Hezbollah-led attacks on Israel’s northern border continued Monday, as did Israeli retaliations, as the Israel Electric Corporation announced that one of its workers had been killed in an anti-tank missile strike the previous day.The anti-tank guided missile fire continued on Monday, with a projectile fired from Lebanon at an area near the northern community of Netu’a.Two Israelis were hurt in the attack. There was no immediate word on their condition.The IEC said 56-year-old Shalom Aboudi was slain in Hezbollah’s Sunday attack. At least 13 other civilians were wounded when the Hezbollah missile struck a number of vehicles near the northern community of Dovev, close to the border.Some of the victims were IEC employees who had arrived to repair power lines damaged by previous fire from Lebanon.The company said Aboudi had worked for the corporation for 34 years, and was survived by his wife and two children.Hezbollah claimed responsibility for the attack, falsely claiming in a statement that it had hit soldiers installing surveillance equipment. The 27 European Union nations have jointly condemned Hamas for what they described as the terror group’s use of hospitals and civilians as “human shields” in its war against Israel, as a Turkish ship carrying supplies to establish field hospitals arrived at an Egyptian port near the Gaza Strip.EU foreign affairs chief Josep Borrell said Monday that at the same time, the bloc asked Israel “for maximum restraint and targeting in order to avoid human casualties.”At a meeting of the bloc’s foreign ministers, Borrell brandished a statement he issued on behalf of the 27 nations as a show of unity following weeks of often contrasting statements on how the group should address the Israel-Hamas war.“You know how difficult it has been the last times, after the vote in the United Nations, where countries were voted in different ways, to present a completely united approach,” Borrell said. The Health Ministry announced on Monday that it has budgeted an additional NIS 200 million ($51.8 million) for the fortification of hospitals against missile and other attacks. I thank the finance minister for understanding how critical this is and for applying himself to this national undertaking,” he said.The Health Ministry reportedly plans to ultimately provide fortified spaces for 70% of all hospital beds and all beds in dialysis and blood bank centers at a cost of NIS 4.5 billion ($1.2 billion). The goal is for all hospitals and medical facilities to be able to function as “isolated islands” for up to 72 hours without outside help during a war or another emergency.This is already the case with Israel’s most advanced fortified hospital, Rambam Medical Center in Haifa. Its underground parking lot can be changed over to a fully functioning 2,000-bed hospital in just 36 hours. As Israel Defense Forces troops neared Gaza City’s Shifa Hospital, with fierce battles in the surrounding streets, a number of current and former Israeli defense and intelligence officials described, in a report published Sunday, the Hamas command center they believe the soldiers will find underneath the medical center.Israel has long said the terror group’s main base of operations is under Shifa Hospital, and last month the IDF provided visuals and intercepted audio as evidence of the terror organization’s activities.The eight officials, speaking anonymously, told The New York Times that while Hamas originally appropriated basement areas in the hospital — which was built by Israel when it still ruled Gaza — the terror group has since then dug several further floors and added tunnels to make the site a hub in its vast underground labyrinth.A former Shin Bet official and two other Israeli officials told the newspaper that there were several floors dug underneath Shifa that held meeting areas, living spaces and storage facilities.The officials said the subterranean area, built over the past 16 years, can hold at least several hundred people.Israel says the site is powered by electricity that is diverted from the hospital, and that there are a number of entrances to it within the medical center and in the area around it.The Times said it reviewed images provided by senior Israeli intelligence officials that they said showed secret entrances from within the hospital.The report said that while there were signs in the images that identified the location as Shifa, the photos could not be independently verified.The report also cited officials from the United States who said they believe that the Hamas terror group has used its network of tunnels under hospitals, chief among them Shifa, to store weapons and for use as command centers.The US officials said that Israel and the US had reached the same conclusions about Hamas using the tunnels under Shifa through independent intelligence.The Times cited its own earlier reporting of Hamas gunmen walking around Shifa Hospital while wearing civilian clothes during a previous round of fighting between Israel and the terror group in 2008. The report said that while the gunmen claimed to be security guards, they were seen killing individuals accused of collaborating with Israel.It said that in 2014, Hamas often held news conferences on the hospital grounds and used them as a place to meet with journalists.The newspaper also cited an Amnesty International report that Hamas used parts of Shifa, “including the outpatients’ clinic area, to detain, interrogate, torture and otherwise ill-treat suspects, even as other parts of the hospital continued to function as a medical center.”Hamas has continuously denied the accusations.On Sunday, US National Security Adviser Jake Sullivan said the Biden administration has shared concerns with Israel about potential civilian casualties in the IDF operation at Shifa Hospital.“The United States does not want to see firefights in hospitals where innocent people, patients receiving medical care, are caught in the crossfire. And we’ve had active consultations with the Israel Defense Forces on this,” Sullivan told the CBS News program “Face the Nation.”Sullivan noted the IDF has said it’s working to ensure the safety of patients “while they also try to figure out a way to try to deal with the fact that Hamas is operating in a way that is outside the bounds of any civilized concept of how you would think about using a hospital, using human shields.”“It’s an active conversation, but the bottom line is that we do not want to see firefights in hospitals,” he added.Gaza health officials allege thousands of medics, patients and displaced people are trapped in the area surrounding Shifa Hospital, with no electricity and dwindling supplies. The IDF said it was in contact with staff at hospitals in northern Gaza to aid them in safely evacuating, and denied that it had besieged Shifa, labeling such claims misinformation.Sullivan also appeared to back Israeli allegations about Hamas’s use of Shifa.“Without getting into intelligence information, we can just look at the open source reporting that Hamas is using hospitals as it uses many facilities for command-and-control, for weapons storage, to house its fighters, and this is a violation of the laws of war,” he said.Last month, IDF Spokesman Rear Adm. Daniel Hagari said Israel has intelligence that there are several tunnels leading to the underground base from outside the hospital so that Hamas officials do not need to enter the hospital to reach it. Biometrics are rising in the banking sector: While a New Zealand bank is introducing behavioral biometrics to stop fraud, Indian authorities are mulling introducing facial recognition to ATMs to prevent thieves. Australia’s banks are building transaction infrastructure for digital IDs, while an Entrust survey shows customers globally are embracing biometric authentication.A new survey by digital identity company Entrust showed that 72 percent of respondents were comfortable with their bank’s use of facial recognition, selfies or fingerprints. Given the option to choose between biometrics and passwords, 58 percent survey respondents said that they would choose biometrics more than half the time.Physical cards, however, are not going away anytime soon: Nearly 90 percent of respondents said they still prefer using them. The European Parliament and the Council of the EU have reached an agreement on a new framework for European digital identity, including regulation on digital ID wallets.A news release from the European Commission says this concludes the two legislative bodies’ work to implement results of the provisional political agreement reached in June around a legal framework for a trusted and secure digital identity for all Europeans.Under the new eIDAS 2.0 regulations, the EU Digital Identity Wallet will have extensive applications across public and private enterprise, supporting the EU in meeting its 2030 targets for the digitization of public services. With the full guarantee of EU law, wallet holders throughout Europe can use their linked digital ID to open bank accounts and make payments, store digital ID and biometric documents such as mobile driver’s licenses or professional certifications, and expedite services in travel, healthcare and other areas of life. Significantly, the regulation makes it mandatory for so-called Very Large Online Platforms (Facebook, Google, et al) to accept the EU Digital ID Wallet for login. The Commission’s release implies that this is a potential model for smaller companies, for which the features and specs of the wallet could boost both competitiveness and compliance.Crucial to the wallet system is the user’s ability to choose whether or not to share personal data, and what data is shared in specific cases. In terms of UX, the wallet’s dashboard promises the ability to monitor transactions and report privacy violations, and to allow interaction between wallets with consent. E-signature capability will be free for personal use.Several of these features mark an expanded scope for the regulation as a result of the trilogue discussions. Other newly finalized points include the wallet’s business model (free of charge to all Europeans), validation and authentication mechanisms for member states, and the status of the wallet’s code, components of which will be available open-source to try and prevent misuse.Idemia primer outlines goals and misconceptions-The implementation of a massive new digital ID system comes with a lot of unknowns. Biometric authentication and digital ID firm Idemia has published a comprehensive quick guide to some of the most common questions and concerns surrounding the EU Digital Identity Wallet. For instance, Idemia clarifies in detail whether the EU wallet will replace physical and other forms of ID (in short, no) and covers issues such as security and interoperability.Although the agreement between the European co-legislators is set, it still requires endorsement from member states and formal approval, after which it will be formally published in the EU’s Official Journal. The Computer & Communications Industry Association (CCIA) has released its 2023 State Privacy Landscape Report, reviewing the most recent legislative session for U.S. states along with predictions for next year’s advancements in privacy law.Biometrics providers take note: In 2023, over 140 bills pertaining to consumer data privacy have been introduced across 37 states, while 80 bills were introduced across 33 states last year. The 2023 legislative year also saw a shift from privacy legislation being enacted in predominantly blue states to the addition of red states like Indiana, Montana, and Texas.Types of data privacy legislation-Because the U.S. lacks a comprehensive federal data privacy framework, states have had to enact their own laws in its absence. Currently, twelve states have implemented comprehensive consumer data privacy laws.There is, however, a federal standard for handling the data of minors. The Children’s Online Privacy Protection Act set a standard on how children’s data can be used in marketing. However, tech companies would benefit from having more guidance on how to comply with these laws. At a minimum, they should include cure provisions to give companies the opportunity to course correct.States like Massachusetts, New York, Nevada and Washington have all passed legislation preventing private entities from collecting biometric information without informed consent.The report notes that drawing a hard line on the use of biometric information except in situations where it is “strictly necessary” could result in consumers being denied access to products and services that incorporate biometrics.Key states moving toward privacy legislation-Maryland considered a comprehensive consumer data privacy bill that would include biometric data protections but it was not passed. It is expected that conversations will follow into the 2024 legislative session.Massachusetts has considered multiple bills to give privacy protections for consumer health data and geolocation data. These bills received a hearing in June in the Consumer Protection Committee but have not moved forward in legislation since then. The state’s legislation tends to be more active in the second session year, so it is expected that more progress will be made in 2024.Maine considered multiple privacy bills in 2023, including two related to health data and one focused on biometric data. The Judiciary Committee has been conducting sessions to decide how to move forward for 2024.

Defense officials agreed to update the department’s biometrics policy.The evaluation, which predates an October presidential executive order that includes better federal protection of biometric data, examined accountability practices required for biometric devices.The devices included biometric automated toolsets, secure electronic enrollment kits, the Javelin and the Biosled.Two military commands – Services and combatant — obey DoD and their own accountability policies procedures for the devices, according to the report.But some devices didn’t have the ability to encrypt the data they held. That’s because the Defense Department doesn’t apply information security standards to them or doesn’t require encryption on the devices.“Additionally, the DoD did not consistently provide certification of destruction or sanitization of biometric data when biometric devices were turned in for disposal,” the report states.The inspector general recommended updating the relevant device policies. That includes requiring device owners and custodians to do the sanitizing and complete sanitization records. Those practices are inconsistently performed right now.

It currently works with several biometric identity verification partners, including Jumio, Au10tix, Onfido, Idemia and more.Microsoft Entra Conditional Access policy engine will use machine learning to automatically protect individual customers based on risk signals, licensing and usage. The system will analyze real-time signals such as user context, device, location and session risk to determine when to allow, block and limit access, or when to require additional verification steps.The engine will start a gradual rollout next week and will give organizations 90 days to review, customize, or disable them before they turn policies on.Microsoft says it is introducing the new product because it doesn’t want to see companies get hacked. Its progress is being closely monitored.'We want to reiterate that residents MUST evacuate their homes and leave the town. 'But we also want to reiterate that this is not an emergency evacuation, there is plenty of time to prepare, secure things and drive out of town calmly.'It is clear that we are dealing with events that we Icelanders have not experienced before, at least not since the eruption in Vestmannaeyjar. We faced that together, we will face this together and we will not lose heart.'The UK Foreign Office has warned the public that a volcanic eruption is increasingly likely.The official statement read: 'Earthquakes and indications of volcanic activity have increased above normal levels on the Reykjanes peninsula, southwest of Reykjavik.'The Icelandic authorities continue to monitor the area closely, particularly the area northwest of Mt Thorbjörn near the Svartsengi power plant and the Blue Lagoon.'On 10 November, a Civil Protection Alert was declared after an intense swarm of earthquakes.'The town of Grindavik was evacuated as a precaution. Some roads have been closed and visitors are advised to stay away from the area.'Keflavik International Airport is operating as normal. While there is no current eruption, it is increasingly possible that one could occur.'Since airlines and holiday companies will continue as normal, travellers should not expect to change their plans.But the UK foreign office has warned travellers that 'no travel can be guaranteed safe'.
