ANTANANARIVO, Madagascar (AP) — Anyone who finds a piece of debris from a Malaysia Airlines plane that is believed to have crashed in the southern Indian Ocean in 2014 could receive a financial reward, relatives of those who were on the plane said Monday in Madagascar.A group of relatives who traveled to the island nation off the southeast coast of Africa made the offer in hopes that residents will scour some coastal areas of Madagascar, where possible parts of Flight MH370 washed ashore.Meanwhile, a Malaysian official investigating the disappearance of the Boeing 777 was in Madagascar's capital, Antananarivo, to pick up debris that has already been found and will be analyzed to see if it came from the aircraft."The more debris we find, the easier it will be to find where the crash happened," said Ghislain Wattrelos, a Frenchman who lost his wife and two of his three children when the plane deviated from its flight path from Malaysia to Beijing and vanished on March 8, 2014.Malaysia, Australia and China are close to completing a deep-sea sonar search, so far unsuccessful, of 120,000 square kilometers (46,000 square miles) off Australia's southwest coast in the Indian Ocean. They say they will suspend operations if there is no new evidence that could help pinpoint the crash site. Relatives of the missing believe the search should continue.Wattrelos, as well as two people who lost their mothers on the flight — Grace Nathan of Malaysia and Jiang Hui of China — spoke at a news conference in Antananarivo. (Reuters) - The death toll rose to 36 from a huge fire that tore through a converted warehouse in Oakland, California during a dance party and investigators said on Monday they "absolutely believe" more bodies will be pulled from the rubble.The cause of the blaze, which erupted late Friday in a building that was home to an artists' collective known as the "Ghost Ship", has yet to be determined. It was the deadliest fire in the United States for more than a decade."We are no closer to finding the cause and we absolutely believe that the number of fire fatalities will increase," Oakland Fire Battalion Chief Melinda Drayton told a predawn news conference at the site.As criminal investigators joined recovery efforts at the charred two-story loft building, just east of San Francisco, firefighters have discovered the remains of some three dozen people as they picked through the debris-filled wreckage.The crews temporarily halted work in the early hours of Monday due to fears that an external wall could collapse. PARIS (Reuters) - French winter electricity supply worries could ease after nuclear safety regulator ASN gave approval in principle on Monday for EDF to restart some nuclear reactors involved in a safety investigation.ASN said it agreed with EDF that some nuclear reactors whose steam generators have high carbon concentrations could be restarted, although the utility would have to carry out extra tests and the restart of each individual reactor would be subject to ASN approval.ASN is checking 12 of the state-controlled utility's reactors after raising concerns that certain steam generator channel heads could contain a zone with a high carbon concentration, which could weaken the resilience of the steel and its ability to resist the spreading of cracks.The checks have delayed the restart of several reactors, forcing EDF to prolong their outage periods and raising fears that France, which depends on its 58 nuclear reactors for 75 percent of its electricity needs, could face a tight supply this winter.French and European power prices have hit new highs over the past weeks due to the tight supply fears.ASN's comments sent the French power price for January delivery down 19.3 percent to 65 euros ($70) a megawatt hour (MWh) by 1642 GMT on Monday. Warsaw, Today, 09:20-Sixteen Czech and Slovak MEPs have protested against the European Commission's reaction to Fidel Castro's death last month, which they say was "shocking".In an open letter to commission president Jean-Claude Juncker, dated 1 December, fourteen of them said that they were "concerned" by a statement published on 26 November in which Juncker said that Castro "was a hero for many."They said that they were also "deeply shocked and saddened" by the institution's spokesman's answer to a question about the statement by a Czech journalist.Margaritis Schinas said during a commission press briefing that the journalist expressed a "long series of judgement values" and "a very narrow view of reality" when he mentioned people killed and imprisoned by Castro's regime and the Cuban leader's support for the Soviet-led invasion of Czechoslovakia in 1968.As "the elected representatives of the Czech and Slovak citizens, who suffered from political persecutions and whose lives will be forever marked by the 1968 events," the 14 MEPs said that "the response by Mr Schinas was arrogant and portrayed shocking ignorance of facts with a total lack of understanding history."They asked Juncker to take "clear political distance" from his spokesman's words, "be it in written or in a public speech."The MEPs' letter follows another one, sent on 29 November as an official written question to the commission by Czech liberal MEP Pavel Telicka.Telicka protested against the message posted on Juncker's Twitter account linking to his statement on Castro's death. ETOBICOKE, Ont. — Electric vehicle charging stations are being added to 25 Canadian Tire Gas+ locations across Ontario.AddEnergie Technologies says the stations, which starting rolling out early next year, join the 2,500 stations along its FLO Canadian charging network.Natural Resources Minister Jim Carr who participated in Monday's announcement in Toronto says the federal government will be contributing nearly half of the $1.8-million investment through a loan.The funding is part of the government's commitment to provide $62.5 million for fast-charging stations for electric vehicles as well as natural gas and hydrogen refuelling stations along key transportation corridors.The charging stations will be added to some of the province's busiest highways, particularly Highway 401, and accommodate all electric vehicles.They will be equipped with direct-current fast chargers that can replenish 80 per cent of a vehicle's capacity in up to 30 minutes and dual Level 2 curbside chargers that take three to four hours.The rapid charging costs $20 per hour, with per minute billing, while the standard charging costs $1.50 per hour.Canada's FLO charging network currently includes 70 fast-charging stations. Egypt advisory council says Red Sea islands should remain Egyptian-[Reuters]-YAHOONEWS-December 5, 2016

CAIRO (Reuters) - An Egyptian state advisory body recommended on Monday that a Cairo court uphold a ruling that annulled an agreement giving Saudi Arabia control of two Red Sea islands.The agreement, announced in April, caused a public uproar and rare protests by Egyptians who said the uninhabited islands of Tiran and Sanafir were Egyptian.The controversy has become a source of tension with Saudi Arabia, which had showered its ally with tens of billions of dollars in aid.In June, the Higher Administrative Court annulled the agreement, saying Egyptian sovereignty over the islands could not be given up. The Egyptian government lodged an appeal.The Higher Administrative Court was due to hear the appeal on Monday but postponed the session to Dec. 19 after the advisory State Commissioners Authority presented its recommendations in a report.The report, viewed by Reuters, includes references to several historical documents that it said suggest the islands are Egyptian and the annulment should hold.The court is not obliged to follow the advisory authority's recommendations.Tiran and Sanafir islands are situated in the narrow entrance to the Gulf of Aqaba leading to Jordan and Israel.Saudi and Egyptian officials say they belong to Saudi Arabia and were only under Egyptian control because Riyadh asked Cairo in 1950 to protect them. U.N. identifies 41 Burundi, Gabon troops accused of abuse in Central Africa-[Reuters]-By Michelle Nichols-YAHOONEWS-December 5, 2016

UNITED NATIONS (Reuters) - An internal United Nations inquiry has identified 25 peacekeepers from Burundi and 16 from Gabon accused of sexual abuse and exploitation in the Central African Republic in 2014 and 2015, U.N. spokesman Stephane Dujarric said on Monday."Responsibility for further investigations lies with Burundi and Gabon," Dujarric said, adding that the U.N. had asked those states to interview the identified troops, who all left Central African Republic before the allegations surfaced.The 12,000-strong U.N. peacekeeping force there, known as MINUSCA, has been dogged by allegations of sexual abuse since its deployment in April 2014 to curb fighting between the mostly Muslim Seleka rebels and rival anti-balaka Christian militias.Central African Republic, which holds reserves of uranium, gold and diamonds, suffered the biggest crisis in its half-century of independence in early 2013 when Seleka toppled then-President Francois Bozize.French troops deployed in a separate intervention in the former French colony have also been accused of abuses.The 41 troops from Gabon and Burundi were identified by 45 possible victims in Central African Republic's Kemo prefecture, Dujarric told reporters.However, in 83 of the 139 cases investigated by the U.N. Office of Internal Oversight Services (OIOS), the possible victims were unable to identify the peacekeepers they accused of abuse or exploitation or provide corroborating evidence. A further three cases were considered unreliable.The inquiry found another eight victims described distinctive traits of peacekeepers accused of abuse, but could not identify them through photos or corroborating evidence.A draft U.N. memo, written by the chief of the U.N. Department of Field Support's Conduct and Discipline Unit in August citing information from the OIOS inquiry, suggested many accusations were strikingly similar and appeared to be motivated by financial gain.The memo, seen by Reuters, said: "OIOS notes that many of the complaints followed a specific pattern of accusations; many of the complainants' stories were nearly identical, lacked specific details and fell apart when probed. It appeared as though the complainants had memorized a script."The memo said a local charity tasked with referring abuse accusations to the U.N. children's agency UNICEF had placed complainants on a monthly remuneration scheme, offering a financial incentive for people to present themselves as victims.In December, an independent review panel criticized the United Nations for mishandling allegations of child sexual abuse by international peacekeepers, who were not under U.N. command, in Central African Republic."The alleged perpetrators, if allegations against them are substantiated, and, if warranted, their commanding officers, will not be accepted again for deployment in peacekeeping operations," Dujarric said.(Reporting by Michelle Nichols; Editing by Alan Crosby)
