KATHMANDU, July 13 (Reuters) - Flash floods and landslides in Nepal triggered by monsoon rains killed 15 people and injured 12 overnight while another 18 have gone missing, officials said on Saturday.The latest deaths took to 30 the number of people killed in incessant rain that since Thursday has pounded much of the Himalayan nation tucked between China and India.Officials said the Kosi River in eastern Nepal, which flows into the eastern Indian state of Bihar, had risen above the danger mark.The Kosi has been a serious concern for both India and Nepal since it broke its banks in 2008 and changed course, submerging swathes of land and affecting more than two million people in Bihar. NEW ORLEANS (AP) — The Latest on Hurricane Barry (all times local) :11:10 a.m.The heaviest rains on land from lopsided Hurricane Barry have hit coastal Alabama and Mississippi the hardest.Dauphin Island Mayor Jeff Collier said Saturday that parts of his barrier island in Alabama are flooded from both the driving rain early Saturday and surging water from the Gulf of Mexico.Collier was driving around in a Humvee to survey the damage. He said the island still has power and wind damage was minimal.The Category 1 hurricane was nearing shore some 200 miles (320 kilometers) from Dauphin Island, but Collier says the island often sees impacts from storms far away.___10:10 a.m.The storm threatening the Louisiana coast has strengthened to a Category 1 hurricane.The U.S. National Hurricane Center said in its 11 a.m. Saturday advisory that Barry had reached maximum sustained winds of 75 mph (120 kph), with higher gusts.Hurricane-force winds were measured some 45 miles (75 km) to the east of the storm's center, which was located 40 miles (65 kilometers) south of Lafayette, Louisiana. NEW ORLEANS (AP) — Thousands of Louisianans broke out sandbags or fled to higher ground Thursday as Tropical Storm Barry threatened to turn into the first hurricane of the season and blow ashore with torrential rains that could pose a severe test of New Orleans' improved post-Katrina flood defenses.National Guard troops and rescue crews in high-water vehicles took up positions around the state as Louisiana braced for the arrival of the storm along its swampy southern tip Friday night or early Saturday.Barry could have winds of about 75 mph (120 kph), just barely over the 74 mph threshold for a hurricane, when it comes ashore, making it a Category 1 storm, forecasters said.But it is expected to bring more than a foot and a half (0.5 meters) of rain in potentially ruinous downpours that could go on for hours as the storm passes through the metropolitan area of nearly 1.3 million people and pushes slowly inland.Louisiana Gov. Much of New Orleans remains underwater after more than 8 inches of rain inundated the city Wednesday, but the worst is yet to come.Now located in the Gulf of Mexico southeast of the city, Tropical Storm Barry is expected to strengthen into a hurricane on Saturday before making landfall on the Louisiana coast just west of New Orleans.On Wednesday, Louisiana Gov. John Bel Edwards declared a state of emergency and warned that the storm should not be taken lightly.“The entire coast of Louisiana is at play in this storm,” Edwards said.As it slowly approaches land, Barry is expected to drop up to 20 inches of additional rain to the region between Friday and Sunday, enough to potentially top levees that help protect New Orleans. While many of the levees that were damaged during Hurricane Katrina’s 2005 onslaught on the Gulf Coast were strengthened after Congress approved $14.5 billion to upgrade the system, this year’s first hurricane to make landfall in the U.S. will test them.In addition to Barry’s massive rainfall, the storm is projected to bring a 3- to 6-foot surge, which is especially concerning given that the Mississippi River — swollen from months of record-setting rains across several heartland states — is expected to crest at 19 feet above sea level over the weekend. Inspectors from the UN’s nuclear agency have found traces of radioactive material at a building in Tehran that Prime Minister Benjamin Netanyahu identified last year as a “secret atomic warehouse,” an Israeli television report said on Thursday.Inspectors from the International Atomic Energy Agency visited the site several times after Netanyahu identified it in an address to the UN General Assembly last September, took soil samples, and have now definitively concluded that there were “traces of radioactive material” there, Channel 13 news reported.It quoted what it said were four senior Israeli officials involved in the matter, and said the UN agency’s findings had become known to these officials recently.Iran has denied that the site was a nuclear facility or served any secretive purpose. They had 15 kilograms of radioactive material, they had to get it out of the site, so they took it out and they spread it around Tehran in an effort to hide the evidence. The endangered residents of Tehran may want to know that they can get a Geiger counter on Amazon for only $29.99… They took this radioactive material and spread it around Tehran.“Now, the Iranian officials cleaning out that site still have a lot of work to do because they’ve had at least, at least 15 ship containers, they’re gigantic, 15 ship containers full of nuclear related equipment and material stored there. Now, since each of those containers can hold 20 tons of material, this means that this site contains as much as 300 tons, 300 tons of nuclear related equipment and material.”That speech came months after Israel’s disclosure that it had spirited away what it said was a “half-ton” of Iranian nuclear documents from Tehran, with Netanyahu saying both the archive and the warehouse were proof that Iran continues to seek atomic weapons despite the 2015 international agreement to limit its nuclear program. “Iran has not abandoned its goal to develop nuclear weapons…. Vienna (AFP) - Iran and Russia on Wednesday poured scorn on America's call for Tehran to adhere to limits in a 2015 nuclear deal with world powers, at a special meeting of the UN's nuclear watchdog.The meeting of the International Atomic Energy Agency (IAEA) was requested by the US after it was confirmed last week that Iran had exceeded the stockpile of enriched uranium permitted under the 2015 Joint Comprehensive Plan of Action (JCPOA).The US Ambassador to International Organizations in Vienna Jackie Wolcott told the meeting that Iran was engaged in "nuclear extortion".Iran has said it will disregard certain limits under the JCPOA as long as the remaining parties to the deal -- in particular the UK, France and Germany -- don't do more to mitigate the impact of crippling US sanctions re-imposed after President Donald Trump withdrew from the deal in May 2018."There is no way to read this as anything other than a crude and transparent attempt to extort payments from the international community," Wolcott said.Her Iranian counterpart Kazem Gharib Abadi said it was a "sad irony that this meeting is convened with the request of the United States".Gharib Abadi said the current impasse was the result of the Washington's "outlaw behaviour" and condemned what he called the "sadistic tendency" of the US to impose sanctions on Iran.Russia's Ambassador to the IAEA Mikhail Ulyanov tweeted after the meeting that the US "was practically isolated on this issue".He told the assembled diplomats it was an "oddity" that the meeting had been called by the US, "the country that declared the JCPOA to be a 'terrible deal'"."In practice, it turns out that Washington is aware of the importance of the Plan (JCPOA)," he said.A US administration official insisted that the Iranian and Russian position did not reflect the majority feeling among members.The official did however confirm that the United States had discussed with the remaining three European parties to the JCPOA whether they would be prepared to call the IAEA meeting, before doing so itself.In a joint statement to the meeting, Britain, France and Germany took a nuanced position, reflecting their continued diplomatic efforts to save the JCPOA.They said that "our continued support (for the JCPOA) relies on Iran implementing its commitments in full".However, the statement added: "We believe the issues at hand should be addressed by participants to the JCPOA, including through a meeting of the Joint Commission to be convened urgently".Following the breach of the uranium stockpile limit, on Monday the IAEA also confirmed that Iran had breached the uranium enrichment limit, fixed at 3.67 percent in the JCPOA.A diplomatic source said on Wednesday that the IAEA had confirmed Iran's assertion earlier this week that it was enriching to 4.53 percent, well below the 90 percent level experts say is needed to equip a nuclear weapon.

ANKARA, Turkey (AP) — A car bomb exploded Thursday at the entrance to a northern Syrian town controlled by Turkish forces and allied Syrian fighters, killing at least nine people, Turkish state media and Syrian rescuers said.The state-run Anadolu Agency said the bomb in a fuel truck exploded in Afrin, igniting a fire and causing considerable damage to the surrounding area. Syrian first responders, known as the White Helmets, said at least nine people were killed in the explosion, which occurred in a residential area, and 35 were wounded.The Britain-based Syrian Observatory for Human Rights put the death toll at 11 and said it was likely to rise because some of the injuries were serious. The Observatory said the blast occurred near a checkpoint at the entrance to the town where vehicles were lined up.Turkey and allied Syrian fighters took control of Afrin last year in a military operation that expelled local Kurdish fighters and displaced thousands of Kurdish residents. Ankara considers the Kurdish fighters who were in control of Afrin terrorists. Since then, there have been a series of attacks on Turkish targets in the area.Turkey supports the Syrian opposition in the war against President Bashar Assad but has joined with Russia to secure and monitor local cease-fires. Turkish troops have also crossed into Syria in recent years to battle Kurdish fighters and Islamic State group militants operating along the border, setting up bases in the area.The civil war that has raged for eight years has killed more than 450,000 people and uprooted more than half of Syria's population. The Syrian government has regained control of more than 60 percent of the territory once in the hands of armed groups and militants.In northwestern Syria, where the rebels have their last stronghold and where nearly 3 million civilians live, government forces have been pushing their way in to at least restore their access to a strategic highway in the area. Despite a Turkey and Russia-backed cease-fire, fighting has raged since late April, displacing hundreds of thousands and killing hundreds.On Thursday, the White Helmets said at least five people were killed in air raids on residential areas in the town of Jisr al-Shughur, southwest of Idlib. The Observatory put the death toll at three, with eight injured. The Observatory also reported that clashes between government forces and rebel fighters raged in the southern edge of the enclave, killing dozens from both sides.The government troops are fighting to regain control of a village they lost to the rebels earlier this week.
