would include a U.S.-Saudi civil nuclear pact, steps toward the establishment of a Palestinian state and an end to the war in Gaza, where months of ceasefire efforts have failed to bring peace.”The treaty, known as the Strategic Alliance Agreement, would require a two-thirds majority vote in the U.S. Senate to be approved. According to U.S. and Saudi officials, the draft treaty is modeled loosely on Washington's mutual security pact with Japan.In exchange for the U.S. commitment to defend Saudi Arabia in an attack, the draft treaty would grant Washington access to Saudi territory and airspace to protect U.S. interests and regional partners, according to the Wall Street Journal. Effect on USD, Bitcoin and gold“The end of the US-Saudi petrodollar agreement would likely have a minimal effect on the USD,” said Daniel Krupka, Head of Research at Coin Bureau, in a note to Kitco Crypto. “This is because Saudi Arabia would likely convert the non-USD currencies it's receiving for oil payments into the USD anyways.”“Although a BRICS currency may have some level of adoption, it would not be able to achieve the level of adoption similar to that of the USD, gold, or Bitcoin without being backed by a stable economy,” he added. “Neither party benefits from the end of the agreement in the short term as it effectively just complicates things. In the long term, it could make Saudi Arabia less reliant on the USD depending on what the country does with its non-USD proceeds.”Touching on the draft defense treaty, Krupka said it “may maintain the bilateral relationship at the strategic level, but it does not directly replace the economic aspect of the petrodollar deal.”He also noted that the “Saudi Riyal is pegged to the USD,” which means that “Saudi Arabia needs USD to support its currency.”“However, the end of the agreement could be bad for the USD insofar as Saudi Arabia decides to convert these non-USD currency proceeds into other assets, such as gold or BTC,” Krupka suggested. “More diversification of Saudi assets into gold or Bitcoin could help push up prices, although this is contingent on the extent of diversification.”"The symbolism of the end of the US-Saudi petrodollar agreement marks a shift toward a future that is further economically and geopolitically fragmented,” said Brian Mahoney, co-founder of Acre, in a note shared with Kitco Crypto. “It means that the world’s currency for top energy assets like oil is no longer priced just in dollars, opening the door to alternative assets instead.”“Bitcoin would make sense as an asset to be explored for adoption going forward given its ties to energy companies (through its proof of work consensus mechanism) and the fact that it is the top digitally native asset by market cap in an increasingly digital global economy,” he added.While the details on the future of a BRICS currency are scant, Russian President Vladimir Putin said yesterday, “Within BRICS, we’re working on shaping an independent payment system, free from political pressure, abuse and external sanctional interference.”Some have suggested that a BRICS currency could be backed by a basket of commodities, of which gold would be a part – which would likely benefit gold prices. (Kitco News) - Central bank gold purchases continue to dominate and transform the gold market, and this trend is only getting stronger, according to the latest report from the World Gold Council.On Tuesday, the WGC published the results of its annual Central Bank Gold Reserves survey. Of the 70 responses, 29% said they expect to increase their gold reserves in the next 12 months.The WGC said this was the highest level it has seen since it started the annual survey in 2018.“The planned purchases are chiefly motivated by a desire to rebalance to a more preferred strategic level of gold holdings, domestic gold production, and financial market concerns, including higher crisis risks and rising inflation,” the analysts said in the report.The survey results come nearly two weeks after data from the People’s Bank of China showed that it didn’t increase its gold reserves in May, ending an 18-month buying spree. However, analysts have said that even if China slows its purchases, there is still robust interest in gold as a reserve diversified.“While China has positively contributed to the level of annual demand from the official sector, we are still confident that central banks as a whole will remain net buyers. Buying has been broad-based, with several other central banks continuing to accumulate gold, even as the gold price has increased in recent months. As such, while central bank demand for 2024 may not reach the levels seen in 2022 or 2023, we still believe that it will remain healthy for the remainder of the year,” Krishan Gopaul, Senior Analyst at the World Gold Council, said in a recent comment to Kitco News before the survey data was released.While nearly one-third of central banks surveyed look to buy gold this year, there is a broad-based expectation throughout the official sector that gold reserves will rise. The survey said that 81% of participants expect holdings to rise in the next 12 months, up sharply from 71% reported last year.According to the survey, the growing diversification into gold comes as central banks see an increasing shift in global financial markets as the U.S. role as the world’s reserve currency continues to diminish.Looking at the U.S. dollar’s role as the world’s reserve currency, 62% of respondents said they think the dollar’s share will diminish five years from now, up from 55% in 2023 and 42% in 2022.Meanwhile, regarding gold, 69% of respondents thought the yellow metal would constitute a larger proportion five years from now, up from 62% in 2023 and 46% in 2022.The World Gold Council noted that sentiment is significantly different when broken down between central banks in emerging markets and developing economies (EMDE) and those in developed nations. EMDE central banks generally see gold’s role as a monetary metal increasing as the U.S. dollar’s shine tarnishes.However, while advanced economy central banks remain loyal to the greenback, they admit that gold’s role in the global landscape is changing.“EMDE central banks, which have been the primary driver of gold buying since the 2008 global financial crisis, appear to be more pessimistic about the US dollar’s future share of global reserves and more optimistic about that of gold,” the analysts said in the report. “Nonetheless, it is notable too that the percentage of advanced economy respondents who believe that gold’s share of global reserves will rise has increased significantly from 38% in 2023 to 57% in 2024.”As central banks look to diversify away from the U.S. dollar, the participants said that “interest rate levels,” “inflation concerns,” and “geopolitical instability” continue to be the leading factors in central bankers’ reserve management decisions, relatively in line with the responses last year.According to the survey, central banks are motivated to hold gold because it is seen as a “long-term store of value/inflation hedge,” its “performance during times of crisis,” an “effective portfolio diversifier,” and there is “no default risk.”“These results seem to reflect an underlying theme of EMDE central banks, but also increasingly advanced economy central banks, valuing gold’s strategic role amidst uncertain geopolitical times and renewed concerns about financial stability. This underscores the challenging economic and strategic circumstances faced by both groups,” the analysts said.

Tropical Storm Alberto, the first named storm of the 2024 hurricane season, is expected to make landfall early Thursday south of the U.S. border with Mexico.As of 5 a.m. Thursday, the storm was 250 miles south of Brownsville, Texas, traveling west at 13 mph, with maximum sustained winds of 50 mph.Separate from Alberto, forecasters also are watching two other potential systems, one in the Gulf, and one east of the Bahamas. The latter could affect coastal northern Florida on Friday.Once inland, Alberto is forecast to weaken quickly and likely dissipate over Mexico by Thursday or Thursday night, the National Hurricane Center said.Alberto is a large, slow-moving tropical storm, with tropical-storm-force winds extending outward up to 275 miles north of the center.The National Hurricane Center has issued a tropical storm warning for the northeastern coast of Mexico south of the mouth of the Rio Grande to Tecolutla.The storm was causing coastal flooding near Galveston, Texas, 500 miles away from its likely landfall in Mexico. There was even some street flooding in Louisiana.A few tornadoes are also possible Thursday night in lower South Texas and southeast areas of the state, the NHC said.Forecasters urged people to not focus solely on the storm’s forecast track.“The disturbance is very large with rainfall, coastal flooding, and wind impacts likely to occur far from the center along the coasts of Texas and northeastern Mexico,” the hurricane center said.Inland in Mexico and South Texas, rainfall could be significant and potentially dangerous, given the mountainous terrain in some of the region.Rainfall totals of 5 to 10 inches across northeast Mexico into South Texas are possible, with maximum totals of 20 inches in areas of Mexico with higher terrain, the NHC said Wednesday night. Flash flooding and mudslides are potential hazards.Additional systems-A disturbance in the same area of the Gulf of Mexico as Alberto could become a tropical depression this weekend. As of 2 a.m. Thursday, it has a 50% chance of developing in the next seven days and a 10% chance it the next two days.Meanwhile, forecasters are watching an area of storminess several hundred miles east of the northern Bahamas that could approach northeastern Florida or southern Georgia early Friday.As of 2 a.m. Thursday, it has a 30% chance of development over the next two days, with some slow development possible thereafter while the system moves west-northwest..The system is likely too far north to impact South Florida.The 2024 hurricane season, which officially began June 1, is expected to be extremely active.In its annual May outlook, the National Oceanic and Atmospheric Administration said that the 2024 hurricane season has an 85% chance of being above normal, with 17 to 25 named storms with minimum sustained winds of 39 mph, and eight to 13 hurricanes. An average year has 14 named storms and seven hurricanes.In addition, NOAA has forecast four to seven major hurricanes for 2024, meaning those that are Category 3 or above.Experts at Colorado State University stated in their 2024 forecast that the U.S. East Coast, including Florida, had a 34% chance of a major hurricane making landfall this year. The average from 1880-2020 was 21%.Forecasters say that the record-warm water temperatures that now cover much of the Atlantic Ocean will continue into peak hurricane season from August to October. That warm water fuels hurricanes. Additionally, at least 41 Jordanians, 35 Tunisians and 11 Iranians have died, according to authorities in each country.A further 22 Jordanians are missing and 26 Iranians have been hospitalized, the Iranian Red Crescent said Wednesday, according to Iran’s semi-official Tasnim news agency.Some of the Iranians died due to heatstroke while others had underlying conditions, the Iranian Red Crescent said.The death toll is likely to rise, as Saudi Arabia and Egypt have yet to release official figures. Additionally, the governments are only aware of pilgrims who have registered and traveled to Mecca as part of their country’s quota – more deaths are feared among unregistered pilgrims.The Saudi government said on Monday that more than 2,700 people had been treated for heatstroke. With millions under heat warnings from Ontario eastward, new research is shedding light on the health risks from exposure to unusually warm temperatures — particularly in cities with more renters.The study, released Wednesday by Statistics Canada, found a higher than average risk of death, particularly among those 65 and over, during stretches of extreme heat in many of Canada's largest cities over the past two decades."The risk of dying tends to increase during days defined as extreme heat events compared to days that are not extreme heat events," said Matthew Quick, the author of the study and a research analyst at Statistics Canada.Between 2000 and 2020, roughly 670 more deaths than usual were recorded in the country's 12 largest cities during periods of extreme heat that lasted two days or longer.The criteria for what is defined as a period of extreme heat varies by region and is defined by Environment and Climate Change Canada.Cities where extreme heat events are less common saw a greater spike in deaths when the temperature shot up."That might point to acclimatization, so your body's ability to deal with heat might also point to the degree to which adaptation measures are in place," Quick said.The research also found higher mortality rates during heat waves in cities where there are more renters. He said this may be because renters are less likely to have air conditioning than homeowners, as he showed in a previous study.Wednesday's study adds to a growing body of research showing the effects of extreme heat on vulnerable populations.Longer heat waves carry greater health risk-A report on the week-long heat dome in British Columbia in 2021 found that most people who died were elderly, had a disability, lived in poorer neighbourhoods or lived alone. During that week, which fell outside the time period for the Statistics Canada study, more than 600 deaths were identified as being heat-related.Dr. Matthew Bennett, a cardiologist in Vancouver, said he felt the strain on the health system during that exceptionally hot period. Research suggests that longer heat waves, such as the one in B.C., carry greater health risk."The ambulance attendants saw it first, then the emergency rooms saw it," he said. It's always difficult to ascertain a specific cause of death, but there is really good evidence of why people die or how they could die because of cardiovascular causes."Bennett suggested everyone should have a plan for how to stay cool during periods of prolonged heat, either at home or at another location with air conditioning. "Everybody who is not at risk should also think of the family members who could be at risk, friends who can be at risk, and check in on them," he said. Millions of Canadians from Northern Ontario to Newfoundland are dealing with heat and humidity that puts vulnerable people at risk. The 'heat dome' high-pressure system that traps hot air near the ground isn't expected to subside for days.The results come amid heat warnings affecting millions in parts of Ontario, Quebec and Atlantic Canada, and large swaths of the United States.Research shows heat waves are becoming increasingly extreme as the climate warms. Updated 6:15 p.m. Wednesday-A number of wildfires in New Mexico and California have spawned evacuations, with intense blazes developing quickly and making damage assessments difficult for local officials.The South Fork Fire, which was first reported Monday morning in southern New Mexico’s Village of Ruidoso, has now burned more than 15,000 acres and is 0% contained, according to the National Interagency Fire Center.Gov. Michelle Lujan Grisham has declared a state of emergency, ordering evacuations for Ruidoso and nearby tribal lands. The emergency declaration will help the state allocate resources from the National Guard.Grisham commended first responders and residents who have helped others who were forced to evacuate.“The number of New Mexicans who, on their own, are helping and are offering up their own homes for shelter shows me, once again, the generosity and compassion of the people in this state,” the governor said.The blaze has damaged or destroyed more than 500 structures, though Grisham said the intensity of the fire makes it such that a flyover will be necessary to map a more accurate damage assessment.“It will really allow us to see inside the fire in a way that we cannot do now because it is too dangerous to be in the heart of the fire,” she said.Residents of Ruidoso said what should have been a 15-minute drive out of town became a horrifying hours-long endeavor. The blaze has burned more than 5,000 acres and has forced evacuations, with CalFire officials reporting three structures destroyed and one damaged. Local officials have set up three evacuation centers, but the number of evacuees remains unknown. With winds decreasing and relative humidity increasing, firefighters have been able to get the Aero Fire 45% contained.Another wildfire, the Sites Fire, also erupted Monday in Colusa County, just over 100 miles to the north of San Francisco. CalFire reports that the blaze, which has torched more than 15,000 acres, is 10% contained.But crews have reason to remain optimistic about conditions in California’s Central Valley. The National Weather Service says red flag warnings for fire conditions were set to expire by midday Wednesday.Firefighters have also been making progress on containing the more than 15,000 acre Post Fire, which began Saturday in Los Angeles and Ventura County. State fire officials say that the wildfire is 43% contained. And Sonoma County’s Point Fire, which has burned more than 1,200 acres since breaking out Sunday, is 60% contained.

Eisenhower aircraft carrier in the Red Sea, its markings illuminate the enemy targets that it’s destroyed in recent months and underscore the intensity of the fight to protect commercial shipping from persistent missile and drone attacks by the Iranian-backed Houthi rebels in Yemen.But they also hint at the fatigue setting in, as the carrier, its strike group and about 7,000 sailors close in on their ninth month waging the most intense running sea battle since World War II. That raises difficult questions about what comes next as US military and defense leaders wrangle over how they will replicate the carrier’s combat power if the ship returns home to Norfolk, Virginia.Already, the carrier’s deployment has been extended twice, and sailors post dark memes around the ship about only getting one short break during their steadily growing tour. Some worry they could be ordered to stay out even longer as the campaign to protect global trade in the vital Red Sea corridor drags on.At the Pentagon, leaders are wrestling with what has become a thorny but familiar debate. And those carrier-based jets can get within striking distance of Houthi weapon systems quickly without crossing borders.“What the carrier brings is an offensive platform that’s mobile, agile and doesn’t have any access, basing or overflight restrictions,” said retired Marine Gen. Frank McKenzie, who headed US Central Command for three years, ending in 2022. “It’s sovereign US territory. You can do as you want with those airplanes on that carrier. So that gives you enormous flexibility when you consider response options across the region.”Rear Adm. Marc Miguez — who commands Carrier Strike Group Two, which includes the Eisenhower and supporting ships — agrees that the aircraft carrier is crucial to America’s military.“Every time that there’s a crisis on the globe, what’s the first thing the president asks? ‘Where are the US aircraft carriers?’” Miguez told The Associated Press during a visit to the Eisenhower and the USS Laboon, one of the guided-missile destroyers accompanying it.On any given day, Navy F/A-18s roar off the Eisenhower and take out Houthi missiles or drones preparing to launch. And officials in the Pentagon are talking about how to care for the sailors when they return home, including counseling and treatment for possible post-traumatic stress.Miguez also notes the strain on the ships themselves.“We are constantly reminding the Department of Defense that we’re going to need to take a respite and a break, to try and get back to maintenance,” he said. “These ships are floating around in seawater. They’re steel, and they require a lot of maintenance. And when you run them past red lines, when you run them past scheduled maintenance activities, you have to pay those off somewhere down the line.”A third option would be sending other ships — perhaps another carrier — to take the Eisenhower’s place. But the massive ships are relatively rare. The US operates 11, which is about 40% of the total number worldwide. In 2017 the High Court ruled that mass exemptions to military service on a group basis are illegal and discriminatory. Successive governments have since that time tried and failed to formulate new legislation to settle the matter, while requesting repeated deferrals from the court.The High Court has demanded that a new, egalitarian policy be legislated or else the state immediately start recruiting tens of thousands of yeshiva students, which the ultra-Orthodox parties are vehemently opposed to.However, justices have shown diminishing patience, and the need to fill the military’s manpower shortfalls has become far more acute since the outbreak of the war in Gaza and the threat of war on the Lebanese border.The court ruled in March that the state must cease subsidizing Haredi yeshivas whose students are eligible for the draft, since the legal framework for doing so had expired. They have been used for operations in Syria and more recently, Yemen, and the Cypriot government has no say in the matter. The grades of three schools, including the University of California, Los Angeles (UCLA), were revised downward, from D to F, for “serious incident(s) at encampment[s] on campus and lack of adequate administration response.”US campuses have been awash in pro-Palestinian and anti-Israel protests since October 7, when thousands of Hamas terrorists stormed southern Israel to kill nearly 1,200 people and take over 250 hostages. Student activists have demanded universities cut ties with Israel amid the country’s devastating retaliatory offensive in the Gaza Strip.The US Congress has launched investigations into several universities’ alleged mishandling of the protests, which some Jewish groups, including the ADL, have deemed antisemitic.The ADL’s “report card,” first issued in April, assigned grades from A through F to 85 US universities’ institutional response to campus antisemitism. Just over half of Arab Israelis (51.6%) feel that the prolonged war against Hamas in Gaza has given rise to a sense of “shared destiny” between Arab and Jewish citizens of Israel, according to a recent survey by the Moshe Dayan Center at Tel Aviv University.The poll, which was presented at TAU’s conference “The Future of Israel” on Wednesday, found that a slight majority of Arabs across religious denominations (Druze, Christians and Muslims) identify with that statement.The poll was based on a representative sample of 502 Arab citizens of Israel above the age of 18, and was initiated by the Konrad Adenauer Program for Jewish-Arab Cooperation, supported by the German Konrad-Adenauer-Stiftung. The survey analyzed expectations for the future of the Gaza Strip and perceptions of the ongoing conflict’s impact on the Arab minority inside the Jewish state.Asked about who should run Gaza the day after the war, most respondents (58.5%) said that the administration should be in the hands of Palestinians. Of those, 24.4% said they would prefer local bodies from Gaza to manage the Strip, followed by 19.4% who said it should be governed by the Palestinian Authority, and 14.7% said who by Hamas. Conversely, 34.4% of respondents said that an external non-Palestinian body should govern the coastal enclave. Of those, 19.4% opted for an international force, 8.4% chose Israel and 6.5% favored a coalition of Arab states.As for the conflict’ impact on the personal lives of Arab Israelis, 67.8% of respondents reported they now find themselves in a relatively good economic situation, in stark contrast to the early days of the war. In November, 64.9% said their finances had been negatively affected by the war.Volunteers at theHowever, amid a persistent deadly crime wave in the community, almost three quarters of those polled (74%) reported a low sense of safety, while 60.6% indicated that violence and crime were the most pressing issue affecting Arab Israeli communities.The Abraham Initiatives, a coexistence watchdog that monitors violent crime in the Arab community, says 98 Arabs have been killed so far in 2024 in incidents of violent crime. More Arabs were murdered in 2023 (244) than in any previous year, according to a year-end report published by the Abraham Initiatives. The figure was over twice as many as in 2022, indicating a significant upward trend amid a proliferation of illegal weapons and organized crime.Widespread support for a seat in government-Arab citizens appear to largely back increased participation in political life. A clear majority, or 68.6%, indicated that an Arab party should join a governing coalition in the next elections, including 40.2% who said that it did not necessarily have to be a center-left government.Arab political parties have traditionally foregone participation in Israeli governments. In fact, a significant part of the survey’s respondents believe that local elements in Gaza, and not Hamas, should govern life in the Gaza Strip after the war, and another third say that a non-Palestinian body should do this.“In addition, readiness for political collaboration with the Israeli government… alongside an emphasis on Israeli identity combined with a deep Arab or religious identity – all these prove that Israel’s Arab citizens are an integral part of Israeli society, not only in theory, but in practice as well. The conclusions emerging from the current survey are important not only to decision makers in the country, but also to every citizen who believes in a true partnership between Jews and Arabs within Israel,” he said.
