Trump came to the Middle East this week — to Riyadh, Jerusalem and Bethlehem — the Arab and Israeli leaders he met, and the pundits who watched him, subjected his every utterance to the spectacularly nuanced scrutiny they applied to all those other administrations over the years. Where is the administration headed? What to make of what he said, of what he didn’t say? But Trump is no sophisticate where matters of Middle East political maneuvering are concerned. And neither has he surrounded himself with Middle East sophisticates. The former administration experts on our region, and the best brains the US think tanks can produce — thus far, at least, almost none of them has been drawn into the Trump administration brain trust.For now, therefore, it’s worth internalizing that where President Trump and the Middle East peace process are concerned, there is no strategy for the pundits to try to figure out. It’s not even a case of “What you see is what you get” — because there’s no telling what we may get. It is, rather: What you see is what there is. Not carefully, warily calculated formulations, hinting at the subtle agenda beneath. But Trump front and center. Trump from the heart. What you see is a president who, to hear his remarks about Jerusalem, would for sure have changed the plaque on the West Jerusalem consulate to say “Embassy,” and may yet do so, but who in pledging to make that change while on the campaign trail knew little about the potential implications and ramifications.What you see is a president who is well-disposed toward Jews. They’re part of his family. Several hold key administration positions. They’re his lawyers. They’re his former lawyers now filling key posts like special envoy and ambassador to Israel.What you see is a president who thinks America under Obama exuded weakness in the Middle East and was an unreliable ally of Israel, and intends to change all that.What you see is a president deeply hostile to the regime in Iran, who has given senior positions to ex-military figures who share and outdo him in that hostility, and who heard from King Salman and others in Riyadh how widely feared Iran is, and how central to this region’s problems and to threats beyond this region.What you see is a president who, on this trip, was keenly aware of Evangelical support for Israel, and who wanted to ensure that his visit would play well back home for the Republican party.What you see is a president who has now spent considerable time with Palestinian Authority President Mahmoud Abbas, who has doubtless been presented for the first time with passionate advocacy for the Palestinian cause, and who chose only to implicitly confront Abbas in public with the imperative to stop inciting terrorism and funding terrorists and their families, but who knows that the Republican Party is itching to financially punish the Palestinian Authority if the issue is not resolved.What you see is a president who may get sicker of the whole Israeli-Palestinian quagmire the deeper he gets drawn into it. Who may banish Abbas from his White House like George W. Bush banished Yasser Arafat. Or not. Who may become impatient when Benjamin Netanyahu tells him that, no, sorry Donald, there are concessions we simply cannot and will not make. Or not.What you see is a president who really, truly, doesn’t care if there’s a one-state or a two-state solution because, at least until this trip, he had little sense of the significance of either, and may not have even now.What you see is a president who wants to proclaim that he brokered the impossible deal. But who, embattled at home, will be constrained and preoccupied. And who plainly has no instant solution, because nobody does. (We need the long-haul approach, as I stressed in this piece on the eve of his visit.)What you see is a president, thus far, who is doggedly attached to the charmingly optimistic, thoroughly well-intentioned and dangerously false notion he set out when hosting Abbas at the White House early this month, that solving the Israeli-Palestinian conflict “is something that I think is, frankly, maybe not as difficult as people have thought over the years.”In his Israel Museum speech, the last event of his whirlwind Middle East trip, he insisted, in a departure from his prepared text, that Abbas and the Palestinians are “ready to reach for peace.” Speaking slowly, as though addressing small children, he continued, “I know you’ve heard it before. I am telling you. That’s what I do. They are ready to reach for peace.” And, he went on, still extemporizing, after his meeting with “my very good friend, Benjamin, I can tell you also, that he is reaching for peace. He wants peace.”To which one can only say two things:One: Would that it were all so simple.Two: Nobody, but nobody, knows quite what will happen when — or if — President Trump allows himself to recognize that it is not.

Israel said on Sunday that it would reduce the supply of electricity to the Gaza Strip, after the Palestinian Authority said it would not continue to pay the bill.The decision, which could have a major humanitarian impact on the Strip’s two million residents, who are already facing an energy crisis, was announced by Coordinator of Government Activities in the Territories (COGAT) Major General Yoav (Poly) Mordechai during an interview on BBC Arabic.“Israel is forced to reduce the supply of electricity to the Gaza Strip,” he said, blaming the move on an internal power struggle between the Palestinians.“This is an internal Palestinian issue, not an Israeli-Palestinian issue,” Mordechai said. “Unfortunately there are internal problems between Hamas in the Gaza Strip and the Palestinian Authority in Ramallah, and this brought about a decision by the PA not to finance the electricity,” he added.The PA first informed Israel back in April it would no longer pay for Gaza’s electricity.The move is part of a series of steps aimed a forcing Hamas to either cede control of the Gaza Strip back to the PA, or take full responsibility for the enclave.Hamas took control of Gaza in 2007 after a violent conflict with PA President Mahmoud Abbas’s Fatah party.A spokesperson for COGAT told The Times of Israel “no official time” has been chosen to put the measure into effect.According to Mordechai, Israel is presently the only supplier of electricity to the Gaza Strip.Gaza’s residents have already been experiencing deep power cuts for the last two months, having just four to six hours of electricity a day.The embattled enclave’s only power plant stopped running in April, after Hamas ran out of fuel and refused to purchase more from the Palestinian Authority over what it said were high taxes.Egypt also provided a small amount of power to Gaza, but those power lines have been malfunctioning.According to Mordechai, Israel currently supplies Gaza with 125 megawatts monthly — around 30% of what is needed to power Gaza for 24 hours a day. Israel had also decided to provide another 100 megawatts a month.After the new decision is implemented, Israel will supply Gaza with only 75 megawatts a month.The PA has been paying 40 million shekels ($11.1 million) a month for the 125 megawatts. Mordechai said he received an “official notice” from Ramallah saying it is “interested in transferring” just 20-25 million shekels ($5.6- 7 million) a month for electricity to Gaza.In May, Hussein al-Sheikh, head of the PA’s Civil Affairs Department, said Hamas profits from collecting electricity payments from Gaza residents.“We are not going to continue financing the Hamas coup in Gaza,” he told the Voice of Palestine radio station.Mordechai echoed these accusations.“Unfortunately, Hamas takes NIS 100 million ($28 million) a month from residents of the Gaza Strip: from the goods, from the taxes of all the Palestinians in the Gaza Strip, and this does not reach the Palestinian Authority,” he said.“The reason for this is that Hamas prefers that the money go to the tunnels, to the digging and to the organization,” he added.The Israeli general said Hamas leaders enjoy electricity 24 hours a day, and that each member of the group is provided with a generator and fuel. “Hamas prefers its interests over the interests of the people of Gaza,” he said.Without a sufficient supply of power, Gaza’s current “humanitarian crisis” will deepen, the World Bank warned in an April report.Gaza’s health ministry has warned of cutbacks on hospital care due to a lack of power.Gazans are also dependent on water desalinization plants to provide them with drinking water. Without power, the operation of these plants will be further compromised.Water expert Dr. Yousef Abu-Mayla from the University of Al-Azhar of Gaza said earlier this month at the Sharing Knowledge Foundation Conference in Jordan that just 10% of Gazans currently have access to safe drinking water, as even desalinated Gaza water is susceptible to biological contamination.The price of drinkable water in Gaza is so prohibitive, he added, “vulnerable households end up spending one-third of their income on water.”Hamas, which openly calls for the Jewish state’s destruction, has fought three wars with Israel since 2007, and continues to manufacture rockets and dig tunnels into Israel in preparation for another round of conflict.

The powerful Iranian Revolutionary Guard Corps has established a third underground ballistic missile production facility in southwestern Iran, the semi-official Fars News agency reported Thursday.Amirali Hajizadeh, head of the IRGC’s airspace program, told the Iranian outlet that the country would continue its ballistic missile program despite international criticism.The facility was under construction for years, Hajizadeh told Fars.Alongside the Iran nuclear deal in 2015, the United Nations Security Council passed a resolution that “called upon [Iran] not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology.”However, Tehran has interpreted that call to be a suggestion, and has carried out multiple ballistic missile tests since the passage of the nuclear deal, also known as the Joint Comprehensive Plan of Action.Since taking office, US President Donald Trump has been adamant about the need to curb Iran’s weapons development programs, with the White House “officially putting Iran on notice” earlier this year.Hajizadeh responded to Trump’s tough words on Iran.“We are increasing our missile capabilities,” he said. “It is natural that our enemies America and [Israel] are concerned and angry about the missile production and missile tests and showing our ‘missile cities’ because they want the Iranian nation always to be in a weak position.”Many of Iran’s ballistic missiles are stored in so-called “missile cities,” underground storage facilities where they are kept to protect them from airstrikes.Trump has also encouraged the formation of an anti-Iran coalition consisting of Sunni Muslim nations, like Saudi Arabia, Egypt and Jordan.On Saturday, Trump signed a weapons deal with Saudi Arabia worth approximately $110 billion, including the advanced Terminal High Altitude Area Defense system, which is designed to intercept incoming ballistic missiles.In his interview, Hajizadeh said he was not concerned by the recent arms deal to its Saudi enemies, as he was “confident” that the weapons would be used not against the Islamic Republic, but against Israel.The Jewish state has expressed some moderate concern over the supposedly largest-ever arms deal to Saudi Arabia. Supporters of Lebanese terror group Hezbollah marking the anniversary of Israel’s withdrawal from southern Lebanon 17 years ago set fire to a field along the Israel-Lebanon border near the northern Israeli town of Metulla on Thursday, setting off several mines.Explosions were heard in the area as Israel Defense Forces responded to the incident, Israel Radio reported.Soldiers were said to have dispersed the crowd on the other side of the border, apparently by firing shots into the air. There were no immediate reports of injuries.A video from the scene posted by an Israel Radio reporter showed smoke rising from the field, as a number of IDF soldiers gathered near the fence.Israel’s withdrawal from southern Lebanon began on May 23, 2000, ending 18 years of presence in the country since the start of the First Lebanon War in 1982. The pullout was completed over two days.Hezbollah, an Iranian proxy, gained strength and power after the withdrawal, engaging in a 38-day war with Israel over the summer of 2006 after a cross-border raid that killed eight IDF soldiers and saw the capture of two reservists, Eldad Regev and Ehud Goldwasser, who were critically injured and later died. Hamas accuses the three suspects of collaborating with Israel and sentenced them to execution on Sunday.Israel has not confirmed or denied the accusations.Hamas’s Interior Ministry said two of the accused were hanged and one was killed by firing squad Thursday.The chief suspect, identified as Ashraf Abu Leila, 38, was sentenced to hang after being convicted of the murder in a Sunday court ruling. Hisham al-Aloul, 44, was also sentenced to hang, and Abdallah al-Nashar, faced the firing squad.A shaky video shot from a distance purporting to show the execution was circulating online and broadcast live on Facebook.The footage showed some sort of public square lined with black-clad men.Human Rights Watch condemned the executions in a statement.“Rushing to put men to death based on an unreviewable decision of a special military court days after announcing their arrests and airing videoed confessions smacks of militia rule, not the rule of law,” Sarah Leah Whitson, HRW’s Middle East director, said.“Reliance on confessions, in a system where coercion, torture and deprivation of detainee’s rights are prevalent, and other apparent due process violations further taint the court’s verdicts. Digital rights defenders have in the past argued that the fight against radical online content often leads to censorship.It also poses questions on social media giants' abilities to remove offending content. Facebook and others already said in 2015 they would examine and remove any hateful comments spreading online within 24 hours of their detection.But internal guidelines by Facebook, published by the Guardian newspaper, have described efforts to remove all terrorist content among its 2 billion users as “mission impossible”.The Guardian report also follows a recently proposed bill in Germany that now threatens Facebook and Twitter with up to €50 million in fines if they do not remove hateful content or fake news within 24 hours.The bill backed by the EU ministers is part of the EU's audiovisual media services directive, which also lays out separate rules for video on-demand providers such as Netflix in terms of ensuring that at least 30 percent of the content is European.EU digital commissioner Andrus Ansip in a statement said a common set of audiovisual rules were needed across the EU."We need to take into account new ways of watching videos, and find the right balance to encourage innovative services, promote European films, protect children and tackle hate speech in a better way," he said.

May, 10:02-Almost a third of complaints in cases closed by the European Ombudsman in 2016 were about transparency the Ombudsman said in its annual report, published on Wednesday (24 May).The Ombudsman closed 86 inquiries last year that were about transparency, such as complaints about access to documents. In 2015, transparency was the subject matter of 62 closed cases.The share of transparency as a topic increased from 22.4 percent to 29.6 percent.The EU institution on which the Ombudsman opened the most inquiries was the European Commission - 144, or 58.8 percent, compared to 145 or 55.6 percent the previous year.European Ombudsman Emily O'Reilly said at a press conference on Wednesday that the Commission topped the list “not because it is the worst performer in relation to administration”, but simply because of “the institutional role it plays in the EU”.EU agencies, when treated as a group, were the second-largest source of inquiries opened: 32 cases, two more than in 2015.The European Ombudsman has been receiving a fairly stable number of complaints that fall within its mandate, fluctuating between 698 and 930. The figure was 711 last year.However, the Brussels-based organisation received far more complaints about issues it can do nothing about.“The European Ombudsman receives many complaints on issues that do not fall within her mandate, mostly because they do not concern the work of an EU institution or body,” the report said.“Sometimes complaints are based on the misconception that the Ombudsman is an appeals body over national ombudsmen.”The annual report noted that 2016 saw a “record low” of complaints that fell outside of the Ombudsman's remit: 1,169. May, 13:36-Ten years ago, almost to the day, Estonia came under sustained cyberattacks, which targeted our banks, media and government.While the attacks themselves ultimately proved merely a nuisance, they raised global awareness of the vulnerabilities networked societies face and put a new, fundamental security challenge on the global agenda.Over 200,000 victims in more than 150 countries across the globe have recently been hit by perhaps the most significant global cyberattack to date. Among them were hospitals in the UK, which had to cancel medical procedures, and large corporations such as Telefonica and Renault-Nissan.Ransomware attacks like the WannaCry campaign have been a growing problem for several years.They work by infecting a machine, encrypting its hard drive and then displaying a message that promises functionality will be returned to normal upon payment of a fee – in this case 300-600 dollars per system.When it hits unprepared organisations, a cyberattack can bring mission-critical operations to a standstill.While ransomware can sometimes be removed, the only solution is often to wipe the affected machines and revert to a backup, if one exists.Otherwise, data could be lost forever, as there are still no reliable reports of data recovery from systems encrypted with the WannaCry ransomware.The events over the past two weeks have highlighted our collective reliance on the digital domain, but they have also shown its vulnerabilities.In general, a digital way of life does not necessarily carry with it greater risks, but it is different from paper-based bureaucracies.-No victims in Estonia-Yet vulnerability does not inevitably mean compromise. This particular attack could easily have been avoided by basic security practices, such as replacing out-dated software and installing critical updates.Indeed, some countries were not seriously impacted. In fact, no Estonian computer or system fell victim to this attack. And part of the reason was preparedness.Estonian authorities have been working for several years to raise awareness of the risks of ransomware – by not updating systems, addressing vulnerabilities and implementing baseline security standards.The healthcare sector, in particular, has been a focus of improving IT management routines.Furthermore, the risks and vulnerabilities – and ways of avoiding or mitigating them – must be driven home to anyone who owns or manages an information system or computer network, however small.The Estonian example is encouraging.For instance, when Windows XP – the no-longer-supported Microsoft operating system, at the heart of the ransomware attacks – was about to become obsolete in 2013, a well-targeted public awareness campaign almost halved the number of Estonians using it.Nevertheless, there are still no grounds for complacency. Further cyberattack campaigns may exploit different vulnerabilities, and there is no silver bullet to prevent them.Any comprehensive approach must address the full range of activities from prevention and awareness to response and recovery, while also ensuring that the malicious actors (“bad guys”) behind a cyberattack are discovered, apprehended and deterred in the future.Cyber security, simply put, is too fundamental to everyday life to be left up to technology experts or particular national authorities.A sustainable solution is possible, but only through intense international cooperation: no nation can be truly isolated in cyberspace, therefore going it alone is not an option.-Potential for Europe-We see a major European role in every step along the way.First of all, Europe can contribute to preventing such attacks from occurring in the future.Currently being transposed into domestic law, the EU directive on Network and Information Security (NIS) requires providers of essential services – including healthcare and transport – to follow certain best practices and implement baseline security standards on their systems.A cooperation group of national authorities responsible for cyber security will coordinate national cyber standards and rules, and focus, in particular, on cross-border vulnerabilities and dependencies in vital services.While awareness about cybercrimes has increased as a result of recent wide-impact incidents, a lack of basic check ups still enables crimes such as ransomware.The EU agency for law enforcement training (Cepol) already provides education on ransomware for European law enforcement authorities. Awareness campaigns for law enforcement, businesses, and citizens more broadly, have also been quite effective.When large-scale attacks do occur, the response from public authorities must be swift and coordinated. Timely international and cross-sector sharing of alerts and operational information can slow the spread of such attacks. Joint campaigns and responses are even more effective.In February of this year, the Maltese rotating EU Council presidency launched the work of the European Computer Security Incident Response Team (CSIRT) network, tasked with ensuring the seamless cooperation of national cyber incident response teams in the EU.The CSIRT network will reach full operational readiness in 2018, and should facilitate the sharing of information between EU member states.The WannaCry ransomware case is certainly accelerating the process and provides a first test to the partners.-Identify and capture-After an attack, we must identify and capture the cyber criminals behind it.The EU's police agency, Europol, already coordinates active cooperation between European law enforcement with partners beyond Europe and, in particular, provides a suite of tools to help victims of ransomware to decrypt their files.Furthermore, the European Commission is to propose EU-level action for better cooperation on the exchange of electronic evidence, which would reinforce the ability of law enforcement and prosecutors to identify and prosecute criminals.To enable a smoother transfer of evidence in criminal investigations between the member states, it is also crucial that the European Investigation Order directive is efficiently transposed into national legislation by all countries involved. The deadline for implementing the directive was 22 May 2017.While the WannaCry attack appears to be criminal in nature, state actors are often involved in the activities of cyber criminals. Where this is the case, the EU should respond appropriately.Last year, the Dutch EU Council presidency began work on an EU joint-diplomatic response to state-sponsored malicious cyber activity, which could include sanctions.The EU will also begin several new initiatives this year when Estonia assumes the EU Council presidency for second half of the year.In the autumn, the EU Commission will update the 2013 EU Cyber Security strategy. The new document should consolidate the work done on European and national levels, and ensure that the whole activity adds up to more than just the sum of its parts.We also expect a proposal on European cyber security labelling and certification, which should make it easier for consumers and companies to make cyber-aware purchases and put market pressure on businesses to produce and offer more secure services and products.Along with the updated strategy, we will begin work on revising the mandate of The European Union Agency for Network and Information Security (Enisa) – Europe’s cybersecurity agency.Playing a central role in the implementation of NIS Directive, the agency is to provide a common threat landscape, coordinate the activities of member states and enhance the platform for information exchange. These, altogether, foster an environment in which all nations are more ready to counter cyber threats.-No choice left-Cyber security is a question of a way of life. Europeans are used to the benefits and advantages of digital services and the availability of electronic networks.Nations have no choice but to build up robust cyber security measures – reverting to a paper-based system would not be more secure, is as prohibitively expensive as it is impractical, and would rob us of the conveniences we currently enjoy.The almost-crippling WannaCry campaign highlighted the immediacy of truly international and cross-sector solutions. Cyber security is not simply the prerogative of a narrow range of technical experts or particular agencies.As said previously, Estonia will hold the rotating presidency of the Council of the EU in the second half of this year.We believe that the Digital Single Market and the free movement of data within the EU are of existential importance for Europe – we must keep pace with technological chances, and growing markets in America and Asia.We cannot allow the fear of cyber attacks to slow us down, but we also have to invest the political effort and necessary capital to make sure that Europe can keep its citizens safe and its businesses secure.Taimar Peterkop is the director general of the Estonian Information System Authority.

European Parliament president Antonio Tajani and the EU foreign service chief Federica Mogherini also joined at one point.It was Trump's first personal contact with the leaders of the EU institutions since he was elected last November.The meeting took place in a "friendly and constructive atmosphere," according to EU sources. But it did not appear to bridge the gap between the EU and a US president who has expressed support for anti-EU political forces as well as sympathy for Russia.The EU and US leaders talked about foreign policy, security, climate change, trade and Brexit."My feeling is that we agreed on many areas," Tusk said, but he admitted that "some issues remain open, like climate and trade".EU leaders, some of whom will also meet Trump at a G7 summit in Sicily on Friday and Saturday, had wanted to convince Trump to confirm US participation in the 2015 Paris Agreement to limit CO2 emissions and global warming.But US officials have warned that the US position on climate, which the Trump administration is reviewing, will be decided later down the line.After the failure of negotiations on a EU-US trade deal and calls for more protectionism by the Trump administration, the EU side said on Thursday that the EU and US "can work together in multilateral forums and look into the potential of bilateral trade relations".During the meeting, the EU and US leaders said they supported the idea of a working group on "difficult" trade issues. Palestinians employed by the Waqf, the Islamic trust that oversees the mosque and the ancient compound that surrounds it, set up tents for fasting worshippers to take respite from the heat alongside the golden Dome of the Rock, the site where the Prophet Mohammad is said to have ascended to heaven.Around the Muslim Quarter of the Old City, shopkeepers stock up on Ramadan essentials, including bright lights for decorations and Korans and prayer beads for recitations.Issam Zughaiar, 67, sells ornate Ramadan lanterns, called fanous, in the Old City's winding covered market. ANKARA (Reuters) - Iran has built a third underground ballistic missile production factory and will keep developing its missile program, the semi-official Fars news agency quoted a senior commander of the elite Revolutionary Guard as saying.The development is likely to fuel tensions with the United States in a week when President Donald Trump, on his first foreign trip, has called Iran a sponsor of militant groups and a threat to countries across the Middle East."Iran's third underground factory has been built by the Guards in recent years ... We will continue to further develop our missile capabilities forcefully," Fars quoted Amirali Hajizadeh, head of the Guard’s airspace division, as saying.Since taking office in January, Trump has imposed new sanctions on Iran in response to its recent missile launches, putting Tehran "on notice".Iran has reacted defiantly. Liberal hydro plan to cost $45B and save electricity ratepayers $24B: watchdog-YAHOONEWS-[The Canadian Press]-May 24, 2017

TORONTO — Ontarians will be paying a net $21 billion over the next three decades to get short-term savings under the Liberal government's hydro plan, which is designed to make the province's bottom line look better, two watchdogs said Wednesday.Both the financial accountability officer and the auditor general weighed in on the plan to lower hydro rates, which have roughly doubled over the last decade.A report from the budget watchdog found that the government will spend $45 billion over the life of its hydro plan to save people $24 billion on their bills over the next approximately 30 years.The $45 billion, however, is mostly the cost of funding an eight-per-cent rebate that took effect in January and assumes balanced budgets. If the government has to fund that rebate through debt, the cost could soar up to $93 billion, the report said.Premier Kathleen Wynne promised to cut hydro bills in the province after widespread anger over rising costs helped send her approval ratings to record lows. Under the government's plan, Ontarians will see lowered hydro bills for the next 10 years, but will then pay higher costs for the following 20 years.Legislation to cut electricity bills by 17 per cent on average — on top of the eight-per-cent rebate — is currently before the House and has to pass before the summer break begins June 1 if relief is to be delivered under the timeline the Liberals promised.The hydro plan will lower time-of-use rates by removing from bills a portion of the global adjustment, a charge consumers pay for above-market rates to power producers. For the next 10 years, a new entity overseen by Ontario Power Generation will take on debt to pay that difference.That means there will be no impact on Ontario's net debt — currently at about $312 billion — or annual surplus/deficit, said Auditor General Bonnie Lysyk. The auditor told a committee studying the hydro legislation Wednesday that it "sets a dangerous precedent.""There are a lot of people investing a lot of time and money to set this up, structured in such a way that it doesn't affect bottom line," she said.Energy Minister Glenn Thibeault has said OPG has expertise in managing hydro-related debt.The OPG Trust is financing 55 per cent of that borrowing, with the province financing the rest. But the OPG Trust borrows at an average rate of 5.4 per cent, compared to the province's 4.5 per cent, the FAO noted. So if the government took on all of the refinancing, ratepayers could save $4 billion, the FAO concluded.In light of those potential savings, NDP critic Peter Tabuns called the government's financing structure "puzzling.""Why it's being set up in the special purpose vehicle, this little subsidiary of OPG is hard to understand," he said. "It may make provincial debt look better because it's been moved off (the government books), but that can be the only advantage. It's going to cost us a lot of money."The Liberals have said after the initial cut to bills this year, rate increases will be held to inflation for the next four years. After that, the average bill will rise about 6.8 per cent a year until 2028, the FAO projected.At that point, ratepayers will have to start paying back debt that will be accumulated in order to finance lower rates for the first decade. From then on, bills will be about four per cent higher than they would have been without the Liberal plan, Financial Accountability Officer Stephen LeClair said.The cost of paying back that debt with interest — which the government has said will be up to $28 billion — will go back onto ratepayers' bills for about 20 years starting in 2028 as a "Clean Energy Adjustment."The FAO estimated the cost of interest on that debt will be $21 billion, assuming a five-per-cent weighted average interest rate. If that rises to six per cent, ratepayers will end up paying $30 billion, LeClair projected.Electricity bills in the province have roughly doubled in the last decade, due in part to green energy initiatives, and the government has said the goal of its hydro plan is to better spread out those costs."We've always said that the proposed Fair Hydro Plan will cost more over the long-term, but it will share the costs of our investments more fairly over a longer period of time, and lower bills by 25 per cent on average starting this summer," Thibeault said in a statement.The FAO's $21-billion projection is in line with the government's estimates, Thibeault said, dismissing the FAO's "outlier scenarios" as extremely unlikely.Allison Jones, The Canadian Press.
