Spain has been widely rejecting applications for citizenship by the descendants of Sephardic Jews expelled from the country more than 500 years ago, according to The New York Times.The Spanish government has extended citizenship to 34,000 people since advancing the 2015 law to redress the “historical mistake” Spain committed when it forced its Jewish population to convert or go into exile in 1492.But according to The New York Times, which cited Spanish government data, while just a single applicant was denied citizenship before this year, 3,000 applications have been suddenly rejected in the past few months and 17,000 others have received no response.The Spanish Justice Ministry defended the rejections, telling the paper that those who met the criteria “are welcome again to their country, but similarly, those who don’t meet the requirements will see that their application is rejected just like they would be in any other process.”“It felt like a punch in the gut,” Maria Sánchez, 60, of New Mexico, whose application was rejected, told the paper. “You kicked my ancestors out, now you’re doing this again.”Both Portugal and Spain passed laws in 2015 granting citizenship to the descendants of Sephardic Jews, measures both governments said were intended to atone for the expulsion of hundreds of thousands of Jews from the Iberian Peninsula during the Inquisition.The window for the Spanish law was supposed to close in 2019, but has been extended until September 2021 for those who began the legal process. The Portuguese law is open-ended.In both countries, the government described the law as an act of atonement for the persecution and mass expulsion of Jews during the Inquisition that began in the 15th century. Many Jews were forcibly converted to Christianity.The term “Sephardic” literally means “Spanish” in Hebrew. It is estimated that Sephardic Jews range between a fifth and a third of the world’s roughly 13 million Jews. For centuries Sephardic Jewish communities have maintained their customs and the Ladino language.

Russian anti-aircraft artillery systems in Syria intercepted a number of missiles launched by Israel in airstrikes this week in an area southeast of Aleppo, according to a Russian military official.The strikes were reported to have killed senior Hezbollah and Iranian fighters.Vadim Kulit, deputy chief of the Russian Center for Reconciliation of the Opposing Parties in Syria, told the Russian news agency TASS on Tuesday that Israeli fighter jets fired eight guided missiles on Monday, seven of which were intercepted by Russia’s Pantsyr-S and Buk-M2 systems, both self-propelled, medium-range surface-to-air missile and anti-aircraft systems.“In a span from 23:39 to 23:51 on July 19, four F-16 fighter jets of the Israeli Air Force entered Syria’s airspace via the US-controlled al-Tanf zone and fired eight guided missiles at facilities southeast of the city of Aleppo,” said Kulit, according to the TASS report.“One missile damaged the building of a research center in the settlement of Safira in the Aleppo governorate,” he said.The comments came amid a new report on Saturday that Russia has “run out of patience” with Israel in Syria and is planning a shift in its policies toward Israeli sorties over the country, according to the London-based Arabic newspaper Asharq Al-Awsat which cited an unnamed “well-informed” Russian source.Syrian media reported two Israeli attacks this past week, on Monday night and early Thursday. It claimed that in both cases most missiles were shot down — though Syria has regularly made such claims in the past, in what Syrian war analysts have generally believed to be empty boasts.But on Saturday, the Saudi-based Al-Arabiya news network reported that Imad al-Amin, a military commander for Lebanese terror group Hezbollah, an Iranian proxy whose members have fought in Syria on behalf of Bashar Assad’s forces, was killed in one of the Israeli airstrikes this week.Hezbollah confirmed on Telegram that al-Amin was killed “while fulfilling his duties” but did not specify when or how, Israel’s Kan public broadcaster reported on Saturday night.Al-Arabiya also reported that a senior official in Iran’s Islamic Revolutionary Guard Corps (IRGC), Sayed Ahmed Qurayshi, was killed under unknown circumstances in Syria this week. A Palestinian assailant who was throwing firebombs and rocks at an Israeli car was shot in the West Bank on Saturday, the army said.Two other suspects were arrested after a chase, the Israel Defense Forces said.The military said the three Palestinians were hurling Molotov cocktails and stones at an Israeli vehicle near the settlement of Mevo Dotan. Soldiers moved to arrest them and thwart a potential terror attack, opening fire in their direction and hitting one suspect. His condition was not immediately known.The other two were apprehended a short while later, the military said.There were no reports of Israeli casualties.The incident comes after a Palestinian teenager was shot and and killed by live fire during clashes with the Israeli army near his hometown of Nabi Saleh, the Palestinian Authority Health Ministry said Friday night.According to the PA, Mohammad Munir al-Tamimi, 17, was shot in the stomach during clashes with Israeli soldiers on Friday afternoon. He was rushed to a hospital in nearby Salfit in critical condition, where he died later that night.The IDF said that it would look into the incident, which it said took place while dozens of Palestinians hurled stones at Israeli soldiers during a riot next to the town.“During the riots, a Palestinian suspect threw stones in a manner that fatally threatened one of the soldiers. The soldier initiated an arrest procedure that included gunfire towards the suspect,” the army said.Friday saw clashes break out at various friction points across the West Bank. AP — The revelation that a documentary filmmaker used voice-cloning software to make the late chef Anthony Bourdain say words he never spoke has drawn criticism amid ethical concerns about use of the powerful technology.The movie “Roadrunner: A Film About Anthony Bourdain” appeared in cinemas Friday and mostly features real footage of the beloved celebrity chef and globe-trotting television host before he died in 2018. But its director, Morgan Neville, told The New Yorker that a snippet of dialogue was created using artificial intelligence technology.That’s renewed a debate about the future of voice-cloning technology, not just in the entertainment world but in politics and a fast-growing commercial sector dedicated to transforming text into realistic-sounding human speech.“Unapproved voice cloning is a slippery slope,” said Andrew Mason, the founder and CEO of voice generator Descript, in a blog post Friday. “As soon as you get into a world where you’re making subjective judgment calls about whether specific cases can be ethical, it won’t be long before anything goes.”Before this week, most of the public controversy around such technologies focused on the creation of hard-to-detect deepfakes using simulated audio and/or video and their potential to fuel misinformation and political conflict.But Mason, who previously founded and led Groupon, said in an interview that Descript has repeatedly rejected requests to bring back a voice, including from “people who have lost someone and are grieving.”“It’s not even so much that we want to pass judgment,” he said. “We’re just saying you have to have some bright lines in what’s OK and what’s not.”Angry and uncomfortable reactions to the voice cloning in the Bourdain case reflect expectations and issues of disclosure and consent, said Sam Gregory, program director at Witness, a nonprofit working on using video technology for human rights. Obtaining consent and disclosing the technowizardry at work would have been appropriate, he said. Instead, viewers were stunned — first by the fact of the audio fakery, then by the director’s seeming dismissal of any ethical questions — and expressed their displeasure online.“It touches also on our fears of death and ideas about the way people could take control of our digital likeness and make us say or do things without any way to stop it,” Gregory said.Neville hasn’t identified what tool he used to recreate Bourdain’s voice but said he used it for a few sentences that Bourdain wrote but never said aloud.“With the blessing of his estate and literary agent we used AI technology,” Neville said in a written statement. “It was a modern storytelling technique that I used in a few places where I thought it was important to make Tony’s words come alive.”Neville also told GQ magazine that he got the approval of Bourdain’s widow and literary executor. The chef’s wife, Ottavia Busia, responded by tweet: “I certainly was NOT the one who said Tony would have been cool with that.”Although tech giants like Microsoft, Google and Amazon have dominated text-to-speech research, there are now also a number of startups like Descript that offer voice-cloning software. The uses range from talking customer service chatbots to video games and podcasting.Many of these voice cloning companies prominently feature an ethics policy on their website that explains the terms of use. Of nearly a dozen firms contacted by The Associated Press, many said they didn’t recreate Bourdain’s voice and wouldn’t have if asked. Others didn’t respond.“We have pretty strong polices around what can be done on our platform,” said Zohaib Ahmed, founder and CEO of Resemble AI, a Toronto company that sells a custom AI voice generator service. “When you’re creating a voice clone, it requires consent from whoever’s voice it is.”Ahmed said the rare occasions where he’s allowed some posthumous voice cloning were for academic research, including a project working with the voice of Winston Churchill, who died in 1965.Ahmed said a more common commercial use is to edit a TV ad recorded by real voice actors and then customize it to a region by adding a local reference. It’s also used to dub anime movies and other videos, by taking a voice in one language and making it speak a different language, he said.He compared it to past innovations in the entertainment industry, from stunt actors to greenscreen technology.Just seconds or minutes of recorded human speech can help teach an AI system to generate its own synthetic speech, though getting it to capture the clarity and rhythm of Anthony Bourdain’s voice probably took a lot more training, said Rupal Patel, a professor at Northeastern University who runs another voice-generating company, VocaliD, that focuses on customer service chatbots.“If you wanted it to speak really like him, you’d need a lot, maybe 90 minutes of good, clean data,” she said. “You’re building an algorithm that learns to speak like Bourdain spoke.”Neville is an acclaimed documentarian who also directed the Fred Rogers portrait “Won’t You Be My Neighbor?” and the Oscar-winning “20 Feet From Stardom.” He began making his latest movie in 2019, more than a year after Bourdain’s death by suicide in June 2018.

BANFORA, Burkina Faso (AP) — Florent Coulibaly, a soldier in Burkina Faso’s army, says he hasn't been sleeping well for the past few months as he is often roused at 3 a.m. to fight jihadi rebels.Until recently life was peaceful in western Burkina Faso’s Comoe province, but an increase in attacks by extremist groups in the country’s west has put the military on edge.“It tires us. It gives us a lot of work. It scares us, too,” said Coulibaly, 27. “We don’t know where (the jihadis) are going to come from. They see us, but we don’t see them. They know us, but we don’t know them.”Over the past six months, his battalion has doubled its patrols from once a week to twice, but Coulibaly says the men are ill-equipped, overworked and worry the area could be overrun by jihadis.Burkina Faso is experiencing an increase in extremist violence by groups linked to al-Qaida and the Islamic State group. Last month, at least 11 police officers were killed when their patrol was ambushed in the north. The country also experienced its deadliest violence in years when at least 132 civilians were killed in an attack in its Sahel region.The jihadi rebels are also expanding their reach within Burkina Faso. Extremist violence centered in the country’s north and east has spread into the west and southwest areas near Mali and Ivory Coast, bringing residents and security forces in those areas to brace for more conflict.The move into western Burkina Faso makes strategic sense for the groups who can use it as a base to extend their operations in West Africa. The thick vegetation gives them cover and the area can give them territorial control over the smuggling route between Gulf of Guinea countries and Mali.Attacks in three regions of Burkina Faso’s south and southwest quadrupled from four to 17 between 2018 and 2019, according to the Armed Conflict Location and Event Data Project. There were nine attacks last year — a reduction that analysts attribute to increased military operations as well as the expansion of violence across the border in neighboring Ivory Coast.In June, a soldier was killed in northeastern Ivory Coast on the border with Burkina Faso, and in March there was an attack by 60 gunmen on two security outposts in Ivory Coast, killing three people.“This attack confirmed the intention of armed groups to target the north of coastal countries. This is likely a new phase in the groups’ strategy to expand into these areas,” said Florent Geel, deputy director-general for Promediation, an international organization focused on mediation.During a trip in April to the towns of Banfora and Gaoua in the west and southwest, as well as one village near the border with Ivory Coast, local defense groups and security forces told The Associated Press they didn’t have the manpower to stem the violence and felt like it was just a matter of time until the area was inundated by jihadis. Civilians also say they’ve started living in fear.Last year, for the first time, jihadis posted notes on classroom doors warning students and teachers to stay away, said a 35-year-old primary teacher in a village in Comoe province who didn't want to be named for fear of his safety. While his village hasn’t been attacked, it has become militarized with checkpoints stoking paranoia among residents.“The situation is deteriorating .. In the past you could leave (the village) at midnight with your motorbike ... But today you are not going to take the risk ... Pointing to a text message on his phone that he received from a security officer informing him that there are more than 60 extremists hiding in a nearby forest, he said news of attacks in the once peaceful area have become almost daily.The Dozos are trying to strengthen their forces and alert the community of the potential for future violence, but want help from the government. An initial review Friday showed the Bootleg Fire destroyed 67 homes and 117 outbuildings overnight in one county.
