He has called on the pope to resign and excoriated him in harsh terms, including calling him “a servant of Satan.”Viganò’s punishment suggests that Francis, who has faced conservative criticism since early in his papacy, may be losing patience with his sharpest critics in the church hierarchy who have challenged his papal authority in sometimes shocking and irreverent terms. RAFAH, Gaza Strip — Two months ago, before Israeli troops invaded Rafah, the city sheltered most of Gaza’s more than 2 million people. Today it is a dust-covered ghost town.Abandoned, bullet-ridden apartment buildings have blasted out walls and shattered windows. Bedrooms and kitchens are visible from roads dotted with rubble piles that tower over the Israeli military vehicles passing by. Very few civilians remain.Israel says it has nearly defeated Hamas forces in Rafah — an area identified earlier this year as the terror group’s last stronghold in Gaza.The military invited foreign reporters into Rafah on Wednesday, the first time international media visited Gaza’s southernmost city since it was invaded on May 6. Israel has barred international journalists from entering Gaza independently since Hamas’s massacre on October 7 that sparked the war.Before pushing into Rafah, Israel said four of Hamas’s remaining battalions were holed up there, an area of about 25 square miles (65 square kilometers) that borders Egypt. Israel says hundreds of terrorists have been killed in its Rafah offensive. Scores of women and children have also died from Israeli airstrikes and ground operations, Palestinians say.The military says it has been necessary to operate with such intensity because Hamas turned civilian areas into treacherous traps. Settlement and National Projects Minister Orit Strock told residents of a newly recognized West Bank settlement on Saturday night that she was delighted by the “miracle period” of settlement expansion ushered in by the government, but that she was unsure how long it would last.Army Radio on Sunday tweeted a video of Strock, of the far-right Religious Zionism party, making the comments in a chat with settlers from the Hebron Hills-area outpost Givat Hanan, which Israel legalized in the past week along with two other settlements. The move, which came together with Israel’s largest land appropriation in the West Bank since the 1993 Oslo Accords, followed the legalization of five other outposts in the disputed territory.While the international community considers all settlements illegal, Israel differentiates between settlement homes built and permitted by the Defense Ministry on land owned by the state, and illegal outposts built without the necessary permits, often on private Palestinian land. Foreign Minister Israel Katz on Saturday commented on the win of reformist Masoud Pezeshkian in Iran’s presidential elections, casting it as a defeat for the country’s Islamist leadership and urging the international community to ramp up the pressure.“The people of Iran have sent a clear message of demand for change and opposition to the Ayatollah regime through the elections,” Katz wrote on X after Pezeshkian received more than 16 million votes, around 54 percent, while his rival, ultraconservative Saeed Jalili, took more than 13 million, roughly 44%, out of about 30 million votes cast in the second round of the presidential elections.“Now the world must designate the IRGC as a terrorist organization and demand the cancellation of the nuclear program and the cessation of support for terrorist organizations. The Israel Defense Force on Saturday confirmed carrying out an airstrike at a United Nations-run school in the central Gaza Strip, saying the facility was used by Hamas operatives as a command center.The school was sheltering many people displaced by the war. Before carrying out the strike against UNRWA’s al-Jaouni school in the Nuseirat refugee camp, the IDF said it took “many steps” to mitigate harm to civilians, including using aerial surveillance and other intelligence. Hamas health authorities said 16 people were killed in the strike and some 50 were wounded.At the scene, Ayman al-Atouneh said he saw children among the dead. “We came here running to see the targeted area, we saw bodies of children, in pieces, this is a playground, there was a trampoline here, there were swing-sets, and vendors,” he told Reuters.Hamas’s press office claimed most of the casualties were “children, women, and elderly.”The strike came amid rocket fire from Gaza into southern Israel, as the military took out rocket launchers and other terrorist infrastructure across the Strip, killing several Hamas operatives in airstrikes and ground fighting.Sirens sounded in Sderot, Ibim, Nir Am and Nahal Oz, southern communities near the Gaza Strip. A prominent member of the Hezbollah terror group’s air defense unit was killed in an Israeli drone strike in northeastern Lebanon on Saturday.According to the Israel Defense Forces, Maytham Mustafa al-Attar was considered to be “a significant source of knowledge” in Hezbollah’s air defense unit and was involved in planning and carrying out attacks against Israel.The IDF said al-Attar obtained his knowledge during visits to Iran, and was involved in helping the Lebanese terror group procure Iranian weapons.Al-Attar was hit by a missile while driving near the entrance to the town of Shaat in the northeastern Baalbek district — a Hezbollah stronghold — around 100 kilometers from the Israeli border.The IDF said his death was “a blow to the capabilities of Hezbollah’s air defense unit.”Hezbollah announced al-Attar’s death, but not did not provide details on his role in the terror group.Hezbollah’s air defense unit has launched dozens of anti-aircraft missiles at Israeli Air Force drones and fighter jets amid ongoing fighting. So far, it has managed to shoot down five IAF drones over southern Lebanon.Following the strike in Baalbek, the IDF announced that fighter jets had also struck Hezbollah infrastructure and an observation post in southern Lebanon’s Houla, and another observation post in Odaisseh.Earlier Saturday, four explosive-laden drones were launched by Hezbollah from Lebanon at northern Israel, the military said.Two were shot down by air defenses over the Galilee Panhandle area, while the other two struck open areas near the northern community of Beit Hillel, according to the IDF.There were no injuries in the attack, which was claimed by Hezbollah. Hamas has given initial approval for a US-backed proposal for a phased truce and hostage exchange deal in Gaza, dropping a key demand that Israel give an upfront commitment for a complete end to the war, a Hamas and an Egyptian official said Saturday.At the same time, a key stumbling block appeared to be Hamas’s desire for “written guarantees” from mediators that Israel will continue to negotiate a permanent ceasefire deal once the first phase of a ceasefire goes into effect.The Hamas representative told The Associated Press the group’s approval came after it received “verbal commitments and guarantees” from mediators that the war won’t be resumed and that negotiations will continue until a permanent ceasefire is reached.“Now we want these guarantees on paper,” he said.According to a Walla news report Friday, Mossad chief David Barnea informed Qatari mediators that Israel rejects Hamas’s demand for a written commitment from mediators that the negotiations regarding the second phase of the ceasefire can extend indefinitely if needed.Axios reported that Washington is working to reach a compromise on the matter that will be acceptable to both sides, and that CIA director Bill Burns will be traveling to Doha next week to join the negotiations.Cairo will also be hosting Israeli and US delegations to discuss “outstanding issues” in the potential agreement, according to Egypt’s state-affiliated Al Qahera News TV.Citing a senior official, Al Qahera News reported that Egypt was conducting also talks with Hamas to conclude the ceasefire and hostages-for-prisoners swap deal.Israel has voiced cautious optimism in recent days that Hamas’s position makes a deal more likely. An Israeli man who contracted encephalitis caused by a rare amoeba last week in the second-ever case recorded in Israel has died of the infection, announced Beilinson Hospital, where he had been receiving treatment, on Sunday.The amoeba, known as Naegleria Fowleri, lives in soil and warm freshwater, such as lakes, rivers, and hot springs. It is commonly called the “brain-eating amoeba” due to the brain infection it can cause if water containing the amoeba goes up the nose, according to the US Centers for Disease Control.The deceased, an otherwise healthy 26-year-old man, is thought to have potentially come into contact with the amoeba while swimming at Gai Beach on the shores of the Kinneret in northern Israel. He was initially admitted to Sharon Hospital last Tuesday after presenting with symptoms including fever, headaches, and vomiting. After his condition worsened, he was transferred to Beilinson Hospital in Petah Tikvah.Following his death, the Kan public broadcaster quoted the hospital as saying, “From the moment he was hospitalized, medical teams used everything at their disposal, including drug treatments and surgical interventions in order to save the patient’s life, but his condition continued to deteriorate.”While Naegleria Fowleri thrives in warm water, most people who swim in water sources containing the amoeba do not come into contact with it.The Health Ministry said last week that it had sent environmental health inspectors to examine the beach where the man had been swimming, but no initial evidence of amoeba contamination was found.According to Channel 12, the Health Ministry “will inform the public if necessary,” regarding updates to the investigation.The mortality rate from encephalitis — an infection of the brain — caused by the amoeba is extremely high, and while infection is extremely rare, it is often fatal.Only some 400 cases have ever been diagnosed worldwide.Symptoms of infection often include headaches, fever, nausea, vomiting, and a stiff neck, as well as neurological symptoms such as confusion, seizures, and hallucinations. Digizen PNG has launched its new Digizen Digital Bank ID card in an initiative part of a broader strategy to improve access to financial services in Papua New Guinea (PNG). The redesigned process enables the establishment of verified biometric identities and the immediate issuance of ID cards in rural villages.The chip-based, biometrics-secured Digizen Digital Bank ID enables individuals to open a bank account directly with a bank representative in their village, and create digital signatures to sign contracts electronically. Face and fingerprint biometrics are used to verify identity, preventing people from enrolling twice in the system.The digital bank identification card is the first digital ID card approved by the Bank of Papua New Guinea (BPNG) for customer due diligence (KYC). In BPNG regulatory sandbox testing, the Finnish IT firm worked with the Asian Development Bank, MiBank and Women’s Microbank to successfully verify the biometric identities of 2,500 people in remote and rural areas and immediately issue them Bank ID cards to access banking services.“We are proud of the Sandbox process fostering innovation like the Digital Bank ID, which is interoperable between banks and specifically designed to meet our nation’s unique needs,” said Ms Elizabeth Genia, Acting Governor of the Bank of Papua New Guinea. “Easy access to secure identification is key to driving financial inclusion among our people.”The digital bank ID card can be read with an NFC-capable Android device with user consent, and also offers the ability to update personal information on the card after issuance, including photos and addresses. This opens future use cases such as creating a digital wallet for additional identity documents. More airports across the world are going biometric, implementing contactless border crossings and new digital services.Caribbean tourist destination Curaçao claims that it has introduced the world’s first fully operational biometric border crossing program called Curaçao Express Pass and it’s hoping to reduce traveler processing times by more than 50 percent.The Curaçao International Airport will allow travelers to share their passport data with border authorities before their trip through the Airside Digital Identity App from Entrust. Entrust acquired Airside in April when it completed the purchase of selfie biometrics provider Onfido. Passengers can then pass through designated eGates powered by Seamless Journey Platform made by biometrics company Vision-Box.The Berlin Brandenburg Airport company launched a new facial recognition service at the beginning of July called BER Biometrics. The contactless service allows travelers to move through the terminal without showing their boarding pass.Passengers can register with selfie biometrics through the SmartDepart app created by AirSphere and use self-service kiosks to print baggage labels, the BER Runway security fast lane with an extended time slot and access to the BER Tegel Lounge. The German company has its PaxControl solution installed at five airports in Europe, mainly for automated boarding pass validation.Marseille Provence Airport is also adding contactless services. Passenger self-service technology company Embross Airport Services announced a deal with the French airport to allow multiple airlines to use the same infrastructure, including self-service kiosks, self-service bag drops and boarding gates. Embross will be working with IN Groupe to deploy biometric technology.Meanwhile, some contactless airport travel solutions are coming under scrutiny over data privacy. Australia is making progress in bringing together the country’s digital identity schemes and making them interoperable, including the federal myGov platform and the Service NSW app, created by the New South Wales government.The government has made several small announcements that prove its commitment to this direction, according to an opinion piece published by The Mandarin.Signs that point to this direction are the latest Data and Digital Ministers’ Meeting (DDMM) communique which mentioned a “framework for all governments.” Australian Minister for Government Services Bill Shorten also revealed that credentials such as New South Wales licenses will be admissible to the state’s equivalent of a digital wallet.In June, New South Wales took an important step towards its national digital identity wallet scheme by launching its first digital credential, a digital first-aid certificate. Service NSW also added a  digitized Working with Children Check (WWCC) late last year.New South Wales government digital ID received AU$21.4 million in new funding for digital ID in its latest budget.Meanwhile, interstate digital driver licenses (DDLs) became a recognized age document in the state thanks to the 24-Hour Economy Legislation Amendment (Vibrancy Reforms) Act 2023. Several other states in Australia have also created mobile driver licenses.Banks raise concern about govt spending-An Australian government scheme designed to allow bank customers to switch accounts, known as the consumer data right, has only drawn 174,000 active users, or 0.3 percent of bank customers, at the end of last year according to a new analysis published by the Australian Banking Association.The report concludes that the AU$ 1.5 billion (US$1 billion) program is at risk of turning into a white elephant and warns that other government projects – including the upcoming digital ID system – may be heading towards a similar failure, the Australian Financial Review reports.Another example in favor of this argument is the health records data-sharing scheme My Health Record. Despite the government investing AU$2 million (US$1.3 million) in the program, less than 2 percent of documents in the My Health Record system are being looked at by doctors.Fintech companies, however, are pushing back against the claim and say that it’s too premature to declare the consumer data right a failure. The companies have urged the Australian Competition and Consumer Commission to release the actual numbers.Banks have also shown little enthusiasm towards Australia’s upcoming digital ID system, the Australian Financial Review writes. Instead, banks and big retailers have launched their own identity app, Connect ID.

Influential studies from 2018 and 2019 still hold a prominent place in many reports on demographic differentials or bias in face biometrics applications, despite their greatly diminished relevance and some obviously better sources of current information.A report from Just Futures Law and Mijente alleges that the U.S. Department of Homeland Security and its agencies are utilizing artificial intelligence for a wide variety of immigration system applications that have tremendous impact on vulnerable people. They are doing so with little oversight, and in some cases in ways that do not comply with federal policies, including DHS’ own rules.The 54-page “Automating Deportation: The Artificial Intelligence Behind the Department of Homeland Security’s Immigration Enforcement Regime” report argues that DHS’s AI processes increase the risk of bias in decision-making. The system was already discriminating against Black and Muslim immigrants, the groups say, and AI systems trained on biased data exacerbate a bad situation.Facial recognition receives a significant amount of attention in the report, between tools Customs and Border Protection’s (CBP’s) CBPOne app, Immigration and Customs Enforcement’s (ICE’s) contract with Clearview AI, and ICE’s SmartLINK mobile application.An inconvenient detail-Many of the arguments are backed by extensive authoritative references, and the overall point may be valid.So why does the first paragraph on DHS’s use of biometrics refer to the 2019 version of an ongoing NIST study updated in 2022? Perhaps the reference is used for the same reason as the 2019 report is used to generalize about facial recognition technology, despite warnings from the report’s lead author against doing so.The 2022 version of NIST’s evaluation of demographic differentials in face biometrics shows that most algorithms still return higher error rates for darker-skinned people.  It also shows significant improvement among many algorithms, and little or no difference in error rates between people with lighter and darker skin for some algorithms.A separate report from Just Security makes similar arguments about the use of AI by U.S. immigration agencies at the border. “AI at the Border: Racialized Impacts and Implications” suggests that police reform is needed to avoid AI exacerbating human rights abuses.Similarly to the above report, Just Security states that “these algorithms have been found to inaccurately identify Black faces at a rate 10 to 100 times more than white faces.” The linked report refers to the same 2019 NIST evaluation, but tellingly, leaves out “many of” from in front of “these algorithms.” Including that qualifier would amount to an acknowledgement that if DHS doesn’t use the algorithms the stated error rate applies to, then the statistic does not apply.Again, the overall point may be correct, but the argument is weakened by the spurious reference to evidence chosen according to ideological convenience.The same pattern has been seen repeatedly, with rights advocacy groups too often selecting evidence that is misrepresented or even irrelevant.The arguments about the use of AI for border control are important, and deserve to be considered in light of the best evidence available.

People in Spain will soon have to use their digital ID with a government-issued digital wallet to visit pornographic websites.The app will perform age verification, and then issue a credential valid for 30 days, which allows users 18 and older to access porn online, The Local (subscription required) reports. The government is expected to make the app available by the end of the summer.Spaniards will be able to use their national digital ID, the DNI, an FNMT Digital Certificate, or the Cl@ve administrative digital ID to register for the new credential which Spanish press are calling “pajaporte,” a portmanteau of slang for masturbation and “passport.” The credential will be held in a Beta Digital Wallet (“Cartera Digital Beta”), which can also hold the digital ID and other credentials.The age assurance rules apply to Spain-based adult content providers, but the National Cybersecurity Institute (INCIBE) will keep a list of foreign porn providers with the intent of enforcing age verification through web browsers, according to the report. The Ministry of Digital Transformation is also seeking collaboration with social media platforms and messaging apps.The technical specifications for the digital wallet specify that it uses OpenID for Verifiable Presentations (OpenID4VP). The website presents a QR code that the user would scan with their mobile device.The credential works on a limited-disclosure principle, and the number of visits per site that each porn credential can be used for is limited to minimize the risk of users being tracked, a government official says, according to El Pais.The Spanish government intends for the system to align with eIDAS2 and comply with EU rules for age assurance to access pornography, which are expected to take effect in October, 2027.Spain is in the midst of upgrading its digital identity system, and the Nexus digital wallet from Veridas was launched to the country earlier this year.

Ahead of the Israeli negotiating team’s departure for further hostage deal talks in Cairo and Doha later this week, Prime Minister Benjamin Netanyahu presented a list on Sunday evening of what he said were Israel’s non-negotiable demands, including a guarantee that Israel could resume fighting, which would need to be met in the event of a hostage release and ceasefire deal with Hamas.Netanyahu’s statement, at a crucial phase ahead of the resumption of talks, sparked anger, both in Israel and among mediators, with some accusing him of attempting to sabotage hard-won progress.The renewed negotiations in both Egypt and Qatar come after the Hamas terror group said on Saturday that it was ready to discuss a hostage deal and an end to the war in Gaza without a “complete and permanent ceasefire,” breaking from the position it has held in all previous negotiations since November.Hamas’s altered stance regarding the US-backed proposal for a phased truce and hostage exchange deal in Gaza could potentially pave the way for the first pause in fighting since last November, although all sides have cautioned that a deal is still not guaranteed.The list of demands presented by the Prime Minister’s Office declared that any potential deal must “allow Israel to return and fight until all the goals of the war are achieved.”In addition, the statement read, it must be ensured that the deal will not allow for the smuggling of weapons from Egypt into Gaza, and nor can it allow for “the return of thousands of armed terrorists to the north of the Gaza Strip.”Finally, the statement added, “Israel will maximize the number of live abductees that are released from Hamas captivity.”“The plan that has been agreed to by Israel and which has been welcomed by President Biden will allow Israel to return hostages without infringing on the other objectives of the war,” Netanyahu’s office said.Acknowledging Hamas’s U-turn on its demand for an end to the war and its return to the negotiating table, the statement attributed the change to “the prime minister’s firm position against attempts to stop the IDF’s ground operation in Rafah.”Speaking to AFP on Sunday, an unnamed senior Hamas official confirmed the terror group was no longer seeking an up-front commitment to a complete ceasefire, and explained that “this step was by-passed, as the mediators pledged that as long as the [hostage’ negotiations continued, the ceasefire would continue.]”On Friday, Walla news reported that Barnea had rejected the demand for a written commitment from mediators regarding the subject, although Axios subsequently reported that Washington was working on a solution to the disagreement.Israel has said that there were still “gaps” in Hamas’s response to the proposed deal — the details of which Netanyahu’s office appeared to publicize in its statement — but all sides are expected to step up negotiating efforts in the coming days.Four-way summit-An official with knowledge of the mediation said on Sunday that US Central Intelligence Agency director William Burns was expected to visit Qatar this week, and an Egyptian source said he would be making a stop in Cairo.During his visit to Doha, Burns will reportedly hold a four-way meeting with Mossad chief David Barnea, Egyptian intelligence head Abbas Kamel, and Qatari Prime Minister Mohammed bin Abdulrahman Al Thani.Turkey is also expected to step up its efforts to push for a deal, the Hamas official told AFP, but did not elaborate on what that would entail.Speaking to Reuters on the condition of anonymity, two Hamas officials with knowledge of the talk said that the terror group was waiting for Israel’s response to its submitted amendments, while another said Israel was in talks with Qatar, and a response would be forthcoming within days.Undermining truce efforts-The statement from Netanyahu’s office was met with anger by Israeli security officials and mediators, who, not for the first time, accused the prime minister of trying to sabotage the deal.“Netanyahu pretends that he wants a deal, but is working to torpedo it,” an anonymous security official told Channel 12. “He’s dragging out the process, trying to stretch time until his speech in Congress and then the [Knesset] recess.”According to the security official, there was “no enthusiasm or drive” to finalize a deal for the hostages’ release, and instead of discussions being driven by urgency, they were instead built on “smears and radicalized positions.”A second source questioned Netanyahu’s desire to “emphasize the gaps” in the negotiations “just before the departure of the delegation,” Channel 12 reported.Opposition Leader Yair Lapid similarly slammed Netanyahu, asking rhetorically what the point of his statement had been.“I have one response to the announcement from the Prime Minister’s Office: What is it good for? We are at a critical moment in the negotiations, the lives of the hostages depend on it; why issue such provocative messages?” he asked. “How does it contribute to the process?”A senior official from one of the countries mediating between Israel and Hamas also accused Netanyahu of trying to sabotage the deal.The senior official speaking to The Times of Israel on condition of anonymity said that this non-negotiable demand to resume fighting after the first stage of the ceasefire and hostage release deal publicized by Netanyahu’s office hits at the most sensitive aspect of the ongoing negotiations, as Hamas is seeking assurances from the mediators that Israel will not resume fighting after the initial phase.The official said the mediators have succeeded in bringing Hamas down from an earlier demand for an up-front commitment from Israel to end the war upon the start of the first stage of the agreement.They have instead kept in place relatively open-ended language regarding the transition from phase one to phase two that allows both Israel to feel comfortable enough that it has the ability to resume fighting if Hamas ceases to negotiate in good faith and Hamas to feel comfortable enough that the mediators will prevent Israel from resuming the war instead of implementing the permanent ceasefire that is stage two of the deal.“Statements like the one made by the prime minister severely harm efforts to maintain that ambiguity,” the senior official from the mediating country said.“One cannot help but conclude that they are being made for purely political purposes,” the official adds, referencing Netanyahu’s desire to appease far-right coalition partners who oppose the hostage deal under discussion.The outline for a hostage deal and truce in Gaza that Biden presented at the end of May proposed a phased deal that would include a “full and complete” six-week ceasefire that would see the release of a number of hostages, including women, the elderly, and the wounded, in exchange for the release of hundreds of Palestinian security prisoners.During these 42 days, Israeli forces would also withdraw from densely populated areas of Gaza and allow the return of displaced people to their homes in northern Gaza.Over that period, Hamas, Israel, and mediators would also negotiate the terms of the second phase that could see the release of the remaining male hostages, both civilians and soldiers, in return, Israel would free additional Palestinian security prisoners and detainees. The third phase would see the return of any remaining hostages, including bodies of dead captives, and the start of a years-long reconstruction project.A Hamas source told Reuters over the weekend that the proposal ensures that mediators would guarantee a temporary ceasefire, aid delivery, and withdrawal of Israeli troops, as long as indirect talks continue to implement the second phase of the agreement.Hamas also expects up to 400 trucks of humanitarian aid to enter the Gaza Strip each day of the pause in fighting, an official from the terror group told AFP.Negotiations mediated by Qatar, Egypt and the US have so far failed to secure a truce in Gaza and release of captives there, since a weeklong ceasefire in November saw Hamas free 105 hostages in return for 240 Palestinian prisoners.Israel believes 116 people remain in Hamas captivity following the October 7 terror onslaught, though dozens of those are no longer alive. Hamas is also believed to hold the bodies of two soldiers killed in 2014, as well as two civilians, presumed alive, who entered the Strip of their own accord not long after.
