At least 27 dead as gunmen seize more than 100 at Mali hotel-AFP-NOV 20,15-YAHOONEWS

Bamako (AFP) - Suspected Islamist gunmen stormed a luxury hotel in Mali's capital Friday, firing automatic weapons and seizing more than 100 guests and staff in a hostage-taking that left at least 27 people dead. Special forces staged a dramatic floor-by-floor rescue at the Radisson Blu hotel in Bamako, according to local television and security sources, to end the nine-hour siege.The assault, which France has said was likely masterminded by notorious Algerian militant Mokhtar Belmokhtar, added to fears over the global jihadist threat a week after the Paris massacre that left 130 people dead.Malian television broadcast chaotic scenes from inside the hotel as police and other security personnel ushered bewildered guests along corridors and across the main lobby.Malian security sources said at least 27 hostages had been killed, adding that French special forces had been "participating in operations alongside Malians"."The hostage-taking is over. We are in the process of securing the hotel," a Malian military source said, as civil protection officers removed the victims in orange body bags.Two US special forces troops who happened to be at the nearby US embassy for meetings assisted in the rescue of six Americans.France's defence minister Jean-Yves Le Drian said several countries had long been searching for Belmokhtar, head of the Al-Murabitoun group. OTTAWA - The cost of the Liberal government’s plan to resettle 25,000 Syrian refugees has been pegged at $1.2 billion over the next six years, The Canadian Press has learned.A government document obtained by The Canadian Press that lays out the proposed funding model says $876.7 million would be needed in 2015-2016 alone.Some of that will be covered this year by $16.6 million announced by the previous Conservative government during the election and $100 million coming out of an existing pool of funds to respond to international crises.The document, called "Responding to the Syrian Refugee Crisis: Rapid Resettlement of 25,000 Syrians Funding Table," says $1.1 billion in new money will be required between now and 2021.The document says six government departments will require funds to handle the program, including Immigration, which would need $528.4 million this year and Defence, which requires $98.7 million.What’s not clear from the funding model is how much of the money is connected to the year-end target to bring in that many Syrians in total and how much to the Liberal promise that the government itself would settle that many over a longer time period.The Immigration department would not provide any detail.“We don't comment on leaked documents,” a spokesman for the department told The Canadian Press in an e-mail.“Once final decisions are made, the Government of Canada will provide more details."The federal government has yet to formally reveal the specifics of the plan to meet the Dec. 31 target of resettling 25,000 people, a commitment made during the election campaign.The Liberal platform only earmarked $100 million for refugee resettlement this year, in addition to $100 million for the United Nations refugee agency, which is co-ordinating global resettlement efforts.The six departments slated to receive funds are Immigration, Defence, Public Health, Shared Services Canada, Global Affairs Canada and the Canada Border Services Agency .CBSA is the only one which will receive money over the full six years, $48.8 million overall.Security screening for refugees is one of the sticking points of the plan and gained new urgency following attacks in Paris last week that were linked to extremists who may have entered Europe as a refugees.The funding table also builds in a contingency fund and notes the immigration department will lose $18.4 million in revenue because of the program.In their platform, the Liberals had promised the government would resettle 25,000 Syrians directly.But the group slated for resettlement by Dec. 31 is to be made up of mostly government-assisted refugees and privately-sponsored ones.Private sponsors usually cover nearly all the costs themselves.The Liberals say they will eventually resettle 25,000 people directly through government channels, but the end-of-year target was always intended to be a blend.Settlement agencies and the provinces have also said the scope of the refugee resettlement program would require significant new funding for them as well, but the document does not break out if that’s coming.

PARIS (Reuters) - Investigators sorting through body parts from a flat raided by French police on Wednesday now believe Hasna Aitboulahcen, the woman who died there, was not the one wearing a suicide belt, a source close to the investigation said.Headlines flashed around the world this week that Aitboulahcen had become Europe's first woman suicide bomber, after officials said they believed she had blown herself up at the scene of the raid in a northern Paris suburb.Two other people died at the flat in St. Denis on the city's outskirts after Aitboulahcen, believed to be the cousin of suspected Paris Nov. 13 attacks mastermind Abdelhamid Abaaoud, took him there on Tuesday evening.One of the dead has been confirmed as Islamist militant Abaaoud. The other has yet to be identified.Police had been hunting Abaaoud since the killing of 130 people in Paris on Nov. 13, which was claimed by Islamic State, and which they believe he orchestrated." The initial findings from the special police indicated that it (the suicide belt wearer) was her," said the source. Aulnay-sous-Bois (France) (AFP) - Hasna Aitboulahcen, who on Friday was confirmed to have died during a massive police raid linked to the Paris attacks, was a troubled party-girl who lurched towards radical Islam about six months ago, family and friends say.The 26-year-old had an unstable upbringing, spending time in foster care, and was described as "a bit wacky" by friends who noted her penchant for wearing a cowboy hat and boots.During Wednesday's dawn raid in the northern Paris suburb of Saint-Denis, she was heard screaming a response to a member of the crack police team hunting for Abdelhamid Abaaoud, thought to be her cousin and the ringleader behind the attacks that killed 130 people."Where's your friend, where is he?" the officer is heard shouting on a clip filmed by local residents. "He's not my friend!," a high-pitched voice screams back.The French word for "copain" can also mean boyfriend, but it was not clear in what sense the term was used.Several loud explosions are then heard in what is thought to be a suicide bomber detonating an explosives vest.It was widely reported to have been Aitboulahcen, but a police source said Friday she did not blow herself up, adding that the suicide bomber was instead thought to have been a second man. Speaking to AFP on Thursday, those close to her said they immediately recognised her voice from the recording.Aitboulahcen's brother, who did not want to give his name, said she had suddenly become radicalised about six months ago."She started by wearing a jilbab (which covers the whole body except the face) and then she moved on to the niqab (full-face veil)," he told AFP."She was unstable, she created her own bubble. She wasn't looking to study religion, I have never even seen her open a Koran."Those who knew her described her as a tomboy, who would wear jeans and a baseball cap.For Sofiane, a neighbour in the Parisian satellite town of Aulnay-sous-Bois, Aitboulahcen had "the gift of the gab" but was also "a bit wacky"."She might appear suddenly in front of you and start rapping."- Drinking, smoking 'cowgirl' -In the eastern town of Creutzwald near the German border, where her 74-year-old father lives, a longtime friend Jerome described her as a bon vivant who often wore a cowboy hat and boots and "smoked occasionally and drank on nights out".Her father, a devout Muslim who had moved from Paris to work at the Peugeot carmaker, is currently believed to be in Morocco.Aitboulahcen's brother said she was born in August 1989 in a suburb northwest of Paris, but was mistreated as a child and placed in foster care between the age of eight and 15.In fact, this was a "happy period where she blossomed", he said."At first it went well, she was a child like any other", said her foster mother, adding that Aitboulahcen never showed any affection.She recalled Aitboulahcen sitting in front of the television "clapping" when the World Trade Center was hit by Al-Qaeda on September 11, 2001.Typical teenage behaviour was augmented by strange habits."She always rolled herself up in a blanket with her head hidden. She said the devil was there at night."The foster mother said Aitboulahcen left suddenly at age 15, adding: "I knew she was lost."Local media reported that later in life she posted images on her Facebook page of herself in a niqab, holding weapons and praising other jihadists."I am going to Syria soon, God willing, soon leaving for Turkey," she reportedly wrote on her page.However she never left, and at some point returned to live with her birth mother in Aulnay-sous-Bois until a few weeks ago.Reports say she might have fallen under the influence of Abaaoud, who prosecutors believe was preparing the team in the apartment to launch fresh attacks. PARIS (Reuters) - Police watched the suspected mastermind of the Paris attacks being led by a woman into an apartment the evening before both died there in a raid by special forces, a police source said on Friday. After a tip-off from Morocco that Abdelhamid Abaaoud, one of Islamic State's most high-profile European recruits, was in France, police honed in on Hasna Aitboulahcen, a woman already under surveillance who was known to have links to him.Police tapping her phone as part of a drugs investigation tracked her to the St. Denis suburb north of Paris, also home to the stadium where three suicide bombers blew themselves up during last Friday's attacks that killed 130 people.They watched the 26-year-old woman take Abaaoud into the St. Denis building on Tuesday evening. In the early hours of Wednesday, police launched an assault that lasted seven hours.Abaaoud, 28, and Aitboulahcen, who may be his cousin, both died during the gun battle during which French police commandos fired more than 5,000 shots. According to a study published in the journal Lancet Infectious Diseases, scientists in China have discovered significantly increased levels of bacteria resistant to the antibiotic colistin in pigs. The drug is a last line of defense against a host of bacterial infections, many of which are common in people. Researchers said they expect the resistant bacteria to spread outside of China, if it has not already done so."What is particularly worrying about this is the mechanism of this resistance means that it can spread very easily between species. So global spread is likely." Liz Tayler of the World Health Organization told BBC4 Radio. "This paper suggests that this has already spread out of China and into Malaysia."According to the study, researchers stumbled upon the antibiotic-resistant bacteria during a "routine surveillance project," testing antimicrobial resistance to E. coli in China's food animals. In the E. coli-infected test subjects, 21% of animals contained the colistin-resistant bacteria, as well as 15% of raw meat samples and 1% human patients. "Some people will have untreatable infections and will start to die," Tayler said. "We have to take action now."Researchers linked the growing prevalence of super-germs to the overuse of antibiotics in food animals, a consequence food experts have long predicted. The drugs, used predominantly in the Chinese livestock industry, can keep animals healthy in an industrialized food process, but their use over time can embolden the very bacteria they were designed to fight against. In 2005, the European Union banned the use of antibiotics in livestock for non-medicinal purposes, but the drugs are still widely used across the continent, and are rampant in the agricultural industry in the United States.Tayler cited a strain of untreatable, drug-resistant gonorrhea, which has been on the rise since at least 2012. According to the Centers for Disease Control and Prevention, the United States saw more than 350,000 cases of the infection in 2014 and while most of those were treatable, the evidence continues to suggest that's changing. Istanbul (AFP) - The Turkish authorities have seized close to the Syrian border a record haul of almost 11 million pills of the synthetic stimulant drug captagon which is believed to play a crucial part in Syria's civil war, reports said Friday.Anti-narcotics police confiscated over 10.9 million pills weighing almost two tonnes in two separate raids in the Hatay region on the border with Syria this week, the official Anatolia news agency and Hurriyet daily quoted the interior ministry as saying.Captagon, based on the amphetamine phenethylline (also spelt Fenethylline), a synthetic stimulant, is a hugely popular drug in the Middle East and produced in Syria.It has been repeatedly dubbed as the drug fuelling Syria's civil war since its production provides income for the warring factions and also keeps fighters awake and energised over long periods.Large quantities of the drug are also illegally smuggled abroad, with Saudi Arabia a major market where the authorities repeatedly report seizures.The reports said that 7.3 captagon pills were seized in one raid and were set to be shipped to Gulf countries by sea hidden in 1,300 oil filters.Another 3.6 million pills were seized in a depot, the reports added.One Syrian citizen and two Turkish nationals have been detained on suspicion of trying to organise the smuggling, the reports said.Captagon is classified by the UN Office on Drugs and Crime as an "amphetamine type stimulant" and usually blends amphetamine, caffeine and other substances.Lebanese authorities this month charged a Saudi prince and nine others with drug trafficking, after nearly two tonnes of captagon capsules and cocaine were found waiting to be loaded onto their private plane at Beirut airport.

Beirut (AFP) - More than 1,300 people, around two-thirds of them combatants, have been killed in Russian air strikes in Syria since Moscow's aerial campaign began on September 30, a monitor said Friday.The figure supplied by the Syrian Observatory for Human Rights is more that double the overall toll it gave in its last report on the Russian campaign three weeks ago.The Britain-based Observatory said it had documented 1,331 deaths in Russian air strikes, most of them of Islamic State group jihadists or other fighters..It said 381 IS fighters had been killed, along with 547 militants from Al-Qaeda affiliate Al-Nusra Front and other rebel forces.The strikes also killed 403 civilians, including 97 children, according to the monitor.The Observatory's last toll for the campaign, on October 29, put the number of killed at nearly 600.Russia says its aerial campaign targets IS and other "terrorists" but rebel forces and their backers accuse Moscow of focusing on moderate and Islamist fighters over jihadists.Several medical groups have also accused Russia of strikes that have hit field clinics and hospitals in Syria.Russia's intervention in Syria follows that of a US-led coalition that has been carrying out strikes against IS in the country since September 2014.The US-led coalition does not coordinate with Damascus however.According to the Observatory, the US-led strikes have killed at least 3,649 people since they began, around six percent of them civilians.The monitor said in late October that US-led raids had killed 3,276 IS fighters, 147 members of Al-Nusra or Islamist groups and 226 civilians.

Nov, 18:01-EU member states agreed Tuesday (17 November) to grant military assistance to France following Friday's terror attacks in Paris.For the first time in EU history, defence ministers unanimously decided to activate the "mutual defence clause" of the EU treaty."France is requesting help and assistance from Europe. And today all Europe, united, answers yes," EU diplomacy chief Federica Mogherini said at a press conference. "The European Union expressed its strongest, full support and readiness to provide all the aid and assistance asked for and needed."French president Francois Hollande had invoked article 42.7 of the EU treaty in an address to the parliament Monday.   "If a member state is the victim of armed aggression on its territory," the article states, "the other member states shall have towards it an obligation of aid and assistance by all the means in their power.""It is a very important political act," French defence minister Jean-Yves Le Drian told the press. "It will enable us to have the necessary bilateral discussions and the essential coordination to let us translate those commitments into action."While EU law also includes a solidarity cause in the event of a terrorist attack, to "protect democratic institutions and the civilian populace", France chose to ask for help for its external military operations.France expects "capabilities cooperation on French interventions in Syria and Iraq, or relief or support in other operations," Le Drian said.In addition to launching strikes against the Islamic State group and protecting its own territory, France has sent troops to the Sahel region, the Central African Republic, Lebanon, and to several minor theatres.   Around 7,000 troops are deployed overseas."France cannot do everything on its own any longer," Le Drian said.Bilateral talks have begun between France and other member states to clarify French needs and other countries' capabilities.Although all member states agreed to activate the mutual defence clause, some are more wary of sending troops to external theatres.-'A political act'-"All member states will be able to contribute in the spirit of their own defence policies and foreign policies," said Federica Mogherini, who seemed to downplay the operational implications of the decision. "It is, first of all, a political act, a political message."The EU diplomacy chief also stressed that "Europe's response [to the attacks] is not a solitary one. It falls within a common, regional, global strategy with our Arab friends and with the rest of the international community".On Monday, Hollande called for a "large and single coalition" against the Islamic State in Syria.Signaling a policy shift towards Russia, he added that he would soon meet Russian president Vladimir Putin. Until now, France had opposed the anti-terror coalition proposed by Putin.On Tuesday the Russian air force bombed the IS stronghold of Raqqa,where the French had already struck twice on Sunday and Monday evening, as well as in Alep and Idlib. Putin also admitted on Tuesday that the Russian aircraft that crashed in Sinai on 31 October, killing 234 people, was downed by terrorists. He had previously ruled out any terror act.His admission may indicate that he is ready to cooperate against IS with France, Britain, the US, and the EU member states ready to join operations in Syria.

BRUSSELS, Today, 09:27-Turkey has detained eight suspected Islamic State fighters it says posed as refugees, amid broader moves by the EU to get Ankara to contain Syrian asylum seekers.None of the Paris attackers were refugees and the eight Moroccans detained in Turkey say it is a case of mistaken identity.The International Organisation for Migration and the UNHCR also report that, to date, there has not been a single proven case of terrorists infiltrating migrant flows to Europe-But the announcement from Ankara is likely to stoke fears among some member states, which oppose EU asylum relocation plans.The Islamic State itself is also said to want Western leaders to link terrorism with refugees to stem the flow to the EU because the Syrian exodus is seen as undermining its so-called caliphate.Both Hungary and Slovakia are now seeking to challenge the EU relocation plan at the European Court of Justice in Luxembourg.Meanwhile, Amnesty International, in a report out earlier this week, described cases of people fleeing war being turned around in Greece and Bulgaria and sent back into Turkey in contravention to EU and international laws.The human rights organisation also said Turkey is “detaining intercepted migrants and asylum-seekers without access to lawyers and forcibly returning refugees to Syria and Iraq, in clear violation of international law”.But the EU, for its part, is pushing ahead with plans to finalise a migrant deal with Turkey in exchange for money, visa liberalisation, and accelerated talks on EU membership.The EU agreed early October to an EU-Turkey joint action plan but still needs to shore up some €3 billion.In an interview with Reuters, EU enlargement commissioner Johannes Hahn said the EU wants “a fresh start in our relationship with Turkey."Hahn was speaking of an upcoming EU-Turkey summit. The plan is to give Turkey €3 billion to contain the some 2.2 million Syrian refugees it hosts."Such a summit is a good opportunity to announce a deal. I still expect this before Christmas," he said.In related developments, Greece and Turkey on Wednesday announced they would set up new posts in their respective embassies to host coast guard attaches.Some 690,000 people have entered Greece to seek international protection since the start of the year.The vast majority take a boat from Turkey to reach the nearby Greek islands in the Aegean sea.Turkey’s prime minister Ahmet Davutoglu, speaking alongside his Greek counterpart Alexis Tsipras, said any solution to the refugee crisis must be found in Syria.Davutoglu also noted that greater efforts would be made to reunify Cyprus.The island-nation has been split in two since Turkey’s 1974 invasion.“There is a window of opportunity right now over the Cyprus issue. The negotiations are going on. We have a common approach with Greece to contribute positively to the talks,” said Davutoglu.

Nov, 18:33-In the aftermath of the Paris attacks, France and the European Commission are pushing for intensified measures on fighting terrorism and radicalisation as well as on border controls and arms regulations.Ahead of an extraordinary meeting of interior ministers to be held on Friday (20 November), French authorities are asking for a strengthening of existing regulations and a quick adoption of plans already in the EU pipelines.In a document seen by EUobserver, France is asking firstly for a quick adoption of PNR (Passenger Name Record), the EU airlines passengers data base. It wants PNT to be extended to internal EU flights, with data stored for one year.PNR is currently being formally discussed among the commission, the member states and the EU Parliament. The plan has been strongly opposed by some MEPs over concerns about the protection of personal data."It is of crucial importance to finalize work on a EU PNR before the end of this year," migration commissioner Dimitris Avramopoulos said at a press conference Wednesday."PNR would help to identify all individuals who cross the EU's external borders," an EU official said. "It would let security services know who is on a plane up to 48 hours before the flight lands, and to do cross-checking."-Systematic controls-France is demanding that "systematic, coordinated and strengthened checks" be carried out on EU citizens at the EU's external borders and that EU security databases be "systematically consulted" by member states.The issue could trigger some discussion among ministers on Friday, as some member states are far from being in a position to meet France's demand." Controls at external borders are mandatory for all travel documents, but they are not systematically applied in all countries because of a lack of capacities or of organisation," an EU official said.France is also demanding that the EU quickly create a European border and coast guard, adopt the 'Smart Borders' package, and step up measures against the financing of terrorism.At a press conference Wednesday, migration commissioner Dimitris Avramopoulos said that the commission will present its proposals for a border guard in December, for Smart Borders next spring, and for financing "in the weeks to come".In the document circulated in Brussels, France is demanding that "control of the most exposed external borders be quickly strengthened – and first among them, the Greek-Turkish border, which is the main point of irregular entries to the EU".France is also proposing that rapid intervention teams be deployed "when Schengen evaluations or risk analysis justify it".As the renewed terrorism threat merges with the migration crisis, the European Commission ruled out any change to Schengen rules."Schengen is not the problem," Avramopoulos said.The commissioner insisted that although "certain things have to be improved and revised", the EU executive "does not intend to open a discussion" on Schengen.-Arms controls-"Schengen is the greatest achievement of European integration," Avramopoulos said. "If we put Schengen under question, it will mark a backtracking on EU integration."While France requires action from the institutions and other member states, the commission is trying to retain the initiative on security and to push for a better implementation of Schengen rules."The Schengen Borders Code already provides all the tools for effective checks," Avramopoulos said."Member states must make full use of the Schengen Information System (SIS) in order to exchange information,'" he said, adding that "member states must upload into the SIS their own alerts regarding expulsion, refusal of entry, or removal from the territory of a member states".The commission also announced Wednesday new measures on arms controls, which met French demands on the issue."We wanted stricter and more harmonised rules", industry commissioner Elzbieta Bienkowska told reporters. Emphasis was put on standards for deactivating weapons such as the Kalashnikovs that were used by the terrorists in Paris.Rules on acquiring and marking weapons will also be harmonised, and some semi- automatic weapons will be banned.
