headlines in the land of samba once again.A 130-strong Israeli military
and search-and-rescue team landed here on Sunday and has been working
against the clock to find survivors of a dam collapse last Friday around
a mining operation in a rural area of the Minas Gerais state.The
humanitarian delegation has earned wide praise, but also criticism from
critics of Israel who say it represents a diversion from its conflict
with the Palestinians.“It’s amazing how people in the streets are
sympathetic, asking for selfies with us. They are grateful for the
Israeli army and the Jewish people,” Rabbi Nissim Katri, of the Chabad
House in Belo Horizonte, told JTA. “They seem amazed with this type of
solidarity that is not so common in our modern world.”The dam collapse
that left 65 people confirmed dead and nearly 300 missing took place not

their resignations earlier Tuesday, marking the end of a failed unity
bid with rival Hamas.Abbas accepted the resignations but assigned
Hamdallah and his fellow ministers the task of maintaining the PA
government’s operations until the formation of a new one, the official
PA news site Wafa reported.The government’s decision to resign came two
days after the Fatah Central Committee recommended the formation of a
government made up of representatives of factions in the Palestine
Liberation Organization and independent personalities, leaving out
Hamas, a terror group that is the de facto ruler of the Gaza Strip.Hamas
spokesman Fawzi Barhoum condemned the government’s resignation on
Tuesday, saying it was aimed at paving the way for the establishment of
“a new separatist government” that serves Abbas and his Fatah party’s
interests.Abbas was set to begin consultations to form a government made
up of PLO factions, with the goal of preparing for new legislative
elections, Wafa reported. It is not clear who will be tapped as the next
prime minister.Abbas and other PA officials have recently pledged to
hold new parliamentary elections in the coming six months, but how that
would be possible in the Gaza Strip is unclear. Hamas has controlled the
coastal enclave since ousting the Fatah-dominated PA in 2007 from the
territory.Fatah Central Committee Member Azzam al-Ahmad said on Sunday
that the Palestinians planned to form a new government in response to
Hamas not handing over the Gaza Strip to the PA.“We plan to form a new
government of factions soon in response to Hamas’s failure to undertake

legitimate PA,” the senior Fatah and PLO official told The Times of
Israel. “Hamas helped form the last government. This time, it will not

Since its establishment, however, Abbas has carried out at least two

Abbas ordered a freeze on the implementation of a new social security
law after months of protests against it.Abbas announced the move late
Monday, responding to demonstrators who had taken to the streets for
months amid mass anger over the law, saying they did not trust
Palestinian bureaucrats to manage their money.The PA began implementing
the law on January 15, requiring some business owners and their
employees to pay part of their monthly salaries to the Palestinian
Social Security Institution, which the legislation created.The
Ramallah-based government had planned to mandate the rest of the
Palestinian private sector to make payments to the body at later
dates.In return for making at least 180 payments, the now-frozen version
of the law said the Social Security Institution would deliver pensions
to Palestinians in the private sector who have reached the age of 60.It
also said the institution would provide workplace injury insurance and
maternity benefits to Palestinians in the private sector.“The president
of the State of Palestine decided to stop the implementation of the
law…regarding social security and its amendments,” Abbas’s order read.
“The dialogue between all relevant parties will continue in order to
achieve a national consensus about the law and its implementation
date.”In recent weeks, PA government ministers have said they were
holding a dialogue with union leaders, experts and others about amending
the social security law.Abbas’s decision to halt the law’s
implementation came a day after the Fatah Central Committee recommended
freezing it for a limited period of time.The PA government said on

parts of the West Bank, with several Palestinians demonstrating for the
first time in their lives.Protesters have said they do not trust a

social security system, but with rampant corruption in our government we
cannot trust an institution created by it,” 30-year-old Nidal Quran, a
teacher, said on the sidelines of a December protest in Ramallah. “What
if the government one day takes our money we give to the institution to
deal with what it says is a financial crisis?”An overwhelming majority
of Palestinians view PA institutions as corrupt, according to polls

Amnesty International on Tuesday urged a
boycott of tourism in Israel’s West Bank settlements and singled out
digital tourism giants Airbnb, Booking.com, Expedia and TripAdvisor,
saying they were profiting from “war crimes” by offering services
there.The British-based NGO’s “Destination: Occupation” study called on
the companies to stop listing tourist accommodation, activities and
attractions in settlements in the West Bank and in East Jerusalem.“They
are doing so despite knowing that Israel’s occupation of the West Bank,
including East Jerusalem, is governed by international humanitarian law
under which Israeli settlements are deemed illegal,” said the report.“In
doing business with settlements, all four companies are contributing

McArthur pleaded guilty to eight counts of first-degree murder when the
67-year-old appeared in a downtown Toronto courtroom today and admitted
to killing eight men between 2010 and 2017.The self-employed landscaper
was arrested in January 2018 after years of speculation within
Toronto's Gay Village neighbourhood that missing persons cases were
connected.From then on in, McArthur, a grey-haired, bearded and stocky
man, was referred to as an alleged serial killer, in a case that gripped
the city and was covered by media outlets around the world.Ultimately,
McArthur was charged in the deaths of Selim Esen, Andrew Kinsman, Majeed
Kayhan, Dean Lisowick, Soroush Mahmudi, Skandaraj Navaratnam,
Abdulbasir Faizi and Kirushna Kanagaratnam.When he entered his pleas
before Justice John McMahon in Superior Court on Tuesday morning,
McArthur looked gaunt, with his beard and head shaved. As the name of
each of his eight victims was read out, he replied "guilty" in a quiet
voice.Michael Cantlon, a lawyer for the Crown, revealed some details of
the killings, telling the court that each murder included planning and
deliberation, and that six were sexual in nature.He said that during a
search of McArthur's bedroom, police found a bag containing duct tape, a
surgical glove, rope and zip ties. Canton also said McArthur "staged"
some of his victims after they were murdered and kept some of their
items as souvenirs, including jewelry.According to the Crown, sentencing
will take place next week, when more details of the case will be

police went on to recover the remains of seven of the men in large
planters at a residential property in midtown Toronto where McArthur
worked. The remains of the eighth man were found in a nearby
ravine.Controversy over police handling of case-The police drew heavy
criticism for their investigation of the missing men, including for
comments made by police Chief Mark Saunders in December 2017 — a month
after McArthur became a suspect in the murder of Kinsman — that police
had no evidence of a serial killer operating in the Gay Village.In the
wake of that criticism, Toronto police created the service's first-ever
missing persons unit.How the Toronto police handle cases involving
missing people will also be subject to an independent review set up by
the Toronto Police Services Board. The review is being advised by a
panel of representatives from the LGBTQ community and other marginalized

from investors surged more than 400 percent in 2018 to around $1.7
billion, according to a report from U.S.-based cyber security firm
CipherTrace released on Tuesday.Of the $1.7 billion, the report, which
looks at criminal activity in the digital currency market, said $950
million constituted thefts from cryptocurrency exchanges and
infrastructure services such as wallets, up nearly 260 percent from $266
million in 2017.Korea and Japan were home to most of the thefts from
exchanges, or 58 percent, throughout 2018.The numbers on crypto theft
surprised many observers given the price declines in digital currencies
in 2018. The market capitalization with more than 1,600 digital
currencies was $112 billion in January, 2019, down more than 80 percent
from its peak a year earlier.In addition to those thefts, the research
found that investors and exchange users lost about $725 million in
cryptocurrency in 2018 to exit scams such as fraudulent initial coin
offerings, phony exchange hacks, and Ponzi schemes.In 2017, the exit
scams totaled just $56 million, according to CipherTrace."These numbers
only represent the loot from crypto crimes that CipherTrace can
validate; we have little doubt that the true number of crypto asset
losses is much larger," the cybersecurity firm said in the
report.Whereas in the first three quarters, thefts by hackers dominated
the crypto crime scene, the fourth quarter was mostly about inside jobs
or fraud, CipherTrace said."We have been seeing new types of crimes that

— Intolerance and conspiracy theories have haunted the margins of
France's "yellow vest" movement since the first protests over fuel taxes
roused the discontented middle of French society. The men and women in
fluorescent safety vests blocking traffic and intimidating shoppers on
the famed Champs-Elysees Avenue vent a range of grievances against the
government. But over 11 weeks of yellow vest protests, views from the
fringes have bubbled through the diffuse and leaderless movement and
have been amplified: anti-Semitic rants about banking, a Holocaust
survivor harassed on the subway, assaults on journalists, and claims the
government concocted terrorist attacks or deadly accidents to divert
attention from the demonstrations. There has been scattered violence at
the protests, with clashes between participants and riot police, and
authorities worry that the extremists have taken over the centre of the
movement, risking a return to the darker episodes from France's past. On
Saturday in Paris, a man in a yellow vest turned toward a journalist
filming at the sidelines of an otherwise quiet match, hurled a
homophobic epithet and added: "You work for the Jews." No one in the
march joined in, but neither did they contradict him. In a more positive
sign, a group of several hundred protesters forming a human chain in
central Lyon inadvertently converged with a Holocaust commemoration that
was planned separately by the city. After the boisterous protesters
largely complied with a moment of silence for Holocaust victims, Deputy
Mayor Jean-Dominique Durand, who organized the memorial, urged the group
to "clean house" of any extremist views. "It was an important moment to
show that anti-Semitism has no place here," said yellow vest protester
Thomas Rigaud, according to Europe 1 radio. Marchers at one of the first
yellow vest rallies in Paris in November held the French flag aloft
while chanting "This is our home!" — a double-edged slogan that
resonates with the far-right National Rally party, whose leader Marine
Le Pen calls it a "cry of love" for France; critics see only
anti-immigrant overtones. In December, a group of marchers in Paris'
bohemian Montmartre neighbourhood proffered an anti-Semitic salute. They
sang lyrics associated with Dieudonne M'bala M'bala, a French comedian
convicted several times of racism and anti-Semitism. The hand gesture
and song are both called the "quenelle," with the gesture mimicking an
inverted Nazi salute and the song hinting at Zionist plots. Dieudonne
describes them as anti-establishment symbols. On that same day, men in
yellow vests harassed an elderly Holocaust survivor on a subway train
when she asked them to stop making the gesture, and one of them replied
that the gas chambers that had killed her father never existed. A
journalist who saw the exchange said no one took the woman's side.
France's interior minister said the train operator was trying to
identify the men, saying "whether hidden by a yellow vest or in the
anonymity of Twitter, anti-Semitism must be fought with all strength."
Some of France's most notorious anti-Semitic personalities have been
seen at the forefront of some of the Paris protests. One of them, Herve
Ryssen, appeared on the cover of the weekly Paris Match, facing police
as he stood before the Arc de Triomphe. Ryssen has been convicted
repeatedly of anti-Semitism and provoking acts of discrimination. He was
convicted again last week for Holocaust denial, a crime in France for
decades that harkens back to the country's history of surrendering
French Jews to the occupying Nazis to be killed. Government spokesman
Benjamin Griveaux acknowledged that protests varied from town to town,
but said last week that some were marked by "paramilitaries close to the
extreme right." Among them were Victor Lenta, a former soldier who
fought alongside pro-Russian separatist forces in Ukraine. Maxime
Nicolle, a YouTube personality who goes by the handle Fly Rider, and
Eric Drouet, a trucker who was among the early yellow vest organizers,
also have emerged as prominent voices. The Jean Jaures Foundation, a
think-tank connected with the Socialist Party, studied online activity
by Drouet and Nicolle, and said both are tacitly affiliated with
France's far-right party. It said Drouet shared anti-migrant videos and
provided a Facebook platform for discuss plots involving Zionists,
banks, and the media. The study said Nicolle had repeatedly liked videos
linked with the party that lost to President Emmanuel Macron. Nicolle
has publicly expressed doubts about French authorities' account of a
gunman killing five people near a Strasbourg Christmas market in
December. The Islamic State group claimed responsibility for the attack,
which derailed the next weekend's yellow vest protest. He, like others
in the yellow vest movement, said he did not believe it was terrorism
and mused that the government benefited from the timing. "I don't trust
anything I cannot see," he said. Organizations that track racist and
anti-Semitic incidents in France say more of both were reported in 2018,
though they haven't finished compiling the data. SOS Racisme, a
coalition of groups co-founded by French intellectual Bernard-Henri
Levy, said it received 587 reports last year, compared with 508 in 2017.
The government has not made its final figures public for the year. "I
would not say that the movement is anti-Semitic, but I say that these
mass movements are always exploited by anti-Semites," said Francis
Kalifat, president of CRIF. That was a danger sign for France that the
movement "will try to win in the streets what they lost in the vote," he
said. Conspiracy videos about the Rothschilds, a French Jewish banking
family that frequently is at the centre of global conspiracy theories,
appear prominently on many of the yellow vest Facebook feeds. Macron —
the chief target of the weekly protests because of policies seen as
benefiting the wealthy — used to work for the family's investment bank.
The Jewish banker-as-scapegoat theme came up repeatedly in conversations
with yellow vest marchers Saturday in Paris. Still, several peaceful
marchers expressed concern about actions by the radical fringe. The
grassroots movement is increasingly seeing divisions between its
moderates and extremes. To join two of the most popular Facebook groups
for the yellow vests, members must agree to rules including being kind
and courteous, and to not incite hatred or harass or insult other
participants. On Saturday, at a meeting in northern France, there was
little the about 100 delegations could agree upon except an affirmation
that they were "neither racist, nor sexist, nor homophobe" — an apparent
pushback against the recent allegations. That hasn't stopped Dieudonne,
on his 10-minute YouTube shows, from selling his own version of a
yellow vest printed with a vulgar reference to Macron and the song heard
on the steps of Montmartre. He said he has sold out of the vests, but

we go again. Environment Canada has issued a snowfall warning for the
northwestern parts of the province this week, which could see between 15
and 20 centimetres of snow between Victoria and Restigouche
counties.The national weather agency said the low pressure system is
expected to develop over southern New England early Wednesday morning
and track toward the Maine and New Brunswick border by Wednesday
afternoon.Then, the weather system is expected to travel toward Quebec
by Wednesday night."Snow will develop early Wednesday morning over
northwestern New Brunswick and continue through the day Wednesday," the
weather agency said in a statement.Tina Simpkin, a CBC meteorologist,
says other parts of the province can expect about 5 millimetres of rain
and up to 10 mm of rain in the Saint John area.As a result, snowfall
totals won't be as significant in other parts of New Brunswick."Rain in
these areas will limit the snow," she said.Environment Canada is also
reminding motorists to adjust their driving with changing road
conditions.
