Israel Defense Forces Chief of Staff Lt. Gen. Herzi Halevi appeared to confirm on Tuesday a report that Israel aims to flood Hamas’s tunnel network in the Gaza Strip, calling it “a good idea.”“We are seeing a lot of underground infrastructure in Gaza, we knew there would be a lot. Part of the goal is to destroy this infrastructure,” Halevi said in response to a question at a press conference, regarding a report in The Wall Street Journal.“We have various ways [to deal with the tunnels], I won’t talk about specifics, but they include explosives to destroy, and other means to prevent Hamas operatives from using the tunnels to harm our soldiers,” he said.“Therefore, any means which give us an advantage over the enemy that [uses the tunnels], deprives it of this asset, is a means that we are evaluating using. This is a good idea, but I won’t comment on its specifics,” Halevi added.Quoting US officials, the Journal reported that the IDF set up five large water pumps last month near the al-Shati refugee camp in Gaza City, which are capable of flooding the tunnels within weeks by pumping thousands of cubic meters of water per hour into them.The officials said Israel alerted the US about the plan last month, but has not yet decided whether to implement it.Speaking to the press, Halevi said Tuesday that the military was encircling southern Gaza’s Khan Younis as it launched the “third phase” of its ground offensive against Hamas in the Strip.Israel has vowed to topple Hamas after Palestinian terrorists stormed across the border from Gaza on October 7, slaughtered some 1,200 people, mostly civilians, and took around 240 hostages.“After 60 days since the beginning of the war, our forces are surrounding the Khan Younis area in southern Gaza. At the same time, we are working to deepen the achievement in the northern part of the Strip. Anyone who thought that the IDF would not know how to resume the fighting after the truce was mistaken. Hamas is feeling this strongly,” Halevi said.“In the last few days, many operatives, including senior commanders, were eliminated,” he said.On Tuesday evening, the IDF released footage and a photograph showing senior Hamas commanders inside the terror group’s tunnels in the northern part of the Gaza Strip several months ago, and said five of those in the picture were killed in Israeli airstrikes since the war began, including Wael Rajab, the deputy commander of Hamas’s northern Gaza brigade.Said Halevi: “We captured many Hamas strongholds in northern Gaza, and now we are operating against its centers of gravity in the south.”“We are operating with professionalism, clearing the [Palestinian] population ahead of time from the combat areas. We are striking Hamas above and below ground, from the air, land, and sea,” he said.The commander of the army’s southern command said earlier that troops were operating “in the heart of Khan Younis,” calling Tuesday the most intense day of fighting yet.“They ask us a lot about the destruction in Gaza. Hamas is the address, [Hamas leader Yahya] Sinwar is the address. Our forces find in nearly every home weapons, terrorists. We understand that part of their way of operating is to leave weapons in the homes, a terrorist comes to the home in civilian clothing, and fights from there,” Halevi said.“This requires heavy firepower, to strike the enemy and to protect our forces. That’s why they are operating with great power, but at the same time working to avoid harm to those who are uninvolved, as much as possible,” he said.Responding to a question regarding the entry of aid to the Gaza Strip amid the ground offensive, Halevi said the IDF is making “great efforts” to ensure it is only fighting Hamas, and not harming the Palestinian civilian population.“Our enemy is Hamas, not the population in the Gaza Strip, and therefore there is humanitarian aid including fuel, which allows the hospitals, water pumps, purification plants, to prevent diseases that can spread,” he said.“It is important to note that the State of Israel, and the IDF, are operating in a justified war, and we live in a world that enables us to do this, and understands our justified war. As long as we differentiate between the enemy and the population, we will be able to deepen our achievements, to fight more, find more [Hamas] commanders, to destroy more infrastructure,” Halevi added.The rising death toll and unfolding humanitarian crisis in Gaza have sparked outrage in much of the world. The Hamas-run health ministry in Gaza says Israel’s military campaign, in response to the terror group’s murderous attacks, has killed more than 16,000 people so far, most of them women and children. Those figures cannot be independently verified, and are believed to include both Hamas terrorists and civilians, and people killed as a consequence of terror groups’ own rocket misfires.According to military estimates, some 5,000 Hamas members have been killed in the Gaza Strip, in addition to more than 1,000 killed in Israel during the October 7 onslaught.In his statement, Halevi said the IDF’s military pressure on Hamas has advanced the goals of the war, including the return of the hostages.“We are doing everything to return the hostages,” he said.Responding to a question on the well-being of the hostages, Halevi said the IDF is working constantly to find out information on the hostages.“We don’t have full information of course. We are working to release them, and not to harm them,” he said.“Regarding the female hostages, we have great concern for everyone who is held by Hamas. And we know why we are worried,” he added, in an apparent reference to claims of sexual violence against those being held in Gaza.Though the army’s focus remains on the Gaza Strip, Halevi said operations were continuing in the north, where hostilities have also resumed since a weeklong truce ended on Friday.Halevi said the military knew in advance that Hezbollah would resume its attacks. “We prepared for this, and we are operating with determination against anyone who is preparing or carrying out attacks on civilians or soldiers,” he said. “We are exacting a heavy price from Hezbollah, which the group tries to hide, it knows why.”Halevi said the IDF was working to allow civilians to return to their homes in border communities in the north and south as soon as possible.“We know we will need more forces on the border, better abilities… This is what we will do,” he said. “We will do everything to amend what was harmed. But for the living, for the continued living in Israel, these amends are necessary.”Turning to an incident in Jerusalem last week, in which civilian Yuval Castleman was killed by a reservist who mistook him for a terrorist, Halevi said soldiers should not shoot at someone putting their hands up.Staff Sgt. Aviad Frija was one of two off-duty troops who responded to a terror attack at a Jerusalem bus stop on Thursday, shooting at the two assailants but also at Castleman, an armed civilian who had also opened fire first at the terrorists.Yuval Castleman. (Courtesy)-Frija, who opened fire at Castleman after he had put his gun down and was holding his hands in the air, was arrested Monday.Halevi said the military shows its appreciation for Castleman’s “brave” action in taking down the Hamas gunmen. “This truly is heroism,” he said.“At the same time, we emphasize the need to stick to the basic and required rules in complex situations like these, shooting in a civilian environment,” he said. “Do not shoot when the threat is lowered, and we do not shoot at those who put their hands up.”He noted that the incident, during the Jerusalem terror attack, was still under investigation.On the West Bank, Halevi said the military has seen major success against terror. He said more than 1,200 Hamas members have been arrested in recent weeks, and many others who were planning attacks, or had carried them out, were killed.

Environmental experts called on the defense establishment Tuesday to carefully weigh the long-term environmental implications of reported plans to flood the immense network of tunnels in the Gaza Strip with seawater to flush the terrorists out.Quoting US officials, The Wall Street Journal reported Monday that the Israeli army last month set up five large water pumps near the al-Shati refugee camp in Gaza City, which are capable of flooding the tunnels within weeks by pumping thousands of cubic meters of water per hour into them.Under normal circumstances, rain falls to earth and percolates down into subterranean storage areas, or aquifers. This groundwater is pumped up into wells to supply drinking water.Gaza is home to more than two million people and is one of the most densely populated places on earth. The enclave’s only sweet-water supply comes from a shallow aquifer running parallel to the Mediterranean coast.That has been so overpumped and the subterranean water levels have dropped so far that seawater has entered the aquifer and mixed with the little sweet-water that remains.The aquifer’s water quality has been further eroded by sewage, and agricultural chemical runoff, to the extent that 97 percent of Gaza’s freshwater no longer meets World Health Organization (WHO) water quality standards.Even before the war, most Gazans relied on private water tankers and the yield of small desalination plants for drinking water.Following  Hamas’s invasion of Israel on October 7, in which terrorists murdered some 1,200 people and kidnapped 240 others, Israel turned off three pipelines carrying drinking water into the strip. Under US pressure, it subsequently reopened two of them, and during the recent pause in fighting to release hostages, allowed in more of the fuel needed to pump the water from the Israel-Gaza border into the enclave.Still, Gazans are desperately short of clean water.Prof. (Emer.) Eilon Adar of the Zuckerberg Institute for Water Research at Ben-Gurion University of the Negev, in southern Israel, said that further potential ecological damage to Gaza’s aquifer by flooding the tunnels would depend on the quantity of water and the reach.Stressing that he was neither an expert on the issue nor involved with the Defense Ministry’s reported plans, he said that the pumping of a relatively small amount of seawater affecting the area between the Mediterranean coastline and the point where sea- and sweet-water were mixing anyway would have minimal consequences.That latter point lies anywhere from tens to several hundreds of meters inland from the Gazan shore.But if several million cubic meters were pumped into the tunnels, and seeped into the aquifer, “the negative impact on groundwater quality would last for several generations, depending on the amount that infiltrates into the subsurface,” he said.Israel would hardly feel the effect, he went on, because the coastal aquifer’s water flows from Israel to Gaza.Nevertheless, Adar added, he would “hesitate about destroying a massive natural resource.”“As a citizen, despite the disaster that we experienced on October 7, I still think that in the long run — and we have to think of the future — it would be politically and morally incorrect to have a thirsty neighbor,” he said.Another water expert, who asked not to be named, said tunnels, carved out of porous sand, would need to be flooded several times.Some of them were built to bring terrorists into Israel, he added. If seawater entered those sections, it could salinate Israeli wells close to the Gaza border.Prof. Hadas Mamane, who heads the Environmental Engineering Program at Tel Aviv University, said the environmental impacts of all options for destroying the tunnels had to be considered, and their effects on the air, water, soil, hydrology and ecology tested in advance.Blowing up weaponry in the tunnels could also have environmental consequences, she added, if dangerous toxic materials and heavy metals seeped into the groundwater.“You don’t look at what’s best but what’s the least worst solution,” she said.Both the IDF and the Defense Ministry said they had no comment.The officials cited by The Wall Street Journal said Israel had alerted the US about the plan last month, but had not yet decided on whether to implement it.The report said opinions in the Biden administration about the idea were mixed.It also noted it was unclear whether the IDF would move to flood the tunnels before all of the hostages that Hamas and other Palestinian terror groups abducted during the October 7 onslaught were freed, due to the apparent risk that would be posed to hostages being held underground.

MONTREAL, Canada (JTA) — Despite a foot of snow in Montreal and chartered buses that never showed up in Toronto, thousands of Canadian Jews assembled on Parliament Hill in Ottawa on Monday to voice solidarity with Israel and decry a rise in antisemitism.The rally’s speakers included several prominent Canadian politicians, Jewish leaders, college students who feel unsafe on campus and family members of Israelis taken hostage or killed by Hamas on October 7.Local Jewish leaders called the event, organized by Jewish federations across Canada and the Centre for Israel and Jewish Affairs, a historic gathering. But 17 of 70 chartered buses did not show up to pick up rally-goers in Toronto, just weeks after a similar incident in Detroit before a massive pro-Israel rally in Washington.Organizers called the no-show bus company antisemitic.“Despite charging in full in advance and confirming its participation, the company did not send a single bus and has declined all communications while refusing to provide any explanations,” said Adam Minsky, president and CEO of United Jewish Appeal Federations in Toronto.“We are driven to the view that this shameful decision is intended to disrupt our peaceful rally out of hatred toward Jews,” he added. “What happened today is sickening and outrageous. We will respond aggressively with every legal and public affairs tool at our disposal.”Israel’s ambassador to Canada Iddo Moed, Liberal Party member of parliament Anthony Housefather and deputy Conservative Party leader Melissa Lantsman all spoke on Monday.“This is not 1943. I’m grateful that Israel exists and has an army to fight back against those who launched this pogrom,” said Housefather, who is Jewish and represents Montreal’s heavily Jewish Mount Royal district.Raquel Look, whose son Alexandre was murdered at the music festival in southern Israel attacked by Hamas on October 7, called on Canadian politicians to take more action against antisemitism. Hate crimes against Jews — including multiple incidents that have involved Molotov cocktails thrown at Montreal-area synagogues and Jewish centers — have spiked across Canada.“Our sorrow is deep and immeasurable, but today we want to channel this immense pain into a call for action,” Look said. “Please let us honor his memory by standing up against the forces that seek to destroy Jewish and Canadian values we hold so dear.”

Defense minister establishes directorate to restore security to northern Israel-Northern Horizon will strengthen security measures in communities close to Lebanese border to lay the groundwork for tens of thousands of displaced people to return home-By ToI Staff 5 December 2023, 7:08 pm 0

Defense Minister Yoav Gallant on Tuesday announced the establishment of a new directorate within the Defense Ministry that will focus on strengthening security along Israel’s northern front.Israel’s northern communities have been pummeled by rocket fire and shelling carried out by Hezbollah and allied Palestinian groups during the ongoing war with Hamas in Gaza.In a statement following a situational assessment on Tuesday, Gallant announced that the directorate, dubbed Northern Horizon, will work to strengthen and improve both civil and security infrastructure in residential areas up to nine kilometers (5.6 miles) from the Lebanese border, allowing an opportunity for displaced residents to return home.The directorate will work to ensure that civilian standby units receive improved training and weapons, and that communities are fortified with new gates, fences, lookout posts and a primary operation center with command capabilities.Some 200,000 people from the north and south of Israel have been internally displaced since October 7, when thousands of Hamas-led terrorists burst into southern Israel, killing more than 1,200 people, seizing some 240 hostages and destroying property across more than 20 different communities.In response, Israel launched an aerial operation and subsequent ground campaign, vowing to eliminate Hamas and bring the hostages home.At the IDF operated against Hamas in Gaza, repeated skirmishes with Hezbollah and other groups on the northern border led to the decision to evacuate residents from dozens of northern communities, with no indication when they will be able to return home.“In light of the complexity in the north and our desire to create conditions to return residents to their homes, the first action that needs to be made is to take care of everything that happens in the communities; for their protection, for activity within them, for a normal life, for the protection of the bloc and the restoration of infrastructure,” Gallant said, and added that the project will be implemented alongside additional security measures.The directorate will work in cooperation with local municipalities and the IDF, and decisions will be made following assessments of the security situation as it continues to develop.It will aim to complete the work started in 2018 during the government’s Defender of the North project. Defender of the North was aimed at protecting public, institutional and private buildings up to nine kilometers away from the northern border.Since the start of the war with Hamas in Gaza, the northern border has seen near-daily skirmishes as Hezbollah attempts to tie down troops with a steady stream of low-level clashes and attacks.Since the cross-border exchanges began, six soldiers and three civilians have been killed on the Israeli side, and 107 people have been killed on the Lebanese side, including at least 14 civilians, according to an AFP tally.Hezbollah has said that 79 of its members have been killed since the war’s outbreak in southern Lebanon.Emanual Fabian contributed to this report.

At a Knesset Health Committee meeting on Tuesday, a Health Ministry representative said that the hostages recently freed from captivity in Gaza were given tranquilizer pills by Hamas before their release.The drugging would have been aimed to make the hostages appear calm and happy after suffering physical abuse, deprivation, and psychological terror in Gaza for more than 50 days.Dr. Hagar Mizrahi, head of the Health Ministry’s medical division, specifically named the drug as Clonazepam. Two weeks earlier, more than 50 students, some banging drums, some chanting into a megaphone, had staged a nine-hour sit-in in the school’s lobby. It was one of many such protests on campus.“They were saying things like ‘Zionists get out,’ and ‘Israel go to hell.’ Most of the world is not safe for Jewish people and the facts are, Israel is important for a lot of reasons; namely, it’s a safe haven,” said Saidak, who describes herself as a non-Zionist secular Jew.Nearly eight weeks before, on October 7, thousands of Hamas-led terrorists had stormed across Israel’s border, killing 1,200 people, mostly civilians, and kidnapping 240 more into the Gaza Strip. The Australian Competition and Consumer Commission (ACCC), the nation’s digital identity competition regulator, is issuing  a limited tender to build the platform that will house its national digital ID system. It has invited just 5 to 10 vendors to submit a request for quote on the platform, and refuses to share if any local suppliers are among them or how much the project will cost, according to InnovationAus.The RFQ issued last week on the BuyICT platform sought to find an “experienced provider” to develop the digital ID system. It has only invited 5 to 10 companies to submit a request to bid on the platform. The listing says it is seeking a one-year contract that would start in January and can be extended for one 6 month term.Australian companies outside the chosen few are frustrated at being deprived of the opportunity to bid on what will be an essential part of the plan for the Australian Government’s Digital ID System (AGDIS). Over the past five years of development, the digital ID project has already cost over $600 million.A spokesperson for the ACCC says that it cannot disclose who was approached until the tender closes on December 13th. It will close sooner if all invited applicants respond before the deadline.Courtenay Hollis, co-founder of Australian IT firm Imminently, says the limited tender is “inappropriate” in the development of a platform that will govern a system managing Australians’ biometric data.He says that inviting a select few suppliers who are likely to be large multinational companies with dedicated national sales teams limits what can be done through local suppliers. “It’s not creating a genuine opportunity to understand local innovations and achieve value for money assessments,” he tells InnovationAus.com.The Digital Marketplace, which is now part of the BuyICT platform, began as a way to connect smaller suppliers with more opportunities. Increasingly, however, it is used to “select source” preferred companies. “It has gotten out of control to the point that I believe it breaches the Government’s anti-competitive laws,” says Hollis.Sometime next year, it will be put into law that the ACCC is the formal regulator of AGDIS, according to the report. It will oversee the digital ID accreditation scheme and operation of the system, and manage accreditation for approved digital ID providers. Last month, the organization began recruiting directors to manage the accreditation team.

Rank One Computing (ROC.ai) has announced the launch of their iris recognition software, complementing its established business lines in face and fingerprint biometrics, as well as weapons and object detection.In NIST’s IREX evaluation, ROC.ai has the fastest mean search speed of all vendors at 0.11 seconds when tested on a database of 1 million iris scans, with an algorithm submitted in October. It also has a true match accuracy in searching two eyes at 99.3 percent and false positive identification rate of 1.0 percent.According to a release, ROC.ai managed to create an algorithm with a competitive speed in less than six months, demonstrating the potential of American biometrics companies. Its algorithm is 100 times faster than those of NEC, Idemia, and Thales.The company notes that iris biometrics are gaining traction in sectors like national security and access control, due to the modality’s high accuracy.ROC.ai is also the top ranking global face recognition provider in combined accuracy and efficiency. Earlier in the year, ROC.ai announced its first fingerprint matching algorithms. Its tenprint fingerprint segmentation algorithm achieved the top rank by NIST for accurate segmentation of biometrics with a 95.7 percent accuracy for detecting 8 fingers.“We’re developing from the ground up, here in the U.S., and competing head-to-head with established foreign biometric giants,” says Scott Swann, CEO of ROC.ai. In basketball, palming is technically a carrying violation, but palming for a beer is now allowed for fans of the Leuwen Bears, a Belgian hoops club that has partnered with Perfect-ID to enable purchases using palm biometrics with its Palmki platform.  According to a release, the system was formally launched last month when Perfect-ID’s director, Marc Strackx, scanned his palm with Palmki to purchase a frosty Stella Artois, which sponsors the Leuwen Bears.“Palm payment is an innovative and secure way to complete transactions, and we are confident it will significantly enhance the fan experience at Leuven Bears games,” says Strackx. The Palmki biometric digital identity verification palm key, based on palm vein biometrics, operates through the cashless closed payment system Ping.Ping, which allows users to load funds onto an account associated with their palm scan. “As the European Capital of Innovation, we always strive to break new ground when it comes to innovation,” says Johan Geleyns, Leuven’s Alderman for Sport and Trade. “Palmki’s technology brings together everything that Leuven excels in: top sports, innovation, and welcoming hospitality.” The deal is Palmki’s second with a pro sports team in Belgium, following a contract with football club KAA Gent.Experience Palmki in the flesh at new center in Hasselt.Biometrics professionals who are in Belgium to take in a Leuven Bears game now have the option of taking a forty-five minute jaunt to visit the new Palmki Experience Center in Hasselt, about 60 kilometers to the east. The center at Bedrijfsstraat 2 will serve as Palmki’s new office, but also provide a showcase space for the company’s vascular pattern recognition technology. Visitors can expect a comprehensive palm vein biometrics experience right out of the gate, which literally must be opened with a palm scan. Palm registration, payment account access and on-site palm payments all figure into the deal, as do demos of seamless biometrics enrollment, time and attendance control and double authentication. Palmki has been making strides in bringing biometrics to large event venues in Belgium and the Netherlands.

The lack of a data protection impact assessment has scuttled Kenya’s government’s rollout of the Maisha Namba national digital ID project, with the country’s High Court ruling it must pause. The court intervention is a repeat of a decision that ultimately marked the beginning of the end of the digital ID scheme’s predecessor, Huduma Namba.The implementation of the associated chip-bearing physical identity card, digital ID, unique personal identifier (UPI) and National Master Population Register must all halt until the project is compliant with Kenya’s Data Protection Act, TechCabal reports.The legal challenge was mounted by civil society groups including constitutional lobby group Katiba Institute, Nubian Rights Forum, the Kenya Human Rights Commission and Defenders Coalition.Section 31 of the Data Protection Act requires the government to perform a data protection impact assessment before processing digital identity data, according to the Kenya edition of Nation.Citizen TV Kenya also reports the ruling found that public participation and communication was inadequate.Katiba Institute argues that all biometric and biographic data enrolled during registration was illegally collected, and that the government does not have a legal basis for the digital identity system.The previous attempt at standing up a national digital ID, the Huduma Namba scheme of former President Uhuru Kenyatta’s government, was shuttered by William Ruto’s government at least in part because of a lack of engagement with Kenyans. The project was also criticized for inadequate privacy protections, and some lawmakers have called for a probe into what the government got out of the ten billion Kenyan Shillings (over US$69 million) it allegedly spent on Huduma Namba.Huduma Namba’s rollout was halted by a High Court ruling that it did not comply with the Data Protection Act due to the lack of data protection impact assessment, in a challenge also brought by Katiba Institute.

Facial age estimation, biometric photo ID matching, bank or mobile ID and digital wallets are all effective options for age verification to keep minors from accessing online pornography, according to newly proposed guidelines from Ofcom, the UK’s regulatory body for communications.In a news release, Ofcom lays out the numbers on digital pornography, saying that the latest research from the UK Children’s Commissioner shows that the average age at which children first see online pornography is 13. More than a quarter encounter it by age 11, and ten percent see it as young as 9. Nor is it just sex the kids are being exposed to: 79 percent have seen pornography that features violence or degrading acts.“Pornography is too readily accessible to children online, and the new online safety laws are clear that must change,” says Ofcom CEO Dame Melanie Dawes. “Our practical guidance sets out a range of methods for highly effective age checks. We’re clear that weaker methods – such as allowing users to self-declare their age – won’t meet this standard.”Dawes says that under the Online Safety Act, sites or apps hosting pornographic content must implement “highly effective” age assurance checks that provide “robust protection to children from stumbling across pornography.” On the other hand, they should also “take care that privacy rights and freedoms for adults to access legal content are safeguarded.” Personal data protection and privacy are the biggest concerns that most adults have about age assurance, and as such Ofcom emphasizes that all approved methods are subject to the UK’s data privacy laws.Ofcom’s list of effective age assurance and verification technologies includes biometric options and the use of digital identity wallets. Photo ID face matching with liveness checks, as well as biometric face scans for facial age estimation are among the tools that get the thumbs up. But Ofcom also recognizes the speed at which available digital security technology can change. “Given the technology underpinning age assurance is likely to develop and improve in future, “ it says, “our guidance includes a non-exhaustive list of methods that we currently consider could be highly effective.”One suggestion is the establishment of a “challenge age”, wherein anyone estimated to be under a certain age threshold would face additional checks. “We are aware that a wide range of age estimation methods exist,” Ofcom says, but “at present, we have only proposed including facial age estimation in our guidance, as we do not have evidence to suggest that other methods of age estimation are currently capable of being highly effective, are sufficiently mature technologies, or are being deployed at scale. We will continue to review this position over time as technologies evolve.”One thing is explicitly clear: legacy verification methods will no longer cut the mustard. Self-declaration of age, online payment methods that do not require users to be 18, and general terms and conditions are “weaker methods” that do not meet the standards of Ofcom’s draft guidelines.Ofcom says it will publish its final guidelines in 2025, in anticipation of them becoming law thereafter. This could prove to be an optimistic projection. A previous attempt to mandate age verification for porn sites died after getting mired in debates over potential privacy concerns. Porn providers continue to argue that the risks of potential data leaks from age checks could have serious consequences.That said, the issue of age checks for porn, social media, online gambling and other age-restricted content remains a red hot topic in regulatory and biometric circles.

Deutsche Telekom and Bielefeld University are partnering for the self-sovereign access management (SESAM) university cooperation project in which experts from Deutsche Telekom and T-Labs, the company’s research and development team, introduced concepts pertaining to digital identity and self-sovereign identity (SSI) to over 100 IT students at the university.The SESAM project focuses on improving access control to efficiently manage office spaces shared between multiple companies. SSIs make it possible to share only required information from the ID in order to grant access.Students broke up into 11 teams and were tasked with developing apps to manage room access and display employee login for hypothetical customers. Students were in contact with the full-stack development team at Telekom IT and had access to some on-site. They also regularly met for check-ins and progress updates.This hands-on project provides networking opportunities and prepares students for internships and entry level positions. The project also reflects T-Labs decentralized systems research focus area.Deutsche Telekom recently began collaborating with two new customers for digital identity wallets as part of its larger digital ID strategy.

California regulators have published draft rules for automated decision making.Broad and sweeping guidelines would govern consumer access and opt-out rights regarding use of the algorithms by businesses collecting personally identifiable data including biometrics.Business advocates say what has been released is unworkably vague. If approved, the regulations would be nestled in California’s Consumer Privacy Act, or CCPA.The agency’s draft defines automated decision-making technology as “any system, software, or process,” which is indeed broad. A representative of tech lobby organization NetChoice told Bloomberg Law that flipping a coin would fit the bill as neatly as profiling.As part of the proposed rules, a business would have to tell consumers before they use a biometric or other AI decision-making service and that they can opt out of the AI and get more information about it. They would also have to perform risk assessments for each system that poses a significant risk to people’s privacy by processing their information.The examples of effected systems provided in the California Privacy Protection Agency’s announcement include facial recognition for consumer behavior analysis and profiling for behavioral advertising. Monitoring worker productivity with keystroke logging or speech recognition is also explicitly identified as falling under the proposed regulation.There are exceptions available to some businesses that appear to be highly contextual.Members of the board at California’s privacy agency will hold a public meeting meet to discuss the draft rules on December 8. There is no date yet set for binding votes, although the process is expected to end next year.

So too have criticisms rocked a similar move in the Bengal region of India where regional authorities have directed the collection of biometrics for the registration of marriages, separate from biometrics collected for the Aadhaar digital ID. Observers say these duplicative databases do not only sometimes breed inconveniences, they also present great data security risks.Group tells Nigerian govt to link student loan database to NIN-Felix Attah Nnalue, senate president of the National Association of Nigerian Students (NANS) has called for a review of the Student Loan Act to allow for ID verification of beneficiaries using their biometrics and National Identification Number (NIN).NIN is already used for other student-related activities in Nigeria like JAMB exams registration, and it is issued by the National Identity Management Commission (NIMC).Nnalue, a social activist, said a review of the law, officially known as the Access to Higher Education Act 2023, is necessary in order to clear some of the barriers that limit the scope of beneficiaries, The Cable reports.In June, Nigeria’s President Bola Ahmed Tinubu enacted the legislation which is designed to provide interest-free loans to a certain category of young Nigerians who are thirsty for tertiary education. Key points of the law are detailed in an explainer by Premium Times.Among the requirements for eligibility is the fact that the student’s income or that of their family must be less than 500,000 Naira (US$631) per annum.Nnalue feels this requirement is discriminatory. “We want the students’ loan to cover every category of students,” he said as quoted by The Cable. He also reiterated his support for the National Education Repository and Databank (NERD) to manage the loan scheme which, he says, should be linked to the biometrics and NIN of beneficiaries.According to Nnalue, the NERD should be the only platform through which the loan scheme is managed since it will be the body responsible for handling all the data of potential recipients of loan payments.Linking the NERD to the NIMC database would be consistent with the position of the government to harmonize all government databases in the country and create one central repository.Criticism trails biometrics collection for marriage registration in Bengal-In a similar development, a recent move to collect biometrics afresh for marriage registration in the Indian region of Bengal has also faced criticism.This has been in force since November 1, and officials say the idea is to reduce incidents of bigamy and polygamy, per India Today.As part of the criticism, an editorial by the Times of India questions why Bengal authorities have to capture biometrics separately for that purpose, whereas there is the main Aadhaar database which has the biometrics of almost every Indian citizen.To the outlet, it would make more sense for the authorities to use the Central Identity Data Repository of the Unique Identification Authority of India (UIDAI) which is already well established.The editorial argues that creating several databases for different purposes is a good recipe for security risks, and that data encryption alone is never enough to deter data thieves.Indians’ personal data has been exposed in several data breaches of ID information in the recent past.

Image quality assessment algorithms are getting better at detection specific defects that will impact face biometrics match success, according to a new report from the U.S. National Institute of Standards and Technology.NIST’s Face Analysis Technology Evaluation (FATE) Part 11 report evaluates algorithms for Face Image Quality Vector Assessment, in terms of their performance for Quality Specific Image Defect Detection (SIDD).The latest evaluation adds a pair of submissions from secunet, as well as modified measures for subjects with open eyes and mouths, and occluded faces. The measurement modifications were made to better align the test with the specifications of ISO/IEC 29794-5:2024.Prior submissions have been entered by Digidata, FRP LLC, Neurotechnology, Rank One Computing, Fraunhofer IGD, Idemia, Dermalog and Seamfix, along with two prior submissions from secunet.All of the 13 “algorithms submitted have some success at measuring various quality-related parameters.”The evaluation evaluated a use case involving machine-readable travel documents, how long it takes to produce results, and how accurately algorithms count the number of faces in a frame. Assessments of yaw, pitch and roll angle, as well as background uniformity, resolution, and under- and overexposure are also evaluated. Algorithms were also evaluated for detection of eyeglasses and sunglasses, and motion blurring.Algorithms from secunet delivered a particularly sharp decrease in false non-match rate (FNMR) as its quality assessments were used to discard lower-quality images.

Rapid changes in biometric technology are a challenge to regulators, while legislative approaches to applications such as keystroke and eye tracking are increasingly out of date, according to Australia’s new national privacy commissioner, Carly Kind.Kind, a human rights lawyer and founder of UK privacy organization the Ada Lovelace Institute, was named the country’s new Privacy Commissioner last week. Kind is expected to take her place in February alongside Elizabeth Tydd, who has been appointed as the new Freedom of Information Commissioner.The move was seen as significant as it returned Australia’s privacy office to its original structure for the first time in eight years. Previous Information Commissioner Angelene Falk had been covering both the privacy and Freedom of Information files.In an interview with the Australian Financial Review, Kind says that biometric technologies are not only used to identify people but increasingly to classify and categorize them based on gender and race, or even emotions.“I think there’s a real mismatch between how quickly biometric technologies are moving and how well they are appropriately regulated in many different jurisdictions,” she says.Biometric data is considered sensitive information under the Privacy Act, but limited recourse is provided for citizens if their biometrics are misused. Australia has had a chance to learn from other jurisdictions as it seeks to strengthen its own protections, according to Kind.Last Friday, Australia’s federal government introduced the Digital ID Bill in the Senate to formally establish and provide a framework for the country’s digital ID system. According to the draft, new powers would be given to the Privacy Commissioner as a regulating authority.Kind added that her background in civil society rather than the private sector has left her “free of some of the conflicts of interest” that some people working in the data privacy field have. She also added that she is closely engaged in efforts to regulate artificial intelligence in the UK and Europe and through the United Nations.“I think it’s clear that something in the way of novel regulatory approaches are needed for AI,” she says.

The Modular Open-Source Identity Platform (MOSIP) has achieved a new landmark in its efforts to support non-proprietary digital ID ecosystem initiatives around the world as the Indian firm says more than 100 million digital and civil identities based on its open-source software have now been issued in all partner countries.From 2018 when the platform launched, to now, MOSIP says it has been relentless in all-out efforts to offer counties the opportunity to “customize, scale, and own core components of their digital public infrastructure” one of which is digital ID.The number of countries joining MOSIP’s ecosystem of partners has been expanding and as open-source digital ID projects keep cropping up.The platform is at various stages of adoption and implementation in 11 countries in Africa and Asia.MOSIP says this milestone would not have been reached without the active accompaniment of implementing countries, technology developers and research institutions which have over the years “worked tirelessly to design, test and implement MOSIP-based systems with us.”“The trust that countries have placed in MOSIP has been pivotal to its success. The Department of Information and Communications Technology (DICT) of Papua New Guinea has issued a Request for Information (RFI) for its national digital ID project, along with six others touching on the country’s digital public infrastructure (DPI) development.The deadline for submissions in response to the RFIs is December 8, according to an announcement from the department.The RFIs are being solicited within the framework of the country’s Digital Government Act 2022 and the GovPNG Technology Stack.Other than the digital ID ecosystem, the other areas to be covered by the RFI include digital government portal solutions, internet payment gateway solutions, interoperability (a secure data exchange platform), a national cyber coordinating center (N3C), and a national cyber security center (NCSC).RFI deadline for the seventh project – the Cyber Advisory Service – closed last month.DICT says the purpose of seeking these FRIs is to “gather information and explore potential solutions to establish a secure, reliable, and cost-effective infrastructure for government agencies to drive innovation and improve the delivery of digital services to citizens, businesses and within government.”The solicited RFIs are for planning purposes, the DICT notes, adding that intentions for any procurements arising from them will be the subject of a different process which shall be carried out in respect of the country’s public procurement regulations.“As we explore the possibilities of modernizing our identity management systems, we are interested in understanding the latest technologies, best practices and potential partners who can support PNG in this endeavor,” a part of the note announcing the RFI reads.Papua New Guinea intends to issue digital IDs to all its citizens by 2025.Information solicited by the DICT includes an overview of the profile of interested organizations; their software, hardware and capabilities; security and privacy measures; usability and accessibility; integration capabilities; scalability and future-proofing; project references; cost structure; data protection and compliance; timeline and implementation; support and maintenance; and partnerships and collaborations.The RFI, the government says, will enable it make an informed decision on the pathway to pursue in the development of its digital ID ecosystem and how it can support its digital economy development in line with its development projections.The country is also working with India to tap from the latter’s vast pool of DPI experience.

The increasing demand for age assurance tools to protect youth online is prompting new investments in biometrics and digital identity verification.Projects receive funding to fight online child abuse and exploitation.Safe Online, which bills itself as “the only global investment vehicle dedicated to keeping children safe in the digital world,” has staked $2 million to support ten innovative projects across the sector focused on age assurance and preventing online child sexual exploitation and abuse (CSEA).A release from Safe Online emphasizes the particular focus on the live streaming of abuse. The organization’s director, Marija Manojlovic, says the current social and regulatory approach to the issue is fragmented and reactionary. “With these ten new projects,” she says, “Safe Online is promoting a unified and proactive approach that focuses on upcoming legislation, new and emerging technology and tackling rapidly evolving threats.”Recipients were selected based on relevance, potential scalability, strength of research, context against global and national comparables, and solid legal underpinning. Selected organizations include several names from both the private and public ends of the biometrics and digital ID spectrum. Yoti was given the nod for its Level Playing Field project aimed at expanding monitoring and secure verification capabilities in the CSEA ecosystem through digital ID, age assurance, identity verification and e-signatures. The company has firmly established itself as a leader in biometric age estimation. However, a new report from the UK’s communications regulator suggests what many parents already know: without age assurance tools that use biometrics or other ID channels to authenticate a person’s age, age verification is mostly perfunctory.According to Ofcom, 22 percent of 8-17-year-olds with at least one social media profile have their user age set to over 18, putting them at greater risk of seeing adult content. Dozens of civil society organizations have renewed their demand that the EU stop expanding the capabilities of its biometric asylum-registration infrastructure.Expressing their opposition in an open letter, they say expansion likely will threaten the human rights of would-be migrants. A similar statement with overlapping authorship was published in 2021.The portfolio of the Eurodac database system, which began recording the fingerprints of asylum seekers 20 year ago, would grow significantly if pending legislation passes. An upgrade, referred to as a recast, to Eurodac has been debated for almost a decade, and it is difficult to know where it eventually will land.Face biometrics of asylum-seekers and irregular migrants would be included in the upgrade, according to tentative agreement in 2018 between the European Parliament and European Council, two-thirds of the bodies needed to enact a law. The EU Commission is the third.The proposal also calls for lowering the age at which subjects could be fingerprinted from 14 years old to six years old, and EUobserver reports an agreement is imminent. As well, Europol would be given a more streamlined process for searching Eurodac, a loose acronym for European Dactyloscopy Database.Proponents say it would bolster criminal and terror investigations and better manage the flow of migrants before, during and after they arrive at the EU’s external borders.Migrant and privacy advocates don’t see it in the same light.They say the new Eurodac would pull in more biometric and document records from more people in more categories: those being resettled and relocated, those who’ve been aided in search-and-rescue operation and those arrested in the EU’s borders.They also cite accuracy and bias statistics of facial recognition algorithms.Signatories include European Digital Rights (EDRi), Privacy International, the Helsinki Foundation for Human Rights and Access Now.Eurodac is a component of eu-LISA, the EU Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice.

A rare Biometric Information Privacy Act win for the defense has been recorded in the U.S. state of Illinois.Health care workers in some instances are not protected by BIPA, an Illinois law that requires private organizations to get written consent from people before collecting biometric data and inform them of how it will be managed.The Illinois Supreme Court unanimously found that no consent is required when a health care worker is required by an employer to submit to a fingerprint scan to access drug cabinets. The defendants were med-tech firm Becton, Dickinson and two Chicago area hospitals that used the company’s cabinets to store restricted substances and medications.The justices said they were not giving a categorical exclusion to health care workers.Virtually every other BIPA case has ended in a victory for the plaintiff or settlement.The plaintiffs in this court case (No. 129081) felt that BIPA creates an exclusion for patient information. But the justices said the “plain language” of the law make it clear that the legislature intended to exclude health care workers as well as patients from protection of their biometric data.Lawmakers that wrote BIPA created protection exclusions for some classes of biometric data, including data related to the federal Health Insurance Portability and Accountability Act. HIPPA is one of the very few U.S. laws protecting a broad and vital vein of information, a person’s health data.In rejecting plaintiffs’ challenge, the Supreme Court all but created sentence trees and analyzed verbs to divine politicians’ intent.Of particular interest was a phrase about what can be excluded: “information captured from a patient in a health care setting or information collected, used, or stored for health care treatment, payment, or operations under the federal Health Insurance Portability and Accountability Act of 1996.”
