How The Oral Polio Vaccine Can Cause Polio-November 16, 2019-8:02 AM ET

One of the vaccines used to prevent polio has actually been causing some people to get the disease.SCOTT SIMON, HOST:Just last month, the World Health Organization announced that two of three strains of polio had been eradicated. It's been one of the great success stories of modern medicine. The disease, which, of course, can lead to paralysis, has been reduced to just a handful of cases around the world. But now scientists say there's been a troubling setback. One of the vaccines used to prevent polio has actually been causing some people to get polio.NPR's Jason Beaubien joins us now. Jason, thanks for being with us.JASON BEAUBIEN, BYLINE: Hey. Good morning.SIMON: I understand the problem begins with what's called a live vaccine, which has little bits of weakened polio virus in it, given to children around the world. What seems to have gone wrong?BEAUBIEN: Yeah, that is the crux of it - that this - the oral polio vaccine that's used primarily in low- and middle-income countries - it's been the workhorse of this global effort to eradicate polio. But it is a live vaccine. It's cheap. It's easy to administer.However, this live vaccine is continued to be used worldwide. And while you're doing that, some of that vaccine has gotten out into the world. And it's mutated. It starts circulating again, just like regular polio. But early on, it's just - it's still a vaccine. It's not dangerous. And then slowly, it sort of regains strength. And they're finding they can actually genetically see this - that scientists can actually trace it back directly to the vaccine. And now these vaccine-linked cases are actually causing more cases of paralysis each year than actual traditional - what scientists call wild polio.SIMON: Now, we should underscore, Jason, this is not the version of the vaccine that's given to youngsters in the United States.BEAUBIEN: Yeah.SIMON: Why are other countries still using it? BEAUBIEN: Right. So in the United States and in Europe and other countries like that, it - we're using an injectable vaccine, which is a dead vaccine. It is not a live virus, and it cannot cause polio. So that should not at all be a concern. The issue, however, is that it's an injection that has to be given. It's given four times between the ages of 2 months and 7 years. So just administering it is difficult.And just frankly, there is not enough global stockpile of that vaccine to vaccinate all of the children around the world, you know, four times over the course of their childhood. So there's some real problems with that. That, ultimately, would be the goal - is to eventually get to the point where you're not using oral polio vaccine, but it's not logistically possible at this point.SIMON: You learned this week the Centers for Disease Control takes this problem so seriously they're actually sending dozens of experts to these countries affected. What do they plan to do? BEAUBIEN: Yeah. They're calling it the surge. And they're going to be deploying between 75 and 100 extra staff from the CDC out primarily into Africa to try to just address these vaccine-derived outbreaks and just clamp them down as soon as they can because the idea is that if you can stop them then you will stop that virus from continuing to spread and really try to strengthen these systems so that they can get control of this and hopefully, you know, get rid of this other source of polio at a time when they're tantalizingly close to actually wiping out the disease.SIMON: NPR's Jason Beaubien, thanks so much.BEAUBIEN: You're welcome.

The Cutter Incident: How America's First Polio Vaccine Led to a Growing Vaccine Crisis-Reviewed by Michael Fitzpatrick

In April 1955 more than 200 000 children in five Western and mid-Western USA states received a polio vaccine in which the process of inactivating the live virus proved to be defective. Within days there were reports of paralysis and within a month the first mass vaccination programme against polio had to be abandoned. Subsequent investigations revealed that the vaccine, manufactured by the California-based family firm of Cutter Laboratories, had caused 40 000 cases of polio, leaving 200 children with varying degrees of paralysis and killing 10.Paul Offit, paediatrician and prominent advocate of vaccination, sets the `Cutter incident' in the context of the struggle of medical science against polio and other infectious diseases over the course of the 20th century. He reminds us that, within a decade of Karl Landsteiner's identification of the polio virus in 1908, an epidemic in New York killed 2400 people (mostly children) and left thousands more with a life-long disability. In the 1950s, summer outbreaks in the USA caused tens of thousands of cases, leaving hundreds paralysed or dead. `Second only to the atomic bomb', polio was `the thing that Americans feared the most'.Offit provides a gripping account of how the `March of Dimes', inspired in part by President Franklin D Roosevelt's personal experience of polio, raised funds for research and focused national attention on the disease. He profiles leading figures, notably Jonas Salk and Albert Sabin —brilliant, egotistical and flawed characters—pioneers in vaccine development and as scientific celebrities, and notorious for their bitter personal rivalry.Offit offers a balanced judgement on both the Cutter incident and on the Salk and Sabin vaccines. Reviewing failures in the manufacturing and inspection processes, he exonerates Salk from blame and concludes that `the federal government, through its vaccine regulatory agency... was in the best position to avoid the Cutter tragedy'. Three larger companies produced safe polio vaccines according to Salk's protocol for inactivating the virus with formaldehyde. The lack of experience and expertise at Cutter Laboratories, undetected by the inspectors, caused the disaster.While acknowledging Salk's mean-spiritedness towards colleagues, Offit believes that in denying him a Nobel prize, history has dealt harshly with a man who was `the first to do many things' that have contributed to the virtual eradication of polio in the USA. The Cutter incident led to the replacement of Salk's formaldehyde-treated vaccine with Sabin's attenuated strain. Though Sabin's vaccine had the advantages of being administered orally and of fostering wider `contact immunity', it could also be re-activated by passage through the gut, resulting in occasional cases of polio (still causing paralysis in six to eight children every year in the 1980s and 1990s, when a modified Salk vaccine was re-introduced). As Offit observes, `ironically, the Cutter incident—by creating the perception among scientists and the public that Salk's vaccine was dangerous —led in part to the development of a polio vaccine that was more dangerous'.The Cutter incident had an ambivalent legacy. On the one hand, it led to the effective federal regulation of vaccines, which today enjoy a record of safety `unmatched by any other medical product'. On the other hand, the court ruling that Cutter was liable to pay compensation to those damaged by its polio vaccine—even though it was not found to be negligent in its production—opened the floodgates to a wave of litigation. As a result, `vaccines were among the first medical products almost eliminated by lawsuits'. Indeed, the National Vaccine Injury Compensation Program was introduced in 1986 to protect vaccine manufacturers from litigation on a scale that threatened the continuing production of vaccines. Still, many companies have opted out of this low-profit, high-risk field, leaving only a handful of firms to meet a growing demand (resulting in recent shortages of flu and other vaccines).The contemporary climate of risk aversion and predatory litigation deters the introduction of new vaccines and discourages innovation in a field which boasts some of the most impressive achievements of modern medicine. NEW YORK — Ben & Jerry’s has been hit with a class action lawsuit and charges of hypocrisy for the use of child labor in its supply chain, despite the ice cream maker’s declared commitment to social justice causes, an image it holds up as a key part of its branding.The company’s involvement with child labor came to light shortly after it settled a high-profile legal battle with its parent firm over an attempted boycott against Israel, which Israel supporters viewed as prejudiced. The Ben & Jerry’s board responsible for the boycott has stayed mum about the labor issue, while its leader has continued to take shots at Israel.The Vermont-based company claimed in recent filings that it did not use child labor in its supply chain and has avoided divulging when it found out about the matter.The labor issue surfaced publicly in a New York Times investigation late last month. The report revealed that American corporations and their suppliers use underage migrant laborers for dangerous and grueling factory jobs, including in dairy facilities that supply Ben & Jerry’s.Many of the children fled destitution in Central America, arrived in the US as unaccompanied minors, and were then exploited for labor. They work to pay off debts to smugglers, send cash to their families back home, and pay for living costs. The jobs keep many of them out of school. The US Department of Labor said it would take action to rein in illegal child migrant labor in response to the report.The injury rate for dairy facilities is twice the national average compared to all industries, said the report, which included testimony from a boy who crushed his hand in an industrial milking machine in Vermont.The state’s labor laws allow anyone over 16 to do any work in agriculture, and bar those under that age from doing any hazardous jobs. There is no evidence that Ben & Jerry’s, or its suppliers, violated labor laws.A Ben & Jerry’s representative appeared to acknowledge the issue to the New York Times, saying the company cooperated with labor groups to monitor working conditions at its suppliers and claiming that if migrant children needed to work full time, it was better for them to work at a well-monitored workplace.In response to the report, a plaintiff filed a federal class action lawsuit against Ben & Jerry’s in a New York court, claiming the company had misrepresented its ethical commitments to consumers.The case argues that Ben & Jerry’s charges a premium for its products, partly based on its image as a socially conscious company, and that consumers would not have bought from the company, or paid as much, if they had been aware of its suppliers’ use of child labor. The plaintiff, Dovid Tyrnauer, sought damages and other commitments from Ben & Jerry’s for breach of trust.During the legal proceedings involving the company’s attempted boycott, Ben & Jerry’s repeatedly argued, including in the same New York court where the class action lawsuit was filed, that its conscientious image was a core part of its business strategy and financial success.“While Ben & Jerry’s purports to use ethical supply chains and professes concern about farmworker welfare, the reality could not be further from the truth. Migrant child labor is used in Ben & Jerry’s supply chains,” the lawsuit claimed. “Ben & Jerry’s wishes to have its ice cream and eat it too. It wishes to sell premium priced products with pompous virtue-signaling representations regarding its supposedly ethical sourcing, all the while migrant child labor is used in its supply chains. The statement did not deny the use of child labor by the company’s suppliers, or that Ben & Jerry’s was aware of the issue.“We are deeply concerned by the claims made in this story, and do not tolerate any suppliers who are not adhering to the law. Let us be extremely clear: Ben & Jerry’s stands in strong opposition to child labor,” the statement said.Contacted for comment about the class action lawsuit, Ben & Jerry’s referred The Times of Israel to the previous statement, and did not answer specific questions, including about when the company became aware of child workers in its supply chain.The company’s prior knowledge of the issue is significant because it certified in filings submitted in January that its suppliers did not use child labor. The disclosure was for the company’s registration as a B Corporation, a private certification that verifies a company’s “high standards of social and environmental performance.” Ben & Jerry’s also said in 2017 filings that its employee handbook barred the use of child labor.The Ben & Jerry’s independent board tasked with protecting the company’s “social mission,” which decided to boycott Israeli settlements, has not commented on the child labor issue. A company spokesperson said the statement responding to the New York Times investigation was not attributable to the board.The board’s chair, Anuradha Mittal, has not publicly commented, but has repeatedly shared anti-Israel content on Twitter since the child labor issue came to light. The grand jury was slated to meet Wednesday and was expected to hear from at least one additional witness, but Fox News has learned that Bragg's office "canceled" the proceedings. Former U.S. President Donald Trump may be indicted by the Manhattan District Attorney's office on charges related to the Stormy Daniels scandal.The grand jury was notified Wednesday morning, and was placed "on standby" for Thursday, a source told Fox News. "We can’t confirm or comment on Grand Jury matters," Bragg's office told Fox News. Two sources familiar told Fox News Digital on Wednesday that the grand jury was canceled amid "major dissension" within the district attorney's office. One source claimed the district attorney is having trouble convincing the grand jury on potential charges due to the "weakness" of the case.Despite rumors of a potential imminent indictment, sources familiar told Fox News Digital that Trump has not been formally notified about whether Bragg actually plans to bring charges against him. Sources told Fox News, though, that there remains a real chance that Bragg does not choose to indict the former president.Bragg, when he took over as district attorney in January 2022, stopped pursuing charges against Trump and suspended the investigation "indefinitely," according to one of the top prosecutors who resigned from the office in protest. "Show me the man and I’ll show you the crime," was the infamous boast of Joseph Stalin’s ruthless secret police chief, Lavrentiy Beria. His modus operandi was to target any man the Soviet dictator chose and then find or fabricate a crime against him.Manhattan District Attorney Alvin Bragg has taken a page out of Stalin’s playbook and targeted Donald Trump. Driven by personal and political animus, the DA presumed the former president must be guilty of something. It was just a matter of devoting enough time and resources to hunt down the crime. Failing to find one, Bragg copied Beria’s paradigm and simply dreamed one up.As I explained in my last column, the DA invented his case against Trump by taking an alleged misdemeanor business records violation and supercharging it into a felony by citing an imagined second crime arising out of a supposed campaign finance violation. The novelty of such a charge is exceeded only by its absurdity.  The indictment appears to hinge on the DA’s argument that a 2016 payment made to porn star Stormy Daniels was intended to help Trump’s presidential bid and should have been accounted for as a campaign contribution, not legal fees, when he reimbursed his then-lawyer, Michael Cohen, who paid Daniels to keep her mouth shut about a purported 2006 affair that Trump vigorously denies. Confused yet?  You should be. The flaw in Bragg’s tortured logic is two-fold. First, non-disclosure agreements in exchange for money are perfectly legal. Second, Cohen long ago stated that the payment had nothing to do with the campaign but was made to protect Melania Trump from an embarrassing, albeit false, accusation. As such, it is not an illegal campaign donation under the law. Hence there is no crime.It appears that Bragg’s star witness is none other than Cohen who has performed an astonishing pirouette by recanting his earlier statements. He now claims that the money was intended to help Trump’s campaign fend off a damaging story. Reliance on such a disreputable character as Cohen is a clear sign of the DA’s desperation. Cohen's hatred of Trump is well known. He has carved out a career of trashing his former boss.Cohen has always had a warped relationship with the truth. He peddled so many lies that there is no way to know whether the disgraced and disbarred lawyer even understands the concept of honesty. Among the smorgasbord of crimes that sent him to prison was lying to Congress.In a sudden turn of events, Cohen’s former attorney Robert Costello — no longer bound by the attorney-client privilege that was waived by his ex-client — testified before the grand jury on Monday. According to Costello, in April 2018, Cohen repeatedly stated that the Daniels payment was intended to protect the candidate’s wife, not the campaign. Moreover, Cohen insisted that he acted all on his own and not at the behest of Trump. While testifying for over two hours, Costello said he realized that Bragg had been hiding from the grand jury nearly all of the files he had previously turned over to the DA that corroborated Cohen’s original story.Concealing exculpatory evidence from a grand jury is reprehensible conduct. But the overarching question is this: Was Cohen lying at the outset of the investigation or is he lying now? I doubt even he knows. Inveterate liars tend to lose track of their lies.Bragg’s determination to snooker a grand jury into indicting Trump is an egregious abuse of government authority. It constitutes the weaponization of the law for political gain. But it is also — and importantly — selective prosecution of the worst kind.Consider the case of Hillary Clinton, who secretly funded the anti-Trump dossier in 2016 by deploying campaign lawyers to pay ex-British spy Christopher Steele more than $1 million dollars to compose his phony document. Candidate Clinton listed it as a "legal expense," even though its sole purpose was to advance her campaign against Trump, her opponent. The Federal Election Commission fined Clinton for brazenly violating campaign finance laws. But New York prosecutors never even thought about bringing criminal charges because it involved, well… Hillary. She has consistently been the beneficiary of a dual system of justice that grants her a permanent "get out of jail free" card for whatever crooked scheme she concocts. She was never prosecuted for obvious crimes under the Espionage Act by storing classified records in her home on a personal server. She also destroyed more than 30-thousand documents under congressional subpoena, but no obstruction of justice indictment was ever rendered.Juxtapose the treatment of Donald Trump. The Manhattan district attorney’s office has devoted unlimited resources over many years scouring every aspect of the former president’s personal life and business affairs in a purely partisan quest to find a crime — any crime. They did it because they could, with no compunction over the code of ethics that binds lawyers. Despite the objections of senior experienced prosecutors, the district attorney conjured up a convoluted legal theory to slay his political hobgoblin. It has all the earmarks of a Stalin-like fabrication.Much of the current witch hunt was driven and directed by former assistant DA Mark Pomerantz, an outsider who was hired for the sole purpose of "getting Trump." When Bragg initially balked at bringing charges, Pomerantz quit in a fit of pique but not before blasting his former boss in a resignation screed conveniently made public.He then ratcheted up the pressure on Bragg by penning a disgraceful tell-all book. In it, Pomerantz arrogantly laid bare his contempt of Trump because "he posed a real danger to the country and to the ideals that mattered to me." That confessional exposed the underlying rationale for charging Trump. One of two German tourists attacked Saturday by a Palestinian mob while driving through Nablus told Hebrew media Sunday that he had genuinely feared for his life during the attack, saying the crowd was “full of hate.”The two tourists drove on Saturday through central Nablus, a city in the north of the West Bank, in a rented car with Israeli license plates when they came under attack.Gerald Hetzel, one of the tourists, told Israeli TV stations Kan and Channel 12 that he had visited Ramallah and Hebron on past trips to the region, and came to Nablus on recommendation from friends.“I’ve never encountered a situation like this. It was a very very dangerous situation, and we really thought they wanted to kill us,” he said.“Young men came from taxis around us … and started to knock on our windows, to scream at us in Arabic,” he said. “They were bringing stones and a traffic sign and throwing everything against the car. After one or two minutes they pulled out a knife and stabbed the wheels of the car, and also threatened my friend.“I didn’t understand what they wanted. We tried to tell them in English that we are tourists, and we are not Jewish Israelis, that we are there to visit and see the town, but they seemed to not understand it,” Hetzel said.“They continued coming after us and walking after our car. It felt like they were hunting the car,” he explained and said a PA police officer brought them over to the side.The crowd got “really big” and “really angry,” Hetzel said, adding that police officers tried to tell the crowd in Arabic to go away.“I really felt the hate from their eyes, and from the way they were acting. And they were throwing rocks, maybe double the size of my head,” Hetzel recalled.He said he hadn’t understood the scale of the security sensitivities: “I thought they were only targeting religious-looking Jews, not international tourists.”PA security forces were powerless to stop the crowd and instructed the tourists to drive away as fast as possible, Hetzel said.An Arab Israeli man then signaled the pair to follow him and led the way out of the city through smaller streets. Consumers have control over their personal data, allowing them to decide what information to share and with whom.The Digital Identity Assurance Trust Framework (DIATF) sets the standards for digital identity solutions, allowing certified organizations like Mastercard to work together and ensure that attributes and identities are consistent and trusted. Providers must conduct annual assessments to meet DIATF requirements.“Digital identity is one of the keys to vastly reducing fraud and improving consumers’ experiences. Thailand is progressing rapidly with enrollment into its blockchain-based biometric digital identity infrastructure operated by the National Digital ID Company Limited (NDID), with registration up by 50 percent since November at 9.2 million. Now half the population is eligible to be part of the system as it readies to introduce verifiable credentials and a digital wallet.Various schemes and projects involving telcos and convenience stores have been launching in the country of 70 million. NDID is not a digitized version of the national identity card or even a digital identity in itself, so Biometric Update spoke to its CEO, Boonsun Prasitsumrit, in Bangkok to learn what it is and the role it plays in the identity ecosystem and financial sector.The beginnings of a public-private trusted ecosystem.Rather than the Thai government building a national digital ID system, it created a way to link service providers and identity providers (IDPs) to allow the digital sector to flourish and innovate. It also decided not to be as directly involved, establishing a private company to oversee the project.“NDID in the beginning, four years ago, we decided that IDPs were not only to be banks,” says Boonsun Prasitsumrit in the NDID HQ, “it could be anything, anyone who qualifies to do it: bank, mobile network, fintech.”At the outset, the Ministry of Finance and the Ministry of Digital Economy and Society realized they were “sharing the same pain point: the KYC process,” says Prasitsumrit. The ministries helped establish the Digital Identity Committee in 2017.The country has the Thai National ID Card, which has holder details embedded in a chip. There is near universal coverage for citizens, but the smart card chip is rarely used for opening new accounts or accessing new services, says Prasitsumrit, as the standards on how to use the chip have not been clear. People generally still have to attend government offices and banks in person with their cards and often photocopies of their ID.The Digital Identity Committee decided to develop the infrastructure to unlock identity for other areas via a trusted ecosystem. Health and education were part of the original discussion, but emphasis was placed on banking then financial and insurance services. NDID was established as a public private partnership that is 36 percent publicly owned.“If it’s government, it will take some time,” notes Prasitsumrit. As it was for all things digital, it needed to work faster than a government agency can.The majority of NDID’s sixty-plus shareholders are in the financial sector, such as the Thai Banking Association, along with the stock exchange and Post Office. The Bank of Thailand developed a regulatory sandbox for the system and now eleven banks are part of it.In 2018, the Electronic Transaction Development Agency (ETDA) likewise worked on national standards for levels of assurance aligned with those of NIST. Legislative changes in 2019 allowed the first use of the system by the end of that year.More than nine million are now enrolled and 35 million (up from 30 million in November 2022) are now at the country’s highest assurance level, 2.3, which requires a smartcard ID, check against the government’s D.Dopa national IDP and face biometrics.With these, Thai people are ready to enroll in NDID the next time an opportunity presents itself online, such as wanting to open a new bank or securities account or taking out a loan.Both a blockchain and bypass-NDID is a “connecting platform,” says Prasitsumrit. As a decentralized ledger, NDID cannot see any of the information passing across it between banks, users, IDPs and authoritative sources, but simply a log of timestamped access requests.Users visit a bank in person in the first instance. People are not going to banks to get NDID, says Prasitsumrit, they are going to conduct transactions. They hand over their smartcard ID and undergo a biometric check, where bank staff or cameras compare the person with the photo held in the card – the trusted source. Banks can check fingerprints, but this is not popular. If there is no photo in the system, the bank can take a photo to enroll a person into NDID.“Thai people don’t know that their data at the bank is at the highest level,” says Prasitsumrit, “they are ready to use [NDID].”When going through NDID enrollment they would not be aware of the company as a brand unless they read the full terms and conditions, says Prasitsumrit, explaining how the platform is very much in the background.The millions of users enrolled “know there is a difference” even if they never have any interactions with NDID.This is because they can now open any account or product with registered providers by selecting online the bank where they underwent the KYC and so do not need to visit in person or prove ID again.Dropout rates for new service sign-ups are falling.When prompted during sign up, a user selects the bank where they are already enrolled as their ID provider. The target bank – the relying party – sends a request to the selected bank via the NDID ledger.The bank acting as IDP then notifies the user that it has been selected for ID proofing and takes the user through verification in its own app on their phone, using face biometrics, PIN and registered mobile number.When the IDP bank has confirmed ID, it notifies the relying party bank back through NDID, with this logged in the blockchain. It then sends the user data to the new bank directly, outside the NDID platform. The user completes registration by creating a new password.ID is “nothing to do with NDID until there’s a request from a relying party through NDID for an identity provider,” explains Prasitsumrit, as the blockchain neither sees nor stores sensitive data.A relying party can verify across multiple IDPs as wells as multiple authoritative sources in the process, such as credit scoring agencies.People have to redo KYC every two to three years, or if they get a new ID card.Fees are a cost saving-NDID’s business model is taking a fee for connecting relying parties and IDPs.“It’s like the credit card model, a hundred percent [of the bill] goes to the relying parties” says Prasitsumrit. It is a fixed fee, not a percentage and includes two prices: a fee to the IDP which accounts for 98-99 percent of the price, with the remaining fraction going to the NDID.As part of the structure of establishing the NDID, the company does not and cannot control the fees. The process is still a cost-saving for banks compared to having to take a new customer through KYC.The NDID fee is discounted by eight percent to government departments using the system.Verifiable credentials and a digital wallet NDID is also launching a wallet for verifiable credentials. “For eKYC, we really need a high level of assurance. The bank itself can confirm to open the wallet by using biometrics, so we can ensure the owner of the wallet is really him or her,” says Prasitsumrit.The company is working with a government department on a proof of concept for VCs for paperwork which a user can then share with their bank.Universities are already in talks about providing certificates and transcripts as VCs to the wallets.NDID and MNID: AIS, True and DTAC-Thailand has three telcos – AIS, DTAC and True – which are becoming IDPs. Their scheme is Mobile Network ID (MNID). The process has been underway for a couple of years but is proving slow as the telecom regulator, the National Broadcasting and Telecommunications Commission, is the operator.The MNID system serves its mobile customers rather than being a competitor to NDID and the two systems will merge under the ETDA. Its chairperson wants NDID, MNID and government services (D.Dopa) to be interoperable.Technical discussions are underway to determine how a relying party in the NDID platform can request ID proofing through AIS or DTAC and vice versa. Relying parties can choose to go via NDID or potentially MNID, but the hope is that a unified systems will offer cost savings.AIS has two ID capabilities on the go. Along with DTAC, it can partly use NDID, do its own checks or use partner banks. The operator has around 20,000 service points across the country. A relying party in NDID can request a person to visit an AIS location to have their ID card read. In this instance, AIS a service provider to NDID – not an IDP. It undertakes biometric comparisons at its kiosks. Gates wrote, “I’ve seen two demonstrations of technology that struck me as revolutionary.” “The first time was in 1980, when I was introduced to a graphical user interface—the forerunner of every modern operating system, including Windows,” he said. Gates said the second big surprise came last year with the impressive advancement in OpenAI’s ChatGPT.“The development of AI is as fundamental as the creation of the microprocessor, the personal computer, the Internet, and the mobile phone,” he said. “It will change the way people work, learn, travel, get health care, and communicate with each other.”Gates said he’s been in contact with OpenAI since 2016 and last year challenged the team to train the chatbot to pass the Advanced Placement biology exam. The OECD’s Public Governance Committee and its Working Party of Senior Digital Government Officials have developed a series of recommendations on implementing and governing digital ID at the national and international levels as digital public infrastructure.The document does not mention biometrics.It states the Recommendations are based on three pillars: “Developing user-centred and inclusive digital identity systems; Strengthening the governance of digital identity; Enabling cross-border use of digital identity.”OECD Recommendations are legal instruments adopted by the OECD Council, and while not legally binding, adherents are expected to implement them. The officials are soliciting comment on the draft until 31 March from government officials, civil society organizations, international organizations and interested citizens.Context and definitions
The draft document sets out the group’s recognition of what digital identities can do, such as potentially simplify access to government services.“Establishing a successful digital identity system and widely adopted solutions can simplify interactions, enable personalisation, and reduce the risk of error and fraud,” states the preamble.“The success of digital identity systems relies on their usability and accessibility by the intended audience, including those who may not have access to technology or digital solutions, to ensure that essential services are available for all.”It goes on to define all the components of digital identity. Even definitions can be influential. The OECD definition of AI is the basis of that of the EU for the EU AI Act currently under development. This document has been drafted with reference to a large number of other standards documentation from the ISO, W3C, European Telecommunications Standards Institute (ETSI), U.S. National Institute of Standards and Technology (NIST), European Commission, World Bank and UN bodies.OECD Recommendations-Here comes the real meat of the document, as seven lists of recommendations: on how to implement digital identity systems, minimizing barriers to access and use of digital ID, cross-border use, strengthening governance, privacy protection, building international trust in the systems and aligning legal frameworks to encourage interoperability.The OECD recommends taking into account the context where a system will be developed, such as digital maturity and assessing the needs of both users and service providers, public and private. Products should be accessible to all, with minority and vulnerable groups considered, among people and businesses. Digital identity must be portable across tech, sectors and locations.“The draft highlights the ethics of digital identity, the impact on inclusion and access, on vulnerable groups, but I feel it also recognizes the impact on less-vulnerable groups,” Henk Marsman, principal consultant for IAM at SonicBee tells Biometric Update. “So basically, the possibility of human harm is recognized.”Users must be able to control what of their information is shared and with whom. In just three months, Prime Minister Benjamin Netanyahu’s new hardline government has managed to chill relations that he helped kindle less than three years ago with the signing of the Abraham Accords.His invitation to visit the United Arab Emirates was rescinded, Negev Forum gatherings have ground to a halt, and not a week has gone by without one of Israel’s Arab neighbors issuing a fierce condemnation of the his government — be it for National Security Minister Itamar Ben Gvir’s visit to the Temple Mount, deadly IDF raids in the West Bank, advancement of settlement construction and outpost legalization, or incendiary remarks by Finance Minister Bezalel Smotrich, who on March 1 called to wipe out a Palestinian town and on Sunday claimed the Palestinian people don’t exist while standing behind a map of “Greater Israel” that included modern-day Jordan.Despite that backdrop, one gathering did take place last week in Abu Dhabi, bringing together experts and private sector executives from Israel, the West Bank and nearly a dozen Arab and Muslim countries — including ones that don’t have diplomatic ties with Jewish state — to discuss cooperation in water and food security.The conference was organized by the Atlantic Council and the Jeffrey M. Talpins Foundation’s N7 Initiative, which seeks to broaden and deepen normalization between Israel and Arab and Muslim countries.It was the second such N7 gathering, coming three months after experts from a similar list of countries met in Morocco to discuss joint ventures in the field of education and coexistence. JINDERIS, Syria (AP) — Thousands of Kurds took to the streets of the earthquake-ravaged Syrian town of Jinderis on Tuesday to protest the killing of four men as they lit a fire to celebrate the Kurdish new year the night before.The attack on the Kurdish men rekindled tensions between Turkish-backed armed groups controlling the area and Kurdish residents. It fed into a power struggle between rival armed factions that control different parts of northwest Syria.At the request of Kurdish residents, fighters from the armed opposition group Hayat Tahrir al-Sham (HTS) deployed en masse around Jinderis on Tuesday. The Syrian Observatory for Human Rights, an opposition war monitor, reported that the group had taken over the headquarters of the Ahrar Sharqiya group, a Turkish-backed armed opposition group, in the area.A HTS spokesperson declined to comment on the matter, but there was a heavy presence of the group’s fighters in and around the city as crowds of Kurds attended the funerals of the victims. The Israeli Air Force allegedly carried out an airstrike at the airport in the northern Syrian city of Aleppo in the early hours of Wednesday morning, according to Syria’s state-run media outlet.There were no immediate reports of casualties, but the state news agency, SANA, said some damage had been caused at the airport. It was the second time Aleppo International Airport has been hit in recent weeks.According to an official notice sent by Syrian aviation authorities, known as a NOTAM, the runway at the airport was closed.SANA, citing a military source, said the Israeli fighter jets launched several missiles at the airport from over the Mediterranean sea, causing explosions to be heard in other regions.Two unnamed “regional intelligence sources” speaking to the Reuters news agency said the airstrike also targeted an underground munitions depot at the adjacent Nairab military airport. But officials said the decision was made to send the older M1A1 version, which can be taken from Army stocks. Officials said the M1A1 also will be easier for Ukrainian forces to learn to use and maintain as they fight the invading Russian forces.“This is about getting this important combat capability into the hands of the Ukrainians sooner rather than later,” said Brig. Gen. Pat Ryder, the Pentagon press secretary.The Biden administration announced in January that it would send the tanks to Ukraine — after insisting for months that they were too complicated and too hard to maintain and repair. 16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

DANIEL 8:23-25
23 And in the latter time of their kingdom, when the transgressors are come to the full, a king (EU DICTATOR) of fierce countenance, and understanding dark sentences,(FROM THE OCCULT) shall stand up.
24 And his power shall be mighty, but not by his own power:(SATANS POWER) and he shall destroy wonderfully, and shall prosper, and practise, and shall destroy the mighty and the holy people.
25 And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes;(JESUS) but he shall be broken without hand.DANIEL 11:36-40
36 And the king shall do according to his will;(EU PRESIDENT) and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.
37 Neither shall he regard the God of his fathers,(THIS EU DICTATOR IS A EUROPEAN JEW) nor the desire of women, nor regard any god: for he shall magnify himself above all.
38 But in his estate shall he honour the God of forces:(HES A MILITARY GINIUS) and a god whom his fathers knew not shall he honour with gold, and silver, and with precious stones, and pleasant things.
39 Thus shall he do in the most strong holds (CONTROL HEZBOLLAH,AL-QUAIDA MURDERERS ETC) with a strange god, whom he shall acknowledge and increase with glory: and he shall cause them to rule over many,(HIS ARMY LEADERS) and shall divide the land for gain.
40 And at the time of the end shall the king of the south(EGYPT) push at him:(EU DICTATOR PROTECTING ISRAELS SECURITY) and the king of the north(RUSSIA) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

ZECHARIAH 14:12-13
12 And this shall be the plague wherewith the LORD will smite all the people that have fought against Jerusalem; Their flesh shall consume away while they stand upon their feet, and their eyes shall consume away in their holes, and their tongue shall consume away in their mouth.
13 And it shall come to pass in that day, that a great tumult from the LORD shall be among them; and they shall lay hold every one on the hand of his neighbour, and his hand shall rise up against the hand of his neighbour.(1/2-3 BILLION DIE IN WW3)
