Why the Durham Report Matters to Democracy-It is
a damning account of the corruption of the FBI and its accomplices.-By

The 306-page Durham
report released Monday afternoon is far more comprehensive than anything
issued by original special counsel Robert Mueller. Mr. Durham had
already unfurled some of the narrative with his prosecutions of Russian
national Igor Danchenko and Democratic lawyer Michael Sussmann. He lost
those cases, though the indictments laid out how the Clinton campaign
used foreign nationals, an oppo-research outfit, and political insiders
to feed the FBI and the media lies about Trump collusion.The Durham
report gives a fuller picture of the FBI’s complicity under former
director James Comey and deputy Andrew McCabe. It scores an FBI that
“failed to uphold their important mission of strict fidelity to the
law.” Here are some of the specific findings:• No basis for
investigation. The FBI lacked “any actual evidence of collusion” between
the Trump campaign and Russia when it violated its standards and jumped
over several steps to initiate a full investigation, including probes
into four members of the Trump campaign.The pretext for the probe—a
random conversation between unpaid Trump adviser George Papadopoulos and
an Australian diplomat—was so flimsy that FBI agents complained it was
“thin” and British intelligence was incredulous. The FBI opened the
probe without doing interviews, using any “standard analytical tools,”
or conducting intelligence reviews—which would have shown that not a
single U.S. agency had evidence of collusion.• Bias. The Durham report
makes clear that partisan hostility played a role in the probe. The
report cites a “clear predisposition” to investigate based on a
“prejudice against Trump” and “pronounced hostile feelings” by key
investigators, including former agent Peter Strzok, and former FBI
attorneys Lisa Page and Kevin Clinesmith.• Double standards. The report
lays out several instances in which the FBI was concerned that agents of
foreign governments were seeking influence by donating to the Clinton
campaign or the Clinton Foundation. Yet in one case in 2014 the FBI
dawdled over obtaining a warrant from the secret FISA court
because—according to an agent—“[T]hey were pretty ‘tippy-toeing’ around
HRC because there was a chance she would be the next President” and the
FBI was concerned about interfering with a coming presidential
campaign.The FBI gave a Clinton representative a “defensive briefing”
about the risks of foreign actors. Mr. Trump received no such briefing.•
Willful ignorance. The report lays out numerous examples of the FBI
ignoring evidence that it was being used by the Clinton campaign to
execute a political dirty trick. This included intelligence the
government received in July 2016 alleging that Mrs. Clinton had approved
“a proposal from one of her foreign policy advisors to vilify Donald
Trump by stirring up a scandal claiming interference by the Russian
security services.”Former CIA director John Brennan briefed this
material to President Barack Obama, Vice President Joe Biden, Attorney
General Loretta Lynch and Mr. Comey, yet the FBI ignored it. It did the
same when it learned that collusion dossier author Christopher Steele
was working for the Clinton campaign and that Mr. Steele and
oppo-research team Fusion GPS were spreading disinformation to the
press. And it ignored exculpatory statements made by Messrs. Page and
Papadopoulos in secret FBI recordings.• Russian disinformation. The
report says that two members of Russia’s intelligence service “were
aware of Steele’s election investigation in early July 2016”—when the
former spook first contacted the FBI with his dossier—and that as a
result his sources may have been “compromised.” This means the FBI probe
that disrupted American politics for three years may have begun as a
Russian intelligence operation.All of this is an indictment of officials
who were supposed to supervise the FBI, whose director reports to the
Attorney General. Where were Ms. Lynch and her deputy, Sally Yates? The
report notes that Deputy Assistant AG Stuart Evans raised concerns with
the investigation, but the Comey FBI snubbed him, and higher-ups at the
Justice Department ducked their duty.The press corps was also an
all-too-willing accomplice to the collusion con, yet there has been
little to no outrage or even self-reflection at having been played for
dupes. Most coverage largely dismisses the Durham report because no one
new was indicted. The press performance in the collusion story has done
untold damage to its credibility, and it’s a major reason that much of
the country believes nothing it reads or hears about Donald Trump.The
Durham team deserves credit for not engaging in leaks, innuendo or
politicized actions—precisely the FBI behavior it is criticizing. The
report notes that if the findings “leave some with the impression that
injustices or misconduct have gone unaddressed, it is not because the
Office concluded that no such injustices or misconduct occurred,” but
rather that “the law does not always make a person’s bad judgment, even
horribly bad judgement” a crime.The FBI responded to the report by
claiming it has already “implemented dozens of corrective actions” that,
if in place in 2016, would have “prevented” this mess. Mr. Durham
appears to have predicted this shabby evasion, and his report provides a
powerful retort. Its conclusion notes that it isn’t recommending
“wholesale changes” in guidelines or policies, because the FBI ability
to fulfill its responsibilities “comes down to the integrity of the
people who take an oath . . . As such, the answer is not the creation of
new rules but a renewed fidelity to the old,” namely the FBI’s guiding
principles of “Fidelity, Bravery and Integrity.”The Russia collusion
fabrication and deceptive sale to the public is a travesty that
shouldn’t be forgotten. That Washington’s establishment refuses to
acknowledge its role in this deceit is one reason so many Americans
don’t trust public institutions. It will take years for honest public
servants to undo the damage, but the Durham accounting is a start.

impossible must be possible in spite of appearances.”That may be the
best summary of the findings of special prosecutor John Durham in his
305-page report issued yesterday. Not only did the impossible happen,
but they all did it: the Clinton campaign, the FBI, and the media. In
hindsight, it would appear impossible.A political campaign hatches a
plot to create a false claim of collusion between the Trump campaign and
the Russian government.Making this even more implausible is that the
CIA and FBI know about the plot.As detailed in the report, President
Barack Obama and his national security team were briefed on how “a
trusted foreign source” revealed “a Clinton campaign plan to vilify
Trump by tying him to Vladimir Putin so as to divert attention from her
own concerns relating to her use of a private email server.” It then
happened a few days later.In the report, Durham said former President
Barack Obama and his security team were briefed on how “a trusted

that required everyone to take a hand in derailing a duly elected
president and effectively shutting down his administration for three

invented by Clinton operatives and put into the now-infamous Steele
dossier, funded by the Clinton campaign.The funding was hidden as legal
expenses by then-Clinton campaign general counsel Marc Elias. (The
Clinton campaign was later sanctioned by the FEC over its hiding of the
funding.) New York Times reporter Ken Vogel said at the time that Elias
denied involvement in the anti-Trump dossier.When Vogel tried to report
the story, he said, Elias “pushed back vigorously, saying ‘You (or your
sources) are wrong.’” Times reporter Maggie Haberman declared, “Folks
involved in funding this lied about it, and with sanctimony, for a
year.”It was not just reporters who asked the Clinton campaign about its
role in the Steele dossier. John Podesta, Clinton’s campaign chairman,
was questioned by Congress and denied categorically any contractual
agreement with Fusion GPS. Sitting beside him was Elias, who reportedly
said nothing to correct the misleading information given to
Congress.Durham details how Elias played an active role in tracking the
media campaign to push the false allegations. (Elias was recently
severed by the Democratic National Committee from further representation
and has been previously sanctioned in the federal courts in other
litigation.)The report details how false claims like the existence of a
“pee tape” showing Trump engaging in disgusting acts with prostitutes in
Moscow came from a Clinton operative, Chuck Dolan, with no known basis
in fact.The report allegedly details how the Russia collusion conspiracy
was invented by Clinton operatives.Likewise, now-national security
adviser Jake Sullivan and Clinton personally pushed an absurd
campaign-created conspiracy theory about a secret communication line
between Trump’s campaign and the Kremlin through a Russian bank.The
Clinton campaign later admitted that it had indeed funded the dossier,
but Clinton continued to claim that the election was stolen from her by
the Russians.The government-Of course, this conspiracy could not occur
without the assistance of the FBI, which Durham found played an eager
role due to a “predisposition” of key players against Trump.Former

intelligence, which learned that it might itself be Russian

launched and maintained a massive investigation anyway.Durham noted that

departure from how it approached prior matters involving possible
attempted foreign election interference plans aimed at the Clinton
campaign.”Nevertheless, former FBI Director James Comey would continue
to reference the entirely unsupported “pee tape” in interviews.Even
though investigators found no support for the campaign-created story, in
a 2018 interview, Comey delighted viewers by saying: “Honestly, I never
thought these words would come out of my mouth, but I don’t know
whether the current president of the United States was with prostitutes
peeing on each other in Moscow in 2013.”The FBI was assisted in this
effort by members of Congress on the House Intelligence Committee.Even
when the false narrative was played out and the lack of support was
becoming obvious, former House Intelligence Chair Adam Schiff (D-Calif.)
assured the public, on March 13, 2018, that “I can certainly say with
confidence that there is significant evidence of collusion between the
campaign and Russia.”He never produced the promised evidence.The
media-The most essential player in this conspiracy was the media, which
pumped up the dossier as gospel. On MSNBC, Rachel Maddow assured her
viewers that “no major thing from the dossier has been conclusively
disproven.”Republican U.S. presidential nominee Donald Trump listens as

attacked Rep. Jim Jordan (R-Ohio) and said the dossier “hasn’t been
discredited, in fact, it has been opposite, it has been
corroborated.”Durham has laid out how the most cited claims were not
supported, let alone corroborated. Indeed, he found there was no basis
for this investigation to have been launched in the first place.Yet,
like in “Murder on the Orient Express,” all of the culprits were then
let go.Comey went on to make millions selling books and giving speeches
on “ethical leadership.” Former FBI special agent Peter Strzok was given
a job by CNN. Clinton general counsel Marc Elias is advising people on
election ethics and running a group to “defend democracy.” After all,
this was a collective effort. In Washington, the more people involved in
a conspiracy, the less culpable it becomes.They all did it, so no one

their requests for documents related to the investigation and warned
that compulsory process may be necessary if the agency does not

business dealings and Biden family influence-peddling ‘ha[d] all the
hallmarks of a Russian information operation.’ We have since learned
that the statement was drafted and disseminated following communications
between former Acting CIA Director Michael Morell and Biden campaign
advisor—now Secretary of State—Antony Blinken.“The CIA has documents
responsive to our requests and necessary to our oversight. On October
19, 2020, at 6:34 a.m., Morell submitted the statement to the CIA’s
Prepublication Classification Review Board (PCRB), instructing it was ‘a

responded at 7:11 a.m. that it had received the statement, and cleared

CIA, or at least an employee of the CIA, may have helped to solicit
signatories for the statement about Hunter Biden. According to former
CIA employee David Cariens, he spoke with the PCRB in October 2020
regarding the review of his memoir and during that call a CIA employee
“asked’ him if he would sign the statement. As Cariens explained:When
the person in charge of reviewing the book called to say it was approved
with no changes, I was told about the draft letter. The person asked me
if I would be willing to sign. . . . After hearing the letter’s
contents, and the qualifiers in it such as, “We want to emphasize that
we do not know if the emails provided to the New York Post by President
Trump’s personal attorney, Rudy Giuliani, are genuine or not and that we
do not have evidence of Russian involvement . . .’ I agreed to sign.“If
accurate, this information raises fundamental concerns about the role
of the CIA in helping to falsely discredit allegations about the Biden
family in the weeks before the 2020 presidential election.“The Supreme
Court has recognized that Congress has a ‘broad and indispensable’ power
to conduct oversight, which ‘encompasses inquiries into the
administration of existing laws, studies of proposed laws, and surveys
in our social, economic or political system for the purpose of enabling
Congress to remedy them.’ The Rules of the House of Representatives
authorize the Permanent Select Committee on Intelligence to conduct
oversight of the programs and operations of the Central Intelligence
Agency. In addition, H. Res. 12 authorizes the Select Subcommittee on
the Weaponization of the Federal Government of the Committee on the
Judiciary to investigate, among other things:(B) how executive branch
agencies work with, obtain information from, and provide information to
the private sector, non-profit entities, or other government agencies to
facilitate action against American citizens, including the extent, if
any, to which illegal or improper, unconstitutional, or unethical
activities were engaged in by the executive branch or private sector
against citizens of the United States;(C) how executive branch agencies
collect, compile, analyze, use, or disseminate information about
citizens of the United States, including any unconstitutional, illegal,
or unethical activities committed against citizens of the United
States.“In adopting this resolution, it was acknowledged that the Select
Subcommittee’s investigative authority extends to U.S. intelligence
agencies. In fact, H. Res. 12 specifically authorizes the Select
Subcommittee ‘to receive information available to the Permanent Select
Committee on Intelligence consistent with congressional reporting
requirements for intelligence and intelligence-related activities . . .
.’“The Committees have a significant oversight interest in this matter
to inform potential legislative reforms in the House. Potential
legislative reforms that the Committees may propose include, among other
things, restrictions on how federal employees with security clearances
may use their clearances or may access classified information following
their departure from government. The Select Subcommittee may also
consider legislative proposals that would prevent U.S. intelligence
agencies from engaging in, coordinating, or promoting any political
activity related to federal elections, including candidates for federal
office, as well as strengthening or amending the Hatch Act. The
information we have requested regarding the CIA’s involvement with the
public statement is necessary to help inform this potential
legislation.“While the CIA made a minimal production of documents on May
9, 2023, the CIA admitted that it did not perform a full and complete
search of all agency records prior to that production. In a phone
conversation on May 12, 2023, wit-Committee staff, the CIA committed to
cooperating in full with the Committees’ oversight. In particular, the
CIA has committed to the following steps:Conducting an agency-wide
search for documents and communications with each of the names of the 51
signatories to the public statement for the period October 1, 2020, to

investigative team” from its long-running tax fraud probe of first son
Hunter Biden in alleged retaliation against the whistleblower who
recently contacted Congress to allege a cover-up in the case, The Post
has learned.The purge allegedly was done on the orders of the Justice
Department, the whistleblower’s attorneys informed congressional leaders
in a letter.“Today the Internal Revenue Service (IRS) Criminal
Supervisory Special Agent we represent was informed that he and his
entire investigative team are being removed from the ongoing and
sensitive investigation of the high-profile, controversial subject about
which our client sought to make whistleblower disclosures to Congress.
He was informed the change was at the request of the Department of
Justice,” Mark Lytle and Tristan Leavitt wrote.The whistleblower, who
supervised the Hunter Biden probe since early 2020, hasn’t publicly
identified the first son as the subject of the case that he says is
being brushed under the rug, but congressional sources confirmed it.“On
April 27, 2023, IRS Commissioner Daniel Werfel appeared before the House
Committee on Ways and Means. He testified: ‘I can say without any
hesitation there will be no retaliation for anyone making an allegation
or a call to a whistleblower hotline.’ However, this move is clearly
retaliatory and may also constitute obstruction of a congressional
inquiry,” the lawyers went on.An IRS whistleblower who supervised the
tax fraud investigation of Hunter Biden was reassigned Monday.“Our

A whistleblower tip about a
document allegedly putting President Biden at the center of a bribery
scheme triggered a guessing game across Washington Wednesday — as
journalists and politicians pored over Biden’s extensive history of
interactions with his family’s overseas business associates.Biden, 80,
regularly met with his son Hunter and brother James’ international
connections during and after his eight-year vice presidency, including
citizens of China, Kazakhstan, Mexico, Russia and Ukraine.However, the
tip pertains to alleged wrongdoing by President Biden, a source said,
meaning that it may not necessarily involve figures linked to his
relatives.House Oversight Committee Chairman James Comer (R-Ky.) and
Sen. Chuck Grassley (R-Iowa) revealed the whistleblower information
Wednesday, saying the tip involves “an alleged criminal scheme involving
then-Vice President Biden and a foreign national relating to the
exchange of money for policy decisions.”“If it’s as explosive as what we
heard, we expect it to be very difficult to get it,” Grassley told Fox
News Wednesday afternoon, “but we know it’s unclassified now, and the
American people deserve transparency from the FBI, and that’s what this
is all about.”Rep. James Comer (R-KY) revealed the whistleblower
information Wednesday.Comer set the FBI a deadline of May 10 to produce
the document — leaving at least a week for speculation to mount about

Ukraine’s President.Former White House stenographer Mike McCormick, who
recently outed Sullivan as the anonymous US official who briefed
reporters on the flight, tells The Post he did not contact the FBI in
June 2020, ruling him out of involvement in the latest disclosure due to
the date specified in Comer’s subpoena.Obama-Biden administration
visitor logs show Joe Biden met with his son’s business partner Devon
Archer, a since-convicted felon, in 2014 around the time both Hunter
Biden and Archer joined Burisma.And Joe Biden raised eyebrows by
visiting the island of Cyprus, where the gas firm’s corporate
headquarters were located, on April 21, 2014.About a year later, then-VP
Biden attended an April 16, 2015, dinner at DC’s Cafe Milano with a
group that included Burisma executive Vadym Pozharskyi, who emailed
Hunter the next day to thank him for the “opportunity to meet your
father.”Former President Donald Trump was impeached by House Democrats
in December 2019 for abuse of power and obstruction of Congress after
pressuring Ukraine to investigate the Biden family, allegedly using US
military aid as leverage.Although some Republicans focus on Joe Biden’s
public boast about getting a Ukrainian prosecutor fired as a condition
of Ukraine receiving $1 billion in US aid, Democrats have countered that
the prosecutor’s ouster was sought by NATO allies as well as the

wired $3.5 million to a firm associated with Hunter more than a year
prior on Feb. 14, 2014, and allegedly met with Hunter and his associate

Yevtushenkov, who met with Hunter in March 2012 and January 2013 to
discuss real estate options, according to laptop documents, have avoided
increasingly severe US sanctions against Russia’s business elite since
last year’s invasion of Ukraine.Ahead of his 2012 meeting with Hunter at
the Ritz-Carlton in Manhattan, Yevtushenkov allegedly said he wanted to
befriend Hunter so that “maybe he can do a favor for us and we can do a
favor for him.”“It was a complete quid pro quo that he was going in
for,” a source who spoke with Yevtushenkov at the time told The Post
earlier this year. “I told him that’s not the way it works in America,
[but] he basically laughed at me and told me I was so
naïve.”Yevtushenkov’s MTS cellphone company was at the center of a
long-running Obama-Biden Justice Department investigation into nearly $1
billion in bribes paid to Uzbekistani officials between 2004 and 2012.
MTS, which was listed on the New York Stock Exchange before trading in
its shares was suspended in July 2022, ultimately settled the case with
the Trump Justice Department in 2019 and agreed to pay an $850 million
fine.The Biden family’s links to the two billionaires remain murky, as
does the scope of their eventual US property purchases.Because the
underlying FBI document dates to June 2020, it would not pertain to
Biden’s actions toward Russia, or lack thereof, while president.Hunter
Biden met with dad immediately after Romanian business
meetings-ROMANIA-Hunter Biden began working for Romanian businessman
Gabriel Popoviciu in early 2015 to help him challenge a corruption
prosecution.Laptop emails show Hunter managed the relationship for law
firm Boies Schiller Flexner LLP, but a person familiar with the
arrangements told The Post Hunter made a side agreement directly with
Popoviciu that raked in “millions” more for himself and
associates.Popoviciu also hired former FBI director Louis Freeh — and
Freeh called Hunter Biden directly in July 2015, just two hours before
Hunter was scheduled to meet with his dad, emails show.Hunter also flew
to Romania on Nov. 15, 2016, for a two day trip to represent Popoviciu
before the National Anticorruption Directorate.The then-second son was

country was a source of Biden family riches through two separate
business ventures that involved additional countries.The first venture —

Joe and Hunter Biden arrived in Beijing aboard Air Force Two in December
2013, according to the Wall Street Journal.Hunter introduced his father
to BHR CEO Jonathan Li during the trip and Joe Biden later wrote
college recommendation letters for Li’s children.In 2016, BHR
facilitated a deal in which a Chinese firm bought a Congolese cobalt
mine from US and Canadian companies. Cobalt is used in electric car
batteries.The Journal reported that Hunter Biden’s “paid-in capital” to
establish BHR was $425,000, according to corporate registration records,
and a purported Suspicious Activity Report flagged wires totaling
nearly $2.5 million among the Chinese and US BHR partners between 2014
and 2019.One week after Joe Biden’s November 2021 virtual summit with
Chinese President Xi Jinping, Hunter Biden’s attorney Chris Clark said
his client’s stake in BHR had been divested.However, records don’t
reflect a new holder of Hunter’s 10% stake and neither Clark nor the
White House provided further information on the supposed transaction,
such as the dollar amount or buyer’s identity.The second Biden family
venture in China involved a relationship with CEFC China Energy, a
since-defunct firm reputed to be an arm of Beijing’s “Belt and Road”
foreign influence operation.Although most known details about that
project happened after Biden left office as VP, Comer has raised the
possibility that the venture began while Biden remained in office.Vuk
Jeremic appears to have assisted the Biden family in connecting with
CEFC leaders in 2015.Vuk Jeremic, a former foreign minister of Serbia
and president of the United Nations General Assembly, appears to have
helped Biden family members connect with CEFC leaders in late 2015 when
Joe Biden was still vice president.Hunter’s abandoned laptop included a
May 2017 email from business partner James Gilliar proposing that the
“big guy” get 10% of the partnership with CEFC.A whistleblower, former
Hunter Biden associate Tony Bobulinski, says that he met with the elder
Biden in May 2017 to discuss the venture.Both Bobulinski and Gilliar
have separately identified Joe Biden as “the big guy.”Hunter and James
Biden ultimately received at least $4.8 million in 2017 and 2018 from
CEFC, according to the Washington Post’s later review of laptop
records.The House Oversight Committee revealed in March that subpoenaed
bank records show that first daughter-in-law Hallie Biden, who was
married to the president’s late son Beau Biden before dating his other
son Hunter, also received money from the CEFC venture — with $35,000 in
transfers sent to her by a Biden family associate in early 2017.Evidence
hinting at Joe Biden’s involvement in the CEFC venture includes an
October 2017 email that identifies Joe Biden as a participant in a call
about CEFC’s attempt to purchase US natural gas.Hunter Biden also asked

Room” how the Department of Homeland security is now offering
taxpayer-funded concierge services to illegals from all over the
world.“We got in here late last night, and just to kind of test the
waters, see what the pulse was down here, if it was continuing or not,
if [DHS Secretary] Mayorkas by some amazing feat, actually was telling
the truth, that the illegal crossings were going to stop,” Bergquam said
Monday.“And it not only didn’t stop, it was worse last night than I’ve
ever seen it. We had hundreds coming over. And what’s interesting is
