And today all Europe, united, answers yes," EU diplomacy chief Federica Mogherini said at a press conference. "The European Union expressed its strongest, full support and readiness to provide all the aid and assistance asked for and needed."French president Francois Hollande had invoked article 42.7 of the EU treaty in an address to the parliament Monday. "If a member state is the victim of armed aggression on its territory," the article states, "the other member states shall have towards it an obligation of aid and assistance by all the means in their power.""It is a very important political act," French defence minister Jean-Yves Le Drian told the press. Nov, 18:33-In the aftermath of the Paris attacks, France and the European Commission are pushing for intensified measures on fighting terrorism and radicalisation as well as on border controls and arms regulations.Ahead of an extraordinary meeting of interior ministers to be held on Friday (20 November), French authorities are asking for a strengthening of existing regulations and a quick adoption of plans already in the EU pipelines.In a document seen by EUobserver, France is asking firstly for a quick adoption of PNR (Passenger Name Record), the EU airlines passengers data base. It wants PNT to be extended to internal EU flights, with data stored for one year.PNR is currently being formally discussed among the commission, the member states and the EU Parliament. The plan has been strongly opposed by some MEPs over concerns about the protection of personal data."It is of crucial importance to finalize work on a EU PNR before the end of this year," migration commissioner Dimitris Avramopoulos said at a press conference Wednesday."PNR would help to identify all individuals who cross the EU's external borders," an EU official said. "It would let security services know who is on a plane up to 48 hours before the flight lands, and to do cross-checking."-Systematic controls-France is demanding that "systematic, coordinated and strengthened checks" be carried out on EU citizens at the EU's external borders and that EU security databases be "systematically consulted" by member states.The issue could trigger some discussion among ministers on Friday, as some member states are far from being in a position to meet France's demand." Controls at external borders are mandatory for all travel documents, but they are not systematically applied in all countries because of a lack of capacities or of organisation," an EU official said.France is also demanding that the EU quickly create a European border and coast guard, adopt the 'Smart Borders' package, and step up measures against the financing of terrorism.At a press conference Wednesday, migration commissioner Dimitris Avramopoulos said that the commission will present its proposals for a border guard in December, for Smart Borders next spring, and for financing "in the weeks to come".In the document circulated in Brussels, France is demanding that "control of the most exposed external borders be quickly strengthened – and first among them, the Greek-Turkish border, which is the main point of irregular entries to the EU".France is also proposing that rapid intervention teams be deployed "when Schengen evaluations or risk analysis justify it".As the renewed terrorism threat merges with the migration crisis, the European Commission ruled out any change to Schengen rules."Schengen is not the problem," Avramopoulos said.The commissioner insisted that although "certain things have to be improved and revised", the EU executive "does not intend to open a discussion" on Schengen.-Arms controls-"Schengen is the greatest achievement of European integration," Avramopoulos said. "If we put Schengen under question, it will mark a backtracking on EU integration."While France requires action from the institutions and other member states, the commission is trying to retain the initiative on security and to push for a better implementation of Schengen rules."The Schengen Borders Code already provides all the tools for effective checks," Avramopoulos said."Member states must make full use of the Schengen Information System (SIS) in order to exchange information,'" he said, adding that "member states must upload into the SIS their own alerts regarding expulsion, refusal of entry, or removal from the territory of a member states".The commission also announced Wednesday new measures on arms controls, which met French demands on the issue."We wanted stricter and more harmonised rules", industry commissioner Elzbieta Bienkowska told reporters. BRUSSELS, Today, 09:29-France will receive 30,000 refugees in the next two years, president Francois Hollande confirmed Wednesday (18 November).The figure had first been announced by prime minister Manuel Valls in September.But what had been interpreted as French reluctance to play its part in relieving other countries facing massive arrivals can now, in the wake of Friday's Paris terror attacks, be seen as a political gesture."Some want to establish a link between the influx of refugees coming from the Middle-East and the terrorist threat," Hollande noted in a speech to the congress of French mayors."The truth is that this link exists, because inhabitants of areas in Iraq and Syria are fleeing because they are being murdered by those who are attacking us today."Hollande reminded his listeners that "France accepted playing its part in showing solidarity towards these refugees and towards Europe" and confirmed that "30,000 will be welcomed in the next two years".In September, Valls said on TV that "France will not take more than 30,000 asylum seekers.""We have to show solidarity, generosity, humanity … but at the same time, we have to master" the flow, he said."We cannot welcome to Europe all those who flee dictatorship in Syria."On Wednesday, however, Hollande stressed that the "duty of humanity towards the refugees goes hand in hand with the duty to protect the French people".He said that France will continue to "do the necessary checking before accepting refugees on [its] territory".Hollande's declaration comes as voices in France and Europe called for a change in EU refugee policy.French far-right leader Marine Le Pen called Monday to "immediately stop receiving migrants" and to "scatter" on French territory those already present.On Wednesday, the new Polish right-wing prime minister Beata Szydlo renewed criticism over the EU refugee relocation mechanism."Attempts to export a problem that certain countries have themselves created without the input of other members cannot be called solidarity," Szydlo said in her first address to parliament.Her EU affairs minister, Konrad Szymanski, said on Saturday that "in the face of the tragic events in Paris, Poland sees no political possibilities for implementing the decision on the relocation of refugees".The views of the new Polish government echo those of Hungarian prime minister Viktor Orban."In light of this terror attack, Brussels cannot challenge the right of member states to defend themselves," Orban said. "Mandatory resettlement quotas are dangerous because they would spread terrorism across Europe."In Germany, Bavaria's conservative finance minister, Markus Soeder, said Sunday that Europe "must protect itself better from enemies who will stop at nothing."“The era of uncontrolled immigration and illegal immigration cannot go on like this. Paris changes everything," he said in an interview to the Welt am Sonntag newspaper.Germany's federal defense minister Ursula Von der Leyen, however, also a conservative, retorted that "we must not make the mistake of equating refugees with terrorists."The same position was expressed by European Commission president Jean-Claude Juncker.In the Czech republic, the social-democrat president Milos Zeman did not refer to the attacks. On Tuesday, though, he joined a meeting organized by an anti-Islam group and attended by Germany's Pegida movement."People should not be put in opinion straightjackets and should be able to think differently," he said at the meeting.According to figures from the UN High Commissioner for Refugees, 3,802 migrants entered Greece, their main first country of arrival in Europe, on Wednesday alone.

Nov, 18:33-In the aftermath of the Paris attacks, France and the European Commission are pushing for intensified measures on fighting terrorism and radicalisation as well as on border controls and arms regulations.Ahead of an extraordinary meeting of interior ministers to be held on Friday (20 November), French authorities are asking for a strengthening of existing regulations and a quick adoption of plans already in the EU pipelines.In a document seen by EUobserver, France is asking firstly for a quick adoption of PNR (Passenger Name Record), the EU airlines passengers data base. It wants PNT to be extended to internal EU flights, with data stored for one year.PNR is currently being formally discussed among the commission, the member states and the EU Parliament. The plan has been strongly opposed by some MEPs over concerns about the protection of personal data."It is of crucial importance to finalize work on a EU PNR before the end of this year," migration commissioner Dimitris Avramopoulos said at a press conference Wednesday."PNR would help to identify all individuals who cross the EU's external borders," an EU official said. "It would let security services know who is on a plane up to 48 hours before the flight lands, and to do cross-checking."-Systematic controls-France is demanding that "systematic, coordinated and strengthened checks" be carried out on EU citizens at the EU's external borders and that EU security databases be "systematically consulted" by member states.The issue could trigger some discussion among ministers on Friday, as some member states are far from being in a position to meet France's demand." Controls at external borders are mandatory for all travel documents, but they are not systematically applied in all countries because of a lack of capacities or of organisation," an EU official said.France is also demanding that the EU quickly create a European border and coast guard, adopt the 'Smart Borders' package, and step up measures against the financing of terrorism.At a press conference Wednesday, migration commissioner Dimitris Avramopoulos said that the commission will present its proposals for a border guard in December, for Smart Borders next spring, and for financing "in the weeks to come".In the document circulated in Brussels, France is demanding that "control of the most exposed external borders be quickly strengthened – and first among them, the Greek-Turkish border, which is the main point of irregular entries to the EU".France is also proposing that rapid intervention teams be deployed "when Schengen evaluations or risk analysis justify it".As the renewed terrorism threat merges with the migration crisis, the European Commission ruled out any change to Schengen rules."Schengen is not the problem," Avramopoulos said.The commissioner insisted that although "certain things have to be improved and revised", the EU executive "does not intend to open a discussion" on Schengen.-Arms controls-"Schengen is the greatest achievement of European integration," Avramopoulos said. "If we put Schengen under question, it will mark a backtracking on EU integration."While France requires action from the institutions and other member states, the commission is trying to retain the initiative on security and to push for a better implementation of Schengen rules."The Schengen Borders Code already provides all the tools for effective checks," Avramopoulos said."Member states must make full use of the Schengen Information System (SIS) in order to exchange information,'" he said, adding that "member states must upload into the SIS their own alerts regarding expulsion, refusal of entry, or removal from the territory of a member states".The commission also announced Wednesday new measures on arms controls, which met French demands on the issue."We wanted stricter and more harmonised rules", industry commissioner Elzbieta Bienkowska told reporters. Emphasis was put on standards for deactivating weapons such as the Kalashnikovs that were used by the terrorists in Paris.Rules on acquiring and marking weapons will also be harmonised, and some semi- automatic weapons will be banned.
