The draft report on sex education, drawn up by the United Nations Educational Scientific and Cultural Organization, says that children as young as five should be taught about explicit sex acts, abortion, homosexuality and sexually transmitted diseases.The new guidelines, which were worked out by UNESCO, the World Health Organization and UNICEF during the last two years and cost over £200,000, are supposedly designed to curb the spread of HIV/AIDS, improve sexual health and reduce the number of illegal abortions through sex education.Among the most controversial recommendations in the guidelines are that teachers should discuss subjects such as masturbation with children from the age of five. The guidelines state that teachers should discuss the idea that girls and boys have private body parts that can feel pleasurable when touched by oneself with pupils who are just five years old.They also recommend that by the age of 12 children should be taught about the right to and access to safe abortion.UNESCO describes the guidance as an evidence-informed and rights-based framework to give children and young people access to the knowledge and skills they need in their personal, social and sexual lives.Mark Richmond, UNESCO’s global co-ordinator for HIV and AIDS, said:It doesn't mean that teaching about masturbation must take place at five years old. It may be mentioned, but it is up to parents and teachers about whether this is done. The guidelines are forms of advice.Asked if five was a little early to understand the concept of sexuality, Nanette Ecker, one of the authors of the guidance, replied:Children are born sexual beings and as adults, die sexual beings. Sexuality extends from birth to death.

Children begin to receive messages about sexuality when they are very young, but soon realise that parents and other adults are too embarrassed to talk about sexuality issues, so they talk about sexuality with their peers. Unfortunately, this means they can be dangerously misinformed about sexuality and sexual health.We need to recognize that many children and young people are sexually abused and at great risk of sexual and reproductive health problems such as rape, unplanned pregnancy, STIs and HIV.Using a building-block approach, we therefore need to start sexuality education young, such as teaching 5- to 8- year olds the correct terminology about their bodies and how they work so they have the language to ask questions or report abusive, coercive behaviour or sexual violence.In recognition of these facts, as well as the burgeoning rates of STIs, unplanned pregnancy, and HIV, we cannot wait for the evidence for comprehensive programmes at an early age, since we already have strong positive evidence for programmes beginning in the early teens,The Daily Telegraphreports.However, the guidelines provoked serious controversy across the world.Ann Widdecombe, Conservative MP for Maidstone and The Weald and a Privy Counsellor, said:This is wholly inappropriate and is destroying parental responsibility. It’s very graphic and encourages practices like masturbation, which conservative Christians and others feel are wrong.We think it’s a kind of one-size-fits-all approach that’s damaging to cultures, religions and to children, Mr Mason added.The new report will be issued to governments, local authorities and education bodies across the world by the end of October.

It is submitted that parents will keep the right to withdraw their child from the school if they wish. The End Of The Nation States Of Europe-The Irish Referendum On The Lisbon

Europe's nations should be guided towards the super-state without their people understanding what is happening. This can be accomplished by successive steps, each disguised as having an economic purpose, but which will eventually and irreversibly lead to federation.Jean Monnet (Founding Father Of The EU in a letter to a friend 30th April 1952).On June 12th 2008, the proud and independent minded Irish screamed a loud and clear NO to the treacherous Lisbon Treaty and to further integration into the EU Superstate being constructed around the hopes, dreams and lives of the peoples of Europe. Typically, arrogantly and not surprisingly, the Euro Fascists, whose credentials are appearing ever more Totalitarian in structure and ruthless in application, simply ignored the voice of the Irish voter, demanding there be a another vote, and this time, the rebellious Irish would have to get it right, or else.On October 2nd this year, once again, the fate of nearly 500 million people will be decided by a country whose population totals only 4.2 million. The people of the Republic Of Ireland will now for a second time, have been the only citizens of the European Union given the opportunity to have their say on what is potentially the most fundamental piece of legislation in the history of the Old Continent.All the other member states have simply ignored the wishes of their people and left ratification to be rubber stamped by their respective parliaments. However, it is necessary, at least at the moment, for all twenty seven member states to complete ratification before the Treaty becomes legally binding.So, if the Irish vote is NO for a second time, then legally, according to its own rules, Brussels will not be able to implement the Treaty. However, if the Irish people this time around swallow the massive Pro Treaty propaganda and vote Yes,then the fate of, and inevitable demise of the Nation States of Europe will be sealed. There will be no more serious obstacles left to Federalisation. The long dreamed of (by the Federalists that is) a United States Of Europe will inevitably become a reality.

Many, if not the majority of people on both sides of the Atlantic have been duped for decades into believing that the EEC/EU is about a free trade zone. This is not at all the case, as the above quote by Monsieur Monet illustrates very clearly. So what are the ramifications of a Yes vote by the Irish.The European Union was founded on lies and deceit at the very highest levels of government. This trail of deception has continued since, and on Thursday 13th December 2007 stopped momentarily in Lisbon Portugal, where the dignitaries of the member states of this trading bloc signed the EU Reform Treaty.This Treaty replaces the EU Constitution rejected in 2005 by both France and the Netherlands. Angela Merkel, the German Chancellor and the former French President Giscard D`Estaing are among many European ministers who have confirmed that the Treaty is but the Constitution by another name. The only differentials being the dropping from the new document those articles relating to the EU Flag, Anthem and Motto. Yet only two days prior to the Historic event in Lisbon, sixteen member states broke cover and called for an amendment to the Treaty and the reinstatement of these three articles, thereby transforming the Treaty into the original Constitution. They also want to impose the single currency on all those member states still retaining their indigenous currencies and are suggesting that a Europe Day become a holiday for celebration.The leader of the United Kingdom Independence Party Nigel Farage said, The full treachery being imposed is at last fully out in the open. The pathetic attempts claiming this wasn't the Constitution are now blown out of the water. Back comes the flag, the anthem and the motto. It means that what was 96% of the original constitution is now 100%. Let's not hear any more of the Reform Treaty. This is the rejected EU Constitution brought back in all it's pomp.

Whilst still in office, the former Danish Prime Minister and current Secretary General of NATO, Anders Fogh Rasmussen, decided against any referendum on the Treaty, leaving it's ratification to Danish MPs. Since then, nothing has changed here in the Old Kingdom,where it's business as usual as far as the Lisbon Treaty is concerned.Last year, Mr Fogh Rasmussen stated that the Treaty was Good For Denmark. Denmark had planned to hold a referendum on the Constitution back in 2005, but following the NO votes in France and Holland, the vote was dropped. The Danish Justice Ministry have concluded that the Treaty does not threaten Danish Sovereignty. Mr Fogh Rasmussen was quoted as saying, When sovereignty is relinquished, a referendum is needed, but when no sovereignty is relinquished, Parliament will ratify the text.He also confirmed plans to hold another referendum on the Single Currency(EURO) and whether to end the opt outs agreed at Maastricht relating to defence, justice and home affairs.So, no threat to sovereignty ? Well let's consider the implications: If a Sovereign Nation State no longer controls it's own Economy, Defence, Justice System and Home Affairs, can it truly be called a Sovereign Nation State any longer ? The answer is quite simply NO.The Political and Financial Elite of Europe have been working towards this moment since the end of World War Two. In every member state, the personalities might differ, but the rhetoric is always the same; No Loss Of Sovereignty, good for the people, good for the economy and so on.So let us take a look at what this Treaty is really about. What is the difference between this document and the original Constitution ? German Lawyer, Klaus Heeger, a researcher and legal advisor to the Independent Democratic group in the EU Parliament has drawn the following conclusions regarding the two documents:According to his analysis, the Constitution granted the EU 105 new competences. The Treaty also grants 105 new areas of competence. Out goes the EU symbols (Flag, Anthem, Motto) in comes Climate Change. The remaining 104 areas remain the same.Decision making by qualified majority replaces unanimity in 62 new areas in the Reform Treaty. One more than in the Constitution. Out goes Intellectual property rights, in comes energy and climate change. The other 60 stay the same.

His conclusion; The EU Constitution by another name.

This sixth and final Treaty is the death knell for the sovereignty of the member states of the EU. Do not be mistaken about this, and no matter what your elected leaders are telling you to the contrary, this is it. This is the culmination of years of plotting, deception and conspiring against the people of Europe. So what's the big deal many will ask ? Read on and find out.This Treaty is the EU's most secret and quickest drafted document yet. Opposition to and recognition that the EU is a Police State in the making is growing and they (the conspirators) know that speed is vital. Tony Blair agreed to it in June 2007 as his final Stab in Britain's Back.Foreign Ministers agreed it's terms in September 2007 and on 13th December two months later, the representatives of each member state signed the document, and now, all that remains is ratification, and the deed will be done.So, if the result of the Irish vote is a Yes and all other member states do as indicated, ratify this treasonous piece of infamy, how will our lives be affected ? Our National Parliaments will become redundant as all power that still remains will transfer to Brussels. It will mean the formal end of those Historic Nations of Europe who are member states of the EU. National Embassies around the world will come under the auspices of EU bureaucrats. The ancient counties and provinces will be merged and combined into EU Administrative Regions.(The amalgamations of Kommunes in Denmark is a pre-emptive example of this, along with the devolved parliaments of Scotland and Wales, to be soon joined by the eradication of England and the setting up of similar regional assemblies there).

The EU will take ownership of Police, Military, Nuclear Weapons, Currency Reserves and North Sea Oil as outlined in the Treaty document. Serving members of our Police and Armed Forces will be required to take an oath of loyalty to the EU. Refusal will result in dismissal. The EU will have complete control of all military matters, equipment and facilities.Political parties will be abolished, phased out or realigned. Only Pan European parties will be allowed. Independence parties will effectively be outlawed as under the 1999 ruling of the European Court Of Justice (case 274/99), it is illegal to criticize the EU. (Even before the Irish Vote, News from Brussels indicates that plans are afoot already to eliminate any Euro-sceptic groups within the EU Parliament). The EU will have the legal right to close National Parliaments and Assemblies.Many people will be made unemployed as the EU rule of retraining at a citizens own expense becomes universal (including the purchase of a Certificate confirming said retraining). Hundreds of thousands of small businesses will be forced to close due to the enforcement of endless numbers of impracticable and unworkable EU regulations.Around 107,000 EU laws will criminalise many, as adherence to this amount of legislation is impossible. We will be subject to frequent fines and even arrest as a result of what will be our inevitable ignorance. Take the following as examples: From January 2006, it became illegal to repair your own domestic plumbing, electrics or even your own car. If you buy a boat over six feet long, built after 1999, you will be required to pay the equivalent in Euros of £4000, or face six months in prison. As the EU Police State flexes it's muscles ever more, each of us will live under the fear and threat of arrest or prosecution for any one of a myriad of offences, even minor ones.

The Large Corporations will do well of course, utilising massive immigration from within and without the EU, paying minimum wages to immigrants at the expense of the indigenous population, thus forcing salaries downwards. Furthermore, these Corporations will have a near Monopoly on employment (along with Government), and will be able to dictate conditions and terms of employment without fear of contradiction.Top Government Jobs and the inevitable corruption which will accompany this monopoly, will create a new Class Divide ensuring the rich and their fellow travellers get richer, whilst the majority decline into poverty. Taxes will increase in order to pay for the massive growth in bureaucracy.There will be no redress of grievance through local democratic channels because there won't be any local democracy. Or any democracy at all for that matter. The EU Administrative Regional Governments will be unelected (See the EU Regionalisation plan on the EU Website). Our only vote will be to the powerless EU Parliament. We will be ruled by the unelected EU Commissioners, who have no accountability to the people at any level.If we demonstrate or protest, we can be seized and relocated to another EU Region. The EU Arrest Warrant and the various legislation introduced across the EU since 9/11 will give the Authorities absolute power over us. The shootings of innocents Philip Prout and Jean de Menezes were entirely legal under EU Law. The intimidation and growing Anti Muslim vitriol across the EU is becoming reminiscent of the treatment of Jews in pre-war Germany. A Federal European State will become a very unpleasant place to be.

Following Federation, in and around 15 years hence, Europe could collapse under the weight of it's own Bureaucracy and Corruption. There will be so little production, that no amount of taxation will be able to support the vast, inept, corrupt and wasteful government machinery. Many will be reduced to poverty on the brink of starvation. MIAMI (Reuters) – Hurricane Fred weakened to a tropical storm in the eastern Atlantic on Friday and forecasters expected it to fade in the coming days.Fred's maximum sustained winds fell to 70 mph, meaning it was no longer a hurricane. The storm has been deteriorating gradually since Thursday due to high wind shear -- a difference in wind speeds at different altitudes -- that sapped its strength, the U.S. National Hurricane Center said.Weakening is forecast and Fred will gradually fade,the Miami-based center said.Fred, the sixth storm of the 2009 Atlantic hurricane season, was thousands of miles (km) east of the populous U.S. East Coast and the storm-vulnerable oil and gas fields of the Gulf of Mexico, and was expected to die by Tuesday without affecting land.Fred, which was meandering slowly north, peaked on Wednesday when its top winds reached 120 mph, making it a major Category 3 storm on the five-step Saffir-Simpson intensity scale. It was the second major hurricane of the Atlantic season.Elsewhere, the Miami-based National Hurricane Center said a low pressure system near the Texas Coast had a low chance -- less than 30 percent -- of becoming a tropical cyclone during the next 48 hours.The energy market was watching the low because it formed in the oil-rich Gulf of Mexico.

A United Nations investigation into the Gaza conflict will be used as a political weapon to undermine Israel and could lead to an upsurge of international antisemitism, the head of a Geneva NGO has warned.Hillel Neuer, director of the highly respected UN Watch, has said the group is preparing to challenge the report, which is due to be formally presented to the UN Human Rights Commission at the end of the month.It is widely believed that the report will result in calls for Israel to be prosecuted for alleged war crimes.Although the document, which was being completed this week, is also expected to criticise Hamas rocket attacks on Negev towns and villages, this is unlikely to be the big story, Mr Neuer argued, considering the allegations likely to be levelled against Israel.Mr Neuer, in London to address the Zionist Federation’s annual meeting, has repeatedly questioned the impartiality of the fact-finding mission, headed by South African judge and war crimes prosecutor Richard Goldstone.Mr Neuer’s claim that some of the mission’s members, including London School of Economics law professor Christine Chinkin, had pre-judged Israeli guilt was recently dismissed by the UN’s Human Rights Commission.

Mr Neuer said that the fact Judge Goldstone was Jewish was a major factor in him being chosen to lead the inquiry. There is a danger that this will be used to show that the report is balanced.Describing the UN as an upside down, absurd and false world, Mr Neuer said:(Judge) Goldstone is not a stupid man but I think he believes the ends justify the means, that what he is doing is bringing peace to the Middle East. He is wrong.Mr Neuer pointed out that Israeli culpability has already been assumed by some UN officials. Human rights chief Navi Pillay has already announced that if the inquiry found evidence of war crimes, they should be investigated by the International Court in the Hague. Egyptian who threatened to burn Israeli books to get UN job

Egypt’s culture minister, Farouk Hosni, who last year said he would burn any Israeli books he found in the country’s libraries, is the favourite to win the UN’s top cultural post in an election that begins next week.Surprisingly, Mr Hosni’s chances of becoming head of Unesco have been boosted by Israel, of all countries, despite being for years an object of his scorn.In this case, Israel’s strategic relations with Cairo appear to have trumped all other considerations, including concern that Mr Hosni might use his post to undermine Israel’s international standing in culture and science.In its initial response to Mr Hosni’s candidacy, announced last year, Israel repeatedly insisted it was inconceivable that someone who advocated burning books could head the organisation charged with protecting world culture. But in May, Prime Minister Binyamin Netanyahu dropped Israel’s opposition after a summit meeting with Egyptian President Hosni Mubarak. This was Netanyahu’s call, said an Israeli government official who requested anonymity.We don’t know what Israel got in return, whether it concerned security, the border, Gaza, the international scene or the Palestinian issue. I assume some deal was made but we don’t even know that.Mr Hosni has been at the forefront of opposition to normalisation with Israel during his 22-year tenure as culture minister, arguing that no cultural ties should exist until the Palestinian issue is resolved.But in recent months, with the Unesco election looming, his ministry announced it will encourage the translation of David Grossman and Amos Oz into Arabic. It has also speeded up restoration of synagogues in Cairo, including the Maimonides synagogue and yeshiva in Old Cairo, the Karaite Synagogue and the Adli Synagogue.

In May 2008, in response to a question from an Islamic fundamentalist legislator, Mr Hosni declared in the Egyptian parliament:I’d burn Israeli books myself if I found any in libraries in Egypt.He said later he did not mean to be taken literally and apologised in a Le Monde article in May.But Israelis who served in Cairo believe he has a long track-record of animosity.He is a person who doesn’t like us at all, said Sasson Somekh, former director of the Israeli Academic Centre in Cairo.He is one of the reasons no normalisation came to the fore. Everything we did was cancelled and he seemed to be at the crossroads of this.I don’t want to interfere, but I do want to know whether, on the morning after the election, he will do the same things he has done for 30 years.Shimon Shamir, former Israeli ambassador to Cairo, said:All those Egyptians and Israelis who have been working for intercultural dialogue, and those Egyptians who suffered pressure from the anti-normalisation campaign in Egypt, of which Hosni is a part, will be deeply disappointed by Israel’s stance.But there is also at least one Jewish group backing Mr Hosni. The restoration work and a recent promise to allow all archives of Egyptian Jewish communities to be accessed through the Egyptian national library has earned him an endorsement from the France-based Nebi Daniel International Association (AIND), which promotes the preservation of Egyptian Jewish cultural and religious heritage.

AIND said it gratefully acknowledges Mr Hosni’s actions to preserve the Jewish heritage in Egypt and wishes him good luck for the election as the director-general of Unesco.Israel’s reversal came despite a plea by Nobel laureate Elie Wiesel, French philosopher Bernard-Henri Levi and Claude Lanzmann, urging the nations of the world to prevent Mr Hosni from leading Unesco.Farouk Hosni is the opposite of a man of peace, dialogue and culture. Farouk Hosni is a dangerous man, an inciter of hearts and minds,they wrote in Le Monde in May.Mr Hosni has said in interviews that if elected, he would encourage rapprochement in the whole region without exception.

Putin: Russia opposes force, sanctions on Iran

NOVO-OGARYOVO, Russia — Russia's prime minister warned Friday against using force or new sanctions against Iran for its defiance over its nuclear program, saying Moscow has no evidence that Tehran is seeking nuclear arms.Iran has refused to provide the international community with details of its nuclear activities, which the United States and other nations say are aimed at developing weapons.Russian Prime Minister Vladimir Putin said, however, that Moscow has no grounds to doubt Iran's claim that its nuclear program is purely peaceful, his spokesman Dmitry Peskov said.Putin said, according to Peskov, that any use of force, delivering any kind of strike, won't help, won't solve the problem. On the contrary, it will hurt the entire region. As for sanctions, they won't bring the desired effect.

Putin was speaking at a meeting of foreign experts on Russia.

According to other meeting participants, Putin also said Russia does not want to see a nuclear-armed Iran, and that Iran needs to answer international concerns about its activities.Russia, which is building a nuclear power plant in Iran, has made similar comments in the past, and has repeatedly warned against any attack on Iran.But Putin's remarks Friday could disappoint U.S. and Israeli officials, who have urged the Kremlin to put more pressure on Iran.Participants in the meeting said Putin dodged a question about media reports that Israeli Prime Minister Benjamin Netanyahu secretly visited Moscow this week, including speculation that Netanyahu wanted to warn Russia of an impending strike against Iranian nuclear facilities.Kremlin spokesman Alexei Pavlov said he had no information that Netanyahu was in Moscow, but Russian officials have stopped short of outright denying the visit took place.The United States and European allies have given Iran until the end of September to take up an offer of nuclear talks with six world powers — including Russia — and trade incentives should it suspend uranium enrichment activities. If Iran is perceived as not taking the outreach seriously, enhanced sanctions could be triggered targeting Iran's energy sector.The five-page counter-offer does not mention Iran's own nuclear program; instead it proposes putting into action real and fundamental programs toward complete disarmament and proliferation of nuclear, chemical and microbial weapons.It also proposes addressing global poverty, reforming the U.N. Security Council -- where major powers currently hold veto power -- and helping the people of Palestine to achieve all-embracing peace, lasting security and to secure their fundamental rights.

Russian ship hijack was Israeli cover story

An Israeli source has claimed that the hijack by pirates of a boat which disappeared off the coast was a cover, and that the ship was carrying a Russian missile system to Iran.The Arctic Sea and its 15 crew members, all Russian, disappeared in July. The ship was then believed to have been sailing to Algeria with a cargo of timber.The ship was found in mid-August off West Africa, and Moscow claimed the ship had been hijacked by pirates, charging eight men with hijacking and piracy. But a senior Israeli intelligence source told the BBC the hijacking was a cover-up story, or even a set-up by Mossad, to give the Russian navy time to intercept the ship.It was claimed that while apparently missing for ten hours on Monday, Israeli Prime Minister Benjamin Netanyahu made a secret visit to Moscowto discuss the situation.

Do you think the Internal Revenue Service should have the right to share your tax information with foreign governments -- even ones run by thugs and those that engage in human rights abuses and/or suppress freedom in their countries? A meeting was held in Mexico City last week under the auspices of the Paris-based Organization for Economic Cooperation and Development (OECD), whose implicit goal is to create a global high-tax cartel.It claims to be in favor of transparency and global economic growth. However, as with many domestic and international government organizations, the OECD's actions are often contrary to its words.In order to create a global tax cartel, the OECD needs to have tax information shared among nations -- which means that the citizen of any country that signs on to this scheme may have his or her tax information shared with other member jurisdictions.The Center for Freedom and Prosperity sent a delegation to the Mexico City meeting. It included my colleague Daniel J. Mitchell, a senior fellow at the Cato Institute. Mr. Mitchell has written extensively on the importance of global tax competition, which is needed for economic growth, the preservation of human rights and civil societies.Mr. Mitchell was there to provide intellectual support to smaller, low-tax jurisdictions, which were trying to protect their tax sovereignty, and also to report on the meeting.

The international bureaucrats who run the OECD's Fiscal Affairs Committee managed to persuade a hotel to cancel Mr. Mitchell's reservations and then tried to get him thrown out of the public lobby of the hotel where the meeting was held -- as he was quietly talking with delegations from lower-tax jurisdictions and the press. Fortunately, when Mr. Mitchell and members of the press objected to the bullying tactics of the OECD officials, he finally was allowed to stay.The OECD has managed to get 87 jurisdictions to sign on to its global tax standard. The high-tax countries are using the OECD to threaten low-tax jurisdictions to sign this agreement.It is worth noting that the tax bullies at the OECD and at other international organizations, such as the United Nations, International Monetary Fund and World Bank, who demand that others pay higher taxes, enjoy tax-free personal income courtesy of the world's taxpayers.Freedom House, an organization that keeps its eye on human rights abuses and anti-democratic activities by countries, lists a number of the countries on the OECD list of cooperating jurisdictions as not free or only partly free including Russia, China and the United Arab Emirates. (Conversely, some democratic and free jurisdictions have been listed as noncooperating by the OECD.)According to the OECD, the U.S. should be sharing tax information with all cooperating countries on its list - including those who are nondemocratic and/or corrupt. Worse yet, the Obama administration is supporting the OECD in this wholesale violation of basic rights.The OECD's mission statement says its task is to:Support sustainable economic growth, boost employment, raise living standards, maintain fiscal stability, assist other countries' economic development, and contribute to world trade.

However, its current attempt to stop harmful tax competition -- which is an oxymoron -- and destroy financial privacy is totally contrary to its stated mission. The OECD is supporting the double taxation of capital and trying to quash those jurisdictions that do not levy multiple taxes on savings and investment, i.e., productive capital.Without high levels of productive capital, countries will not grow and new and well-paying jobs will be created only rarely. Taxing capital is not only economically destructive but morally suspect.If the OECD ultimately gets its way, individuals and businesses trying to protect themselves from multiple taxation of their savings and investments -- from thuggish and rapacious governments and from criminal gangs -- will have nowhere to go, and that will be the end of civil society.

The good news is that some in low-tax jurisdictions are beginning to fight back. Late last month, the oldest bank in Switzerland, Wegelin & Co. founded in 1741, issued a remarkable investment commentary entitled Farewell America.It is worth reading in entirety.Wegelin has decided to no longer to invest in the United States because the new IRS regulations -- which foreign banks must follow - are so vague, onerous and incomprehensible that it could never be sure the bank was not at risk.In addition, Wegelin argued that the economic path the U.S. is taking can only lead to slower growth, and the bank sees better opportunities elsewhere.From the time of the Reagan economic reforms a quarter of a century ago until last year, the United States had the highest average rate of growth of the major developed countries. A substantial part of this growth was fueled by foreign investment in our nation.Those in the Obama administration's Treasury Department (including the IRS) who are working with the tax bullies at the OECD are driving away much of the foreign investment at a time when it is most needed.

World Bank predicts 3.7% growth for Zimbabwe Fri Sep 11, 10:42 am ET

HARARE (AFP) – Zimbabwe's economy is set to grow by 3.7 percent this year, ending nearly a decade of dramatic decline, the World Bank said Friday.The economy appears to be on the right foot, World Bank economist Rogers Dhliwayo told reporters.World Bank estimates put growth this year at 3.7 percent, just shy of the finance ministry's forecast of 4.0 percent growth.After years of world-record hyperinflation, Dhliwayo said prices declined by 10.3 percent between January and May, following government's decision to abandon the local currency.Prices have risen slightly since June, due mainly to higher oil prices and to the strengthening of the rand against the dollar, which has made imports from South Africa more expensive, he said.Business surveys showed that companies were slowly stepping up their operations, which should lead to job growth, he added. UN estimates last year put unemployment at 94 percent.The World Bank released the estimates as it announced a grant of seven million dollars to help 300,000 poor Zimbabwean farmers buy maize seed for the upcoming planting season.The aid will target farmers who did not grow enough food to support their families last year, said David Rohrback, senior agricultural economist at the Bank.

Zimbabwe last year produced about 1.2 million tonnes of maize, but requires 1.8 million tonnes to feed its population, the Bank said.The country was once a food exporter, but farming has been decimated over the last decade following President Robert Mugabe's chaotic and violent land reforms, which saw blacks resettled on white-owned farms in a bid to address colonial-era inequities.But the new farmers often lacked experience and government support, while the reforms were tinged with political violence, undermining the agricultural-based economy.

EU warns against protectionism in Opel sale SEPT 12,09

BERLIN – The European Union's competition commissioner warned in comments published Saturday that she would take action against any protectionism in the sale of General Motors Co.'s European unit, Opel.The Belgian government wants the EU Commission to investigate the Adem Opel GmbH deal amid concern that Germany may have sought to protect its own plants at the cost of others.GM announced Thursday that a majority of Opel would be sold to Canadian auto parts maker Magna International Inc. and Russia's Sberbank, which Germany had pushed hard for. The deal likely would see a plant in Antwerp, Belgium close, while the company's four German plants remain open.

Germany offered euro4.5 billion ($6.5 billion) in credit to support the Magna bid.

State support should not be subject to noncommercial conditions such as the location of investments and restructuring measures,Commissioner Neelie Kroes was quoted Saturday as telling Belgian newspaper De Tijd.If something happens against the rules, I will take action.Thursday's deal was a victory for Chancellor Angela Merkel ahead of German elections Sept. 27. Michael Ledeen does what few other commentators are doing by joining up the dots – and thus correctly assesses the true and terrifying reality of the threat facing the free world:There is a mounting body of evidence of a global alliance directed against the United States, running from Moscow to Tehran, Damascus and Caracas. United by hatred of America, funded by oil and narcotics revenues (including our own), and unanimous in their contempt for free societies, the leaders of Russia, Iran, Syria, Venezuela, Nicaragua, Cuba and Bolivia publicly declare their intentions and demonstrate their resolve.Manhattan District Attorney, the legendary Robert Morgenthau recently spoke of the Iranian-Venezuelan collaboration in very stark terms:[Iranian President Mahmoud] Ahmadinejad and Venezuelan President Hugo Chávez have created a cozy financial, political and military partnership rooted in a shared anti-American animus.... It’s a serious threat, and any sensible person would have to take it seriously, but we do not have sensible people in charge of our policies. When the president is not tied up lecturing school children on the importance of taking the high road, he’s making history by embracing the United Nations, or actively catering to our enemies, from sending back-channel messages to Tehran, to slapping sanctions on the legitimate government of Honduras in favor of a Chavez and Castro buddy.We know that Obama does not particularly like America, but failing to respond to a threat of these dimensions, not to mention actively helping our enemies, is grave indeed. And the hell of it all is that the keystone of the whole anti-American structure – Iran – is clearly ready to be toppled.

And as the UN watcher Anne Bayefsky has noted, Obama is not just ignoring the potential for toppling the Iranian regime but is actually taking the whole question of Iran off the table. On September 24, the President will take the unprecedented step of presiding over a meeting of the UN Security Council. His health care fiasco will fade in the rosy glow of his aura as World Statesman and Historic Photo-Opportunist: the first American President ever to preside over a Security Council meeting.As such, he gets to set the agenda for that meeting. The US Ambassador to the UN Susan Rice laid out the proposed agenda thus:The session will be focused on nuclear non-proliferation and nuclear disarmament broadly, and not on any specific countries.According to Bayefsky, the US is introducing a formula for discussion which will insist on simultaneous consideration of nuclear non-proliferation and nuclear disarmament and make no mention of particular states. She comments:This is no trivial technicality. The linguistic formula, which Obama’s confrere Qaddafi will undoubtedly exploit, shamelessly panders to Arab and Muslim states. It is a familiar recipe for stonewalling efforts to prevent Iran or other Muslim and Arab states from acquiring nuclear weapons until Israel is disarmed or Israel’s (unofficial) nuclear capacity is exposed and neutralized. It is also a frequent tool of those whose real goal is to stymie America’s defenses.

Second, Obama’s agenda preference indicates that he is dead-set against chairing a session on the non-proliferation issues already on the council’s plate — those that name Iran and North Korea... At Ambassador Rice’s news briefing, she gave an overview of the principal important meetings to be held in September on her watch. After finishing the list of subjects without mentioning Iran or North Korea, she added: So those are the highlights. We also have . . . three sanctions regimes that are up for regular review, chaired by the heads of the sanctions committees. We have Sudan, Iran and North Korea, and these are, I expect, likely to be uneventful and routine considerations of these various regimes.Even hard-boiled UN correspondents were surprised.Not surprised enough, though, to join up the dots. And not as surprised as they will be when they wake up one day to find the Iranian thumb on their windpipe. Who knew? they will ask each other, dumbfounded.Not them, for sure.

AP Police officers trying to control anti-fascist protesters charging against anti-Muslim protesters in the London suburb of Harrow last Friday.Hundreds of Asian youths threw rocks, bottles and fireworks at riot police last night as anger over an anti-Muslim demonstration spilled onto the streets of Harrow.Police made ten arrests and fought a series of skirmishes with masked protesters close to Harrow Central Mosque, which had been targeted by demonstrators.The demonstration was organised by two groups, the English Defence League and Stop the Islamisation of Europe. It was called off after the first 15 supporters to turn up were chased off by counter-demonstrators who outnumbered them heavily.Anti-Islamic protesters had to be sheltered by riot police who formed a cordon round them and rescued one from a beating after he was caught and set upon by a crowd of Asian youths. As police protected the men, further violence broke out when a number of masked protesters started hurling bottles, rocks and fireworks at officers. The masked youths ignored pleas by a larger crowd of Muslims who urged them to keep the protests peaceful.The violence came just a few days after an anti-Islamic protest organised by the English Defence League in Birmingham descended into running street battles which led to 90 people being arrested, with more anticipated as CCTV footage is examined. The group said it planned to organise more demonstrations across the country.

In Harrow, several of the Asian youths making up the bulk of 1,500 counter-protesters armed themselves with sticks and metal poles. Nine of the arrests were for the suspected possession of offensive weapons.The town's central mosque is still under construction and is expected to provide a enough prayer space for the area's 35,000 Muslims.Elders at the mosque said the timing of the protests were particularly insensitive because it fell not just on the anniversary of the 11 September attacks, but also during Ramadan, a deeply spiritual month where Muslims fast from dawn until sunset.The violence which erupted in the early evening came in stark contrast to the peaceful mass protest earlier in the day before the anti-Islamic demonstrators had arrived.John Denham, the Communities Secretary, compared the protests organised by groups such as the English Defence league to the rise of Oswald Moseley's blackshirts in the 1930s and its role in provoking violent street fights, particularly the Battle of Cable Street in 1936.He made his comments in a newspaper interview as he unveiled government plans to tackle the problem of alienation felt by white, working class people leading to them being exploited by far-right groups.Mr Denham later clarified that he did not believe we were facing a situation like the 1930s. It's nothing like the 1930s,he told the BBC Radio 4 Today programme.All we are facing at the moment is small. But I think we need to take it seriously enough to say that there are obviously people who would like to be provocative, hope that there is not just a reaction but there is an overreaction, then people blame the people who overreact and the situation gets out of control.

In an emotional speech during midday prayers, the mosque's imam, Ajmal Masroor, called on his followers to ignore any anti-Muslim protesters and resist the temptation to retaliate. Activists have been using social networking sites such as Facebook to spread their protests across the country.

Stop the Islamisation of Europe, which boasts 2,300 supporters on its Facebook page, is inspired by a right-wing group in Denmark of the same name who have held regular protests outside mosques ever since cartoons depicting the Prophet Muhammad appeared in a newspaper sparking riots across the Muslim world.Unlike far-right groups such as the British National Party, which campaigns on an anti-immigration ticket, the EDL and SOIE have concentrated on campaigning against Islam.Their emergence has alarmed anti-racism campaigners, who fear a return to the days of the National Front when regular street battles broke out between its members and immigrant groups in the 1970s and 1980s.Tony McNulty, the MP for Harrow, said: Emotions are running high. On July 24th the City Clerk reported that only 26,003 signatures were valid leaving them 3,996 signatures short of the 30,000 needed to submit a referendum to the city council and to be included on the November 2009 general election ballot.NYC CAN countered with a lawsuit filed on Thursday, August 27, that submitted a Bill of Particulars cataloging 7,166 additional signatures that NYC CAN contends should be deemed valid.

The system is not set up to hear the will of the people said Badillo,it’s set up for the bureaucracy to continue.The next step for NYC CAN is to win an ongoing court case to determine a legality of their petition. WTC 7 was a 47-story steel-framed high-rise 100 yards from the North Tower. Even though no airplane hit it, it collapsed rapidly and totally on 9/11, in the manner of a controlled demolition. Despite its suspicious collapse, the 9/11 Commission report does not even mention WTC 7. NIST left its analysis of the WTC 7 collapse until 2008, seven years after the events, long after all the rubble was destroyed. NIST claims WTC 7 collapsed due to normal office fires which created a new phenomenon in high-rise catastrophes: collapse caused by thermal expansion of beams. NIST claims this caused the failure of a single column – the rest just followed.

Free-fall acceleration through 40,000 tons of structural steel? - NIST Forced to Acknowledge Free-Fall of WTC 7

In August 2008, NIST released the draft of its final report on Building 7. In that draft NIST claims that the building took 40% longer than free-fall time to collapse the first 18 stories. In a technical briefing that followed the release of the draft report Shyam Sunder, NIST’s lead investigator, denied that free-fall had occurred and stated that free-fall was incompatible with their analysis. He said, a free
fall time would be an object that has no … structural components below it...And that is not at all unusual because there was [emphasis in original] structural resistance that was provided in this particular case. And you had … a sequence of structural failures that had to take place and everything was not instantaneous.However, one of this article’s co-authors, David Chandler, used video analysis to show conclusively that for 2.5 seconds (about 100 feet) WTC 7 was in complete free-fall. He publicly challenged NIST’s claims at the technical briefing and he, along with others, filed formal requests for corrections.NIST were forced to reverse themselves in their Final Report and acknowledged 2.25 seconds of absolute free-fall. Yet they did not reconsider how this was compatible with their analysis. A network of heavy steel girders had to be forcibly removed suddenly across the width of the building for eight floors. However, a free-falling object cannot exert force on anything in its path without slowing its own fall, so the structural support had to be removed by something else—explosives. The free-fall of Building 7 is a smoking gun.

NIST claims that the Twin Towers collapsed due to the plane impacts and fire, and that WTC 7 collapsed due to fire alone. However, note that the Twin Towers survived the plane impacts and the jet fuel burned off in the first 10 minutes. Beyond that, all we have are not very large office fires. Over 100 steel framed buildings have suffered major fires, many much worse, yet none have collapsed. All three buildings on 9/11 fell through what should have been the path of greatest resistance – thousands of tons of steel – resulting in total dismemberment. This would require precisely timed removal of critical columns, which office fires cannot accomplish. Furthermore, a small falling top section would destroy itself before it could destroy a larger, stronger, undamaged lower section of the building. The impossible collapse is a smoking gun.

Molten Iron

The temperatures of the fires present a problem for NIST's claim that fire alone was involved. The melting point of steel is about 2800° F. According to NIST's own documents, hydrocarbon fires (e.g., jet fuel and office furnishings) generate temperatures only up to about 2,000° F under ideal conditions. NIST recognizes these fires could not melt steel, so they had to postulate elaborate mechanisms that might trigger collapse due to weakened columns and sagging girders. Yet there is widespread evidence of molten iron in the rubble piles. Photos and numerous witnesses -- including fire fighters, cleanup crews, and structural engineers -- confirm the existence of several tons of molten metal under the debris. Some fire fighters described molten steel flowing like lava. Photos clearly reveal molten metal dripping as material is being lifted by excavation equipment.

Office fires are not hot enough to create the molten metal seen by dozens of witness

A video of the South Tower shows molten metal pouring out, glowing a radiant orange-yellow. Some have claimed this is molten aluminum, which melts at a lower temperature, but molten aluminum would be silvery in these conditions. This is molten iron or steel.

Jet fuel and office fires can’t create molten iron

At least three independent laboratory analyses of the dust that blanketed Lower Manhattan after the destruction of the Twin Towers reveal the presence of iron-rich microspheres.These spheres are formed when molten iron is sprayed into the air and forms droplets that cool before hitting the ground. The iron droplets indicate temperatures during the collapses much higher than hydrocarbon fires, in an explosive environment that could spray many tons of these droplets into the air.

In April 2002, the RJ Lee Company was hired to investigate environmental contaminants in the Deutsche Bank, across the street from the World Trade Center. It reports,Many of the materials, such as lead, cadmium, mercury and various organic compounds, vaporized and then condensed during the WTC Event. The problem here is that lead vaporizes at 3200° F, some 1200° F hotter than is possible in hydrocarbon fires. A study of the WTC dust by the USGS for the EPA observed molybdenum-rich spheres that can form only above 4750° F. The high temperatures are another smoking gun.

Unignited Nano-Thermite in the WTC Dust

NIST did not even look for physical evidence of explosives. In fact NIST did not look at the physical evidence at all, apart from a few selected samples of the steel. The rest was destroyed. However, physical evidence did remain: the dust. NIST did not look at the dust, but independent investigators did. They discovered, along with the microspheres, tiny red-grey chips. They examined samples of WTC dust from different parts of Manhattan. All contained the red-gray chips. They found that the red layer consisted of unignited nano-thermite. Ordinary thermite is an incendiary: it can burn through heavy steel in seconds. The tiny particles in nano-thermite (1/1000 the thickness of a human hair) causes a much faster reaction so it can be used as a high explosive. The discovery of nano-thermite in the WTC dust was published in The Open Chemical Physics Journal in April 2009.

He has read left literature, including my works, and he understands what socialism is,wrote Manning Marable, professor and founding director of the Institute for Research in African American Studies at Columbia University. A lot of the people working with him are, indeed, socialists with backgrounds in the Communist Party or as independent Marxists, Marable wrote in a December 2008 piece published in the Socialist Review.In the article, Marable contends Obama is not a Marxist or a socialist – he is a progressive liberal.Obama represents a generation of what might be called post-racial black politicians – by which I mean they espouse a politics that minimizes matters of race. They do not like to talk about race and subsume it under the rubric of poverty and class.

Speaking to WND today, Marable refused to identify the individuals working with Obama he wrote were socialists with Communist Party backgrounds.He said, however, those individuals strongly believe Obama would change the tenor of politics within the Democratic party.I think the point I was making is that there are a number of people with left histories who were early participants in Obama's mobilization. They have a strong belief in Obama as a candidate with the possibility of changing the tenor of politics within the Democratic Party,he told WND. Nine months after Marable's remarks on communists working with Obama, the president's controversial environmental adviser, Van Jones, resigned amid reports Jones was an admitted black nationalist and radical communist.Marable has been teaching at Columbia since 1993, 10 years after Obama graduated from the college.Marable was not commenting as an outside observer. The Columbia professor is intimately connected to many of Obama's radical associates and even was a founding member of the Socialist New Party. The New Party sought to elect members to public office with the aim of moving the Democratic Party far leftward to ultimately form a new political party with a socialist agenda – a history that might grant substance to Marable's comments to WND today about hopes Obama will change the tenor of the Democratic party.

WND last month interviewed a founder of the New Party, Marxist activist Carl Davidson, who recalled Obama's participation with his group. In 2007, Marable was elected chair of Movement for a Democratic Society, or MDS, an arm of the radical Students for a Democratic Society from which the Weatherman terrorist organization later splintered.Some Weathermen terrorists, including Ayers, participate in Marable's MDS. In November 2007, for example, WND found that Ayers participated in an MDS panel entitled,Resisting endless war.The New Zeal blog, meanwhile, found that Marable held leadership roles in the Communist Party offshoot, Committees of Correspondence for Democracy and Socialism. MIAMI (AFP) – Hurricanes Fred and Linda both lost their punch Thursday and the sibling storms were expected to fizzle in coming days without threatening land, forecasters said.Fred, the latest storm to cause a ripple over the Atlantic coalesced hundreds of miles (kilometers) west of the Cape Verde Islands off the west African coast, and never had much of a chance of making landfall.Fred weakened to a category one storm in the eastern Atlantic where its maximum sustained winds have decreased to near 90 miles per hour (150 kilometers per hour) and it was expected to lose its forward momentum, the US National Hurricane Center reported in a 2100 GMT advisory.Fred is expected to diminish to a tropical storm by Saturday, according to the NHC.This year's Atlantic hurricane season, which began on June 1 and ends November 30, has seen a handful of tropical storms but just one other major one, Hurricane Bill, which grazed the US east coast and eastern Canada last month.

WASHINGTON – Good news in the world's flu fight: One dose of the new swine flu vaccine looks strong enough to protect adults — and can spark protection within 10 days of the shot, Australian and U.S. researchers said Thursday.Australian shot maker CSL Ltd. published results of a study that found between 75 percent and 96 percent of vaccinated people should be protected with one dose — the same degree of effectiveness as the regular winter flu shot. That's remarkable considering scientists thought it would take two doses.U.S. data to be released Friday confirm those findings, and show the protection starts rapidly, Dr. Anthony Fauci of the National Institutes of Health told The Associated Press.This is quite good news,Fauci said.The dose question has an important ramification: It means people will have to line up for influenza vaccinations twice this year instead of three times — once for the regular winter flu shot and a second time to be inoculated against swine flu, what doctors call the 2009 H1N1 strain.Thursday's swine flu vaccine reports center on adults; studies in children aren't finished yet.But scientists had feared that people of all ages would need two shots about a month apart because the new H1N1 strain is so genetically different from normally circulating flu strains that most of the population has little if any immunity.

Chinese manufacturers gave the first hint a week ago that one dose could be enough. But different manufacturers make different formulations of the vaccine, so more evidence was needed.Thus the CSL study, rushed out by the New England Journal of Medicine late Thursday, is welcome news. In a study of 240 adults, half younger than 50 and half over, one shot prompted the same kind of immune response indicating protection that is seen with regular flu vaccine. And a standard 15-microgram dose — not the double dose that also was tested — was enough.It's really striking how incredibly similar this is to every other study of a seasonal flu vaccine I've ever seen,said Dr. John Treanor, a flu specialist at the University of Rochester who examined the data.CSL, which is one U.S. vaccine supplier, found the same side effects in its study that people experience with regular flu vaccine, which is no surprise since this shot is merely a recipe change from the annual standby. About 45 percent of recipients had mild reactions such as a headache, sore arm or redness at the shot site.On Friday, the NIH is set to release results of its own studies of hundreds of adults that confirm that one shot works, Fauci said. Plus, the U.S. work shows that people are protected between eight days and 10 days after that inoculation, he said.One dose means tight supplies of H1N1 vaccine won't be stretched so badly after all. The U.S. has ordered 195 million doses, based on the hope that 15 micrograms was indeed the right dose. Had it taken twice that dose, or two shots apiece, half as many people could have received the vaccine.

The winter flu vaccine is widely available now, and U.S. health authorities urged people Thursday to get it out of the way now before swine flu shots start arriving in mid-October.Despite all the headlines about swine flu, which has become the main influenza strain circulating in the world, doctors do expect some garden-variety flu to hit this fall too — the kind that every year kills 36,000 Americans and hospitalizes 200,000.Take some individual responsibility to stay healthy during the flu season, said Health and Human Services Secretary Kathleen Sebelius, who scheduled her own seasonal shot for Friday.Waiting to get the first inoculation out of the way is not in anybody's best interest, added Dr. Nancy Nielsen, past president of the American Medical Association. There's no way to predict how much of either flu strain will circulate.

This year, we are in uncharted territory, warned Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention. He said some parts of the Southeast in the past few weeks have experienced as much flu as is usually seen in the middle of winter. So far, it's all the H1N1 variety, with schools and colleges experiencing outbreaks almost as soon as classes began. Indeed, a typical school student who catches swine flu will spread it to two to three classmates, says a stark new estimate published Thursday in the journal Science. Flu specialist Ira Longini of the University of Washington in Seattle based the estimate on how swine flu spread through a New York City school in April, and some other schools since. A separate report in Thursday's New England Journal suggested European manufacturers might get away with an even smaller dose. Novartis Vaccines added what's called an adjuvant, or immune-boosting chemical, to its version of the swine flu shot and found a 7.5-microgram dose was effective. TORONTO (Reuters) – Canada will likely not have an H1N1 flu vaccine available for distribution until early November, the chief medical officer of health said on Thursday, as officials scramble to prepare for an anticipated worsening of the pandemic later this year.The November timetable lags that of many other countries including the United States, which expects to have a swine flu vaccine ready by mid-October, and Europe which is set to vaccinate some time this month.Early in November is the latest that we would go, David Butler-Jones, Canada's chief public health officer, said on a conference call, adding he was confident that everything would line up.However, he said there is a possibility that vaccinations could begin sooner if there is an earlier surge in the outbreak and if health officials are confident of the safety of the vaccine.All of these things are a classic assessment of the risks of waiting versus not waiting,Butler-Jones said.If it looks like the risk of waiting -- even if there are still some unanswered questions -- is greater, then we would consider going earlier with the vaccine.He also said more than 50 million doses of the vaccine will be available in Canada.

So far 73 Canadian have died from the illness.

Experts predict that a third of the global population -- more than 2 billion people -- will eventually be infected with H1N1. Written in 1331 in Germany, the prayer book remains mostly intact — only seven of its original 528 leaves are missing. Officials said the 1,042-page manuscript will be on display at the Israel Museum starting next Tuesday, days before Rosh Hashana, the Jewish New Year holiday, which begins Sept. 18.The book has 22 illuminations inlaid with gold and silver.The text includes one of the largest collections of handwritten Ashkenazi, or northern European, prayers and liturgical poems. About 100 have never before been published. Also, rabbinical commentary is printed in the margins.The manuscript is one of the heaviest surviving texts from the period, weighing more than 57 pounds (26 kilograms). It probably took about one year to complete, said Michael Maggen, the head of the paper conservation laboratory at the Israel Museum.

Mahzor is Hebrew for holiday prayer book.The Nuremberg Mahzor got its name from its home for more than 300 years — the Nuremberg municipal library in Germany. The manuscript was originally commissioned for private study and synagogue use by a Jewish patron and was most likely used by the Nuremberg community after 1499. Bradley LaShawn Fowler of Canton, Mich., alleges Tyndale House Publishers manipulated Scripture when it published Tyndale's New Living Translation Holy Bible and the New Life Application Study Bible by using the term homosexuals in a New Testament passage, 1 Corinthians 6:9.One Bible dictates homosexuals will not inherit the Kingdom of God, while the other is completely void on the issue altogether, Fowler wrote in a statement on his blog.As WND reported, Fowler, who had a blog on Sen. Barack Obama's campaign website last year, filed his initial complaint against Christian publishers Zondervan and Thomas Nelson Publishing. Fowler, who represented himself in both lawsuits, said in his complaint against Zondervan that the publisher intended to design a religious, sacred document to reflect an individual opinion or a group's conclusion to cause me or anyone who is a homosexual to endure verbal abuse, discrimination, episodes of hate, and physical violence ... including murder.

He told the Grand Rapids' WOOD-TV in 2008 that he wants to compensate for the past 20 years of emotional duress and mental instability.According to JoAnne Thomas on RightPundits.com, Fowler explained his complaint on his blog last year, referencing the I Corinthians 6:9 passage: In 1970, I Corinthians 6:9 read as followed [sic]-

When Fowler filed his initial claim against Zondervan, he alleged its Bibles' references to homosexuality as a sin made him an outcast from his family and contributed to physical discomfort and periods of demoralization, chaos and bewilderment.Both civil complaints were dismissed because Fowler did not file his complaints before the three-year federal statute of limitations expired.However, Fowler filed a lawsuit against Tyndale House Publishers in January and is still seeking $10 million in damages. Fowler filed a motion for entry of default and a motion of summary judgment in district court, but the judge denied his motions, saying Fowler presented no proof that he served the defendant properly. The judge ordered him to reissue the original summons and complaint to Tyndale. Fowler wrote on his blog that he has a long battle awaiting him.[W]hen William Tyndale Publishing [sic], Inc., Zondervan Publishing, Inc., and Thomas Nelson Publishing, Inc. began revising the scriptures, each publisher implemented the term homosexuals within its Bible, yet failed to follow what the scripture teaches about doing so,Fowler wrote on his blog.As a result, homosexuals have endured a life long struggle of being accepted within the American culture.

Many evangelical Christians believe the Bible predicts a charismatic ruler, the Antichrist, will arise in the last days, before the return of Jesus. The Quran also predicts that a man, called the Mahdi, will rise up to lead the nations, pledging to usher in an era of peace. We are asked to believe that agencies and departments of the federal government will not use all the tools in the technological cookie jar that Congress has provided.I am bewildered as to why anyone would trust that the NSA, FBI or DHS will start obeying the law. The FBI scripted their own version of FISA (which eavesdropped on American citizen’s phone calls, intercepted emails and monitored financial transactions). The FBI abused National Security Letters. DHS’s Mocny conceded that the DHS can and will ignore federal privacy laws.The Stop Real ID Coalition and the Constitutional Alliance work around the clock attempting to stay current on the laws, initiatives and programs that impact our freedom.If as a country, we make a conscience decision not to accept risk but rather at all costs institute any and all measures that might protect us from a terrorist attack, we will not remain a free country. I do not know what the trigger will be the provides government with the excuse/ reason to take full control. UPDATE ON SB1261 AND HR3471

There have been some articles about SB1261 (Providing for Additional Security in States’ Identification Act of 2009) or the PASS ID Act. Very few people if any are talking about HR3471 (REAL ID Repeal and Identification Security Enhancement Act of 2009, short title).What is important for all citizens to realize is the Real ID Act, PASS ID Act and the REAL ID Repeal and Identification Security Enhancement Act of 2009 all either do or will require that Americans be enrolled into a single global biometric identification system. If one supports any of these bills then they support the federal government intervening in the issuance of state driver’s licenses.I am absolutely besides myself attempting to understand why we are so blind about the power we are giving to the federal government. The federal government has set 29% as being an acceptable rate to catch people and goods entering our country illegally through authorized Customs Border Patrol checkpoints.If our government has the biometric information of terrorists then why not focus on terrorists at our checkpoints instead of all U.S. citizens? If we do not have the biometric information of terrorists then why are we collecting the biometric information of American citizens? I get emails and telephone calls everyday asking me about the status of the aforementioned legislation.

1) PASS ID Act has passed with an amendment added, in committee (Senate Homeland Security and Government Affairs Committee). It is my opinion that the PASS ID Act will be attached to other legislation before being heard by the full senate. The Real ID Act 2005 was attached to other legislation (military spending and tsunami relief). I believe PASS ID will be attached to an appropriations spending bill. I do not believe the senate will take the time to debate PASS ID on its own merits. Some will see the attachment of PASS ID to other legislation as a way to avoid debate or at least limit debate on PASS ID. Others will argue attaching PASS ID to other legislation is a logical thing to do in order to best utilize the time the senate has to hear legislation. In either case the result will be the PASS ID Act will pass in the senate.

2) REAL ID Repeal and Identification Security Enhancement Act of 2009 (HR3471) has been referred to two house committees, the Committee on Oversight and Government Reform, and in addition to the Committee on the Judiciary. HR3471 repeals Title II of the Real ID Act 2005 just as the PASS ID Act does. HR3471 will reinstitute section 7212 of the Intelligence Reform and Terrorism Prevention Act of 2004.

Not confused yet? The Pass ID Act calls for a non negotiated rulemaking process while HR3471 calls for a negotiated rulemaking process.The point is there is no way most people are going to understand the many nuances that are a reality when speaking about the path legislation can take to become law. It is equally true that the rulemaking process is not easily understood.While the country is focused on healthcare, cap and trade, immigration and other issues the federal government is pulling the rug right our from underneath our feet. The federal government has gone from protecting citizens to now wanting to control citizens.I have been on the phone all morning working with our contacts to open the door to my testifying in opposition to HR3471. I have been put in contact with the people on the Hill that can make my testifying a reality.

On a final note-HR3174, Photo Identification Security Act has been referred to the Subcommittee on Government Management, Organization, and Procurement. HR3174 mandates that all federal agencies/departments and financial institutions require a Real ID compliant driver’s license. If Real ID (Title II) is repealed then HR3174 will be amended to change from Real ID to PASS ID or whatever replaces Real ID, compliant driver’s license.

Geithner: Confidence has returned to markets By JIM KUHNHENN, Associated Press Writer – Thu Sep 10, 7:06 pm ET

WASHINGTON – Citing emerging financial sector stability, Treasury Secretary Timothy Geithner said Thursday that a number of government rescue efforts in place since the Wall Street crisis are no longer needed and that banks will repay $50 billion in rescue funds over the next 18 months.Geithner, testifying before a congressional watchdog panel, said the nation still has a ways to go before true recovery takes hold. But he said improved conditions in the banking industry have prompted Treasury to begin winding down emergency support programs implemented after the collapse of Lehman Brothers last year.The financial system is showing very important signs of repair,Geithner said. He added later:I would not want anyone to be left with the impression that we're not still facing really substantial enormous challenges throughout the US financial system.The cautious but upbeat tone reflects a growing push by the administration to present the government financial rescue efforts as a success amid lingering public apprehension about the economy.President Barack Obama will speak to that issue Monday in New York when he makes what the White House described as a major address on steps the administration has taken to mitigate the Wall Street crisis and its commitment to winding down the government's role in the financial sector. Monday is the first year anniversary of Lehman Brothers' collapse.

Geithner was testifying before the Congressional Oversight Panel that monitors Treasury's $700 billion financial bailout that President George W. Bush and President Barack Obama used to shore up not only banks but the auto industry as well.

Banks have already paid back $70 billion of the $250 billion that the government injected over the past year to boost their liquidity. Geithner noted that only $11 billion of that infusion has occurred since he became Treasury secretary earlier this year. He said dividends on those infusions and the repurchase by banks of warrants held by the government has also generated $12 billion for the government. Overall, he said, the government realized a 17 percent return from 23 banks that have paid back the government in full.Geithner said a major Treasury program that had been used to guarantee up to $3 trillion in money market mutual fund assets would be closed down on schedule on Sept. 18. The program had no direct cost to taxpayers and actually earned more than $1 billion in fees paid by the mutual fund industry.That program was established at the height of the financial crisis a year ago after a large money market fund called the Reserve Primary Fund broke the buck — meaning the value of its underlying assets fell below $1 for each investor dollar put in.Still, unemployment stands at 9.7 percent and administration officials say it could rise to 10 percent in the coming months. Foreclosure rates are surging and the mortgage market remains tight. Geithner acknowledged that the economy would still face more than the usual ups and downs.The classic mistake people make is they declare victory too soon,he said.Given the still weak economy, Donald Kohn, vice chairman of the Federal Reserve, said it would be a while before the central bank dismantles all of its emergency lending programs.

That time is not likely to come for an extended period, Kohn said in a speech to the Brookings Institution, a liberal think tank in Washington.The Fed has been developing tools to rein in the money it has pumped into the economy to spur lending and lift the economy out of recession, Kohn said. That's important to avoid a bout of inflation when the economy is on firmer footing.The government's bailouts have not been popular with the public and Geithner's testimony emphasized the positive returns from the various measures.Still, one protester sitting behind Geithner held up a pink sign asking: Where did the $ go? Speaking later at a town hall meeting organized by CNBC, Geithner said people should be angry about the costly bailouts, but that the economic devastation last fall made it the fair thing to do.Elizabeth Warren, the oversight panel's chairwoman, said: Taxpayers still want to know how their money has been used and what difference their enormous investment has made.

The panel has been critical of government steps, arguing that in the past it has not received full value for repaid infusions of money into financial institutions. More recently, the panel contended that a significant portion of the government assistance to the auto industry will likely not be repaid. Geithner pointed out that the number of large financial institutions has grown smaller since the economic crisis. But Warren cautioned that some of the remaining firms were larger than before.Are we more at risk on the question of concentration than we were a year ago? she asked.I don't think so, Geithner replied.But it depends largely on what Congress ultimately decides in terms of financial reforms.The administration has called for a series of regulatory changes, including requiring large, intertwined institutions to have access to more money to cover their risks.Rep. WASHINGTON – Joint U.S.-Canada exploration of the Arctic sea floor discovered an unusual underwater mountain and evidence that could boost the two countries' claims that their boundaries extend farther north. For the past two months ships from the countries have ventured north in icy areas of the Arctic where almost no surface ships have been, in an effort to find out how far the continental shelf extends.The farther out the shelf, the more ocean floor — thought to be rich with oil and gas — that the two countries could claim.The ships haven't had time to thoroughly examine their data. Early indications show more sediment buildup on the northern edges, hinting that the shelf — and thus the countries' borders — extend farther, said Jacob Verhoef, program director for Natural Resources Canada.During the research Christine Hedge, a Carmel, Ind., middle school teacher aboard the U.S. Coast Guard cutter Healy, found the first indications of something unusual jutting up from the flat surface 8,700 feet deep. Further examination showed that it was a mountain almost 3,800 feet high, 12 miles long and 24 miles wide. It's about 700 miles north of Alaska.It's elongated, more ridge-shaped and flat on the top, said Canadian chief scientist David Mosher, who was on the other ship. Further examinations of the mountain may someday help explain key facts about the history of the Arctic Ocean, he said.The ships also saw something that could be a buried and extinct underwater volcano, but it also may just be a ridge, Mosher said.

Greenland's melt mystery unfolds, at glacial pace By KARL RITTER, Associated Press Writer – SEPT 10,09

HELHEIM GLACIER, Greenland – Suddenly and without warning, the gigantic river of ice sped up, causing it to spit icebergs ever faster into the ocean off southeastern Greenland.Helheim Glacier nearly doubled its speed in just a few years, flowing through a rift in the barren coastal mountains at a stunning 100 feet (30 meters) per day.Alarm bells rang as the pattern was repeated by glaciers across Greenland: Was the island's vast ice sheet, a frozen water reservoir that could raise the sea level 20 feet if disgorged, in danger of collapse?

Half a decade later, there's a little bit of good news — and a lot of uncertainty.

It does seem that the very rapid speeds were only sustained for a short period of time although none of these glaciers have returned to the normal flow speeds yet, says Gordon Hamilton, a glaciologist from the University of Maine, who's clocked Helheim's rapid advance using GPS receivers on site since 2005.Understanding why Greenland's glaciers accelerated so abruptly in the first half of the decade — and whether they are now slowing down — is crucial to the larger question of how fast sea levels will rise as the planet warms.The issue has gained urgency as scientists rush to supply their latest findings in time for negotiations on a new global climate pact, set for December in Copenhagen.Scientists say the Greenland ice sheet, which is up to 2 miles (3 kilometers) thick and covers an area almost the size of Mexico, is losing about 7 billion cubic feet (200 million cubic meters) of ice a year — the equivalent of 80,000 Olympic-sized swimming pools.That means snowfall on top of the ice sheet is not enough to replace what is lost through surface melting and ice chucked out in the fjords by faster-flowing glaciers. In the process, sea levels rise as towering icebergs plunge into the Atlantic Ocean and displace water — much like an ice cube dropped into a drink.The dynamics of the ice sheet on Greenland — and the much larger ones on Antarctica — were not included in sea level rise projections by the U.N. expert panel on climate change in 2007 because the phenomenon was poorly mapped at the time.The picture of what happened in Greenland is just starting to come together, and scientists are still in the dark about how the underlying causes were set in motion, how much was owed to natural variances and how much to man's tinkering with the global climate system.

This is like medical science in the 15th century, says David Holland, director of the Center for Atmosphere Ocean Science at New York University.It's going to take a while to find out what's going on with the patient here.The most popular explanation is that the patient — Greenland's ice sheet — contracted its ailment not from warmer air, but a warmer ocean.Scientists earlier believed that the biggest factor for the faster flow speeds was meltwater seeping down to the base of the glaciers, lubricating the bedrock. They're now shifting attention to ocean currents believed to have sent pulses of warmer water from southern latitudes to Greenland's glacial fjords.Holland found that such water was reaching the edge of western Greenland's biggest glacier, Sermeq Kujalleq. A team led by Fiamma Stranneo, of the Woods Hole Oceanographic Institution in Massachusetts, made a similar discovery last month with probes plunged into the chilly depths of Sermilik fjord, where Helheim Glacier ends.

We've had a confirmation that the waters are really coming up to the glacier, Stranneo says, her voice nearly drowned by engine noise aboard the Arctic Sunrise, a Greenpeace ship that offered her a chance to test her hypothesis.This is the first time that we've seen it in these southeast glacial fjords.In July, the world's oceans were the warmest in almost 130 years of record-keeping. Meteorologists say a combination of factors are at work, including a natural El Nino system, man-made global warming and a dash of random weather.Coinciding with the shrinking of sea ice on the North Pole and the thawing of the Arctic permafrost, the discovery of Greenland's runaway glaciers earlier this decade raised a sense of urgency among scientists studying the impact of climate change on the frozen north. It has also been used by advocacy groups like Greenpeace to stress the importance of reaching a deal in Copenhagen to limit global greenhouse emissions.Fearing that a possible deal is in danger, European foreign ministers announced Thursday they were stepping up efforts to make sure that nations around the world face up to global warming.Even a partial melt of the ice sheet could have a big impact on sea levels, with dire consequences for low-lying areas from Florida to Bangladesh.

The 2007 report by the Intergovernmental Panel on Climate Change projects a sea level rise of 7 to 24 inches (20 to 60 centimeters) this century. Adding the potential impact of ice sheets in Greenland and Antarctica, many scientists have estimated the rise will be double.It doesn't sound like a lot but it's an important difference by the way you sort of deal with that issue, says Hamilton, taking a break from his GPS measurements on a plateau overlooking Helheim's styrofoam-like bed of jagged ice.How you engineer for a sea level rise of 30 centimeters is quite different as to how you would ... deal with a sea level rise of 1 meter.His latest measurements indicate that Helheim is flowing at 6.5 miles (10.5 kilometers) per year, slightly down from its peak in 2005 but still 50 percent faster than its normal pace.Other researchers say some — but not all — of Greenland's glaciers have shown similar slowdowns in recent years, suggesting that a sudden, dramatic increase in flow speeds may not be such a cataclysmic and irregular phenomenon after all.

Still, the flows remain fast enough to yield a net loss of mass from the ice sheet. And if the world continues to warm, sudden spurts of glacial acceleration may become more frequent, draining the inland ice until it, eventually, collapses.No one can say with certainty whether that will take 100 years, or 1,000.It's a little embarrassing to know so little,says Ian Howat, a glaciologist based at Ohio State University.We won't know it's going until it's gone. It feels like that a little bit.

WASHINGTON – China's chief legislator on Thursday called for better economic cooperation with the United States and the removal of trade barriers protecting U.S. industries from foreign competition.Wu Bangguo, chairman of China's Standing Committee of the National People's Congress, met with President Barack Obama and top U.S. lawmakers during what he said was the first visit to the United States by a leader of China's Congress in 20 years.He said China's economic growth was intimately linked with the fortunes of the world. But he also warned that differences should not be used as excuses to interfere in other countries' internal affairs or contain other countries' development.We should remove all forms of trade and investment barriers (and) properly handle economic and trade frictions and disputes between the two sides,Wu said in a speech at a Washington hotel.The United States and China are trying to work through tensions over a host of differences, among them trade spats, occasional clashes by the countries' military forces in the Pacific and U.S. criticism of China's human rights.U.S. Secretary of State Hillary Rodham Clinton said at a dinner welcoming Wu that China and the United States bear a heavy responsibility to cooperate in solving the world's toughest problems.She avoided U.S. complaints on Chinese trade and human rights practices, focusing instead on the need for better communication and trust between the sometime rivals.

Clinton said the Obama administration considers building a strong relationship with China a central goal. The countries, she said, must cooperate on nuclear standoffs with North Korea and Iran, climate change, nonproliferation, pandemic diseases and poverty reduction.The countries plan counterterrorism and human rights talks later this year.Wu said that China could not achieve development in isolation from the rest of the world, and world prosperity and stability would not be possible without China.He cautioned that China is still a developing country, with millions living in poverty and people on China's coast much more prosperous than those living inland. He spoke of China's huge population, weak economic foundation and development imbalances between urban and rural areas.

Japanese economy grows 2.3 percent in Q2 SEPT 10,09

TOKYO (AFP) – Japan's economy grew at an annualised rate of 2.3 percent in the second quarter of 2009, a smaller expansion than initially estimated, revised official data showed Friday.The government had reported last month an annualised 3.7 percent growth for the quarter.New data also showed the economy grew 0.6 percent in the three months to June from the previous quarter, still the first positive growth in more than a year but down from the 0.9 percent growth initially estimated.For the January-March quarter, the revised report showed the economy shrank by 3.3 percent from the previous quarter for an annualised contraction of 12.4 percent.

CAPE TOWN (AFP) – Coal-reliant South Africa on Thursday said it was unrealistic to expect developing nations to set targets for cutting harmful carbon emissions as this would hamper economic growth.In the lead up to the crucial Copenhagen climate summit in December which hopes to thrash out a new climate treaty, Africa's richest state said it is the responsibility of developed countries to reduce emissions.We think it is unrealistic for us at this stage to set targets. Setting targets now would definitely hamper growth. Developed nations in our view have a much greater responsibility of reducing their emissions, government spokesman Themba Maseko told journalists after a cabinet meeting.They have contributed to emissions for longer than any of the developing nations and their economies have reached a certain level of growth which enable them to actually reduce their emissions, whereas developing nations such as ourselves have quite a lot of way to go in terms of growing our economy.South Africa relies heavily on coal for its energy requirements, and power giant Eskom is embarking on an ambitious project to build more power stations to fuel the country's growing but energy-strapped economy.

Widespread blackouts last year and regular load-shedding revealed an energy crisis as ailing infrastructure failed to keep pace with growth.Maseko said the government was committed to reducing emissions over time, and was putting a lot of effort into exploring alternative energy sources and nuclear options, which remained too expensive to provide an alternative to coal.The continental powerhouse is among the world's worst offenders in terms of gas emissions and joins nations such as India and China in pushing for wealthy, industrialised nations to lead the drive in cutting emissions.Copenhagen is tasked with finding a successor to the 1997 Kyoto Protocol which the United States rejected saying its targets would wreck its economy.

Layoff fears as GM picks Canadian buyer for Opel by Richard Carter – SEPT 10,09

BERLIN (AFP) – General Motors' decision to sell its European unit Opel to a Canadian firm backed by Russian finance raised questions Friday on the thorny issue of layoffs.Thursday's deal, struck some two months after the US auto giant emerged from bankruptcy, ensures the temporary survival of Opel, which includes Vauxhall in Britain and employs 50,000 people in Europe.But Canadian auto parts maker Magna and its partner, state-owned Russian bank Sberbank, have said they would likely cut 10,000 jobs as part of the purchase.The deal covers all of GM's European operations except Swedish unit Saab, which is being sold to Swedish sports car maker Koenigsegg and Beijing Automotive Industry Holding Co Ltd (BAIC).Magna and Sberbank will acquire a 55-percent stake in what is to be called New Opel, with the Detroit giant retaining 35 percent. Employees would hold 10 percent.There were strong indications that Germany would be spared the worst job cuts, at other countries' expense.GM vice-president John Smith said Magna and Sberbank were considering winding down Opel's plant in Antwerp, Belgium and shifting some production from Zaragoza in Spain to Eisenach, Germany.German Chancellor Angela Merkel, running for re-election this month, hailed the deal after months of fraught negotiations. Half of Opel's employees are in Germany.I am exceptionally happy about this decision, which is along the lines of what the government wanted, a visibly relieved Merkel told reporters.This was not easy. It is now possible for Opel and GM Europe to start afresh.Britain's Business Secretary Peter Mandelson said he was upbeat about the future for Vauxhall's workforce in Britain.

I have had four face-to-face meetings with Magna in the last couple of months. The morale is low, said another.Kris Peeters, the head of the government of Belgium's Flanders region, said he hoped for European intervention if the Antwerp plant was closed, adding that about 12,000 people would be affected in all.If Germany says it has put 4.5 billion euros against the promise that no German unit will be closed down but the Antwerp factory will be shut, I hope the European Commission will clearly say that this is not possible.We have also put millions of euros on the table, he said, adding:It has not been totally finalised but the situation in Antwerp is very serious. There is only a tiny bit of hope.Merkel had been pressing GM since May to sell the operations to Magna and the Kremlin-controlled Sberbank. To up the pressure, Berlin went as far as to offer a 4.5-billion-euro (6.5-billion-dollar) financing package -- sweeteners that were not available to a rival bidder, Brussels-based investment group RHJ International.

GM has owned Opel since 1929.

The US auto maker said there were still several key issues to be finalised over the coming weeks, but Merkel expressed confidence the sale would go through. The board of GM -- majority owned by the US government since the company emerged from bankruptcy in July -- also considered keeping hold of Opel.The powerful head of Opel's works council, Franz Klaus, had warned of a cost-cutting orgy if that had come to pass, threatening protests if German factories were closed.Terms were not disclosed, but Magna and Sberbank said the offer contemplates a total equity investment by the consortium of Euro 500 million over time.

OTTAWA (Reuters) – Canada's economy may rebound more sharply than anticipated in the second half of this year, the Bank of Canada said on Thursday while holding its key interest rate unchanged at 0.25 percent, as expected.In a mostly upbeat statement that triggered a rise in the Canadian dollar, the bank said expansionary fiscal and monetary policies, improvements in financial markets, higher commodity prices and a return of confidence have buoyed the economy.Combined with recent information on inventory adjustments and automotive production, this suggests that GDP growth in the second half of 2009 could be stronger than the bank projected in July, it said in a statement.In July the bank projected average annualized growth of 2.15 percent in the second half, with 1.3 percent in the third quarter and 3.0 percent in the fourth.It won't provide forecasts for next year until October 22, when it publishes its quarterly Monetary Policy Report.Despite the revised outlook, the central bank repeated its pledge to hold the overnight target rate at its historic low level until the end of June next year as long as inflation stays in check.It also once again warned that persistent strength in the Canadian dollar remained a risk to the economic recovery and to inflation, and said it could react by taking unconventional measures as needed to support growth, such as printing money.But its language on the currency was no tougher than in the recent past. Most market players do not believe the bank will intervene to brake the currency's surge from the four-year low it hit in March.I don't think it moves the goal posts in a big way, Doug Porter, deputy chief economist at BMO Capital Markets, said of the statement.If indeed growth does come in quite a bit stronger than the bank expects and the currency doesn't flare higher from here, there may be some pressure on the bank to move ahead of its conditional commitment but I don't think we're there yet.The Canadian rose as high as C$1.0816 to the U.S. dollar, or 92.46 U.S. cents, after the statement, up from C$1.0858, or 92.10 U.S. cents, previously.Governor Mark Carney has been suggesting that at least part of the Canadian dollar's strength has been unjustified. But if commodity prices keep rising and the economy picks up, he may adjust his thinking and consider the appreciation to be appropriate.

CANBERRA (AFP) – Australia on Thursday announced liquefied natural gas (LNG) deals worth up to 60 billion US dollars with Japan and South Korea, raising its status as a major energy supplier.Prime Minister Kevin Rudd said Chevron Australia would supply three firms from the planned Gorgon field off the country's west, just weeks after joint venture partner ExxonMobil's record 41 billion US dollar deal with PetroChina.These contracts will deliver in the order of 70 billion (Australian) dollars worth of exports to Australia over the next 25 years,Rudd told parliament.

Under the contracts, Rudd said Chevron would supply 1.375 million tonnes of LNG a year to Osaka Gas, 1.1 million tonnes to Tokyo Gas and 0.5 million tonnes to GS Caltex of South Korea.ExxonMobil's earlier deal with PetroChina, the biggest in Australian history, followed a separate 21 billion dollar supply agreement between India's Petronet and Gorgon's developers.It's been a great month for the Australian LNG export industry,Rudd said.Chevron said more Gorgon LNG gas contracts were expected to be signed in coming weeks.These agreements represent a significant milestone in Chevron?s efforts to commercialise our equity natural gas and grow our LNG business,Chevron global gas president John Gass said.Joint venture partners Chevron, Shell and ExxonMobil are expected to finalise development plans for Gorgon before the year's end with production slated to begin in 2014.The plant will be built on Barrow Island, a nature reserve about 70 kilometres (44 miles) off Western Australia. The Australian government approved the project last month, subject to environment safeguards.Gorgon is just one of a clutch of LNG projects planned in the next decade that analysts say will pump tens of billions of dollars into the economy and see Australia challenge Qatar as the world's major gas exporter.These are massive projects that will generate economic growth, income, jobs and prosperity for the nation for decades to come,Rudd said.Australia exported 15.2 million tonnes of LNG worth 5.2 billion dollars in 2006, a figure the government estimates will quadruple to 60 million tonnes by 2015 if all currently planned projects proceed.

IBM, European Researchers Develop Multimedia Search Tool By Nancy Gohring, IDG News Service - Thu Sep 10, 2009 8:30PM EDT

The developers call their technology SAPIR, for Search in Audio-Visual Content Using Peer-to-Peer Information Retrieval. It indexes and analyzes low-level descriptors, or attributes such as color, layout, shape and sounds, in photos and videos. The technology then compares those descriptors to other existing photos to help identify what's in the picture. That's different from the approach taken by most existing search technologies, which typically sift through images based on text tags assigned to the photos.In a demonstration video posted on YouTube, the technology doesn't work perfectly. The video shows a man walk into a square in Madrid and take a photo of a statue. He then searches for similar images using SAPIR. He doesn't find a match so he adds the keyword Madrid to the search. The result is a group of photos of landmarks in Madrid, which he scrolls through until he finds a match. With improvements, the technology could produce applications that might let someone take a picture of an item and discover stores that sell the item. Or doctors might be able to use it to assist with diagnoses, IBM said.SAPIR uses peer-to-peer technology, so there's no central point of failure, the company said.The researchers are still tweaking the technology and it will be some time before it's productized by IBM, Ari Fishkind, an IBM spokesman, said. Anyone who participated in the development of the technology is free to incorporate it into products, he said.

A demo of the technology that anyone can try is available, although the site currently appears to be down.SAPIR was created by researchers from IBM in Israel; Max-Planck Institute in Germany; Eurix, the Institute of Information and Science and Technology and the University of Padua in Italy; Xerox in France; Masarvkova University in Czech Republic; Telefonica's research arm in Spain; and Norway's Telenor.SAPIR isn't the only search development project based in Europe. The Quaero project, once called a Google killer by former French president Jacques Chirac, first came to light in early 2006 and is now funded in part by the French government. It was initially a joint France-Germany project, but the two countries have split and now Germany is funding its own search research project called Theseus.In addition, the main search providers and some smaller companies are also working on ways to improve image search. For example, companies including Eyealike and LTU Technologies have developed image-matching technologies.

WASHINGTON (AFP) – The United States and China are to expand their dialogue to cover counterterrorism, US Secretary of State Hillary Clinton has announced but Beijing cautioned against any interference in internal affairs.I am pleased to announce that the United States and China will be conducting joint talks on counterterrorism this fall,Clinton said on Thursday at a business forum attended by China's chief legislator, Wu Bangguo, the second most powerful man in China's ruling Communist Party led by President Hu Jintao.Now, we will not see to eye to eye on every issue, Clinton said.We have different histories, different experiences, different perspectives, but we must seek to talk honestly and openly, even when agreement is not possible,she said.And we are committed to doing so.The talks disclosed by Clinton may be the first institutionalized dialogue with China on counterterrorism, regional diplomats said. Clinton did not provide details on particular issues to be discussed.The counterterrorism talks may become complicated as Rebiyah Kadeer, the exiled leader of China's Uighur Muslim minority whom Beijing calls a terrorist, is living in exile in Washington since being freed from a Chinese prison in 2005.Chinese authorities have accused Kadeer, head of the World Uighur Congress, of inciting unrest between Uighurs and Han Chinese in the northwestern city of Urumqi in July that left nearly 200 people dead and more than 1,600 injured.Beijing has previously hinted that Washington should rein in the exiled leader, a 62-year-old mother of 11 who adamantly denies Beijing's charges and accuses China of repression against the Uighurs, a predominantly Muslim group who speak a Turkic language.

Wu, in his speech Thursday, made clear Beijing would rebuff any interference in China's internal affairs.We believe that one should not interfere in other countries' internal affairs or impose its own will on others, he said, seeking respect for each other's sovereignty and territorial integrity.He also said that Beijing was against any international support for separatist forces in Tibet or Taiwan.We are against the practice of using differences in perception as an excuse and freedom of religion and speech as a cover to support, or support in a disguised way, separatist forces for Taiwan independence,Tibet independence and other separatist agenda and meddle in China's internal affairs,Wu said.But he agreed with Clinton that differences in history, culture, social system, ideology and development stage should not be allowed to stand in the way of cooperation.President Barack Obama's administration held its first revamped Strategic and Economic Dialogue with China in July, focusing on bilateral, regional and global challenges on economic and foreign policy issues, as well as climate change.The talks were launched under former US president George W. Bush in 2006.Clinton recalled that in July the two countries had a very frank discussion about human rights, a touchy topic for the Chinese government.

Beijing has come under attacks from Western governments for stifling freedom in the world's most populous nation.Clinton also said that the two countries had agreed to hold the next round of the human rights dialogue before the end of the year and also reconvene a bilateral legal experts dialogue.We know that this is an important part of our engagement with China,she said. MOSCOW – The Council of Europe's commissioner on human rights says Russia must prosecute the killers of a human rights activist in Chechnya this year, if it is to break a cycle of violence in the region.Thomas Hammarberg said Thursday that bringing the killers of Natalya Estemirova to justice will help dissipate the atmosphere of impunity that pervades Russia's violent southern fringe.Estemirova worked for the rights group Memorial, and her reports on alleged rights abuses in Chechnya made her unpopular with the region's strongman leader.She was abducted in the Chechen capital, Grozny, on July 15 and found dead later that day.Other rights activists accuse Chechen authorities of being behind her death.Hammarberg spoke in Moscow after a fourth visit to Chechnya.
