(AP) — Rescuers searched for survivors among the ruins of Florida’s flooded homes from Hurricane Ian while authorities in South Carolina waited for daylight to assess damage from its strike there as the remnants of one of the strongest and costliest hurricanes to ever hit the U.S. continued to push north.The powerful storm terrorized millions of people for most of the week, battering western Cuba before raking across Florida from the warm waters of the Gulf of Mexico to the Atlantic Ocean, where it mustered enough strength for a final assault on South Carolina. Now weakened to a post-tropical cyclone, Ian was expected to move across central North Carolina on Saturday morning and reach south-central Virginia by the afternoon.At least 30 people were confirmed dead, including 27 people in Florida mostly from drowning but others from the storm’s tragic aftereffects. An elderly couple died after their oxygen machines shut off when they lost power, authorities said.Meanwhile, distraught residents waded through knee-high water Friday, salvaging what possessions they could from their flooded homes and loading them onto rafts and canoes.“I want to sit in the corner and cry. WASHINGTON (AFP) — The United States would almost certainly discover ahead of time if Russia was preparing a nuclear strike on Ukraine, and Moscow might very well want it known, nuclear weapons experts say.Russian President Vladimir Putin has raised the possibility of using nuclear weapons if Russia’s “territorial integrity” or existence is threatened.Moscow’s declaration Friday that it was annexing four partly-occupied regions of Ukraine potentially meant Russia could consider responding to attacks on the claimed territory with a nuclear strike.Should such an escalation materialize, it would probably be in the form of a smaller tactical nuclear weapon, likely launched on a short-range Iskander ballistic missile, according to experts.While military analysts downplay Moscow’s threats for now and US officials say they have seen no activity indicating such plans, Western defense and intelligence are closely watching to see if real atomic threats emerge.Preparations for an attack would be evident, Pavel Podvig, a senior researcher at the UN Institute for Disarmament Research in Geneva, told AFP.A 2017 report by the institute maps out 47 nuclear storage sites across Russia — 12 national-level facilities and 35 base facilities.These are monitored constantly by intelligence and military surveillance satellites of the United States and other countries.They can even be watched closely by commercial satellites, as shown by the widespread, regularly updated imagery of activities at North Korean nuclear facilities.Podvig says Russia has deployed its strategic or long-range nuclear warheads in the field, on missiles, bombers and submarines.But its non-strategic or tactical nuclear weapons, which number as many as 2,000, are stored and not installed on delivery vehicles like the Iskander, according to Podvig.“There are no Iskanders roaming around with nuclear-armed warheads. Bombardments have intensified as Moscow illegally annexed a swath of Ukrainian territory in a sharp escalation of the war.Kharkiv region Gov. Oleh Syniehubov said the convoy was struck in the Kupiansy district, calling the attack on people who were trying to flee the area to avoid being shelled “сruelty that can’t be justified.”Russian forces have not acknowledged or commented on the attack, apparently the second in two days to hit a humanitarian convoy. Russian troops have retreated from much of the Kharkiv region after a successful Ukrainian counteroffensive last month but continued to shell the area.The attack comes at a pivotal moment in Russian President Vladimir Putin’s war. SEOUL, South Korea (AP) — North Korea on Saturday fired two short-range ballistic missiles toward its eastern waters, South Korean and Japanese officials said, making it the North’s fourth round of weapons launches this week that are seen as a response to military drills among its rivals.South Korea’s military said that it detected the two North Korean missile launches 18 minutes apart on Saturday morning coming from the North’s capital region. Japan’s Defense Ministry said it also spotted the launches.“The repeated ballistic missile firings by North Korea are a grave provocation that undermines peace and security on the Korean Peninsula and in the international community,” South Korea’s Joint Chiefs of Staff said in a statement.It said South Korea strongly condemns the launches and urges North Korea to stop testing ballistic missiles.Toshiro Ino, Japan’s vice defense minister, called the launches “absolutely impermissible.” He said the four rounds of missile testing by North Korea in a week is “unprecedented.”According to South Korean and Japanese estimates, the North Korean missiles flew about 350-400 kilometers (220-250 miles) at a maximum altitude of 30-50 kilometers (20-30 miles) before they landed in the waters between the Korean Peninsula and Japan.Ino, the Japanese vice minister, said the missiles showed “irregular” trajectory. The five other ballistic missiles fired by North Korea on three occasions this week also show similar low trajectories.Some experts say that the weapons are a nuclear-capable, highly maneuverable missiles modeled after Russia’s Iskander missile. But because of deadlock on the UN Security Council, they are a low-cost way for the Kim regime to signal its displeasure with Washington and Seoul’s defense exercises while playing the domestic politics of countering an external threat,” said Leif-Eric Easley, a professor at Ewha University in Seoul.

Scientists say that new Israeli technology could dramatically reduce the side effects of cancer treatments, including chemotherapy, by making precision dosing possible for drugs that are currently administered to the whole body.The invention could also revive numerous treatments that are today considered unsafe and enable doctors to increase doses of some existing medicines, the team from the Technion-Israel Institute of Technology suggests in newly peer-reviewed research.The main focus of the study – and the sole topic of the Technion team’s animal study – is inhibitors, which are drugs that block the growth factors that trigger cancer cells. But a small number of chemotherapies was included in the lab testing and showed promise, the team said, indicating that the technology may also one day be used to reduce chemotherapy side effects.Precision medicines are considered a promising way to treat cancer, but a major challenge is the technology required to deliver medicine to cancerous cells without taking it to other parts of the body.Particles called nano-carriers — also a key ingredient of most coronavirus vaccines — do the job well. But each nano-carrier is compatible with a limited range of drugs, and only a few dozen are available, meaning the vast majority of drugs can’t be given as precision medicine.A Technion biomedical engineering team says it has invented a new nano-carrier, tested it in lab conditions and on mice, and concluded it is likely to make nano-dosing possible for many drugs.“The new nano-carrier actually enabled us to successfully treat mice with a medicine that normally can’t be used due to its intense side effects,” Prof. Yosi Shamay, head of the lab that conducted the research, told The Times of Israel.His team gave mice Trametinib, a drug that can only be used today for melanoma patients and in tiny doses due to its toxicity. The mice received what is considered a safe dose. Mice who received it as a regular drug didn’t get better, while those who received it through targeted nano-carrier delivery ended up with smaller tumors.Shamay commented: “This nano-carrier could enable us to use potentially-lifesaving drugs that simply haven’t been viable because side effects for the necessary dose are too intense. This is exciting. Indications from lab testing are that it will work with many drugs and on a wide range of cancers.”“What is more, this could make existing drugs more effective. As we need to limit doses of some drugs today because of side effects, precision delivery that eliminates concerns of side effects can enable bigger and therefore more effective doses,” he said.Shamay’s lab invented the particle using an unusual process. It built a robot and programmed it to test different combinations of materials after uniting them through different chemical reactions.“By taking a big step in robotic chemistry, we’ve opened up new opportunities for drugs,” Shamay explained.“As of now, most drugs have to be administered as regular oral or injected medicines, which means they end up across the whole body. If this happens 99% of the drug goes to healthy cells and less than 1% goes to the tumor.“This new material enables us to deliver drugs very precisely to solid tumors. Side effects that result from the drug ending up elsewhere in the body can be significantly reduced.“And if you can reduce side effects you can also increase doses — as doses are often determined to limit side effects — you can increase the performance of a drug,” he said.Shamay said that initial testing of the nano-carrier’s ability to keep its payload — namely the drug that is being tested — safe and in stable form was possible using a light-based method. If the drug is stable, then when light is shone on it, it emits almost no light.He carried out this lab testing process on 30 drugs – mostly inhibitors with a small number of chemotherapy treatments. All were stable in the nano-carrier, which Shamay said suggests that the nano-carrier will work with many drugs. THE CONVERSATION (AP) — The Jewish High Holidays are fast approaching: Rosh Hashana and Yom Kippur. While the first really commemorates the creation of the world, Jews view both holidays as a chance to reflect on our shortcomings, make amends and seek forgiveness, both from other people and from the Almighty. Jews pray and fast on Yom Kippur to demonstrate their remorse and to focus on reconciliation. According to Jewish tradition, it is at the end of this solemn period that God seals his decision about each person’s fate for the coming year. Congregations recite a prayer called the “Unetanah Tokef,” which recalls God’s power to decide “who shall live and who shall die, who shall reach the ends of his days and who shall not” – an ancient text that Leonard Cohen popularized with his song “Who by Fire.”Forgiveness and related concepts, such as compassion, are central virtues in many religions. What’s more, research has shown that it is psychologically beneficial.But each religious tradition has its own particular views about forgiveness, as well, including Judaism. As a psychologist of religion, I have done research on these similarities and differences when it comes to forgiveness.-Person to person-Several specific attitudes about forgiveness are reflected in the liturgy of the Jewish High Holidays, so those who go to services are likely to be aware of them – even if they skip out for a snack.In Jewish theology, only the victim has the right to forgive an offense against another person, and an offender should repent toward the victim before forgiveness can take place. Someone who has hurt another person must sincerely apologize three times. If the victim still withholds forgiveness, the offender is considered forgiven, and the victim now shares the blame.The 10-day period known as the “Days of Awe” – Rosh Hashana, Yom Kippur and the days between – is a popular time for forgiveness. Observant Jews reach out to friends and family they have wronged over the past year so that they can enter Yom Kippur services with a clean conscience and hope they have done all they can to mitigate God’s judgment.The teaching that only a victim can forgive someone implies that God cannot forgive offenses between people until the relevant people have forgiven each other. In psychological research, I have found that most Jewish and Christian participants endorse the views of forgiveness espoused by their religions.As in Judaism, most Christian teachings encourage people to ask and give forgiveness for harms done to one another. And Catholicism teaches that there is a category called “mortal sins,” which cut off sinners from God’s grace unless they repent.One of my research papers, consisting of three studies, shows that a majority of Jewish participants believe that some offenses are too severe to forgive; that it doesn’t make sense to ask someone other than the victim about forgiveness; and that forgiveness is not offered unconditionally, but after the offender has tried to make things right.Take this specific example: In one of my research studies I asked Jewish and Christian participants if they thought a Jew should forgive a dying Nazi soldier who requested forgiveness for killing Jews. This scenario is described in “The Sunflower” by Simon Wiesenthal, a writer and Holocaust survivor famous for his efforts to prosecute German war criminals.Jewish participants often didn’t think the question made sense: How could someone else – someone living – forgive the murder of another person? The Christian participants, on the other hand, who were all Protestants, usually said to forgive. They agreed more often with statements like “Mr. Wiesenthal should have forgiven the SS soldier” and “Mr. Wiesenthal would have done the virtuous thing if he forgave the soldier.”It’s not just about the Holocaust. We also asked about a more everyday scenario – imagining that a student plagiarized a paper that participants’ friends had written, and then asked the participants for forgiveness – and saw similar results.Jewish people have a wide variety of opinions on these topics, though, as they do in all things. “Two Jews, three opinions!” as the old saying goes. When the State of Israel was founded, the priority was to put roofs over heads for waves of immigrants fleeing to the young country. Over seven decades later, though the nation has changed dramatically, many of the same housing challenges remain and until recently city planning tended to concentrate on building fast, rather than on creating optimal environments in which to live.When new developments go up, they often come with promises of future infrastructure, including shops, schools, green spaces, public transportation links, clinics and more. In practice, though, these materialize slowly, if at all, turning new neighborhoods into isolated islands cut off from many of the services people need in their daily lives.“The problem is that people view Israel as a temporary project, with planning done on a tactical basis, not a strategic one,” said Haim Feiglin, head of the Haifa district of the Israel Builders Association.But changes in Israel are afoot, underpinned by a philosophy known as the Fifteen Minute City: the idea that everything that is needed for day-to-day living should exist within a 15-minute walk or bike ride from home.This means that within a quarter of an hour’s radius from each home, individuals should be able to access shops, schools, entertainment, culture, green areas, sports activities, public transportation and any services that are necessary for day to day life — including, potentially, work. In the 15-minute city, built to work on a human scale and to limit the impact of human life on the planet, there is no need to leave this circle on a regular basis, reducing carbon emissions and various stresses that come with travel.“For too long, those who live in cities big and small have accepted the unacceptable,”  Carlos Moreno, the French-Colombian guru of the so-called Fifteen Minute City Movement, said in a 2020 TED Talk. “We accept that in cities our sense of time is warped, because we have to waste so much of it just adapting to the absurd organization and long distances of most of today’s cities. KYIV, Ukraine — A Russian strike on the Ukrainian city of Zaporizhzhia killed at least 23 people and wounded dozens, an official said Friday, just hours before Moscow planned to annex more of Ukraine in an escalation of the seven-month war.Zaporizhzhia Regional Governor Oleksandr Starukh made the announcement in an online statement Friday. JTA — On Monday, after finishing Rosh Hashanah services, the congregants of Bat Yam Temple of the Islands headed to the beach to perform the Jewish ritual of tashlich, letting symbols of their sins be swept away by the warm gulf water that surrounds Sanibel Island.By the following day, almost every single person there had headed off the island, fearing the wrath of those same waters as Hurricane Ian bore down on their swath of Florida’s coast.Florida Gov. Ron DeSantis said Sanibel Island experienced “biblical” destruction when the storm hit on Wednesday, bringing with it a predicted 12 to 18-foot surge and punishing winds. The bridge linking the island with the mainland was damaged so severely that no one can access the island — striking fear into Bat Yam members about what has happened to the two couples from the synagogue who stayed despite a county-wide evacuation order.“Nobody has heard from anybody on the island since a little after 3 p.m. Eastern Time yesterday,” Janice Block Chaddock told the Jewish Telegraphic Agency. “I’m happy to be alive, happy that my husband and my mom are alive and I’m on pins and needles about other friends on Sanibel.”While the island appears to be among the places hardest hit by Ian, the storm cut a path of devastation up and down Florida’s west coast and across the mainland. About 2.5 million people are without power in Florida, where officials say there could be many casualties from the storm and that rebuilding could take years.Florida’s most substantial Jewish population centers, in the south near Miami, experienced only heavy rains and wind. By midnight Wednesday night, three ambulances from Hatzoloh, the Jewish emergency service, had arrived, and volunteers from Miami and Boca Raton are now working on logistics such as setting up a generator and Wi-Fi at the temporary shelter.On Thursday, Minkowicz’s group will host a barbecue dinner for people who are out of power or low on supplies, and will also deliver 200 Shabbat dinners to members of the community.“Now it’s a matter of helping people get back on their feet, helping them fix up the houses, getting them food, getting them what to drink, getting them supplies,” Minkowicz said. “That’s our next big job.”Relief efforts from beyond Florida are already underway. In 2004, Hurricane Charley divided Sanibel’s northern neighbor, Captiva Island, into two parts, permanently changing the geography of the area.Block Chaddock, who became a full-time Sanibel resident in 2018 but spent decades visiting her grandparents and mother on the island, remembers the devastation after Hurricane Charley. So many trees were torn down that the islands looked “barren and different,” she said.With what little she does know so far, Block Chaddock has a feeling that the devastation from Hurricane Ian will be much worse.Apart from the collapse of the causeway, which hasn’t happened before, street cam footage from the beginning of the storm Wednesday shows one of Sanibel’s main streets, Periwinkle Way, flooding several feet within one hour.Bat Yam Temple of the Islands, which only meets for Shabbat services from November to May, is housed in a local church just off of Periwinkle Way. Congregants have no idea if the structure where Rosh Hashanah services took place on Monday is still standing or if their prized Czech Torah rescued from the Holocaust has survived.Congregants don’t expect access by Yom Kippur, the Jewish holiday that begins Tuesday night at sundown. So Rabbi Nicole Luna of Temple Beth El in Fort Myers has invited the Bat Yam community to join her congregation for services.For now, residents of southwest Florida are in shock, hoping the communication systems will be back online soon so they can check in with their friends, neighbors, and family members.Block Chaddock, who chairs Bat Yam’s governance committee and is currently in France with her husband for a work obligation, could account for the locations of several members of Bat Yam’s leadership, many of whom are sheltering in nearby Fort Myers or Naples. But she wishes more of her neighbors had chosen to evacuate.“All I can think about is their health and safety right now,” she said.

FORT MYERS, Fla. – Joy McCormack stood across the road from a stretch of mobile homes, townhouses, and condos now covered in knee-deep flood waters.She watched her neighbors wade to and from their homes, hoping to salvage something from the wreckage. She wondered how her home in the nearby Iona Ranch mobile home park had fared after Hurricane Ian, but she knew the devastation probably took it as well.“I think mine is going to be a total loss,” McCormack said. “It’s the only house I have, and if it’s gone …”Her voice trailed off.For Mitch Stough and his brother Mike, Fort Myers Beach was their livelihood. Now it has been destroyed.“It's leveled,” Mitch told The News-Press, part of the USA TODAY Network.Fort Myers Beach, along with Lee County’s other barrier islands, took the brunt of Hurricane Ian’s assault on Florida’s coastline. The storm, a Category 4 when it made landfall, sent 150 mph winds and a towering storm surge tearing through the town’s center.Fort Myers, with its population of more than 92,000, is a popular city for tourists and spring breakers. The nearby small coastal town of Fort Myers Beach, filled with beachside bars and hotels and resorts, sits on skinny Estero Island, which left it  more vulnerable as Ian pounded the region. The town has a population of nearly 6,000.The cities and towns there were some of the first lashed by the storm. Other areas of the state are still seeing heavy rains and haven't broken free of Ian's grip yet. Local officials, Florida Gov. Ron DeSantis and President Joe Biden say the storm is likely to be historically deadly and costly.Mitch and Mike Stough sheltered on the third floor of the Estero Island Beach Club, where Mike worked. From there, they had a front-row view of the chaos. Waves poured over Estero Boulevard, demolishing the lower floors of buildings and carrying away vehicles, they said. Their car went flying.Mitch, who worked at the landmark Lani Kai resort, said the storm surge stripped the vacation spot's first floor to its structural elements."There’s nothing there," he said. “Fort Myers Beach is gone.”A couple of miles out, boats could be seen thrown against road guardrails, ripped from their storage yards. Closer to the Matanzas Pass Bridge, entire marina buildings were shattered, wooden docks twisted and splintered. Sheriff’s deputies blocked access to Estero Island, saying the bridge was unsafe to cross.On San Carlos Island, rows of houses were savaged by winds and water, shingles stripped, windows shattered. A boat blocked the middle of the road, dragged out of a driveway by the storm. Residents, looking shellshocked, began the monumental task of cleaning up, picking up pieces of debris from their lawns.For Mitch and Mike Stough, there was no coming back: They said they planned to move elsewhere.“There’s nothing here for us. Our jobs are gone. Our car’s gone. There’s nothing open,” he said. “It’s going to take a couple years to get this thing back into shape again.”A few miles west, a chunk of the causeway connecting Sanibel Island to Florida's mainland had fallen into the sea, cutting off access to the barrier island where 6,300 people live.There, the devastation was near total. Aerial video by ABC News shows homes with damaged or missing roofs, some that had drifted off their foundations, and rows of houses surrounded by water from storm surge."Sanibel is destruction. ... It got hit with really biblical storm surge," DeSantis said.He said rescuers were working to bring those who remained on the island to safety. Two people were confirmed dead on Sanibel Island, officials said Thursday evening, part of the total death toll of 14 in the state, though the number was expected to rise dramatically.Further south, the historic beachfront pier in Naples was destroyed, with even the pilings underneath torn out. “Right now, there is no pier,” said Penny Taylor, a Collier County commissioner.Stan Pentz heard the boom of the stormwater rushing into his Iona Ranch mobile home in Fort Myers on Wednesday loud and clear. He said the water rapidly rose up the canals outside his home before bursting through his sliding doors. Pentz held onto the blinds, desperately trying to get out while his home filled with water.Once out, the current dragged him up and around his home to some bushes, where he stayed for three hours. The damage left behind in Hurricane Ian's wake is obvious: the boats piled up in the streets in Fort Myers, the pier ripped in half in Naples.What authorities in Florida don't know yet is how many people died.US President Joe Biden has warned that Ian - which hit on Wednesday as a category four storm - could be the deadliest in the state's history.The focus has now turned to a massive search and rescue operation as Ian heads towards North and South Carolina.So far, more than 700 people had been rescued from Charlotte and Lee Counties, the two worst hit areas, Florida's Governor Ron DeSantis said on Thursday. He warned both counties had been left basically "off the grid" following power outages, which hours later were still affecting some 2.2 million homes and businesses across the state.However, he refused to speculate on the number who may have been killed, and it is unclear how many people are still awaiting help. In particular, there are fears for two barrier islands, just off the coast, which were "hit with really biblical storm surges" but remained cut off from the mainland, Mr DeSantis said. Fort Myers devastation: 'Worst storm surge I've seen' Joseph Tiseo, a Charlotte County commissioner, confirmed to the BBC they had recorded at least 10 deaths since the "brutal" storm - although it was unclear how many were as a direct result of the hurricane. First responders were still trying to reach some of those who had called for help hours earlier, he said."We had a bunch of calls coming in when the storm was approaching, but we had to shut down 911 operations because we couldn't put our first responders on the roads during a hurricane event," he explained.Elsewhere, survivors described how the flooding had trapped them in their homes, facing life or death decisions as the water gushed in.In Fort Myers, Charlotte County, Janelle Thil was forced to swim to safety when her ground floor apartment began to flood."[My neighbours] got my dogs and then I jumped out of the window and swam," the 42-year-old told news agency AFP.Even homes further inland found themselves flooded. In Orlando, as much as 35cm (14ins) of rain fell, with rescuers going door to door to get people out of their homes.But some did not have the luxury of waiting for help."You have to either swim or drown," one woman in Orlando told CBS News, the BBC's partner in the US, after escaping her home through a window.Back in Fort Myers, Patrick Hallquist told the BBC the storm surge was "the worst" he had ever seen - despite having been "in quite a few hurricanes". Gov DeSantis described the surge as having caused a "500-year flood event".Before and after pictures show the level of damage done, turning roads into rivers, destroying bridges, and wiping out entire communities of mobile homes."It was terrifying, because you're helpless," Kim, who lives at the Sun Seekers mobile home park in Fort Myers, told the BBC as she waded through the debris left behind. "We had no [phone] service to call anyone - but no one would have come anyway."Gov DeSantis described his own shock after visiting the city."To see a house just sitting in the middle of Estero Bay, literally must have gotten picked up, flown because of the massive wind speed and the storm surge and deposited in a body of water," he said."I would say the most significant damage that I saw was on Ford Myers Beach, some of the homes were wiped out, some of its was just concrete slabs."Even areas which did not take the full force of the storm sustained serious damage. In Naples, to the south of Fort Myers, the BBC found a city half in darkness, its iconic pier smashed in half.A concession stand - which just days ago marked the halfway point on the pier - now stands precariously over the water, with splintered pieces of wood hanging off.About a block from the beachfront, some roads remain impassable and underwater, while others have been left covered in mud as the water slowly recedes.But despite that, Hurricane Ian - which has been downgraded to a category one storm - still poses a danger.At the governor's briefing, Kevin Guthrie, director at the Florida Division of Emergency Management warned about "indirect deaths" - the fatalities that can happen after a storm system has passed.He warned homeowners to watch out for power lines mixed in trees and said no one should be tinkering with generators and chainsaws, or climbing ladders without proper training."People need to be extremely careful," Mr Guthrie said."If you do not know how to use a chainsaw. If you do not know how to climb a ladder. If you do not know the difference between a cable line and a power line, you should not be doing that."Elsewhere, the countries which Hurricane Ian collided with are still struggling with the aftermath. In Cuba, which was struck on Tuesday, it caused a total blackout, while in Puerto Rico, the massive clean-up effort continues, after the hurricane hit the Caribbean island last week.There was also a power blackout there, and 10 days on, more than 269,000 households are still without electricity, according to poweroutage.us.Puerto Rico was already reeling from Hurricane Fiona, a category one storm that hit just days earlier, on 18 September.As Hurricane Ian rolls on and attention moves to Florida, many on the island are worried about being forgotten."To the people of Puerto Rico, we have not gone away," President Biden said on Thursday, speaking at the headquarters of the Federal Emergency Management Agency (Fema) in Washington DC."I am committed to you and the recovery of the island, we will stand by you no matter how long it takes to get it done."Meanwhile, at least one group of scientists believes that the impact of climate change may have increased Ian's rainfall by as much as 10%."Climate change didn't cause the storm but it did cause it to be wetter," Michael Wehner, of Lawrence Berkeley National Laboratory, one of the scientists behind the new finding, told AFP news agency.The impact of climate change on the frequency of storms is still unclear, but we know that increased sea surface temperatures warm the air above and make more energy available to drive hurricanes, cyclones and typhoons.
