EU chases rare earths deal with US.

Brussels, Belgium, Feb 3 (AFP) Feb 03, 2026-European officials hope to clinch a deal on rare earths during talks on Wednesday with the US administration on the minerals essential to industries including defence.Washington is hosting the first ministerial meeting aimed at strengthening and diversifying critical mineral supply chains, where China's dominance is a growing area of concern for the West.The European Union's industry chief Stephane Sejourne will represent the bloc during the discussions hosted by US Secretary of State Marco Rubio.The EU wants a critical minerals partnership with the United States to check China's influence and leverage in the field.It also hopes such an agreement would help avoid a fight with Washington over resources from other parts of the world, such as Australia.Sejourne will seek a joint declaration with Washington before Brussels pursues a more formal agreement."We have to make sure that we're not bidding each other up for the same supplies," an EU official said, "and where we are going towards the same projects, that we find ways to be complementary to each other."Rare-earth metals are crucial in the production of everything from smartphones to fighter jets and electric cars.The EU has partnerships with several countries already: Argentina, Australia, Canada, Chile, the Democratic Republic of Congo, Greenland, Kazakhstan, Namibia, Norway, Rwanda, Serbia, Ukraine and Zambia.The bloc also adopted a critical raw materials law in 2024 but a watchdog on Monday warned the EU's efforts were not enough to diversify its supply.The law set non-binding targets for the EU to ramp up domestic processing and recycling of the minerals, which the European Court of Auditors said the bloc will struggle to meet.

Brussels, Belgium, Feb 3 (AFP) Feb 03, 2026-The EU executive on Tuesday strongly rejected accusations made in a US congressional report that it had forced social media platforms to censor American content.In a scathing 160-page report, the Republican-dominated judiciary committee of the House of Representatives claimed the European Commission spent 10 years trying to "censor the global internet" and American citizens' speech.The report's release came on the eve of a hearing by the committee chaired by President Donald Trump ally Jim Jordan, entitled "Europe's Threat to American Speech and Innovation, Part II".The accusations drew a strong rebuke from the EU."On the latest censorship allegations. Pure nonsense. China's BYD designing new model for India: senior official.

Dubai, Feb 3 (AFP) Feb 03, 2026-China's BYD, the world's top electric car-maker, is preparing a new model for India as it looks to continue its rapid growth overseas, executive vice president Stella Li told AFP on Tuesday.Engineers at BYD's headquarters in Shenzhen, southern China, are working on the design, she said, although the launch date remains unclear."India is a market for us but we need to put more effort," Li said at the World Governments Summit in Dubai.BYD, which began life as a battery company, sold 2.26 million electric vehicles last year, overtaking Elon Musk's Tesla as the world's top manufacturer.The Chinese company now plans to "introduce a different model fitted for India", Li said, without giving further details."My team is working on that, but there is still some work to do," she said. Bipartisan legislation newly introduced in U.S. Congress aims to “strengthen America’s digital identity infrastructure and protect individuals, businesses, and government programs from rapidly rising identity fraud and theft,” says a release from U.S. Congressman Bill Foster (D-IL), a co-sponsor of the bill.The law, HR 7270, would establish an identity fraud prevention innovation grant program for states, which would see the Treasury Department supporting digital transformation, including the development of secure digital credentials like mobile driver’s licenses (mDL), and defenses against generative AI-related deepfake threats.Congressman Pete Sessions (R-TX) joins Foster in sponsoring the legislation, which aims to institute a “government-wide approach to addressing vulnerabilities in online identity verification that are increasingly exploited by organized criminal networks and hostile nation-states.”Per the release, the bill builds on work already directed by Congress for the National Institute of Standards and Technology (NIST) to develop voluntary digital identity guidelines, “while recognizing that many states and local agencies lack the resources to implement them.” In effect, it provides a financial complement to the evolving NIST guidelines, which will be necessary for widespread success.“It is important that Congress responds to the growing wave of identity theft and fraud in the United States by strengthening our digital identity infrastructure,” says Foster. This is in keeping with the congressman’s efforts on digital identity, which have included pushing for the development of a federal agency to oversee identity security and the deployment of related technologies. Foster previously introduced the Improving Digital Identity Act, which calls for “consent-based digital identity solutions” for identity verification and authentication.The congressman gave a keynote as part of last week’s FIDO Identity & Policy Forum, in which he explains his thinking behind the new bill, saying that the emergence of agentic AI is a major motivator. John Howard reflects on DHS biometrics evaluations and the AI testing landscape-Former MdTF Chief Data Scientist highlights work on bias, standards-Feb 3, 2026, 4:39 pm EST | Chris Burt

When John Howard began working for SAIC at the Maryland Test Facility, biometrics was an emerging technology supported by a nascent industry. When he announced his departure near the end of January, the MdTF and Howard personally were long-established as central figures in proving the science and setting the standards behind facial recognition and other biometrics.Howard’s lengthy list of contributions as senior principal scientist with SAIC ranges from helping set up and scale assessments of operational biometrics deployments in projects like the DHS Biometric Technology Rally, RIVTD and RIVR, to research and standard development around demographic fairness.Reflecting on highlights from his time with MdTF in an email interview with Biometric Update, Howard says, “Throughout my career, one of my biggest areas of research has been into demographic effects (“bias”) and how to test complex AI systems in operations.”He points out that a system that always fails for every user group could be considered equitable, so usefulness is a function of both overall accuracy and fairness.“Looking ahead, I believe this work will lay the foundation for how we — as a society and as individual companies – reason about 1) the operational realities of AI systems, 2) deep fakes, and 3) effective AI and data policies.”Howard’s next project is Sensus AI, the independent testing, assessment, audit and advisory firm he co-founded and will lead as CEO.Howard makes clear that his departure from MdTF does not reflect any diminished role for the lab in facial recognition policy and development.“The U.S. Government has a significant role in guiding the future of facial recognition technologies, and government laboratories are going to be critical in providing expertise on the development, evaluation, and deployment of those technologies in the government space,” he says.Evaluating evaluations-One of Howard’s last projects with MdTF was a paper on face biometrics image quality evaluation tool OFIQ. It suggested that the open-source tool is very limited in its usefulness to DHS, and its quality filter “did not substantially reduce error rates.”Christoph Busch of Hochschule Darmstadt pushed back on those findings somewhat during an OFIQ user group meeting, suggesting that the criteria of the assessment is not as applicable to other users, like eu-LISA.Howard does not entirely agree, but sees the debate as an example of the need to apply appropriate expertise to get real-world applications right.“Airports and other large venues are going to face challenges as they introduce face recognition programs because they are complex environments,” he points out. “For most high-throughput deployments of face recognition systems, you don’t want to discard usable face samples. Our paper showed that is what OFIQ does. Every implementation has its subtleties, eu-LISA included, and that highlights the importance of expert consultation when operationalizing these technologies.”Consequences of success-When asked about how helpful the biometrics testing and evaluation ecosystem is when it comes to evaluating vendor claims and the applicability of technology to specific use cases, Howard says that it “could do better.”“Right now, there’s no shortage of people eager to build and deploy AI across all kinds of applications. What is missing, especially in the private sector, is a sufficient number of professionals focused on independent AI test, evaluation and auding. I believe that in the next four years, every organization is going to need independent, qualified, AI test, evaluation — much like organizations do financial audits today. That’s not the model we are currently operating under but I hope we move in that direction.”As AI and biometrics adoption is followed by enhanced scrutiny and then governance, Howard also sees a need for realistic transparency.“The industry should be clear to the public that these systems make mistakes,” he writes. “They are constantly getting better and honestly the progress has been remarkable but that success can sometimes lead people to stretch these systems into ever more applications. A system that makes very few errors in one use case can produce an astronomical number of mistakes in another.”

Those include implementations by London’s Met Police, South Wales Police and British Transport Police, The Irish News reports.“At this stage, we are engaging with these programmes and their industry providers solely in order to assess operational feasibility,” the PSNI told the outlet in a statement. It added that a final decision on whether to deploy live facial recognition in Northern Ireland has not yet been made.The Board’s efforts are described as “at an early exploratory and consultation stage.”The consideration comes just as the UK government has announced its largest-ever expansion of facial recognition capabilities for police. Israelis are almost evenly split over whether the country should take part in a potential US attack on Iran, according to a new survey published Tuesday by the Israel Democracy Institute, conducted amid heightened tensions with the Islamic Republic.The poll — conducted January 25-29 among a representative sample of 755 Jewish and Arab adults — found that 50 percent of respondents believe Israel should only strike Iran if Tehran attacks Israel first, while 44% support direct military participation with Washington against the Islamic Republic from the outset.Among Jewish respondents, support for Israeli participation in an attack on Iran was somewhat higher, with 48% backing involvement from the beginning, compared to 46% who favored joining only in response to an Iranian attack. Arab respondents, by contrast, showed a much clearer preference for conditional involvement: 67% said Israel should participate only if Iran attacks Israel.Political orientation also emerged as a key dividing factor. Geneva (AFP) Jan 22, 2026-Nuclear weapons testing has affected every single human on the planet, causing at least four million premature deaths from cancer and other diseases over time, according to a new report delving into the deadly legacy.More than 2,400 nuclear devices were detonated in tests conducted worldwide between 1945 and 2017.Of the nine countries known to possess nuclear weapons -- Russia, the United States, China, France, the United Kingdom, Pakistan, India, Israel and North Korea -- only Pyongyang has conducted nuclear tests since the 1990s.But a new report from the Norwegian People's Aid (NPA) humanitarian organisation, provided exclusively to AFP, details how the effects of past tests are still being felt worldwide."They poisoned us," Hinamoeura Cross, a 37-year-old Tahitian parliamentarian who was aged seven when France detonated its last nuclear explosion near her home in French Polynesia in 1996.Seventeen years later, she was diagnosed with leukaemia, in a family where her grandmother, mother and aunt already suffered from thyroid cancer.The explosions are known to have caused enduring and widespread harm to human health, societies and ecosystems.But the NPA report details over 304 pages how an ongoing culture of secrecy, along with lacking international engagement and a dearth of data, have left many affected communities scrambling for answers."Past nuclear testing continues to kill today," said NPA chief Raymond Johansen, voicing hope the report would "strengthen the resolve to prevent nuclear weapons from ever being tested or used again".- 'Very dangerous' -The issue has gained fresh relevance after US President Donald Trump's suggestion last November that Washington could resume nuclear testing, accusing Russia and China of already doing so -- charges they rejected."This is very, very, very dangerous," warned Ivana Hughes, a Columbia University chemistry lecturer and head of the Nuclear Age Peace Foundation, who contributed to the NPA report."The nuclear testing period shows us that the consequences are extremely long-lasting and very serious," she told AFP.The heaviest burden of past tests has fallen on communities living near test sites, today located in 15 different countries, including many former colonies of nuclear-armed states.Survivors there continue to face elevated rates of illness, congenital anomalies and trauma.The impact is also felt globally."Every person alive today carries radioactive isotopes from atmospheric testing in their bones," report co-author and University of South Carolina anthropology professor Magdalena Stawkowski told AFP.- Millions of early deaths -Hundreds of thousands of people around the globe are known to have already died from illnesses linked to past nuclear test detonations, the report highlighted.It pointed to strong scientific evidence connecting radiation exposure to DNA damage, cancer, cardiovascular disease and genetic effects, even at low doses."The risks that radiation poses are really much greater than previously thought," report co-author Tilman Ruff told AFP.The atmospheric tests alone, which were conducted up to 1980, are expected over time to cause at least two million excess cancer deaths, he said.And "the same number of additional early deaths (are expected) from heart attacks and strokes", said Ruff, a Melbourne University public health fellow and co-founder of the International Campaign to Abolish Nuclear Weapons, which won the 2017 Nobel Peace Prize.Ionising radiation, or particles that can snap DNA bonds in cells and turn them cancerous, is "intensely biologically harmful", he said."There is no level below which there are no effects".The risks are not uniform, with foetuses and young children most affected, and girls and women 52-percent more susceptible to the cancer-inducing effects of radiation than boys and men.- Culture of secrecy -The NPA report documented a persistent culture of secrecy among states that had tested nuclear weapons.In Kiribati, for instance, studies by Britain and the United States on health and environmental impacts remain classified, preventing victims from learning what was done to them.And in Algeria, the precise sites where France buried radioactive waste after its tests there remain undisclosed, the report said.None of the nuclear-armed states has ever apologised for the tests, and even in cases where they eventually acknowledged damage, the report said compensation schemes have tended to "function more to limit liability than to help victims in good faith".Local communities, meanwhile, frequently lack adequate healthcare and health screening, as well as basic risk education -- leaving people unaware of the dangers or how to protect themselves."The harm is underestimated, it's under-communicated, and it's under-addressed," Stawkowski said.- 'Guinea pigs' -When Cross was diagnosed with leukaemia aged 24, she did not immediately blame the nuclear explosions in French Polynesia decades earlier."France's propaganda was very powerful," she told AFP, adding that in school she had only learned about the tests' positive economic impact for France's South Pacific islands and atolls.She was later "shocked" to discover that rather than a handful of harmless "tests", France conducted 193 explosions in French Polynesia between 1966 and 1996.The biggest was around 200 times more powerful than the bomb the United States dropped on Hiroshima in 1945."These weren't just tests. They were real bombs," she said, charging that her people had been treated as "guinea pigs" for decades.- 'Trauma' -Other communities near test sites have also borne a heavy burden.Hughes pointed to the impact of the United States' 15-megaton Bravo test at Bikini Atoll in the Marshall Islands on March 1, 1954 -- "equivalent to 1,000 Hiroshima bombs -- an absolute monstrosity".It vaporised one island and exposed thousands nearby to radioactive fallout.Rongelap, about 120 kilometres (75 miles) from Bikini, saw "vaporised coral atoll mixed in with radioactive isotopes falling onto the island from the sky, with the children thinking it was snow", Hughes said.The report criticised the "minimal" international response to the problem.It especially highlighted the nuclear-armed states' responsibility to scale up efforts to assess needs, assist victims and clean up contaminated environments."We want to understand what happened to us," Cross said."We want to heal from this trauma."

UK unveils first plan to tackle 'forever chemicals'.

London, Feb 3 (AFP) Feb 03, 2026-Britain unveiled Tuesday its first-ever plan to tackle "forever chemicals" and reduce the risks they pose to health and the environment.PFAs (per- and polyfluoroalkyl substances) are a group of some 10,000 human-manufactured chemicals used in everything from pizza boxes to cookware, to waterproof clothing.They take an extremely long time to break down -- earning them their "forever" nickname -- and instead build up in the environment.There is growing evidence their widespread use has created risks that "will likely remain for hundreds of years", according to the UK's Department for Environment Food and Rural Affairs.It said in a statement the new government plan aims to "understand where these chemicals are coming from, how they spread and how to reduce public and environmental exposure".The full extent of PFAs in England's estuaries and coastal waters "will be assessed for the first time," it added.PFAs are present in food and drinking water.Chronic exposure to even low levels has been linked to liver damage, high cholesterol, reduced immune responses, low birth weights and several kinds of cancer.Under the plan, "a consultation will be launched later this year on introducing a statutory limit for PFAS in England's public supply regulations."Should permitted levels be exceeded, this would make it easier for regulators to "enforce against water companies breaking the rules"."It's crucial that we protect public health and the environment for future generations," said Environment Minister Emma Hardy in the statement.She noted the government would work with regulators, industry, and local communities "to ensure 'forever chemicals' are not a forever problem".Safer alternatives to everyday items, such as period pads and waterproof clothing, could also be developed.Traces of the chemicals have been found everywhere from Tibet to Antarctica and contamination scandals have gripped Belgium and the United States among other nations.Their use is increasingly being restricted across the world due to adverse health effects.A handful of US states, including California, implemented a ban on the intentional use of PFAS in cosmetics beginning in 2025, and several other states are slated to follow in 2026.The European Union has also been studying a ban on the use of PFAs in consumer products.A report last week said their continued use could cost Europe up to 1.7 trillion euros ($2 trillion) by 2050 because of their impact on people's health.

US deploys military team to Nigeria: general.

AP — The last remaining nuclear arms pact between Russia and the United States is set to expire Thursday, removing any caps on the two largest atomic arsenals for the first time in more than a half-century.The termination of the New START Treaty would set the stage for what many fear could be an unconstrained nuclear arms race.Russian President Vladimir Putin declared readiness to stick to the treaty’s limits for another year if Washington follows suit, but US President Donald Trump has been noncommittal about extending it.Trump has repeatedly indicated he would like to keep limits on nuclear weapons and involve China in arms control talks, a White House official who was not authorized to talk publicly and spoke on condition of anonymity said Monday. At the same time, the Kremlin emphasized it wasn’t withdrawing from the pact altogether, pledging to respect its caps on nuclear weapons.In offering in September to abide by New START’s limits for a year to buy time for both sides to negotiate a successor agreement, Putin said the pact’s expiration would be destabilizing and could fuel nuclear proliferation.Rose Gottemoeller, the chief US negotiator for pact and a former NATO deputy secretary-general, said extending it would have served US interests. “A one-year extension of New START limits would not prejudice any of the vital steps that the United States is taking to respond to the Chinese nuclear buildup,” she told an online discussion last month.New START followed a long succession of US-Russian nuclear arms reduction pacts, starting with SALT I in 1972 signed by US president Richard Nixon and Soviet leader Leonid Brezhnev — the first attempt to limit their arsenals.The 1972 Anti-Ballistic Missile Treaty restricted the countries’ missile defense systems until US president George W. Bush took the US out of the pact in 2001 despite Moscow’s warnings. Those missiles were seen as particularly destabilizing because of their short flight time to their targets, leaving only minutes to decide on a retaliatory strike and increasing the threat of a nuclear war on a false warning.In November 2024 and again last month, Russia attacked Ukraine with a conventional version of its new Oreshnik intermediate-range ballistic missile. Moscow says it has a range of up to 5,000 kilometers (3,100 miles), capable of reaching any European target, with either nuclear or conventional warheads.Without agreements limiting nuclear arsenals, Russia “will promptly and firmly fend off any new threats to our security,” said Medvedev, who had signed the New START treaty and is now deputy head of Putin’s Security Council.“If we are not heard, we act proportionately seeking to restore parity,” he said in recent remarks.Medvedev specifically mentioned Trump’s proposed Golden Dome missile defense system among potentially destabilizing moves, emphasizing a close link between offensive and defensive strategic weapons.Trump’s plan has worried Russia and China, Kimball said.“They’re likely going to respond to Golden Dome by building up the number of offensive weapons they have to overwhelm the system and make sure that they have the potential to retaliate with nuclear weapons,” he said, adding that offensive capabilities can be built faster and cheaper than defensive ones.Trump’s October statement about US intentions to resume nuclear tests for the first time since 1992 also troubled the Kremlin, which last conducted a test in 1990 when the USSR still existed. Putin said Russia will respond in kind if the US resumes tests, which are banned by a global treaty that Moscow and Washington signed.US Energy Secretary Chris Wright said in November that such tests would not include nuclear explosions.Kimball said a US resumption of tests “would blow a massive hole in the global system to reduce nuclear risk,” prompting Russia to respond in kind and tempting others, including China and India, to follow suit.The world was heading toward accelerated strategic competition, he said, with more spending and increasingly unstable relations involving the US, Russia, and China on nuclear matters.“This marks a potential turning point into a much more dangerous period of global nuclear competition, the likes of which we’ve not seen in our lifetimes,” Kimball added.

The sun emitted some of the most powerful solar flares this week, NASA announced.The star emitted three strong solar flares on Sunday, Feb. 1, peaking at 7:33 a.m. ET, 6:37 p.m. ET and 7:36 p.m. ET, according to the government agency. The sun also emitted a fourth strong solar flare on Monday, Feb. 2, which peaked at 3:14 a.m. ET. The flares derived from Region 4366, a "solar flare factory" created on Jan. 30, according to Spaceweather.com and NOAA's Space Weather Prediction Center.NASA’s Solar Dynamics Observatory captured images of the events.The recorded flares are some of the strongest, NASA said. The solar flares' classifications are as follows: the first is an X1.0, the second is an X8.1, the third is an X2.8 and the fourth is an X1.6.NASA’s Solar Dynamics Observatory captured these images of the solar flares — seen as the bright flashes in the center of the images — on Feb. 1 and Feb. 2, 2026.Flares classified with an X are the most intense, according to NASA. The number is relevant to its strength.The latest solar flare, an X1.5, occurred on Tuesday, Feb. 3. Region 4366 has so far produced 21 C-class, 38 M-class and five X-class flares.Modeling of the associated coronal mass ejections indicates a bulk of material will pass by Earth to the north and east late on Feb. 5.
