OTTAWA — Prime Minister Justin Trudeau declared victory Friday in his campaign to craft a national "framework" agreement on climate change — even though Saskatchewan and Manitoba refused to sign on to the deal and British Columbia claimed a major carve-out.Even as Trudeau was asserting the provinces and territories "are all in this together," it was painfully apparent that major divisions remain.Carbon pricing, said Trudeau, "will apply across 100 per cent of this country" starting at a minimum $10 per tonne of emissions in 2018 — a shot fired squarely across the bow of the most vocal holdout, Saskatchewan's Brad Wall.It's just one part of a wide suite of climate policies designed to push Canada toward its international 2030 climate pledge to cut emissions 30 per cent below 2005 levels by 2030.The measures include previously announced policies on everything from clean technology and green infrastructure to electric vehicles and building efficiency — but there was no detailed accounting of the associated greenhouse gas reductions.A graphic at the end of the framework asserts the plan pulls Canada within 44 million tonnes of the 524-million tonne GHG goal — a gap that can be closed with "additional measures such as public transit and green infrastructure, technology and innovations, and stored carbon (forests, soils, wetlands)."  The hard math of cutting greenhouse gases, however, was all but lost in the furious politicking Friday.B.C. Premier Christy Clark, who is facing an election next spring, said she'd won a "B.C. annex" in the final agreement that will allow her province to effectively opt out of the annual $10 a tonne increase in carbon pricing once the rest of the country reaches B.C.'s current $30 per tonne price in 2020.Not so, Environment Minister Catherine McKenna told The Canadian Press after the closing new conference."Our benchmark is our benchmark," said McKenna.Alberta Premier Rachel Notley, meanwhile, said that while her province is bringing in its own $20 per tonne tax next month, she didn't buy Clark's contention that western provinces will be paying twice the carbon price of Quebec and Ontario in five years."I'm not entirely convinced that as of 2022 that that would be what the numbers are," Notley said.Manitoba's Brian Pallister, who has been pressing the federal government for concessions on health care funding, withheld his support solely for the purpose of extracting additional help from Ottawa in dealing with escalating health costs.And Wall and Trudeau openly squabbled during the closing news conference as the two continued a debate that appeared to have started behind closed doors.At one point Trudeau rolled his eyes and shook his head in apparent exasperation at what the Saskatchewan premier was saying.One such exchange happened when Trudeau was asked how the election of Donald Trump as U.S. president might impact his climate mission.Trudeau shared the message delivered by U.S. Vice-President Joe Biden, who sat down with the premiers earlier Friday, and tried to allay concerns about a derailed fight against climate change by saying many of the trends towards cleaner energy were well established and would continue.But then Wall said the Canadian government would want to bring its values on climate change — including carbon pricing — into trade negotiations, potentially including NAFTA, which he thinks would not go over well with Trump and the other Republicans now dominating Capitol Hill."I'm just saying, let's not be naive as Canadians," said Wall.Trudeau shot back: "I think all Canadians know that Canadian climate policy will be set by Canadians, not by whoever happens to be president of the United States."At another point, Wall questioned the point of imposing a carbon tax on Saskatchewan's citizens and then simply refunding it to them, as Trudeau said he was free to do."What's the point? How does that change behaviour?" Wall asked."There's a lot of good analyses of how impactful carbon pricing is and I recommend it to everyone to take a look at," Trudeau said with a tight smile.Wall is ideologically opposed to the idea of a carbon tax; B.C. already has a carbon tax but Clark wanted — and seemed to get — assurances that Ontario and Quebec's cap-and-trade carbon market would impose an equivalent carbon price.And it was Clark who came closest to scuttling the whole deal Friday.Minutes after she broke from the talks late Friday to tell reporters no agreement was likely imminent, word emerged of a compromise that accommodated Clark's concerns.Quebec's carbon market is currently trading permits for about $8 per tonne, with a forecast the price will rise to $16 per tonne once Ontario's market is fully up and running with Quebec and California in the Western Climate Initiative.Clark said that's not fair to provinces like B.C. and Alberta with carbon taxes of $30.However, Paul Boothe, an economics professor at the Ivey Business School and member of the non-partisan Canada's Ecofiscal Commission, said there's no reason provinces must have identical tax rates, pointing to differing provincial sales and income taxes across Canada."I think this fairness discussion is a bit of a red herring," Boothe, a former deputy finance minister in Saskatchewan, said in a telephone interview."What we're trying to do is meet our (emissions) target at the lowest possible cost, not the highest cost."Ideally, B.C. and Alberta companies should be free to buy carbon credits from other jurisdictions instead of paying the carbon tax, which would ensure emissions reductions are achieved at the lowest price available.Whether such a trading plan emerges remains for another day. The federal government will impose that price in provinces that refuse to adopt their own carbon pricing regimes.In a concession to British Columbia Premier Christy Clark, outside experts will evaluate the effectiveness and comparability of different carbon pricing mechanisms, with an interim report due in 2020 and a final evaluation in early 2022.Beyond that, the first ministers agreed to:— Develop new building codes to improve energy efficiency. — Deploy more charging stations for electric vehicles. — Phase out coal-fired power by 2030 and expand clean electricity systems. OTTAWA — Manitoba Premier Brian Pallister staged a one-man protest of sorts Friday, refusing to sign on to Justin Trudeau's pan-Canadian climate change framework without first getting an agreement on more federal money for health care.Manitoba is one of only two provinces that wouldn't support the climate agreement finalized in Ottawa following a first ministers meeting between the premiers and Prime Minister Justin Trudeau.It came as no surprise that Saskatchewan wasn't on board: Premier Brad Wall has long opposed putting a national price on carbon.But Pallister's opposition was unexpected, his rationale even more so.When asked his reasons, Pallister indicated that the Trudeau government's intention to cut in half the annual rate of increase on health care transfer payments to three per cent in April was simply unacceptable.The provinces and territories are united in their opposition to changing the funding formula, saying they fear a dramatic impact on health delivery. The premiers have called for a separate meeting to discuss the issue."I am concerned about the health of our health care system and so I have an obligation because that's the first concern of the people of my province to raise the issue," Pallister said."We need to have a partnership on supporting health care in a sustainable way and right now we don't."Trudeau did not acknowledge Pallister's concerns during Friday's joint news conference with the premiers and indigenous leaders, other than to say the issue will be discussed in earnest at a meeting of federal and provincial health and finance ministers on Dec. 19.However, health funding was a hot topic of discussion among first ministers at a later working dinner, which lasted some three hours. Here's a run-down.-CLIMATE-The long-awaited first ministers meeting on climate was initially shaping up as anti-climactic, given the federal government's efforts to till the soil for a national emissions-reduction plan. It would be vague, but widely supported, and put the country on a solid path to cutting greenhouse gases.But history knows that friction often ensues when premiers and the prime minister get together, and Friday's meetings were no different.Aboriginal leaders balked at being left out of the afternoon session. Will Trudeau and his budget be of any help? -SEARCH AND RESCUE-After 14 years of fussing around with scandal-plagued procurement attempts, the federal government has finally announced a way for Canada's military rescuers to do their jobs without risking the need of a rescue themselves.Defence Minister Harjit Sajjan and Procurement Minister Judy Foote say they will spend $2.3 billion to replace the aging search-and-rescue planes with 16 new Airbus C-295s, which will start arriving in 2019.The current fleet is between 20 and 40 years old, and is involved in more than 350 rescue missions every year, often saving lives. The fleet has long been in need of replacement, but an initial attempt more than a decade ago was deemed to be rigged. Then, the process slowed to a crawl and the prices started to soar — even as the planes fell into disrepair.The saga seems to be over for now. Amona is slated for demolition by December 25.The legislation stipulates that settlement construction in the West Bank that was carried out in good faith, namely without the knowledge that the land was privately owned, would be recognized by the government provided the settlers had some kind of state assistance — which in some cases could be as simple as having existing infrastructure, since most infrastructural services fall under the purview of state ministries.“The Israeli Knesset is in the process of adopting the so-called ‘Regularization Bill,’ which could lead to legalization of numerous illegal settlements and outposts, built on private Palestinian land in violation of Israeli and international law, by confiscating property rights of Palestinians for settler use,” the EU said in a statement.“If it passes, this would be the first law adopted by the Knesset on the status of land in the West Bank, an occupied territory not under its jurisdiction. That is the question that American Jews have been asking after receiving conflicting messages from leading environmental organizations about how to help replenish Israeli forests after a series of devastating fires began on November 22.More than 1,700 brushfires — some believed to have been caused by arson — ravaged tens of thousands of dunams in areas throughout the country. Woodlands, grasslands and protected parklands, as well as planted forests, were affected. Some 700 homes were damaged or destroyed, as well.Within hours of the outbreak of the first fires, the Jewish National Fund (JNF) set up an emergency fund, calling on American Jews and other Israel supporters to “Rebuild. Replant. Restore.”The American Jewish community heeded the call, with more than 10,000 donors contributing $6 million so far. Some $2 million came in online as small donations from individual donors, a quarter of whom were new to the JNF donor database, according to JNF CEO Russell F. Robinson.For American Jews who grew up dropping coins into JNF “blue boxes” or who tithed bar and bat mitzvah gift money to make Israel’s “desert bloom,” donating to the 115-year-old JNF following the recent fires seemed natural.However, as reported by The Times of Israel on November, the Society for the Protection of Nature in Israel strongly advised against tree-planting in areas affected by the fires. This led JNF donors to wonder whether their money was going toward a potentially detrimental reforestation initiative.“From an ecological standpoint, these fires do not qualify as a disaster. Researchers at the Hebrew University in Jerusalem announced Thursday that they had found evidence that overweight in adolescence can lead to reduced brainpower in midlife, especially among those who come from lower-income families.The full results from the research, carried out by the Hebrew University’s Hadassah Braun School of Public Health and Community Medicine, are to be published in the Journal of Alzheimer’s. Scientists believe the findings are especially significant due to evidence that reduced cognitive function in midlife can lead to dementia in old age.To conduct the study, the team tracked the height and weight of a group of 507 individuals over a 33-year period, starting at the age of 17. When the participants reached the ages of 48-52, their socioeconomic position was evaluated and they were asked to complete a cognitive assessment.Researchers reported a link between body mass index — a measure of a person’s weight compared to their height — in youngsters and their cognitive skills decades later. A higher BMI during adolescence, indicating an overweight body, they found, can impact how a person’s brain functions when they are much older, even if their weight — and BMI — changes.“We found that higher BMI in late adolescence and the long-term cumulative burden of BMI predicted poorer cognitive function later in life,” said senior researcher Jeremy Kark. “Importantly, this study shows that an impact of obesity on cognitive function in midlife may already begin in adolescence, independently of changes in BMI over the adult life course.”While previous research has identified a link between a person’s childhood and how smart they grow up to be, the Israeli research pinned down a specific early influence that being overweight has on those who grow up in lower socioeconomic households.“Our results are consistent with the hypothesis that childhood living conditions, as reflected also by height, influence cognitive function later in life; however, our study is unique in showing that an adverse association of higher BMI with cognitive function appears to begin in adolescence and that it appears to be restricted to adults with lower childhood socioeconomic position,” Kark noted.The study also saw indications that tall people are smarter and that women — but not men — who have a growth spurt in late adolescence gain a brain boost.“Our results also show that taller stature was associated with better global cognitive function, independent of childhood and adult socioeconomic position, and that height increase in late adolescence, reflecting late growth, conferred a protective effect, but among women only,” said doctoral student Irit Cohen-Manheim, the lead author for the paper.“Evidence for the association between impaired cognitive function in midlife and subsequent dementia supports the clinical relevance of our results,” she continued. “Findings of the relation of BMI in adolescence with poorer midlife cognitive status, particularly in light of the ongoing epidemic of childhood obesity, require confirmation.”

HALIFAX — A former member of the Canadian Forces has launched a lawsuit against Ottawa over alleged discrimination based on her sexual orientation.Lawyer John McKiggan says in the statement of claim, which has not been proven in court, that between the 1950s and 1990s the Canadian government engaged in a campaign to identify, harass and purge lesbians and gays from the Armed Forces.The lawsuit, submitted on Tuesday, spans the years 1969 to 1995 and applies to anyone who served in Atlantic Canada.It names Nova Scotia resident Alida Satalic as the representative plaintiff in the class action, saying the former postal clerk who is a lesbian was mistreated and harassed.It says she was repeatedly interrogated by investigation units on the pretext of security screenings, and was asked about her sexual relationships in detail.The claim says she dropped out of the military 1989 after learning she had no career prospects, re-enrolled in 1993 and then left again years later.According to court documents, Satalic joined the Canadian Armed Forces in 1981 at Canadian Forces Base Cornwallis in Deep Brook, N.S., and served at three bases.It says after she told investigators about her sexual orientation, Satalic was given the option of staying in the military with no further training or promotions, or a release from service as "Not Advantageously Employable."She accepted the release.The statement of claim says Satalic's career, earnings and pension all suffered.An email from a Canadian Armed Forces official said DND is aware of the lawsuit and is reviewing the details to determine its next steps.The lawsuit is claiming $100 million for the federal government's breach of duty of care, fiduciary duty and violation of charter rights, plus a further $50 million in punitive damages.In wider allegations, the lawsuit says a special security team created in 1946 harassed known homosexuals until the mid-1990s, long after Canada decriminalized homosexual sex in 1969. Brussels, Today, 09:29-The complexity of financial laws is “an obstacle” that prevents the “man in the street” from influencing the lawmaking process, a high-ranking civil servant in the European Commission said on Wednesday (8 December).“The complexity of EU law is an obstacle for civil society to take its fair share in the discussion,” said the commission's Eric Ducoulombier.Ducoulombier heads a unit responsible for inter-institutional relations, planning, and stakeholders’ relations in the commission's financial services branch.He spoke at a conference about how civil society can make its voice heard in the sector.“We are not fully there yet, I fully admit this,” said Ducoulombier, adding that there is “asymmetry” between those representing the public interest and those representing the interests of financial firms.Ducoulombier’s remarks underlined the findings of a report by Finance Watch, an NGO in Brussels.Finance Watch held eight workshops over the past two years in which both private citizens and civil society groups said they “did not feel able” to influence regulation of big banks.-Complex, expensive-The two main reasons were complexity and lack of resources.“Banking regulation both internationally and nationally is dominated by technical and expert rule-making and enforcement,” the report said.“This tends to block the public from participating and representing their own interests in the domain of bank regulation.”The report said that EU “consultations” with stakeholders, including the general public, allow for tweaks on details, but not on core ideas.It said that by the time the public is consulted, the “scope [of the regulations] is already defined” by technical experts.On many occasions, the scope is set by international bodies even further away from public scrutiny and merely implemented by the EU.On lack of resources, several potential participants did not even have the time to go the Finance Watch workshops.They said “they simply don't have the time and/or staff to dedicate to a full-day workshop on banking, a non-core, non-funded issue for them”.-Public interest-According to its 2015 annual report, Finance Watch itself had a budget of €1.5 million.By contrast, the Corporate Europe Observatory, a pro-transparency NGO in Brussels, recently estimated that the financial sector spends €120 million per year on lobbying in Brussels and employs 1,700 people to do it.Part of the problem is that banking and finance is not as catchy a topic as, for instance, environmental affairs.The 2008 financial crisis prompted rare street protests against big banks.The EU bailouts and austerity that ensued also fuelled eurosceptic movements, many of which continue to flourish.But environmental NGOs, such as Greenpeace International, find it much easier to mobilise public support. Greenpeace International raises over €300 million a year in grants and donations. Finance Watch's last year raised only half a million from private donors, foundations and members.Even the lesser known Friends of the Earth Europe had an income of €5 million last year.Banks themselves recognise that there is a lack of public awareness on what they do.“It is so hard to get people interested in finance,” said Wim Mijs, who heads the European Banking Federation, a lobby group in the EU capital.The EU has tried to help fill this gap.Finance Watch itself was born in 2011 out of a concern by MEPs that there should be a civil society group focusing on the public interest in financial legislation.Over half of Finance Watch's budget comes from EU funds, and last summer the European Commission proposed to provide up to €6 million to Finance Watch and a second NGO, Better Finance, in the 2017-2020 period.The EU parliament is expected to vote on the commission proposal in March.Ducoulombier, on Wednesday, admitted that the sum is a modest one, but said it would still help to redress the balance.“You could say: '€6 million, compared to the firing power [of the financial sector lobby] this is peanuts'. Interview-Slovak minister defends EU presidency compromises By Eric Maurice-DEC 8,16-EUOBSERVER

BRUSSELS, Today, 11:59-Slovakia achieved what it could on financial issues during its six-month EU presidency, its finance state secretary Ivan Lesay said."The priorities that we had pretty much correspond to the areas in which we achieved some successes," he told EUobserver on Tuesday (6 December), after Slovakia chaired its last finance ministers council meeting in Brussels.The last decision taken by ministers was to approve the extension of the European Commission's flagship investment programme, the European Fund for Strategic Investments (EFSI) - better known as the Juncker plan.Depending on a future agreement with the European Parliament, EFSI will continue until 2020 with the aim of raising €500 billion to help projects and companies in Europe.Ministers endorsed the extension proposal despite misgivings about the real impact of the plan so far and about the fund's functioning. They were quickly criticised by a one of the parliament's negotiators who said that they "closed their eyes to difficulties"."You can always have more but it is fine. As a presidency we are happy to have a deal," Lesay said.He admitted that before it took over the EU presidency in July, his government shared concerns over "additionality", the principle that the EFSI should only help projects that would not happen without its support."We defended the principle of additionality," Lesay said. "We stressed that if the EFSI was a vehicle for investments that would happen anyway it would not make sense."The Slovak state secretary noted that his country was "happy to learn that additionality was also a priority for many member states" and that they could add provisions on that issue to the commission's original plan.Lesay said that on tax evasion, another key issue of its presidency, Slovakia also went as far as it could.EU finance ministers agreed on criteria to establish a black list of tax havens, and member states at lower levels agreed on issues such as corporate tax and administrative cooperation on VAT. The EU also signed tax cooperation agreements with Norway and Monaco.Lesay insisted the black-list agreement was "a good deal", adding: "It was a very surprising achievement which not many stakeholders expected it would happen."The criteria for the tax-haven black list did not include minimal corporate tax rates because some countries, like the UK, were opposed.-'Difficult' tax deal-Lesay admitted that the deal "was difficult" because of strong national interests, and that Slovakia had to "make a compromise that is not really the most ambitious.""The commission and hardliners [who wanted more extensive criteria] were not happy, but that is the price to pay," he noted.Slovakia took the helm of EU ministers council just days after the UK voted to leave the EU.Lesay said that "formally there was no impact because the UK is still a member" but that "informally there was some impact" because it added "a sense of uncertainty" to the ministers' work.Part of the questioning that followed the Brexit vote was about the future of the EMU, the Economic and Monetary Union."Right after the referendum, you could see two kinds of reaction," the Slovak state secretary said. "Those who are in favour of deepening [the eurozone] said that their views had been vindicated, those against said that the game was over and that we need to defend what we have."But during its presidency, Slovakia only steered a discussion that started last year over the Five President's Report - a set of propositions to reform and deepen the eurozone made by the presidents of the European Commission, Central Bank, Council and Parliament, with the Eurogroup president.-'Not naive'-"We have tried to move in the direction of some common economic stabilisation instruments," Lesay explained, adding that there were no discussion on political union or treaty changes."We were not naive enough to think that we would achieve some major breakthrough, but it would be naive to think that the eurozone would be able to continue unchanged," he said to summarise his country's approach.Talks were more on "how that could be handled within the current institutional and legislative framework," he said, "focusing more on investment or creating some instruments focused on unemployment at European level".Lesay, who is Slovakia's representative in the Euro Working Group - the group that prepares Eurogroup meetings at ministers level - and led the negotiations for the EU 2017 budget, said Slovakia would now be "more free to take the floor".He said however that his country's priorities would be the same as a simple member state than as the council chair."What we will say will not be different to what we said during our EU presidency," he insisted.

BRUSSELS (Reuters) - An EU-Canada free trade deal will destroy jobs in Europe and should be rejected, a committee of the European Parliament concluded on Thursday.The European Union and Canada signed the Comprehensive Economic and Trade Agreement (CETA) in October, but only after hesitation in Austria other countries and opposition from a region of Belgium.and CETA needs backing from the European Parliament and that vote is expected in February.The employment committee voted 27-24 for a motion saying the 751-seat parliament should not give its approval to the deal, saying studies showed it could lead to 204,000 EU job losses.Parliament's trade committee is the lead body responsible for CETA, but before it holds a vote in January, other committees are allowed to offer their opinions. The environment and foreign affairs committees are also expected to give a view, with the latter expected to be in favor. CETA has struggled to secure approval in Europe some two years after the two sides reached a deal.Even after the European Parliament vote, CETA would only enter force provisionally, most likely in the form of import tariff removal, as it needs approval from the EU's 28 member states and Belgium's regions.Supporters say CETA will increase Canadian-EU trade by 20 percent and boost the EU economy by 12 billion euros ($13 billion) a year and Canada's by C$12 billion ($9 billion).The main focus of protests against CETA is the system to protect foreign company's investments against state intervention. RCMP seize 127kg of cocaine in drug smuggling investigation-[The Canadian Press]-YAHOONEWS-December 8, 2016

LAC SAINT-FRANCOIS, Que. — RCMP say they have seized 127 kilograms of cocaine and made three arrests in a drug smuggling investigation in southwestern Quebec.Investigators say they uncovered a scheme to import large quantities of cocaine destined for the Montreal market by routing it through Los Angeles and Houston.They say the accused were also involved trafficking cannabis and illegal tobacco.Police say the investigation centred on the Lac Saint-Francois area, and officers also searched homes in Saint-Zotique, Que., and Lancaster, Ont.They have identified one of the accused as Jaime Flores, 50, who they say was already facing drug trafficking charges in an investigation into organized crime.Flores is due in court Thursday to face charges of conspiracy, drug importation and possession for the purpose of trafficking.The other two accused, whose names have not been released, will appear in court at a later date.The Canadian Press

MAKHMUR, Iraq (Reuters) - Wearing a camouflage cap over her headscarf, Miaad al-Jubbouri cuts an unusual figure among the hundreds of men fighting to retake a village from Islamic State in northern Iraq.The mother of five was the sole woman among a joint force of Iraqi army and tribal militias who attacked the village of Kanous on Wednesday - one of multiple fronts in a campaign to drive the insurgents from their remaining strongholds in Iraq.Like the men around her, Jubbouri said her motive for taking up arms was hatred of Islamic State, which overran large parts of the country more than two years ago, meting out brutal punishments and killing its opponents, including several of her cousins.But unlike them, her mere presence on the battlefield goes against the weight of tradition in a society where women are often confined to the home and seldom seen near the frontlines, except when fleeing."These soldiers are all my brothers; I am proud to be with them," said Jubbouri, to voices of approval from the men standing around her. "They (Islamic State) came to destroy Iraq but we will ... burn those dogs."Despite the fighting talk, Jubbouri joined the 'Lions of the Tigris' tribal militia just 10 days ago and has no prior combat experience.The militia is one of dozens that have sprung to support Iraqi forces advancing on Mosul - Islamic State's last major urban stronghold in the country - in a U.S.-backed campaign that began in October and is regarded as crucial to dismantling the caliphate the jihadists declared over parts of Iraq and Syria in 2014.The men treat her more like a mascot than a sister in arms.A Kalashnikov is slung across her small frame, but not once did Jubbouri fire it during Wednesday's battle, and she remained a short distance behind the first line of fire."They (the men) don't let me go to the very front. They fear for me, but I want to go," said Jubbouri apparently unperturbed by the deafening sound of mortars being fired at Kanous – her hometown.On the roof of a house further forward, a dozen soldiers and militiamen positioned on a roof fired round after round indiscriminately towards the village, facing only light resistance.-LIKE A WOLF-During the two years she lived there under Islamic State rule, Jubbouri said she secretly informed Iraqi security forces about the militants' movements, and flouted their order that women veil their faces.She left Kanous with her family this summer and joined thousands more displaced Iraqis at a camp in the Kurdish region, where her husband was picked up by security services and put in jail.Jubbouri is not sure why, but said her husband's name may have been confused with that of a suspect, or that someone bearing a grudge against him may have accused him of links with the militants. "As far as I know he's done nothing wrong," she added, the flag of Iraq tied around her neck like a scarf.After her husband was detained, Jubbouri went south to Tikrit and left her children - aged between one and nine - in the custody of a relative so she was free to join the fight against Islamic State."My children cried and said, 'We are scared you will die'," Jubbouri said. "I told them I won't."Neither her father nor mother are alive, and Jubbouri did not tell her uncles, who might have objected to her taking up arms. Her mother-in-law however encouraged Jubbouri to go and avenge the death of a son who was killed by insurgents in 2012.Jubbouri's husband, who remains in a Kurdish prison, is not aware of his wife's militia role. "He wouldn't be satisfied ... but he knows I am a wolf, that I am a fighter and that I am like a man," she said.Backed by the Iraqi government, the Lions of the Tigris' ranks are drawn from young local men, many of whom used to be in the army and have lost friends and loved ones to the militants.The men asked to have their photograph taken beside Jubbouri and said she would be awarded the home of an Islamic State fighter in Kanous after it was liberated."It raises the soldiers' morale to see a woman with them, fighting against terrorism and Daesh," said 27-year-old fighter Amer Kadhim.One commander talked about making Jubbouri the head of a female battalion, but the fighters were less enthusiastic about the prospect of their own wives and sisters taking up arms alongside them.Asked whether he would allow his female relatives to join the battle, Kadhim evaded the question. WASHINGTON — A bill to simplify crossing the Canadian-U.S. border moved ahead in the American Congress on Wednesday, with little time left to get it passed before lawmakers break to form a post-election legislature in the New Year.It's a long-awaited development.The Harper and Trudeau governments both signed so-called preclearance deals with the Obama administration, but the arrangement required implementing legislation and U.S. lawmakers have not made it a priority.The bill finally got some attention Wednesday evening. It sailed through the House of Representatives without objection. Lawmakers there urged the Senate to adopt it quickly, and make it law before breaking next week for the holidays.Lawmakers from different parties and different parts of the U.S. spoke in favour of the bill, before moving it forward."(This) is great news for U.S.-Canadian relations," said New York Republican Elise Stefanik."Canada is more than just a bordering nation. They are our neighbours, our friends and our largest trading partner. Plattsburgh, a city in my district, has even branded itself as Montreal's U.S. suburb."The plan stems from the oft-stated goal of policy-makers to achieve two goals: Simplify movement to avoid the border snarls that have frustrated commerce and travellers since the 9/11 terrorist attacks, while also maintaining security.It involves a pilot project to test a new way of crossing the border by getting people screened before the actual international boundary — better known as pre-clearance. Many Canadians are already familiar with the system because it exists at major airports, where they clear U.S. customs at home and avoid potentially longer lines after they land.Now it could be extended to trains, buses and potentially someday even cars on highways. The first pilot projects will occur at train stations in Vancouver and Montreal. They would only begin once implementation bills become law in both countries.The U.S. legislation makes clear American customs agents accused of committing crimes on the job would be prosecuted in U.S. courts. BEIRUT (Reuters) - Syrian President Bashar al-Assad's imminent victory in Aleppo will increase Syrian and Iranian influence in Lebanon, the leading Lebanese Druze politician said on Thursday, as Assad said Lebanon could not remain unscathed by regional conflicts.The Syrian army and allied forces have made rapid gains against anti-Assad rebels' main urban stronghold in Aleppo in the past two weeks, and look closer than ever to taking the city at the heart of a conflict now in its sixth year."Assad will win in Aleppo, benefiting from the fact that most of the international community has given up on the Syrian people. Then he will destroy Idlib," said Walid Jumblatt, the main political leader of the minority Druze community in Lebanon and head of the Progressive Socialist Party (PSP).Idlib province is the rebels' largest remaining patch of territory in heavily populated western Syria."This means that (Assad's) influence in Lebanon will increase, and the Iranian-Syrian grip on (Lebanon) will strengthen," he told As-Safir, a Lebanese daily close to the Iran-backed Lebanese Shi'ite Muslim group Hezbollah, which is fighting on Assad's side in neighboring Syria.Syria dominated Lebanese government and politics for years and had a military presence in the country until 2005, when it withdrew following the assassination of former Prime Minister Rafik al-Hariri and months of anti-Syria protests.Jumblatt is seen as a weathervane of Middle Eastern politics and his stance towards Syria has shifted more than once in recent years. He was a leading voice in the anti-Syrian movement but then moderated his attitude after a rapprochement with Syria's allies in Lebanon, including Hezbollah.Early in the Syrian conflict, Jumblatt called for Assad to be removed from power. But he told As-Safir he has no plans to mend relations with the Syrian leader. "I will not end my political life repairing a relationship with Assad ... Even if the regime achieves total victory," he said.Lebanon, which suffered its own 15-year civil war, is caught up in regional rivalry between Saudi Arabia and Iran.Despite a 2012 declaration that Lebanon would disassociate itself from regional and international conflicts, the regional tensions have paralyzed internal decision-making and raised fears for Lebanon's stability.After a 2-1/2 year presidential vacuum, former army commander and Hezbollah ally Michel Aoun was elected in October.In an interview published on Thursday in Syria's al-Watan newspaper, Assad said Aoun's election was a victory for Lebanon and Syria, and that Lebanon could not disassociate itself from Syria."When the person (elected) is somebody like General Michel Aoun, who knows the danger terrorism around Lebanon poses for the Lebanese, this will also be a victory for both Lebanon and Syria," Assad said. GENEVA (Reuters) - More than 800 people have been killed and 3,000-3,500 wounded in Syria's besieged eastern Aleppo in the past 26 days, while the remaining trapped civilians await an effective death sentence, the president of the Aleppo local council said on Thursday."Today 150,000 people are threatened with extermination. We are calling for a halt to the bombing and guarantees of safe passage of all," Brita Haji Hassan said during a trip to Geneva, where he will meet U.N. GENEVA (Reuters) - The United States and Russia are "poles apart" in trying to agree the terms for evacuating people from besieged east Aleppo in Syria, U.N. Syria humanitarian adviser Jan Egeland said on Thursday.Five months of negotiations over aid plans have all failed and produced "nothing", Egeland said, adding it was up to the United States and Russia to try to coordinate a deal.As he spoke in Geneva, U.S. Secretary of State John Kerry said after talks in Hamburg with Russian Foreign Minister Sergei Lavrov he was "hopeful" about reaching an agreement with Moscow over Aleppo, but added he was awaiting "certain feedback and input"."The whole point of having co-chairs is that they are pulling together and they haven't been for quite some time," Egeland told reporters after a weekly Syria humanitarian meeting of countries with influence in the war.Opposition groups in eastern Aleppo previously gave mixed signals on how to organise evacuations, but now have dropped their conditions and are simply asking for a pause in the fighting to allow people to leave, Egeland added.Forces loyal to Syrian President Bashar al-Assad have captured the majority of east Aleppo's territory in the past 10 days, but most of the zone's 250,000-275,000 civilians and about 8,000 rebels are still thought to be trapped in the siege."Very many are now crammed together, we think, in the remaining area, which may be only 25 percent of what it was in early November," Egeland said.The United Nations has said it estimates about 33,000 people have been displaced in the past 10 days, including about 20,000 going into government-held areas. Egeland said Syrian authorities say they have registered 30,000 in their areas.-HUMANITARIAN CORRIDORS-Russia has been pressing for rebels and their families to be evacuated to the rebel-held town of Idlib, but the rebels have said evacuees should go to northern Aleppo province.Egeland said the local council in Idlib had informed the United Nations the town could not receive any more people because it was already too full of displaced people and there was too much fighting going on.Russia has said it wants eastern Aleppo's citizens to leave via four humanitarian corridors, although it will not let food go in to supply the hungry population.Egeland said Russia had been told during the closed-door U.N. meeting that the creation of a humanitarian corridor meant a pause in the fighting."Russia said they will definitely be discussing with us how to organise the evacuations but they are not any more promising any pause (in fighting)," he said.(Reporting by Tom Miles and Stephanie Nebehay; Editing by Gareth Jones)

BERLIN (Reuters) - The Bavarian party allied to German Chancellor Angela Merkel's Christian Democrat Union (CDU) on Thursday welcomed the CDU's tougher stance on the integration of migrants but urged it to go further to restrict arrivals and up deportations.The CDU and Bavaria's Christian Social Union (CSU) together form the conservative faction in the Bundestag lower house of parliament, but the two parties are at odds over how to deal with last year's record migrant influx to Germany of 890,000 people.Their rift persists as the CDU wants to improve relations with the CSU ahead of a 2017 election and regain support lost to the far-right, anti-immigration Alternative for Germany (AfD).In a hardening of her stance on migrants' integration in Germany, Merkel this week called for a ban on full-face Muslim veils "wherever legally possible" and the CDU passed a resolution on tackling forced marriage and honor killings, and cracking down on dual citizenship."The overall development is good," CSU leader Horst Seehofer told German newspaper Sueddeutsche Zeitung.But Seehofer said differences remained and called for the deportation of a "demonstrable number" of refugees. He also reiterated his demand for a cap to be placed on the number of migrants coming here.
