CHICAGO (AFP) - Storms that spun tornadoes and dropped pounding hail in the central United States, killing six people, barreled toward the east coast Friday, bringing hope for relief to parched southern states suffering the worst drought in a century. About 30 tornadoes were reported from the Great Lakes to the Gulf of Mexico Thursday as unusually warm temperatures created instability not normally seen this late in the year, the national weather service reported.More tornadoes could strike Friday as the storm system moves toward the east coast, weather service spokesman Pat Slattery said.A hazardous weather warning was issued for much of the US eastern seaboard.It's high winds and it's generating tornadoes, Slattery said.That's a little unusual for this time of year... it takes heat and usually we don't have that kind of heat.
The town of Williamston, Michigan was particularly hard-hit as a tornado and high winds knocked down trees, power lines and killed two people whose house was blown into a pond.The storm blew the house off its foundation, said Sgt. Matthew Flint. The whole house was blown into the pond.A semi-truck driver was also hurt when the wind rolled his truck over as he was driving on the highway, Flint said.A third person was killed in Michigan when his mobile home was rolled off its foundation by a tornado that created a debris field several hundred feet long. A wood house nearby was also demolished.A kiteboarder on Lake Washington in Seattle was dragged to his death by high winds which also forced the cancellation of some area ferry runs and knocked out power to nearly 300,000 homes, the Seattle Post-Intelligencer reported.Two people were also killed early Thursday morning when a tornado struck in rural Missouri.
It came down kind of like a lightning bolt, said Monroe county commissioner Glenn Turner. The rest of the county damage was minimal.The electricity went out shortly before the storm struck and a man went out to check on a woman in a mobile home. They were both thrown a great distance by the wind which carried the trailer a third of a mile from its foundation before it smashed to the ground.An 11-year-old boy was struck by lightning in Chicago Thursday as a sudden storm swept through the windy city, dumping marble-sized hail on people heading home from work.The boy was taken to hospital but is expected to recover, a fire department spokesman told AFP.But the storm will bring welcome relief to southern states suffering from the worst drought in 113 years, said Douglas Le Comte, a drought specialist with the weather service. Some areas will see major relief but we don't expect to see (the drought) go away any time soon, Le Comte said in a telephone interview. There are critically low water levels with impacts on cities like Atlanta, he explained. If they don't get rainfall relief they have only a three month supply of water for drinking in the reservoir.Much of the Tennessee river valley is in an excessive or extreme drought condition and officials have imposed strict water restrictions, he said.
The big rain deficits started in the beginning of the year and drought conditions started in spring and have been getting worse because of the excessive heat, he said. Because of the la Nina effect some areas will probably see return to dry conditions this fall and winter.

NEW YORK - The Dow Jones industrial average dropped more than 360 points Friday — the 20th anniversary of the Black Monday crash — as lackluster corporate earnings, renewed credit concerns and rising oil prices spooked investors. The major stock market indexes turned in their worst week since July after Caterpillar Inc., one of the world's largest construction equipment makers, soured investors mood Friday with a discouraging assessment of the U.S. economy. In a week dominated by mostly negative results from banks facing difficult credit markets and rising mortgage delinquencies, investors appeared surprised that an industrial name was feeling an economic pinch, too.Reports from Honeywell International Inc. and 3M Co., themselves big industrial names, gave investors little incentive to take chances on the market. In one bright spot, Google Inc. rose after reporting stronger-than-expected profits.Investor sentiment took another hit when Standard & Poor's downgraded another batch of residential mortgage-backed securities, adding to investor unease about credit quality. The latest reduction follows a similar move earlier in the week and affects more than 1,400 classes.

For the week, the S&P 500 fell 3.92 percent and the Nasdaq fell 2.87 percent.Friday's pullback pales in comparison to what investors had to contend with 20 years ago. On Oct. 19, 1987 — Black Monday — the Dow plunged 23 percent amid concerns about interest rates and slowing economic growth. A decline of similar proportion given the market's current levels would mean a drop of some 3,100 points.Friday's decline — the third biggest point and percentage drop this year — was the 9th biggest point drop in the Dow since Black Monday.A drop Friday in the NYSE composite index proved steep enough to trigger trading curbs, which puts restrictions on certain kinds of sell orders and are meant to help stabilize the market. These type of protections were put in place as part of the response to Black Monday.Bonds prices rose again Friday, extending a rally to an unusual five sessions. The yield on the benchmark 10-year Treasury note, which moves inversely to the price, fell to 4.40 percent from 4.50 percent late Thursday. The dollar was mixed against other major currencies, while gold prices fell.
After touching $90.07 overnight, light, sweet crude fell 87 cents to settle at $88.60 on the New York Mercantile Exchange. Prices have spiked due amid forces such as a weak dollar and thin supplies at a key Midwest oil terminal.Illustrating investors unease, the Chicago Board Options Exchange's volatility index, known as the VIX, and often referred to as the fear index, spiked Friday, jumping 24 percent.Investors are starting to get concerned about both the pace of the U.S. economy and the pace of earnings growth, said Art Hogan, chief market strategist at Jefferies & Co.

The company raised its forecast for full-year earnings. An analyst, however, described profit margins at the company's transportation and automation and controls segments as disappointing. The stock declined $2.37, or 3.9 percent, to $58.32. 3M, the maker of Scotch tape and Post-It Notes, said its quarterly profit jumped 7 percent amid strong growth across all regions, but sales missed expectations. The company raised its profit outlook for the year. The company also announced plans to cut prices on its profitable films for LCD television screens. The stock fell $8.11, or 8.6 percent, to $86.62.
Wachovia Corp. fell $1.74, or 3.6 percent, to $46.40 after reporting third-quarter profits fell 10 percent due to write-downs related to difficult credit market conditions. The nation's fourth largest bank signaled increasing credit troubles ahead. Google rose $5.09 to $644.71 after the search engine leader said advertising spending lifted third-quarter profit by 46 percent. Declining issues outnumbered advancers by more than 5 to 1 on the New York Stock Exchange, where consolidated volume came to a heavy 4.05 billion shares compared with 3.13 billion shares traded Thursday. The Russell 2000 index of smaller companies fell 26.24, or 3.18 percent, to 798.79. Overseas, Japan's Nikkei stock average closed down 1.71 percent. Britain's FTSE 100 fell 1.23 percent, Germany's DAX index fell 0.47 percent, and France's CAC-40 fell 0.46 percent. LISBON: President Nicolas Sarkozy of France and Prime Minister Gordon Brown of Britain endorsed Tony Blair on Friday to be the European Union's first permanent president, even as critics questioned how a leader from a nation deeply skeptical of the EU could take over the new high-profile post.European leaders agreed early Friday to a new treaty for the 27-member bloc that creates the post of EU president to represent Europe internationally on issues such as climate change, bilateral relations and development. The post could finally make it clear whom Washington should call when it wants to speak to Europe, as Henry Kissinger once put it.As rumors swirled at the summit meeting over who should be the new president - with Prime Minister Anders Fogh Rasmussen of Denmark; Prime Minister Jean-Claude Juncker of Luxembourg; and a former Polish president, Aleksander Kwasniewski, also cited as possible candidates - Brown insisted that Britain's charismatic former prime minister was singularly qualified.
The new EU president is to replace a cumbersome system by which EU leaders and nations rotate holding the presidency every six months. The new post would come into effect in January 2009.Tony Blair would be a great candidate for any significant international job, Brown said. Referring to Blair's current job as the EU's Middle East envoy, he added: As you know, the work that he is doing in the Middle East is something that is of huge international importance.

LISBON, Oct. 19 (Xinhua) -- European Union (EU) leaders reached an agreement on a landmark reform treaty early Friday, laying the foundation for reforming the 27-nation bloc. The new treaty, in place of the defunct constitution treaty rejected by French and Dutch voters in 2005, aims to streamline the EU's decision-making mechanism in face of a globalized world and an enlarged bloc.
Concessions were made to several countries after marathon talks, which dragged into early hours of Friday. The following are the main points of the treaty finally agreed on by all EU members.
Without constitutional or super state suggestion
This was unchanged from what had been agreed on by EU leaders at their previous summit in June. The reform treaty drops the constitutional concept and the term constitution is abandoned. There is no article mentioning the symbols of the EU such as the flag, the anthem or the motto, which may suggest a super state nature for the EU. Even the denominations like law and framework law are also rejected. It is no longer a single document replacing the complex and overlapping set of EU treaties, but an amending treaty to the previous ones, such as Maastricht and Nice treaties.
Voting mechanism
A double majority voting system is introduced to the Council of the EU, a decision-making body composed of member states' ministers, which means a decision needs approval from at least 55 percent of the number of member states representing 65 percent of EU's total population. Member states will cede the present veto powers. More policy areas will be governed by the double majority voting system, notably in justice and home affairs, but subjects that are sensitive for national sovereignty, such as tax, social security, foreign policy and defense will continue to require unanimity. Under a compromise, the reform treaty will allow Britain and Ireland to opt out of the judicial cooperation in criminal matters and police cooperation, but they can not prevent others from moving forward without them. In order to overcome determined objection of Poland, the EU leaders reached a compromise deal in June, under which the voting scheme will apply as from 2014, with a three-year transition period until 2017. During the transition period, any country can invoke the old voting rules.
Poland's last-ditch demand for the so-called Ioannina mechanism, which allows a minority group of states disagreeing with a resolution to freeze it for a considerable period of time to be planted into the treaty, was also satisfied in effect. Under a compromised arrangement, though there will be no Ioannina clause in the treaty, the European Council will adopt a declaration on the substance of the Ioannina mechanism, making it legally binding. In addition, the declaration will be attached with a protocol, which requires consensus in any change to the Ioannina mechanism.
Institution
The European Council, which comprises 27 leaders of member states, will have a new president, in place of the current six-month rotating presidency. The president will be elected by the EU leaders to serve a renewable term of two years and a half. In an effort to improve efficiency, the European Commission, the EU's executive arm, will be reduced in size, with the total number of its commissioners to be two-thirds of member states. Currently, each of the 27 member states appoints a member to the commission. Meanwhile, the role of the commission's president will be strengthened. The number of the European Parliament members will be reduced from 785 to 751, instead of 750 as originally planned in the draft. The allocation of national seats will be based on each country's total population, and the extra seat is for Italy, which complained about losing the most seats under the original plan.
New EU foreign policy chief
A new post of EU foreign policy chief will be created in the treaty. The formal title is High Representative of the European Union for Foreign Affairs and Security Policy, instead of Foreign Minister of the EU as envisaged in the constitutional treaty, due to Britain's opposition. The new foreign policy chief will take over the jobs from present foreign policy chief Javier Solana and EU External Relations Commissioner Benita Ferrero-Waldner. The new chief, who is at the same time a Vice President of the European Commission, will chair meetings of the 27 EU foreign ministers and head a combined foreign service with both national and EU diplomats.
More saying for national parliaments
National parliaments will have more power to influence the EU decision-making, as demanded by the Netherlands. The period given to national parliaments to examine draft legislative texts and to give a reasoned opinion will be extended from six to eight weeks.
If a draft legislative act is contested by at least one third of national legislatures as beyond the EU's competence, it will be sent back to the European Commission for re-examination.
Charter of Fundamental Rights
The reform treaty will make an EU's Charter of Fundamental Rights legally binding on all member states except Britain, who won an exemption to relieve its concern that the Charter may affect its labor laws. Poland is also seeking an opt-out from the Charter for fear of conflicts with its laws on family and morality.
Get-out clause

JERUSALEM - A majority of Israeli lawmakers have signed a petition against any attempt by Prime Minister Ehud Olmert to transfer parts of Jerusalem to the Palestinians, a parliamentarian said Friday. Olmert said last week for the first time that some Arab neighborhoods of the city might not remain under Israeli control in the future. He has not said if Israel has offered any concessions on the disputed holy city in talks with the Palestinians.Yisrael Katz of the opposition Likud Party distributed a petition calling on the prime minister not to give up any part of the city. A total of 61 lawmakers in the 120-seat Knesset signed the petition, Katz said.The message is clear: Olmert has no mandate to compromise on Jerusalem, Katz said Friday.
Katz said his petition was signed not only by opposition lawmakers but also by members of Olmert's coalition government — including two Cabinet ministers and 13 members of Olmert's own centrist Kadima Party.Israeli governments have in past peace talks proposed giving up some parts of the city that Israel considers its capital but the sides never agreed on how to divide up the city and its fate was one of the main obstacles that has blocked a final peace arrangement.The Palestinians demand the return of all of east Jerusalem, which Israel captured in 1967, including control over a disputed holy site in the walled Old City.The new petition indicated that Olmert will find it difficult, if not impossible, to get an agreement that includes a division of Jerusalem ratified by parliament.Also Friday, a top Israeli-Palestinian team met as part of efforts to negotiate a joint statement to be revealed at a U.S.-sponsored regional conference next month.Palestinian negotiator Saeb Erekat said the meeting was in-depth but he would not say if any progress was made. (IsraelNN.com) The head of the Manhigut Yehudit (Jewish Leadership) faction in the Likud party, Moshe Feiglin, is putting pressure on the party's leader, Opposition Head Binyamin Netanyahu, to announce that he will not honor any agreement that cedes parts of Jerusalem, if and when he becomes Prime Minister.
In a letter made public Tuesday, Feiglin demanded that Netanyahu announce without delay that the Likud movement sees negotiations on Jerusalem's future as illegitimate and that a future government headed by the Likud will not consider itself bound by decisions reached in such negotiations.Feiglin, who received 23% of the registered Likud members' votes in the August primaries, warned that if Netanyahu does not rise to the challenge within the next few days, he will act to convene the Likud's Central Committee (Merkaz) in order to force a decision that makes it incumbent on the Likud's elected leaders to see any decision about dividing Jerusalem as an illegitimate one, which is not to be honored.

Zechariah's warning to Bush and Condi

The Palestinians and Israelis are scheduled to meet at the Naval Academy in Annapolis, Md., this November. This major peace summit is the brainchild of the Bush administration and is under the supervision of U.S. Secretary of State Condoleezza Rice. Though most of the world – especially the Arab world – seems dubious about the summit's prospects for success, the United States appears bent on forcing some sort of peace upon that troubled region. To do so, Secretary Rice is pressuring Israel to drop all of its redline demands. Redlines are the points that cannot be conceded. Both sides have redlines. Both sides have points they will not give up, boundaries they will not cross. But the State Department is pressuring Israel to drop all of its redline conditions. For the first time, the division of Jerusalem is on the table. Since 1967, Israel had steadfastly claimed a united Jerusalem as its eternal capital, never to be divided again.
I will never forget when Gen. Moshe Dayan first stood before the Western Wall after the amazing six-day victory in June of 1967. He dramatically declared, We have returned to all that is holy in our land. We have returned never to be parted from it again.Evidently, to Prime Minister Ehud Olmert, eternal and never means about 40 years. According to the Israeli newspaper Haaretz, the Palestinians are pressuring Secretary Rice to guarantee that Israel will relinquish sovereignty over the Temple Mount. What's more, they're making this guarantee a pre-condition before they'll even show up at the conference! According to a senior Palestinian official quoted by Haaretz, No Arab country would agree for a final-status arrangement in which the Temple Mount was not in Muslim hands, particularly not Saudi Arabia.So, while Israel is not permitted any redline issues, the Palestinian redlines are not only permitted, but Secretary Rice is seeking guarantees of Israeli acceptance of them. And their No. 1 redline demand is that Israel must surrender the very heart and soul of Judaism as the price of admission to even start discussing peace. Just suppose for a moment that Israel and the Muslims were in reverse circumstances. Can you imagine the reaction to Israel demanding that the Muslims guarantee the surrender of Mecca as a precondition to discussing peace? The world would consider such a demand unthinkable. Yet, according to a report in WorldNetDaily, Secretary Rice singled out areas of Jerusalem that will become part of a future Palestinian state. She reportedly told Palestinian negotiators that she would publicly blame Israel for the failure of next month's summit if the Jewish state didn't agree to evacuate east Jerusalem neighborhoods.
Rice traveled to the Middle East this week to help the Israelis and Palestinians formulate a joint statement ahead of November's conference. The Palestinians want the statement to outline specifically a Palestinian state including the Gaza Strip, West Bank and essentially all of east Jerusalem, which includes not only the Muslim holy places, but those of the Jews and Christians as well. They are ostensibly to be put under Jordanian supervision. But I remember what that was like before June 1967. There were walls and barbed wire separating East Jerusalem from Israel. Christian pilgrims had to carry their own luggage across an intimidating no man's land of about 40 meters while unfriendly Jordanian soldiers looked on. I am stunned the Bush administration is pressuring Israel to agree to all of the Palestinian demands in advance, with the threat that they'll be blamed for the summit's failure if they don't. In view of this, my question is, What's the point of the conference? What's left to negotiate? President Bush and Secretary Rice have already done the Palestinians' negotiating for them. And all of this despite the fact that the Palestinians have not lived up to one prerequisite condition outlined in Bush's own Road Map for Peace.You know, I fear for both President Bush and Secretary Rice. I also fear for my beloved country. They must be ignorant of a prophecy God made 2,500 years ago through the Hebrew prophet Zechariah. It applies to this precise time and situation in history. God said, Behold, I will make Jerusalem a cup of drunkenness to all the surrounding peoples. … The people surrounding Jerusalem are all the current Muslim nations. As predicted, they have become intoxicated over possessing Jerusalem. Like drunken people, their emotions, inflamed with religious zeal, are causing them to do unwise, reckless and violent things. The truth is hardly any Muslims traveled to visit Jerusalem before the Jews returned to it. Now you would think there is no other holy place on earth as important to them.
These are the exact conditions Zechariah predicted would be part of the last stages of this age. He continues, And it shall happen in that day that I WILL make Jerusalem a very heavy stone for ALL PEOPLES. … – meaning the entire world. Now here's the punch line: ALL who would seek to heave it away will surely be cut in pieces. The original Hebrew makes the meaning of this even clearer. It reveals that everyone who tries to remove the heavy burden of the Jerusalem crisis will be utterly destroyed for getting involved with it. Isaac and Ishmael's fight over possession of Jerusalem has drawn the whole world into it – just as the prophets predicted. It is the culmination of Ishmael's 4,000-year-old hatred of his half-brother Isaac, the forefather of the Israelites. I pray that somehow this message will get through to President Bush and Secretary Rice. This prophecy applies to this very moment in which we live. And in light of what they are forcing on Israel, it applies to them personally. While Bush and Rice strive to create legacies for themselves – just as most presidents have tried to do with the Middle East conflict for the last 40 years – they not only endanger themselves, but also endanger this nation with the divine curse promised above. Mr. President, there is nothing on this earth worth what you are doing. In the power of God's Spirit, I warn them both, Stop, before it's too late!

Sobering, apocalyptic talk from President Bush yesterday....during a press briefing at the White House, the President was asked about Vladimir Putin's visit with Mahmoud Ahmadinejad in Tehran and the threat posed by this emerging Russian-Iranian nuclear alliance....the President warned that World War III could break out if Iran gets nuclear weapons....here is an excerpt from the official transcript: I believe that if Iran had a nuclear weapon, it would be a dangerous threat to world peace. We've got a leader in Iran who has announced that he wants to destroy Israel. So I've told people that if you're interested in avoiding World War III, it seems like you ought to be interested in preventing them from have the knowledge necessary to make a nuclear weapon.....as the President was speaking to reporters at the White House, I had the privilege of speaking to a group of military leaders at the Pentagon on what Putin's historic and unprecedented trip to Iran means and how Mahmoud Ahmadinejad's eschatology is driving Iranian foreign policy....the event was off-the-record, meaning I'm not at liberty to share who was in the meeting or any of the specific details....but I can tell you that I gave a condensed version of the same information I've been speaking about publicly in recent weeks....I will be speaking on the same topic on Capitol Hill today with a group of Congressmen who have invited me to discuss the latest events with Putin and Ahmadinejad and what they might mean....here's an executive summary:
* To misunderstand the nature and threat of evil is to risk being blindsided by it. A new evil is rising in the world. Ahmadinejad is the new Hitler. Putin is a new Czar. Yet the West seems to be asleep to the implications of this dangerous new alliance.
* Ahmadinejad is a devout Shia Muslim. He began telling colleagues when he was first elected in the summer of 2005 that the end of the world was just two or three years away. He said the way to hasten the coming of the Islamic Messiah known as the Mahdi or the Twelfth Imam or the Hidden Imam is to annihilate two countries -- Israel, which he says is the little Satan, and the United States, which he says is the Great Satan.
* In September 2005, Ahmadinejad concluded his address to the U.N. by praying that Allah would hasten the coming of the Mahdi.
* Ahmadinejad returned to Iran after that speech and told Shia clerics that as he had spoken at the U.N. he had been surrounded by a halo of light, and that for 27 or 28 minutes not a single person in the General Assembly hall had even blinked, so mesmerized were they -- he said -- but what Allah was saying through him.
* In October 2005, Ahmadinejad gave his famous speech vowing to wipe Israel off the map. In the same speech, he urged the Muslim world to envision a world without the United States, and said this is possible -- a world without America and Zionism -- when our holy hatred strikes like a wave.
* In December 2005, Russia signed a $1 billion arms deal with Iran, selling high-speed missiles to the Ahmadinejad regime, on top of billions of dollars worth of other arms, submarines, and nuclear technology in recent years.
* In September 2006, Ahmadinejad returned to the U.N. and again concluded his address by praying for Allah to hasten the coming of the Mahdi. Throughout 2006 and 2007, he has continued to give regular speeches denouncing Israel and assuring Muslims that the Jewish State will soon vanish.
* In August 2007, Ahmadinejad began shifting gears. He was no longer saying that the end of the world was two or three years away. Now he was saying the return of the Mahdi was imminent.
* In September 2007, Ahmadinejad again spoke at the U.N., as well as at Columbia University in New York City. This time, rather than ending his speeches with a prayer, he began both speeches by asking Allah to hasten the coming of the Mahdi.
* For the past two years, Ahmadinejad has been feverishly trying to build, buy or steal nuclear weapons. He has specifically been building alliances with three nuclear powers, Russia, China and North Korea, in pursuit of his genocidal objectives.
* Despite the apocalyptic rhetoric coming out of Tehran, the military, political and economic relationship between Russia and Iran has intensified dramatically over the past two years. Putin doesn't seem bothered by the talk of genocide. Putin and Ahmadinejad have met regularly. Putin's visit this week to Iran was the first by a Russian leader since 1943.
* Putin didn't meet only with Ahmadinejad in Iran. He also held a summit with the leaders of several Central Asian/Caspian Sea nations and issued a threat to the U.S. not to intervene militarily to stop Iran's nuclear program.
* No one is entirely certain why Putin is building an alliance with such radical Islamic regimes. Russia is certainly making billions of dollars from their arms and nuclear deals. Putin clearly wants to rebuild the glory of Mother Russia. He is becoming a Czar, centralizing power to himself and now saying he will step down as president in 2008 but stay in power as prime minister.
* As an emerging Czar, Putin wants to expand Russia's borders and influence. But he can't go West, because NATO is moving East. Putin can't go East because he borders a nuclear China. He recently claimed sovereignty over the North Pole. But his real opportunity to build a global, anti-Western empire lies to the South. So Putin is feverishly working to build alliances with Islamic and Arab powers, including Iran, Syria, Lebanon, Sudan, Libya, Algeria, and several Central Asian states, as well as Indonesia, the largest Muslim country in the world.
* Still, given Russia's experience in Chechnya, it doesn't really make sense that Russia would arm radical Islamic nations, or help them go nuclear.
* The Bible offers an intriguing clue to what could be happening. In Ezekiel 38-39, the Hebrew Prophet Ezekiel foretold a Russian-Iranian alliance that would form with a group of other North African, Middle Eastern, and Central Asian states in what the Bible calls the last days. For most of the past 2,500 years since the prophecy was writtten, this had never happened. But it seems to be happening now.
* No one knows exactly when these prophecies will be fulfilled in their entirely. I certainly do not. My 2005 political thriller, The Ezekiel Option, was a fictional look at how these prophecies might play out, if they were to play in my lifetime. Epicenter is a non-fiction look (both the book and the documentary film) at these prophecies and the current dynamics in Russia, Iran and the rest of the region. It considers the possibility that we might actually be closer to the fulfillment of these prophecies that anyone in the political, business or media worlds has expected.
* One curious development worth noting: Ezekiel 36 and 37 have already come true in our lifetime. These are the famous prophecies that say that in the end times, Israel will be reborn as a nation, Jews will pour back into the Holy Land after centuries of exile, they will make the deserts bloom, they will rebuild the ancient ruins, and have an exceedingly great army. Since these dramatic events have already happened, it begs the question: Could Ezekiel 38-39 -- what Bible scholars call the War of Gog and Magog -- also come true in our lifetime? This remains to be seen. But current events are raising lots of intriguing questions.
As I write in Epicenter, I am not trying to persuade people that these events are coming to pass soon. I'm trying to raise awareness of the threats we face as Americans, the threats our friends in Israel face, and the threats that everyone in the epicenter faces --, Jews, Muslims and Christians alike. I'm trying to make people aware of prophecies that intrigue me personally, and that may have relevance for our time. And I'm trying to motivate people to do more to care for the needs of the suffering and threatened people of the epicenter, specifically through the work of The Joshua Fund, the non-profit group that Lynn and I launched last year.While I cannot say whether people in the Pentagon or Congress or the White House share my views, I am both intrigued and grateful that they are interested and have invited me to share my perspective.At this moment in history, let us pray faithfully and earnestly for our political and military leaders, as well for the leaders in Israel, Russia, Iran and the epicenter. As the Apostle Paul wrote in I Timothy 2:1-4: First of all, then, I urge that entreaties and prayers, petitions and thanksgivings, be made on behalf of all men, for kings and all who are in authority, so that we may lead a tranquil and quiet life in all godliness and dignity. This is good and acceptable in the sight of God our Savior, who desires all men to be saved and to come to the knowledge of the truth.

1 Now concerning spiritual gifts, brethren, I would not have you ignorant.
2 Ye know that ye were Gentiles, carried away unto these dumb idols, even as ye were led.
3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
4 Now there are diversities of gifts, but the same Spirit.
5 And there are differences of administrations, but the same Lord.

THE GIFT OF FAITH
Here were not talking about the measure of Faith but the Gift of Faith. Its the God givin ability to believe God for the impossible
in a situation. This is not the faith imparted at Salvation for daily provision. This is that faith that comes by the Word of God and through PRAYER. It comes for a reason and a season.
ROMANS 12:3
3 For I say, through the grace given unto me, to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith.
Now this verse is not the Gift of Faith, the Gift of Faith is the ability to believe God for the impossible. This faith does not
grow. The Measure of faith at Salvation grows, develops. Its the faith in Romans 10:17
ROMANS 10:17
17 So then faith cometh by hearing, and hearing by the word of God.
As you here the Word of God in your life Faith grows. The Gift of Faith goes a step furthur then the measure of Faith, Its a knowing that the impossible has been done in your Spirit. The Gift of Faith is operational when the atmosphere is right, when the annointing is strong. The Gift of faith comes and is released by unity, the unity of other believers with you. Its an instant faith by PRAYER for a moment in time you need it.
The Gift of Faith comes by PRAYER, The measure of faith for every day life come by the hearing and reading of the Word of God.
THE GIFT OF HEALINGS
There are various Healings in Matthew 8:3 Immediately
MATTHEW 8:3
3 And Jesus put forth his hand, and touched him, saying, I will; be thou clean. And immediately his leprosy was cleansed.
Sometimes the Healing is Gradual.
JOHN 4:52
52 Then enquired he of them the hour when he began to amend. And they said unto him, Yesterday at the seventh hour the fever left him.
Sometimes it comes through the spoken Word.
MATTHEW 8:8
8 The centurion answered and said, Lord, I am not worthy that thou shouldest come under my roof: but speak the word only, and my servant shall be healed.
Often through JESUS this gift comes in to operation.
LUKE 5:17
17 And it came to pass on a certain day, as he was teaching, that there were Pharisees and doctors of the law sitting by, which were come out of every town of Galilee, and Judaea, and Jerusalem: and the power of the Lord was present to heal them.
The Power of the Lord was present to Heal it says. The Gift of Healing, comes into operation, mostly and often really when the Presence of JESUS is so powerful and so real.
It also comes by the annointing of Oil and Prayer.

14 Is any sick among you? let him call for the elders of the church; and let them pray over him, anointing him with oil in
the name of the Lord.
Paul the Apostle had all 9 Gifts, so we as Christians will have all - not just one operating in our lives also.

THE WORKING OF MIRACLES GIFT
The working of Miracles deals not only with the Physical. But extends to every area of the Christian Life. Its the Performance
of something which is against the law of nature.

33 And with great power gave the apostles witness of the resurrection of the Lord Jesus: and great grace was upon them all.
This is the one and only gift that defeats every obsticle of Satan. This is the one and only gift that literally destroys every
weapon of the Enemy against our Faith.
Today in this world of ours day there are rising Religions that can debate you and win. But they can not argue with the Power
of God.

In Tulsa, more than 7,000 people were at the Oktoberfest festival when the tents collapsed at 7:30 p.m. Wednesday. Five of those hurt remained hospitalized Thursday, and three were in serious condition with head injuries, concussions and lacerations, said Tina Wells, spokeswoman for the Emergency Medical Services Authority.The storm brought wind gusts ranging from 65 mph to nearly 90 mph, said Steve Piltz, a Weather Service meteorologist. Tulsa County was under a tornado watch and severe thunderstorm warning when the storm hit the tents, he said. Less than an hour earlier, the skies had been clear, said Tulsa Mayor Kathy Taylor.

LISBON, Portugal - European Union leaders endorsed a reform treaty Friday to replace their failed European constitution and give the 27-nation union a more influential say in world affairs, diplomats said. The new treaty will take effect in 2009 if it passes national parliamentary votes and referendums.With this new treaty, Europe has overcome an impasse that lasted for several years, said Portuguese Prime Minister Jose Socrates, who hosted the EU summit.
Europe has emerged stronger from this summit, stronger to face global issues, stronger to take its role in the world and also to increase confidence in our economy and in our citizens, he told reporters.The pact aims to achieve the same thing as the constitution that collapsed in 2005 when it was rejected in French and Dutch referendums: to expand the union's global influence by translating its economic might into a bigger diplomatic punch.It will do so though quicker decision-making, more majority voting, more powers for the EU and give the bloc more power to act on global issues such as defense, energy security, climate change and migration.Agreement on the treaty came after the EU leaders overcame last-minute reservations on minor points by, notably, Poland and Italy.Italy won an extra European Parliament seat, while Poland held out for a complex voting formula making it tougher for large EU nations to outvote smaller ones.
Basically Poland got what it wanted, Polish President Lech Kaczynski said. The whole operation of the EU Reform Treaty is now crowned with success.While it lacks the constitution's most contentious elements — such as EU flag and anthem — it will give its foreign and security affairs chief a seat on the EU executive Commission with control over the EU's multibillion dollar aid budget and its extensive network of diplomats and civil servants.
There will also be a smaller, more efficient EU executive and an EU president — chosen by the EU leaders for five-year terms — to facilitate consensus and represent the union abroad. In the future an exit clause will make it possible for nations to leave the EU.

LISBON (AFP) - EU leaders broke more than two years of political deadlock early Friday by approving a new treaty of reforms filling the void left by the bloc's aborted constitution. The European Union's Portuguese presidency said the agreement closed the chapter on a crisis that has gripped the EU since French and Dutch voters rejected the proposed constitution in mid-2005.With this accord Europe has emerged from its institutional crisis, Portuguese Prime Minister Jose Socrates told journalists shortly after the deal was clinched at a Lisbon summit.Socrates said that leaders would formally sign what will become the treaty of Lisbon in the Portuguese capital on December 13.The treaty aims to give the first serious update to the EU's decision-making architecture since 10 mostly former communist countries joined in May 2004 followed by Bulgaria and Romania in January this year.In this case we're really talking about a historic agreement and it really gives the European Union a capacity to act in the 21st century, European Commission chief Jose Manuel Barroso said.EU leaders sealed the deal after overcoming Polish and Italian gripes about the treaty in last-minute wrangling on the sidelines of the two-day summit which opened Thursday.
Poland had threatened to veto the deal if the treaty does not give authority to the so-called Ioannina mechanism, named after the Greek city where it was agreed upon, which allows a minority of nations to temporarily block EU decisions.But after tough bargaining, President Lech Kaczynski said that Poland got everything it wanted. I'm very happy this business is behind us. Italian Prime Minister Romano Prodi obtained an extra seat in the European Parliament in a compromise easing Italian concerns that the country would emerge with fewer lawmakers under the new treaty than EU heavyweights France and Britain.The compromise leaves Italy on a par with Britain and with one seat fewer than France.
Britain also had many reservations about the treaty, but obtained red line opt-outs in key areas at the last EU summit in June.The UK's red lines are secured, said British Prime Minister Gordon Brown, attending his first summit since succeeding Tony Blair, the British national interest has been protected.The Polish and Italian leaders were only satisfied after French President Nicolas Sarkozy and veteran EU summiteer, Luxembourg Prime Minister Jean-Claude Juncker, held lengthy tete-a-tetes with them.Treaty talks aside, the summit was abuzz with the announcement in Paris that Sarkozy and his wife Cecilia had divorced.Meanwhile, at least 150,000 people demonstrated near the summit venue calling for the EU leaders to give a bigger place to social issues in the Union.
After signing the treaty in December, member states will have one year to ratify it so that it can come into effect, as planned, on January 1, 2009.EU leaders deem the reform treaty essential because the bloc's rules have not had a serious update since 10 mostly former communist countries joined in May 2004, followed by Bulgaria and Romania in January this year. Like the constitution, the treaty includes plans for a European foreign policy supremo and a more permanent president to replace the current cumbersome and expensive rotating six-month presidency system. It also streamlines decision-making by cutting down the number of EU decisions which would require unanimous support from member states. With the treaty deal clinched the EU heads of state and government will be able to turn their attention on Friday to the other issues on their agenda: global warming and globalisation.

NEW YORK - Wall Street pared its losses to finish mostly flat Thursday but remained uneasy after disappointing results from Bank of America Corp. provided further evidence that the credit crisis is hurting the economy. The Dow Jones industrial average, which fell as much as 60 points early in the session, rebounded as bargain hunters entered the market, betting Thursday's dismal data could convince the Federal Reserve to lower rates again.Still, investors remained spooked after BofA — considered a bellwether for the banking industry because it has branches across the country — said significant dislocations in the capital markets sent third-quarter profits down 32 percent. Citigroup Inc. and Washington Mutual Inc. reported similar results in recent days.
Banks and brokerages have been hurt during the third quarter in the fallout from the subprime mortgage crisis. As people with weak credit defaulted on loans at an alarming rate, it triggered a global aversion for risk that led the credit markets to freeze up.
Treasurys rallied and the dollar fell to a new low against the euro after the Labor Department said the number of newly laid off workers filing claims for unemployment benefits shot up last week by the largest amount since February. The report was far worse than economists expected, and signaled that the labor market could be starting to weaken from a downturn in housing and the global credit turmoil.There are so many factors going on right now between the dollar getting crushed, oil moving higher, and news out of the banking sector, said Greg Church, chief investment officer of Church Capital Management. Yet, it is amazing to me that this market continues to lift its head. The market came back somewhat because there's that whole camp that thinks any bad news is good news that the Fed will lower rates.
The Dow fell 3.58, or 0.03 percent, to 13,888.96.
Broader indexes finished mixed. The Standard & Poor's index fell 1.16, or 0.08 percent, to 1,540.08, while the technology-heavy Nasdaq composite index added 6.64, or 0.24 percent, to 2,799.31. Tech shares have outperformed this week as some investors lately regard profits at some of these companies to better withstand an economic slowdown.The yield on the benchmark 10-year Treasury note, which moves inversely to prices, fell to 4.50 percent from 4.55 percent late Wednesday. Light, sweet crude rose $2.07 to settle at a record $89.47 a barrel on the New York Mercantile Exchange.Disappointing results from BofA made some investors wary about quarterly results yet to arrive.Washington Mutual and Bank of America announcements reminds people that there is a housing issue out there, and that its tough to analyze on how bad it can get before it gets better, said John C. Forelli, portfolio manager for Independence Investment. What we need is some confidence that other parts of the economy are reaccelerating as a result of the rate cuts.
Technology could be one bright for uneasy investors Friday. After Thursday's closing bell, Google Inc. posted a 46 percent jump in its third-quarter profit, topping the big expectations that have elevated the Internet search leader's stock price by more $100 during the past month. Google, which ended the regular session up $6.14 at $639.62, rose in heavy after-hours trading.About 60 members of the Standard & Poor's 500 index have reported quarterly results so far this week. Most of the attention has been on the nation's biggest banks, which reported mostly disappointing results on write-downs from leveraged loans, mortgages, and consumer credit.
Bank of America fell $1.18, or 2.4 percent, to $48.85.
Washington Mutual tumbled $2.55, or 7.7 percent, to $30.52 after it reported quarterly profit plunged 72 percent. The stock hit a 52-week low of $30; its previous low was $31.27. E-Trade Financial Corp. late Wednesday reported an unexpected loss because of its exposure to credit markets. The discount brokerage's shares tumbled $1, or 8 percent, to $11.47. The Russell 2000 index of smaller companies edged up 0.14, or 0.02 percent, to 825.03. Declining issues led advancers by a thin margin on the New York Stock Exchange, where consolidated volume came to 3.13 billion, shares compared with 3.50 billion traded Wednesday. RAMALLAH, West Bank - Palestinian negotiators on Thursday dismissed claims that momentum for peace has stalled, saying Israel and the Palestinians still have their sights set on framing a shared vision of peace. There is no crisis at all, said Ahmed Qureia, the lead negotiator, playing down an accusation from his own president that Israel has been undermining preparations for an upcoming U.S.-brokered peace summit.Qureia spoke after U.S. Secretary of State Condoleezza Rice wrapped up a four-day visit to the region meant to lay the groundwork for the conference. The U.S. hopes the gathering, expected to take place in November or December, will launch formal peace talks between Israel and the Palestinians.Throughout Rice's visit, Palestinian officials, including President Mahmoud Abbas, accused Israel of being intransigent and damaging the pre-summit atmosphere.But Thursday, Qureia said he remained hopeful a deal would be reached, though he acknowledged much work lay ahead.We are still preparing for intensified negotiations that will take place before the conference in order to reach a joint document, he told The Associated Press.
The Palestinians want to come to the meeting with a detailed joint statement on what peace talks are to produce, complete with timetable for the establishment of a Palestinian state. Israel, seeking greater flexibility, wants a broad statement low on specific commitments.Qureia met with the head of the Israeli team, Foreign Minister Tzipi Livni, on Thursday, Palestinian officials said, adding that the teams would meet Friday.In another interview with the AP, Palestinian negotiator Saadi el-Krunz agreed there was no crisis yet, saying he was hopeful — but not sure — the sides can agree on the wording of the document in time for the conference.El-Krunz said the teams have met twice so far, and plan to meet about three times a week. MOSCOW - Israeli Prime Minister Ehud Olmert pressed Russian President Vladimir Putin on Thursday to support new sanctions against Iran over its nuclear activities and urged Russia not to sell arms to Iran or Syria. Olmert's brief, abruptly announced visit came days after Putin traveled to Iran and met with its president, Mahmoud Ahmadinejad, who has publicly called for Israel's demise. During the trip, Putin vowed to support Iran's pursuit of nuclear energy and warned outside forces — an apparent reference to the U.S. — against attacking Tehran.In a three-hour meeting with Putin, Olmert expressed his opinion that effective sanctions by all the international community would have the potential to stop Iran pursuing the nuclear path, said Miri Eisin, the Israeli prime minister's spokeswoman.Russia has resisted further U.N. sanctions against Iran over its refusal to halt uranium enrichment and other activities that Israel and the U.S. say are aimed at developing nuclear weapons. Russia's mantra is that the standoff over Iran's nuclear program can only be solved through diplomacy. By hosting Olmert days after meeting with Iranian leaders, Putin may have been casting himself as an irreplaceable bridge between Iran and its fiercest critics.
He spoke to Ahmadinejad. Now he's speaking to Olmert, he will be in a position to act as a go-between, said Meir Javedanfar, a Tehran-born Middle East analyst. Russia has used its clout as a veto-wielding U.N. Security Council member to water down two sets of sanctions against Iran over its refusal to halt uranium enrichment, which can lead to development of weapons. Israeli Foreign Minister Tzipi Livni called Wednesday for a new set of sanctions without the type of compromises that have been needed to secure Russian and Chinese support in the past. Although the Iran nuclear standoff was the foremost issue, Olmert also conveyed Israel's concern over the Iranian and Syrian desire to acquire weapons from Russia of types that could change the balance in the area, Eisin said.
Eisin did not give details about Israel's concerns.
The Israeli newspaper Yediot Ahronot reported that Russia plans to provide Syria with surface-to-air missiles and anti-aircraft missiles it has never before sold to another country. Russia disputes Israeli claims that Russian arms sold to Syria have been used by Hezbollah guerrillas in Lebanon. Moscow insists its weapons deals with Syria and Iran have complied with international law and have not disrupted the balance of power in the region.

JERUSALEM (AFP) - Half of Israel's 120 members of parliament have signed an opposition petition opposing any division of Jerusalem with the Palestinians, the privately owned Channel 10 television said Thursday. Among the signatories to the petition circulated by right-wing Likud party MP Israel Katz are 15 members of Prime Minister Ehud Olmert's centrist Kadima party, the television added.
Under Israeli law, any territorial concession on Jerusalem must be approved by an absolute majority of MPs.The prime minister hinted on Monday he would be willing to give up some annexed neighbourhoods of occupied east Jerusalem, such as Shufat refugee camp, al-Sawahra and Walajeh, in a final peace deal with the Palestinians.

KARACHI, Pakistan - A suicide bombing in a crowd welcoming former Prime Minister Benazir Bhutto killed at least 126 people Thursday night, shattering her celebratory procession through Pakistan's biggest city after eight years in exile. Two explosions went off near a truck carrying Bhutto, but police and officials of her party said she was not injured and was hurried to her house. An Associated Press photo showed a dazed-looking Bhutto being helped away.Officials at six hospitals in Karachi reported 126 dead and 248 wounded. It was believed to be the deadliest bomb attack in Pakistan's history.Bhutto flew home to lead her Pakistan People's Party in January parliamentary elections, drawing cheers from supporters massed in a sea of the party's red, green and black flags. The police chief said 150,000 were in the streets, while other onlookers estimated twice that.The throngs reflected Bhutto's enduring political clout, but she has made enemies of Islamic militants by taking a pro-U.S. line and negotiating a possible political alliance with Pakistan's military ruler, President Gen. Luckily the bus had a downstairs enclosed compartment for her to go and rest in, and she just happened to be there when it went off, so she wasn't on top in the open like rest of us, so that just saved her.Evidence available at the scene is suggesting it was a suicide bombing ... (that) exploded near police vehicles, destroying the two police vans escorting Benazir Bhutto's truck, police officer Raja Umer Khitab said. He said several policemen died.At the scene of the attack, bodies lay motionless in the street, under a mural reading Long Live Bhutto on the side of the truck.People were shouting for help but there was no one to help them out. It smelled like blood and smoke, said AP photographer B.K. Bangash, who was 150 feet from Bhutto's truck when he heard a small blast just before midnight.The bombs exploded just after the truck crossed a bridge about halfway on the 10-mile journey from the airport to the tomb. The United States condemned the violent attack in Pakistan and mourns the loss of innocent life there, said Gordon Johndroe, foreign affairs spokesman for President Bush. Extremists will not be allowed to stop Pakistanis from selecting their representatives through an open and democratic process.Richard Haass, president of the New York-based Council on Foreign Relations, said the attack emphasized that one of the fundamental realities of Pakistan today is that the government is not in total control of the country.
He said he did not think Musharraf would declare a state of emergency, saying there were more serious challenges to state authority recently, like the summer battle between militants and police at Islamabad's Red Mosque. The bloodshed marred what had been a jubilant day for Bhutto. She received a rapturous welcome from tens of thousands of supporters, many craning from tree branches and foot bridges to glimpse her return.

Bhutto had paved her route back to Pakistan through negotiations with Musharraf, a longtime political rival whose rule she has often condemned but whose proclaimed mission to defeat Islamic extremism she shares.
The talks yielded an amnesty covering the corruption charges that made Bhutto leave Pakistan, and could lead to a political alliance uniting moderates in parliamentary elections for a fight against militants allied with al-Qaida and the Taliban. U.S. officials are believed to still favor Musharraf, despite his sagging popularity, over his two main civilian rivals — Bhutto and Nawaz Sharif, the elected premier ousted by the general in a 1999 coup and sent back into exile when he tried to return last month. Washington considers Musharraf a source of stability in a nuclear-armed country fighting militants along the border with Afghanistan, an area where Osama bin Laden may be hiding. Still, amid the uncertainty that parliamentary elections will establish a U.S.-friendly government, the United States wants Pakistan to at least keep moving toward democracy — and Bhutto's return could help that goal. Musharraf had urged Bhutto to delay her return because of political uncertainty in Pakistan, including a pending court challenge to his presidential election victory this month. The Supreme Court will rule soon on whether he was eligible to compete in the vote by lawmakers, since he also holds the post of army chief. If he is confirmed for a new five-year presidential term, Musharraf has promised to quit the military and restore civilian rule. Bhutto said there was still a long way to go in political reconciliation with Musharraf, but added that she expected the court to decide in his favor. After flying in, Bhutto declared she returned to fight for democracy and to help Pakistan shake off its reputation as a hotbed of international terrorism. That's not the real image of Pakistan. The people that you see outside are the real image of Pakistan. These are the decent and hardworking middle-classes and working classes of Pakistan who want to be empowered so they can build a moderate, modern nation, she said. Bhutto became leader of the Pakistan People's Party more than two decades ago after the military's 1979 execution of its founder, her father Zulfiqar Ali Bhutto, a populist prime minister still exalted by many Pakistanis as the finest leader in the country's 60-year history. She served twice as the democratically elected prime minister between 1988 and 1996 — the first female premier in the Muslim world — but both governments fell amid allegations of corruption and misrule. PARIS, Mo. - Storms that raked the Plains and Southeast tossed up a mobile home in Missouri early Thursday, killing both people inside, and spawned a tornado in Florida that sent mall shoppers and children at a day-care center running for cover. More than 30 people were injured Wednesday night when high winds blew through an Oktoberfest festival in Tulsa, Okla., collapsing two tents on the crowd.In rural northeastern Missouri, the state Highway Patrol said Kent Ensor and Kristy Secrease had sought refuge in Secrease's mobile home in Monroe County as a tornado approached. Their bodies were found about 400 feet from where the home had been.The mobile home's frame was found three-quarters of a mile away, with debris as far as two miles away.The National Weather Service classified the storm as an F-2 tornado that traveled one mile and had wind speeds up to 135 mph.
Ensor, 44, was a hog farmer from a well-known family, and Secrease, 25, managed Ensor's 11,000-hog operation. They had been dating for about a year, neighbors said.Everybody knows everybody here, said Jim Lovelady. This hurts.Joey Crigler's mobile home down the road from the Ensor farm was spared damage. Despite living in a wide-open area prone to severe weather, Crigler said, he and Ensor didn't worry about their safety.It's just one of those things you kind of laughed about and then go on, he said.
Several twisters hit southwestern Missouri, where a home was destroyed but no injuries were reported.A tornado late Thursday morning in Pensacola, Fla., damaged the city's major shopping mall as violent thunderstorms swept across the western Panhandle.Eddie English Jr., a department store stock manager, said he heard the wind outside the store suddenly speed up and get louder. Then mall security guards entered the store and ordered 200 to 300 employees and shoppers into the basement.Lindsey Lassiter, manager of the mall's Express for Men store, said water poured in from her shop's damaged ceiling. In downtown Pensacola, electricity was out and streets were filled with several inches of water from rain that began around dawn.Escambia County sheriff's spokesman Glenn Austin said the Greater Little Rock Baptist Church's roof was damaged, as was its day-care center. In Tulsa, more than 7,000 people were at the Oktoberfest festival when the tents collapsed at 7:30 p.m. Wednesday. Five of those hurt remained hospitalized Thursday, and three were in serious condition with head injuries, concussions and lacerations, said Tina Wells, spokeswoman for the Emergency Medical Services Authority.The storm brought wind gusts ranging from 65 mph to nearly 90 mph, said Steve Piltz, a Weather Service meteorologist. Tulsa County was under a tornado watch and severe thunderstorm warning when the storm hit the tents, he said. Less than an hour earlier, the skies had been clear, said Tulsa Mayor Kathy Taylor.
The wind came up incredibly quick, and I don't think anyone can prepare for those kinds of winds, said Michael Sanders, the promotions chairman for the Oktoberfest event. North of Tulsa, five people were injured and 25 mobile homes and travel trailers were damaged when the storm hit a mobile home park between Oologah and the Washington County line, the Oologah-Talala Emergency Medical Services District reported. None of the injuries was believed to be life-threatening, officials said. LISBON, Portugal - European Union leaders endorsed a reform treaty Friday to replace their failed European constitution and give the 27-nation union a more influential say in world affairs, diplomats said. The new treaty will take effect in 2009 if it passes national parliamentary votes and referendums.With this new treaty, Europe has overcome an impasse that lasted for several years, said Portuguese Prime Minister Jose Socrates, who hosted the EU summit.
Europe has emerged stronger from this summit, stronger to face global issues, stronger to take its role in the world and also to increase confidence in our economy and in our citizens, he told reporters.The pact aims to achieve the same thing as the constitution that collapsed in 2005 when it was rejected in French and Dutch referendums: to expand the union's global influence by translating its economic might into a bigger diplomatic punch.It will do so though quicker decision-making, more majority voting, more powers for the EU and give the bloc more power to act on global issues such as defense, energy security, climate change and migration.Agreement on the treaty came after the EU leaders overcame last-minute reservations on minor points by, notably, Poland and Italy.Italy won an extra European Parliament seat, while Poland held out for a complex voting formula making it tougher for large EU nations to outvote smaller ones.
Basically Poland got what it wanted, Polish President Lech Kaczynski said. The whole operation of the EU Reform Treaty is now crowned with success.While it lacks the constitution's most contentious elements — such as EU flag and anthem — it will give its foreign and security affairs chief a seat on the EU executive Commission with control over the EU's multibillion dollar aid budget and its extensive network of diplomats and civil servants.
There will also be a smaller, more efficient EU executive and an EU president — chosen by the EU leaders for five-year terms — to facilitate consensus and represent the union abroad. In the future an exit clause will make it possible for nations to leave the EU.

LISBON (AFP) - EU leaders broke more than two years of political deadlock early Friday by approving a new treaty of reforms filling the void left by the bloc's aborted constitution. The European Union's Portuguese presidency said the agreement closed the chapter on a crisis that has gripped the EU since French and Dutch voters rejected the proposed constitution in mid-2005.With this accord Europe has emerged from its institutional crisis, Portuguese Prime Minister Jose Socrates told journalists shortly after the deal was clinched at a Lisbon summit.Socrates said that leaders would formally sign what will become the treaty of Lisbon in the Portuguese capital on December 13.The treaty aims to give the first serious update to the EU's decision-making architecture since 10 mostly former communist countries joined in May 2004 followed by Bulgaria and Romania in January this year.In this case we're really talking about a historic agreement and it really gives the European Union a capacity to act in the 21st century, European Commission chief Jose Manuel Barroso said.EU leaders sealed the deal after overcoming Polish and Italian gripes about the treaty in last-minute wrangling on the sidelines of the two-day summit which opened Thursday.
Poland had threatened to veto the deal if the treaty does not give authority to the so-called Ioannina mechanism, named after the Greek city where it was agreed upon, which allows a minority of nations to temporarily block EU decisions.But after tough bargaining, President Lech Kaczynski said that Poland got everything it wanted. After signing the treaty in December, member states will have one year to ratify it so that it can come into effect, as planned, on January 1, 2009.EU leaders deem the reform treaty essential because the bloc's rules have not had a serious update since 10 mostly former communist countries joined in May 2004, followed by Bulgaria and Romania in January this year. Like the constitution, the treaty includes plans for a European foreign policy supremo and a more permanent president to replace the current cumbersome and expensive rotating six-month presidency system. It also streamlines decision-making by cutting down the number of EU decisions which would require unanimous support from member states. With the treaty deal clinched the EU heads of state and government will be able to turn their attention on Friday to the other issues on their agenda: global warming and globalisation.

NEW YORK - Wall Street pared its losses to finish mostly flat Thursday but remained uneasy after disappointing results from Bank of America Corp. provided further evidence that the credit crisis is hurting the economy. The Dow Jones industrial average, which fell as much as 60 points early in the session, rebounded as bargain hunters entered the market, betting Thursday's dismal data could convince the Federal Reserve to lower rates again.Still, investors remained spooked after BofA — considered a bellwether for the banking industry because it has branches across the country — said significant dislocations in the capital markets sent third-quarter profits down 32 percent. Citigroup Inc. and Washington Mutual Inc. reported similar results in recent days.
Banks and brokerages have been hurt during the third quarter in the fallout from the subprime mortgage crisis. As people with weak credit defaulted on loans at an alarming rate, it triggered a global aversion for risk that led the credit markets to freeze up.
Treasurys rallied and the dollar fell to a new low against the euro after the Labor Department said the number of newly laid off workers filing claims for unemployment benefits shot up last week by the largest amount since February. The report was far worse than economists expected, and signaled that the labor market could be starting to weaken from a downturn in housing and the global credit turmoil.There are so many factors going on right now between the dollar getting crushed, oil moving higher, and news out of the banking sector, said Greg Church, chief investment officer of Church Capital Management. Yet, it is amazing to me that this market continues to lift its head. The market came back somewhat because there's that whole camp that thinks any bad news is good news that the Fed will lower rates.

Technology could be one bright for uneasy investors Friday. After Thursday's closing bell, Google Inc. posted a 46 percent jump in its third-quarter profit, topping the big expectations that have elevated the Internet search leader's stock price by more $100 during the past month. Google, which ended the regular session up $6.14 at $639.62, rose in heavy after-hours trading.About 60 members of the Standard & Poor's 500 index have reported quarterly results so far this week. Most of the attention has been on the nation's biggest banks, which reported mostly disappointing results on write-downs from leveraged loans, mortgages, and consumer credit.
Bank of America fell $1.18, or 2.4 percent, to $48.85.
Washington Mutual tumbled $2.55, or 7.7 percent, to $30.52 after it reported quarterly profit plunged 72 percent. The stock hit a 52-week low of $30; its previous low was $31.27. RAMALLAH, West Bank - Palestinian negotiators on Thursday dismissed claims that momentum for peace has stalled, saying Israel and the Palestinians still have their sights set on framing a shared vision of peace. There is no crisis at all, said Ahmed Qureia, the lead negotiator, playing down an accusation from his own president that Israel has been undermining preparations for an upcoming U.S.-brokered peace summit.Qureia spoke after U.S. Secretary of State Condoleezza Rice wrapped up a four-day visit to the region meant to lay the groundwork for the conference. The U.S. hopes the gathering, expected to take place in November or December, will launch formal peace talks between Israel and the Palestinians.Throughout Rice's visit, Palestinian officials, including President Mahmoud Abbas, accused Israel of being intransigent and damaging the pre-summit atmosphere.But Thursday, Qureia said he remained hopeful a deal would be reached, though he acknowledged much work lay ahead.We are still preparing for intensified negotiations that will take place before the conference in order to reach a joint document, he told The Associated Press.
The Palestinians want to come to the meeting with a detailed joint statement on what peace talks are to produce, complete with timetable for the establishment of a Palestinian state. Israel, seeking greater flexibility, wants a broad statement low on specific commitments.Qureia met with the head of the Israeli team, Foreign Minister Tzipi Livni, on Thursday, Palestinian officials said, adding that the teams would meet Friday.In another interview with the AP, Palestinian negotiator Saadi el-Krunz agreed there was no crisis yet, saying he was hopeful — but not sure — the sides can agree on the wording of the document in time for the conference.El-Krunz said the teams have met twice so far, and plan to meet about three times a week. MOSCOW - Israeli Prime Minister Ehud Olmert pressed Russian President Vladimir Putin on Thursday to support new sanctions against Iran over its nuclear activities and urged Russia not to sell arms to Iran or Syria. Olmert's brief, abruptly announced visit came days after Putin traveled to Iran and met with its president, Mahmoud Ahmadinejad, who has publicly called for Israel's demise. During the trip, Putin vowed to support Iran's pursuit of nuclear energy and warned outside forces — an apparent reference to the U.S. — against attacking Tehran.In a three-hour meeting with Putin, Olmert expressed his opinion that effective sanctions by all the international community would have the potential to stop Iran pursuing the nuclear path, said Miri Eisin, the Israeli prime minister's spokeswoman.Russia has resisted further U.N. sanctions against Iran over its refusal to halt uranium enrichment and other activities that Israel and the U.S. say are aimed at developing nuclear weapons. Iran insists its nuclear program is for energy production alone.Eisen said Olmert's visit was scheduled several days ago, but it was announced only after Putin returned from Iran.As he and Olmert sat down for talks, Putin acknowledged the Israeli leader's dismay over Iran's nuclear program and promised to discuss his meetings in Tehran.

He spoke to Ahmadinejad. Now he's speaking to Olmert, he will be in a position to act as a go-between, said Meir Javedanfar, a Tehran-born Middle East analyst. Russia has used its clout as a veto-wielding U.N. Security Council member to water down two sets of sanctions against Iran over its refusal to halt uranium enrichment, which can lead to development of weapons. Israeli Foreign Minister Tzipi Livni called Wednesday for a new set of sanctions without the type of compromises that have been needed to secure Russian and Chinese support in the past. Although the Iran nuclear standoff was the foremost issue, Olmert also conveyed Israel's concern over the Iranian and Syrian desire to acquire weapons from Russia of types that could change the balance in the area, Eisin said.
Eisin did not give details about Israel's concerns.
The Israeli newspaper Yediot Ahronot reported that Russia plans to provide Syria with surface-to-air missiles and anti-aircraft missiles it has never before sold to another country. Russia disputes Israeli claims that Russian arms sold to Syria have been used by Hezbollah guerrillas in Lebanon. Moscow insists its weapons deals with Syria and Iran have complied with international law and have not disrupted the balance of power in the region.

JERUSALEM (AFP) - Half of Israel's 120 members of parliament have signed an opposition petition opposing any division of Jerusalem with the Palestinians, the privately owned Channel 10 television said Thursday. Among the signatories to the petition circulated by right-wing Likud party MP Israel Katz are 15 members of Prime Minister Ehud Olmert's centrist Kadima party, the television added.
Under Israeli law, any territorial concession on Jerusalem must be approved by an absolute majority of MPs.The prime minister hinted on Monday he would be willing to give up some annexed neighbourhoods of occupied east Jerusalem, such as Shufat refugee camp, al-Sawahra and Walajeh, in a final peace deal with the Palestinians.

KARACHI, Pakistan - A suicide bombing in a crowd welcoming former Prime Minister Benazir Bhutto killed at least 126 people Thursday night, shattering her celebratory procession through Pakistan's biggest city after eight years in exile. Two explosions went off near a truck carrying Bhutto, but police and officials of her party said she was not injured and was hurried to her house. An Associated Press photo showed a dazed-looking Bhutto being helped away.Officials at six hospitals in Karachi reported 126 dead and 248 wounded. It was believed to be the deadliest bomb attack in Pakistan's history.Bhutto flew home to lead her Pakistan People's Party in January parliamentary elections, drawing cheers from supporters massed in a sea of the party's red, green and black flags. The police chief said 150,000 were in the streets, while other onlookers estimated twice that.The throngs reflected Bhutto's enduring political clout, but she has made enemies of Islamic militants by taking a pro-U.S. line and negotiating a possible political alliance with Pakistan's military ruler, President Gen. Pervez Musharraf.An estimated 20,000 security officers had been deployed to protect Bhutto and her cavalcade of motorized rickshaws, colorful buses, cars and motorcycles. Authorities had urged Bhutto to use a helicopter to reduce the risk of attack amid threats from extremists sympathetic to the Taliban and al-Qaida, but she brushed off the concerns.

This is a movement for democracy because we are under threat from extremists and militants.Last month, Bhutto told CNN she realized she was a target. Islamic militants, she said, don't believe in women governing nations, so they will try to plot against me, but these are risks that must be taken. I'm prepared to take them.Leaving the airport, Bhutto refused to use a bulletproof glass cubicle that had been built atop the truck taking her to the tomb of Pakistan's founding father, Mohammed Ali Jinnah, to give a speech. She squeezed between other party officials along a railing at the front and rode high above the street.Her procession had been creeping toward the center of Karachi for 10 hours, moving at a snail's pace while dancing and cheering supporters swarmed around the truck, when a small explosion erupted near the front of the vehicle.That was quickly followed by a larger blast just a few feet from the truck, setting an escorting police van on fire and breaking windows in Bhutto's vehicle. Party members on top of the truck scrambled to the ground, one man jumping while others climbed down a ladder or over the side.Christina Lamb, Bhutto's biographer, said the former premier had just gone to a downstairs compartment in the truck for a rest when the blast went off.
She knew she was a target, I was talking to her about it .... she was worried that the lights were going off, the street lights, and that snipers could be on tops of buildings and bridges, Lamb told Sky News. Luckily the bus had a downstairs enclosed compartment for her to go and rest in, and she just happened to be there when it went off, so she wasn't on top in the open like rest of us, so that just saved her.Evidence available at the scene is suggesting it was a suicide bombing ... (that) exploded near police vehicles, destroying the two police vans escorting Benazir Bhutto's truck, police officer Raja Umer Khitab said. He said several policemen died.At the scene of the attack, bodies lay motionless in the street, under a mural reading Long Live Bhutto on the side of the truck.People were shouting for help but there was no one to help them out. It smelled like blood and smoke, said AP photographer B.K. Bangash, who was 150 feet from Bhutto's truck when he heard a small blast just before midnight.The bombs exploded just after the truck crossed a bridge about halfway on the 10-mile journey from the airport to the tomb. Pools of blood, broken glass, tires, motorcycles and bits of clothing littered the ground. Men carried the injured away from burning cars. One bystander came upon a body, checked for signs of life, and moved on. Some of the injured were rushed into a hospital emergency room on stretchers, and others were carried in rescuers' arms. Many of the wounded were covered in blood, and some had their clothes ripped off. Karachi has a history of violent attacks by Islamic militants, but Thursday's was believed to be the deadliest. In 2006, a suicide bombing killed 57 people, including the leaders of a Sunni Muslim group. The United States condemned the violent attack in Pakistan and mourns the loss of innocent life there, said Gordon Johndroe, foreign affairs spokesman for President Bush. Extremists will not be allowed to stop Pakistanis from selecting their representatives through an open and democratic process.Richard Haass, president of the New York-based Council on Foreign Relations, said the attack emphasized that one of the fundamental realities of Pakistan today is that the government is not in total control of the country.
He said he did not think Musharraf would declare a state of emergency, saying there were more serious challenges to state authority recently, like the summer battle between militants and police at Islamabad's Red Mosque. The bloodshed marred what had been a jubilant day for Bhutto. She received a rapturous welcome from tens of thousands of supporters, many craning from tree branches and foot bridges to glimpse her return.
The 54-year-old politician wept for joy.
I feel very, very emotional coming back to my country, Bhutto told AP Television News at the airport, after passing under a Quran held over her head as she got off the plane. I dreamt of this day for so many months, and years. I counted the hours, the minutes and the seconds just to see this land, sky and grass. I'm so emotionally overwhelmed, she said, dressed in green with a white head scarf to match Pakistan's national flag. Bhutto had paved her route back to Pakistan through negotiations with Musharraf, a longtime political rival whose rule she has often condemned but whose proclaimed mission to defeat Islamic extremism she shares.
The talks yielded an amnesty covering the corruption charges that made Bhutto leave Pakistan, and could lead to a political alliance uniting moderates in parliamentary elections for a fight against militants allied with al-Qaida and the Taliban. U.S. officials are believed to still favor Musharraf, despite his sagging popularity, over his two main civilian rivals — Bhutto and Nawaz Sharif, the elected premier ousted by the general in a 1999 coup and sent back into exile when he tried to return last month. Washington considers Musharraf a source of stability in a nuclear-armed country fighting militants along the border with Afghanistan, an area where Osama bin Laden may be hiding. Still, amid the uncertainty that parliamentary elections will establish a U.S.-friendly government, the United States wants Pakistan to at least keep moving toward democracy — and Bhutto's return could help that goal. Musharraf had urged Bhutto to delay her return because of political uncertainty in Pakistan, including a pending court challenge to his presidential election victory this month. The Supreme Court will rule soon on whether he was eligible to compete in the vote by lawmakers, since he also holds the post of army chief. If he is confirmed for a new five-year presidential term, Musharraf has promised to quit the military and restore civilian rule. Bhutto said there was still a long way to go in political reconciliation with Musharraf, but added that she expected the court to decide in his favor. If the court did not stop his election, it's unlikely to stop the result of that election, she said.
After flying in, Bhutto declared she returned to fight for democracy and to help Pakistan shake off its reputation as a hotbed of international terrorism. That's not the real image of Pakistan. The people that you see outside are the real image of Pakistan. These are the decent and hardworking middle-classes and working classes of Pakistan who want to be empowered so they can build a moderate, modern nation, she said. Bhutto became leader of the Pakistan People's Party more than two decades ago after the military's 1979 execution of its founder, her father Zulfiqar Ali Bhutto, a populist prime minister still exalted by many Pakistanis as the finest leader in the country's 60-year history. She served twice as the democratically elected prime minister between 1988 and 1996 — the first female premier in the Muslim world — but both governments fell amid allegations of corruption and misrule. After Musharraf seized power, she was charged with illegally amassing properties and bank accounts overseas while in office and she left Pakistan.
