Hoping for the best means there is a scenario where North Korea’s collapse and regime change occur miraculously, opening doors to South Korea and the West to take over North Korea in what one hopes would be a peaceful absorption. As unlikely as this sounds, it is important to remember that it is not without historical precedent.In November 1989, West and East Berliners flocked to what was one of the most heavily guarded borders in the world and tore down parts of the Berlin Wall that had divided Germany for twenty-eight years. With U.S.-led assistance, Germany became united through the incorporation of East German federal states to West Germany, and it embarked on a path to becoming one of the richest, most free, and most prosperous countries worldwide. The fall of the Berlin Wall was an event that no one saw coming.In this unlikely scenario, South Korea, Japan, and the West would have to respond diligently and rapidly. Therefore, they need to start making plans concerning the cost of rebuilding North Korea if its regime collapses and South Korea steps in to join the two territories of the Korean Peninsula into a unitary state just as West Germany did. It goes without saying that the largest share of the burden in rebuilding efforts would fall on South Korea. The Asian Development Bank and the World Bank would also be on the hook for such an enormous and historic task. Is South Korea ready for this?Estimates on how much reunification would cost South Korea range from 3 percent to 12 percent of its annual GDP over several decades. In 2015, the South Korean National Assembly estimated the unification cost between 2016 to 2060 to be $9.2 trillion—almost seven times South Korea’s annual GDP. South Korea’s Ministry of Unification, the main government body responsible for inter-Korean relations, received a total of $1 billion in its 2020 budget—a 10 percent increase from the previous year. Amongst infrastructure projects, the budget ramp-up focuses on boosting economic cooperation in efforts to achieve a ‘peace economy’ between the countries. The budget, however, falls short of the suggested estimated costs. Rebuilding North Korea’s transportation and energy sectors alone would require $63.1 billion.Using the reunification of Germany as a proxy, the Eastern part to this day receives cash injections. The overall cost of German Unification amounts to a total of $2.25 trillion. The largest portion (65 percent) went to social benefits, whereas other heavy investments were made in infrastructure and in providing ‘welcome money’ to each East German. Despite the long-term economic adjustments, German unification is considered a success story as it allowed 16 million people to step into a country with higher standards of living, although differences between the West and the East still linger decades after the reunification. The former East falls behind the former West on important economic measures: employment, earnings, GDP per capita, and productivity.The German experience demonstrates that reunification has a costly price tag and a longer time horizon. Differences between the Koreas are striking. In 2016, North Korea had a GDP per capita of $1,500 and South Korea had $27,608 in the same year. North Korea is one of the poorest countries in the world, whereas South Korea is the twelfth largest economy globally.Famine, undernutrition, and lack of access to basic services are widespread problems in the North. Out of a population of 25 million, 41 percent are undernourished and 70 percent suffer from food insecurity. Health services are ill-equipped to respond to people’s basic health needs. Life expectancy in North Korea is sixty-eight years for males and seventy-six for females, whereas in the South it is eighty years for males and eighty-six for females.There is great uncertainty about what Korean unification would look like, but one study by colleagues at CSIS looked at the economics of unification and concluded that it may not be as cumbersome as is typically imagined. In the short-run, unification would slow South Korea’s growth and the cost of unification would be steep. In the long-run, benefits would exceed costs and both sides would gain from economic integration, human capital exchange, and poverty reduction.While the two Koreas differ extensively economically, politically, and socially from the two Germanies of 1989, it is important that the West takes into account that reunification efforts will easily require significant economic resources over time: rebuilding North Korea will be a project that will last more than thirty years.Daniel F. They said nothing on their territory had happened to explain their presence, as did more than 40 other countries that volunteered information to the International Atomic Energy Agency.The IAEA said the higher level of isotopes “is likely related to a nuclear reactor that is either operating or undergoing maintenance, when very low radioactive releases can occur.” It added in a statement that “the geographical origin of the release has not yet been determined.”The Vienna-based U.N. agency said it “ruled out that the release was related to the improper handling of a radioactive source.”“It was also unlikely to be linked to a nuclear fuel processing plant, a spent fuel pool or to the use of radiation in industry or medicine,” it said. DUBAI, United Arab Emirates (AP) — An online video and messages purportedly claiming responsibility for a fire that analysts say damaged a centrifuge assembly plant at Iran's underground Natanz nuclear site deepened the mystery Friday around the incident — even as Tehran insisted it knew the cause but would not make it public due to “security reasons.”The multiple, different claims by a self-described group called the “Cheetahs of the Homeland” included language used by several exiled Iranian opposition organizations. They also focused almost entirely on Iran's nuclear program, viewed by Israel as a danger to its very existence.The disparate messages, as well as the fact that Iran experts have never heard of the group before, raised questions about whether Natanz again had faced sabotage by a foreign nation as it had during the Stuxnet computer virus outbreak believed to have been engineered by the U.S. and Israel. Tehran's reaction so far shows Iranian officials are increasingly taking the possibility seriously.“If it is proven that our country has been attacked by cyberattacks, we will respond,” warned Gen. Gholam Reza Jalali, the head of Iran’s military unit in charge of combating sabotage, according to a report late Thursday by the Mizan news agency.Iranian officials have sought to downplay the fire, which erupted early on Thursday, calling it only an “incident” that affected an “industrial shed.” However, a released photo and video of the site broadcast by Iranian state television showed a two-story brick building with scorch marks and its roof apparently destroyed. Debris on the ground and a door that looked blown off its hinges suggested an explosion accompanied the blaze.Two U.S.-based analysts who spoke to The Associated Press, relying on released pictures and satellite images, identified the affected building as Natanz's new Iran Centrifuge Assembly Center.Iranian nuclear officials did not respond to a request for comment from the AP on the analysts' findings. Iran long has maintained its atomic program is for peaceful purposes. However, the IAEA has said that Iran “carried out activities relevant to the development of a nuclear explosive device” in a “structured program” through the end of 2003.The video and one written statement also referred to Supreme Leader Ayatollah Ali Khamenei as “zahhak,” a monster in Persian folklore. But the tone across the messages clashed, with one using terminology often associated with Iran's Mujahedeen-e-Khalq exile group, or MEK, and the video seemingly showing Iran's Shiite theocracy as worse than the rule of Shah Mohammad Reza Pahlavi. The video also included parts of the nationalist song “Ey Iran,” which reformists and opposition groups both sing.The MEK group said it was not responsible for the fire. Ronen Bergman, an Israeli journalist who works with The New York Times and published a book on the Mossad titled “Rise and Kill First,” questioned why an Iranian opposition group would name itself that.“It’s highly unlikely that a serious opposition movement would use such a name, which is probably exactly what the people who came up with it, were aiming people to think,” Bergman wrote Friday on Twitter in English, without elaborating. The father of Ahmad Erekat, who was shot dead by Border Police after allegedly carrying out a ramming attack outside of Jerusalem last month, has appealed to the High Court of Justice to compel Israel to release his son’s body for burial after withholding it since the incident.Erekat, a 27-year-old resident of Abu Dis, approached the “Container” checkpoint on June 23 before abruptly accelerating and turning toward a group of police, lightly wounding an officer.Video footage from the scene showed that as Erekat got out of the vehicle, he appeared to begin running away from the police officers, who shot him.Erekat’s family has denied he intended to commit a ramming attack, and some family members suggested it was an accident that happened while he was rushing through the checkpoint to pick up his sister ahead of her wedding that same day.The injured Border Police officer insisted that the incident was deliberate, however. Shani Orr Hama Kadosh said in an Israeli TV interview: “I signaled to him to halt, the car started to slow down, and I moved in his direction. During his nearly four decades of service in the IDF, a nickname was pinned to Benny Gantz that every so often gets recalled in his new, post-army life as a politician: benny-huta.The term can generally and generously be translated to describe someone who is laid-back and nonchalant, but has been used by Gantz’s detractors to brand him as lackadaisical, indecisive and lacking killer instincts.For the latter group, it’s a rather bold nickname to try to attach to someone who managed to climb to the very top of the army’s ranks before swiftly transitioning into politics and reserving himself a spot in the Prime Minister’s Residence for November 2021 (so long as its current occupant, Benjamin Netanyahu, holds up his end of the coalition agreement).But the benny-huta epithet has come to mind for many lawmakers and analysts in recent weeks, who have tried to decipher the Blue and White leader/defense minister’s views on Netanyahu’s plans to unilaterally annex as much as 30 percent of the West Bank.Then-IDF chief of staff Benny Gantz has a snowball fight with a family of Palestinians along the West Bank’s Route 60 on December 15, 2013. The group, which includes funding from India's Bharti Global – part of business magnate Sunil Mittal's Bharti Enterprises – plan to pursue OneWeb's plans of building out a broadband internets satellite network, while the UK would also like to potentially use the constellation for Positioning, Navigation and Timing (PNT) services in order to replace the EU's sat-nav resource, which the UK lost access to in January as a result of Brexit.The deal involves both Bharti Global and the UK government putting up around $500 million each, respectively, with the UK taking a 20 percent equity stake in OneWeb, and Bharti supplying the business management and commercial operations for the satellite firm.OneWeb, which has launched a total of 74 of its planned 650 satellite constellation to date, suffered lay-offs and the subsequent bankruptcy filing after an attempt to raise additional funding to support continued launches and operations fell through. That was reportedly due in large part to majority private investor SoftBank backing out of commitments to invest additional funds.The BBC reports that while OneWeb plans to essentially scale back up its existing operations, including reversing lay-offs, should the deal pass regulatory scrutiny, there's a possibility that down the road it could relocate some of its existing manufacturing capacity to the UK. Currently, OneWeb does its spacecraft manufacturing out of Florida in a partnership with Airbus.OneWeb is a London-based company already, and its constellation can provide access to low latency, high-speed broadband via low Earth orbit small satellites, which could potentially be a great resource for connecting UK citizens to affordable, quality connections. The PNT navigation services extension would be an extension of OneWeb's existing mission, but theoretically, it's a relatively inexpensive way to leverage planned in-space assets to serve a second purpose.Also, while the UK currently lacks its own native launch capabilities, the country is working towards developing a number of spaceports for both vertical and horizontal take-off – which could enable companies like Virgin Orbit, and other newcomers like Skyrora, to establish small-sat launch capabilities from UK soil, which would make maintaining and extending in-space assets like OneWeb's constellation much more accessible as a domestic resource.

MOSCOW (AP) — The Russian Orthodox Church on Friday defrocked a coronavirus-denying monk who has defied Kremlin lockdown orders and taken control of a monastery.A church panel in the Ural Mountains city of Yekaterinburg ruled to defrock 65-year-old Father Sergiy, who has attracted nationwide attention by urging believers to disobey church leadership and ignore church closures during the pandemic.The monk didn't show up at the session and dismissed the verdict, urging his backers to come to defend the Sredneuralsk women's monastery where he has holed up since last month.In Friday's video, Father Sergiy denounced President Vladimir Putin as a “traitor to the Motherland” serving a Satanic “world government” and dismissed Russian Orthodox Church Patriarch Kirill and other top clerics as “heretics” and “enemies of God and Holy Mother of God” who must be “thrown out.”The monk called for an all-Russia assembly to put Putin, Patriarch Kirill and his entourage on trial to prevent them from plunging the country into a civil war.“We can't allow that wolf pack to mangle Russia and the neighboring nations,” he said.The church banned the monk from ministry in May, but he has continued preaching and last month took charge of the monastery outside Yekaterinburg that he had founded years ago. Scores of volunteers, including battle-hardened veterans of the separatist conflict in eastern Ukraine, helped enforce his rules, while the prioress and several nuns have left.The police visited the monastery last month a day after Father Sergiy took over, but found no violations of public order. Facing stiff resistance by his supporters, church officials have appeared indecisive, lacking the means to enforce their ruling and evict the rebellious monk by force.Father Sergiy, who was born as Nikolai Romanov, served as a police officer during Soviet times, then left the ranks and was sentenced to 13 years in prison on charges of robbery and assault. After his release, he joined a church school and later became a monk.The charismatic monk quickly became widely known for his enthusiastic efforts to open new churches and monasteries in the Urals. In his fiery sermons, he denounced alleged plots of the “world government” and glorified Russia’s last czar, Nicholas II, who was killed by the Bolsheviks along with his entire family in Yekaterinburg in 1918.Father Sergiy has been the most visible and outspoken of a few ultra-conservative Russian Orthodox clerics who have challenged the church leadership. The top church hierarchy has avoided conflict with the monk until he openly defied the Kremlin and the Moscow Patriarchy during the coronavirus pandemic.As contagion engulfed Russia, Father Sergiy has declared the coronavirus non-existent and denounced electronic passes introduced in Moscow and some other regions to stem the outbreak as “Satan’s electronic camp.” The monk has described the vaccines being developed against COVID-19 as part of a global plot to control the masses via chips.He also urged believers to disobey the closure of churches during the nationwide lockdown. Orthodox churches across Russia were closed to parishioners on April 13 amid a quick rise in COVID-19 cases and were allowed to reopen in early June as authorities eased restrictions.Speaking in a video from his monastic cell where icons and images of Orthodox Church hierarchs of the past adorn the wall alongside pictures of Russia’s last Czar and Soviet dictator Josef Stalin, Father Sergiy warned church officials that they will need to seize the monastery by force to get him out.“I'm calling on all Orthodox believers to come to defend the monastery," he said in his latest video. “I will not leave the monastery.”

The prospect of a peaceful Korean Unification, however remote it seems, would be a historical event worth planning for. While preparing for the worst, we should hope for the best. Hoping for the best means there is a scenario where North Korea’s collapse and regime change occur miraculously, opening doors to South Korea and the West to take over North Korea in what one hopes would be a peaceful absorption. As unlikely as this sounds, it is important to remember that it is not without historical precedent.In November 1989, West and East Berliners flocked to what was one of the most heavily guarded borders in the world and tore down parts of the Berlin Wall that had divided Germany for twenty-eight years. With U.S.-led assistance, Germany became united through the incorporation of East German federal states to West Germany, and it embarked on a path to becoming one of the richest, most free, and most prosperous countries worldwide. The fall of the Berlin Wall was an event that no one saw coming.In this unlikely scenario, South Korea, Japan, and the West would have to respond diligently and rapidly. Therefore, they need to start making plans concerning the cost of rebuilding North Korea if its regime collapses and South Korea steps in to join the two territories of the Korean Peninsula into a unitary state just as West Germany did. It goes without saying that the largest share of the burden in rebuilding efforts would fall on South Korea. The Asian Development Bank and the World Bank would also be on the hook for such an enormous and historic task. Is South Korea ready for this?Estimates on how much reunification would cost South Korea range from 3 percent to 12 percent of its annual GDP over several decades. In 2015, the South Korean National Assembly estimated the unification cost between 2016 to 2060 to be $9.2 trillion—almost seven times South Korea’s annual GDP. South Korea’s Ministry of Unification, the main government body responsible for inter-Korean relations, received a total of $1 billion in its 2020 budget—a 10 percent increase from the previous year. Amongst infrastructure projects, the budget ramp-up focuses on boosting economic cooperation in efforts to achieve a ‘peace economy’ between the countries. The budget, however, falls short of the suggested estimated costs. Rebuilding North Korea’s transportation and energy sectors alone would require $63.1 billion.Using the reunification of Germany as a proxy, the Eastern part to this day receives cash injections. The overall cost of German Unification amounts to a total of $2.25 trillion. The largest portion (65 percent) went to social benefits, whereas other heavy investments were made in infrastructure and in providing ‘welcome money’ to each East German. Despite the long-term economic adjustments, German unification is considered a success story as it allowed 16 million people to step into a country with higher standards of living, although differences between the West and the East still linger decades after the reunification. The former East falls behind the former West on important economic measures: employment, earnings, GDP per capita, and productivity.The German experience demonstrates that reunification has a costly price tag and a longer time horizon. Differences between the Koreas are striking. In 2016, North Korea had a GDP per capita of $1,500 and South Korea had $27,608 in the same year. North Korea is one of the poorest countries in the world, whereas South Korea is the twelfth largest economy globally.Famine, undernutrition, and lack of access to basic services are widespread problems in the North. Out of a population of 25 million, 41 percent are undernourished and 70 percent suffer from food insecurity. Health services are ill-equipped to respond to people’s basic health needs. Life expectancy in North Korea is sixty-eight years for males and seventy-six for females, whereas in the South it is eighty years for males and eighty-six for females.There is great uncertainty about what Korean unification would look like, but one study by colleagues at CSIS looked at the economics of unification and concluded that it may not be as cumbersome as is typically imagined. In the short-run, unification would slow South Korea’s growth and the cost of unification would be steep. In the long-run, benefits would exceed costs and both sides would gain from economic integration, human capital exchange, and poverty reduction.While the two Koreas differ extensively economically, politically, and socially from the two Germanies of 1989, it is important that the West takes into account that reunification efforts will easily require significant economic resources over time: rebuilding North Korea will be a project that will last more than thirty years.Daniel F. A draft motion calling for the government to pay for security around synagogues failed to pass, however.The motions were voted on in the Tweede Kamer, the lower house of the parliament, in the framework of a two-day session of the house’s Justice and Security Commission.The rejected motion stated that the Jewish community in the Netherlands “often lacks the means to adequately protect their infrastructure, events and synagogue services” and called on the government to supply the finances for this purpose.The motion, filed by Geert Wilders and Gidi Markuszower of the anti-Islam Freedom Party, received 28 votes in the 150-member Tweede Kamer, with the ruling VVD party, Dutch Labour, the Socialist Party, and the D66 and Green Left progressive parties voting against it.Institutions from the Dutch-Jewish community, which has some 40,000 people, spend over $1.2 million annually on security, according to community leaders.Motions that did pass included a non-binding call on the government to appoint a national coordinator for the fight against anti-Semitism and the creation of special police units to deal with anti-Semitic crimes.

BERLIN (AP) — The U.N. nuclear agency said Friday that slightly elevated levels of radioactivity detected in northern Europe likely were related to a nuclear reactor that was either operating or undergoing maintenance, but it's still unclear where it is located.Estonia, Finland and Sweden last week measured higher-than-usual levels of ruthenium and caesium isotopes and detected some other artificial radionuclides. They said nothing on their territory had happened to explain their presence, as did more than 40 other countries that volunteered information to the International Atomic Energy Agency.The IAEA said the higher level of isotopes “is likely related to a nuclear reactor that is either operating or undergoing maintenance, when very low radioactive releases can occur.” It added in a statement that “the geographical origin of the release has not yet been determined.”The Vienna-based U.N. agency said it “ruled out that the release was related to the improper handling of a radioactive source.”“It was also unlikely to be linked to a nuclear fuel processing plant, a spent fuel pool or to the use of radiation in industry or medicine,” it said. The agency stressed anew that the concentrations of the particles in the air were very low and posed no risk to human health or the environment.he Netherlands’ National Institute for Public Health and the Environment said a week ago that the isotopes may be from a source in Russia and “may indicate damage to a fuel element in a nuclear power plant.” Russia’s state nuclear power operator, however, said the two nuclear power plants in northwestern Russia haven’t reported any problems.Russia was among the countries that reported back to the IAEA after it contacted nuclear authorities across Europe to request information.

DUBAI, United Arab Emirates (AP) — An online video and messages purportedly claiming responsibility for a fire that analysts say damaged a centrifuge assembly plant at Iran's underground Natanz nuclear site deepened the mystery Friday around the incident — even as Tehran insisted it knew the cause but would not make it public due to “security reasons.”The multiple, different claims by a self-described group called the “Cheetahs of the Homeland” included language used by several exiled Iranian opposition organizations. They also focused almost entirely on Iran's nuclear program, viewed by Israel as a danger to its very existence.The disparate messages, as well as the fact that Iran experts have never heard of the group before, raised questions about whether Natanz again had faced sabotage by a foreign nation as it had during the Stuxnet computer virus outbreak believed to have been engineered by the U.S. and Israel. Tehran's reaction so far shows Iranian officials are increasingly taking the possibility seriously.“If it is proven that our country has been attacked by cyberattacks, we will respond,” warned Gen. The father of Ahmad Erekat, who was shot dead by Border Police after allegedly carrying out a ramming attack outside of Jerusalem last month, has appealed to the High Court of Justice to compel Israel to release his son’s body for burial after withholding it since the incident.Erekat, a 27-year-old resident of Abu Dis, approached the “Container” checkpoint on June 23 before abruptly accelerating and turning toward a group of police, lightly wounding an officer.Video footage from the scene showed that as Erekat got out of the vehicle, he appeared to begin running away from the police officers, who shot him.Erekat’s family has denied he intended to commit a ramming attack, and some family members suggested it was an accident that happened while he was rushing through the checkpoint to pick up his sister ahead of her wedding that same day.The injured Border Police officer insisted that the incident was deliberate, however. Shani Orr Hama Kadosh said in an Israeli TV interview: “I signaled to him to halt, the car started to slow down, and I moved in his direction. (Judah Ari Gross/Israel Defense Forces)-While the Blue and White-Likud coalition deal ultimately leaves a final decision on the matter in Netanyahu’s — and not Gantz’s — hands, the dense wording of Clause 29 also conditions annexation on an “agreement to be reached with the United States.”The White House, according to senior Israeli officials familiar with the matter, is keen on seeing Gantz get behind the controversial move as well, in order to demonstrate that there’s broad Israeli consensus behind annexation, before it goes ahead and gives it a green light. Essentially, Washington believes that the Blue and White leader is just as representative, if not more representative, of the Israeli mainstream on this issue than Netanyahu, so that it appears to have given him something akin to veto power — not exactly the kind of feat that a novice, lackadaisical politician can easily accomplish.So what does Benny Gantz think about annexation? Netanyahu, who has held several meetings with the defense minister on this very issue in recent weeks, has admitted to being unsure as to where his senior coalition partner stands. “We don’t know with regards to Blue and White — that’s a good question. I don’t know which side they fall on the issue either,” a Likud official quoted the premier as having said during a faction meeting last month.The director of the Yesha umbrella council of settler mayors was asked the same question by reporters after Gantz met with his group in June. Yigal Dilmoni put his palms up and shrugged. “I don’t know. The centrist alliance vowed not to carry out another “disengagement.” Unilaterally withdrawing from land was “out,” but as for unilaterally extending sovereignty onto additional land, the platform did not specify.Fast forward to this year and Gantz has gingerly begun speaking more openly about unilateral annexation as Netanyahu has vowed more incessantly to see it through. That it was a front to woo right-wing voters?”Gantz himself went further in a briefing to military reporters last month, saying, “We won’t continue to wait for the Palestinians. If they say no forever to everything, then we’ll be forced to move forward without them.” He described the Palestinians’ ongoing rejectionism as their “deep shit” and said Israel would not get dragged into it.However, he later clarified that he opposed annexing territory with Palestinians in it and that any Palestinians in territory to be annexed should be offered equal rights. But those who disparagingly refer to Gantz as benny-huta are likely to do so when they look for someone to blame if annexation isn’t carried out in the end.

The UK government to acquire satellite company OneWeb in deal funded in part by India's Bharti GlobalDistressed satellite constellation operator OneWeb, which had entered bankruptcy protection proceedings at the end of March, has completed a sale process, with a consortium led by the UK Government as the winner. The group, which includes funding from India's Bharti Global – part of business magnate Sunil Mittal's Bharti Enterprises – plan to pursue OneWeb's plans of building out a broadband internets satellite network, while the UK would also like to potentially use the constellation for Positioning, Navigation and Timing (PNT) services in order to replace the EU's sat-nav resource, which the UK lost access to in January as a result of Brexit.The deal involves both Bharti Global and the UK government putting up around $500 million each, respectively, with the UK taking a 20 percent equity stake in OneWeb, and Bharti supplying the business management and commercial operations for the satellite firm.OneWeb, which has launched a total of 74 of its planned 650 satellite constellation to date, suffered lay-offs and the subsequent bankruptcy filing after an attempt to raise additional funding to support continued launches and operations fell through. That was reportedly due in large part to majority private investor SoftBank backing out of commitments to invest additional funds.The BBC reports that while OneWeb plans to essentially scale back up its existing operations, including reversing lay-offs, should the deal pass regulatory scrutiny, there's a possibility that down the road it could relocate some of its existing manufacturing capacity to the UK. Currently, OneWeb does its spacecraft manufacturing out of Florida in a partnership with Airbus.OneWeb is a London-based company already, and its constellation can provide access to low latency, high-speed broadband via low Earth orbit small satellites, which could potentially be a great resource for connecting UK citizens to affordable, quality connections. The PNT navigation services extension would be an extension of OneWeb's existing mission, but theoretically, it's a relatively inexpensive way to leverage planned in-space assets to serve a second purpose.Also, while the UK currently lacks its own native launch capabilities, the country is working towards developing a number of spaceports for both vertical and horizontal take-off – which could enable companies like Virgin Orbit, and other newcomers like Skyrora, to establish small-sat launch capabilities from UK soil, which would make maintaining and extending in-space assets like OneWeb's constellation much more accessible as a domestic resource.
