The U.S. dollar might be destined to disappear, replaced by a regional currency called the amero, reports the Tokyo correspondent for the Singapore Business Times today. Truth is said to be stranger than fiction sometimes, and what I hear about the future of the U.S. dollar may sound like pure fiction, but the sources from whence the reports spring are, as they say, usually reliable ones, and so they do have a ring of truth to them, writes Anthony Rowley. Rowley says the slide of the U.S. dollar in relation to other foreign currencies makes such a transition more likely. And, looking at the size of U.S. debt to all those foreign central banks and private investors who obligingly finance the American current account deficit, similar conclusions might be drawn, he writes. Because the U.S. is not going to stand by and watch its currency depreciate forever, he says his sources in the monetary and financial establishment plan a new currency that would take trade and investment cooperation within the North American Free Trade Agreement, or NAFTA, into new areas of monetary cooperation – leading ultimately, perhaps, to a common currency for the U.S., Canada and Mexico.
In addition to the name amero, Rowley says the name americo is also under consideration for this new currency. It would be a currency more likely to be judged worth the paper it is written on than the obligations of a highly indebted U.S., he writes Rowley says there is also talk of an Asian monetary union and common currency. The commentary follows what appeared to be confirmation of the common North American currency plan by former Mexican President Vicente Fox, who told CNN's Larry King this week that he and President Bush had agreed on a regional currency for the Americas. White House spokeswoman Dana Perino told WND she's not aware of any plan for such a currency either. The statement by Fox was perhaps the first time a leader of Mexico, Canada or the U.S. openly confirmed a plan for a regional currency. Fox explained the current regional trade agreement that encompasses the Western Hemisphere is intended to evolve into other previously hidden aspects of integration. According to a transcript published by CNN, King, near the end of the broadcast, asked Fox a question e-mailed from a listener, a Ms. Gonzalez from Elizabeth, N.J.: Mr. Fox, I would like to know how you feel about the possibility of having a Latin America united with one currency? Fox answered in the affirmative, indicating it was a long-term plan. He admitted he and President Bush had agreed to pursue the Free Trade Agreement of the Americas – a free-trade zone extending throughout the Western Hemisphere, suggesting part of the plan was to institute eventually a regional currency.

In an unprecedented open letter signed by 138 leading Muslim scholars from every sect of Islam, the Muslims plead with Christian leaders to come together with us on the common essentials of our two religions.The Archbishop of Canterbury, Dr Rowan Williams, and Pope Benedict are believed to have been sent copies of the document which calls for greater understanding between the two faiths.The letter also spells out the similarities between passages of the Bible and the Koran.The Muslim scholars state: As Muslims, we say to Christians that we are not against them and that Islam is not against them - so long as they do not wage war against Muslims on account of their religion, oppress them and drive them out of their homes.The phrasing has similarities to the New Testament passage: He that is not with me is against me - a passage used by President George Bush when addressing a joint session of Congress nine days after 9/11.
The Royal Aal al-Bayt Institute for Islamic Thought, a non-governmental organisation based in Amman, Jordan, has organised the letter.The Institute said: This historic letter is intended by its 138 signatories as an open invitation to Christians to unite with Muslims over the most essential aspects of their respective faiths - the principles of love of one God and love of the neighbour.It is hoped that the recognition of this common ground will provide the followers of both faiths with a shared understanding that will serve to defuse tensions around the world.
It continues: Finding common ground between Muslims and Christians is not simply a matter for polite ecumenical dialogue between selected religious leaders. Together they (Muslims and Christians) make up more than 55 per cent of the population, making the relationship between these two religious communities the most important factor in contributing to meaningful peace around the world. McGuinty wins massive majority, Tory loses seat

The (GODLESS LUKEWARM) Liberals managed to increase their numbers from the 67 seats they had coming into the campaign. By late Thursday morning, with 99.9 per cent of polls counted, they were elected in 71 of the province's 107 seats. Progressive Conservatives were elected in 26 ridings and New Democrats in 10. Thank you, Ontario, a grinning McGuinty said to cheering supporters.The people of Ontario have spoken tonight with clarity and with purpose. They have chosen the Ontario Liberal Party to govern for four more years.PC Leader John Tory suffered defeat in his own riding, putting his leadership in doubt in the weeks ahead. Aside from the Liberals, the only party to make significant gains were the Greens, who didn't win any seats but more than doubled their share of the popular vote.Several weeks before the election campaign drew to a close, polls suggested a tight race and McGuinty mused about a minority government.The victory marks the first time in exactly 70 years that Ontario's Liberals have won a back-to-back majority. Broken promises jabs fail to hurt Liberals
The Liberal win comes despite a lengthy campaign during which McGuinty faced an onslaught of attacks from the two main opposition parties, with the New Democrats and Progressive Conservatives repeatedly accusing him of broken promises.Despite that, McGuinty extended his thanks in his victory speech to both Tory and NDP Leader Howard Hampton for accepting the challenge of public life.However, he took several jabs at Tory's proposal to extend public funding to faith-based private schools, an issue that quickly came to dominate the campaign.We do not want to see our children divided, McGuinty told supporters gathered at Ottawa's Fairmont Chateau Laurier. We want publicly funded schools, not public funds for private schools.

In an interview following his speech, the premier was asked what to expect from his government this time around, given that he broke a 2003 election campaign vow not to raise taxes in the early part of his last term.McGuinty introduced a health tax at that time, saying it was necessary because of a deficit inherited from the previous Conservative government, which the latter government failed to disclose.In the 2007 campaign, McGuinty again vowed not to raise taxes, and he told CBC that was a promise he would keep.
Nobody here is hiding a $5.6-billion deficit, said McGuinty.He added that a new law has been introduced requiring the auditor to disclose the province's financial state in advance of an election. We've got that behind us, he said.
Tory hopes to stay on
Even people who don't agree with Dalton McGuinty respect him as an individual, former federal Liberal minister John Manley told CBC News. Tory was weighed down early in the campaign by his call for publicly-funded religious schools. A promise nine days before the end of the campaign to put the issue to a free vote failed to give him the last-minute boost he needed.One high-profile loss for the party was in the Mississauga South riding, where incumbent and former Liberal Tim Peterson was running for the Conservatives.A backbencher and younger brother of former premier David Peterson, he lost to the Liberal candidate, Charles Sousa.
Greens, NDP gain in popular vote
As far as the smaller parties go, the Green party made a notable breakthrough. The party was polling about eight per cent of the popular vote, with most of the polls accounted for — more than twice the support held by the party in the 2003 election.However, none of the party's candidates gained a seat, including leader Frank de Jong, who ran in Toronto's Davenport riding.Referring to the surge in the popular vote for the Greens, political commentator Allan Gregg of Harris/Decima said: It is kind of a protest vote, but it sends a message to the main parties.
Meanwhile, the NDP took nearly 17 per cent of the popular vote, up from 14.7 per cent in 2003.The NDP's Hampton was re-elected in his riding of Kenora-Rainy River, which he has held since 1987, but the party's seat count did not appear to change.NDP Leader Howard Hampton at a news conference in Fort Frances, Ont., on Thursday. MIAMI - The 15th tropical depression of the Atlantic hurricane season formed Thursday in the open ocean, forecasters said. At 11 p.m., the storm was about 905 miles east of Bermuda, according to the National Hurricane Center. It was moving east at near 9 mph. Maximum sustained winds were near 35 mph.It was not expected to increase much in strength or speed over the next 24 hours, forecasters said.

WASHINGTON - Missile technology, fighter jet parts, night vision goggles and other U.S. wartime equipment increasingly are being illegally smuggled to potential adversaries, such as China and Iran, the federal government said Thursday. Last week, two Utah men were arrested for allegedly trying to sell parts over the Internet for F-4 and F-14 fighter jets — which are only flown by Iran. The week before, two engineers were indicted in San Jose, Calif., on charges of stealing computer chip designs intended for the Chinese military.Government lawyers and investigators Thursday described a growing number of unauthorized exports that could be dangerous if the parts and supplies end up in the hands of terrorists or hostile nations.The concept of terrorists, criminals or rogue nations obtaining weapons and other restricted technology is chilling, said Homeland Security Assistant Secretary Julie Myers, who oversees illegal export investigations as head of the U.S. Immigration and Customs Enforcement.
Assistant Attorney General Ken Wainstein called new government efforts to crack down on illegal exports the Justice Department's top counterintelligence priority.A Pentagon report noted a 43 percent increase in 2005 in what it described as suspicious foreign contacts with U.S-based defense companies. Another report last year by U.S. intelligence officials found that a record 108 nations were trying to buy or otherwise obtain U.S. technology that is restricted for sale. It did not list which nations or specify whether some of them were U.S. allies.Night vision goggles, body armor and equipment used in improvised explosive devices, or IEDs, have been in particular demand since the 2001 terror attacks that prompted the U.S.-led invasions of Afghanistan and Iraq, officials said. But some prosecutors have been reluctant to pursue the smugglers because illegal export cases can be very complicated and time-consuming to chase.These are incredibly complicated cases, Wainstein said, adding that training and assistance will be given to prosecutors and investigators working on a new task force under the departments of State, Justice, Homeland Security, Defense, Commerce and the FBI. DAMASCUS, Syria - Syrian President Bashar Assad all but ruled out his country's participation in a U.S.-sponsored international peace conference on the Middle East, suggesting in an interview published Thursday that the meeting has no chance for success. His comments come amid growing skepticism of the conference among some Arab governments, which have expressed doubts the planned gathering in November will tackle the main issues of the conflict with Israel.Egypt, Jordan and Saudi Arabia have not said whether they will attend.Syria has not received an invitation to the conference, and even if it did, it will not take part in a conference that lacks the chances of success, Assad said in an interview with two Tunisian newspapers.The Bush administration has said it will invite adversary Syria to the conference. Arab League chief Amr Moussa warned of a likely failure of the conference during an international economic forum Wednesday night in Cairo. He said the United States was only hoping for a photo-op between Saudi and Israeli officials rather than real progress.In the Saudi capital Riyadh, the head of the six-country Gulf Cooperation Council Abdul-Rahman Attiyah called Thursday for joint Arab-Palestinian action to set the conditions for the success the conference. He also expressed skepticism that the meeting would be successful because Israel does not want peace.Assad also referred to a reported Israel jet raid on a target in northeastern Syria on Sept. 6. Syria has described the site as an unused military building. Israeli officials have maintained an unprecedented wall of silence over the affair, though there have been reports — denied by Syria — that the target was a nascent nuclear facility being built with North Korean help.Assad, in the interview, said Israel's silence reflected the failure of Israeli or U.S. intelligence.They are trying to cover up their failure by shrouding it with mystery, he said.

JERUSALEM - President Bush should not convene his planned Mideast peace conference next month if Israel and the Palestinians have not achieved an agreement in advance, a Palestinian negotiator said Thursday. Israel has been pressing for a vaguely worded document that would gloss over the toughest issues still outstanding — borders, Jerusalem and Palestinian refugees. Palestinians prefer a detailed preliminary agreement with a timetable for creating a Palestinian state, though it is not clear if they would refuse to agree to less.Palestinian negotiator Saeb Erekat said in an interview with Israel's Channel 10 TV, that when then-President Bill Clinton convened an Israeli-Palestinian summit in July 2000, it broke up without agreement and violence erupted three months later. Lack of proper preparation for the summit is often blamed.Do you think President Bush will do what President Clinton did? Erekat said. I really doubt the Americans will issue the invitation if decisions are not made by (Palestinian) President (Mahmoud) Abbas and (Israeli Prime Minister Ehud) Olmert.
The conference is tentatively set for Annapolis, Maryland, at the end of November, but Erekat noted that no invitations have been sent.He said the Israeli-Palestinian agreement before the conference could be two-three pages. Olmert and Abbas have met six times in recent weeks to discuss the issues. Secretary of State Condoleezza Rice said Thursday that she asked the Israeli ambassador for clarifications about an Israeli plan to build a road near Jerusalem, partly on confiscated Palestinian land. Palestinians charge the construction will cut them off from Jerusalem.
Rice told reporters on the way to Moscow that she had not received a reply. Rice is due in Israel and the Palestinian areas over the weekend.Also Thursday, a top architect of Israeli military policy in the Gaza Strip was quoted as saying that the army will have to conduct a lengthy ground operation to halt rocket fire, the clearest sign yet that Israel is preparing an offensive against Hamas.In an interview with the Yediot Ahronot daily, Maj. Gen. Moshe Kaplinsky said a Gaza operation appears inevitable.We cannot over time stand idly by as Hamas rearms in the strip and as the rocket fire continues incessantly, Kaplinsky, who stepped down this month as the army's deputy chief of staff, told the newspaper. In order to dismantle the terror infrastructure, systematic treatment is necessary. Thousands of the crude rockets have landed in southern Israel, killing 12 people over the past seven years and disrupting the lives of thousands of residents. In violence Thursday, Israeli troops shot dead a Palestinian policeman who was driving with a wanted militant in his car, Palestinian officials said. They said the shooting took place after a brief chase.
The undercover soldiers dressed in civilian clothes shot the policeman, but the Islamic Jihad militant in the car with him escaped unharmed, they said. The army said troops shot a man who drew a pistol when they approached.

I am waiting for one, Rice told reporters on her plane prior to making a stopover in Shannon, Ireland, en route to Moscow.Israel on Tuesday ordered the confiscation of Arab land outside east Jerusalem, officials said, reviving fears that the occupied West Bank could be split in two and challenging peace overtures.The appropriation orders came as Israelis and Palestinians prepare for a major US-sponsored international peace summit widely expected in Maryland next month, and were immediately criticized by Arab authorities.Until now, the United States has refused to comment on the Israeli move, with State Department spokesman Sean McCormack saying that he wanted to understand better the facts on the ground.
Washington's silence contrasted with the reaction of France, Egypt and Jordan, all of which swiftly denounced the land grab.

The November session will be a serious run at problems that have proved insoluble in the past, U.S. officials say, yet Secretary of State Condoleezza Rice and others have avoided talking specifics or using the lexicon of past, failed peace talks.Rice calls the U.S.-sponsored session an international meeting, instead of the loftier summit or conference, as a way to keep expectations low. She talks about establishing a Palestinian state, the practical goal of peace talks, but almost never uses the word peace.The United States is still mum on the most basic details about the meeting, including precise dates, location — it's expected to be in Annapolis, Md. — and the guest list. Rice will be on the spot to fill in the blanks during a preparatory trip to the Middle East that begins Sunday.The intentional understatement masks the high stakes for a conference that could christen a historic agreement on some of the most difficult issues in the six-decade conflict, and the political and diplomatic risk Bush is taking late in his presidency.

The future of Jerusalem is one of the three core problems that have shipwrecked past negotiations. The others are the borders of an eventual Palestinian state and the rights of Palestinians and their descendants who left homes in what is now Israel. Rice has said that the United States isn't ignoring those issues, but she says there are other practical questions to consider. The conference's success will be judged largely on whether regional power-broker Saudi Arabia attends and throws support to future peace talks, and on whether both sides and their U.S. host squarely address those three potential deal-breaking issues.
Whatever the outcome, merely holding the session marks a turning point for Bush and advisers who had steered clear of active Mideast peacemaking for most of Bush's tenure. That changed this year, largely at the urging of Arab allies Saudi Arabia, Egypt and Jordan. Rice and her aides say they see an opportunity now that did not exist a few years ago. The administration is gambling that it can capitalize on a bitter internal Palestinian split, strengthening the moderate Abbas at the expense of his militant Hamas rivals, and challenge Arab states to come off the sidelines to endorse a deal they say they want. The administration has said it will invite adversary Syria to the conference, but plans no olive branch to Hamas. The Scowcroft letter urged eventual engagement with Hamas, perhaps through intermediaries, to lessen its power as a spoiler for any deal that Abbas might reach.

ANKARA, Turkey - Turkey, which is a key supply route to U.S. troops in Iraq, recalled its ambassador to Washington on Thursday and warned of serious repercussions if Congress labels the killing of Armenians by Turks a century ago as genocide. Ordered after a House committee endorsed the genocide measure, the summons of the ambassador for consultations was a further sign of the deteriorating relations between two longtime allies and the potential for new turmoil in an already troubled region.Egeman Bagis, an aide to Prime Minister Recep Tayyip Erdogan, told Turkish media that Turkey — a conduit for many of the supplies shipped to American bases in both Iraq and Afghanistan — might have to cut logistical support to the U.S.Analysts also have speculated the resolution could make Turkey more inclined to send troops into northern Iraq to hunt Turkish Kurd rebels, a move opposed by the U.S. because it would disrupt one of the few relatively stable and peaceful Iraqi areas.
There are steps that we will take, Turkey's prime minister told reporters, but without elaboration. It also wasn't clear if he meant his government would act immediately or wait to see what happens to the resolution in Congress.He declined to answer questions about whether Turkey might shut down Incirlik air base in southern Turkey, a major cargo hub for U.S. and allied military forces in Iraq and Afghanistan. The relationship between the two NATO allies, whose troops fought together in the Korean War in 1950-53, have stumbled in the past. The U.S. ambassador to Turkey, Ross Wilson, was invited to the Foreign Ministry, where officials conveyed their unease over the resolution in Congress and asked the Bush administration do all in its power to stop passage by the full House, a Foreign Ministry official said. Historians estimate up to 1.5 million Armenians were killed by Ottoman Turks around the time of World War I. Turkey denies the deaths constituted genocide, saying the killings didn't come from a coordinated campaign but rather during unrest accompanying the Ottoman Empire's collapse. The House Foreign Affairs Committee passed the resolution Wednesday despite intense lobbying by Turkish officials and the opposition from President Bush. The vote was a triumph for well-organized Armenian-American interest groups that have lobbied Congress for decades to pass a resolution. The administration will now try to pressure Democratic leaders in Congress not to schedule a vote, but House Speaker Nancy Pelosi indicated they were committed to going forward. Why do it now? Because there's never a good time and all of us in the Democratic leadership have supported it, she said. Turkish officials said the House had no business to get involved in writing history. MIAMI - The 15th tropical depression of the Atlantic hurricane season formed Thursday in the open ocean, forecasters said. At 11 p.m., the storm was about 905 miles east of Bermuda, according to the National Hurricane Center. It was moving east at near 9 mph. Maximum sustained winds were near 35 mph.It was not expected to increase much in strength or speed over the next 24 hours, forecasters said.

WASHINGTON - Missile technology, fighter jet parts, night vision goggles and other U.S. wartime equipment increasingly are being illegally smuggled to potential adversaries, such as China and Iran, the federal government said Thursday. Last week, two Utah men were arrested for allegedly trying to sell parts over the Internet for F-4 and F-14 fighter jets — which are only flown by Iran. The week before, two engineers were indicted in San Jose, Calif., on charges of stealing computer chip designs intended for the Chinese military.Government lawyers and investigators Thursday described a growing number of unauthorized exports that could be dangerous if the parts and supplies end up in the hands of terrorists or hostile nations.The concept of terrorists, criminals or rogue nations obtaining weapons and other restricted technology is chilling, said Homeland Security Assistant Secretary Julie Myers, who oversees illegal export investigations as head of the U.S. Immigration and Customs Enforcement.
Assistant Attorney General Ken Wainstein called new government efforts to crack down on illegal exports the Justice Department's top counterintelligence priority.A Pentagon report noted a 43 percent increase in 2005 in what it described as suspicious foreign contacts with U.S-based defense companies. Another report last year by U.S. intelligence officials found that a record 108 nations were trying to buy or otherwise obtain U.S. technology that is restricted for sale. It did not list which nations or specify whether some of them were U.S. allies.Night vision goggles, body armor and equipment used in improvised explosive devices, or IEDs, have been in particular demand since the 2001 terror attacks that prompted the U.S.-led invasions of Afghanistan and Iraq, officials said. But some prosecutors have been reluctant to pursue the smugglers because illegal export cases can be very complicated and time-consuming to chase.These are incredibly complicated cases, Wainstein said, adding that training and assistance will be given to prosecutors and investigators working on a new task force under the departments of State, Justice, Homeland Security, Defense, Commerce and the FBI. The task force largely will focus on U.S.-based exporters who sell or ship equipment overseas without proper authorization.

DAMASCUS, Syria - Syrian President Bashar Assad all but ruled out his country's participation in a U.S.-sponsored international peace conference on the Middle East, suggesting in an interview published Thursday that the meeting has no chance for success. His comments come amid growing skepticism of the conference among some Arab governments, which have expressed doubts the planned gathering in November will tackle the main issues of the conflict with Israel.Egypt, Jordan and Saudi Arabia have not said whether they will attend.Syria has not received an invitation to the conference, and even if it did, it will not take part in a conference that lacks the chances of success, Assad said in an interview with two Tunisian newspapers.The Bush administration has said it will invite adversary Syria to the conference. Israel has been pressing for a vaguely worded document that would gloss over the toughest issues still outstanding — borders, Jerusalem and Palestinian refugees. Palestinians prefer a detailed preliminary agreement with a timetable for creating a Palestinian state, though it is not clear if they would refuse to agree to less.Palestinian negotiator Saeb Erekat said in an interview with Israel's Channel 10 TV, that when then-President Bill Clinton convened an Israeli-Palestinian summit in July 2000, it broke up without agreement and violence erupted three months later. Lack of proper preparation for the summit is often blamed.Do you think President Bush will do what President Clinton did? Erekat said. I really doubt the Americans will issue the invitation if decisions are not made by (Palestinian) President (Mahmoud) Abbas and (Israeli Prime Minister Ehud) Olmert.

The November session will be a serious run at problems that have proved insoluble in the past, U.S. officials say, yet Secretary of State Condoleezza Rice and others have avoided talking specifics or using the lexicon of past, failed peace talks.Rice calls the U.S.-sponsored session an international meeting, instead of the loftier summit or conference, as a way to keep expectations low. She talks about establishing a Palestinian state, the practical goal of peace talks, but almost never uses the word peace.The United States is still mum on the most basic details about the meeting, including precise dates, location — it's expected to be in Annapolis, Md. — and the guest list. Rice will be on the spot to fill in the blanks during a preparatory trip to the Middle East that begins Sunday.The intentional understatement masks the high stakes for a conference that could christen a historic agreement on some of the most difficult issues in the six-decade conflict, and the political and diplomatic risk Bush is taking late in his presidency.

The future of Jerusalem is one of the three core problems that have shipwrecked past negotiations. The others are the borders of an eventual Palestinian state and the rights of Palestinians and their descendants who left homes in what is now Israel. Rice has said that the United States isn't ignoring those issues, but she says there are other practical questions to consider. The conference's success will be judged largely on whether regional power-broker Saudi Arabia attends and throws support to future peace talks, and on whether both sides and their U.S. host squarely address those three potential deal-breaking issues.
Whatever the outcome, merely holding the session marks a turning point for Bush and advisers who had steered clear of active Mideast peacemaking for most of Bush's tenure. That changed this year, largely at the urging of Arab allies Saudi Arabia, Egypt and Jordan. Rice and her aides say they see an opportunity now that did not exist a few years ago. The administration is gambling that it can capitalize on a bitter internal Palestinian split, strengthening the moderate Abbas at the expense of his militant Hamas rivals, and challenge Arab states to come off the sidelines to endorse a deal they say they want. The administration has said it will invite adversary Syria to the conference, but plans no olive branch to Hamas. The Scowcroft letter urged eventual engagement with Hamas, perhaps through intermediaries, to lessen its power as a spoiler for any deal that Abbas might reach.

ANKARA, Turkey - Turkey, which is a key supply route to U.S. troops in Iraq, recalled its ambassador to Washington on Thursday and warned of serious repercussions if Congress labels the killing of Armenians by Turks a century ago as genocide. Ordered after a House committee endorsed the genocide measure, the summons of the ambassador for consultations was a further sign of the deteriorating relations between two longtime allies and the potential for new turmoil in an already troubled region.Egeman Bagis, an aide to Prime Minister Recep Tayyip Erdogan, told Turkish media that Turkey — a conduit for many of the supplies shipped to American bases in both Iraq and Afghanistan — might have to cut logistical support to the U.S.Analysts also have speculated the resolution could make Turkey more inclined to send troops into northern Iraq to hunt Turkish Kurd rebels, a move opposed by the U.S. because it would disrupt one of the few relatively stable and peaceful Iraqi areas.
There are steps that we will take, Turkey's prime minister told reporters, but without elaboration. Historians estimate up to 1.5 million Armenians were killed by Ottoman Turks around the time of World War I. Turkey denies the deaths constituted genocide, saying the killings didn't come from a coordinated campaign but rather during unrest accompanying the Ottoman Empire's collapse. The House Foreign Affairs Committee passed the resolution Wednesday despite intense lobbying by Turkish officials and the opposition from President Bush. The vote was a triumph for well-organized Armenian-American interest groups that have lobbied Congress for decades to pass a resolution. The administration will now try to pressure Democratic leaders in Congress not to schedule a vote, but House Speaker Nancy Pelosi indicated they were committed to going forward. Why do it now? HANOI, Vietnam - The death toll from Vietnam's Typhoon Lekima rose to 86 as rescue workers rushed to get aid to thousands of people still stuck in flooded areas, officials said Wednesday. Eleven more bodies were recovered in the worst-hit province of Nghe An, and one more body was discovered in Son La province. Nine people were still missing and feared dead.The flood waters that inundated central Vietnam continued receding Wednesday, but large sections of Nghe An and neighboring Thanh Hoa province remained unreachable by car.The waters are receding, but very slowly, said Do Minh Chinh a disaster official in Thanh Hoa province, where 15 people died.
The International Federation of the Red Cross and the Vietnamese government estimated that about 10 million Vietnamese had been affected by Typhoon Lekima, said Joe Lowry, a Red Cross official said from Ninh Binh.The typhoon washed away 6,000 houses, damaged 52,000 houses and destroyed about 200,000 acres of crops, Lowry said.Vietnam's Department of Floods and Storms Control said earlier the initial damage estimate from the typhoon was $131 million.Vietnam is prone to floods and storms that kill hundreds of people each year.

END OF SEASON SURPRISE?
The U.S. National Oceanic and Atmospheric Administration said on Tuesday the La Nina phenomenon had definitely kicked in and would be weak to moderate this winter.That could make the end of the six-month hurricane season, which began on June 1, a little busier than one might otherwise expect because a normal increase in late-season wind shear might be suppressed by La Nina, experts said.
Gerry Bell of NOAA's Climate Prediction Center, which issues the U.S. government's hurricane season forecasts and had called for between 13 and 16 named storms this year, said there was no anomaly in the total number of storms.We've had 13 named storms, so that's certainly above normal, Bell said. Where we've been a bit low is on the hurricanes.There have officially only been four hurricanes this season but many experts expect Tropical Storm Karen to be upgraded to a hurricane in a post-season analysis, pushing the number to five. The long-term average is for 10 to 11 named storms and six hurricanes per season.Bell said that in addition to the shear, this year had seen a lot of northwesterly flow in the upper atmosphere that had brought dry air over the tropical Atlantic where many storms form. Storms don't like dry air as they need moisture to grow.But the season isn't over, Bell cautioned.
But James Elsner, a Florida State University professor of geography who analyzes hurricane forecasting, said: We are getting to the end. If something doesn't happen in the next two weeks it's basically over.I think what we have to question is why there was so much enthusiasm for this season (in terms of the activity predicted),he said.

Fox explained the current regional trade agreement that encompasses the Western Hemisphere is intended to evolve into other previously hidden aspects of integration. According to a transcript published by CNN, King, near the end of the broadcast, asked Fox a question e-mailed from a listener, a Ms. Gonzalez from Elizabeth, N.J.: Mr. Fox, I would like to know how you feel about the possibility of having a Latin America united with one currency? Fox answered in the affirmative, indicating it was a long-term plan. He admitted he and President Bush had agreed to pursue the Free Trade Agreement of the Americas – a free-trade zone extending throughout the Western Hemisphere, suggesting part of the plan was to institute eventually a regional currency.
Long term, very long term, he said. What we proposed together, President Bush and myself, it's ALCA, which is a trade union for all the Americas.ALCA is the acronym for the Area de Libre Comercio de las Américas, the name of the FTAA in Spanish. King, evidently startled by Fox's revelation of the currency, asked pointedly, It's going to be like the euro dollar (sic), you mean?
Well, that would be long, long term, Fox repeated. Fox noted the FTAA plan had been thwarted by Hugo Chavez, the radical socialist president of Venezuela. Everything was running fluently until Hugo Chavez came, Fox commented. He decided to combat the idea and destroy the idea.
Fox explained that he and Bush intended to proceed incrementally, establishing FTAA as an economic agreement first and waiting to create an amero-type currency later – a plan he also suggested was in place for NAFTA itself. I think the process to go, first step is trading agreement, Fox said. I constantly explain to the British that the common market, in which they are the champions, is impossible without strong European institutions, such as the Commission, the European Parliament and the European Court [of Justice].
At the moment, the commission's main duty is as guardian of the EU treaty. It keeps an eye on member states to see if they are upholding law, referring to the court if it suspects they are in breach of it. Its other main duty is to propose EU law, the sole institution that may do so. More generally it acts as broker between countries and should represent a European view point.

Rice said Tuesday that such a defeat would be a serious setback for the leaders of Peru, Panama and Colombia and their efforts to strengthen democracy in their countries.It would send a signal loud and clear across the region that the United States cannot be trusted to keep its promises, she said in a speech at the headquarters of the Organization of American States in Washington.Rice's speech was part of a concerted administration effort to jump-start its stalled trade agenda in the face of rising unhappiness as America's trade deficits have soared to record highs.

(Washington, D.C., October 9, 2007) -- As the U.S.-sponsored Mideast peace summit approaches next month, a senior aide to Israeli Prime Minister Olmert is actually suggesting his government is now open to the previously unthinkable prospect of dividing their capital city of Jerusalem. Wouldn't it be the right deal today for the Palestinians, the Western world and the international community to recognize (Israel's) annexation of...(Jewish) neighborhoods as part of Jerusalem, and for us to quit the Arab neighborhoods? Vice Premier Haim Ramon told Israel Radio.
Reuters reported that Ramon made the comments as Israeli and Palestinian negotiators opened talks at a secret location in Israel over a joint document they hoped to present at a U.S.-sponsored conference on Palestinian statehood. A spokesman for Olmert later called speculation that the government would divide Jerusalem baseless and untrue, but Ramon's comments were public and on-the-record which is what is fueling the enormous concern and speculation.
Opposition leader Benjamin Netanyahu quickly and strongly denounced the government's talk of giving up control of Judea and Samaria (commonly known as the West Bank) as well as East Jerusalem as dangerous and destabilizing, especially in light of the rising Hamas and Iranian threats to the Jewish State...."The unilateral withdrawal from Lebanon created an Iranian outpost -= from which Israel is being attacked -- in the North, and the unilateral pullout from Gaza created a second Iranian base in Gaza, Hamastan,Netanyahu said on the floor of the Knesset. And now the government is planning a third withdrawal -- from Judea and Samaria -- that will lead to a third Iranian outpost....Giving Hamas half of Jerusalem will make the rest of Jerusalem unlivable. Giving up Judea and Samaria will transfer the areas controlling the coastal plain into the hands of Hamas, leading to Kassams…on Tel Aviv....according to the government's plans, Israel will pull back to the 67 borders. Obviously, this is the plan and any attempts to disguise it are futile. We are facing an exact replica of the government's plan at the Camp David summit in 2000....This is no way to make peace.Netanyahu is right. This would be a stunning and misguided move, and one that would further divide the Israeli public at a time unity is desperately needed. A recent poll found 63% of Israelis are opposed to dividing the Holy City. Even Olmert's cabinet is sharply divided on the issue.
The issue of the division of Jerusalem is an inalienable asset of the state of Israel. Palestinian refugees will not be returned to Israel and Jerusalem will not be divided, said Transport Minister Shaul Mofaz, a former chief of staff and a member of the Prime Minister's own Kadima party. Now is the time to pray for the peace of Jerusalem (Psalm 122:6), not carve it up and serve it to the radical Islamic jihadists now in charge of the Palestinian Authority.

Rami was one of the most gifted of the young leaders at the Bible Society. Saturday night he finished his work and then locked the doors of the Bible Society. One young woman from Gaza put it this way: He locked the doors and headed home. His earthly home was about 15 minutes away, but instead he was taken to his Heavenly home. Rami was kidnapped and finally killed Saturday night. He was stabbed repeatedly and then shot. The Islamic terrorists threw his body from a car at 2 AM on Sunday morning. No terrorist group has claimed responsibility yet and Pastor Hanna says the details are still sketchy. One thing is clear, this dear brother would not be intimidated by threats, harassment, persecution, and even death. He stayed strong until the end and will be given a martyrs crown in Heaven. His funeral was today. He is with Jesus right now. Pastor Jack Sara in Jerusalem says that this is the first Palestinian martyr that they know of. The believers in Gaza have been experiencing all out persecution since Hamas took over the Strip. It looks like Islamic Sharia law is just around the corner in Gaza. Please pray for his sweet wife Pauline. Obviously, she is devastated. Pastor Hanna and the believers in Gaza have rallied together and are at her side. This is difficult since the Christian community in Gaza is laying low because of continual threats....Be faithful, even to the point of death, and I will give you the crown of life. Revelation 2:10. Rami has now received his eternal crown.
* An estimated 100 students staged a rare demonstration Monday against President Mahmoud Ahmadinejad, calling him a dictator and scuffling with hard-line students at Tehran University, reports the New York Times. Ahmadinejad, who was giving a speech to a select group at the university to mark the beginning of the academic year, ignored the chants of death to the dictator and continued with his speech on the merits of science and the pitfalls of Western-style democracy, witnesses said. Please pray for the pro-democracy forces to gain strength in Iran and for regime change that will remove Ahmadinejad and his allies from power.
* Pray, too, for the rapidly growing Christian awakening in Iran. In 1979, there were only 500 known Muslim converts to Christianity in all of Iran. Today, there are more than 1 million. What's more, Persian evangelical leaders tell me that an estimated 10,000 new house churches are expected to be formed in Iran over the next twelve months.
* We are in talks with several wonderful organizations in Israel and the surrounding region on ways to help them expand their humanitarian relief efforts. This is all part of OPERATION EPICENTER, our three-year initiative to get more than $120 million worth of aid into the Mideast to care for the poor and needy and to pre-position supplies ahead of coming wars. Israel and the West want Hamas shunned until it accepts coexistence with the Jewish state.There is a serious movement in the realm of Palestinian dialogue and we have agreed to hold a dialogue with Fatah in one of the Arab capitals, said Ismail Haniyeh, who was Hamas prime minister in the former government that Abbas declared void.Our administration in Gaza is temporary, Haniyeh said in an urgent bulletin posted on a pro-Hamas Web site. He said the talks would be held after Eid al-Fitr, the Muslim festival that ends the holy month of Ramadan and falls on Friday or Saturday.

HANOI, Vietnam - The death toll from Vietnam's Typhoon Lekima rose to 86 as rescue workers rushed to get aid to thousands of people still stuck in flooded areas, officials said Wednesday. Eleven more bodies were recovered in the worst-hit province of Nghe An, and one more body was discovered in Son La province. Nine people were still missing and feared dead.The flood waters that inundated central Vietnam continued receding Wednesday, but large sections of Nghe An and neighboring Thanh Hoa province remained unreachable by car.The waters are receding, but very slowly, said Do Minh Chinh a disaster official in Thanh Hoa province, where 15 people died.
The International Federation of the Red Cross and the Vietnamese government estimated that about 10 million Vietnamese had been affected by Typhoon Lekima, said Joe Lowry, a Red Cross official said from Ninh Binh.The typhoon washed away 6,000 houses, damaged 52,000 houses and destroyed about 200,000 acres of crops, Lowry said.Vietnam's Department of Floods and Storms Control said earlier the initial damage estimate from the typhoon was $131 million.Vietnam is prone to floods and storms that kill hundreds of people each year.

Where we've been a bit low is on the hurricanes.There have officially only been four hurricanes this season but many experts expect Tropical Storm Karen to be upgraded to a hurricane in a post-season analysis, pushing the number to five. The long-term average is for 10 to 11 named storms and six hurricanes per season.Bell said that in addition to the shear, this year had seen a lot of northwesterly flow in the upper atmosphere that had brought dry air over the tropical Atlantic where many storms form. Storms don't like dry air as they need moisture to grow.But the season isn't over, Bell cautioned.
But James Elsner, a Florida State University professor of geography who analyzes hurricane forecasting, said: We are getting to the end. If something doesn't happen in the next two weeks it's basically over.I think what we have to question is why there was so much enthusiasm for this season (in terms of the activity predicted),he said.

Former Mexican President Vicente Fox confirmed the existence of a plan conceived with President Bush to create a new regional currency in the Americas, in an interview last night on CNN's Larry King Live.It possibly was the first time a leader of Mexico, Canada or the U.S. openly confirmed a plan for a regional currency. Fox explained the current regional trade agreement that encompasses the Western Hemisphere is intended to evolve into other previously hidden aspects of integration. According to a transcript published by CNN, King, near the end of the broadcast, asked Fox a question e-mailed from a listener, a Ms. Gonzalez from Elizabeth, N.J.: Mr. Fox, I would like to know how you feel about the possibility of having a Latin America united with one currency? Fox answered in the affirmative, indicating it was a long-term plan. He admitted he and President Bush had agreed to pursue the Free Trade Agreement of the Americas – a free-trade zone extending throughout the Western Hemisphere, suggesting part of the plan was to institute eventually a regional currency.
Long term, very long term, he said. What we proposed together, President Bush and myself, it's ALCA, which is a trade union for all the Americas.ALCA is the acronym for the Area de Libre Comercio de las Américas, the name of the FTAA in Spanish. King, evidently startled by Fox's revelation of the currency, asked pointedly, It's going to be like the euro dollar (sic), you mean?
Well, that would be long, long term, Fox repeated. Fox noted the FTAA plan had been thwarted by Hugo Chavez, the radical socialist president of Venezuela. Everything was running fluently until Hugo Chavez came, Fox commented. He decided to combat the idea and destroy the idea.
Fox explained that he and Bush intended to proceed incrementally, establishing FTAA as an economic agreement first and waiting to create an amero-type currency later – a plan he also suggested was in place for NAFTA itself. I think the process to go, first step is trading agreement, Fox said. And then further on, a new vision, like we are trying to do with NAFTA.Fox's reply to the CNN viewer was captured in a clip posted on YouTube.com. CNN posted video of the interview but did not include the segment with questions from viewers. Last week, WND reported BankIntroductions.com, a Canadian company that specializes in global banking strategies and currency consulting, is advising clients the amero may be the currency of North America within 10 years. Coin designer Daniel Carr has issued for sale a series of private-issue fantasy pattern amero coins that have drawn attention on the Internet. WND also reported the African Union is moving down the path of regional economic integration, with the African Central Bank planning to create the Gold Mandela as a single African continental currency by 2010.
The Council on Foreign Relations has supported regional and global currencies designed to replace nationally issued currencies. In an article in the May/June issue of Foreign Affairs, entitled The End of National Currency, CFR economist Benn Steil asserts the dollar is a temporary currency. EUOBSERVER / BRUSSELS - European Commission chief Jose Manuel Barroso is worried that his institution will be sidelined under the new EU treaty which potentially introduces a new power hierarchy into the European Union.In a frank interview with Belgian newspaper de Standaard, Mr Barroso admits that he is eyeing the new treaty with some concern as it risks seeing member states circumvent both the commission and European Parliament and take decisions among themselves.If the new treaty is ratified, which I strongly hope, we will have to make sure that its changes are not abused to reduce the de facto power of the European institutions.Member states are currently putting the final touches on the EU treaty which is hoped will be in force by 2009.Amongst its most noticeable changes is the introduction of a possible five-year term president of the EU council - the 27 member states' decision making body - and an EU foreign minister.
Depending on the personalities of the people who occupy the posts, they have the potential to thoroughly shake-up the way the union currently runs its day-to-day business. The treaty also sets the stage for a power struggle between the commission president, council president and foreign minister who all to a certain extent represent the bloc towards the outside world. With Mr Barroso eyeing a second term as commission president from 2009, he could be in the thick of the changes.He suggests that the new longterm council president, which replaces the current system of rotation between countries every six months, could lead to a new circuit being created outside the Commission and the Parliament. The danger exists that the governments will handle problems among themselves, without taking into account the European institutions, said the Portuguese politician.Some member states do not accept that there is an European interest, which is different from a compromise between member states. I constantly explain to the British that the common market, in which they are the champions, is impossible without strong European institutions, such as the Commission, the European Parliament and the European Court [of Justice].
At the moment, the commission's main duty is as guardian of the EU treaty. It keeps an eye on member states to see if they are upholding law, referring to the court if it suspects they are in breach of it. Its other main duty is to propose EU law, the sole institution that may do so. More generally it acts as broker between countries and should represent a European view point.

Rice said Tuesday that such a defeat would be a serious setback for the leaders of Peru, Panama and Colombia and their efforts to strengthen democracy in their countries.It would send a signal loud and clear across the region that the United States cannot be trusted to keep its promises, she said in a speech at the headquarters of the Organization of American States in Washington.Rice's speech was part of a concerted administration effort to jump-start its stalled trade agenda in the face of rising unhappiness as America's trade deficits have soared to record highs.
In the past two weeks, key House and Senate panels have approved a deal with Peru, putting it on track to be the first free trade deal passed by Congress since Democrats took control of the House and Senate at the beginning of the year.The deal with Peru and a separate free trade agreement with Panama are given good chances of passage by Congress this year, but approval of an agreement with Colombia is seen as less likely because of concerns about human rights there.The administration also has a free trade agreement pending before Congress with South Korea but that agreement is also given less of a chance of winning approval this year because of unhappiness with Korea's barriers to U.S. auto and beef shipments.Rice said increased economic ties with the United States would help support the spreading movement toward democracy and free markets in Latin America.The exceptions to this rule may be noisy but they are heading in the opposite direction of the hemisphere, Rice said, not naming any particular country, although she later said that the United States was preparing for a transition to a democratic government in Cuba.

(Washington, D.C., October 9, 2007) -- As the U.S.-sponsored Mideast peace summit approaches next month, a senior aide to Israeli Prime Minister Olmert is actually suggesting his government is now open to the previously unthinkable prospect of dividing their capital city of Jerusalem. Wouldn't it be the right deal today for the Palestinians, the Western world and the international community to recognize (Israel's) annexation of...(Jewish) neighborhoods as part of Jerusalem, and for us to quit the Arab neighborhoods? Vice Premier Haim Ramon told Israel Radio.
Reuters reported that Ramon made the comments as Israeli and Palestinian negotiators opened talks at a secret location in Israel over a joint document they hoped to present at a U.S.-sponsored conference on Palestinian statehood. A spokesman for Olmert later called speculation that the government would divide Jerusalem baseless and untrue, but Ramon's comments were public and on-the-record which is what is fueling the enormous concern and speculation.
Opposition leader Benjamin Netanyahu quickly and strongly denounced the government's talk of giving up control of Judea and Samaria (commonly known as the West Bank) as well as East Jerusalem as dangerous and destabilizing, especially in light of the rising Hamas and Iranian threats to the Jewish State...."The unilateral withdrawal from Lebanon created an Iranian outpost -= from which Israel is being attacked -- in the North, and the unilateral pullout from Gaza created a second Iranian base in Gaza, Hamastan,Netanyahu said on the floor of the Knesset. And now the government is planning a third withdrawal -- from Judea and Samaria -- that will lead to a third Iranian outpost....Giving Hamas half of Jerusalem will make the rest of Jerusalem unlivable. Giving up Judea and Samaria will transfer the areas controlling the coastal plain into the hands of Hamas, leading to Kassams…on Tel Aviv....according to the government's plans, Israel will pull back to the 67 borders. Obviously, this is the plan and any attempts to disguise it are futile. We are facing an exact replica of the government's plan at the Camp David summit in 2000....This is no way to make peace.Netanyahu is right. This would be a stunning and misguided move, and one that would further divide the Israeli public at a time unity is desperately needed. A recent poll found 63% of Israelis are opposed to dividing the Holy City. Even Olmert's cabinet is sharply divided on the issue.
The issue of the division of Jerusalem is an inalienable asset of the state of Israel. Palestinian refugees will not be returned to Israel and Jerusalem will not be divided, said Transport Minister Shaul Mofaz, a former chief of staff and a member of the Prime Minister's own Kadima party. Now is the time to pray for the peace of Jerusalem (Psalm 122:6), not carve it up and serve it to the radical Islamic jihadists now in charge of the Palestinian Authority.

* Here are excerpts from an email I received yesterday from a dear friend who works closely with our brothers and sisters in Gaza: Rami was targeted because of his heart for lost Muslims and was told that he was being watched. Rami was one of the most gifted of the young leaders at the Bible Society. Saturday night he finished his work and then locked the doors of the Bible Society. One young woman from Gaza put it this way: He locked the doors and headed home. His earthly home was about 15 minutes away, but instead he was taken to his Heavenly home. Rami was kidnapped and finally killed Saturday night. He was stabbed repeatedly and then shot. The Islamic terrorists threw his body from a car at 2 AM on Sunday morning. No terrorist group has claimed responsibility yet and Pastor Hanna says the details are still sketchy. One thing is clear, this dear brother would not be intimidated by threats, harassment, persecution, and even death. He stayed strong until the end and will be given a martyrs crown in Heaven. His funeral was today. He is with Jesus right now. Pastor Jack Sara in Jerusalem says that this is the first Palestinian martyr that they know of. The believers in Gaza have been experiencing all out persecution since Hamas took over the Strip. It looks like Islamic Sharia law is just around the corner in Gaza. Please pray for his sweet wife Pauline. Obviously, she is devastated. Pastor Hanna and the believers in Gaza have rallied together and are at her side. This is difficult since the Christian community in Gaza is laying low because of continual threats....Be faithful, even to the point of death, and I will give you the crown of life. Revelation 2:10. Rami has now received his eternal crown.
* An estimated 100 students staged a rare demonstration Monday against President Mahmoud Ahmadinejad, calling him a dictator and scuffling with hard-line students at Tehran University, reports the New York Times. Ahmadinejad, who was giving a speech to a select group at the university to mark the beginning of the academic year, ignored the chants of death to the dictator and continued with his speech on the merits of science and the pitfalls of Western-style democracy, witnesses said. Please pray for the pro-democracy forces to gain strength in Iran and for regime change that will remove Ahmadinejad and his allies from power.
* Pray, too, for the rapidly growing Christian awakening in Iran. In 1979, there were only 500 known Muslim converts to Christianity in all of Iran. Today, there are more than 1 million. What's more, Persian evangelical leaders tell me that an estimated 10,000 new house churches are expected to be formed in Iran over the next twelve months.
* We are in talks with several wonderful organizations in Israel and the surrounding region on ways to help them expand their humanitarian relief efforts. This is all part of OPERATION EPICENTER, our three-year initiative to get more than $120 million worth of aid into the Mideast to care for the poor and needy and to pre-position supplies ahead of coming wars. Abbas, who is pursuing a peace deal with Israel, has ruled out dialogue with Islamist Hamas unless it submits anew to his authority and gives up Gaza. Israel and the West want Hamas shunned until it accepts coexistence with the Jewish state.There is a serious movement in the realm of Palestinian dialogue and we have agreed to hold a dialogue with Fatah in one of the Arab capitals, said Ismail Haniyeh, who was Hamas prime minister in the former government that Abbas declared void.Our administration in Gaza is temporary, Haniyeh said in an urgent bulletin posted on a pro-Hamas Web site. He said the talks would be held after Eid al-Fitr, the Muslim festival that ends the holy month of Ramadan and falls on Friday or Saturday.
Foreign sanctions and an Israeli blockade have driven Gaza ever deeper into poverty and isolation, and put pressure on Hamas to find a breakthrough without compromising its doctrines.An official involved in Hamas-Fatah mediation but affiliated with neither group confirmed there would be a meeting as early as next week, and said Cairo was the likely venue.But a senior Abbas aide, Ahmed Abdel-Rahman, denied talks had been set and accused Hamas, which has been vying with Fatah for Palestinian support since the factions fought a brief civil war in June, of trying to mislead the public.We have not heard about such a dialogue, Abdel-Rahman, who is also a Fatah spokesman, told Reuters. November 9 will be a seminal date for the European Union – 18 years since east Berliners tore down the wall and began Europe’s unification. Though the EU is often presented as suffering from a mid-life crisis, this anniversary will be a chance to celebrate Europe’s coming of age. Over the last two decades the EU has shown more of the energy of youth than listless decline. Having built up the world’s biggest single market, most generous aid budget and largest army of peacekeepers, the Union has accumulated the wherewithal to become a transformative power: it has the means to tilt the world towards its formula of democracy, human rights, multilateralism and the principles of open society.
Unlike other great powers in history, it does not project itself by threatening to invade other countries. Instead, it dangles benefits – from the common market to the possibility of EU membership – that are withheld until these countries adopt European norms. European leadership has led to global legal regimes such as the World Trade Organisation. It has persuaded others to sign up to the Kyoto agreement and the International Criminal Court. European troop deployments in Macedonia and the Democratic Republic of Congo, as well as the Aceh monitoring mission, have safeguarded peace processes. But, despite these successes, the EU continues to underperform on the world stage. Since the Iraq war and the French and Dutch No votes on the constitutional treaty, the EU has shown the faltering confidence of adolescence. European leaders, who struggle to adapt to a new global environment characterised by a weakened US, a resurgent Russia and a rising China, have too often turned inwards.
The most dramatic signal has been the foot-dragging over Europe’s most stunning foreign policy success: enlargement. Political leaders and journalists tally up the potential costs of enlargement and the havoc that new member states could wreak in EU institutions. But there is little thought about the costs of non-enlargement: the damage that our wavering commitment is doing to the momentum for reform in Turkey and the Balkans. This nervousness can also be seen in the EU’s attitude towards a newly belligerent Russia. While Russia makes visible use of the threat of a few big sticks (such as control over energy supplies or vetoes at the United Nations), the EU fails to leverage the hundreds of smaller sticks and carrots that it potentially wields – the fact that it accounts for 60 per cent of Russia’s trade, 50 per cent of its investment and that European countries provide a second home to many wealthy Russians. In conflicts of the greater Middle East – from Israel-Palestine to Afghanistan – Europeans are held back by the lack of an effective common strategy. During the Lebanon crisis in August 2005, no fewer than 25 European ministers – each from a different country – travelled to Beirut, delivering mixed messages. In bodies such as the UN, the EU is better at talking about effective multilateralism than at mobilising incentives of trade and aid behind common European positions. Currently, the EU spends more on cleaners for Brussels buildings than it does on supporting the foreign policy team of Javier Solana, EU high representative.
Eurobarometer opinion polls show the public supports an outward-looking EU: more than two-thirds favour a common European foreign policy. With Angela Merkel’s leadership on climate change, Romano Prodi’s efforts to stabilise Lebanon, Gordon Brown’s debt cancellation initiatives and Nicolas Sarkozy’s robust noises on Iran, there are early signs of political leaders who could support a more assertive EU. As part of a group of 50 Europeans from around the Union we are launching a new, independent institution designed to counter EU introversion: the European Council on Foreign Relations. It will promote a more muscular and united European approach to the world. It will encourage European co-operation at the UN, stand by the commitment to eventual EU membership for Turkey and propose increased incentives – from visa regimes to trade – that will draw the EU’s immediate neighbours into its sphere of influence. We believe a common foreign policy will allow individual countries to increase their global influence. EUOBSERVER / BRUSSELS – Just weeks after the European Commission revealed its plans to prevent foreign companies from uncontrolled access to the EU's energy sector, Brussels is set to reiterate that in a global economy openness is not a one-way street.The EU has a key stake in using its clout in global negotiations to ensure that openness is not a one-way street: the political case for openness can only be sustained if others reciprocate in a positive manner, a paper on globalisation drafted by the EU's executive body says. The paper argues that the 27-nation bloc needs to ensure that third countries offer comparable levels of openness to EU exporters and investors. At the same time, it underlines that foreign companies wishing to do business in EU territory will not be allowed to by-pass the rules applied in the [union's] internal market. The 9-page document is the commission's contribution to an EU leader's informal summit on 18-19 October - a meeting primarily designed to put a full stop behind the union's years-long journey towards a new treaty.
Energy – just the beginning?
Non-Europeans got a first taste of Brussels' tougher line on foreign trade and investment in September, when it unveiled a sweeping reform of the EU energy sector, including a series of restrictive measures to be imposed on foreign energy bidders. The proposed rules say, among other things, that third countries and their companies should not be able to acquire control over an EU transmission network unless there is an agreement between the EU bloc and the third country. But Brussels has refused to label its call for reciprocity as protectionism. Protectionism cannot make Europe wealthier. Protectionism would impoverish, not protect our citizens, commission president Jose Manuel Barroso said after the Brussels executive adopted the globalisation paper last week (3 October). But he added that we [the EU] are not naïve. We are not soft touch. We can and will require a level playing field. We want others to open more. The globalisation paper does not specify whether the approach suggested for the energy sector will be expanded to other areas. It only suggests that the way in which the EU applies its rules also needs to reflect the changes brought by globalisation in the patterns of ownership and interest in all sectors.According to a commission official, speaking to EUobserver, it is not clear whether the energy sector will remain alone in this regard.
He said that the current discussion centres around the concern that a third country could exercise power in the political sphere via different investments. On the other hand, some EU capitals are not in the mood for such a debate and argue the Union is in need of investors and cash inflow. The energy sector is more vulnerable to monopolisation and external dependency and runs a bigger risk of price-setting, one EU diplomat added, also underlining the somewhat unique position of the energy sector compared to others.

EU Calls on China to Let Yuan Appreciate Against Euro (Update3) By John Fraher
Oct. 9 (Bloomberg) -- European finance ministers, after failing to find a common position on the euro's rally to a record against the dollar, urged China to allow the yuan to appreciate against their currency. China and other emerging-nation economies should introduce more flexibility in their exchange-rate management, European Union Monetary Affairs Commissioner Joaquin Almunia told reporters in Luxembourg today as he arrived for a second day of talks with ministers and policy makers. European officials, who are preparing for next week's meeting of the Group of Seven nations in Washington, are becoming irked with China after a July 2005 revaluation of its currency failed to stem trade imbalances between the two economies. While the yuan has gained almost 10 percent versus the dollar in the past two years, it has fallen more than 5 percent against the euro in the period. Almunia will travel to China later this year with European Central Bank President Jean-Claude Trichet and Luxembourg Prime and Finance Minister Jean-Claude Juncker to discuss the matter with their Chinese counterparts.
China's yuan has appreciated more than 9 percent in the past two years and I can assure you China will continue to adopt a reform oriented policy on its exchange-rate mechanism, Chinese Foreign Ministry spokesman Liu Jianchao said today in a regular briefing in Beijing. But these adjustments have to be done gradually and in line with the market. In the meantime, we are willing to hold dialogue with other nations.
Rate Move Desirable
Europe's trade deficit with China jumped 22 percent to a record in the first half of this year. Euro-region officials published a statement late yesterday saying that it is desirable that effective exchange rates move in China and other emerging economies. European opinion is pretty split on the issue of the dollar but there is an agreement on the need for emerging Asian currencies like China's to appreciate against the euro, said Michael Woolfolk, senior currency strategist at Bank of New York Mellon, the world's largest custodian bank. On China, there is a consensus.Officials can't agree on how to respond to the European currency's advance against the dollar, which French President Nicolas Sarkozy says threatens to hurt a euro-area economy already confronted by a rise in credit costs. While French Finance Minister Christine Lagarde said last week she would push at the Luxembourg meeting for the central bank to sell euros to stem the currency's rise, the ministers' statement repeated rhetoric recently used by the ECB's Trichet.
Great Attention
We have noted with great attention that the U.S. authorities have reaffirmed that a strong dollar is in the interest of the U.S. economy, ministers said in a statement published late yesterday.
The euro has risen almost 5 percent against the dollar since mid-August and reached a record $1.4283 on Oct. 1. It traded at $1.4044 at 9:45 a.m. in Luxembourg, almost unchanged from yesterday. EU finance ministers will today also consider new disclosure rules for banks following losses caused by the sudden increase in credit costs, which led to a run on the deposits of Northern Rock Plc last month, according to a confidential document. Northern Rock, the U.K. mortgage lender bailed out by the Bank of England, said today that the government will now guarantee all customer deposits until financial markets become less volatile.
Japan's Recovery
Regarding the yen, the euro-region ministers said investors should recognize that Japan's economy is on a sustainable recovery path and markets should be aware of one-way bets. That repeated language used by G-7 officials at a meeting in Essen, Germany, earlier this year. Ministers also said European governments and companies have done enough to help address so-called global imbalances, suggesting emerging Asian economies need to take up the slack. The euro area is playing its role for an orderly reduction of the imbalances by implementing structural reforms and contributing to a rebalancing of growth, the ministers said in the statement. The U.S. government is showing little inclination to encourage an appreciation of the dollar. While Treasury Secretary Henry Paulson may tell his G-7 counterparts that he continues to back a strong dollar, he may resist an explicit criticism of the currency's weakness because it is helping to support the U.S. economy. As far as the dollar is concerned, you'll see more of the same, with Paulson reiterating support for a strong dollar but that not being followed by any action, said Adam Boyton, a senior currency strategist in New York at Deutsche Bank AG. EU Warns Other Nations Over Using the Euro As Its Currency
BRUSSELS, Belgium (AP) -- European Union officials repeated a warning Monday that countries outside the EU should not use the euro currency as their own.The euro is officially shared by 13 EU nations, but it is also used by Montenegro -- which split from the former Yugoslav republic of Serbia last year -- and Kosovo, which is threatening to declare independence from Serbia later this year.
EU spokeswoman Amelia Torres said the bloc opposed euro-ization and countries should only adopt the currency if they join the European Union.The conditions for the adoption of the euro are clear, she told reporters. That means, first and foremost, to be a member of the EU.European Central Bank President Jean-Claude Trichet told reporters earlier Monday that he could not see non-EU members that share a free-trade zone with other European nations --Norway, Iceland and Liechtenstein -- using the currency.
Participation without being a member of the European Union is totally excluded, he said in a public debate, answering an Icelandic official who wanted to know if he saw any way for Iceland to step up links with the euro zone.As regards Iceland, I will say join the European Union, I think it's the best, he said.
Iceland had stayed out of the 27-nation EU largely to avoid sharing its national waters with fishermen from other parts of Europe.

(Washington, D.C., October 8, 2007) -- Lynn and the boys and I just got back from a week out of the country to find some big headlines. President Bush says he is very optimistic about forging peace in the Middle East at next month's summit in the U.S. We pray he's right, but the latest stories out of the epicenter suggest leaders there are steadfastly preparing for war. Iranian President Mahmoud Ahmadinejad is vowing to liberate all of Palestine and vows some sort of final response to Iran's enemies on October 12th, Qods (Jerusalem) Day. Here is the official story from the Iranian news service's website: Supporters of the Zionist regime will receive their response during the world Qods Day's rallies, government spokesman, Gholam-Hossein Elham, said Wednesday. The spokesman made the remarks during his weekly press conference while commenting on the current visit to the occupied Palestine of the US Secretary of State Condoleezza Rice. Qods Day is held each year on the last Friday of Muslims fasting month of Ramadan after it was nominated by the late Founder of the Islamic Republic, Imam Khomeini, as a day to voice the protest of the Islamic Ummah against the Zionists. The day falls on October 12 this year. The US loses all opportunities to cooperate with regional and other world states by trying to support a regime (the Zionist regime) which is now at its weakest political and social position, Elham said. He warned that Washington's insistence on its wrong policies and arrogant approaches would have no result but further political disgrace for itself. Referring to the approaching World Qods Day, the spokesman stressed,'Supporters of the Zionist regime will definitely receive the final response for their support on that day.
What does this mean? No one knows for certain. Will it be another false alarm like Iran's vow to issue some sort of definitive response to the West regarding its nuclear program last August 22nd? We shall have to wait and see. But it must be seen in light of Ahmadinejad's recent speeches suggesting the arrival of the Islamic Messiah is imminent, rather than several years away. Syria's leaders, meanwhile, say they will retake the Golan Heights using any means necessary. Lebanon is on the verge of a civil war and Hezbollah continues to buy massive amounts of weapons from Iran and Syria to prepare for a future war with Israel. And all the while the U.S. and Israel are reportedly stepping up their war gaming efforts to prepare for war with Iran and possibly Syria as well. If all these rumors of war in the Mideast weren't troubling enough, Russian President Vladimir Putin said this past week that he plans to stay in office beyond 2008, when he is constitutionally mandated to step down. He won't serve as president. Instead, he plans to slide over one chair and become Russia's prime minister. So the cat is finally out of the bag. Putin now admits he plans to stay put. He wants to change the hat, but keep the power. It's a very worrisome development, especially in light of Putin's planned $200 billion increase in defense spending and his recent arms deals with Iran, Syria, Algeria and other Islamic enemies of the West. Putin is no democrat. He's recasting himself as a classic Russian Czar. His ambitions run far beyond maintaining control of the Kremlin.
We'll look at his long-term goals in future posts. For now, consider this FLASH TRAFFIC message from November 1, 2005: I simply don't believe Vladimir Putin's repeated refusals to seek a third term in 2008. I think he's staying. The big question is, 'Under what pretext would Putin stay?' The answer: to maintain stability. Stability is Putin's mantra. My sense is that he intends to maintain it at all costs. That would -- by definition --means he plans to stay in the Kremlin as he believes only he has provided Russia something Gorbachev and Yeltsin didn't. What will be the crisis, real or perceived, that requires Putin to change his mind and stay in office? It could be the possibility of an ultranationalist fascist like Vladimir Zhirinovsky or a Communist like Gennady Zyuganov rising in the polls and suddenly being in a position to win the presidency and thus seize control of Russia. It could be a terrorist attack, or the threat of one, or a stock market collapse, or the threat of one. It's too early to say what the 'crisis' will be, but I submit that come 2007 or 2008, Putin will declare one so serious the he has no choice but stay at the helm.

Ahmadinejad Calls Again to Destroy Israel OCT 9,07
Iran's President and Top Leaders Threaten Zionists and Their Supporters.Iranian President Mahmoud Ahmadinejad on Friday vowed once again to destroy Israel and called for a referendum to transfer Israel's Jews to Canada, Alaska or Europe. Canada and Alaska have vast lands, why don't you relocate them over there and keep helping them over there with (aid of) 30 to 40 billion dollars per year for building a new existence over there, [1] Ahmadinejad said during a rally in Tehran to mark Al Quds Day, a political holiday Iran created to protest the enemies of Islam.[2]
Ahmadinejad, who presides over the most active state sponsor of terror in the world, [3] also cautioned that the world's powers should not think that the Iranian nation and other nations in the region will take off [sic] their hands off the throat of the Zionists and their supporters.[4].According to Iran's official national news outlet, The Islamic Republic News Agency, Ahmadinejad stated that the creation of the Zionist regime, [and the] continuation of its existence... are an insult to human dignity. [5] Millions of Iranians attended Al Quds Day rallies throughout Iran [6] and the Muslim world, including in Syria, [7] Bahrain, [8] Lebanon, Pakistan, Turkey and Indonesia. [9]
According to Iran's Fars News Agency, in a speech at the Tehran rally, former President Akbar Hashemi Rafsanjani said the planned November peace meeting between Israel and the Palestinians is a wasted opportunity and that Palestinians should continue their resistance against Israel. [10] Ayatollah Mahould Hashemi Shahroudi, Iran's judiciary chief, said Friday's rallies were a good start for the destruction of the Zionist regime. [11] Al Quds Day was established following Iran's Islamic Revolution in 1979. The founder of the Islamic Republic of Iran, Ayatollah Ruhollah Khomeini, declared the last Friday of the fasting month of Ramadan the International Quds Day,[12] intended to protest the enemies of Islam, at the head America and Israel.[13] Ahmadinejad's belligerence towards Israel, as well as his regime's leading role in sponsoring terrorist organizations and pursuit of a nuclear program in defiance of the United Nations, have defined his leadership. Ahmadinejad has said Israel should be wiped off the map [14] and has repeatedly referred to the Holocaust as a myth. [15] Ahmadinejad's threats extend well beyond Israel. On July 11, 2006, for example, he said, The rage of the Muslim peoples will not be restricted to the boundaries of our region... The waves of the explosion... will reach the corrupt forces [i.e. the Western countries] which support this fake regime.[16] Ahmadinejad has previously said Israel should be relocated to Alaska and that Jews should return to the European countries they fled during the Holocaust. [17]
Iran's nuclear program, which has been described by French Foreign Minister Bernard Kouchner as a real danger for the whole world, [18] is now reportedly comprised of close to 3,000 centrifuge machines, which would be enough to start refining usable amounts of nuclear fuel. [19] Ahmadinejad stated Friday that no power can stop this nation from making more and more achievements in its pursuit of its nuclear program and continued to announce to the whole world that the Iranian nation has passed the difficult points on its nuclear path. [20] On Sept. 25, Ahmadinejad told countries gathered for the U.N. General Assembly that his country's nuclear program is closed as a political issue. [21] International Atomic Energy Agency Director General Mohamed ElBaradei said in May 2007 that Iran could acquire nuclear weapons within three years. [22] Iran, the world's most active state sponsor of terror, provides funding, weapons, training and sanctuary to numerous terrorist groups. [23] Iran is Hezbollah's main arms supplier and has replenished Hezbollah's cache of Katyusha and longer-range rockets that were depleted during the defensive war Israel fought against Hezbollah in the summer of 2006. Iran also supplies Hezbollah advanced anti-tank weapons and surface-to-air rockets. [24] Iran gives Hamas $20 million a year [25] and provided an additional $50 million after Hamas won control of the Palestinian Authority in 2006. [26] Iran also provided Hamas members intensive military training in the weeks and months leading up to the group's takeover of the Gaza Strip. [27]
Furthermore, prominent military analysts believe that Iran is responsible for the majority of U.S. casualties sustained in Iraq. Iran manufactures explosively formed penetrators that have killed and wounded a large majority of U.S. troops. [28] In order to stoke civil unrest in Iraq, Iran provides funding and arms both to Shi'ite and to Sunni groups. MOSCOW (Reuters) - France will not compromise on the need for tougher sanctions on Iran, President Nicolas Sarkozy said in an interview published on Tuesday, hours before he meets Russian President Vladimir Putin near Moscow. Sarkozy praised Putin as a man with whom he could do business, but his comments on Iran are likely to put him at odds with Moscow, which has said it does not believe further sanctions against Tehran will be helpful.Between resignation (to Iran's nuclear ambitions) and war -- and these two words are not in my lexicon -- there is a responsible stance: toughening sanctions with the aim of bringing Iran to its senses, Sarkozy said.No one should put in doubt France's seriousness and resoluteness on this issue, he said in the interview in Russia's state-run Rossiiskaya Gazeta daily.We are talking about protecting our collective security from the danger of nuclear proliferation. Western powers believe Iran is using its civilian nuclear program as a cover for a bomb-making project. Tehran denies this. Russia has used its veto in the United Nations Security Council to water down previous sanctions.Sarkozy, on his first trip to Russia as president, is to fly in to Moscow late on Tuesday. He is to have a working dinner with Putin at his residence near Moscow.The French leader, in the interview, criticized Russia for disruptions in the past to oil and gas supplies to European customers.I will not hide from you that when Russia, without warning, halts energy deliveries to a part of Europe, that damages trust, Sarkozy said.

Lauder, held talks with the Pope in the pontiff's private study and also discussed ways that Christians, Muslims and Jews could work to improve dialogue.WJC Secretary-General Michael Schneider told Reuters among the topics discussed was the problem of resurgent anti-Semitism, particularly in some European countries.
A WJC statement said the group called on the Pontiff to take action against those in the Church who wanted to do damage to the close and positive relationship between Christians and Jews.Lauder told Vatican officials during two days of meetings that statements by Father Tadeusz Rydzyk, a controversial broadcaster, should not be tolerated anymore, the statement said.Jewish and other groups have accused Rydzyk of spreading anti-Semitism and meddling in politics.Rydzyk is the head of a powerful Catholic media empire, which includes Radio Maryja and television Trwam, watched and listened to by millions of Poles.The Vatican has rebuked the priest for openly backing ruling conservative politicians in Poland. Manhigut Yehudit opposes the upcoming November summit in Maryland in which the United States and Israel will seek to divide Jerusalem and relinquish Israeli sovereignty from Judaism's holiest site - The Temple Mount - while at the same time bringing Israel back to what Abba Eban called it's Auschwitz Borders.This summit is solely a tool for two desperate men - US President George Bush and Israeli Prime Minister Ehud Olmert - to attempt to make political gains on the backs of the Jewish People. Bush supports this plan (which will bring rockets raining down on all of Israel) as he desperately wants to focus attention away from Iraq, and if he can come up with a newfangled Mid-East Peace then he and the Republicans will walk away smelling like roses. Olmert is willing and eager to make Israel spiritually bankrupt and militarily defenseless by creating another Arab tyranny in its very backyard whose sole aim will be to destroy the Jewish State. Olmert's first objective is solely the opportunity to stay in office just a little while longer, and he thinks that by producing another false peace ala Oslo then he'll be able to do just that.
Neither of them care about Israel's identity, security or viability more than they care about their own political ambitions.
All recent polls in Israel show approximately 75% of Israeli Jews are opposed to dividing Jerusalem and giving up the Temple Mount. Olmert has NO MANDATE to make the concessions that he is rushing to make.
Olmert's declaration that he is willing to divide Jerusalem and risk countless Jewish lives is a betrayal of the Jewish People and new elections should be called immediately. The Olmert regime will go to any lengths to achieve its ultimate goal of stripping the Jewish Nation of all vestiges of it's Jewish character. Whether that means expelling one hundred thousand Jews (predominantly religious Jews) from their homes in Judea and Samaria or DIVIDING JERUSALEM, G-D forbid, Jews must wake up to the reality that a band of anti-Jewish corrupt individuals are leading the Jewish people to national suicide.Manhigut Yehudit is the authentic Jewish leadership that Israel needs and must have. JERUSALEM (AFP) - A close ally of Prime Minister Ehud Olmert sparked controversy on Monday after saying that Israel should share sovereignty of Jerusalem with the Palestinians as part of a peace deal. It is in Israel's interest to tackle the issue of Jerusalem in the negotiations, deputy prime minister Haim Ramon said, reiterating his stance over the holy city, which Israel calls its eternal, indivisible capital.If we reach a deal with the Palestinians, the Arab world and the international community according to which the Jewish neighbourhoods of Jerusalem will be recognised as the capital of Israel and the Arab neighbourhoods as part of the Arab capital, will that be a bad deal?
Ramon also urged Israel not to miss the opportunity presented by a US-sponsored Midde East conference expected to take place in Annapolis, Maryland in November to try to advance the dormant peace talks.Israel captured Arab east Jerusalem, including the Old City with its sites holy to Christianity, Islam and Judaism -- during the 1967 Six Day war and later annexed it.In 1980, the Israeli parliament, the Knesset, passed a law proclaiming it the reunified and eternal capital of Israel, a claim not recognised by the international community.Ramon's comments as Israeli and Palestinian officials met for the first time to draw a joint statement outlining understandings ahead of the renewal of bilateral talks which are planned following the international meeting.But senior members of Olmert's coalition government were swift to criticise Ramon for breaking of one of Israel's strongest taboos.Of course, Jerusalem is not on the negotiations agenda, Trade and Industry Minister and chairman of the ultra-Orthodox Shas party Eli Yishai told AFP.

Jordanian NGOs to take part in Jerusalem forum

AMMAN, Oct. 7 (Xinhua) -- Jordanian non-governmental organizations will partake in the Jerusalem International Forum slated for next month in Turkey, which marks the 40th anniversary of the Israeli occupation of East Jerusalem during the Six-Day War in 1967, the Jordan Times reported on Sunday. Around 3,000 intellectuals from Turkey and around the world will take part in the Nov. 15-17 forum, which aims to highlight the historical rights of the Palestinians as well as denying Israel's claims on East Jerusalem, the report said. Jordan Engineers Association (JEA) President Wael Saqqa was quoted as saying that the JEA will send 150 of its members to the forum, noting that the participants are keen to do their part in support of the Palestinians in the occupied territories. There are several committees formed by the JEA that work side-by-side with other concerned parties to fight against Jewish attempts to Judaise the holy city, said Saqqa.
Razan Zueiter, who will represent Jordan's civil sector at the forum, said she hoped the forum would offer an opportunity to work together with Palestinian institutions in the occupied territories, said the newspaper. She also called for reactivating the Arab boycott of Israeli products and increasing Arab investments in Jerusalem. On the sidelines of the forum, several folklore, cultural and art exhibitions will be held by the participating delegations, according to the report. Israel seized East Jerusalem, Gaza, the West Bank, Egypt's Sinai Peninsula and Syria's Golan Heights during the Six-Day War in 1967,which ended with Israel's stunning victory over the Arab armies. The United Nations Security Council adopted Resolution 242unanimously in November 1967, demanding the Jewish state withdraw from the occupied lands in return for peaceful actions from Arab states.

Israel and the Palestinians have agreed that the Temple Mount as well as other parts of the Old City in Jerusalem will be under Jordanian control as part of a future peace deal, a Palestinian daily reported on Monday.The London-based al-Quds al-Arabi reported that President Mahmoud Abbas and Prime Minister Ehud Olmert reached the agreement during recent talks in Jerusalem. Under the arrangement, the Old City's Arab residents will be granted Jordanian citizenship. The newspaper did not say whether Israel would keep control of Jewish holy sites and neighborhoods in the Old City. The arrangement will make the Jordanian monarchy a guardian of holy Muslim shrines in Jerusalem. The plan's details and implementation will be supervised by Jordan, Israel, Egypt, the Palestinian Authority and the United Nations, the newspaper said.
The report comes a day after remarks by Vice Premier Haim Ramon that Abbas and Olmert will discuss the status of Jerusalem during the US-sponsored talks in November. Ramon said it was in Israel's interest to hand over control of Jerusalem's Arab neighborhoods to the Palestinian Authority.A Palestinian official told Ynet it was agreed in principle that the neighborhoods of Shuafat, Wadi Jos, Beit Hanina, Ras el-Amoud and Jabal Mukaber would be transferred to PA control.He added that progress was also made regarding the excavations at the Temple Mount. The Palestinians have recently claimed that Israel is attempting to build a synagogue under the complex. The official said that under a future deal Israel would be responsible for security at the Temple Mount while the Palestinians would have sovereignty over the area. November 9 will be a seminal date for the European Union – 18 years since east Berliners tore down the wall and began Europe’s unification. Though the EU is often presented as suffering from a mid-life crisis, this anniversary will be a chance to celebrate Europe’s coming of age. Over the last two decades the EU has shown more of the energy of youth than listless decline. Having built up the world’s biggest single market, most generous aid budget and largest army of peacekeepers, the Union has accumulated the wherewithal to become a transformative power: it has the means to tilt the world towards its formula of democracy, human rights, multilateralism and the principles of open society.
Unlike other great powers in history, it does not project itself by threatening to invade other countries. Instead, it dangles benefits – from the common market to the possibility of EU membership – that are withheld until these countries adopt European norms. European leadership has led to global legal regimes such as the World Trade Organisation. It has persuaded others to sign up to the Kyoto agreement and the International Criminal Court. European troop deployments in Macedonia and the Democratic Republic of Congo, as well as the Aceh monitoring mission, have safeguarded peace processes. But, despite these successes, the EU continues to underperform on the world stage. Since the Iraq war and the French and Dutch No votes on the constitutional treaty, the EU has shown the faltering confidence of adolescence. European leaders, who struggle to adapt to a new global environment characterised by a weakened US, a resurgent Russia and a rising China, have too often turned inwards.
The most dramatic signal has been the foot-dragging over Europe’s most stunning foreign policy success: enlargement. Political leaders and journalists tally up the potential costs of enlargement and the havoc that new member states could wreak in EU institutions. But there is little thought about the costs of non-enlargement: the damage that our wavering commitment is doing to the momentum for reform in Turkey and the Balkans. This nervousness can also be seen in the EU’s attitude towards a newly belligerent Russia. While Russia makes visible use of the threat of a few big sticks (such as control over energy supplies or vetoes at the United Nations), the EU fails to leverage the hundreds of smaller sticks and carrots that it potentially wields – the fact that it accounts for 60 per cent of Russia’s trade, 50 per cent of its investment and that European countries provide a second home to many wealthy Russians. In conflicts of the greater Middle East – from Israel-Palestine to Afghanistan – Europeans are held back by the lack of an effective common strategy. During the Lebanon crisis in August 2005, no fewer than 25 European ministers – each from a different country – travelled to Beirut, delivering mixed messages. In bodies such as the UN, the EU is better at talking about effective multilateralism than at mobilising incentives of trade and aid behind common European positions. Currently, the EU spends more on cleaners for Brussels buildings than it does on supporting the foreign policy team of Javier Solana, EU high representative.
Eurobarometer opinion polls show the public supports an outward-looking EU: more than two-thirds favour a common European foreign policy. With Angela Merkel’s leadership on climate change, Romano Prodi’s efforts to stabilise Lebanon, Gordon Brown’s debt cancellation initiatives and Nicolas Sarkozy’s robust noises on Iran, there are early signs of political leaders who could support a more assertive EU. As part of a group of 50 Europeans from around the Union we are launching a new, independent institution designed to counter EU introversion: the European Council on Foreign Relations. It will promote a more muscular and united European approach to the world. It will encourage European co-operation at the UN, stand by the commitment to eventual EU membership for Turkey and propose increased incentives – from visa regimes to trade – that will draw the EU’s immediate neighbours into its sphere of influence. We believe a common foreign policy will allow individual countries to increase their global influence. The paper argues that the 27-nation bloc needs to ensure that third countries offer comparable levels of openness to EU exporters and investors. At the same time, it underlines that foreign companies wishing to do business in EU territory will not be allowed to by-pass the rules applied in the [union's] internal market. The 9-page document is the commission's contribution to an EU leader's informal summit on 18-19 October - a meeting primarily designed to put a full stop behind the union's years-long journey towards a new treaty.
Energy – just the beginning?
Non-Europeans got a first taste of Brussels' tougher line on foreign trade and investment in September, when it unveiled a sweeping reform of the EU energy sector, including a series of restrictive measures to be imposed on foreign energy bidders. The proposed rules say, among other things, that third countries and their companies should not be able to acquire control over an EU transmission network unless there is an agreement between the EU bloc and the third country. But Brussels has refused to label its call for reciprocity as protectionism. Protectionism cannot make Europe wealthier. Protectionism would impoverish, not protect our citizens, commission president Jose Manuel Barroso said after the Brussels executive adopted the globalisation paper last week (3 October). But he added that we [the EU] are not naïve. We are not soft touch. We can and will require a level playing field. We want others to open more. The globalisation paper does not specify whether the approach suggested for the energy sector will be expanded to other areas. It only suggests that the way in which the EU applies its rules also needs to reflect the changes brought by globalisation in the patterns of ownership and interest in all sectors.According to a commission official, speaking to EUobserver, it is not clear whether the energy sector will remain alone in this regard.
He said that the current discussion centres around the concern that a third country could exercise power in the political sphere via different investments. On the other hand, some EU capitals are not in the mood for such a debate and argue the Union is in need of investors and cash inflow. The energy sector is more vulnerable to monopolisation and external dependency and runs a bigger risk of price-setting, one EU diplomat added, also underlining the somewhat unique position of the energy sector compared to others.

EU Calls on China to Let Yuan Appreciate Against Euro (Update3) By John Fraher
Oct. 9 (Bloomberg) -- European finance ministers, after failing to find a common position on the euro's rally to a record against the dollar, urged China to allow the yuan to appreciate against their currency. China and other emerging-nation economies should introduce more flexibility in their exchange-rate management, European Union Monetary Affairs Commissioner Joaquin Almunia told reporters in Luxembourg today as he arrived for a second day of talks with ministers and policy makers. European officials, who are preparing for next week's meeting of the Group of Seven nations in Washington, are becoming irked with China after a July 2005 revaluation of its currency failed to stem trade imbalances between the two economies. While the yuan has gained almost 10 percent versus the dollar in the past two years, it has fallen more than 5 percent against the euro in the period. Almunia will travel to China later this year with European Central Bank President Jean-Claude Trichet and Luxembourg Prime and Finance Minister Jean-Claude Juncker to discuss the matter with their Chinese counterparts.
China's yuan has appreciated more than 9 percent in the past two years and I can assure you China will continue to adopt a reform oriented policy on its exchange-rate mechanism, Chinese Foreign Ministry spokesman Liu Jianchao said today in a regular briefing in Beijing. But these adjustments have to be done gradually and in line with the market. In the meantime, we are willing to hold dialogue with other nations.
Rate Move Desirable
Europe's trade deficit with China jumped 22 percent to a record in the first half of this year. Euro-region officials published a statement late yesterday saying that it is desirable that effective exchange rates move in China and other emerging economies. European opinion is pretty split on the issue of the dollar but there is an agreement on the need for emerging Asian currencies like China's to appreciate against the euro, said Michael Woolfolk, senior currency strategist at Bank of New York Mellon, the world's largest custodian bank. On China, there is a consensus.Officials can't agree on how to respond to the European currency's advance against the dollar, which French President Nicolas Sarkozy says threatens to hurt a euro-area economy already confronted by a rise in credit costs. While French Finance Minister Christine Lagarde said last week she would push at the Luxembourg meeting for the central bank to sell euros to stem the currency's rise, the ministers' statement repeated rhetoric recently used by the ECB's Trichet.
Great Attention
We have noted with great attention that the U.S. authorities have reaffirmed that a strong dollar is in the interest of the U.S. economy, ministers said in a statement published late yesterday.
The euro has risen almost 5 percent against the dollar since mid-August and reached a record $1.4283 on Oct. 1. It traded at $1.4044 at 9:45 a.m. in Luxembourg, almost unchanged from yesterday. EU finance ministers will today also consider new disclosure rules for banks following losses caused by the sudden increase in credit costs, which led to a run on the deposits of Northern Rock Plc last month, according to a confidential document. Northern Rock, the U.K. mortgage lender bailed out by the Bank of England, said today that the government will now guarantee all customer deposits until financial markets become less volatile.
Japan's Recovery
Regarding the yen, the euro-region ministers said investors should recognize that Japan's economy is on a sustainable recovery path and markets should be aware of one-way bets. That repeated language used by G-7 officials at a meeting in Essen, Germany, earlier this year. Ministers also said European governments and companies have done enough to help address so-called global imbalances, suggesting emerging Asian economies need to take up the slack. The euro area is playing its role for an orderly reduction of the imbalances by implementing structural reforms and contributing to a rebalancing of growth, the ministers said in the statement. The U.S. government is showing little inclination to encourage an appreciation of the dollar. While Treasury Secretary Henry Paulson may tell his G-7 counterparts that he continues to back a strong dollar, he may resist an explicit criticism of the currency's weakness because it is helping to support the U.S. economy. As far as the dollar is concerned, you'll see more of the same, with Paulson reiterating support for a strong dollar but that not being followed by any action, said Adam Boyton, a senior currency strategist in New York at Deutsche Bank AG. EU Warns Other Nations Over Using the Euro As Its Currency
BRUSSELS, Belgium (AP) -- European Union officials repeated a warning Monday that countries outside the EU should not use the euro currency as their own.The euro is officially shared by 13 EU nations, but it is also used by Montenegro -- which split from the former Yugoslav republic of Serbia last year -- and Kosovo, which is threatening to declare independence from Serbia later this year.
EU spokeswoman Amelia Torres said the bloc opposed euro-ization and countries should only adopt the currency if they join the European Union.The conditions for the adoption of the euro are clear, she told reporters. That means, first and foremost, to be a member of the EU.European Central Bank President Jean-Claude Trichet told reporters earlier Monday that he could not see non-EU members that share a free-trade zone with other European nations --Norway, Iceland and Liechtenstein -- using the currency.
Participation without being a member of the European Union is totally excluded, he said in a public debate, answering an Icelandic official who wanted to know if he saw any way for Iceland to step up links with the euro zone.As regards Iceland, I will say join the European Union, I think it's the best, he said.
Iceland had stayed out of the 27-nation EU largely to avoid sharing its national waters with fishermen from other parts of Europe.

(Washington, D.C., October 8, 2007) -- Lynn and the boys and I just got back from a week out of the country to find some big headlines. President Bush says he is very optimistic about forging peace in the Middle East at next month's summit in the U.S. We pray he's right, but the latest stories out of the epicenter suggest leaders there are steadfastly preparing for war. Iranian President Mahmoud Ahmadinejad is vowing to liberate all of Palestine and vows some sort of final response to Iran's enemies on October 12th, Qods (Jerusalem) Day. Here is the official story from the Iranian news service's website: Supporters of the Zionist regime will receive their response during the world Qods Day's rallies, government spokesman, Gholam-Hossein Elham, said Wednesday. The spokesman made the remarks during his weekly press conference while commenting on the current visit to the occupied Palestine of the US Secretary of State Condoleezza Rice. Qods Day is held each year on the last Friday of Muslims fasting month of Ramadan after it was nominated by the late Founder of the Islamic Republic, Imam Khomeini, as a day to voice the protest of the Islamic Ummah against the Zionists. The day falls on October 12 this year. The US loses all opportunities to cooperate with regional and other world states by trying to support a regime (the Zionist regime) which is now at its weakest political and social position, Elham said. He warned that Washington's insistence on its wrong policies and arrogant approaches would have no result but further political disgrace for itself. Referring to the approaching World Qods Day, the spokesman stressed,'Supporters of the Zionist regime will definitely receive the final response for their support on that day.
What does this mean? No one knows for certain. Will it be another false alarm like Iran's vow to issue some sort of definitive response to the West regarding its nuclear program last August 22nd? We shall have to wait and see. But it must be seen in light of Ahmadinejad's recent speeches suggesting the arrival of the Islamic Messiah is imminent, rather than several years away. Syria's leaders, meanwhile, say they will retake the Golan Heights using any means necessary. Lebanon is on the verge of a civil war and Hezbollah continues to buy massive amounts of weapons from Iran and Syria to prepare for a future war with Israel. And all the while the U.S. and Israel are reportedly stepping up their war gaming efforts to prepare for war with Iran and possibly Syria as well. If all these rumors of war in the Mideast weren't troubling enough, Russian President Vladimir Putin said this past week that he plans to stay in office beyond 2008, when he is constitutionally mandated to step down. He won't serve as president. Instead, he plans to slide over one chair and become Russia's prime minister. So the cat is finally out of the bag. Putin now admits he plans to stay put. He wants to change the hat, but keep the power. It's a very worrisome development, especially in light of Putin's planned $200 billion increase in defense spending and his recent arms deals with Iran, Syria, Algeria and other Islamic enemies of the West. Putin is no democrat. He's recasting himself as a classic Russian Czar. His ambitions run far beyond maintaining control of the Kremlin.
We'll look at his long-term goals in future posts. For now, consider this FLASH TRAFFIC message from November 1, 2005: I simply don't believe Vladimir Putin's repeated refusals to seek a third term in 2008. I think he's staying. The big question is, 'Under what pretext would Putin stay?' The answer: to maintain stability. Stability is Putin's mantra. My sense is that he intends to maintain it at all costs. That would -- by definition --means he plans to stay in the Kremlin as he believes only he has provided Russia something Gorbachev and Yeltsin didn't. What will be the crisis, real or perceived, that requires Putin to change his mind and stay in office? It could be the possibility of an ultranationalist fascist like Vladimir Zhirinovsky or a Communist like Gennady Zyuganov rising in the polls and suddenly being in a position to win the presidency and thus seize control of Russia. It could be a terrorist attack, or the threat of one, or a stock market collapse, or the threat of one. It's too early to say what the 'crisis' will be, but I submit that come 2007 or 2008, Putin will declare one so serious the he has no choice but stay at the helm.

Iran's President and Top Leaders Threaten Zionists and Their Supporters.Iranian President Mahmoud Ahmadinejad on Friday vowed once again to destroy Israel and called for a referendum to transfer Israel's Jews to Canada, Alaska or Europe. Canada and Alaska have vast lands, why don't you relocate them over there and keep helping them over there with (aid of) 30 to 40 billion dollars per year for building a new existence over there, [1] Ahmadinejad said during a rally in Tehran to mark Al Quds Day, a political holiday Iran created to protest the enemies of Islam.[2]
Ahmadinejad, who presides over the most active state sponsor of terror in the world, [3] also cautioned that the world's powers should not think that the Iranian nation and other nations in the region will take off [sic] their hands off the throat of the Zionists and their supporters.[4].According to Iran's official national news outlet, The Islamic Republic News Agency, Ahmadinejad stated that the creation of the Zionist regime, [and the] continuation of its existence... are an insult to human dignity. [5] Millions of Iranians attended Al Quds Day rallies throughout Iran [6] and the Muslim world, including in Syria, [7] Bahrain, [8] Lebanon, Pakistan, Turkey and Indonesia. [9]
According to Iran's Fars News Agency, in a speech at the Tehran rally, former President Akbar Hashemi Rafsanjani said the planned November peace meeting between Israel and the Palestinians is a wasted opportunity and that Palestinians should continue their resistance against Israel. [10] Ayatollah Mahould Hashemi Shahroudi, Iran's judiciary chief, said Friday's rallies were a good start for the destruction of the Zionist regime. [11] Al Quds Day was established following Iran's Islamic Revolution in 1979. The founder of the Islamic Republic of Iran, Ayatollah Ruhollah Khomeini, declared the last Friday of the fasting month of Ramadan the International Quds Day,[12] intended to protest the enemies of Islam, at the head America and Israel.[13] Ahmadinejad's belligerence towards Israel, as well as his regime's leading role in sponsoring terrorist organizations and pursuit of a nuclear program in defiance of the United Nations, have defined his leadership. Ahmadinejad has said Israel should be wiped off the map [14] and has repeatedly referred to the Holocaust as a myth. [15] Ahmadinejad's threats extend well beyond Israel. On July 11, 2006, for example, he said, The rage of the Muslim peoples will not be restricted to the boundaries of our region... The waves of the explosion... will reach the corrupt forces [i.e. the Western countries] which support this fake regime.[16] Ahmadinejad has previously said Israel should be relocated to Alaska and that Jews should return to the European countries they fled during the Holocaust. [17]
Iran's nuclear program, which has been described by French Foreign Minister Bernard Kouchner as a real danger for the whole world, [18] is now reportedly comprised of close to 3,000 centrifuge machines, which would be enough to start refining usable amounts of nuclear fuel. [19] Ahmadinejad stated Friday that no power can stop this nation from making more and more achievements in its pursuit of its nuclear program and continued to announce to the whole world that the Iranian nation has passed the difficult points on its nuclear path. [20] On Sept. 25, Ahmadinejad told countries gathered for the U.N. General Assembly that his country's nuclear program is closed as a political issue. [21] International Atomic Energy Agency Director General Mohamed ElBaradei said in May 2007 that Iran could acquire nuclear weapons within three years. [22] Iran, the world's most active state sponsor of terror, provides funding, weapons, training and sanctuary to numerous terrorist groups. [23] Iran is Hezbollah's main arms supplier and has replenished Hezbollah's cache of Katyusha and longer-range rockets that were depleted during the defensive war Israel fought against Hezbollah in the summer of 2006. Iran also supplies Hezbollah advanced anti-tank weapons and surface-to-air rockets. [24] Iran gives Hamas $20 million a year [25] and provided an additional $50 million after Hamas won control of the Palestinian Authority in 2006. [26] Iran also provided Hamas members intensive military training in the weeks and months leading up to the group's takeover of the Gaza Strip. [27]
Furthermore, prominent military analysts believe that Iran is responsible for the majority of U.S. casualties sustained in Iraq. Iran manufactures explosively formed penetrators that have killed and wounded a large majority of U.S. troops. [28] In order to stoke civil unrest in Iraq, Iran provides funding and arms both to Shi'ite and to Sunni groups. MOSCOW (Reuters) - France will not compromise on the need for tougher sanctions on Iran, President Nicolas Sarkozy said in an interview published on Tuesday, hours before he meets Russian President Vladimir Putin near Moscow. Sarkozy praised Putin as a man with whom he could do business, but his comments on Iran are likely to put him at odds with Moscow, which has said it does not believe further sanctions against Tehran will be helpful.Between resignation (to Iran's nuclear ambitions) and war -- and these two words are not in my lexicon -- there is a responsible stance: toughening sanctions with the aim of bringing Iran to its senses, Sarkozy said.No one should put in doubt France's seriousness and resoluteness on this issue, he said in the interview in Russia's state-run Rossiiskaya Gazeta daily.We are talking about protecting our collective security from the danger of nuclear proliferation. I will not give ground on an issue which is of such great importance.
Western powers believe Iran is using its civilian nuclear program as a cover for a bomb-making project. Tehran denies this. Russia has used its veto in the United Nations Security Council to water down previous sanctions.Sarkozy, on his first trip to Russia as president, is to fly in to Moscow late on Tuesday. He is to have a working dinner with Putin at his residence near Moscow.The French leader, in the interview, criticized Russia for disruptions in the past to oil and gas supplies to European customers.I will not hide from you that when Russia, without warning, halts energy deliveries to a part of Europe, that damages trust, Sarkozy said.
But he described Putin as a pragmatist. VATICAN CITY (Reuters) - World Jewish leaders on Monday expressed concern to Pope Benedict about resurgent anti-Semitism and asked Vatican officials to take steps against a radical Polish priest accused of making anti-Jewish comments. A World Jewish Congress delegation headed by the group's president, Ronald S. Lauder, held talks with the Pope in the pontiff's private study and also discussed ways that Christians, Muslims and Jews could work to improve dialogue.WJC Secretary-General Michael Schneider told Reuters among the topics discussed was the problem of resurgent anti-Semitism, particularly in some European countries.
A WJC statement said the group called on the Pontiff to take action against those in the Church who wanted to do damage to the close and positive relationship between Christians and Jews.Lauder told Vatican officials during two days of meetings that statements by Father Tadeusz Rydzyk, a controversial broadcaster, should not be tolerated anymore, the statement said.Jewish and other groups have accused Rydzyk of spreading anti-Semitism and meddling in politics.Rydzyk is the head of a powerful Catholic media empire, which includes Radio Maryja and television Trwam, watched and listened to by millions of Poles.The Vatican has rebuked the priest for openly backing ruling conservative politicians in Poland. But Jewish groups complained in August when the Pope met Rydzyk, saying the encounter appeared to lend the priest legitimacy.Human rights groups and Jewish groups have repeatedly called on Poland's authorities and the Polish Church to remove Rydzyk from his position because of anti-Semitic and xenophobic remarks that often appear in his media.

Manhigut Yehudit Opposes Any Division of Jerusalem

Manhigut Yehudit opposes the upcoming November summit in Maryland in which the United States and Israel will seek to divide Jerusalem and relinquish Israeli sovereignty from Judaism's holiest site - The Temple Mount - while at the same time bringing Israel back to what Abba Eban called it's Auschwitz Borders.This summit is solely a tool for two desperate men - US President George Bush and Israeli Prime Minister Ehud Olmert - to attempt to make political gains on the backs of the Jewish People. Bush supports this plan (which will bring rockets raining down on all of Israel) as he desperately wants to focus attention away from Iraq, and if he can come up with a newfangled Mid-East Peace then he and the Republicans will walk away smelling like roses. Olmert is willing and eager to make Israel spiritually bankrupt and militarily defenseless by creating another Arab tyranny in its very backyard whose sole aim will be to destroy the Jewish State. Olmert's first objective is solely the opportunity to stay in office just a little while longer, and he thinks that by producing another false peace ala Oslo then he'll be able to do just that.
Neither of them care about Israel's identity, security or viability more than they care about their own political ambitions.
All recent polls in Israel show approximately 75% of Israeli Jews are opposed to dividing Jerusalem and giving up the Temple Mount. Olmert has NO MANDATE to make the concessions that he is rushing to make.
Olmert's declaration that he is willing to divide Jerusalem and risk countless Jewish lives is a betrayal of the Jewish People and new elections should be called immediately. The Olmert regime will go to any lengths to achieve its ultimate goal of stripping the Jewish Nation of all vestiges of it's Jewish character. Whether that means expelling one hundred thousand Jews (predominantly religious Jews) from their homes in Judea and Samaria or DIVIDING JERUSALEM, G-D forbid, Jews must wake up to the reality that a band of anti-Jewish corrupt individuals are leading the Jewish people to national suicide.Manhigut Yehudit is the authentic Jewish leadership that Israel needs and must have. JERUSALEM (AFP) - A close ally of Prime Minister Ehud Olmert sparked controversy on Monday after saying that Israel should share sovereignty of Jerusalem with the Palestinians as part of a peace deal. It is in Israel's interest to tackle the issue of Jerusalem in the negotiations, deputy prime minister Haim Ramon said, reiterating his stance over the holy city, which Israel calls its eternal, indivisible capital.If we reach a deal with the Palestinians, the Arab world and the international community according to which the Jewish neighbourhoods of Jerusalem will be recognised as the capital of Israel and the Arab neighbourhoods as part of the Arab capital, will that be a bad deal?
Ramon also urged Israel not to miss the opportunity presented by a US-sponsored Midde East conference expected to take place in Annapolis, Maryland in November to try to advance the dormant peace talks.Israel captured Arab east Jerusalem, including the Old City with its sites holy to Christianity, Islam and Judaism -- during the 1967 Six Day war and later annexed it.In 1980, the Israeli parliament, the Knesset, passed a law proclaiming it the reunified and eternal capital of Israel, a claim not recognised by the international community.Ramon's comments as Israeli and Palestinian officials met for the first time to draw a joint statement outlining understandings ahead of the renewal of bilateral talks which are planned following the international meeting.But senior members of Olmert's coalition government were swift to criticise Ramon for breaking of one of Israel's strongest taboos.Of course, Jerusalem is not on the negotiations agenda, Trade and Industry Minister and chairman of the ultra-Orthodox Shas party Eli Yishai told AFP.
Transport Minister Shaul Mofaz of Olmert's centrist Kadima party warned that Ramon's proposal causes damage on the security level and also on the national level.The issue of the division of Jerusalem is an inalienable asset of the state of Israel. Palestinian refugees will not be returned to Israel and Jerusalem will not be divided, the former chief of staff told public radio.
The issue of Jerusalem -- which the Palestinians demand be the capital of their promised state -- is one of the most sensitive and intractable issues of the Israeli-Palestinian conflict along with the question of refugees.Referring to the planned peace conference, the deputy prime minister told army radio: The meeting is an important occasion to reach an agreement on the political horizon with the Palestinian partners and we cannot miss this opportunity.The alternative in case of failure is that we will be left to face Hamas and fight it he said, referring to the Islamist movement that seized power in Gaza in June by routing forces loyal to moderate Palestinian president Mahmud Abbas.Olmert is due to address the talks with the Palestinians issue during a speech at the opening of parliament's winter session on Monday, telling the chamber that he is absolutely determined.... to give momentum and a chance to a substantive peace process, the mass-selling Yediot Aharonot daily said.
Jordanian NGOs to take part in Jerusalem forum

AMMAN, Oct. 7 (Xinhua) -- Jordanian non-governmental organizations will partake in the Jerusalem International Forum slated for next month in Turkey, which marks the 40th anniversary of the Israeli occupation of East Jerusalem during the Six-Day War in 1967, the Jordan Times reported on Sunday. Around 3,000 intellectuals from Turkey and around the world will take part in the Nov. 15-17 forum, which aims to highlight the historical rights of the Palestinians as well as denying Israel's claims on East Jerusalem, the report said. Jordan Engineers Association (JEA) President Wael Saqqa was quoted as saying that the JEA will send 150 of its members to the forum, noting that the participants are keen to do their part in support of the Palestinians in the occupied territories. There are several committees formed by the JEA that work side-by-side with other concerned parties to fight against Jewish attempts to Judaise the holy city, said Saqqa.
Razan Zueiter, who will represent Jordan's civil sector at the forum, said she hoped the forum would offer an opportunity to work together with Palestinian institutions in the occupied territories, said the newspaper. She also called for reactivating the Arab boycott of Israeli products and increasing Arab investments in Jerusalem. On the sidelines of the forum, several folklore, cultural and art exhibitions will be held by the participating delegations, according to the report. Israel seized East Jerusalem, Gaza, the West Bank, Egypt's Sinai Peninsula and Syria's Golan Heights during the Six-Day War in 1967,which ended with Israel's stunning victory over the Arab armies. The United Nations Security Council adopted Resolution 242unanimously in November 1967, demanding the Jewish state withdraw from the occupied lands in return for peaceful actions from Arab states.

Israel and the Palestinians have agreed that the Temple Mount as well as other parts of the Old City in Jerusalem will be under Jordanian control as part of a future peace deal, a Palestinian daily reported on Monday.The London-based al-Quds al-Arabi reported that President Mahmoud Abbas and Prime Minister Ehud Olmert reached the agreement during recent talks in Jerusalem. Under the arrangement, the Old City's Arab residents will be granted Jordanian citizenship. The newspaper did not say whether Israel would keep control of Jewish holy sites and neighborhoods in the Old City. The arrangement will make the Jordanian monarchy a guardian of holy Muslim shrines in Jerusalem. The plan's details and implementation will be supervised by Jordan, Israel, Egypt, the Palestinian Authority and the United Nations, the newspaper said.
The report comes a day after remarks by Vice Premier Haim Ramon that Abbas and Olmert will discuss the status of Jerusalem during the US-sponsored talks in November. Ramon said it was in Israel's interest to hand over control of Jerusalem's Arab neighborhoods to the Palestinian Authority.A Palestinian official told Ynet it was agreed in principle that the neighborhoods of Shuafat, Wadi Jos, Beit Hanina, Ras el-Amoud and Jabal Mukaber would be transferred to PA control.He added that progress was also made regarding the excavations at the Temple Mount. The Palestinians have recently claimed that Israel is attempting to build a synagogue under the complex. The official said that under a future deal Israel would be responsible for security at the Temple Mount while the Palestinians would have sovereignty over the area. In addition, Israel agreed not to conduct any archeological digs at the complex.
Prime Minister Ehud Olmert's office denied al-Quds al-Arabi's report, saying no agreement has been reached.Ali Waked contributed to the report.
