Mozambique floods: Death toll rises to 55

MAPUTO, Mozambique (AP) — The United Nations says the death toll from the flooding in Mozambique has risen by seven to at least 55 people.The U.N. said Thursday that heavy rains in northern and central Mozambique have displaced 19,000 more people, raising the total number of displaced by floods the past two weeks to nearly 170,000.The Mozambican government said there is a shortage of food for flood victims in southern Mozambique. Luis Nhala, a health official, said that residents are eating food that has mixed with contaminated flood water, which is resulting in cases of diarrhea and vomiting.Mozambican state television showed children in need of food and water. One man held an empty plate and told the camera: "Look, we are starving. The government must do something."

Just when you thought efforts to find better ways to store large amounts of data couldn’t get more outre, researchers in the UK have cooked up a way to put data on human DNA at a density of 2.2 petabytes per gram.
Molecular biologists Nick Goldman and Ewan Birney at the European Bioinformatics Institute (EBI) published their research in a recent edition of Nature. While some Harvard researchers did something similar last year, they were only able to cram a measly 700 terabits per gram of information onto the double helix. The EBI team tripled that capacity.
The researchers converted their data into binary code, then converted it into trinary code (0s, 1s, and 2s). The data was then rewritten as strings of DNA chemical bases (As, Gs, Cs, and Ts). By encoding the information multiple times, they ensured it could be read back with 100% accuracy. As a test, they encoded several of Shakespeare’s sonnets, some photos, and Martin Luther King’s “I Have a Dream Speech.”
“We already know that DNA is a robust way to store information because we can extract it from wooly mammoth bones, which date back tens of thousands of years, and make sense of it,” Goldman said. “It’s also incredibly small, dense and does not need any power for storage, so shipping and keeping it is easy.”
It’s still incredibly expensive, largely because of the costs of DNA synthesis, but those costs are dropping and the technology could be cost effective within the next 50 years. (At current prices, it would only make sense to use the technology if you planned to store the data for 500 years or more.) Two other problems: you can only write the data once, and you have to sequence large chunks of DNA to find any given piece of information.

Towards practical, high-capacity, low-maintenance information storage in synthesized DNA

Digital production, transmission and storage have revolutionized how we access and use information but have also made archiving an increasingly complex task that requires active, continuing maintenance of digital media. This challenge has focused some interest on DNA as an attractive target for information storage¹ because of its capacity for high-density information encoding, longevity under easily achieved conditions^{2, 3, 4} and proven track record as an information bearer. Previous DNA-based information storage approaches have encoded only trivial amounts of information^{5, 6, 7} or were not amenable to scaling-up⁸, and used no robust error-correction and lacked examination of their cost-efficiency for large-scale information archival⁹. Here we describe a scalable method that can reliably store more information than has been handled before. We encoded computer files totalling 739 kilobytes of hard-disk storage and with an estimated Shannon information¹⁰ of 5.2 × 10⁶ bits into a DNA code, synthesized this DNA, sequenced it and reconstructed the original files with 100% accuracy. Theoretical analysis indicates that our DNA-based storage scheme could be scaled far beyond current global information volumes and offers a realistic technology for large-scale, long-term and infrequently accessed digital archiving. In fact, current trends in technological advances are reducing DNA synthesis costs at a pace that should make our scheme cost-effective for sub-50-year archiving within a decade.

Computer technology becomes smaller and more powerful with every passing day. That’s a fact that many of us have adjusted to or simply grown up with. Progress in miniaturization and data storage seem impressive until, once again, nature shows us how inefficient and clumsy our efforts still are.

By converting binary code into the four amino acid base pairs that compose DNA, researchers were able to store 154 Shakespeare sonnets, a photo, a scientific paper and 26 seconds of Martin Luther King’s “I Have a Dream” speech all on a cluster of DNA barely visible to the human eye. This process creates strands of synthetic DNA that can then be read by machines and converted back into usable information.

The process of reading the information mentioned above took about two weeks due to the currently inefficient technology being used. Advances in the process will drive this time down but retrieval is an inefficient process compared to storage. This fact, in conjunction with DNA’s shelf life under storage conditions, makes DNA a useful long-term storage medium for information not requiring frequent reading. Examples of this type of data include historical records, weather data or library archives.

The study’s co-author Nick Goldman speculates that in around a decade the technology should be sufficiently advanced for consumers to store long-term data like wedding photos or home videos.

Syrian: Site Made Chemical Weapons; Shipped to Lebanon - INN

The site allegedly attacked by Israel in Syria manufactured chemical and biological weapons, according to a report in Iraqi newspaper Azzaman that appears in London.The newspaper quoted Western diplomats who are close to the regime of Bashar al-Assad. It says that the classified installation, which is located just 12 kilometers (7 miles) from the presidential palace, was guarded by a large contingent of Iranian Revolutionary Guards, many of whom died in the attack.A diplomatic source interviewed by the newspaper said that the attack took place 48 hours before it was first reported. He said that initial reports regarding a convoy that was attacked were meant to disguise the true target of the attack. However, the newspaper reported, some trucks were also destroyed in the attack.The diplomatic source said that Israeli F-16 jets carried out two sorties over the installation, firing at least eight guided missiles at it as well as at least one bunker busting bomb. The installation was badly damaged and there were numerous casualties. He said that about 3,000 Iranian Revolutionary Guards were stationed at the installation, as well as several Russian experts.He added that the operation must also have relied on good intelligence obtained by Israel within Iran.In Iran, the government-run PressTV quoted Deputy Foreign Minister Hossein Amir Abdollahian Thursday as saying the raid on Syria will have significant implications for Israel.He called upon United Nations Secretary General Ban Ki-Moon to take operative steps against Israel following the attack, and suggested to the Israeli leadership "not to place too much trust on the Patriot batteries that are stationed in the area."Syria's Ambassador in Lebanon, Ali Abdul-Karim Ali, told Hizbullah's al-Ahd news website that Damascus ‘‘has the option and the capacity to surprise in retaliation."The White House meanwhile warned Syria not to "further destabilize the region" by transferring weaponry to Hizbullah.

MEPs demand ECB transparency in bank union talks

BRUSSELS - EU officials are expecting to sketch out a deal within the coming weeks on two regulations that will govern the single supervisory mechanism (SSM) to be co-ordinated by the European Central Bank (ECB).A parliament official involved in the negotiations on the banking union files told EUobserver that "everything has been discussed and we know where the agreement is moving to."While officials representing governments are reluctant to open up the texts in negotiations with parliament, MEPs are set to secure amendments preventing officials involved in the supervision regime from being able to leave for jobs in the banking sector.They also want to guard against conflicts of interest by preventing members of the SSM's steering committee from also having a mandate as a national regulator.Parliament is also pushing for closer control of the SSM's budget and is demanding the power to approve the chair of the SSM, using a method similar to the Congressional confirmation hearings for nominees to the board of the US Federal Reserve.
Although MEPs only have consultative powers over the ECB regulation, they have threatened to block new rules for the European Banking Authority, on which they have equal legislative powers with ministers, if member states refuse to negotiate.The parliament's demands come amid concern that the ECB's new role supervising the eurozone banking sector will create conflicts of interest with its monetary policy arm.
Critics claim that the European Systemic Risk Board (ESRB), set up in 2011 to act as a watchdog scrutinising trends in Europe's financial sector, already gives the bank a role in macro-economic supervision that could compromise its monetary policy functions.Jana Mittermaier, director of pro-transparency NGO Transparency International, told this website that “ECB supervision is supposed to be a fresh start for the eurozone. This means preventing the conflicts of interest, group think and regulatory capture that contributed to the current crisis. If the Council is serious about addressing these risks, regulating the revolving door between supervisors and supervised is crucial.”Although EU leaders initially set themselves a December 2012 deadline to finalise the first plank of a eurozone banking union, the dates for implementing the rules have slipped. The current timetable now envisages the ECB assuming oversight over the eurozone banking sector from spring 2014.The European Commission is set to follow up the supervisory framework with legislation later this year for a single resolution mechanism to wind up failing banks and measures to harmonise national deposit guarantee schemes to protect savers.

Sen. Rand Paul, a Republican from Kentucky, proposed a bill prohibiting the sale of F-16 aircraft, tanks and other advanced weapons to Egypt’s Muslim-Brotherhood, The Hill reported.“I think it is a blunder of the first proportion to send sophisticated weapons to a country that allowed a mob to attack our embassy and to burn our flag,” Paul said on the Senate floor. “I find it objectionable to send weapons, F-16s and tanks, to a company that allowed a mob chanting ‘death to America’ to threaten our American diplomats.”
Anti-American sentiments in Egypt reached new levels this year when Muslim protesters stormed the United States embassy in Cairo on the anniversary of the September 11,2001 terrorist attacks, burning the American flag and spraying graffiti on the compound's walls.
Republican Sen. James Inhofe from Oklahoma, the new ranking member on the Senate Armed Services Committee, introduced similar legislation after voting against Paul's amendment.Inhofe said that an outright ban would cost the U.S. defense industry $2.2 billion and diminish America's leverage over Egypt. While his bill did not propose banning sales altogether, it would suspend them unless President Obama certifies that Egypt is committed to pursuing peaceful relations with Israel, providing security to U.S. embassies and consulates and respecting minority parties' rights, according to The Hill.“For decades, the U.S. has had a good relationship with Egypt, training their troops and working together to maintain peace and stability in the region,” Inhofe said. “Under Muslim Brotherhood President Morsi, this relationship has come to a halt. We need to continue to support the Egyptian military, which Morsi and the Muslim Brotherhood have currently distanced themselves from. Egypt’s military is our friend – Morsi is our enemy.”

Syria protests over Israel attack, warns of "surprise"

BEIRUT/AMMAN (Reuters) - Syria protested to the United Nations on Thursday over an Israeli air strike on its territory and warned of a possible "surprise" response.The foreign ministry summoned the head of the U.N. force in the Israeli-occupied Golan Heights to deliver the protest a day after Israel hit what Syria said was a military research centre and diplomats said was a weapons convoy heading for Lebanon."Syria holds Israel and those who protect it in the Security Council fully responsible for the results of this aggression and affirms its right to defend itself, its land and sovereignty," Syrian television quoted it as saying.The ministry said it considered Wednesday's Israeli attack to be a violation of a 1974 military disengagement agreement which followed their last major war, and demanded the U.N. Security Council condemn it unequivocally.
U.N. Secretary-General Ban Ki-moon expressed "grave concern". "The Secretary-General calls on all concerned to prevent tensions or their escalation," his office said, adding that international law and sovereignty should be respected.Israel has maintained total silence over the attack, as it did in 2007 when it bombed a suspected Syrian nuclear site - an attack which passed without Syrian military retaliation.In Beirut on Thursday Syria's ambassador said Damascus could take "a surprise decision to respond to the aggression of the Israeli warplanes". He gave no details but said Syria was "defending its sovereignty and its land".
Diplomats, Syrian rebels and security sources said Israeli jets bombed a convoy near the Lebanese border on Wednesday, apparently hitting weapons destined for Hezbollah. Syria denied the reports, saying the target was a military research centre northwest of Damascus and 8 miles from the border.Hezbollah, which has supported Assad as he battles an armed uprising in which 60,000 people have been killed, said Israel was trying to thwart Arab military power and vowed to stand by its ally."Hezbollah expresses its full solidarity with Syria's leadership, army and people," said the group which fought an inconclusive 34-day war with Israel in 2006.Russia, which has blocked Western efforts to put pressure on Syria at the United Nations, said any Israeli air strike would amount to unacceptable military interference."If this information is confirmed, we are dealing with unprovoked attacks on targets on the territory of a sovereign country, which blatantly violates the U.N. Iranian deputy foreign minister Hossein Amir Abdullahian said the attack "demonstrates the shared goals of terrorists and the Zionist regime", Fars news agency reported. Syrian President Bashar al-Assad portrays the rebels fighting him as foreign-backed, Islamist terrorists, with the same agenda as Israel.An aide to Supreme Leader Ayatollah Ali Khamenei said on Saturday Iran would consider any attack on Syria as an attack on itself.In battle-torn Damascus, residents doubted Syria would fight back. One mother of five said she had heard retaliation would come later. "They always say that. They'll retaliate, but later, not now. BLASTS SHOOK DISTRICT
Details of Wednesday's strike remain sketchy and, in parts, contradictory. Syria said Israeli warplanes, flying low to avoid detection by radar, crossed into its airspace from Lebanon and struck the Jamraya military research centre.But the diplomats and rebels said the jets hit a weapons convoy heading from Syria to Lebanon and the rebels said they - not Israel - attacked Jamraya with mortars.One former Western envoy to Damascus said the discrepancy between the accounts might be explained by Jamraya's proximity to the border and the fact that Israeli jets hit vehicles inside the complex as well as a building.The force of the dawn attack shook the ground, waking nearby residents from their slumber with up to a dozen blasts, two sources in the area said."We were sleeping. Then we started hearing rockets hitting the complex and the ground started shaking and we ran into the basement," said a woman who lives adjacent to the Jamraya site.
The resident, who declined to be named because of the sensitivity over the strike, said she could not tell whether the explosions which woke her were the result of an aerial attack.Another source who has a relative working inside Jamraya said a building inside the complex had been cordoned off and flames were seen rising from the area after the attack."It appears that there were about a dozen rockets that appeared to hit one building in the complex," the source, who also asked not to be identified, told Reuters. "The facility is closed today."Israeli newspapers quoted foreign media on Thursday for reports on the attack. Journalists in Israel are required to submit articles on security and military issues to the censor, which has the power to block any publication of material it deems could compromise state security.Syrian state television said two people were killed in the raid on Jamraya, which lies in the 25-km (15-mile) strip between Damascus and the Lebanese border. It described it as a scientific research centre "aimed at raising the level of resistance and self-defense".Diplomatic sources from three countries told Reuters that chemical weapons were believed to be stored at Jamraya, and that it was possible that the convoy was near the large site when it came under attack. However, there was no suggestion that the vehicles themselves had been carrying chemical weapons.
"The target was a truck loaded with weapons, heading from Syria to Lebanon," said one Western diplomat, echoing others who said the convoy's load may have included anti-aircraft missiles or long-range rockets.
The raid followed warnings from Israel that it was ready to act to prevent the revolt against Assad leading to Syria's chemical weapons and modern rockets reaching either his Hezbollah allies or his Islamist enemies.
A regional security source said Israel's target was weaponry given by Assad's military to fellow Iranian ally Hezbollah.Such a strike or strikes would fit Israel's policy of pre-emptive covert and overt action to curb Hezbollah and does not necessarily indicate a major escalation of the war in Syria. Syrian opposition says it will meet U.S., Russia jointly

AMMAN (Reuters) - A leading Syrian opposition source said the opposition would meet officials from the United States, Russia and the United Nations in Munich on Saturday to discuss a political transition for Syria.

If confirmed it would be the first time that the United States and Russia, key players who have been at loggerheads over whether President Bashar al-Assad can have a role in a transitional government, had sat down together with the opposition. However, Russia's deputy foreign minister declined to confirm the proposal.Syrian National Coalition officials said on Friday that Coalition president Moaz Alkhatib would meet U.S. Vice President Joe Biden, Russian Foreign Minister Sergei Lavrov and U.N. envoy Lakhdar Brahimi on the sidelines of the Conference on Security and Cooperation in Europe in Munich."Alkhatib was informed by Brahimi that it will be a four-way meeting. He is going to Munich alone," a high-level Coalition member told Reuters."I think Russia warmed to the meeting after Alkhatib's proposal (to talk to Syrian officials). The Coalition has adopted a position of constructive vagueness on whether Assad should step down first for a transition to happen, and it has stirred things up," the Coalition member saidBut shortly afterwards, Russian Deputy Foreign Minister Gennady Gatilov sent a tweet saying: "As it stands today, there is no such meeting mentioned in the program of the Russian Foreign Minister."Alkhatib had to fight off an overnight challenge to his authority after saying he would be willing to talk to Syrian officials without Assad stepping down first, but that concession appeared to have opened the way to Saturday's talks.Both the Coalition and the armed opposition inside Syria had been saying they would be willing to discuss a political transition only after Assad left power.Washington backed the position, while Moscow, Assad's main backer, was adamant that his departure could not be a precondition for talks, paralyzing international efforts to end a 22-month-old conflict that has already killed more than 60,000.A meeting of the Coalition's 12-member politburo ended at 5 a.m. on Friday with the leadership instructing Khatib, a Sunni preacher from Damascus, not to respond to any proposals made in Munich before reverting to them.
STRATEGY FOR PEACE OR WAR
The source said the Coalition's politburo had elected a committee to draft a political manifesto that set a strategy for peace, "or advancing the war" if international efforts fail to negotiate an exit for Assad.
The structure of the 70-member Islamist-dominated coalition, which was formed with Western and Arab backing in December, makes Alkhatib a first among equals rather than an outright leader.The source said "knives were out for Alkhatib" from Islamists on the politburo and from the Syrian National Council, an opposition group superseded by the Coalition, after he said he was willing to sit with Syrian officials to discuss a transition if Assad freed tens of thousands of political prisoners arrested since the revolt began.

Kamal al-Labwani, a secular leader and long-time political prisoner, called Khatib's remarks a fatal mistake that bestowed legitimacy on Assad and would hurt the morale of the revolt.Alkhatib said his offer of talks had been motivated by the plight of the prisoners, many of whom were in secret police dungeons, and made clear that he still believed Assad and his cohorts must eventually leaveAnother Coalition leadership source told Reuters the politburo had agreed that Alkhatib "would demand at the meeting, and accept nothing less than, the ouster of Assad and the whole secret police state and international support to rebuild Syria as a democracy".A Western diplomat in contact with the Syrian opposition said the Munich meeting had to present Alkhatib with proposals for the removal of Assad that he could accept without losing his credibility.

Already more than 700,000 Syrians have fled into neighboring countries.She told reporters there were signs that Iran was sending more people and increasingly sophisticated weaponry to support Assad's war, in which he has lost swathes of rural areas but managed to hold on to the central parts of most major cities."I personally have been warning for quite some time of the dangers associated with an increasingly lethal civil war and a potential proxy war," Clinton told a small group of reporters a day before she is replaced by Senator John Kerry."Therefore, I think it's incumbent on those nations that have refused to be constructive players to reconsider their positions because the worst kind of predictions of what could happen internally and spilling over the borders of Syria are certainly within the realm of the possible now."Western support for the uprising has been mostly limited to political rhetoric denouncing Assad and humanitarian aid, despite pleas from rebels for arms.

Nato chief: EU must spend more on military

BRUSSELS - Nato chief Anders Fogh Rasmussen has urged EU countries to spend more on defence despite the economic crisis or risk losing US solidarity.He said in a foreword to the alliance's report on 2012, out on Thursday (31 January), that: "If current defence spending trends were to continue, that would limit the practical ability of Nato's European nations to work together with their North American allies. But it would also risk weakening the political support for our alliance in the United States."He added Nato is still "the most important military power in the world."But he warned: "The security challenges of the 21st century - terrorism, proliferation, piracy, cyber warfare, unstable states - will not go away as we focus on fixing our economies."He also said "the rise of emerging powers could create a growing gap between their capacity to act and exert influence on the international stage and our ability to do so."The Nato report says the US accounted for 72 percent of Nato countries' defence spending in 2012 compared to 68 percent in 2007. France, Germany, Italy and the UK made up the bulk of the rest, but the French contribution fell steeply.
"This has the potential to undermine alliance solidarity and puts at risk the ability of the European allies to act without the involvement of the United States," the report notes.It adds that Nato spending as a proportion of world military expenditure fell to 60 percent in 2011 from 69 percent in 2003 and is to hit 56 percent in 2014.

'EU like Vatican'

The angst over EU defence capabilities is not new.Former US defence chief Robert Gates in a speech in Brussels in 2011 also voiced alarm."The blunt reality is that there will be dwindling appetite and patience in the US Congress - and in the American body politic writ large - to expend increasingly precious funds on behalf of nations that are apparently unwilling to devote the necessary resources or make the necessary changes to be serious and capable partners in their own defence," he said at the time.Gates and Fogh Rasmussen's anxiety is not confined to Nato.Speaking in Brussels also on Thursday on the margins of an EU foreign ministers' meeting, Poland's Radek Sikorski said the Union needs a real defence force of its own.
"I think the Mali crisis shows this is necessary because the next crisis could unfold even more quickly and we need to be able to react instantly," he told press."Let's recall that events in Mali unfolded very fast. The terrorists crossed the line of contact and France reacted from one day to the next. But we know that in the EU, as in the Vatican, the wheels of state turn very slowly," he added.

EU arms licences

The latest EU figures appear to show that some of the worst crisis-hit EU countries are still ploughing money into new weapons despite Nato's concerns.The report says that fellow EU countries in 2011 granted significant amounts of export licences to Greece (€783mn), Portugal (€397mn) and Spain (€1.6bn).
The numbers do not tell the whole story, however.France, which makes up most of the Greek figure, granted licences to negotiate future arms sales rather than export licences as such.A large chunk of the Spanish number relates to cross-border movements of spare parts in defence projects, such as Eurofighter or Typhoon, managed by the European defence consortium Eads.Most of the Portuguese figure relates to deliveries from a 2005 deal to buy armoured vehicles from Austrian firm Steyr.Lisbon cancelled the contract last November because Steyr delivered just 166 out of 260 units, invoking a €55 million penalty against the supplier."Portugal, in the last two years, reduced its budget for the purchase of military equipment by over 60 percent ... Also for budgetary reasons, though not only for that, Portugal, in 2011, decided to withdraw from several military programs, such as NH90 helicopters," its ministry of defence told EUobserver.
