Lebanon may need camps for flood of Syrian refugees: U.N

Syria and may have to establish formal
refugee camps if the influx continues, a
United Nations refugee official said.The tiny and
fragile Mediterranean state already hosts 260,000 refugees - equivalent
to 6.5 percent of its population - and has sought to absorb them in
homes and communities, fearing large camps of
Sunni Muslim Syrians could inflame sectarian tensions still smouldering from its own 1975-1990 civil war.But the accelerating exodus from Syria's bloodshed
means that the number of Syrians seeking help in Lebanon is growing by
3,000 a day, leaving authorities and the UNHCR refugee agency struggling
to provide for them."We have this very
tiny country ... a quarter of the size of Switzerland, with a population
of 4 million people, taking in 260,000 refugees," UNHCR representative
in
Lebanon Ninette Kelley told Reuters late on Friday."I think what we need to start doing is to prepare for
an eventuality whereby we may not be able to find enough shelter and
accommodation given the current level of demand."
"We have advised the government that it may be a time
to start having at least two transit sites," she said, where refugees
could be offered temporary food and shelter before other accommodation
is found. "As a start, that would be a good thing."UNHCR has also made contingency plans to establish
formal refugee camps if the mass influx continues, though that would
have to be with Lebanese government permission, she said."We do plan for camps. We pre-position stocks, we make
sure we have done assessments and that we are ready to go in that
eventuality," she said in an interview at UNHCR headquarters in southern
Beirut.
FUND NOT ENOUGH
Reluctance to set up refugee camps stems in part from historic sensitivities over the waves of Palestinian refugees who fled from Israel, some of whom became central players in Lebanon's destructive civil war.
The issue also highlights the country's current
political divide. Some of Syrian President Bashar al-Assad's Lebanese
foes openly called for camps to be set up, hoping it would highlight the
scale of his crackdown on the nearly two-year-old uprising in which an
estimated 60,000 people have been killed.The government of Lebanese Prime Minister Najib Mikati,
dominated by Assad allies including Hezbollah, preferred to support aid
efforts to house the refugees in homes and schools in their own Sunni
Muslim communities.Aid workers say that the political concerns constrained
their ability to help during the first year of the conflict,
particularly in Lebanon's Bekaa Valley, where pockets of Christians,
pro-Hezbollah Shi'ite Muslims and Sunni Muslim supporters of the armed
Syrian rebels live close by.They are still struggling. A report by the French aid
group Medecins Sans Frontieres said half the refugees in Lebanon were
not receiving sufficient medical care and many more were living in
inadequate winter shelter.UNHCR has increased registration of new refugees to
40,000 a month, but even that may not keep pace with new arrivals and
its capacity is stretched to the limit.
Kelley said that despite last month's U.N. conference
in Kuwait, when $1.5 billion was pledged for Syrian humanitarian aid,
U.N. operations inside Lebanon had so far only received 15 percent of
their funding requirements."Our problem right now is we simply don't have enough
funds to do 100 percent coverage of registered refugees and all the new

one of the most peculiar organizations in the world, marked its 900th
birthday Saturday with a colorful procession through St. Peter's Square,
a Mass in the basilica and an audience with Pope Benedict XVI, himself a member of the onetime chivalrous order drawn from Europe's nobility.The Knights are at once a Roman Catholic religious order,
an aid group that runs soup kitchens, hospitals and ambulance services
around the globe, and a sovereign entity that prints its own passports
and enjoys diplomatic relations with 104 countries — yet has no country to call its own.
Some 4,000 people — volunteers in neon orange civil protection suits,
children in red berets and members each draped in a black cloak with a
white, eight-pointed Maltese Cross on the front — processed through St.
Peter's Square and into the basilica for the Mass marking the 900th
anniversary of the order's recognition by the Holy See.After the Mass, which was celebrated by the Vatican No. 2, Benedict
came to the basilica for an audience during which he thanked the order
for its service and urged it to continue providing health care for the
world's neediest while staying true to its Christian ideals.The order's work, he said, "is not mere philanthropy but an effective expression and a living testimony of evangelical love."The order traces its history to an 11th century infirmary in
Jerusalem set up by a monk to care for pilgrims visiting the Holy Land.
During the Crusades, as the order's humanitarian efforts spread, it took
on a military role to protect pilgrims and Christendom as a whole from
Muslim attacks. In February 1113 Pope Paschal II recognized the order
with a papal bull establishing its sovereign status by saying it was
independent of both lay and other religious authorities.During its heyday, would-be members had to prove nobility through all
eight great-grandparents. Such requirements are now largely relaxed
except in some European countries. Still, the order's members are drawn
from some of the world's wealthiest Catholics, who fund its health
clinics, homeless shelters and old folks' homes in 120 countries and
rally for special appeals when disasters strike.Sixty of the 13,500 members are so-called "professed knights," who
make vows of poverty, chastity and obedience and live like monks, albeit
without being ordained priests.The order's international legal status is entirely unique, a
sovereign entity that prints its own stamps, coins, license plates and
passports, yet has no territory over which it rules. Its forces once
occupied Cyprus, Rhodes and Malta, but Napoleon expelled the order from
Malta in 1798, depriving it of the final patch of land ove it ruled.Nevertheless, the order still enjoys many of the trappings of a small

packing hurricane-force wind gusts and blizzard conditions swept through
the Northeast on Saturday, dumping more than 2 feet of snow on New
England, killing four and knocking out power to 650,000 homes and
businesses.More than 28 inches of snow had fallen on
central Connecticut by early Saturday, and areas of southeastern
Massachusetts, Rhode Island and New Hampshire notched 2 feet or more of
snow — with more falling. Airlines scratched more than 5,300 flights
through Saturday, and New York City’s three major airports and Boston’s
Logan Airport closed.The wind-whipped snowstorm mercifully arrived
at the start of a weekend, which meant fewer cars on the road and extra
time for sanitation crews to clear the mess before commuters in the New
York-to-Boston region of roughly 25 million people have to go back to
work. But it also could mean a weekend cooped up indoors.The National Weather Service says up to 3 feet
of snow is expected in Boston, threatening the city’s 2003 record of
27.6 inches. A wind gust of 76 mph was recorded at Logan Airport.New York City’s three main airports and
Boston’s Logan started shutting down in the afternoon. Massachusetts
Gov. Deval Patrick banned all traffic from roads Friday afternoon,
believed to be the state’s first such ban since the blizzard of 1978.Israeli airline El Al, which does not fly on
the Sabbath, will decide on Saturday evening whether to cancel its
flights, Israel Radio reported on Saturday.“This one doesn’t come along every day. This
is going to be a dangerous winter storm,” said Alan Dunham,

In Canada, the snowstorm barreling across
southern Ontario left at least three people dead. An 80-year-old woman
collapsed while shoveling her driveway. Provincial police said two men
were killed in car crashes.
Leaders of Northeastern states, including New
York, Rhode Island, and Connecticut, declared a state of emergency and
pleaded with residents to stay off the roads.The heaviest
snowfall was expected Friday night and into Saturday. Wind gusts could
reach 75 mph (121 kph). Widespread power failures were feared, along
with flooding in coastal areas still recovering from Superstorm Sandy in
October.Boston could get nearly a meter of snow, while
New York City was expecting up to 12 inches (30 centimeters). Mayor
Michael Bloomberg said plows and 250,000 tons of salt were being put on
standby.Snow was being blamed for a 19-car pileup in Maine on Friday morning.From New Jersey to Maine, shoppers Friday

The warnings extended into New Hampshire and Maine.In New England, it could prove to be among the top 10 snowstorms in history, and perhaps even break Boston’s record of 27.6 inches (701.04 millimeters), set in 2003, the National Weather Service said.As snow began falling Friday, some synagogues announced they would be canceling weekend services.At least two synagogues in Providence, R.I.,
called off Shabbat services. “Due to the impending blizzard all worship
services have been canceled Friday, Saturday and Sunday,” said a
recorded message at Providence’s Temple Beth-El on Friday afternoon.
The Touro Synagogue, the oldest synagogue in
the country, will reportedly not hold prayer services this Shabbat for
the first time in years.B’nai Jeshurun on Manhattan’s Upper West Side
said services will be held as usual with the exception of a special
service for young children, which had been canceled.“A lot of people live within walking distance so we’re allowing them to use their own discretion,” said a spokesperson.

Northeastern United States, killing at least one person, leaving
hundreds of thousands without power and disrupting thousands of flights,
media and officials said.
Forecasters warned of more heavy winds and snowfalls on Saturday, particularly near
Boston, where up to 30 inches was expected in some areas, as well as in
New York,
Connecticut and Maine.In the first death blamed on the blizzard, one man in
his seventies was killed when a driver lost control of her car and hit
him in
Poughkeepsie, New York, media reported.The Pilgrim Nuclear Power Plant in
Plymouth, Massachusetts
lost power and automatically shut down during the storm late on Friday,
but there was no threat to the public, said the Nuclear Regulatory
Commission.Winds reached 35 to 40 miles per hour (56 to 64 km per
hour) by Friday afternoon and forecasters expected gusts up to 60 mph
overnight.The storm prompted the governors of Massachusetts, Rhode Island, Connecticut,
New York and Maine to declare states of emergency.
Massachusetts Governor Deval Patrick took the rare step
of announcing a ban on most car travel starting Friday afternoon, while
Connecticut Governor Dannel Malloy closed the state's highways to all but emergency vehicles.By Friday night some commuter trains that run between
New York City and Westchester County, Long Island and Connecticut had
already been suspended. Amtrak suspended railroad service between New
York, Boston and points north on Friday afternoon.In many cases, authorities ordered non-essential
government workers to stay home, urged private employers to do the same,

Lebanese airspace for over 17 hours, a Lebanese Army Guidance Department

lengthy overflights were not the same as those reported on Friday
morning, which were said to have been carried out by Israeli jets.The report said Israeli fighter planes, accompanied by a reconnaissance drone,
flew over Lebanese airspace for three hours overnight Thursday and conducted mock sorties.Similar incidents of IAF “violation of
Lebanese sovereignty and resolution 1701″ were reported on Wednesday,
when the fighter planes reportedly flew over the Litani River, a natural
barrier that marked the northern lines of the IDF presence in Lebanon
before Israel’s 2000 withdrawal to the 1949 armistice lines.Since Israel’s reported attack on a weapons
convoy carrying advanced weapons from Syria to Lebanon last week,
reports of Israeli jets flying over Lebanon have become increasingly

Flaws found in US missile shield against Iran

unfeasible, while another could be diplomatically explosive
WASHINGTON (AP) — Secret US
Defense Department studies cast doubt on whether a multibillion-dollar
missile defense system planned for Europe will ever be able to protect
the US from Iranian missiles as intended, congressional investigators
said Friday.Military officials say they believe the
problems can be overcome and are moving forward with plans. But proposed
fixes could be difficult. One possibility has already been ruled out as
technically unfeasible. Another, relocating missile interceptors
planned for Poland and possibly Romania to ships on the North Sea, could
be diplomatically explosive.The studies are the latest to highlight
serious problems for a plan that has been criticized on several fronts.
Republicans claim it was hastily drawn up in an attempt to appease
Russia, which had opposed an earlier system. But Russia is also critical
of the plan, which it believes is really intended to counter its
missiles. A series of governmental and scientific reports has cast doubt
on whether it would ever work as planned.At a time that the military faces giant budget
cuts, the studies could prompt Congress to reconsider whether it is
worthwhile to spend billions for a system that may not fulfill its
original goals.The classified studies were summarized in a
briefing for lawmakers by the Government Accountability Office,
Congress’ nonpartisan investigative and auditing arm, which is preparing
a report. The GAO briefing, which was not classified, was obtained by
The Associated Press.Military officials declined repeated requests
to discuss the studies on the record, noting they were classified. Even
speaking on condition of anonymity, they declined to say whether the GAO
had accurately reported its conclusions. But the GAO briefing had been
reviewed by several Defense Department officials and the revisions they
requested were incorporated. There was no indication they had objected
to how the studies had been described.The officials who spoke to the AP emphasized
that the interceptor intended to protect the United States is in the
early stages of development and its capabilities are not known. They
said that the US is already protected by other missile defense systems.
Even if European-based interceptors are unable to directly defend the
United States, they say they would protect not only European allies and
US troops stationed on the continent, but also US radars there that are
necessary for all US missile defense plans.Missile defense has been a contentious issue
since President George W. Bush sought to base long-range interceptors in
central Europe to stop missiles from Iran. Some Democrats criticized
the plans, saying they were rushed and based on unproven technology.
Russia believed the program was aimed at countering its missiles and
undermining its nuclear deterrent.While it might seem logical for the US to want
to have a defense against Russian missiles, it’s not so simple. A new
missile defense system aimed at Russia could undermine the balance
between the nuclear powers, prompting Moscow to add to its arsenal and
build up its own defenses. It would undermine prospects for further cuts
in nuclear weapons — a priority for US President Barack Obama — and
could also hurt US-Russian cooperation on other issues of international
importance.Obama reworked the plans soon after taking
office in 2009, arguing that the threat from long-range Iranian missiles
was years off. His plans called for slower interceptors that could
address Iran’s medium-range missiles. The interceptors would be upgraded
gradually over four phases, culminating early next decade with those
intended to protect both Europe and the United States.The plans have gained momentum in Europe with
the signing of basing agreements in Poland, Romania and Turkey, as well
as backing by NATO. But Russia, while initially welcoming the plan, now
strongly opposes it, especially the interceptors in the final stage.
Russia fears those interceptors could catch its intercontinental
missiles launched at the US.It is that fourth stage that is now at issue.
The GAO investigators said that the classified reports by the Missile
Defense Agency concluded that Romania was a poor location for an
interceptor to protect the US. It said the Polish site would work only
if the US developed capabilities to launch interceptors while an Iranian
missile was in its short initial phase of powered flight.But the administration is not pursuing that
capability because it does not believe it is feasible, according to one
senior defense official.The military has considered deploying
interceptors on ships, but the Navy has safety concerns that have not
yet been resolved. The suggestion of attempting intercepts from ships on
the North Sea would likely aggravate tensions with Russia. That could
put it right in the path that some Russian ICBMs would use, further
reinforcing Russia’s belief that it, not Iran, is the target of the
system.The GAO investigators also took the
administration to task for not conducting studies earlier that could
have revealed the problems. Reports by the GAO and scientific bodies
advising the government have raised other concerns about the missile
shield, citing production glitches, cost overruns, problems with radars
and sensors that cannot distinguish between warheads and other objects.
One report by the National Academy of Sciences recommended canceling the
fourth phase of the system and deploying the interceptors to the East
Coast.The GAO study was requested by Republican Rep.
Michael Turner, who until recently led a panel that oversees missile
defense. He said he is concerned that the interceptor in development
might be useless in protecting the United States.“This report really confirms what I have said all along: that this was a hurried proposal by the president,” he said.

EU leaders throw weight behind US trade talks

BRUSSELS - EU leaders have thrown their weight behind talks aimed at securing a comprehensive trade agreement with the US.In a communique adopted following the EU budget summit on Friday
(February 8), the European Council reiterated its "support for a
comprehensive trade agreement" with the United States.
Any talks are likely to focus more on harmonising regulatory
standards than on reducing already low tariff barriers, with the Council
calling on trade talks to pay "particular attention to ways to achieve
greater transatlantic regulatory convergence."The move, which puts the US at the top of long list of trade talks
expected to take place in 2013, is the latest sign that the EU sees
trade as its most effective answer to austerity. The leaders' statement
added that "an ambitious trade agenda can lead in the medium term to an
overall increase of 2 percent in growth and to the creation of 2 million
jobs."Meanwhile, leaders said they expect a trade deal with neighbouring
Canada to be concluded "very shortly," while negotiations with Japan
expected to be launched in Tokyo at the upcoming EU-Japan summit.Although the summit in Brussels was dominated by protracted
negotiations on the EU's near €1 trillion budget for the next seven year
framework, the European Commission has estimated that an EU-US trade
deal could be worth €275 billion per year - more than double the size of
the bloc's annual budget.EU trade commissioner Karel de Gucht is currently in North America
for talks with Canadian trade minister, Ed Fast, and US trade
representative Ron Kirk in a bid to fast-track the pace of negotiations.
Talks with Canada are on the verge of completion, while EU officials
are hopeful that President Barack Obama will mention the EU-US plan in
his state of the union address next Tuesday (February 12).During a speech in Munich last week, US vice-president Joe Biden
talked up the prospect of a trade deal "getting done." He said that an
accord "would be good for growth, job creation, and be good on both
sides of the Atlantic; it would strengthen our global trading system;
and it would, importantly, help us strategically."Bilateral trade agreements have become the new vogue in EU policy as
the bloc's 27 member states attempt to drag their economies out of
recession and away from austerity. However, only four of the EU's 29
trade agreements already in force (Mexico, South Africa, Turkey, South
Korea) are with countries in the G20.Andrew Burns, senior economist for the World Bank, told this website
that although economists have reservations about the benefits of
bilateral trade deals "these trade agreements have, on balance, been
trade creating not diverting."But nearly five years after the start of the financial crisis,
governments are still yet to repeal a large number of measures to
restrict trade.The World Trade Organisation reported that in the seven months up to
May 2012, 182 instruments to restrict or distort trade were adopted by
governments. It also claims that only 18 percent of the trade
restricting measures adopted by G20 countries since 2008 have been
scrapped, amounting to a total loss of 3 percent of world trade -
equivalent to some €350 billion.
EU leaders urge MEPs to back skeletal budget

BRUSSELS - EU leaders emerging out of
25 hours of haggling on Friday (8 February) defended the €960 billion
budget for 2014-2020 as "the best deal possible" and urged the European
Parliament to live up to its responsibility by approving it."These were a lengthy but successful 24 hours. We have a balanced and
growth-oriented budget for Europe for the rest of the decade," EU
Council chief Herman Van Rompuy said in a press conference at the end of
two days of fierce negotiations, with each national leader wanting to
present himself as having scored a victory in Brussels.Van Rompuy admitted that this is the first time an EU budget is
smaller than the previous period, marking a decrease of 3.5 percent
compared to 2007-2013.
"It is a budget of moderation, we simply could not ignore the extreme
economic difficulties and consolidation efforts in member states. This
had to be a leaner budget," he noted.The deal marks a defeat for southern and eastern countries hoping for
more subsidies, as well as for the European Commission, whose initial
proposal went beyond €1 trillion, a red line for net donors like
Germany, Britain, Finland and the Netherlands.
"The European Commission would have preferred a deal closer to its
original proposal. But politically the deal we have now was the highest
possible level of agreement that could have been reached at unanimity,"
EU commission chief Jose Manuel Barroso said alongside Van Rompuy.French President Francois Hollande, who earlier this week warned
against an austerity budget that would prove too weak to spur recovery,
had to concede on his way out: "This was the best deal on offer given
the context."For a long time on Thursday evening, Hollande's position seemed
irreconcilable with that of British Prime Minister David Cameron, who
was demanding even deeper cuts. "It was a gap between, well, Britain and
the continent," one eastern leader told journalists on the margins of
the talks.Germany also stepped up pressure in keeping the overall budget below
€1 trillion by suggesting that having no deal may not be that awful
after all.The breakthrough came in the early hours of Friday when a compromise
was reached by lowering the ceiling for the real payments to €908
billion, while keeping the ceiling for so-called "commitments" - the
budget ceiling - to €960 billion.
"Everybody was talking about commitments, only the Brits cared about
payments. It's like driving on the left side of the road," one EU
official quipped.Cameron presented the deal as a victory for Britain, saying the EU should not be "immune to spending cuts."The gap between payments and commitments is allowed to a certain
extent, as not all available money is used up by member states. Van
Rompuy said the gap does not exceed 5 percent, which was also the case
in the current seven-year budget.For its part, the European Parliament has warned that the bigger the
gap, the more likely it is for some projects to face a cash shortfall.
Under the current rules, every unspent euro flows back to member states
at the end of the year.The parliament wants more "flexibility" in keeping part of this
unspent money for several years, in order to avoid situations, such as
last year when the EU students exchange programme Erasmus almost went
bust because there was no money for it.A joint statement from the main political groups in parliament on
Friday said they "cannot accept" the budget deal in its current form.MEPs can only approve or dismiss the budget but cannot introduce
changes. Van Rompuy, Barroso and Cameron urged MEPs to "live up to their
responsibility" and approve the deal.German Chancellor Angela Merkel downplayed concerns: "I have already talked to many of them, there will be no surprises."An EU official told this website that much of parliament's reaction
is "posturing," as the budget deal already takes their concerns on
board: flexibility on the use of unspent money, a provision for the
budget to be revised in two years and the possibility to use revenues

Chinese world worries that Year of Snake may bite

TAIPEI, Taiwan (AP) — As Indiana Jones might say: Why did it have to be the Year of the Snake?
When the Chinese-speaking world
ushers in its new year on Sunday, its 12-year zodiac will turn from the
dragon to one of the world's most despised animals. As undeserved as the
snake's reputation might be, its last two years did not go so well:
2001 was the year of the Sept. 11 attacks and 1989 was when
Chinese forces crushed pro-democracy protests around
Beijing's Tiananmen Square.Some wonder if this one also could hold bad tidings. "In Chinese
mythology, snakes were often associated with monsters, or with
incarnations of monsters, so some political turbulence can be expected,"
said Taiwanese astrologer Tsai Shang-chi.Chinese New Year remains the most important festival in the region, a
weeklong round of family reunions, temple visits and gastronomic
excess. It is Mardi Gras, Christmas and the Fourth of July rolled into
one, marked by the clacking of mahjong tiles and explosions of
firecrackers. With businesses and markets hermetically closed, it brings
a rare calm to the otherwise frenetic pace of what is arguably the
world's most dynamic economic region.In China, some couples have apparently been trying to schedule their
pregnancies to avoid having children born during the snake year, in
contrast to the coveted Year of the Dragon.In Beijing, a manager with the government office that arranges
appointments with obstetricians said there was a noticeable drop in
appointment requests compared to those received as the Year of the
Dragon approached, though she offered no firm statistics. She spoke on
condition of anonymity because she was not authorized to speak to the
press.For souvenir makers, snakes have been a tough sell."Last year, our business was a lot better, because everybody loves
the dragon, whatever his or her animal sign," said Lin Peixiang, who
owns the Beixiang Souvenir Factory in the city of Wenzhou. "This year,
business is a lot worse, because only those born in the year of the
snake love the animal. The snake sign is a symbol of fear. People get
scared when they see or hear the snake."But if many fear the snake, some astrologers and masters of feng
shui, the Chinese art of arranging objects and choosing dates to improve
luck, also see good signs for 2013.
Hong Kong feng shui master
Raymond Lo
is trying to put a positive spin on the year. He points out that
according to astrological tables, this year's variety is the relatively
mild "morning dew" type of
common water snake, less venomous than recent predecessors."It's more moderate, humble and patient," Lo said of the 2013 snake.
He added that he is bullish on the year's prospects for the world as a
whole, and sees good opportunities for economic growth.Still, Lo said, people should probably take precautions against the
snake's traditionally destructive power, perhaps by wearing monkey
pendants around their necks. That goes double for anyone born in a year
of the snake, he said, like incoming Chinese leader Xi Jinping. Xi's
1953 birth coincided with the final convulsions of the Korean War."The monkey is the only animal that really knows how to handle the snake," Lo said.Tsai is also largely upbeat on the new Chinese year. He believes
much-needed liquidity will be injected into struggling world economies,
and that babies born over the next 12 months will be both self-motivated
and agile.On the down side, he warned, there could also be massive flooding and tsunamis.The New Year's season is implacably festive, and people have been out
in force in cities across the region in recent days, stocking up on
provisions and traditional new year symbols.
In Taipei, revelers were particularly enamored of snake-shaped paper
lanterns supplied by the municipal government, as well as coins
imprinted with snake logos and snake-like toys thought to bring good
luck.
At the Temple of White Snakes in suburban Taoyuan county, director Lo
Chin-shih presided over a glass-encased display of dozens of slithering
snakes, replete with flashing pink tongues and slowly molting skin, a
symbol of change, renewal and hope for a better future.Lo said this snake year will be a time of steady progress, in contrast to the more turbulent nature of the outgoing dragon year."Unlike dragons that make abrupt, attention-getting moves, snakes
take slow and steady steps," he said, making it clear he considers the
