Canada will be the site of Thales Group’s National Digital Excellence Centre (NDEC) and North America cybersecurity operation.The facility, in Fredericton, New Brunswick, is expected to contribute up to $63 million in direct provincial gross domestic over five years, according to a provincial government announcement.Arlene Dunn, the government minister responsible for Opportunities NB, comments that France-based Thales should feel comfortable in New Brunswick, which is Canada’s only bilingual province, English and French.New Brunswick “is purposefully looking to strengthen our economic and cultural ties with France.” Thales’ decision to expand to the province “is a testament to the strength of our existing cybersecurity ecosystem and our working relationship with France and the United Kingdom.”An economic development agency for the province, Opportunities NB is investing up to CA$5.5 million (US$4 million) over five years to support the center.Meanwhile, the federal government has pledged $3 million ($2.2 million) for the two centers in the Fredericton area. The Atlantic Canada Opportunities Agency (ACOA) is providing $1.8 million to assist the University of New Brunswick’s McKenna Institute in developing new cybersecurity and digital resilience programs for small and medium-sized enterprises (SMEs). But fraudsters are seizing this opportunity by increasingly spoofing ID verification using sophisticated generative AI technologies, such as deepfakes, digitally injected attacks and synthetic identities.A key driver of public sector fraud is that millions of Americans’ PII has already been exposed in past data breaches. This means that fraudsters can use existing data combining it with sophisticated technologies to power dangerous, scalable threats like credential stuffing attacks, U.S. biometric verification company iProov says in a new report.Up to $80 billion, or about 10 percent of the $800 billion handed out in a COVID relief plan known as the Paycheck Protection Program (PPP), was stolen by fraudsters, according to experts. The U.S. Department of Labor (DOL), says that one watchdog group reported a six times increase in unemployment fraud investigations over pre-pandemic levels.The stakes for solving the issue are high as citizens can lose access to benefits because of fraud. Individuals have found that their accounts for Electronic Benefit Transfer (EBT) cards emptied after cases of account takeover fraud.iProov said that many traditional security methods, relying on tokens and passwords, are unable to counter modern fraud by cybercriminals. Instead, resilient biometric-enabled identity verification could flag attempts from fraudsters to apply for benefits, according to the report.iProov recently discussed digital identity proofing as a public good in a webinar focused on state DMVs and mobile driver’s licenses. The government has asked the High Court of Justice to dismiss petitions demanding the state immediately demolish the illegal Bedouin encampment of Khan al-Ahmar in the West Bank, insisting that it will raze the village, but that only the government itself can determine the timing.Having repeatedly vowed to evacuate the Palestinian village and move its residents to a different site, government ministers on Monday refused to provide any details as to when Khan al-Ahmar would be demolished.The government did state that it still seeks to evacuate the ramshackle Palestinian village east of Jerusalem in the West Bank, but argued that such action would have diplomatic and security consequences and, as such, there was no place for court intervention, rebuffing ultra-nationalist ministers who have sought to see the desert hamlet razed.The state filed its response a day later than the deadline it had received, due to intense opposition to the stance by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben Gvir, as well as others on the far-right.Both ministers have in the past repeatedly called for the immediate demolition of Khan al-Ahmar and demanded to speak with Prime Minister Benjamin Netanyahu, together with Defense Minister Yoav Gallant and others on the issue.Their opposition did not have much impact, however, with the state asking for the petitions to be dismissed, instead of providing the court with a timeline for the demolition of Khan al-Ahmar.Neither Smotrich nor Ben Gvir responded to requests for comment as to how the government would now proceed.Khan al-Ahmar has been a source of angry criticism for the Israeli right and the settlement movement for years. On Sunday, Jews returned to their holiest site, the Temple Mount, after a 12-day ban mandated by the Israeli government due to the Muslim Ramadan. However, when Jews returned to their holiest site, they were horrified to find piles of garbage and antiquities destroyed.The conflict is focused on Shaar HaRachamim, the Gate of Mercy, also known as the Golden Gate. On Saturday, the Waqf (Muslim authority) claimed that Israeli police officers reportedly entered the site and removed electricity cables and construction materials.The subterranean hall was locked in 2003 by court order after it was used as a meeting place for a Hamas-affiliated organization. In 2019, Palestinians illegally forced their way into the site and transformed it into a prayer hall. The Waqf accused the Israeli authorities of “violating the sanctity of al-Aqsa Mosque.” It emphasized that the Bab al-Rahma prayer hall is an “original part of the blessed al-Aqsa Mosque”.The Palestinian Mufti of Jerusalem, Sheikh Mohammed Hussein, decried the actions of the police.“The mosque belongs only to Muslims,” he said. “We reject any [Israeli] attempt to interfere in the administration of the Islamic holy sites. We are opposed to any attempt to alter the status quo at the Haram al-Sharif.”But much of the Arab activity at the site was clearly destructive.While tens of thousands of Arabs came to celebrate the end of Ramadan with the Eid al-Fitr feast, the religious festivities were marred by riots and destructive activities. Or Nehemia Aharonov, a resident of Givat Assaf, was among some of the first Jews to visit the site after the closure. He was shocked at what he found.“There was garbage everywhere,” he said. “We also saw some of the ancient stone remnants that were broken and used to block the pathways used by Jews,” Nehemiah said.Perhaps most distressing was the obvious neglect of ancient timbers adjacent to the Sha’ar HaRachamim. Adjacent to the site is a pile of timber covered in a tarpaulin. Though they appear to be debris and are treated as such by the Muslims, they date back to the period of the Jewish Temples.Repurposed to build the Aqsa Mosque, an earthquake in 1927 caused the roof to collapse. The roofing beams were dismantled and stored in the courtyard of the Sha’ar HaRachamim. In the 1970s, the beams were inspected by a team of Israeli botanists who determined that most of them were cedars from Lebanon and some are Cypress trees. They carried out Carbon-14 tests on several of the timbers.  Some were determined to have been felled about 1,340 years ago, which is approximately when al-Aqsa Mosque was originally built. One cypress beam was determined to be 2,600 years old, or from around 630 BCE – around 50 years before the destruction of the First Temple. Shockingly, one of the oak beams was determined to be 2,860 years old. That meant the tree had been cut down around 880 BCE, early in the First Temple period.About a decade ago, the Israeli Antiquities Authority wanted to preserve the beams but the Waqf insisted the beams are their property. There have been unconfirmed sightings of some of the beams stored next to the Golden Gate being burned.“The beams have always been there,” Nehemia said. “But lately, they have been neglected and abused and there are clearly fewer of them.”Tom Nisani, CEO of the Beyadenu Temple Mount advocacy organization, told Israel365 News that when the Jews returned to the Temple Mount, they found massive amounts of litter scattered on the holy site.“The Jordanian Waqf and Palestinians continue to use the loose and inconsistent policies of the Israeli authorities to their benefit as they blame Israel for desecrating the site,” Nisani told Israel365 News. “Jewish ascenders arrived at the Temple Mount after a 12-day closure to find the most sacred site in Judaism trashed and abused. We should be the ones complaining about desecration.”“Unless we apply Israeli control and sovereignty on the Temple Mount, it matters very little how often we close the site as every act is considered a provocation,” he added/ The Temple Mount is the holiest site to Judaism but the Sha’ar HaRachamim bears additional significance. According to Jewish tradition, the Messiah will arrive via the Sha’ar HaRachamim. Out of a mistaken belief that Jewish tradition speaks of the Messiah being from the priestly caste, the Ottomans built a cemetery in front of the gate in order to prevent the Jewish Messiah from arriving.During the month of Ramadan, Palestinian violence increased with much being focused on the Temple Mount. After Israel and Jordan agreed to allow Muslims to stay overnight in the Al-Aqsa Mosque on April 11 to observe itikaf, a Muslim practice involving multi-day prayer, Hamas took the opportunity and called on Arabs to riot at the site. Several hundred Palestinians barricaded themselves inside the mosque with explosive devices, rocks, and fireworks in order to target Israeli civilians and security forces. Police responded by entering the mosque and employing crowd control measures that included stun grenades and tear gas, ultimately arresting 350 Palestinian men.

Just in time for Israel’s Memorial Day, archaeologists announced they had discovered artifacts belonging to the heroic “Lamed Heh” platoon that was tragically wiped out in the 1948 War of Independence. Researchers Dr. Rafi Lewis from Ashkelon Academic College and Haifa University, and Eyal Marco from the Israel Antiquities Authority announced on Monday that they had discovered the compass belonging possibly to the commander of the division, Dani Mass, or to one of the two scouts, Yitzhak Halevi or Yitzhak Zevuloni. The compass was discovered at the top of Battle Hill in the Yehuda Lowlands, next to Bren machine gun bullet casings.  The compass, determined to have been produced between 1900 and 1933, had its glass panel shattered by a bullet, according to an Israel Police forensic investigation.“At this point, it is impossible to associate the compass with a specific fighter, but it is likely that it belonged to one of three – the platoon commander Dani Mass, or one of the two rangers who fought with the force – Yitzhak Halevi or Yitzhak Zevuloni,” said Lewis. “Certain identification of the original owner of the compass is not possible at this stage, but we have hope that in the future archival material will be discovered that will make this possible.” “The fact that the compass corresponds to the period in which the battle took place, and the fact that the compass was found to have been hit by a projectile, reinforces the assumption that it was used in the Battle of the Lamed He, and also shows that a commanding figure – or at least a leading figure, was present at the scene of the last battle,” Marco added.The compass was found alongside bullet casings on the site of the battlefield (Credit: Yuli Schwartz, Eyal Marco, Israel Antiquities Authority)The ‘Lamed Heh’, standing for 35 in Hebrew numerology, was a convoy of 38 Haganah fighters sent to resupply the blockaded kibbutzim of Gush Etzion in January 1948. The convoy attempted to arrive by foot after numerous attempts by motorized convoys failed to break through to the beleaguered kibbutzim.  Three were sent back after one soldier sprained his ankle, leaving 35 fighters. The force was discovered by local Arabs who attacked en masse. The 35 fought until they ran out of ammunition. After the war, the bodies were returned to Israel, many mutilated beyond recognition, and were buried on Mount Herzl. The find comes as a result of special work being carried out by Marco and Lewis who met during reserve service in the Eitan unit for locating missing persons in the IDF. With the help of colleagues, family members and reserve friends, we set off.” Forensic research done at the Israel Police laboratories showed that the glass of the compass was shattered as a result of a bullet that pierced the frame of the compass, scratching and shattering its glass.The research findings will be published at the beginning of May in the scientific journal Studies of the Land of Judah of the Israeli Antiquities Authority and Kfar Etzion Field School, produced in cooperation with the KKL-JNF, Bar-Ilan University, the Nature and Parks Authority, the Jesselson Foundation and Mizrah R&D. The journal is produced as part of the “Studies of the Land of Yehuda” conference which will be held on May 8 (Lag B’Omer).

On Saturday, a group of about 60 multi-faith protesters came out in support of the Jewish community at the intersection of  State Road 40 and Beach Street in Ormond Beach, Florida to stand against antisemitic hate groups. The net result was that the neo-Nazis, who are becoming more visible in Florida, were a no-show.A request for a permit to demonstrate submitted by the National Socialist Movement,  a neo-Nazi white supremacist organization, was submitted by group leader Burt Colucci and was denied by the city on the grounds that the NSM is a “public nuisance hate group” as defined in their city code. “Prominent leaders of the National Socialist Movement have been arrested, charged and/or convicted for committing hate-related crimes,” the city wrote in its denial. It also states that Colucci as a co-defendant is currently charged in Orange County, Florida, with battery, a third-degree felony, with a trial date scheduled for June 2023.“The crimes were committed at a rally of the applicant,” the permit denial reads. “You are also indicted in Arizona for committing hate-related offenses at rallies there.”The hate groups are also protesting against Volusia County Sheriff Mike Chitwood who has vowed to shut down antisemitism in his precinct. His efforts have made him a target and so far three people have been jailed for making online death threats against the sheriff.A counter-protest was organized by the Philos Action League, a group devoted to creating a community of Christians committed to showing up in solidarity with the Jewish community when an act of antisemitism happens. Protesters held signs with statements like “We stand for our Jewish neighbors”, “Zero tolerance for antisemitism”, and “End Jew hatred”.The show of solidarity was apparently intimidating as, despite ongoing calls to demonstrate, no neo-Nazis appeared. Luke Moon, deputy director of the Philos Project, was pleased with the results.“We were successful,” Moon told Israel365 News. “We accomplished our goal. The goal is to get out in front of them and prevent antisemitism before it shows up. This was a real show of support here in this county. ”Antisemitism is on the rise in the area. A study by the Digital Identity & Authentication Council of Canada (DIACC) has revealed that Canadians want more autonomy over their digital identity, privacy and digital wallet data.The findings of the DIACC Digital Identity Perspectives Research were published this week, providing insights into the attitudes of Canadians towards personal data control and privacy.The study revealed that caregivers are particularly interested in adopting digital identity solutions to meet their dependents’ needs related to school and health records. That said, most Canadians expressed concerns about their personal information being available online, with identity theft and senior scams high on their list of worries.Regarding a possible framework for digital identity, respondents indicated a preference for collaboration between the public and private sectors, with the latter seen as slightly more reliable. This belief increased from 65 percent in 2021 to 71 percent in 2022.Dave Nikolejsin, the chair of the DIACC Board, notes that “the public and private sectors have a unique opportunity to put the PCTF (Pan-Canadian Trust Framework) into action to help Canadians secure personal data control, reducing the threat of fraud while also promoting economic growth opportunities. A safe and secure data environment benefits everyone.”DIACC says the Pan-Canadian Trust Framework ensures secure public and private sector identity capability interoperability. It prioritizes user-centered design, privacy, security and convenience of use. According to DIACC, PCTF is a freely accessible resource available to everyone.Digital wallet usage is also becoming increasingly popular among Canadians, with 59 percent of respondents being familiar with them in 2022 compared to 54 percent in 2021. Of those using digital wallets, the use of Apple Wallet has increased from 17 percent in 2021 to 24 percent in 2022.The study also revealed that two-thirds of Canadians believe that the pandemic has increased the importance of secure and trustworthy digital identity and verification solutions for safe online transactions, which is consistent with the previous year’s findings.DIACC launched the Canadian digital identity framework compliance certification program, the Voilà Verified Trustmark Program last fall.The program certifies digital identity service providers based on the Pan-Canadian Trust Framework. DIACC created the Voilà Verified program to comply with ISO standards. Vendors that adhere to PCTF standards can undergo evaluation via the program and earn a trustmark that is visible to the public.

The burden of proof for the safety of law enforcement agencies using cloud biometrics services lies with the police, UK Biometrics and Surveillance Camera Commissioner Fraser Sampson told Computer Weekly.Police and related organizations are increasingly using public cloud infrastructure, and must be able to show that doing so complies with specific rules for the protection of law enforcement data, he says. A culture of preserving data among law enforcement agencies, as previously identified by Sampson, makes the protection of stored data all the more important.A contract for the Digital Evidence Sharing Capability operated by the Scottish government was recently awarded to Axon, and will be hosted on Microsoft Azure, according to the report. The Scottish Police Authority’s Data Protection Impact Assessment cited a concern that the storage of cloud data by U.S. providers could violate the law because the American government could in theory demand access to the biometric data.UK police have been accused of failing to be adequately transparent about their use of facial recognition by Sampson. Transparency around biometrics is also made more important by the reduction in oversight that appears will be in place if and when Sampson’s position is eliminated as planned.“Past performance is a good predictor of future performance, and the police rap sheet on data protection and databases isn’t great,” Sampson told Computer Weekly.The Home Office accidentally lost hundreds of thousands of records, some including biometrics, in 2021, despite years of attempts to get facial images deleted from a database held by the same body.Law enforcement and justice system agencies should be able to answer questions “immediately and unequivocally,” according to Sampson, as a matter of policy. Agencies should not only put risk mitigation measures in place, but also be ready to respond to questions about them.“If you want the public to have trust and confidence in your kit and what you’re doing, and your contracted partners, then you have to be able to show that,” he said. “This is not just a nuisance. If people ask these questions of the police, that is not simply a nuisance, and it’s not someone trying to catch them out – it’s an elemental function of leadership and governance in policing that we don’t only respond to these challenge questions, we invite them.”Sampson also notes the importance of having assurances about how securely data is stored in the cloud, and having control over it, as a matter of importance for national sovereignty. Up until recently, interaction with smart products and services often did not live up to users’ expectations due to technical limitations. But artificial intelligence is opening up new ways to achieve these interactions, and the European Telecommunications Standards Institute (ETSI) is looking to provide theoretical frameworks for how to make these interactions more user-centric.This is why the ETSI User Group’s latest work are two technical reports titled ‘User Centric approach in Digital Ecosystem.’ Both reports were presented during an ETSI webinar held this Thursday. The first part was published in November 2022 and the second one just weeks ago in March.ETSI is a not-for-profit standardization organization that works closely with the European Commission and the European Free Trade Association (EFTA) on setting technical standards. Its User Group special committee issues recommendations for standards-makers on how to make ICT products and services more user-centric.The reports offer a Proof of Concept (PoC) study for smart ID including a user profile model, which ETSI refers to as a “digital clone.” This model is application independent, and users keep in control of their data, according to the report. The Proof of Concept is building the use case of an active profile for smart ID that would allow AI to offer an answer crafted in natural language.“According to this approach, the Smart Identity needs to have a sufficient knowledge for the user interface to anticipate and respond to the user’s needs and expectations, with a more in-depth analysis of the digital ecosystem,” the report states.ETSI also analyzes different use cases and identifies areas requiring standardization and regulation. The final step is to describe and implement the Smart Interface based on Smart ID for a smart interaction between the user and the digital ecosystem, the report says.Users should be at the center of the digital ecosystem, Jean-Yves Monfort, ETSI User Group chair said during the webinar.“Users nowadays are fully mobile: They move, change networks, terminals, while wanting seamless continuity of service, security, safety and end-to-end Quality of Service,” says Monfort. “It, therefore, forces the entire digital ecosystem to provide the services it chooses which it personalizes according to the principle ‘anywhere anytime, any how, any device, every service for everyone’.”

Sweden’s most popular digital identity provider BankID is launching a new digital ID card that will serve a similar function and contain the same information and portrait photo as ID documents.The service is expected to be available before summer, Swedish newspaper Dagens Nyheter reports.BankID is Sweden’s most common e-ID. Out of 10.4 million Swedes, around 8.4 million use BankID with the vast majority choosing its mobile version. In 2022, it was used no less than 6.7 billion times, including identifications as well as signing. The company currently has 6,150 businesses, authorities and organizations offering the service for identification.Users will be able to show the new digital ID while buying alcohol and other goods that require age verification as well as collecting parcels at the post office. However, the ID will not replace traditional identification while traveling within Schengen countries or dealing with the government.“The digital ID is a solution which BankID is offering but it is up to every individual government agency and company if they want to accept it,” BankID’s spokesperson Charlotte Patakytold told local media. “It is not possible to use it when you are flying out of the country. For that you’ll need a passport.”Users that want to present their digital ID card will have to verify their identity in the BankID app with a valid Swedish passport or national ID card. Companies will be able to verify the digital ID by scanning a QR code in the app. BankID also added biometrics support last year.The Swedish government recently issued a report stating that the introduction of a national e-id with the highest level of security is “extremely urgent.” In December 2022, the country formed an inquiry into developing a government-issued digital ID with results set to be published in May 2024.BankID is run by the company Finansiell ID-Teknik BID, which in turn is owned by seven banks.

Stateless persons as well as newborns in Rwanda will be among those able to have a digital identity card if a legislative amendment proposed by the country’s government comes to fruition.The proposal to amend the 2008 law on the registration of persons and the issuance of the national ID card will allow for the creation of the Rwanda Single Digital ID system (SDID).The digital ID will come in two versions, authorities say, namely a physical card which will have a QR code containing biometric data, and an unprinted version that uses biometrics to access the ID. The ID number assigned to children will be part of their birth registration data which can be revised till the child attains the legal age to carry a national ID, officials say.Making the proposal to members of parliament on 20 April, the Minister of ICT, Paula Ingabire, emphasized the importance of the digital ID system as a propeller of social and economic progress, KT Press reports.The Minister said the system is part of efforts by the government in Kigali to simplify access to public services and drive the digital economy, while easing the social living conditions of citizens.The Rwanda digital ID scheme is a project to be funded to the tune of US$40 million by the World Bank, and Ingabire says it will be executed within a period of three years after the legislative framework has been put in place.That’s why the government hopes the legislative amendment, which was suggested following feasibility studies by an African Development Bank-funded initiative, can be sorted out as soon as possible, the outlet notes.Authorities say the draft legislation was put together drawing inspiration from best practices in digital ID systems in countries like Canada, Estonia, Singapore, India, Malaysia, and the Philippines.The upcoming system, the Minister adds, will help close the gaps currenting existing in the country’s legacy ID architecture. Staff are being trained to adapt to the new ID system, which seeks to also harmonize the population register database.These plans come as Rwanda has already made gains in decentralizing birth registration to increase the rate of birth certificate issuance, a credential required for issuing national ID cards.Several other countries have also recently moved to prioritize the registration of newborns and stateless people.Ghana’s Vice President, Mahamudu Bawumia, while mentioning the strides of the Ghana digital ID card during a recent event at Harvard University, announced that the country also plans to start issuing digital ID cards to children from June.Early this year, Vietnam also proposed issuing chip-based ID cards to children under the age of six.On the issue of stateless persons, Kenya recently began a process to issue legal ID to members of the Pemba community, descendants of a group of people who settled in the country in the 1930s. The club of countries introducing biometrics for SIM card registration continues to expand with Mozambique being the latest to unveil its plans. The government says the about 15 million citizens using mobile telecommunications services in the country will be expected to biometrically register their SIM cards in the next six months. In Ghana, the exercise has been ongoing for the past months and the National Communications Authority (NCA) has called on telcos to suspend the lines of those who failed to complete stage two of the registration process by 31 March. In The Philippines, the registration deadline looms, but many have not completed the process due to the document requirements imposed.New SIM registration rules in MozambiqueA newly instituted decree signed on 11 April in Mozambique requires all those registering SIM cards to provide their fingerprint and face biometrics in addition to other identity credentials such a national ID card, passport or driver’s licence.The decree, which approves the Regulation on the Registration of Telecommunication Services, also calls for the registration of all mobile devices, and reseller and distribution agents of telecommunication services.The changes will be enforced by the country’s Regulatory Authority for Communication (INCM).A seminar was held recently in the capital Maputo to popularize the decree, with a data science expert Reinaldo Zezela explaining that biometrics will “allow easy identification of the perpetrators of crimes in the sector, who today, due to lack of this information, commit fraud, with us left unable to identify or recognize them,” according to a report attributed to local publication Carte de Mozambique.Zezela said the biometric data will enable authorities better identify telecoms users who will also be issued a unique telecommunications number.Also, the new registration will have two databases, the expert said. One will hold the ID information of subscribers, their SIM cards and devices, while the other will be dedicated to information on fraud or attempted fraud by mobile service users.The new rules, as explained by Zezela, provide sanctions for those who fail to comply with the new SIM registration requirements.The regulations will be operationalized within 30 from the day of signature of the decree. The decree comes after the council of ministers approved the proposal early in March.Lesotho and Namibia are among the latest countries in African to introduce biometric registration for SIM cards.Over 8M unregistered SIM cards risk deactivation-In the meantime, in Ghana, SIM cards which had not gone through the second stage of registration before 31 March are to be blocked, according to a government directive.The NCA had called on users to fully register their SIMs before this date, as seen in announcements on its Facebook page, or their SIMs would be blocked by 17 April.This is not the first time SIM cards whose users defaulted on government directives have been blocked. We have seen that through time, from December 2022 to (this month). We only see the challenges today, that is why we are pushing for an extension,” says Globe Chief Sustainability and Corporate Communications Officer Yolly Crisanto.An executive of DITO Telecommunity Corp. echoed Crisanto’s criticism of the government ID requirement.A lawmaker in the country appealed to the Department of Information and Communications Technology (DICT) to extend the process, the Manila Bulletin reports, with turnout reported at under 40 percent of mobile account subscribers.  The DICT rejected the appeal.The deadline for SIM registration in April 26.

With politics complicating a legislative response to unregulated firearms, there is a push to pursue the fortification of schools with enhanced security, including biometrics.Gun safes, barriers and facial analytics-Some believe the problem lies in securing school rifles. WYFF News reports that, in Oconee County, S.C., 18 schools are getting biometrically secured gun safes for secure storage of patrol rifles that can be accessed by school resource officers (SROs) more quickly than guns locked in their cars.SROs have the exclusive ability to unlock the safes, using their fingerprints and codes.In Brazil, which has seen a spate of school shootings, Fola de Sao Paulo reports there is enthusiastic support for more comprehensive building renovation and fortification, including new barriers, metal detectors and facial recognition systems.In the 30 days leading up to April 17, more than 100 bills related to physical solutions were proposed in the legislative assemblies of 26 states.Brazil has had nine school attacks in the last eight months. In the 20 years prior to that, there were only 13.In the U.S., too, facial recognition is finding its way into schools. According to Oosto, which sells surveillance and facial recognition services, a system that uses facial scans to detect threats and persons of interest enables SROs to bypass identification verification and respond more immediately to system alerts.Not everyone agrees that biometric monitoring is the best answer.In 2020, the state of New York enacted a moratorium on biometric security systems. But many schools are wading into murky territory by pursuing grants to procure facial analytics tools.In an Oosto site post, Chief Marketing Officer Dean Nicholls cites a report from the National Centre for Education Statistics that says nearly 80 percent of elementary schools and 94 percent of high schools already use cameras in their security systems. “Students are already being surveilled,” he writes. Of course, there is a difference between passive recording to which Nicholls refers and the active identification and monitoring of individuals with biometric surveillance.According to an article by New York Focus reporter Rebecca Heilweil, despite concerns from some parents about bias, privacy and data misuse, some schools continue to file applications for state assistance to procure software that uses biometrics. Even some in the industry have flagged wobbly legal ground. Motorola Solutions, parent company of Vancouver, Canada-based Avigilon, a video surveillance vendor, claims to have had orders from four New York school districts. Executives have told state authorities that their software’s use of “appearance signatures” could violate local laws.Without more active regulation, the requests for such technology will only increase. The question remains: Will walls, lockboxes and new ways to watch keep kids safe? Sadly, there will be opportunities to find out.

The Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) agreed to the ceasefire “following intense negotiations,” Secretary of State Antony Blinken said in a statement shortly before the truce took effect from midnight local time.Previous bids to pause the conflict failed to take hold, but both sides confirmed they had agreed to the three-day halt.Into the Land: A Tale of Two Cities-“This ceasefire aims to establish humanitarian corridors, allowing citizens and residents to access essential resources, healthcare, and safe zones, while also evacuating diplomatic missions,” the RSF paramilitary tweeted.In a statement on Facebook, the SAF said it would also abide by the ceasefire on condition its rivals did so.UN Secretary-General Antonio Guterres warned earlier that Israel is offering to mediate between warring factions in Sudan and has reportedly invited their leaders to the country for ceasefire talks.Over 420 people, including at least 273 civilians, have been killed, and more than 3,700 wounded, since fighting erupted on April 15 between forces loyal to army chief Abdel Fattah al-Burhan and those of his deputy-turned-rival Mohamed Hamdan Daglo, who commands the paramilitary Rapid Support Forces (RSF).The chaos has led foreign nations to begin evacuating their citizens, while millions of Sudanese unable to flee battles in Khartoum and across the country try to survive acute shortages of water, food, medicines, and fuel, as well as power and internet blackouts.Citing unnamed Foreign Ministry officials, the Walla news site reported that Foreign Minister Eli Cohen and the ministry’s director-general Ronen Levy have been in direct contact with Burhan and Dagalo since the fighting erupted and urged them to reach a ceasefire.Senior figures in the Mossad intelligence agency, which has spearheaded contacts with Dagalo while the Foreign Ministry manages ties with Burhan, have reportedly relayed similar messages.The Foreign Ministry officials quoted in the report said neither Burhan or Dagalo ruled out Israel’s offer to host negotiations and appeared to be considering it seriously.“Since the start of hostilities in the country, Israel has been working different channels to bring about a ceasefire and the advancement in recent days is very encouraging,” Foreign Minister Eli Cohen said in a statement to Hebrew media outlets.“If there is a way Israel could assist in ending the fighting, we would be very happy to do so,” added Cohen, who visited Sudan in February.Israel’s offer joins a flurry of diplomatic activity taking place since hostilities erupted last week as the international community attempts to broker a ceasefire. Five people were wounded in a car-ramming terror attack near Jerusalem’s Mahane Yehuda market on Monday afternoon, police and medics said.The Magen David Adom ambulance service said its medics treated five people at the scene on the corner of Agrippas and Ki’ach streets, including an elderly man in serious condition.The man, in his 80s, later underwent surgery for multisystemic injuries and doctors were continuing to fight to save his life, said Dr. Alon Schwartz, head of trauma at Shaare Zedek hospital.A woman in her 30s was listed in moderate condition with injuries to her limbs and will likely also require surgery, Schwartz said.Three others were listed in good condition, including a 50-year-old man and two men aged 25. The five were taken to Shaare Zedek and Hadassah Ein Kerem hospitals in Jerusalem.Graphic amateur video footage showed an armed civilian shooting into the car’s window as a wounded man lay on the hood of the vehicle. Several other victims were seen strewn across the street.“A citizen who witnessed the incident and was near the scene shot and neutralized the terrorist, and later he was declared dead at the scene,” police said in a statement, calling the ramming a terror attack.The Palestinian driver was identified as 39-year-old Hatem Najma, a father of five from the Beit Safafa neighborhood, which straddles the Green Line that marked Israel’s pre-1967 boundaries. As soon as the stubborn multi-year La Niña finally came to an end, global temperatures soared, and if a rapidly intensifying El Niño takes its place, this entire year could end as the hottest ever on record.March 2023 is now the 2nd hottest March ever recorded for the globe, according to NASA, NOAA, the Japanese Meteorological Agency, and the EU's Copernicus Climate Change Service. The only March warmer was in 2016 — a year now characterized as the hottest on record overall. Mainly, 2016's top ranking was due to human-caused climate change largely from burning fossil fuels, but there was a noticeable contribution by the strongest El Niño we’ve ever experienced.This time series of March global temperatures from 1850-2023 shows March 2016 as the hottest month of March on record, with March 2023 now ranking as second hottest. (NOAA NCEI)This 2nd hottest March follows a January that ranked as 7th warmest and the 4th or 5th warmest February we’ve seen in over 140 years.The rapid advancement in the rankings for March is partly due to rising sea surface temperatures in the equatorial Pacific Ocean. If you had clear skies Sunday night, then you may have been treated to a spectacular showing of the aurora borealis.Sunday night’s auroras were caused by a large coronal mass ejection (CME) on Friday that spewed a cloud of solar plasma towards the Earth. Fortunately, the densest part of the plasma cloud missed the Earth and we only got the edge of it. As a result, some people may have experienced minor electronic interference on Sunday afternoon. The showstopper, however, was the vibrant northern lights dancing across the sky.The auroras could be seen over the majority of Canada, if it wasn’t overcast for your area, that is. The solar storm was so powerful, in fact, that the lights could be seen well south of the border.This particular CME was a ‘halo’ CME due to the solar flare having a cone structure, which makes the cloud of solar plasma that ejects outwards look like a large ring (or halo).

Amal — Arabic for Hope — got a two-for-one when Mars photobombed some of the images. It was the closest a spacecraft has been to Deimos in almost a half-century.The spacecraft also observed the little explored far side of the odd-shaped, cratered moon, just 9 miles by 7 miles by 7 miles (15 kilometers by 12 kilometers by 12 kilometers).Mars’ other moon, Phobos, is almost double that size and better understood, since it orbits much closer to Mars — just 3,700 miles (6,000 kilometers) away, the closest of any planet’s moon in our solar system.Deimos’ orbit around Mars stretches 14,000 miles (23,000 kilometers) out. That’s close to the inner part of the spacecraft’s orbit — “which is what made observing Deimos such a compelling idea,” said the mission’s lead scientist Hessa al-Matroushi.“Phobos has got most of the attention up until now — now it’s Deimos’ turn!” she added in an email.Al-Matroushi and other scientists with the UAE Space Agency said these new images indicate Deimos is not an asteroid that got captured in Mars’ orbit eons ago, the leading theory until now. Abortion based on sex determination is a powerful method of perpetuating gender inequalities, the Delhi High Court has said, emphasising the law must have teeth to sternly deal with such situations till attitudinal changes at the family level are achieved.The restriction of access to foetal sex information is directly related to the problem of misogyny which affects women of all socioeconomic backgrounds not only in this country but globally as well, the court said.Justice Swarana Kanta Sharma made the observations while passing a slew of directions to the authorities for strict implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques Act, 1994 (PCPNDT Act).The high court’s order came while refusing to quash an FIR against a doctor who was booked under several sections of the PCPNDT Act after a raid was conducted at a hospital in New Delhi on information regarding illegal sex determination.It, however, set aside as bad in law the cognisance taken by the trial court in the absence of any complaint filed by the appropriate authority under Section 28 of the Act.The court said the well-intended and well-implemented PCPNDT Act and Rules are meant to intervene to combat gender imbalance.“The social context of the Act as well as the offence need to be remembered, and it has to be kept in mind that the gender-based violence, whether be it the safety of a female child after birth or even when she is not born, is not only the concern of the State but also of the Courts of law," it said.“While the attitudinal changes have to start from every family, till the said goal is achieved, the law must have teeth to deal with such situations with a stern hand," Justice Sharma said.The Act undoubtedly has had a positive impact to some extent in creating fear of conducting such tests, however, the need for a safe womb for a female foetus was another issue which was sought to be addressed by this Act, he said.The court said the past sex ratio date demonstrates a preference for male offspring, and various governments have implemented several schemes for ensuring the safety of a girl child, however, attitudinal changes are essential to ensure the safety of an unborn female.“Sex-determination-based abortion is a powerful method of perpetuating gender inequalities.
