Palestinian support for a two-state solution with Israel has dropped to below the 30 percent mark, according to a new poll commissioned by the US-based think tank the Washington Institute for Near East Policy, though most respondents said they were opposed to violent resistance.Marking a notable shift in Palestinian public opinion, 60 percent of the population surveyed in the West Bank and the Gaza Strip (55% and 68%, respectively) said that the five-year goal “should be to work toward reclaiming all of historic Palestine, from the river to the sea,” according to the poll, a position meaning the elimination of Israel. Meanwhile, less than 30% (31% in the West Bank, 22% in Gaza) would like to “end the occupation of the West Bank and Gaza to achieve a two-state solution.”In contrast, 53% of Palestinians supported the two-state solution in a December 2013 poll conducted by the Hebrew University.Numerous other statistics from the survey confirmed the downward trend of support for a two-state solution as an end to the conflict. Two-thirds of respondents said that a two-state solution would be “part of a ‘program of stages,’ to liberate all of historic Palestine later” and that “resistance should continue until all of historic Palestine is liberated.”On a more promising note, a majority of respondents registered opposition to violent resistance against Israel, particularly in the Gaza Strip, where 70% said Hamas should maintain a ceasefire with Israel and 57% said that Hamas should accede to the PA unity government’s renunciation of violence. In the West Bank 56% said that Hamas should adhere to the ceasefire and 50% said it should renounce violence altogether.
The poll showed that a clear majority of Palestinians — 62% of the West Bank and 73% of Gazans — support nonviolent “popular resistance against the occupation” and see it as a useful tactic.Perhaps surprisingly, Hamas seems to have gained little political clout for its alleged abduction of the three Israeli teenagers, despite popular support for the kidnapping on the street. The decision, a stunning about-face, surfaces just hours after the mothers of kidnapped teens Naftali Frenkel (16), Gilad Sha'ar (16), and Eyal Yifrah (19) spoke poignantly at the Knesset. All three begged the Israeli government not to stop the rescue mission and urging them to continue the wide-scale crackdown on Hamas. While the decision has not been formally linked to the speech, it is worth noting that the content of Bat Galim Sha'ar's speech related directly to the steps taken by the Cabinet in Wednesday night's hearing."We need to look beyond our own pain, to let go of that which burns within us; we are required to see before our eyes the people of Israel, the IDF, the security forces, the government of Israel standing up against its enemies, and the hidden mission God has brought before us," she said. "I have full confidence in the system, but only if I know that Israel is doing everything to find my son, as well as Naftali and Eyal.""If the Prime Minister knows the identity of the kidnappers, we must act in any way possible to pressure them to bring the boys home alive: to stop funds, to worsen conditions for prisoners, to put pressure on the Palestinian Authority (PA)," she urged. Earlier Wednesday, Jewish Home Chairman Naftali Bennett vowed to lead the Cabinet in this direction, promising to stop the practice of "terror salaries" paid out to convicted murderers provided by the Palestinian Authority (PA)."Did you murder Jews? Have you abducted children? Get up to 12,000 shekels a month from Abu Mazen!,” wrote Bennett sarcastically on his Facebook page. “Meet Abu Mazen's 'preferred employment' track: murderers, terrorists and child abductors. We have preferred status for gas station attendants, Abu Mazen gives it to those who pour fuel on the fires of death and destruction.”According to a report presented by Bennett, a terrorist serving 5-10 years makes 4,000 shekels a month; a terrorist serving 10-15 years makes 6,000 shekels, a terrorist serving 25-30 years makes 10,000 shekels, and terrorists who are serving over 30 years make 12,000 shekels a month."In addition, every Palestinian prisoner in Israel receives 400 shekels for private expenses, twice a year,” wrote Bennett. “There is also a bonus for married terrorists and a special addition for children. In Palestinian terms, these are huge salaries.”The PA has long used foreign aid money to fund these immense sums, specifically from the US and European Union (EU).
Just this month, the PA attempted to keep this money flowing into terrorists' coffers through a naming scheme, slyly transferring the Ministry of Prisoners to the "Authority of Prisoners" now under the direct control of the Palestine Liberation Organization (PLO), the terror organization behind Fatah.
Last-minute reversal
On Tuesday, the Security Cabinet decided to scale down the IDF operations against Hamas and focus on locating the teens, concentrating on arrests that would aid in gathering intel about the three. The decision, which was initially denied by Defense Minister Moshe Ya'alon, allegedly was to fend off international criticism over the IDF crackdown on Hamas over the abduction, as well as concerns about the upcoming Muslim holiday of Ramadan. The announcement surfaced hours after the United Nations Human Rights Council (UNHRC) publicly assailed Israel for over 90 minutes during a session in Geneva, just before Rachel Frenkel - Naftali's mother - was about to speak.The Israeli government also reached a deal with Palestinian Arab hunger strikers shortly after the announcement was made, allegedly after holding talks with the terrorists and with Ramadan in mind. Members of the Syrian opposition have been left frustrated by an Israeli airstrike against regime targets on Sunday night, claiming that a more forceful strike coordinated with the fighting forces on the ground could have bolstered their position and boosted Israeli popularity in the Syrian Golan Heights.The Israeli Air Force strikes hit seven targets on the Syrian side of the Golan Heights, including the headquarters of the 90th Brigade near Quneitra and a number of surrounding anti-tank and artillery companies, opposition sources told The Times of Israel. According to regime sources, four men were killed in the attacks — other reports put the number at 10 — which were a retaliation for the cross-border killing of Mohammed Karakra, a 15-year-old Israeli boy.Syrian oppositionists on the ground reported that the regime withdrew its tanks from the bases ahead of the Israeli strikes, and subsequently returned them to their positions.“The hits, although accurate, didn’t harm the regime’s offensive capabilities,” one opposition activist told The Times of Israel. “We have contacted a number of Free Syrian Army commanders who told us the strikes were nothing but a tickle. Palestinian Authority President Mahmoud Abbas’s call for the immediate release of the three kidnapped Israeli teenagers opened the window for an Israeli-Palestinian rapprochement, President-elect Reuven Rivlin said Wednesday, calling for “direct communication” between Jerusalem and Ramallah to foster a better understanding of each other’s position.Stopping short of calling for a peace agreement that would establish a Palestinian state, Rivlin – who made clear to The Times of Israel last month that he does not support Palestinian statehood – advocated for Arab-Jewish coexistence, expressing hope for “some sort of understanding.”“I see his appeal as an opportunity to restore trust between Israel and the Palestinian Authority, if it could ever happen,” Rivlin said about Abbas’s June 18 speech in Saudi Arabia. Speaking in English to international Jewish journalists in Jerusalem, the incoming president added: “We used to say we need CBMs, confidence-building measures, and I suppose that [Abbas's] words were something that could bring us to create any kind of trust between the two people.”Rivlin said he was aware that other Palestinian leaders have subsequently questioned whether Gil-ad Shaar, Eyal Yifrach and Naftali Fraenkel had really been kidnapped. “Nevertheless,” Rivlin said of Abbas’s speech, “I really believe it means something.”
Prime Minister Benjamin Netanyahu initially reacted coldly to Abbas’s statement, but this week said several times that it was important and appreciated. Still, Netanyahu added, if Abbas were truly opposed to terrorism and interested in peace with Israel, he would dismantle his unity government with Hamas.Building trust between the Israeli and Palestinian peoples, not merely between their leaders, is essential, Rivlin said Wednesday, in his first public speech held in English since he was elected on June 10. “If we are to put to an end the tragedy that is the Israeli-Palestinian conflict, such trust requires constant communication and mutual understanding in order to breach the gap that for decades — more than 150 years — seem unbridgeable.” Avoiding any reference to the collapsed peace process or concrete Israeli polices vis-a-vis the Palestinians, Rivlin said that Jews and Arabs need to realize they are destined to coexist together on this piece of land. “We can’t live without the belief that we can get to a sort of understanding. Whether we will it or not, we share the same geographic region. We breathe the same air, we drink the same water.”Rivlin, who is to succeed President Shimon Peres late next month, said that he has met with Abbas several times and that he will meet the PA leader again once he is sworn in as president. While they have “a lot of differences of opinion” that appear impossible to bridge, it is their “duty to do so, to find a way in order to at least understand the position of the other side,” the president-elect said. Both he and Abbas understand how crucial “direct communication” is for life in the Middle East.Speaking at the closing panel of the Jewish Media Summit in the capital, Rivlin also indirectly addressed his controversial statements about Reform Judaism.“I will never reject someone based on their worldview and I will fight for their right to express it,” he said. “Even as president-elect I maintain the right to choose my own faith, but I will insist that the presidential home be open to anyone who wishes to engage in a dialogue with me, be they Jewish — of one religious movement or another — Arab, residents of Israel or abroad, rich or poor, newcomers or veterans.”In 1989, Rivlin visited a Reform synagogue and said he was stunned at how different the services was from what he was used to. “This is idol worship and not Judaism,” he said in a newspaper interview at the time. “Until now I thought Reform was a stream of Judaism, but after visiting two of their synagogues I am convinced that this is a completely new religion without any connection to Judaism.”
