The Knesset passed a contentious law on Wednesday to cement broad political control over the Israel Police, wrapping up a three-part legislative blitz ahead of the scheduled swearing-in of incoming prime minister Benjamin Netanyahu’s government on Thursday.
Approved 61 to 55 in its third and final reading, the law was insisted upon by incoming police minister Itamar Ben Gvir as a condition for joining Netanyahu’s government, one of several far-reaching demands from the far-right and ultra-Orthodox parties that will partner with Netanyahu’s Likud in the new coalition.“We made history,” Ben Gvir said immediately upon the law’s passage, promising that it would lead to “a strong police” force.Amending existing police regulations, the law states that the government has “authority” over the Israel Police. It places Ben Gvir, as incoming national security minister, “in charge of” the force on behalf of the government.The law explicitly grants Ben Gvir the authority to direct general police policy and to outline “general principles for action.” He can also influence policy relating to investigations, after consulting with the police commissioner and hearing the attorney general’s opinion.Addressing the Knesset plenum before the Wednesday vote, outgoing public security minister Omer Barlev said that the policy-setting powers provided by the law were too broad and amorphous.“The minister’s powers for setting policy are broadly formulated, general and vague, with an opening for interpretation and over-expansion,” he said. HOUSTON (AP) — Hundreds of bats lost their grip and plunged to the pavement underneath a bridge in Houston after going into hypothermic shock during the city's recent cold snap, according to wildlife rescuers who saved them by administering fluids and keeping them warm in incubators.The Mexican free-tailed bats that roost at Houston’s Waugh Bridge went into shock when temperatures plunged below freezing last week, the Houston Humane Society said in a Facebook video.The society’s Texas Wildlife Rehabilitation Center rescued hundreds of bats from beneath the bridge, along with another group of bats elsewhere in the Houston area that also went into hypothermic shock, said center director Mary Warwick. She said some were recuperating in dog kennels in the attic of her home. Avoiding meltdown: Highway planners prepare for hotter Israel by 2100, with 4°C rise-While no roads have melted, as they did during last year’s heatwave in the UK, National Roads Company is seeking more climate-resistant materials, a green road-building standard

Last summer, roads in many parts of the UK turned gooey as they melted under record-breaking temperatures.With the mercury reaching up to 40.3°C (104.5°F), road authorities rushed out the surface gritting machines that are usually mobilized when it snows.In Israel, where temperatures in the Jordan Valley and the southern Arava desert can be higher, there is no record of melting asphalt.But just 80 years down the road, the region will be considerably hotter, with the Israel Meteorological Service (IMS) predicting (in Hebrew) an average increase of 4°C (6.4°F), compared with the average for the years 1988 to 2017.“Israel is hotter from the start and the engineering calculations are different,” explained Adi Gamliel, Sustainable Development and ESG Director at the National Roads Company of Israel (Netivei Israel, in Hebrew).“There are so many factors to consider, from the amount of basalt [which prevents skidding] and bitumen [which binds the asphalt together], to the size of aggregates, how many layers you put underneath the surface, and the extent to which the soil below absorbs water,” said Gamliel.He noted the company’s creation of underpasses along parts of the road that snake through the Arava Desert in southern Israel as an example of having to adapt to changing local conditions. The underpasses help save money spent repairing a road built on earth that doesn’t absorb water easily by diverting floodwaters from increasingly intensive downpours.Gamliel cautioned against planning for average temperatures, given that they don’t reflect what can be highly destructive weather events lasting just days.Working with the IMS and taking asphalt samples from Israel’s roads up and down the country, he and his team plan to better understand what needs to be done and how to prioritize spending.“Today, I can’t tell you how hot the roads get. That’s what we want to check,” he said. “Some roads, in the Golan Heights [in the far north of Israel], for example, were laid decades ago or have been repaired. But up there, they might not reach the highest temperatures. In the Jordan Valley, though, a newer road might face higher temperatures and need dealing with first.”And it’s not just climate change that is putting pressure on the roads. The highways have to be kept in the best condition possible for the emergency services and the army, in a country prone to surprise attack, Gamliel explained.Today, many more heavy trucks pound the roads delivering mail-order items. According to Gamliel, they often transport far more than is allowed. And there are also earthquake risks to be worked into the calculations, given Israel’s proximity to the tectonically active Syrian-African rift.Netivei Israel is looking into materials that are both more sustainable and better able to cope with extreme conditions.In one example, it has piloted a program that integrates ground rubber from old tires into the asphalt on two roads in the Hadera area in central Israel.Gamliel said that after a winter and a summer, the rubber-enhanced surface had proven to be more elastic and more resilient to extreme temperatures than regular asphalt. Repaving would be needed at longer intervals, helping to lower maintenance costs.In another direction, the company is discussing how to integrate glass that cannot be recycled, or regular building waste, into road construction. Using waste from a local building site rather than gravel mined in, and transported from, the West Bank would be cheaper as well as more sustainable, Gamliel explained.Together with the Technion — Israel Institute of Technology in the northern city of Haifa, Netivei Israel is seeking alternatives to bitumen. This is a form of petroleum and therefore a fossil fuel, whose production emits global warming gases into the atmosphere.It is reviewing initiatives being trialed elsewhere in the world to paint roads a lighter color so that they absorb less of the sun’s heat.Ths company is currently coming to the end of an environmental risk survey, after reviewing how other developed countries, among them the US, Holland, Australia, and the UK, are setting ESG benchmarks.ESG, which stands for environment, social, and governance, is a popular measure designed to help companies show how sustainable they are in these three fields.“Environment” includes policies and operations related to pollution and the use of energy, water, and various natural resources.“We’re looking at everything from emissions, energy use, acquisitions policy and the circular economy [which involves reusing materials, often discarded as waste by a different industry], to carbon taxation [not yet implemented in Israel], and the EU Taxonomy,” said Gamliel.The latter attempts, for the first time, to define what “green” means and to list which kinds of economic activities can legitimately be called “environmentally sustainable.”In October, Israel’s Environmental Protection Ministry published its first draft taxonomy.Gamliel plans to present the ESG review to the company’s management and board of directors in the coming month. This method has not yet been implemented in Israel.“Our management will have to decide on things like this. Who would do such a survey? Would we need to train people? Who would pay for it? A prominent LGBTQ rights group on Tuesday asked Attorney General Gali Baharav-Miara to probe the far-right Noam party after it was revealed that the party had prepared lists of prominent gay journalists.The Aguda – Association for LGBTQ Equality in Israel asked Baharav-Miara to open a criminal investigation against Noam, saying the “blacklists” contravene laws to protect people from harassment and threats.The lists “show that the party conducted surveillance and marked civilians based on their sexual identity or their political positions,” Aguda said in a statement.“We stand by the men and women of the media who saw themselves marked as targets for harm just because of their identity,” the group said. “It is the right of each and every one of us to not feel exposed to constant potential danger from the government.”“We will not be silent and will do everything for justice against those who incite against us,” Aguda said.Noam’s lists included dozens of gay TV anchors, reporters, radio hosts, and other TV professionals working in the news and entertainment industries.
The lists were part of an internal document from 2019 that appeared to outline the party’s perceived opponents in the media and in civil society.The lists were prepared for unknown reasons, according to Ynet, which first reported the lists on Thursday.Noam openly espouses homophobic views and policies and ran on an anti-LGBTQ, anti-pluralist agenda as part of the Religious Zionism party ahead of the November 1 elections, which handed incoming prime minister Benjamin Netanyahu’s Likud and its far-right, religious partners 64 seats in Israel’s 120-member Knesset.Noam leader Avi Maoz is set to serve as a deputy minister in the Prime Minister’s Office, heading a unit in charge of Israel’s “Jewish national identity” in the incoming government led by Benjamin Netanyahu. Maoz has decried female enlistment in the Israel Defense Forces and has said that he will work to shut down an army unit in charge of promoting equal opportunities for women in the military.As part of the office on Jewish identity, Maoz is slated to take control over an Education Ministry unit in charge of approving external educational vendors, who play a critical role in school programming. Especially prevalent in secular schools, these vendors cover a range of subjects from sexual health to bar mitzvah preparation.On Thursday, Ynet columnist Nadav Eyal unveiled parts of Noam’s lists. They included reporters and editors from some of Israel’s largest news organizations, including Yedioth Ahronoth and Ynet, Haaretz, Channel 12, Channel 13 and the Kan public broadcaster, as well as TV personalities, some of whom have been open about their sexual orientation.The report quoted another part of the document that featured photos and descriptions of “extreme left-wing women” active in non-governmental organizations that the party said were involved in research led by the army unit in charge of gender affairs in the military.The party said, “continuous monitoring of [the unit’s] activities between 2001 and 2013 reveals the involvement of the following researchers in [the unit’s] studies.”The party called the women part of a “secret team” inside the army unit and decried a “radical feminist” takeover of the military.Another part of the document unveiled by Eyal outlined the “takeover” by “leftist” organizations over offices such as the Education Ministry and the Justice Ministry.Listed organizations include the New Israel Fund, the Association for Civil Rights in Israel (ACRI), the Israel Democracy Institute, the Israel Movement for Reform and Progressive Judaism, and the Tali Education Fund, which runs Israel’s largest pluralistic Jewish studies program.In addition to Noam’s discrimination against the LGBTQ community, the far-right Religious Zionism party has demanded legislation that will allow businesses to refuse service to certain customers on the basis of their religious conscience.The legislation demand is part of Religious Zionism’s coalition agreement with Likud. Although coalition agreements are not legally binding, if the incoming coalition were to adopt the bill, it would be expected to pass.The proposed legislation stipulates that discrimination would be permitted “when done due to the religious belief of the person whose occupation is providing a public product or service or operating a public place.”It would not be applicable if the product or service was essential and no reasonable alternative exists, and would not be applicable to state providers of products and services.The demands sparked a firestorm of criticism on Sunday when MK Orit Strock stated publicly that doctors should be able to refuse treatment to patients due to religious objections, on condition that other doctors are able and willing to provide the same treatment.That same day, MK Simcha Rothman made similar comments, asserting that if a hotel wanted to refuse service to gay people on religious grounds, it would be entitled to do so. “A business owner can do whatever they like in his business. He created the business and he doesn’t owe anyone anything,” Rothman told the Kan public broadcaster.Strock’s and Rothman’s comments and the coalition deal clause have been roundly condemned by politicians from across the spectrum, along with numerous NGOs, businesses and even President Isaac Herzog, who view it as divisive and likely to harm the fabric of Israeli society.
