brought record downpours to the mountainous east coast and unleashed

most southern areas of the island, with 51 people injured.Television
images showed severe floods in parts of the largely rural eastern county
of Yilan, with waters neck-deep as soldiers mounted rescue efforts for
those stranded.More than 1,000 homes were flooded in the harbour town of
Suao which received 648 mm (25 inches) of rain on Tuesday, a record for
the month, weather officials said."The water came in so quickly," said
fisherman Hung Chun-yi, who spent the night clearing mud from his home,
after its first floor was engulfed in waters 60-cm (2-ft) deep."It
rained so much, and so fast, the drainage couldn't take it."Other
residents also worked to clear mud from flooded homes in Suao, though
the torrential rains have stopped.
The fire department said about
8,300 people were moved from their homes to safer areas, mostly in Yilan
and nearby Hualien, where a monsoon from the north swelled the rainfall
with the unseasonably late typhoon."Summer is getting longer and

Earthquake zones in Eastern Canada-Background
on earthquakes in eastern Canada-The continual shifting of large
segments of the earth's crust, called tectonic plates, causes more than
97% of the world's earthquakes. Eastern Canada is located in a stable
continental region within the North American Plate and, as a
consequence, has a relatively low rate of earthquake activity.
Nevertheless, large and damaging earthquakes have occurred here in the
past and will inevitably occur in the future.Rate of Activity-Each year,
approximately 450 earthquakes occur in eastern Canada. Of this number,
perhaps four will exceed magnitude 4, thirty will exceed magnitude 3,
and about twenty-five events will be reported felt. A decade will, on
average, include three events greater than magnitude 5. A magnitude 3
event is sufficiently strong to be felt in the immediate area, and a
magnitude 5 event is generally the threshold of damage. The seismograph
network of Earthquakes Canada can detect all events exceeding magnitude 3
in eastern Canada and all events magnitude 2.5 or greater in densely
populated areas.Causes-The causes of earthquakes in eastern Canada are
not well understood. Unlike plate boundary regions where the rate and
size of seismic activity is directly correlated with plate interaction,
eastern Canada is part of the stable interior of the North American
Plate. Seismic activity in areas like these seems to be related to the
regional stress fields, with the earthquakes concentrated in regions of
crustal weakness.Zones sismiques du sud-est du Canada-Although

instrumental recordings have identified certain clusters of earthquake
activity. In these clusters, earthquakes occur at depths varying from

recorded in this large area. Two magnitude 5 earthquakes (1905, northern
Michigan, and 1928, northwest of Kapuskasing) have occurred in this
region.Southern Great Lakes Seismic Zone-Map of historic events in the

low to moderate level of seismicity when compared to the more active
seismic zones to the east, along the Ottawa River and in Quebec. Over
the past 30 years, on average, 2 to 3 magnitude 2.5 or larger
earthquakes have been recorded in the southern Great Lakes region. By
comparison, over the same time period, the smaller region of Western
Quebec experienced 15 magnitude 2.5 or greater earthquakes per
year.Three moderate sized (magnitude 5) events have occurred in the 250
years of European settlement of this region, all of them in the United
States - 1929, Attica, New York, 1986, near Cleveland, Ohio, and 1998,
near the Pennsylvania/Ohio border. All three of these earthquakes were
widely felt in southern Ontario but caused no damage in Ontario.Western
Quebec Seismic Zone-The Western Quebec Seismic Zone constitutes a vast
territory that encloses the Ottawa Valley from Montreal to Temiscaming,
as well as the Laurentians and the Eastern Ontario. The urban areas of
Montreal, Ottawa-Hull and Cornwall are located in this zone.Map of

Canadian seismograph network since the beginning of the century shows
the earthquakes concentrating in two sub-zones: one along the Ottawa

least three significant earthquakes in the past.In 1732, an earthquake
estimated at 5.8 on the Richter scale shook Montreal, causing
significant damage.In 1935, the area of Temiscaming was shaken by an
earthquake of magnitude 6.2.In 1944, an earthquake of magnitude 5.6,
located between Cornwall, Ontario and Massena, N.Y., caused damage
evaluated at two million dollars of the time.From time to time, the area
is also shaken by weaker earthquakes felt by the local population.In
1990, an earthquake of magnitude 5 took place near Mont-Laurier,
Quebec.In 1996 and 1997, two earthquakes of magnitude 4.4 and 4.3

downstream from Quebec City, the Charlevoix Seismic Zone (CSZ) is the
most seismically active region of eastern Canada. As most earthquakes
occur under the St. Lawrence River, between Charlevoix County on the
north shore and Kamouraska County on the south shore, this region is
also often referred to as the Charlevoix-Kamouraska Seismic Zone.Map of

above-Historically, the zone has been subject to five earthquakes of
magnitude 6 or larger: in 1663 (Mag. 7); 1791 (Mag. 6); 1860 (Mag. 6);
1870 (Mag. 6 1/2); and 1925 (magnitude MS 6.2 ± 0.3). Since the 1925
event was the only one recorded by seismographs, the previous events
have approximate magnitudes evaluated using felt areas and damage.
Similarly, pre-instrumental locations of events are less precise.
Overall, the distribution of historical and recent events shows an
earthquake concentration between La Malbaie and Rivière-du-Loup.The
earthquake potential of the CSZ led the GSC to conduct two field surveys
in 1970 and 1974. These two surveys clearly delineated the CSZ to be an
active zone about 30 by 85 km, elongated along the St. Lawrence River,
and enclosing the towns of Baie-St-Paul, La Malbaie and La
Pocatière.Earthquake Hypocentres-Since 1977, a seven-station local
seismograph network, centred on the active zone, has monitored the
earthquake activity. The current CSZ network detects more than 200
earthquakes per year. Based on historical and current earthquake rates,
the CSZ is the zone of highest seismic hazard in continental eastern

the Lower St. Lawrence Seismic Zone (LSZ) is a seismically active region
of eastern Canada. As most earthquakes occur under the St. Lawrence
River, between the regions of the Quebec North Shore and the Lower St.
Lawrence, this zone is sometimes refered to as the "Lower-St.

recorded in the LSZ. Only two events are known to have exceeded
magnitude 5.0. On June 23, 1944, an earthquake of magnitude 5.1 on the
Richter scale occurred occurred near Godbout, east of Baie-Comeau. More
recently, on March 16, 1999, an earthquake of magnitude 5.1 occurred in
this region, at about 60 km south of Sept-Iles.The region is closely
monitored by a network of five local stations of the Canadian National
Seismograph Network. With the current network, all earthquakes larger
than about magnitude 2 on the Richter scale can be located. Hence, all
earthquakes that could be felt (i.e. larger than magnitude 2.5) can be
detected by the network and located by the analysts of the Geological
Survey of Canada.About 60 events are recorded in the LSZ annually. Most
earthquakes occur under the St. Lawrence River, within a triangular zone
defined by the towns of Baie-Comeau, Sept-Iles, and Matane on the south
shore.Although the network is not sufficiently dense to accurately
determine earthquake focal depths, it can be assumed that the active
zone lies in the mid- to upper crust, between 5 and 25 km depth, similar
to the Charlevoix Seismic Zone (CSZ). From some focal mechanism
determinations (see references below) and by analogy with the CSZ, most
earthquakes probably cluster along or between the mapped Iapetan faults
(also called St. Lawrence paleo-rift faults), beneath the Logan's line

Minutes-to-hours: arrival times for tsunami on BC coast-New hazard assessment combines ocean science & Indigenous knowledge
Ocean
Networks Canada (ONC) is developing a coastal hazard assessment
framework that utilises a two-eyed seeing approach, interweaving
Indigenous knowledge with its tsunami and flood hazard modelling
services. Results from these assessments–which include the estimated
arrival times and flooding extent of earthquake-induced tsunamis on the
British Columbia (BC) coast–are being used to support emergency planning
for coastal communities.BC communities are particularly vulnerable to
tsunamis because of their proximity to the seismically active
Alaska-Aleutian and the Cascadia subduction zones, which are capable of
producing megathrust earthquakes.In two articles (accessible here, and
here) published in Oceanography Magazine this year, ONC researchers
discussed results from a series of collaborative tsunami hazard
assessments undertaken along the west coast of Canada.Graphic showing

study, ONC was engaged by the Strathcona Regional District (working in
partnership with Ka:’yu:’k’t’h’/Che:k:tles7et’h’ First Nations and
Nuchatlaht First Nation), to undertake the Northwest Vancouver Island
Tsunami Risk Assessment Project, alongside Northwest Hydraulic
Consultants, and Northwest Seismic Consultants.Through a combination of
modelling, mapping, community engagement, and Indigenous knowledge, the
researchers identified the expected height (amplitudes), current speed
and direction (velocities), inundation extents, and arrival times of
tsunami waves on the BC coast and the areas that would be hardest hit;
findings that are backed up by historical records of past major
events.Tsunami waves generated by a magnitude 9.0 (M9) earthquake in the
Cascadia subduction zone would reach the outer coast of northwest
Vancouver Island in about 20 minutes. In this scenario, the tsunami
would significantly impact local communities such as Kyuquot, with an
estimated wave height of 5.9 metres reaching the shore in less than 30
minutes, followed by runup on the land that may exceed 12 metres of
elevation.A separate ONC study found that waves from a M9 Cascadia
earthquake would travel into the Strait of Georgia and reach Boundary
Bay (south of Vancouver) in three hours, with offshore waves of 1-2
metres tall.The Alaska-Aleutian subduction zone is of interest due to
the 1964 Alaska earthquake resulting in record tsunami waves hitting the
BC coast. A tsunami triggered by a megathrust earthquake from this
source would have significant impact in Prince Rupert and Haida Gwaii,
with respective arrival times of 2.5 and 3.5 hours.The tsunami current
speeds will exceed 1.5 metres per second in several regions, which will
be hazardous for mariners and boaters, in particular in shallow water
regions and narrow passages in the case of both Cascadia and Alaska
tsunami.Impact of sea level rise-Current-day sea level and projected
sea-level rise were modelled in the study to increase the accuracy of
projected tsunami impacts. Results suggest that sea level rise would not
significantly influence the amplitude of the waves but would intensify
wave runup over land, leading to greater extents of flooding and
damage.Several overwater hazard graphics (Figure 2) and inundation maps
(Figure 3) were created to represent the tsunami hazard information in
each study area, including the tsunami wave amplitudes, current
velocities, tsunami arrival times, and extent of flooding.Graphic

knowledge behind hazard assessments-The researchers used layers of
Digital Elevation Models (DEMs) - which are 3-D representations of
Earth’s surfaces - to identify areas that could be impacted by flooding
under different scenarios. DEMs require large volumes of water depth and
elevation data that are collected, checked for potential errors,
merged, and converted for processing. As data can be sparse for remote
communities, several additional Light Detection And Ranging (LiDAR)
surveys were done to fill in the gaps.The hazard zones identified by the
modelling were then authenticated by those with lived experience, as
well as intergenerational knowledge, of past tsunamis. The study site
encompassed several First Nations territories including the
Ka:’yu:’k’t’h’/Che:k:tles7et’h’ First Nations, Nuchatlaht First Nation,
Ehattesaht/Chinehkint First Nations, Quatsino First Nations, and
Mowachaht/Muchalaht First Nations.Elders and community members from each
nation shared stories, teachings, and oral histories of past tsunami
events such as the 1964 and 1700 tsunamis in a series of interviews
conducted by ONC Indigenous Engagement Research Associate, Jaquelynne
LaFlamme, and Indigenous Community Liaison, Pieter Romer.“These ‘boots
on the ground’ tsunami experiences provide insights into the location,
extent of damage, and evacuation routes for past tsunamis, and the
adaptation measures that exist today as a result,” says Romer.Soroush
Kouhi, ONC Applied Science Specialist and co-author of the reports, says
interweaving knowledge from coastal communities with scientific
modelling offers significant insights for coastal safety and survival in
the event of a megathrust earthquake.“Knowing where coastal
vulnerabilities lie and the predicted areas at risk strengthens hazard
awareness, allowing decision-makers and communities to mitigate,

and Engagement team has developed public education tools to raise
tsunami risk awareness. To date, students in Kyuquot, Goldriver, Coal
Harbour, Port Alice, Tahsis, and Zeballos have received tailored tsunami
awareness programs delivered by the team.This spring also saw the
release of “Tsunami 11th Relative”, a documentary film produced and
directed by Pieter Romer. The tour runs until June 2023.Several tsunami
signage illustrating evacuation routes, assembly locations, and
inundation maps are under development, with installations planned for
summer 2023. This collaborative research has also culminated into a
report that authenticated and tailored emergency planning
recommendations to fit the context of each affected community in

Nov 12 (Reuters) - An earthquake with a magnitude of 5.3 rattled Cyprus
on Wednesday, in a tremor also felt in parts of Lebanon, with no damage
reported.The tremor was recorded around 11:32 a.m. (0932 GMT) 20 km
(12.5 miles) northeast of the western city of Paphos, and at a depth of
15 km, Cyprus' Geological Surveys Department said. Public buildings were
briefly evacuated in the Paphos district, state TV reported.Aftershocks
continued, including a tremor which the European-Mediterranean
Seismological Centre measured at a preliminary 5.3 on Wednesday
afternoon. It was felt by people in high rises, including in the capital
Nicosia, witnesses said.
Cyprus is in a seismically active region,
but earthquakes rarely cause damage. People who wrote on the EMSC site

Nov 12 (Reuters) - Iran is grappling with its worst water crisis in
decades, with officials warning that Tehran — a city of more than 10
million — may soon be uninhabitable if the drought gripping the country
continues.President Masoud Pezeshkian has cautioned that if rainfall
does not arrive by December, the government must start rationing water
in Tehran."Even if we do ration and it still does not rain, then we will
have no water at all. They (citizens) have to evacuate Tehran,"
Pezeshkian said on November 6.The stakes are high for Iran's clerical
rulers. In 2021, water shortages sparked violent protests in the
southern Khuzestan province. Sporadic protests also broke out in 2018,
with farmers in particular accusing the government of water
mismanagement.WATER PRESSURE REDUCTIONS BEING APPLIED-The water crisis
in Iran after a scorching hot summer is not solely the result of low
rainfall.Decades of mismanagement, including overbuilding of dams,
illegal well drilling, and inefficient agricultural practices, have
depleted reserves, dozens of critics and water experts have told state
media in the past days as the crisis dominates the airwaves with panel
discussions and debates.Pezeshkian's government has blamed the crisis on
various factors such as the "policies of past governments, climate
change and over-consumption".While there has been no sign of protests
yet this time over the water crisis, Iranians are already struggling
under the weight of a crippled economy, chiefly because of sanctions
linked to the country’s disputed nuclear programme.Coping with
persistent water shortages strains families and communities even
further, intensifying the potential for unrest, when the clerical
establishment is already facing international pressure over its nuclear
ambitions. Iran denies seeking nuclear weapons.Across Iran, from the
capital’s high-rise apartments to cities and small towns, the water
crisis is taking hold.When the taps went dry in her eastern Tehran
apartment last week, Mahnaz had no warning and no backup."It was around
10 p.m., and the water didn’t come back until 6 a.m.,” she said. With no
pump or storage, she and her two children were forced to wait, brushing
teeth and washing hands with bottled water.Iran’s National Water and
Wastewater Company has dismissed reports of formal rationing in Tehran,
but confirmed that nightly water pressure reductions were being applied
in Tehran and could drop to zero in some districts, state media
reported.Pezeshkian also warned against over-consumption in July. The
water authorities said at the time 70% of Tehran residents consumed more
than the standard 130 litres a day.TEHRAN'S RESERVOIRS AT AROUND HALF
CAPACITY-Iranians have endured recurrent electricity, gas and water
shortages during peak demand months in the past years."It’s one hardship
after another — one day there’s no water, the next there’s no
electricity. We don’t even have enough money to live. This is because of
poor management," said schoolteacher and mother of three Shahla, 41, by
phone from central Tehran.Last week, state media quoted Mohammadreza
Kavianpour, head of Iran’s Water Research Institute, as saying that last
year’s rainfall was 40% below the 57-year average in Iran and forecasts
predict a continuation of dry conditions towards the end of
December.The capital depends entirely on five reservoirs fed from rivers
outside the city. But inflow has plummeted. Behzad Parsa, head of
Tehran’s Regional Water Company, said last week that water levels had
fallen 43% from last year, leaving the Amir Kabir Dam at just 14 million
cubic meters — 8% of capacity.He said Tehran’s reservoirs, which
collectively could once store nearly 500 million cubic meters, now hold
barely 250 million, a drop of nearly half, which at current consumption
rates, could run dry within two weeks.The crisis extends far beyond
Tehran. Nationwide, 19 major dams — roughly 10% of Iran’s total — have
effectively run dry. In the holy Shi'ite city of Mashhad, Iran’s
second-largest city, with a population of 4 million, water reserves have
plunged below 3%."The pressure is so low that literally we do not have
water during the day. I have installed water tanks but how long we can
continue like this? It is completely because of the mismanagement," said
Reza, 53, in Mashhad. He said it was also affecting his business of
carpet cleaning.Like the others Reuters spoke to, he declined to give
his family name.CLIMATE CHANGE INTENSIFIED WATER LOSS-The crisis follows
record-breaking temperatures and rolling power outages. In July and
August, the government declared emergency public holidays to reduce
water and energy consumption, shutting down some public buildings and
banks as temperatures topped 50 degrees Celsius (122 degrees Fahrenheit)
in some areas.Climate change has intensified the problem, authorities
say, with rising temperatures accelerating evaporation and groundwater
loss.Some newspapers have criticized the government’s environmental
policies, citing the appointment of unqualified managers and the
politicization of resource management. The government has rejected the
claims.Calls for divine intervention have also resurfaced."In the past,
people would go out to the desert to pray for rain,” said Mehdi Chamran,
head of Tehran’s City Council, state media reported. "Perhaps we should
not neglect that tradition."Authorities are taking temporary measures
to conserve what remains, including decreasing the water pressure in
some areas and transferring water to Tehran from other reservoirs.But
these are stopgap measures, and the public has been urged to install
storage tanks, pumps, and other devices to avoid major disruption."Too
little, too late. They only promise but we see no action," said a
university teacher in the city of Isfahan, who asked not to be named.

In world first, Israel begins pumping
desalinated water into depleted Sea of Galilee-Groundbreaking project
channeling in enough water to raise dangerously low lake level by 0.5

The Water Authority has started
channeling desalinated water to the Sea of Galilee, marking the first
ever attempt anywhere in the world to top up a freshwater lake with
processed seawater.The groundbreaking project, years in the making and a
sign of both Israel’s success in converting previously unusable water
into a vital resource and the rapidly dropping water levels in the
country’s largest freshwater reservoir, was quietly inaugurated on
October 23.The desalinated water enters the Sea of Galilee via the the
seasonal Tsalmon Stream, entering at the Ein Ravid spring, some four
kilometers (2.5 miles) northwest of what is Israel’s emergency drinking
source.Firas Talhami, who is in charge of the rehabilitation of water
sources in northern Israel for the Water Authority, told The Times of
Israel that he expected the project to raise the lake’s level by around
0.5 centimeters (0.2 inches) per month.The move has also reactivated the
previously dried-out spring, allowing visitors to once again paddle
down the Tsalmon, which now flows with desalinated water.On Monday, the
level of the lake stood at 213.33 meters (699.9 feet) below sea level,
just a third of a meter (13 inches) above what is called the lower red
line, the lowest point the water level can drop before pumping risks
damaging the ecosystem.Israel typically pulls hundreds of millions of
cubic meters annually from the lake to supply local communities and
augment its supply of desalinated water.Talhami said the flow of
desalinated water would be maintained for at least the next six
months.Two pipes are in place a few hundred meters apart to bring the
water to the lake, but only one, which is designed for a lighter flow of
water, is currently operational, sending 1,000 cubic meters (264,000
gallons) per hour into the body of water.The second, which would bring
even more water into the Sea of Galilee, may be turned on in the future,
depending on how much the Water Authority decides is needed.The
Authority could increase the flow to 1,500, or even 2,000 cubic meters
per hour, Talhami said, depending on several factors, including the
amount of rain that falls this winter, and the amount of surplus
desalinated water that will be available.Tests carried out by scientists
have indicated that the project will not have any significant
deleterious effect on ecosystems, though there have also been some
concerns that the desalinated water could harm local ecology by diluting
the lake’s relatively high salinity.The idea for the project was born
toward the end of several disastrous drought years, between 2013 and
2018, when the lake’s level approached an all-time low. With desalinated
water already set to piped to communities in the nearby Lower Galilee,
officials decided they could hook the lake into the system as well.A
pioneer in turning salty seawater into something drinkable, Israel
currently desalinates enough of the wet stuff to supply most of its own
population and some nearby countries as well, taking pressure off the
Sea of Galilee and underground aquifers.Last winter, just half of the
yearly average rainfall fell in Israel, with many places in and around
the Sea of Galilee getting just 40% of the average or less, according to
Israel Meteorological Service data.The total fell well short of
forecasted totals, and marked a stark shift from several previous years,
which had seen enough rain to fill the lake to levels not seen in
decades.In the past year, signs of falling water levels at the lake have
been starkly visible at beaches along its shrinking rim, with large
expanses of sand, rock and soil normally far underwater now exposed and
lifeguard stations once licked by waves sitting well inland.For the
coming winter, the IMS is forecasting 80% of the annual average
rainfall, although officials point out that it’s hard to be precise with
long-term predictions.As part of the effort to refill the Sea of
Galilee, only 20 million cubic meters, a tenth of the usual amount, will
be pumped out of the lake for the national water carrier, which brings
water from northern Israel to the more arid south.Amid drought fears,
some 20,000 dunams (just under 5,000 acres) of agricultural fields
normally fed by the lake’s water are expected to go without over the
coming year.

on Iran to allow it to verify its enriched uranium inventories,
especially its sensitive stockpile of highly enriched uranium that was
"long overdue", according to a confidential report seen by AFP.Tensions
between Iran and the UN nuclear watchdog have repeatedly flared in
recent years, with relations being further strained in the wake of a
12-day war in June that saw Israeli and US strikes on key Iranian
nuclear facilities.Since the war, agency inspectors have not been
granted access to key nuclear sites such as Fordo and Natanz, which were
hit in the strikes in June, but they have been able to visit other
sites.In its latest confidential report, the International Atomic Energy
Agency (IAEA) said it "has lost continuity of knowledge in relation to
previously declared inventories of nuclear material in Iran at the
affected facilities", including its stockpile of near-weapons-grade
uranium.According to the IAEA, Iran had an estimated 440.9 kilograms
enriched to up to 60 percent as of June 13 but has been unable to verify
it.In theory, that stockpile is enough to produce about 10 nuclear
bombs.The agency has said Iran is the only country without nuclear
weapons to enrich uranium to 60 percent, close to the 90 percent
threshold theoretically required for a bomb.Iran's near-bomb-grade
uranium stockpile was "a matter of serious concern", it said in its
report, adding that its verification after five months of no access to

former US President Joe Biden’s administration, the officials
said.International law prohibits the use of civilians as shields during

have indicated that the terror group has used civilians as human

The
Israeli military said it killed four terror operatives on the
Israel-controlled side of the Yellow Line in the southern Gaza Strip on
Wednesday, including several gunmen detected near troops.In one
incident, the Israel Defense Forces said that troops operating in the
Rafah area to demolish Hamas tunnels opened fire on four terror
operatives who were spotted near them.“Immediately upon detection, the
troops on the ground opened fire at the terrorists,” the military said,
adding that no soldiers were hurt.Later, the IDF said that three of the
four armed terror operatives were confirmed to have been killed in an
airstrike that was directed by the troops shortly after the initial
encounter. The condition of the fourth gunman was unknown.Some 100-200
Hamas terrorists are estimated to be holed up in tunnels in southern
Gaza on the Israeli side of the Yellow Line. The US has pressured Israel
to allow them safe passage back to Hamas-held areas of Gaza, though

killed a terror operative who crossed the Yellow Line demarcating the
military’s withdrawal and approached troops in the Khan Younis area.The
military said the operative “posed an immediate threat” to the troops,

Netanyahu to allow the Hamas members to pass unarmed to the western side
of Gaza, Israel refused to agree to such a proposal. According to Kan,
Kushner impressed on Netanyahu the grave importance to Trump in

forward, and that Washington would not accept an outcome in which Israel

Taiwan — Taiwan wants to deepen its ties with Israel despite criticism
over the war in Gaza, the island democracy’s foreign minister told
reporters on Wednesday, saying that Israel has shown support for Taiwan
unmatched by other countries in the Middle East.Taiwan will be “friendly
to countries that are friendly to us,” Foreign Minister Lin Chia-Lung
said. He said that a declaration signed earlier this year by 72 members
of the Knesset opposing Taiwan’s exclusion from key international
organizations is an example of Israel’s support.“Taiwan is a vibrant
democracy that works to advance the values of freedom, equality, human
rights, and the rule of law, all in a challenging geopolitical
environment,” the document, spearheaded by Yesh Atid MK Boaz Toporovsky,
said. It expressed “strenuous opposition” to Taiwan’s continued
exclusion from bodies such as the World Health Organization or the
International Civil Aviation Organization.Lin added that “Palestine is
very bad to Taiwan” because it aligns with Beijing’s “One-China”

Israel reopened the Zikim border crossing border for the
entry of humanitarian aid into the northern Gaza Strip on Wednesday, two
months after it was closed during an Israel Defense Forces operation to

humanitarian matters in the Strip, noted in a statement that the
crossing was reopened with the approval of political leaders.“The aid
will be transferred by the UN and international organizations following

crossing would now remain open “permanently,” like the Kerem Shalom

leader Ahmed al-Sharaa said Monday that US President Donald Trump
supports his insistence on a complete Israeli withdrawal from Syrian
territory as a condition for a comprehensive security deal between the
long-warring neighboring countries.Speaking to The Washington Post after
becoming the first Syrian leader to meet a US president in Washington,
Sharaa said Trump would “push as quickly as possible in order to reach a
solution for this.”Israeli troops took up several positions in
southwestern Syria following the fall of the Bashar Assad regime last
year, in what Jerusalem has said is a temporary security measure.While
Washington is keen to eventually normalize ties between Israel and
Syria, the latter is aiming first at a security deal, with the condition
that Israeli troops withdraw from its territory.Sharaa said that during
his Monday meeting with the US president, “we found that Mr. Trump
supports our perspective as well, and he will push as quickly as

Commission is considering amending its landmark AI Act as Brussels faces
overwhelming pressure from U.S. tech companies and the Trump
administration.Proposed changes to the European Commission’s digital
rules, which is set for a decision on November 19, could expand
commercial and public uses of biometric technologies across the EU as a
“digital omnibus” waters down many of the Act’s tech regulations.The
draft proposal would pause and soften parts of the AI Act and loosen
some GDPR restrictions, with the simplifications intended to cut red
tape across overlapping rules. Politico reports that officials are
preparing “far-reaching changes” to GDPR that would be advantageous to
AI developers.In addition, the omnibus would permit broader reliance on
“legitimate interest” for data uses that today face tighter limits. This
would make it materially easier for technology companies to collect and
reuse images, video and other personal data to train biometric models
such as facial recognition systems. The proposals would allow companies
like Google, Meta and OpenAI to use Europeans’ personal data to train AI
models by claiming legitimate interest. Firms could also be exempted
from the ban on processing special-category data when required to avoid
disproportionately hindering AI development, provided they can detect
and remove that sensitive information.However, final changes to the AI
Act still require Commission sign‑off and approval by member states and
the European Parliament. Jan Philipp, a former European Parliament
member who was a major contributor to the drafting of GDPR, asked
whether the amendments marked the end of data protection and privacy as

targets Christians.In the state of Uttarakhand, India, the amended law
has expanded restrictions against sharing one's faith in person to

Relief CEO, Brian Orme, believes this sets a precedent."It is alarming.
And I would say it's definitely one of the most restrictive laws we've
seen," he explained. "It's targeting anyone who speaks out and is active
to convert or share their faith."Christians in India are still trying
to understand the implications of the amended law."It could mean
anything from sharing your testimony, sharing a Bible verse, talking
about your own faith could be seen as heralding yours better than
others," Orme said. "And you could be arrested, without any other proof
beyond that."Many pastors and evangelists are responding by removing
their online content."They're scrubbing their YouTube channels. They're
pulling down social media, and many of them are even contemplating
whether they need to leave the state," Orme explained.The revised
digital anti-conversion law prohibits acts that are often seen as
enticing individuals to leave the Hindu faith."So it could even be like
giving a meal to someone who's hungry, in the name of Christ, or even
just giving a meal at all,"Orme explained. "But being a Christian
organization could put you at risk completely for forced
conversion."Individuals who are arrested and charged with violating the
law are presumed guilty until proven innocent, rather than innocent
until proven guilty.Orme suggests that this presumption makes it
difficult for Christians to avoid conviction. Penalties for these
violations range from fines of up to $12,000 to imprisonment for three
years, or even life.Additionally, the amended anti-conversion law
prohibits claiming that one religion is superior to another and bans
digital propaganda promoting such beliefs.So, what is considered
propaganda, and who decides what is and isn't propaganda?Orme explained,
"That is the whole problem. And the propaganda could be defined as,
again, just sharing your faith. And it really kind of explicitly says
touting one faith above the other. And so who's to say who's the judge
of what that looks like?"Although the law does not specifically mention
Christians, they are primarily targeted in the effort to suppress the
explosive spread of Christianity in India."These types of rules are
meant to squash those movements and allow Christians to again force them
underground, force them to, to, I mean, again, like, not be in the
public space and have a voice," Orme insisted.Currently, 12 Indian
states have implemented strict anti-conversion laws. However, Orme
predicts that Uttarakhand's amended law—extending the restrictions to
digital media—is likely to set a precedent for other states."I do
believe that the other anti-conversion states will take this on. And
again we'll probably see another level of rising persecution,
unfortunately, across India," he said.
Although sharing one's
faith may be challenging for Christians in India, Orme remains confident
that believers will continue to share the gospel message throughout the
world's largest democracy.He believes, "The church is having to be so
much more cautious, so much more aware, but there's still a bold thread
that is moving forward to say that these laws will not stop us from
worshiping and expressing our faith freely."

— For years, synagogue leaders have said they can’t find enough clergy
to fill their pulpits, leading to warnings of a nationwide rabbinic
shortage. At the same time, openings for campus rabbis at Hillel
chapters draw an average of 19 applicants each.This mismatch between
what rabbis want to do and the kinds of jobs available is among the many
findings in the first-ever empirical study of the American rabbinate
across denominations, released this week by the Atra Center for Rabbinic
Innovation.The study also examines the so-called rabbinic pipeline —
the concern that declining enrollment at seminaries means too few people
want to become rabbis. Here, too, the findings challenge conventional
wisdom.Surveying 450 people who considered the rabbinate but chose other
careers, the study finds that lack of motivation was not a deciding
factor. The most common barriers cited were the cost and duration of
rabbinical school, the need to relocate, and concerns about the
practicality of such a career.
In addition to these “would-be”
rabbis, researchers surveyed nearly 1,500 others — including working and
retired rabbis, current students, and seminary dropouts. They also
interviewed leaders of rabbinical schools and associations, along with
representatives of a wide range of rabbinic employers, while collecting
recruitment and enrollment data.Almost as notable as the findings is the
diversity of those who took part. Participating organizations include
every rabbinic institution from Reconstructionist and Reform to
Conservative and Modern Orthodox, as well as all major
non-denominational programs. Participation also came from umbrella
groups representing Jewish summer camps, community centers, federations,
and Hillel chapters. (Haredi Judaism was outside the study’s
scope.)“It’s a groundbreaking effort because there’s never been a
comprehensive study of the rabbinate before, but it didn’t take much
persuasion to get broad participation,” Atra’s executive director, Rabbi
Shira Koch Epstein, said in an interview.The report’s origin can be
traced to a 2022 sermon by Rabbi Elliot Cosgrove of Park Avenue
Synagogue, which called attention to the rabbinic pipeline problem.
Among those who took his message to heart was philanthropist Heather
Baker. As she began investigating, she discovered that there was no data
on which to draw, so she decided to spearhead an effort that culminated
in Atra’s new report.Epstein described an eagerness to get involved
that was motivated by years of debate about the issues addressed in the
study. In one breakthrough, Atra convened dozens of leaders of
institutions and programs that cultivate Jewish leaders and ordain
rabbis, spanning the denominational range, for a brainstorming session
about tackling the rabbinic pipeline.“Everyone’s been trying to address
the problems and the challenges, and we haven’t actually had any shared
good information and data to help us do that,” Epstein said. “People
actually want to work together on this, because they recognize that no
one can do it alone.”The study does not offer hard and fast solutions,
instead positioning itself as a “mirror and a map” for collective
action. Here are some of the highlights:Only about half of all rabbis
work in synagogues-Those who do tend to find their job overly stressful
and exhausting. Other kinds of rabbinical jobs offer much higher job
satisfaction.About 56 percent of rabbis are in pulpit jobs. The rest
work for nonprofits, as chaplains, for day schools and universities or
as independent entrepreneurs. The researchers spoke to 222 people who
have held jobs in both categories. They said that working for a
synagogue pays better, but that, by every other metric of job
satisfaction, working outside the synagogue is significantly better.The
study highlights this difference but also notes with a tone of
reassurance and awe that 97% of all rabbis said their jobs are
rewarding.After years of decline, rabbinical school enrollment appears
to be stabilizing-The widespread perception that the major
denominational seminaries are graduating fewer students while newer and
non-denominational schools are growing is validated in the study. The
latter are now producing slightly more rabbis than the former. Over the
past five years, enrollment declines at Conservative and Reform
seminaries have stopped, suggesting that they’ve reached a new
normal.Most rabbinical students are women, and most are LGBTQ. Many are
converts-Rabbinical students today reflect a far more diverse cohort
than in the past. According to the Atra report, 58% identify as women,
30% as men, and 12% as nonbinary.An estimated 51% identify as LGBTQ, a
contrast made starker with survey data collected in the same study
showing that only 15% of rabbis ordained 10 to 20 years ago are
LGBTQ.Meanwhile, 16% of rabbinical students are Jews by choice and 12%
identify as a race other than white.Both Atra and the researchers they
commissioned to carry out the study caution against drawing sensational
conclusions about the growing diversity. “There’s no data-driven
evidence as to why it’s happening and what the implications of it are
yet to be known,” Wendy Rosov, the study’s lead researcher, said in an
interview.Views about Israel or Zionism don’t factor heavily into
decisions about whether to become a rabbi-The past few years have seen
some students drop out of rabbinical school in protest of what they say
is anti-Zionism in the student body and dozens of students signing on to
petitions that are harshly critical of Israel.Atra didn’t collect data
on how current and future rabbis feel about Israel. But it did check how
whatever view they held factored into their motivation for the job.
Only a small minority said they wanted to become rabbis as a way to
promote Israel and an even smaller minority said they were worried of
being silenced regarding their criticism of Israel.The motivating
factors people most often checked were “a desire to serve others,” “I
felt called by my love of Judaism,” “An interest in deepening their
knowledge of Jewish text and traditions,” and “a desire to teach.”A wave
of rabbinic retirements is looming-The Atra report estimates there are
about 4,100 rabbis currently working across congregations, schools,
nonprofits, campuses, and chaplaincies. But the profession is getting
older only 6% are under 35, while a quarter are over 65.With most rabbis
ordained in their mid-30s and many staying in their roles for decades,
the report warns that retirements may soon outnumber new entrants unless
younger Jews are drawn into the field.The report closes on a note of
cautious optimism, calling for collective action rather than quick
fixes. It outlines nine areas where collaboration could make the biggest
difference — from easing the financial burden of rabbinical training to
modernizing education, expanding non-congregational careers, and
improving mentorship. Epstein is hopeful that the collaborative spirit
embodied in the summer gathering could translate into shared
solutions.“This is a surmountable challenge,” she said.

years, many Democratic led states have touted themselves as sanctuaries
for immigrants, promising not to assist federal deportation efforts or
to share sensitive personal data with immigration authorities. But a
recent congressional investigation has revealed that behind the scenes,
vast troves of driver license information from some of those same states
have been quietly accessible to U.S. Immigration and Customs
Enforcement (ICE).ICE has been accessing driver license information
through an obscure law enforcement data-sharing network known as the
National Law Enforcement Telecommunications System (Nlets).Nlets is a
nonprofit information-sharing network headquartered in Arizona that
connects all 50 states, U.S. territories, federal agencies, and some
international partners to exchange law enforcement, criminal justice,
and motor vehicle data in real time.The revelation came after Senator
Ron Wyden of Oregon and Representative Adriano Espaillat of New York led
a coalition of 38 Democratic members of Congress in sending letters to
19 Democratic governors warning them that their states may be
“unwittingly providing ICE with near self-service access” to state
driver license and vehicle registration databases.They urged governors
to conduct audits of their data-sharing practices and to “immediately
block” federal immigration agencies from using their systems.“This
commonsense step will improve public safety and guard against Trump
officials using your state’s data for unjustified, politicized actions,
while still allowing continued collaboration on serious crimes,” the
lawmakers wrote.They added that “implementing blocks for other federal
agencies whose agents now work on immigration enforcement” would not
undermine investigative work into serious crimes, because states could
still choose to share data on a case-by-case basis after reviewing data
requests.In the year prior to October 1, Nlets facilitated over 290
million queries for Department of Motor Vehicles (DMV) data, 292,114 of
which were from ICE and 605,116 were from Homeland Security
Investigations. These statistics represent federal and out-of-state
requests for data because law enforcement agencies do not generally
access DMV data about residents of their own states through Nlets.ICE
and its investigative arm, Homeland Security Investigations, together
accounted for nearly 900,000 DMV-related queries over the year preceding
October 1.Lawmakers say many state officials do not fully understand
how access is provisioned or which federal agencies can run queries, and
they warned that default connectivity can undercut state policies
limiting cooperation with immigration enforcement unless technical
blocks are put in place.States’ responses vary. New York, Illinois,
Massachusetts, and Minnesota have implemented blocks on ICE access to
DMV data via Nlets. Washington has “recently barred” ICE, and Oregon
officials are said to be in the process of restricting access.In other
Democratic governed states, including some of the largest, the public
record does not yet confirm an equivalent technical block. Lawmakers are
asking governors to obtain query logs from their Nlets coordinators,
publish transparency reports, and lock down pathways that allow ICE to
pull person-identifying information.The stakes are significant for
jurisdictions that extended licensing to undocumented residents to
improve road safety and reduce hit-and-run incidents. Those programs
collected photographs, addresses, and other identifiers with the promise
that the information would not be funneled into deportation
pipelines.The lawmakers’ letter and subsequent reporting suggest that
without explicit safeguards, the plumbing of interagency data-sharing
may supersede those assurances.Legally, states operate under the federal
Driver’s Privacy Protection Act, which restricts disclosure of DMV
records but allows releases for law enforcement functions, a category
that has historically encompassed immigration enforcement.Wyden and the
other lawmakers are pressing governors and Nlets administrators to
narrow access in practice and are signaling interest in reforms that
would better align statutory exceptions with state policies that limit

Aadhaar system, is getting a new national digital wallet with embedded
face biometrics. India.com says the Aadhaar App functions as a secure
digital wallet for storing, displaying and sharing Aadhaar credentials,
enabling users to store up to 5 Aadhaar profiles on a single phone. It
is now available for both Android and iOS.The Unique Identification
Authority of India (UIDAI) is promoting it as complementary to the
existing mAadhaar app, which remains the portal for downloading a
digital Aadhaar card, ordering a PVC card, verifying contact details, or
generating a virtual ID.Use cases for the new app include expedited
hotel check-in, SIM activation and KYC for banking. With multiple
accounts on one device, it promises to make it easier for families
sharing a single registered mobile number.The app has facial
authentication and biometric lock features for security, and facial
scanning for sharing ID. It enables selective sharing of information to
maximize privacy, supports QR code scanning and sharing for identity
verification, and works offline.Taiwan to launch 3 wallet POCs next

Europe’s EUDI Wallet scheme is about a year away from launch. The GOV.UK
is live in the UK. And countries in Asia-Pacific continue to express
support for wallets.Taiwan recently reiterated its commitment to
promoting digital credential wallets. According to CNA.com, its Ministry
of Digital Development is planning to release three proof-of-concept
projects for a digital wallet in December. According to government
officials, the project involves not only technology but also “persuading
the business community to participate, especially hoping that
convenience stores will adopt it.”Taiwan acceded to the World Wide Web
Consortium (W3C) in 2023, and Deputy Minister Hou Yi-hsiu says the
relationship allows Taiwan to participate in international discussions,
make recommendations on technical standards, and factor global
developments into domestic policies and industrial development.
Public-private partnerships, deeper open-source development and
decentralized governance models are all on Taiwan’s priority
list.Meanwhile, the Digital Development Department is busy with
information-gathering. It recently hosted an international forum on
digital credentials wallets and distributed verification to accrue
learning for its Digital Credentials Wallet Project, which invites
experts from different fields to assist in general improvements to the
technology.Vietnam makes biometrics mandatory for digital wallet
registration-New regulations issued by the State Bank of Vietnam says
that biometric verification will be required for digital wallet
registration as of 2026. Viet Nam News reports that “under the Circular
No 41/2025 on intermediary payment services, e-wallet service providers
must meet customers in person to verify their identity documents and
verify biometric data before activating e-wallets.”Foreigners who are
not physically present in Vietnam can verify their identity through a
third party or a contracted organization.Per the report, government
agencies, public institutions, listed companies and Fortune Global 500
enterprises from the preceding year will be exempt from biometric
checks.The new regulations also prohibit wallet providers from allowing
cash deposits or withdrawals at their locations, and from charging users

Government’s approach to facial recognition has changed. How exactly,
is less clear. ICE’s “Midway Blitz” enforcement operation in Chicago
coincided with a follow-on contract awarded to Clearview AI, which is
banned from selling to law-enforcement in Illinois. A related DHS policy
document on facial recognition use disappeared from the web earlier
this year, and EPIC suggests surveillance is expanding without oversight
or restrictions.A letter signed by four Democratic senators calls on
ICE to stop using Mobile Fortify and to disclose information about its

apparent use of facial recognition technology indiscriminately on

The UK government’s plans for a national identification
scheme have so far focused largely on online processes carried out with
digital IDs. But a complete plan will have to include both in-person
interactions and the many people who cannot or will not use a digital
identity. Suggestions for what those plans might be have been shared by
the AVPA and a junior government official, respectively.‘Physical
alternative’Cabinet Office Junio Minister Josh Simons says the
government is “considering options like a digitally enabled physical
alternative for those without access to technology, as well as in-person
onboarding support for those who struggle to engage digitally,” as
quoted by PublicTechnology.Simons was responding to a written
parliamentary question from fellow Labour MP Gareth Snell on whether the
government will consider using the Post Office to support the rollout
of a national digital ID.“This may include Post Offices but that
decision has not yet been made and will depend on several different
factors,”Simons said.His answer aligns with the “Digital ID in the UK”
research briefing for the House of Commons Library, which was updated
this week and makes reference to a “physical alternative” for those
without smartphones. Physical IDs were raised as a topic to address
during the public consultation phase of the project in the explainer put
out by the Department for Science, Innovation & Technology at the
end of September.A glimpse of the practical through the in-person
gap-Written evidence submitted by the Age Verification Providers
Association (AVPA) to the Home Affairs Select Committee within the House
of Commons suggests that in-person presentations of the digital ID have
not even been considered yet by the government.But to the AVPA, the
in-person verification issue, the ability of the existing system to
address it and the absence of information about what, if anything, the
government intends to do about it, raises the larger question of why the
public sector is involved in the first place.A system has been used,
and working effectively for a range of identity verifications and
attribute checks, through the Digital Identities and Attributes Trust
Framework (DIATF) ecosystem, the AVPA writes.The group rubbishes the
Tony Blair Institute’s claim that 83 percent of Britons prefer the
government run the digital ID system, rather than the private sector by
suggesting that the result was invited by the survey’s two preceding
questions.Instead of spending at least 1 to 2 billion pounds
(approximately US$1.3 billion to $2.6 billion) over several years to
create a parallel digital ID system to that already established in
partnership with the private sector, it can avoid a public backlash that
threatens to undermine the whole project. Instead, the AVPA recommends
the government consult with the many digital ID experts in the UK, in a
joint technical working group, and lean into a universal method for
validating digital identities, whoever has issued them.“We want to work
in partnership with government. Our concern is that current policy
signals a shift toward a large, centralized state-led identity system,”
ADVP Chair David Crack tells Biometric Update. “That is a 20th-century
approach to a 21st-century problem. The private sector has already spent
a decade innovating faster and more effectively than any single
government programme could. We share the same goals — but the
implementation model matters.”“We are asking Government to enable its
credentials to be held in certified private sector wallets. This would
achieve the policy goals faster, at lower cost, and with stronger
privacy protections for individuals. It empowers people with choice. The
concern is that Government currently appears to be positioning itself
as a technology provider rather than a regulator — and that risks
undermining the system’s trust, efficiency and long-term resilience.”“At
the end of the day the reality is simple: Government cannot
out-innovate the market. But Government it can set the policy goals to
shape the trust, set the governance and allow the private sector to
flourish safely.”

Border modernization with biometrics
and advanced travel authorization is a strategic imperative that could
add billions in economic growth and millions of jobs around the world,
according to a new report from the World Travel & Tourism Council
(WTTC) and SITA.The “Better Borders” report forecasts that adoption of
technologies like digital travel credentials and policies in support of
eVisas could increase global GDP by $401 billion and generate 14 million
new jobs in the G20, the European Union and African Union by 2035. The
report outlines six key principles and makes 18 recommendations for
governments to realize these gains.The six principles are evenly divided
between visa and electronic travel authorization (ETA) processes and
digital technologies to be deployed at borders.Travellers are ready to
embrace the needed technological changes, with three-quarters expressing
a preference for biometric identification over manual checks, and 84
percent willing to share information before they travel to make border
processes faster. Those figures come from the International Air
Transport Association’s (IATA’s) 2024 Global Passenger Survey. Notably,
the ratio of travellers who prefer to use biometrics has remained stable
since the 2023 survey.The 2025 Global Passenger Survey has just been
released, and shows that 85 percent of those who have used airport
biometrics are happy with the experience. One percent more (74 percent)
said they would willingly share biometric data to skip showing a
passport or boarding pass than last year. The 2025 survey also shows an
increased reliance on smartphones for travel processes, but also notes
significant disparity in preferences between different geographical
regions.Now arriving: border processing alignment-Biometric border
processing could potentially help automatic and efficient visa and
travel authorizations expand.A U.S. Travel Association official says in
an editorial the country-wide expansion of the Biometric Entry-Exit
program operated by Customs and Border Protection (CBP), effective
December 26, affords the opportunity to expand the Visa Waiver Program
to new countries. Biometric Exit will make the primary metric by which
the program is judged visa overstays, rather than refusals. That could
help make the case for extending visa waivers, which have historically
boosted visits, to new partner countries.The article notes that the U.S.
system aligns with the EU’s Entry/Exit System (EES), which launched
last month amid a public awareness campaign to ensure travellers are
ready to use it.The WTTC and SITA also note that 79 percent of all
arrivals to Australia were eligible to use facial recognition for
arrivals and departures processes through the country’s SmartGates, and
close to 75 percent of them did so. Facial recognition is now expanding
at Australia’s international airports with a deployment of 250 biometric
cameras from Cognitec.
Bangladesh strengthens data security in

Bangladesh’s Council of Advisers
have approved new rules aimed at enhancing the privacy, security, and
ownership of citizens’ personal data as the country establishes a new
data exchange platform and national digital ID.The Personal Data
Protection Ordinance, 2025, and the National Data Governance Ordinance,
2025, were approved on October 9.They were notified by the law, justice,
and parliamentary affairs ministry, signaling Bangladesh’s commitment
to aligning with global data protection norms such as the EU’s GDPR and
India’s Digital Personal Data Protection Act while tailoring safeguards
to its own socio-legal context.To enable secure data exchange, a
National Responsible Data Exchange (NRDEX) platform will be launched,
allowing safe data sharing between government and private entities.
Additionally, a Unified Digital Identity system will allow citizens to
access various government services with a single ID.Across the Bay of
Bengal, Sri Lanka has taken a similar path, upgrading its data
protection laws as it sets up a national data exchange platform and
digital ID system with support from their mutual neighbor India.Data
protection details-Citizens are recognized under the Personal Data
Protection Ordinance as the rightful owners of their personal data. As
such, it requires explicit consent for any data collection, storage,
transfer, or use. The ordinance enables citizens’ rights to access,
correct, delete, and limit automated decisions based on their data,
emphasizing transparency and accountability in data handling.For
sensitive data, such as financial and health information, special
protections are included, and additional safeguards are established for
children, requiring parental consent for data processing and prohibiting
targeted advertising aimed at minors. Violations of data security will
result in administrative penalties and fines.The National Data
Governance Ordinance provides a basis to set up a national data
management authority responsible for framing data policies, ensuring
compliance, and managing complaints related to personal data. This
authority will also maintain a National Source Code Repository to
prevent vendor-lock situations and confirm accountability among data
custodians and processors.The approved laws are aimed at promoting
investment and human rights while promoting cooperation in online
business and technology trade, ultimately strengthening Bangladesh’s
digital transformation.

The
Swiss government is laying down the legal groundwork for the
introduction of biometric identity cards by the end of 2026.The Federal
Council has opened consultation on revising the relevant regulation,
with responses due by February 28th. The introduction of the new ID
cards will not require a change in the law, but only an adjustment to
the identity document ordinance.The ID documents will be equipped with a
microchip containing two fingerprints and a facial image, the same as
the current Swiss biometric passport. The blank cards are provided by
Thales DIS Schweiz AG.Obtaining the biometric ID card will be optional.
The Identity Documents Act requires the country to guarantee freedom of
choice, which is why the Federal Department of Justice and Police (FDJP)
will continue offering an identity card without a microchip.The
government, however, warns that only biometric ID cards will allow Swiss
citizens to travel freely throughout the EU. Although the country is
not an EU member, it is required to introduce a chip-enabled ID card no
later than one year after the revised Agreement on the Free Movement of
Persons (AFMP) comes into force.In September, Swiss citizens voted in
favor of introducing a digital ID in a referendum. The
government-controlled e-ID will be introduced under the Federal Act on
Electronic Identification Services.The electronic identity is expected
to be rolled out in 2026, with a budget of over US$200 million planned
for its verification infrastructure. Once active, the digital ID will be
stored on the mobile wallet application Swiyu, which started public
beta testing in March. Owning a digital ID will be optional.

completes passport-free border trial with biometric e-gates-Facial
recognition enables faster, contactless entry for British travelers-Nov

The UK has started
testing a “contactless” border control system that allows British
travelers to enter the country without showing their passports. The
system relies on biometric e-gates, which match faces of British
passport holders with government databases using facial recognition to
confirm their identity.The trial was held at Manchester Airport in
October for three weeks. Phil Douglas, director-general of Border Force,
said the technology had “considerably reduced” processing times.The
testing used existing e-gates, which normally require passengers to
insert their passports into a reader before having their photo captured.
If everything checks out, the gate opens automatically. Travelers who
are not recognized or need additional questioning are directed to a
Border Force officer.More than 270 e-gates currently operate at British
airports and ports and the UK government is planning to expand their use
following trials, The Times reports.“We’ve got a new contract for gates
and we’re going to be expanding them even further,” says Douglas. “It’s
our intention that almost everybody will go through an e-gate of one
description or another.”The Manchester trial is part of a wider plan to
streamline the UK’s border crossings. The Border Force first announced
plans for contactless borders last year, describing its goal of creating
an “intelligent border” that would improve the crossing experience
while keeping security standards. The system is modeled on facial
biometric systems used in Dubai and Australia.“The border has really
changed over the last few years and that work is picking up pace,” says
Douglas. “Public expectations have changed and technology has changed.
We now have AI facial recognition, the use of biometric identifiers in
parallel with the more traditional forms of identification like visas
and passports.”The biometric e-gates are expected to work with the UK’s
Electronic Travel Authorization (ETA) scheme. Meanwhile, the UK
government is continuing the phased implementation of the border
registration scheme as well as electronic visas, known as eVisas.UK
continues reforming borders with eVisas and ETA-After opening the ETA
applications for Qatari nationals in October 2023, the system was
expanded for all remaining non-visa nationals, except EU citizens. From
March 2025, European nationals are also required to go through the ETA
application process, according to guidance released by the Home Office
this week.Applicants must submit a national passport and a facial image
to register for ETA.The UK Visas and Immigration (UKVI) is also
implementing a digital immigration system, which will replace physical
documents with an eVisa, a digital record of identity and immigration
status. The transition to eVisas officially started in July this year.
Millions of people already hold the electronic document, designed to
replace biometric residence cards (BRC), passport endorsements and
vignette stickers in passports.From early 2026, successful applicants
applying to come to the UK on a visit visa and certain other visa routes
will get an eVisa as well as a visa vignette sticker. Later in 2026,
UKVI will stop issuing visa vignette stickers and will only issue
eVisas.

is completing the issuance of its new Personal Identification Number
(PIN) by automatically assigning it to 5 million citizens who did not
opt to choose the first two prefix digits of their number.The deadline
for citizens to choose the first two prefix digits expired on November
5th. More than 2.6 million people had obtained their number by that
date, news outlet eKathimerini reports.The Personal Identification
Number, also known as the Personal Citizen Number, was introduced in May
to help unify the country’s digital ID system, replacing multiple
separate identification systems previously used, including the tax
identification number (AFM), the social security number (AMKA) and the
national ID number.The 12-character alphanumeric identifier contains
three prefix characters and a citizen’s existing tax registry number
(AFM). The single identification system will be used for all public
transactions.The new Personal Identification Number will also be
featured on all new identity cards. Existing ID cards do not need to be
replaced.Meanwhile, Greece is struggling to replace outdated ID cards
without machine-readable zones (MRZs). The country is the sole EU
member-state that continues to use old-format IDs.The government’s new
MRZ-equipped ID cards were introduced in September 2023. However, only
2.5 million of the 9 million IDs issued are equipped with the
technology. The slow pace of adoption is due to the bureaucratic
inefficiency and a flawed appointment system for changing the ID cards,
according to eKathimerini.
