US Secretary of State Antony Blinken will visit Israel early next week, the State Department confirmed on Friday, as Jerusalem awaits Hamas’s response to the hostage deal proposal submitted last week.Blinken will also travel to Egypt and Qatar who have served as mediators, along with the US, in the ongoing hostage talks.The three-day tour kicking off on Monday will also include a stop in Jordan to attend an international donor conference for the Palestinians.In each country, Blinken will discuss the need for Hamas to accept the hostage deal proposal that’s on the table, “which is nearly identical to one Hamas endorsed last month,” the US readout said.Blinken’s eighth wartime visit could also follow a shake-up in Prime Minister Benjamin Netanyahu’s government with war cabinet minister Benny Gantz slated to give a speech on Saturday night in which he is expected to leave the government over Netanyahu’s refusal to present a plan for Gaza’s post-war governance. The US has reportedly sought to convince Gantz to hold off on the announcement until after Hamas provides its response to the Israeli hostage deal proposal that was presented to the terror group on May 30.Convinced time is running out to secure a hostage deal and not wanting to go through the same motions in negotiations that have repeatedly ended in deadlock over the past six months, Biden chose a different strategy on May 31, giving a high-stakes speech in which he revealed key details of the Israeli proposal and called on Hamas to accept it.The speech was aimed at forcing Netanyahu to stand behind the proposal submitted by his negotiating team. The premier authorized the offer but had avoided going public with its exact details, fearing backlash from his far-right coalition partners. The Israel Defense Forces said Friday that they had carried out an airstrike on a Hamas command center that had been set up in a United Nations school in Gaza City’s Shati neighborhood, killing several members of the cell.The strike comes a day after the IDF hit another UN school housing what it said was a compound used by dozens of terror operatives. The IDF on Friday also released the identities of another eight Hamas and Palestinian Islamic Jihad operatives who were among those killed in that strike, bringing the number of named terror operatives so far to to 17.According to the IDF, the Hamas members killed in the Friday strike had been operating from inside a container on the grounds of the Asmaa School, which is run by UNRWA, the UN agency for Palestinian refugees.The container was being used as a command room by the operatives and a meeting point for members of the terror group’s internal security forces, the IDF said, noting that the operatives killed on Friday had been planning attacks against Israeli forces in Gaza in the “immediate timeframe.”The IDF did not specify how many Hamas operatives were killed, or whether any civilians were killed in the strike.WAFA, the Palestinian Authority news agency, cited local medics as saying that at least 15 Palestinians were killed at the Asmaa school, and at least 15 more were injured and taken to Gaza City’s al-Ahli Hospital.The report named at least three civilians among the dead.The IDF said that before the strike it had carried out “many steps to reduce the chance of harming civilians,” and the strike itself was carried out using “precision munitions.”The IDF said Hamas was taking advantage of the school for terror activity, and it “systematically, intentionally and strategically places its infrastructure and operates from within civilian areas, in complete violation of international law and while putting the lives of [Palestinian civilians] at risk.”The strike on the northern Gaza Strip school came a day after the IDF struck another UNRWA-run school, in central Gaza’s Nuseirat refugee camp, where the army said 30 Hamas and the Palestinian Islamic Jihad gunmen were assembled in three classrooms. Israel, Hamas and the Palestinian Islamic Jihad have been added to the United Nations’ so-called “list of shame,” which is attached to an annual report released by UN Secretary-General Antonio Guterres’s office that documents alleged rights violations against children in armed conflict, sparking outrage in Jerusalem.This is the first time that Israel and Hamas have been included on this list, joining the ranks of Russia, the Islamic State, al-Qaeda, Boko Haram, Afghanistan, Iraq, Myanmar, Somalia, Syria and Yemen.Israel is believed to be the first democratic country included on the list. Last year, Russia was added to the list for the first time over its treatment of children in the war against Ukraine.The report will not be released until next Friday, but Guterres’s office called Israel’s Ambassador to the UN Gilad Erdan on Friday to formally inform him of the decision to include Israel in it. The UN Security Council will hold a hearing on June 26 to discuss the report.Previous reports included chapters on the Israeli-Palestinian conflict, which accused Israel of grave rights violations against children. WASHINGTON (AP) — The US military-built pier designed to carry badly needed aid into Gaza by boat has been reconnected to the beach in the Strip after it broke apart in storms and rough seas, and food and other supplies will begin to flow soon, US Central Command announced Friday.The section that connects to the beach in Gaza, the causeway, was rebuilt nearly two weeks after heavy storms damaged it and abruptly halted what had already been a troubled delivery route.“Earlier this morning in Gaza, US forces successfully attached the temporary pier to the Gaza beach,” Vice Adm. Brad Cooper, deputy commander of US Central Command, told reporters by phone Friday. “We expect to resume delivery of humanitarian assistance from the sea in the coming days.”Cooper said operations at the reconnected pier will be ramped up soon with a goal to get 1 million pounds (450,000 kilograms) of food and other supplies moving through the pier into Gaza every two days.A large section of the causeway broke apart May 25 as heavy winds and high seas hit the area, and four Army vessels operating there went aground, injuring three service members, including one who remains in critical condition. The damage was the latest stumbling block in what has been a persistent struggle to get food to Palestinians during the nearly 8-month-old Israel-Hamas war.Bad weather had earlier slowed the delivery of sections of the pier and US military personnel from Virginia to the region. And early efforts to get aid from the pier into Gaza were disrupted as residents stormed and looted the trucks that aid agencies were using to transport the food to the warehouses for distribution.The maritime route for a limited time had been an additional way to help get more aid into Gaza because the Israeli offensive in the southern city of Rafah has limited the amount of aid entering southern Gaza via land.Egypt has refused to let aid through the Rafah crossing while Israeli troops control the Gaza side. The Kerem Shalom crossing from Israel continues to operate despite coming under frequent attack from Hamas and two recently opened crossing in northern Gaza are operating.President Joe Biden’s administration has said from the start that the pier wasn’t meant to be a total solution and that any amount of aid helps.Because of the storm damage to the causeway, large sections were disconnected and moved to the Israeli port for repairs.Two of the US Army boats went aground near Ashkelon in Israel, but those have been freed, and the other two beached onto the Gaza shoreline. Pentagon spokeswoman Sabrina Singh said those two took on a lot of water and sand and that the Israeli Navy has been helping with the repairs.Biden, a Democrat, announced his plan for the US military to build a pier during his State of the Union address in early March, and the military said it would take about 60 days to get it installed and operational. The initial cost was estimated at $320 million, but Singh said earlier this week that the price had dropped to $230 million, due to contributions from Britain and because the cost of contracting trucks and other equipment was less than expected.It took a bit longer than the planned two months for installation, with the first trucks carrying aid for the Gaza Strip rolling down the pier on May 17. Just a day later, crowds overran a convoy of trucks as they headed into Gaza, stripping the cargo from 11 of the 16 vehicles before they reached a UN warehouse.The next day, as officials altered the travel routes of the convoys, aid finally began reaching people in need. US President Joe Biden said Friday that Prime Minister Benjamin Netanyahu has listened to his warnings against conducting a major military offensive in Rafah, tailoring the Israel Defense Force’s plans to a more targeted operation.Biden’s comments came as the IDF pressed its operations throughout Gaza, raiding Bureij and Deir al-Balah in the center of the Strip, and pressing deeper into Rafah in the south, killing dozens of terrorists and locating tunnels.Asked in an interview with ABC News whether he thinks Netanyahu is listening to him, Biden responded, “I think he’s listening to me.”“They were going to go into Rafah full bore — invade all of Rafah, go into the city, take it out, move with full force. Also during this first phase, the parties are to hold talks on a permanent ceasefire.One clause specifies that the phase one ceasefire can extend beyond the initially allotted six weeks if the negotiations for a permanent ceasefire are still taking place in good faith. The clause was kept vague in a manner that mediators hoped would satisfy both sides enough to at least get them to agree to phase one of the deal.Israel is awaiting Hamas’s official response to its most recent offer for a deal, though indications by the terror group suggest it will decline the offer.The IDF said Friday it has killed dozens of terror operatives amid an ongoing operation in east Buriej and east Deir al-Balah in the central Gaza Strip.The operation began earlier this week and is being carried out by the 98th Division.Troops located tunnel shafts and demolished infrastructure used by terror groups in the area, the IDF said.The head of a Hamas rocket-launching cell was also killed in an airstrike in the central Gaza area, the IDF added.In central Gaza, Palestinian medics said at least 15 people died overnight in Israeli assaults.The IDF also continued its offensive in southern Gaza’s Rafah, where it said troops of the 162nd Division located additional tunnel shafts and weapons over the past day.The military said it has engaged in close-quarters combat with terrorists above and below ground. In one of the raids in recent weeks, it found arms in a baby’s cradle.Separately, troops destroyed a number of tunnel shafts, with some built under residential buildings and concealing large amounts of weapons.The military also continued to operate in the Netzarim Corridor in central Gaza, with the Paratroopers Brigade being deployed to the area, joining the 99th Division.The Israeli military reached the coast of southern Gaza’s Rafah, completing its control over the so-called Philadelphi Corridor, according to a report on Friday by the London-based, Qatar-owned Al-Araby Al-Jadeed outlet.The IDF announced last week that it had established “operational control” over the entire route along the Gaza-Egypt border. It said at the time that troops were physically located in most of the corridor, and that there was a small section near the coast where ground forces were not present, but it controlled the area with surveillance and firepower.The Al-Araby Al-Jadeed report came hours after residents said armored forces that have taken further control along Rafah’s borderline made several raids into the center and west of the city, wounding several civilians who had been trapped inside their homes and were taken by surprise.Palestinian health officials said two Palestinians were killed and several wounded in western Rafah from tank shelling there.Some residents said tanks were newly present in Al-Izba, an area of far southwest Rafah close to the Mediterranean coast.“I think the occupation forces are trying to reach the beach area of Rafah. The raids and the bombing overnight were tactical, they entered under heavy fire and then retreated,” one Palestinian resident told Reuters via a chat app.“It was one of the worst nights, some people were wounded inside their homes, before being evacuated this morning.”Also on Friday, incoming rocket warnings were activated in the Gaza border communities of Magen and Ein Habesor. DUBAI, United Arab Emirates (AP) — At least nine Yemeni employees of United Nations agencies have been arrested by Yemen’s Houthi rebels under unclear circumstances, authorities said Friday, as the rebels face increasing financial pressure and airstrikes from a US-led coalition. Others working for aid groups also likely have been taken.The developments come as the Houthis, who seized Yemen’s capital nearly a decade ago and have been fighting a Saudi-led coalition since shortly after, have been targeting shipping throughout the Red Sea corridor over the Israel-Hamas war in the Gaza Strip.But while gaining more attention internationally, the secretive group has cracked down on dissent at home, including recently sentencing 44 people to death.Regional officials, speaking to The Associated Press on condition of anonymity as they were not authorized to brief journalists, confirmed the details. Those held include staff from the United Nations human rights agency, its development program, the World Food Programme and one working for the office of its special envoy, the officials said. The wife of one of those held is also apprehended.The UN declined to immediately comment.The Mayyun Organization for Human Rights, which similarly identified the UN staffers held, named other aid groups whose employees were arrested by the Houthis across four provinces — Amran, Hodeida, Saada and Saana. The risk of nuclear war casts a dark shadow over the already-tragic events in Ukraine. On February 19, Vladimir Putin launched an exercise involving Russian strategic forces. On February 24—the day Putin invaded Ukraine—he warned that Russia would respond immediately to those who stood in its way, with consequences that “will be such as you have never seen in your entire history.” On February 27, he publicly ordered his minister of defense and chief of the general staff to transfer Russia’s “deterrence forces” to “special combat readiness.” Putin’s aim was evidently to deter outside intervention and to signal Russia’s determination to achieve its goals.But another, more troubling, aspect to Putin’s recent comments has received little or no attention. It has to do with the circumstances under which Russia might use nuclear weapons.In June 2020, Putin signed a decree—the Basic Principles of the Russian Federation’s State Policy in the Domain of Nuclear Deterrence—that specifies two conditions under which Russia would use nuclear weapons. The first is unsurprising: “The Russian Federation retains the right to use nuclear weapons in response to the use of nuclear weapons and other types of weapons of mass destruction against it and/or its allies…” But that sentence ends with an unusual statement: “… and also in the case of aggression against the Russian Federation with the use of conventional weapons, when the very existence of the state is put under threat” [emphasis added].In his February 24 speech, Putin echoed that unusual language to describe his Ukraine invasion.  The United States, he claimed, was creating a hostile “anti-Russia” next to Russia and in Russia’s historic land. “For the United States and its allies, it is a policy of containing Russia, with obvious geopolitical dividends,” he said. “For our country, it is a matter of life and death, a matter of our historical future as a nation. This is not an exaggeration; this is a fact. It is not only a very real threat to our interests but to the very existence of our state and to its sovereignty” [emphasis added]. Putin has defined the current situation as one in which, in line with the principles of its deterrence policy, Russia retains the right to use nuclear weapons.Even in the face of Russian aggression, a nuclear 'Eurodeterrent' is still a bad ideaThis does not mean that Russia will use such weapons, and deterrence at the strategic level appears to be robust. At the tactical level, however, the situation is different. The 2018 US Nuclear Posture Review ascribed to Russia the view that “the threat of nuclear escalation or even first use of nuclear weapons would serve to de-escalate a conflict on terms favorable to Russia.” Russian military theorists have certainly discussed this idea of “escalating to de-escalate,” though whether it is a part of Russian doctrine is disputed among students of Russian strategy.  “Escalating to de-escalate” in a war with NATO would run the serious risk of escalation rather than de-escalation. In a local war with a non-nuclear adversary, however, the small-scale tactical use of nuclear weapons might be a serious temptation, especially if the war were not going according to plan. In short, the impulse to escalate in a tight corner could be strong.There are two reasons for drawing attention to Putin’s recent words. First, in echoing the Basic Principles of Russian Federation’s State Policy in the Domain of Deterrence, Putin provides a frame of reference for his thinking about nuclear weapon use. This, in turn, provides context for assessing the risk that he will escalate to the use of nuclear weapons.Second, in a period of high tension, a miscalculation could have catastrophic consequences, as Russia’s recent decisions arguably show. World leaders should do as much as possible to dissuade Putin from using of nuclear weapons, not so much by the threat of retaliation in kind, since that could lead to dangerous escalation. Rather they should prepare the ground for a massive political response to a potential decision Putin might make to cross the nuclear threshold.

Vladimir Putin’s forces have rehearsed using tactical nuclear weapons at an early stage of conflict with a major world power, according to leaked Russian military files that include training scenarios for an invasion by China.The classified papers, seen by the Financial Times, describe a threshold for using tactical nuclear weapons that is lower than Russia has ever publicly admitted, according to experts who reviewed and verified the documents.The cache consists of 29 secret Russian military files drawn up between 2008 and 2014, including scenarios for war-gaming and presentations for naval officers, which discuss operating principles for the use of nuclear weapons.Criteria for a potential nuclear response range from an enemy incursion on Russian territory to more specific triggers, such as the destruction of 20 per cent of Russia’s strategic ballistic missile submarines.“This is the first time that we have seen documents like this reported in the public domain,” said Alexander Gabuev, director of the Carnegie Russia Eurasia Center in Berlin. “They show that the operational threshold for using nuclear weapons is pretty low if the desired result can’t be achieved through conventional means.”Russia’s tactical nuclear weapons, which can be delivered by land or sea-launched missiles or from aircraft, are designed for limited battlefield use in Europe and Asia, as opposed to the larger “strategic” weapons intended to target the US. London hospitals hit by major cyber attack impacting delivery of services-A Russian group of cyber criminals was behind the attack on pathology services affecting several major London hospitals, a cybersecurity expert has said.Ciaran Martin, former chief executive of the National Cyber Security Centre, said that a group of criminals named Qilin were likely to be behind the attack that devastated planned NHS services on Tuesday.Memos to NHS staff at King's College Hospital, Guy's and St Thomas' (including the Royal Brompton and the Evelina London Children's Hospital) and primary care services in the capital say pathology partner Synnovis was hit by a "major IT incident".Some procedures and operations have been cancelled or have been redirected to other NHS providers as hospital bosses continue to establish what work can be carried out safely.Mr Martin told BBC Radio 4’s Today programme: “These criminal groups, there are quite a few of them, they operate freely from within Russia, they give themselves high profile names, they've got websites on the so called dark web and this particular group has about a two-year history of attacking various organisations across the world.“They've done automotive companies, they've attacked the Big Issue here in the UK, they've attacked Australian courts. They're simply looking for money.”He said it is “unlikely” the Russian hackers would have known they would cause such serious primary healthcare disruption when they set out to do the attack.He added: “There are two types of ransomware attack. One is when they steal a load of data and they try and extort you into paying so that isn’t released, but this case is different. It’s the more serious type of ransomware where the system just doesn’t work.“So, if you’re working in healthcare in this trust, you’re just not getting those results so it’s actually seriously disruptive.“This type of ransomware has affected healthcare all over the world.“It’s particularly damaging in the United States, and where this type of cyber attack is different in terms of its impact from others, is that it does affect people’s healthcare. So far, Russia’s threats of escalation against Ukraine have been largely interpreted as a veiled reference to the use of traditional nuclear weapons. But there is another tool which Vladimir Putin may be considering: a tactical electromagnetic pulse, or EMP, strike. These weapons — designed to create a powerful pulse of energy which short-circuits electrical equipment such as computers, generators, satellites, radios, radar receivers and even traffic lights — could disable Ukraine’s military and civilian infrastructure at a stroke and leave the country without light, heat, communications or transport.EMP attacks have been amply explained, and even clamoured for, on Russian state TV talk shows. A Russian colonel has demonstrated on air, with maps and charts, how such a blast over the Baltic Sea might work. It may well be that Putin and his generals have been warning us about this possibility all along, with their enigmatic threats to unleash unspecified “military-technical measures”.  A tactical nuclear weapon used to create an explosion would most likely be ineffective against the mobile, dispersed combination of guerrilla and conventional warfare that Ukrainians are deploying to reclaim their territory. But the use of a nuclear weapon for electromagnetic warfare is a different matter. The signature of this type of attack would not be a fireball and mushroom cloud but a weird electric blue medusa orb pulsing directly overhead, followed by silence. At that altitude, the sound will not carry.A relatively small nuclear EMP, easily deployed at high altitude by Russia’s hypersonic Zircon cruise missiles, might not destroy any buildings or kill anybody. But it could permanently disable electrical circuits over thousands of square miles of Ukrainian territory. Virtually all the defence equipment deployed by Nato allies to Ukraine — such as radios, GPS navigation, and aerial drones — are dependent on electronics, if not for operations, then for deployment, maintenance and integration. The lingering electromagnetic effects of a strike could destroy 90 per cent of the satellites over the afflicted zone within three months. However, it is likely that Russian information operations on the ground would also be affected.The US and its allies are by no means oblivious to the dangers of an EMP, and most military equipment has a degree of inbuilt defence against this eventuality. But a strike would create a new battlespace that negates the superiority of our information systems. We have not war-gamed this properly.In Kherson, for instance, a tactical EMP could disable the systems that operate the region’s dams, clog highways and bridges with miles of disabled vehicles and leave the civilian population struggling for food and heat. In the aftermath of a successful EMP strike, Ukraine would have to pause fighting to restock its ruined arsenal. Putin could meanwhile rebuild and resupply his forces and seize the newly depopulated areas during a spring offensive.What is perhaps most concerning is that Russia and Nato have such different approaches to these weapons. Under Russian military doctrine, EMP strikes are a branch of information, cyber and electronic warfare rather than nuclear warfare. This lowers the bar and may render EMPs even more tempting to Putin’s beleaguered generals.So, what next? First, we must warn Russia that an EMP strike against Ukraine — even if it is localised — would cross the nuclear threshold and trigger a collective defence response from Nato. The unpredictable effects of spillover on the earth’s atmosphere, the environment, satellites and downwind populations should suffice as a rationale for invoking Article Five (the alliance’s collective defence clause).Second, we should help the Ukrainian military prepare. An EMP strike is survivable. We should support them in conducting live EMP drills with the participation of the civilian authorities. The Ukrainian people need to be educated about how to mitigate and overcome such an attack, including by stocking up on analogue radios, flashlights and batteries. Preparation, fortitude, ingenuity and self-reliance are already qualities with which Ukrainians have distinguished themselves in this war.Finally, we must rethink our objectives. If Putin is indeed contemplating the use of a tactical EMP, then what is at stake is not just Ukraine’s liberty but the very future of warfare. If we yield to the Kremlin’s nuclear blackmail, there is a risk that other countries will follow its lead: China and North Korea already have EMP capabilities. The situation in Ukraine offers a keyhole glimpse to a potentially more dangerous and uncertain future. We cannot afford to lose this fight.

The Israel Defense Forces carried out an airstrike on what it said was a compound used by dozens of Hamas fighters inside a United Nations school in central Gaza before dawn on Thursday, as separately, an Israeli soldier was killed while battling terror operatives who attempted to infiltrate into Israel from the Strip’s south.The soldier slain in the border clash was named as Warrant Officer Zeed Mazarib, 34, a tracker in the Gaza Division’s Southern Brigade, from the northern Bedouin-majority city of Zarzir.In the strike, the IDF said it took extensive precautions to reduce harm to civilians in the “precise strike” on the compound embedded within a UNRWA school in Nuseirat, where some 20-30 terrorists, some of whom participated in the October 7 onslaught, were gathered.Palestinian civilians displaced by the war were also sheltering at the school.The Hamas-run government media office claimed at least 27 people were killed in what it termed the Israeli “massacre.” UNRWA communications director Juliette Touma told Reuters that the number of those reported killed in the Israeli offensive on the Nuseirat school is between 35 and 45, but it still cannot confirm the number at this stage, she added. WASHINGTON — Hamas has seen about half its forces wiped out in eight months of war and is relying on hit-and-run insurgent tactics to frustrate Israel’s attempts to take control of Gaza, US and Israeli officials told Reuters.Hamas, the enclave’s ruling group, has been reduced to between 9,000 and 12,000 fighters, according to three senior US officials familiar with battlefield developments, down from American estimates of 20,000-25,000 before the conflict. By contrast, Israel says it has lost almost 300 troops in the Gaza campaign.Hamas fighters are now largely avoiding sustained skirmishes with Israeli forces closing in on the southernmost city of Rafah, instead relying on ambushes and improvised bombs to hit targets often behind enemy lines, one of the officials said.Several Gaza residents, including Wissam Ibrahim, said they too had observed a shift in tactics.“In earlier months, Hamas fighters would intercept, engage, and fire at Israeli troops as soon as they pushed into their territory,” Ibrahim told Reuters by phone. “But now, there is a notable shift in their mode of operations. They wait for them to deploy and then they start their ambushes and attacks.”The US officials, who requested anonymity to discuss sensitive matters, said such tactics could sustain a Hamas insurgency for months to come, aided by weapons smuggled into Gaza via tunnels and others repurposed from unexploded ordnance or captured from Israeli forces.This kind of protracted timeframe is echoed by Prime Minister Benjamin Netanyahu’s national security adviser who said last week the war could last until the end of 2024 at least.A Hamas spokesperson didn’t respond to requests for comment on its battlefield strategy.In a parallel propaganda drive, some of the group’s fighters are videotaping their ambushes of Israeli troops, before editing and posting them on Telegram and other social media apps.Lt. New information, though patchy, suggests that Russia is planning to put in orbit either a nuclear-powered military satellite or even a nuclear explosive device. The information was revealed through the U.S. Congress. The chair of the U.S. House Intelligence Committee, Representative Mike Turner (R-Ohio) in a statement on February 14 said that the “House Permanent Select Committee on Intelligence has made available to all Members of Congress information concerning a serious national security threat.” He did not reveal any additional detail about the threat, but the statement said that he has requested President Joe Biden to declassify the information “so that Congress, the Administration, and our allies can openly discuss the actions necessary to respond to this threat.” Media reports noted that Turner was reportedly “referring to Russian effort to field a nuclear weapon in space that could take out satellites that serve as a crucial backbone for U.S. civilian communications, navigation, military operations and intelligence gathering.” The latest reporting  indicate that Russia is developing an electromagnetic pulse (EMP) with a nuclear explosion. A media report citing three unnamed sources who are familiar with the U.S. intelligence told CNN that Russia is “trying to develop a nuclear space weapon that would destroy satellites by creating a massive energy wave when detonated, potentially crippling a vast swath of the commercial and government satellites that the world below depends on to talk on cell phones, pay bills, and surf the internet.” A nuclear EMP would destroy and make large swathe of orbital real estate unusable for several years due to all the debris from a large number of satellites destroyed by the EMP. Deploying such a weapon itself would be a major violation of the Russian commitments under the 1967 Outer Space Treaty (OST).Earlier, White House National Security Council spokesperson John Kirby clarified during a press briefing that Turner’s concern “is related to an anti-satellite capability that Russia is developing.” He also confirmed that it “is not an active capability that’s been deployed. And though Russia’s pursuit of this particular capability is troubling, there is no immediate threat to anyone’s safety.” According to Kirby, Biden, who has been briefed on this, has “directed a series of initial actions, including additional briefings to congressional leaders, direct diplomatic engagement with Russia, with our allies and our partners as well, and with other countries around the world who have interests at stake.” But declassifying information is done through a certain process and therefore, details may not be released publicly in the near future.Kirby said that the U.S. National Security Advisor Jake Sullivan is interacting with House leadership and committee chairs on the threat and the latest analysis of it. Similarly, Secretary of State Antony Blinken also told the media, “This is not an active capability, but it is a potential one that we’re taking very, very seriously. And I would expect that we’ll have more to say soon, in fact very soon, so stay tuned for that.” Meanwhile, Russia dismissed these claims, saying that the United States is playing “tricks” and that the report is a “malicious fabrication.” There is not a lot of confirmed information in the open, so we are dealing with many unknowns. As Jessica West, a space security analyst at Ploughshares Canada, pointed out in a tweet, “possible combination of nuclear (power) + space + weapons” does bring with it serious concerns. Many space security analysts contend that the threat is unlikely to be a nuclear warhead, but may possibly be a nuclear-powered device that can attack other satellites. Possibilities could include jammers, weapons to blind image sensors, and electromagnetic pulses (EMPs) that can all damage or destroy satellites. However, a Washington Post report, quoting two U.S. officials familiar with the intelligence, said that the Russian capability “is a nuclear-armed – not a nuclear-powered – weapon.” If so, this is an escalatory threshold that must not be crossed. The destruction such a weapon would bring about could make space inaccessible even in the medium term. Deployment of a nuclear explosive would of course break several of the Russian commitments to keeping space as a peaceful domain. This would be a significant violation of Russian obligations under the Outer Space Treaty of 1967, though this assumes that Russia cares about or considers the international ramifications of its actions. This would essentially mean killing of the Treaty that has, by and large, managed to maintain the sanctity of outer space as a peaceful domain. This is far more dangerous than any recent development, even in the context of states breaking unwritten moratoriums and norms that had prevailed for a long time. Breaking norms is easy, but getting states back to complying with those norms that they have violated is a lot harder. For example, if other major space powers followed Russia’s example, the situation may be difficult to recover. Breaking norms and setting in motion a new destructive activity would trigger reactions and responses that may lead to further escalation. To give a concrete example: The norm to not test ASAT weapons had prevailed since the mid-1980s, but was broken by China with its first successful ASAT test in January 2007. Another example is the norm to not interfere in each other’s satellite functioning, but this too has been repeatedly broken through any number of electronic and cyber warfare incidents. Instead of helping build the much-needed consensus for developing new rules of the road to regulate the kind of activities states engage in, Russia is busy breaking the existing norms, treaties, and other global measures. Bringing the nuclear element into space, be it a nuclear weapon or a nuclear-powered counterspace weapon, will have serious repercussions for space utilization. Russia’s own ability to use space will be hampered if it goes down this slippery path.

(AP) — A tornado killed a 2-year-old boy and injured his mother Wednesday when a tree fell on their house in suburban Detroit, while emergency workers in Maryland were responding to reports of collapsed structures with people trapped inside after a tornado there.Officials in Livonia, Michigan, said in a post on the city’s website that the quick-developing tornado struck several neighborhoods in the city on Wednesday afternoon.A massive tree was uprooted and fell onto the family’s house and through the roof, landing on a bed where the woman and her 2-year-old were sleeping, officials said. Crews worked for nearly an hour to remove the roof and parts of the tree and then lift the tree to get the victims out.The toddler was pronounced dead at the scene, officials said. The mother was transported to a local hospital in critical condition.A 2-week-old sibling who was in a crib in a separate room was not injured but taken to a hospital for an evaluation, Livonia Fire Department Chief Robert Jennison told WDIV-TV.“This is a terrible tragedy for our community,” Mayor Maureen Miller Brosnan said in the statement. “Our hearts are broken, too, and we send our deepest sympathies.”The city of Livonia activates warning sirens based on notifications from the National Weather Service or tornado reports, officials said. Britain, France and Germany late on Monday submitted a resolution to the UN nuclear watchdog's board, censuring Iran over its lack of cooperation with the agency despite US opposition, two diplomats said.It was the latest of numerous diplomatic manoeuvres by Western powers who fear Iran might be seeking to develop a nuclear weapon -- a claim the Islamic Republic has always denied."The text has been formally tabled," one diplomatic source told AFP, with a second confirming the information.The move to submit a motion against Iran was driven by an "urgency to react to the gravity of the situation", diplomats told AFP earlier.The International Atomic Energy Agency (IAEA) says Iran is the only non-nuclear weapon state to enrich uranium to the high level of 60 percent, while it keeps accumulating large uranium stockpiles.Uranium enriched to 60 percent is close to the levels of 90 percent needed for atomic weapons and well above the 3.67 percent used for nuclear power stations.The board of governors passed the last such resolution criticising Iran in November 2022, prompting Tehran to retaliate by stepping up its uranium enrichment activities.At the opening of the meeting on Monday, IAEA head Rafael Grossi reiterated his concerns, saying: "It's unacceptable to talk about nuclear weapons, as some people do in Iran."Referring to the limited oversight the agency now has on Tehran's nuclear programme, Grossi warned that the current "knowledge gap... is making it very difficult to go back to diplomacy".At the last board meeting in March, European powers shelved their plans to confront Iran due to a lack of support from Washington.The United States denies it is hampering European efforts to hold Tehran accountable but fears a censure could aggravate Middle East tensions ahead of US presidential elections in November, diplomats say.- 'Essential and urgent' -Cooperation between Iran and the IAEA has severely deteriorated in recent years, with the UN nuclear watchdog struggling for assurances that Iran's nuclear programme is peaceful.Diplomats say maintaining the current policy of inaction amid Iran's escalation is no longer tenable and the US position could change ahead of the IEAE vote scheduled for later this week.In May, Grossi visited Iran in a bid to improve cooperation, calling for "concrete results... soon".In the meantime, the death of Iran's president Ebrahim Raisi in a helicopter crash last month has put negotiations on hold, with diplomats suggesting Tehran was using the accident as an excuse to stall.Grossi on Monday however rejected that claim, saying the pause was "not part of any delaying tactic" by Iran.He added he was ready to "sit down with the new authorities" after Iran's presidential election on June 28.The draft resolution obtained by AFP says it is "essential and urgent" that Tehran provides "technically credible explanations" for the presence of uranium particles found at two undeclared locations in Iran.Furthermore, Iran has to "reverse its withdrawal of the designations of several experienced Agency inspectors", and "without delay" reconnect the cameras used to monitor nuclear activities.The draft also notes the "concerns" surrounding "recent public statements made in Iran... regarding its technical capabilities to produce nuclear weapons and possible changes to Iran's nuclear doctrine".- 'Serious and effective response' -Iran has gradually broken away from its commitments under the nuclear deal it struck with world powers in 2015.The landmark deal provided Iran sanctions relief in exchange for curbs on its atomic programme.But it fell apart after the unilateral withdrawal of the United States under then-president Donald Trump in 2018.Efforts to revive the deal have so far failed."A showdown at the board reflects a wider impasse over Iran, with little diplomatic activity but increasing concern over a programme that continues to expand in scale under limited international oversight," Naysan Rafati, an Iran analyst at the Crisis Group, told AFP.Ali Shamkhani, a political adviser to Iran's Supreme Leader Ali Khamenei, warned Saturday on X that if "some misguided European countries... adopt a hostile stance towards Iran... at the board, they will face a serious and effective response from our country".Mikhail Ulyanov, Russia's ambassador to the international organisations in Vienna, wrote on X on Sunday that tabling an "anti-Iranian resolution" could risk "seriously deteriorating the situation".dt-anb-kym/rlp
