MOSCOW (AP) — The Eurasian Economic Union, a trade bloc of former Soviet states, expanded to four nations Friday when Armenia formally joined, a day after the union between Russia, Belarus and Kazakhstan began. The Russian-dominated bloc has been politically controversial and its early days are being overshadowed by the sharp deterioration of Russia's economy in recent months.
A look at the bloc, its implications and its prospects:
WHY CREATE A UNION?
The union aims to create a single integrated market for the free movement of goods and services over a total population of more than 180 million people, something like the 28-nation European Union. Unlike the EU, the bloc does not have a single currency, but is expected to try to establish one at some point. The former Soviet republic of Kyrgyzstan is expected to join by mid-year and Tajikistan is also a prospective member. Moscow pushed hard for Ukraine to join, hoping its 45 million people and large-scale heavy industries would be a key piece of the trading bloc. But many Ukrainians detested the idea, seeing it as Russian President Vladimir Putin's attempt to reconstitute the Soviet Union and exert more influence on their country. The issue was key to inciting protests that eventually drove Ukraine's Russia-friendly President Viktor Yanukovych from office in February. Ukraine has since signed an agreement to deepen ties with the EU.Although the EEU is nominally only a trade bloc, its economic heft could be a "soft power" political lever for Moscow.
TOUGH TIMES FOR MEMBERS
The bloc's formation culminates nearly a decade's drive by Russia, whose fortunes have changed sharply over the past year. Once an economy luxuriating in a cornucopia of oil and gas revenues, the collapse of world oil prices in 2014 has left Russia suddenly vulnerable. Added to that is the effect of Western sanctions against Russia for its annexation of Crimea and its support for separatist rebels in eastern Ukraine. Most painfully, the sanctions deny Russian businesses access to Western credit markets. The ruble also lost about 45 percent of its value against the dollar in 2014.The ruble's decline in value is likely to have serious consequences for the other countries in the bloc. "Russia's economic troubles are already creating problems for currencies, inflation levels, remittances and trade patterns in the new economic bloc," the U.S.-based Stratfor analysis group wrote.The problems are especially visible in Belarus, which has largely retained a Soviet-style command economy. As the Russian ruble tanked, Belarus feared a run on its own banks and imposed a 30 percent fee on foreign currency transactions.Kazakhstan, too, is largely dependent on revenues from hydrocarbons and raw materials and the worldwide decline in commodities prices could bite sharply. Armenia's economy is comparatively underdeveloped and the benefits it can derive from the trade bloc may be undercut by the fact it is not contiguous with the other members.
POLITICAL TENSIONS IN THE BLOC
Both Kazakhstan and Belarus appear worried about Russia's dominance of the trade bloc for political reasons. Putin and other Russian officials have justified the annexation of Crime and its support for Ukraine's separatist rebels partly on the grounds that these areas were once part of the Russian empire. But both Kazakhstan and Belarus did not exist as independent states before the collapse of the Soviet Union. Belarusian President Alexander Lukashenko has resisted Russian attempts to win control of his country's economic assets, warning Russia "if you try to hurt us, we won't tolerate that. We aren't puppies to be taken on a leash."Lukashenko and Kazakh President Nursultan Nazarbayev last month made back-to-back visits to Kiev in which they expressed support for Ukraine."Both Kazakhstan and Belarus want to distance themselves from Russian policies in Ukraine ... Naturally, none of this helps to consolidate the EEU," Carnegie Moscow Center analyst Alexey Malashenko wrote in a commentary.

The EU sanctions [on Russia] are not a hinder”.“I think that common sense advises us to explore the possibility of establishing a common economic space in the Eurasian region, including the focus countries of the Eastern Partnership [an EU policy on closer ties with Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine]"."We might think of a free trade zone encompassing all of the interested parties in Eurasia”.He described the new Russia-led bloc as a better partner for the EU than the US, with a dig at health standards in the US food industry.“Do you believe it is wise to spend so much political energy on a free trade zone with the USA while you have more natural partners at your side, closer to home? We don’t even chlorinate our chickens”, the ambassador said.The treaty establishing the Eurasian Union entered into life on Thursday (1 January).It includes Armenia, Belarus, Kazakhstan, and Russia, with Kyrgyzstan to join in May.Modelled on the EU, it has a Moscow-based executive body, the Eurasian Economic Commission, and a political body, the Supreme Eurasian Economic Council, where member states’ leaders take decisions by unanimity.It has free movement of workers and a single market for construction, retail, and tourism.Over the next 10 years, it aims to create a court in Minsk, a financial regulator in Astana and, possibly, to open Eurasian Economic Commission offices in Astana, Bishkek, Minsk, and Yerevan.It also aims to launch free movement of capital, goods, and services, and to extend its single market to 40 other sectors, with pharmaceuticals next in line in 2016.Ukraine was originally to join, but a popular revolt last year overthrew its Russia-friendly president and its new government signed a free trade treaty with the EU instead.The developments prompted Russia to invade Ukraine and the EU and US to impose sanctions on Russia.They also prompted the EU and US to accelerate talks on their own free trade treaty to strengthen Western ties.Russia’s Chizhov said neither the sanctions nor the slump in oil prices and the resulting crash in the value of the rouble will harm the Eurasian project.“Russia has been wise enough to build substantial reserves to withstand the external pressure”, he noted.“The situation with the rouble will be remedied. As the Russian ruble tanked, Belarus feared a run on its own banks and imposed a 30 percent fee on foreign currency transactions.Kazakhstan, too, is largely dependent on revenues from hydrocarbons and raw materials and the worldwide decline in commodities prices could bite sharply. Armenia's economy is comparatively underdeveloped and the benefits it can derive from the trade bloc may be undercut by the fact it is not contiguous with the other members.
POLITICAL TENSIONS IN THE BLOC
Both Kazakhstan and Belarus appear worried about Russia's dominance of the trade bloc for political reasons. Putin and other Russian officials have justified the annexation of Crime and its support for Ukraine's separatist rebels partly on the grounds that these areas were once part of the Russian empire. But both Kazakhstan and Belarus did not exist as independent states before the collapse of the Soviet Union. Belarusian President Alexander Lukashenko has resisted Russian attempts to win control of his country's economic assets, warning Russia "if you try to hurt us, we won't tolerate that. We aren't puppies to be taken on a leash."Lukashenko and Kazakh President Nursultan Nazarbayev last month made back-to-back visits to Kiev in which they expressed support for Ukraine."Both Kazakhstan and Belarus want to distance themselves from Russian policies in Ukraine ... Naturally, none of this helps to consolidate the EEU," Carnegie Moscow Center analyst Alexey Malashenko wrote in a commentary.

BRUSSELS - Russia’s EU ambassador has urged Brussels to launch talks with the newly born Eurasian Economic Union (EAEU) despite the Ukraine crisis.Vladimir Chizhov told EUobserver: “Our idea is to start official contacts between the EU and the EAEU as soon as possible. [German] chancellor Angela Merkel talked about this not long ago. The EU sanctions [on Russia] are not a hinder”.“I think that common sense advises us to explore the possibility of establishing a common economic space in the Eurasian region, including the focus countries of the Eastern Partnership [an EU policy on closer ties with Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine]"."We might think of a free trade zone encompassing all of the interested parties in Eurasia”.He described the new Russia-led bloc as a better partner for the EU than the US, with a dig at health standards in the US food industry.“Do you believe it is wise to spend so much political energy on a free trade zone with the USA while you have more natural partners at your side, closer to home? We don’t even chlorinate our chickens”, the ambassador said.The treaty establishing the Eurasian Union entered into life on Thursday (1 January).It includes Armenia, Belarus, Kazakhstan, and Russia, with Kyrgyzstan to join in May.Modelled on the EU, it has a Moscow-based executive body, the Eurasian Economic Commission, and a political body, the Supreme Eurasian Economic Council, where member states’ leaders take decisions by unanimity.It has free movement of workers and a single market for construction, retail, and tourism.Over the next 10 years, it aims to create a court in Minsk, a financial regulator in Astana and, possibly, to open Eurasian Economic Commission offices in Astana, Bishkek, Minsk, and Yerevan.It also aims to launch free movement of capital, goods, and services, and to extend its single market to 40 other sectors, with pharmaceuticals next in line in 2016.Ukraine was originally to join, but a popular revolt last year overthrew its Russia-friendly president and its new government signed a free trade treaty with the EU instead.The developments prompted Russia to invade Ukraine and the EU and US to impose sanctions on Russia.They also prompted the EU and US to accelerate talks on their own free trade treaty to strengthen Western ties.Russia’s Chizhov said neither the sanctions nor the slump in oil prices and the resulting crash in the value of the rouble will harm the Eurasian project.“Russia has been wise enough to build substantial reserves to withstand the external pressure”, he noted.“The situation with the rouble will be remedied. And we have to see the future of financial and energy markets in the long term. They are of no doubt in favour of Russia and Kazakhstan particularly”.He pointed out that EU-US economic relations have an equally volatile history.“Look at the currency rate of the euro compared with the dollar now and a year ago. Do you remember how many times the dollar was devalued since the 1960s? Do you remember when French president Charles De Gaulle in those days sent a ship loaded with US dollars to America to change them into gold? And what was Washington’s reaction?”.The Russian ambassador also played down tensions with Belarus and Kazakhstan.

They have profited from Russia’s ban on EU food imports by illegally re-exporting EU products to Russia.The rouble crisis has also seen Belarus reimpose customs controls on the Russian border and has seen Belarus and Kazakhstan demand that Russia pays for trade in dollars despite the Eurasian initiative.Looking at Belarus, Chizhov said it “remains a close trusted partner … with which we share a deep common historical, cultural and linguistic heritage, a vibrant trade and economic relationship as well as an extensive matrix of social ties”.Asked by EUobserver if Russia’s actions in Ukraine caused mistrust, he replied: “To date we have received no signals from our Belarusian partners on concerns related to your question”.But for his part Steven Pifer, until recently the US ambassador to Ukraine, disagreed.Pifer, now an analyst at Brookings, a Washington-based think tank, told the Boston NPR broadcaster on Thursday the main goal of the Eurasian Union is to extend Russian control over its nieghbours.“They [Russia] are looking at it not just in economic terms but as a way to expand Russian influence in the region … by creating institutions which will give Moscow more influence in Kazakhstan and Belarus”, he said.“Belarus and Kazakhstan have become much more wary about Russia in the aftermath of Russian agression in Ukraine”, he added.“My guess is both Kazakhstan and Belarus, while they see certain advantages to economic aspects of the union, they also have worries they don’t get pulled into Russian policies with which they disagree”.

BRUSSELS - French leader Francois Hollande has joined German chancellor Angela Merkel in a warning against racism in his New Year speech.In a televised address on Wednesday (31 December) focused largely on the economy, Hollande spoke of defending French values in the face of new social devisions.He spoke out against stigmatising any single religion and defended the ideals of secularism and the dignity of women."It's when France forgets its principles that it loses itself," he said.“I am making the fight against racism and anti-Semitism a national priority".He added that France cannot forget its history, in reference to the deportation of Jews to German extermination camps during the second world war.France has some of the largest Jewish and Muslim populations in Europe. Both communities are subjected to slurs and violence.But last year’s Israeli military operation against Gaza provoked a backlash against the Jewish community in France.The operation, which killed over 2,000 people, sparked street protests and is said to have contributed to a rise in attacks against Jewish targets after a fall in 2013.France had recorded a 31 percent decline from 2012 (614) to 2013 (423) in the number of anti-Semitic actions and threats, according to France’s National Consultative Commission on Human Rights.It notes that while Jews represent less than 1 percent of the French population, 40 percent of racist violence perpetrated in France in 2013 targeted Jews.The most affected regions include Ile-de-France, Provence-Alpes-Cote d’Azur, and Rhone-Alpes.The commission also says racist attacks against other minorities like the Roma, blacks, and France's large Muslim communities have increased over the years.Recent targets include government officials such as the black justice minister Christiane Taubira and Muslim education minister Najat Vallaud-Belkacem.Meanwhile, Merkel made similar comments in her New Year’s address.The chancellor had spoken out against the so-called Patriotic Europeans Against the Islamisation of the West (Pegida).In mid-December, some 17,000 Pegida supporters demonstrated in the eastern city of Dresden.“Today many people are again shouting on Mondays: 'We are the people’.
