(Reuters) - Merck & Co has discovered how its blockbuster diabetes drugs have become contaminated with a potential carcinogen and believes it can resolve the problem by the end of the year, Bloomberg News reported on Tuesday.The company submitted a report to the U.S. Food and Drug Administration (FDA) and other regulators after identifying the root cause for the presence of a nitrosamine called NTTP in certain batches of the drugs, according to the report, which cited a person familiar with the situation.NTTP belongs to the nitrosamine class of compounds, some of which are classified as probable or possible human carcinogens, based on laboratory tests, according to the FDA.The impurity arose mostly during storage, as well as during manufacturing, Bloomberg News said.Merck did not immediately respond to a Reuters request for comment.The FDA said in August certain samples of sitagliptin, a compound in Merck's diabetes drugs Januvia and Janumet, were contaminated with a possible carcinogen.

Israeli scientists are aiming to produce the world’s first preventative drug designed to stop tumors causing secondary cancer, and say the active ingredient has shown more than 90 percent effectiveness in mice.The Bar Ilan University research team produced a peptide — a chain of amino acids — made to stop cancer cells from entering the blood and therefore halting them from moving around the body.They have published peer-reviewed research showing that it successfully prevented metastasis in mice, meaning it prevented the spread of diseased cells that can cause secondary cancer.Cells from many solid tumors develop invadopodia, feet-shaped structures that jut out of their surface. They function like battering rams, forcing their way through tissue to help cancer cells enter the bloodstream and metastasize in other organs.But invadopodia only spring into action when they are “activated” by the coming together of two proteins. Prof. Jordan Chill, co-author of the study, said that the Bar Ilan breakthrough was to find a peptide that stops this protein interaction.“We believe that this can prevent the activation of the invadopodia and therefore inhibit metastasis. I expect that it could be used in addition to chemotherapy or other treatments that kill cancer cells,” he said.The effectiveness rate reported means mice with breast cancer that received the peptide were at least 90% less likely to develop secondary tumors than the control group.Though the study focused on breast cancer, the team says it expects the peptide to be effective on all solid tumors — meaning cancers other than those of the blood, bone marrow or lymph nodes.Previous research shows that 12% of patients with a breast cancer diagnosis go on to develop metastatic disease, for which the five-year survival rate is 26%. The proposals to drastically alter Israel’s legal and judicial landscape unveiled by Justice Minister Yariv Levin on January 5 have swiftly fomented deep societal discord, with government and opposition politicians trading incendiary accusations and the swift establishment of a fervid protest movement.Proponents say the sweeping changes are a corrective to an overly activist judiciary undermining the will of the people, whereas critics, including numerous jurists and legal scholars, counter that the drastic reform package would hollow out Israel’s democracy, leaving the country with no effective check on legislative power.While the streets appear near the boiling point over this polarizing issue, a more fundamental threat may await the country as this clash plays out. The government’s effort to severely restrict judicial review over Knesset legislation and executive action could lead to a constitutional crisis: a situation in which the government and the High Court of Justice come into direct conflict.Such a clash is far from certain, but experts say the ingredients are there.And the consequences of such a confrontation could have long-term implications for the State of Israel, depending on the response of these branches of government to each others’ actions.Were the court to intervene over the legislation to enact the legal changes and the government then decided to ignore any such decision, confidence in the rule of law in Israel, both domestically and internationally, would be significantly undermined, while the court itself could be fatally weakened.At the same time, intervention by the court and other state institutions to thwart the measures may further escalate discord, with unpredictable consequences for societal stability.High Court end run-In his early January announcement, Levin introduced what he said was the first stage in the overhaul of the legal and judicial system — a program of highly controversial changes that if enacted would have far-reaching consequences for Israel’s system of government.The plans include severely restricting the High Court’s capacity to strike down laws and government decisions; passing an “override clause” enabling the Knesset to re-legislate such laws; giving the government control over the selection of judges; preventing the court from using a test of “reasonableness” against which to judge legislation and government decisions; and allowing ministers to appoint their own legal advisers instead of getting counsel from advisers operating under the Justice Ministry aegis.One of the reforms that worries jurists and the liberal democratic political bloc the most is the proposal to restrict the High Court’s ability to strike down legislation for violating Basic Laws, and to enable the Knesset to reverse any such decision if the court did manage to strike down a law.The law proposed by Levin would require a panel of all the court’s 15 justices and a “special majority” of 12 of them to strike down Knesset legislation, should a petitioner challenge a law in the High Court.Right-wing politicians argue such legislation is needed due to what they claim is the partisan nature of the bench. Rather than a judicious check on untrammeled government power, many on the right view the High Court as a politicized organ with the ability to shackle democratically elected politicians, despite not having itself been elected.The court and its backers, meanwhile, view the bench as having a key role in determining whether new legislation falls in line with the closest thing Israel has to a constitution: a set of 13 Basic Laws that address fundamental aspects of the state and its governance.The court’s authority to strike down legislation has never been explicitly stated in any law.But Basic Law: Human Dignity and Liberty passed by the Knesset in 1992 does lay out a series of fundamental rights, including the preservation of life, personal liberty, privacy and property rights.The law also references the Declaration of Independence as a source of constitutional values for the country, and asserts that those values include the State of Israel being “a Jewish and democratic state.”The Basic Law adds that the rights stipulated within it cannot be violated.In a landmark 1995 ruling in the Mizrahi Bank v. Migdal Cooperative Village case, then-Supreme Court chief justice Aharon Barak, backed by seven other justices, argued that the Basic Laws were passed by the Knesset in its capacity as a constituent assembly, and that they could therefore be considered superior to regular laws — thus anointing them with a quasi-constitutional status.This decision set a precedent for the court to employ judicial review over Knesset legislation. Since then, 22 laws and numerous government decisions have been struck down or reversed, usually for violating Basic Law: Human Dignity and Liberty. The rulings have fueled particular frustration on the right, making an override measure a prime policy goal for leading figures in Likud including Levin, the Religious Zionism party and the ultra-Orthodox parties.The new government appears set to pursue these reforms by passing a new Basic Law: Legislation.Critically, further legislative measures will explicitly stipulate that the High Court of Justice does not have judicial review over Knesset Basic Laws, thus shielding the override clause itself from judicial review.It is this stipulation in particular that could provoke a direct clash between the government’s attempts to defang the court through legislation, and the court’s possible unwillingness to accept such legislation as valid.The legislation enacting these reforms will, once passed, almost inevitably be the subject of petitions to the High Court by various organizations claiming them to be unconstitutional and in violation of Israel’s basic values as both a Jewish and democratic state.
Assuming the court agrees to hear these challenges, as it has done for petitions against other new Basic Laws and amendments to existing ones, Israel will likely find itself on the path to a potentially severe constitutional crisis.Should the High Court attempt to strike down laws that the Knesset claims the judiciary has no authority to interfere in, democracy could suddenly get very messy.Basic Laws, complex questions-The High Court has never struck down a Basic Law, but it has developed two doctrines that open such a possibility, according to Yaniv Roznai, an associate professor at Reichman University and an expert in constitutional law.The first pertains to what is known as the misuse of constituent power, which can be used in cases where the Knesset enacts a new Basic Law or amends an existing one for a specific, limited purpose, such as revoking a deadline or assisting a particular individual.Such bills, usually designed to get around a short-term political hurdle, should not be enacted at the constitutional level according to the misuse of constituent power doctrine.In May 2021, the High Court ruled that an amendment to Basic Law: Knesset — passed the previous year in order to give the troubled Likud-Blue and White coalition more time to sort out its political differences before the Knesset was automatically dissolved — had been an improper use of parliamentary power.Although the court technically declined to strike down the amendment, it strongly intimated that a similar future amendment might be deemed unconstitutional, indicating the High Court was willing to weigh in on Basic Laws under certain circumstances.A similar case that is currently pending before the court involves three petitions against new Interior and Health Minister Aryeh Deri. One of the central claims of those petitions is that legislation passed by the new government amending Basic Law: The Government to allow Deri to be appointed as a cabinet minister despite his recent suspended jail sentence is a misuse of constituent power.A ruling by the court that this amendment was indeed a misuse of constituent authority would further strain the already extremely tense relations between it and the government, given that the justice minister has stated specifically that this administration seeks to ban the court from exercising judicial review over Basic Laws.It is thought unlikely that the court will intervene over this Basic Law amendment due to the highly fraught situation such a decision would create.But the same case involves another realm of possible conflict between the judiciary and the government, since the petitioners also argue that Deri’s appointment should be voided on the grounds that it is “unreasonable” in the extreme.“Reasonableness” is a somewhat amorphous but commonly used standard of judicial review used by courts to determine whether administrative decisions are “reasonable” and have been made with the proper consideration of all relevant factors.Levin and others in the right-wing religious bloc argue, however, that reasonableness gives the court undue power to intervene in government decisions and policy initiatives and therefore seek to annul it.The petitioners against Deri argue that his 1999 conviction for bribery and his 2022 conviction and suspended jail sentence on two tax fraud charges make his ministerial appointment unreasonable.One of the components of Levin’s reforms is to limit or entirely prohibit the court’s use of reasonableness as a method of judicial review. Should the court rule that Deri’s appointment is unreasonable, that would create another avenue for a clash between these branches of government, and see the new government expedite legislative efforts to work around the court’s decision.The unconstitutional constitutional amendment-The second doctrine for intervening over Basic Laws that has been entertained by the court is that of an unconstitutional constitutional amendment.In Israel’s case, a unconstitutional constitutional amendment would be a new Basic Law or an amendment to an existing Basic Law that the court might deem to be in violation of other Basic Laws or, more fundamentally, to violate the very essence of the state as laid out in other documents, perhaps including the Declaration of Independence.The possibility of a showdown between the High Court and the government over an unconstitutional constitutional amendment emerged following the Knesset’s 2018 adoption of Basic Law: Israel – The Nation State of the Jewish People.This controversial law states, among other things, that only the Jewish people have a national right to self-determination in the State of Israel and that “Jewish settlement” is a “national value” that the state should encourage and promote. It generated outrage and strong opposition within Israel, with claims that it undermined Israel’s democratic nature and threatened the equality of the country’s non-Jewish citizensIn response to a flurry of petitions, the High Court ruled 10-1 in July that the law could be interpreted in non-discriminatory ways, and thus it need not be struck down.
In her opinion, court president Esther Hayut wrote that since Israel has merely an unfinished constitutional framework, courts could not normally make use of the “unconstitutional constitutional amendment” doctrine to strike down a Basic Law.But her ruling also carved out an instance in which the Knesset’s power to legislate Basic Laws could be restricted.“In my approach, at this stage of Israel’s constitutional endeavor, there is one restriction, exceedingly narrow, which is incumbent on the Knesset in its function as the constituent authority and that it is unable to revoke through a Basic Law [which is] Israel’s essence as a Jewish and democratic state,” wrote Hayut.
While she declined to state explicitly whether the High Court would be entitled to apply judicial review and invalidate a Basic Law that infringed on that “essence” of Israel’s character as a Jewish and democratic state, Hayut nonetheless left it open as a possibility.Because the Nation State law did not violate Israel’s character as both a Jewish and democratic state, such a determination could be postponed until “the right time,” she wrote.Levin and the other proponents of the government’s judicial reforms have already predicted such an eventuality, which is why part of the reform package includes explicitly prohibiting the court from striking down any Basic Laws.But even under such circumstances, the court might reject the premise of such a law, and rule that a Basic Law banning judicial review of Basic Laws is unconstitutional, triggering a constitutional crisis.Any invalidation of a Basic Law meant to restrict the High Court’s power to review legislation would constitute a major constitutional crisis and an unprecedented showdown between the branches of government.Court not looking for a fight-Roznai believes that the High Court is unlikely to outright strike down a Basic Law that allows for an override clause, noting that it would be difficult to convince the court that the override law in and of itself negates the core of Israel’s democratic character.Whether or not the court intervenes also depends on the exact design and scope of the override law, Roznai said.The court is more likely to punt the case away by implementing the so-called ripeness doctrine, ruling that it is too early to tell if the override clause will do damage to Israel’s democracy.Amir Fuchs, a senior researcher at the Israel Democracy Institute, said the court would likely go far to avoid a showdown with the government and Knesset, as the implications of such a ruling in direct defiance of the legislature and executive would create a full-blown constitutional crisis.“If the government uses the override clause in only very specific situations where rights are infringed but not abolished, the court may decide not to involve itself,” said Fuchs.But, should the Knesset begin to pass laws that not only infringe basic rights but grossly violate them, or revoke them altogether, the court might then decide that it is entitled to review such laws even if they include a clause marking them immune from judicial interference.“At this point, the court might say such laws are not what the override clause is meant for, and that the legislation is designed only for a specific problem, not to abolish rights entirely,” said Fuchs.Even just agreeing to hear a petition against a law carrying an immunity clause would create severe tension between the bench and the governing majority and by itself constitute a form of constitutional crisis. Israelis got a preview of this when Levin in 2020, during his tenure as Knesset speaker, threatened to defy the court if it quashed the Nation-State legislation.Indeed, the draft legislation for the amendment to the Basic Law: Judiciary published by Levin last week states explicitly that the court is forbidden from even holding hearings on petitions against Basic Laws.Should the court actually issue a ruling rejecting the Knesset’s assertion of unlimited legislative powers, it would put Israel into a full-blown constitutional crisis pitting the judicial and legislative branches against each other.A constitutional standoff-How such a situation would play out over the legal and judicial overhaul proposed by the new government is impossible to predict, but Roznai pointed to two such crises in modern times as possibly instructive.In a landmark ruling in 1980, the Indian Supreme Court delivered the Minerva Mills judgment, holding that a section of the 42nd Amendment to the Indian constitution passed by the Indian parliament in 1976 removed all limitations on the parliament’s amendment power and was therefore beyond parliament’s limited amendment power, and thus void.The Indian government bowed to the court’s decision and the ruling now forms a crucial component of the supremacy of India’s constitution over the legislature.By contrast, when the Hungarian parliament pushed through legislation in 2013 preventing the country’s constitutional court from striking down constitutional laws, the court refrained from striking down this legislation and submitted to the will of the government.The move to concentrate power in the legislature is one factor that has seen Hungary’s democracy downgraded in democracy rankings such as the Economist Intelligence Unit’s Democracy Index, which now rates the country as a “flawed democracy.”In Israel, Fuchs, said the outcome of a showdown between judges and lawmakers would come down to how it played out on the ground and in the reality of daily life.If, by way of an extreme example, the Knesset passed legislation making it a criminal offense for the media to criticize the government, the court struck the law down, and the Knesset re-legislated the law using the override mechanism, the outcome of this standoff would be determined by what happens to media outlets that violate that law.Would the police arrest the violators and would the state attorney’s office prosecute the offenders? If those agencies declined to take action on the basis of the new law, would the government begin to replace the senior officials in order to assert its will? Fuchs opined, however, that such an apocalyptic scenario was somewhat “beyond the realm of imagination,” arguing that the High Court is relatively conservative and unlikely to embroil itself in such a situation.And Roznai noted that huge constitutional conflagrations such as those described above rarely occur in modern democracies.Democratic erosion, he said, usually occurs gradually over the course of years, pointing to the creeping decline of judicial independence and power in illiberal democracies such as Hungary and Poland.“Usually it is not one constitutional amendment that strikes the fatal blow to democracy,” he said. “In most cases, it is a process whereby different laws erode democracy bit by bit.”

Digital ID for nightclub entry: 1account trial results at odds with Home Office findings-Jan 16, 2023, 4:30 pm EST-| Frank Hersey

With club entry taking under five seconds and a 90 percent preference for using digital ID over physical, 1account found its trial of digital ID for late night venue entry to be a successful – albeit expensive – test of its systems and identified another solid use case for its customers.The incentive of effective free entry for those with the app could be considered to cloud the results, but the local requirement to still undergo the existing entry process of physical credential scan and photo as well as trying digital ID had already taken away any benefit for users.Further to our reports on participation by Yoti and Innovative Technologies in the UK Home Office sandbox trials of digital ID and age estimation tech for alcohol purchase, Biometric Update spoke to 1account, the digital identity app and upcoming payment solution provider.The UK-based firm does not agree with the initial findings from the Home Office which are limited and so far summarize results from the two categories of the trial. The summary states: “The majority of trials of digital ID apps experienced very low take up.”Also affecting the 1account trial: “A number of trials aimed to explore if technology could reduce queuing time to enter licensed premises. Findings were inconclusive and suggest that speed of entry to venues will be dependent on practical factors such as good phone battery and Wi-Fi signal.”Scheme-1account worked with Rekom UK, which operates 48 late night venues across the country, on a five-month trial for entry to the nightclub Tru Camberley in Surrey, in the western outskirts of London.Clubgoers wanting to try it out needed to download the app and register with a scan of a credential and a selfie. At the club door, they open the app, tap the ‘Scan QR’ button which opens the camera to then scan the venue’s unique QR code printed on a lanyard around the neck of door staff.A biometric check of the user, e.g. via smartphone camera, to open or activate the app is not required. Ben Keirle, CEO of 1account, explained that this is not necessary for this use case and the process maintains GPG45 Level 4 standard.Each venue also has a unique four-digit code. Scanning the QR updates the app screen to display the user’s name, photo (from the moment of app registration), age status (YES/NO to being over 18) and the venue’s code. This screen has the current time ticking away and only lasts for 15 seconds. At present, this time setting is not configurable.Venue codes are changed by default every 28 days, but can be updated as regularly as daily for higher-risk settings such as taking out a mobile phone contract.The user presents the screen to the door staff who visually check it against the user as they would with a physical credential. In the trial, venue operator Rekom received the name of the guest, photo from the app and the timestamp of last entry. These were gathered into a “rudimentary dashboard” in the trial. 1account keeps a record of club entry via the app for 28 days in case of enquiry by law enforcement. In the club where it was used, licensing requirements would typically collect more data fields from the scans of credentials.Implementation of English alcohol licensing is highly localized. The trial was granted for a club in an area where the licensing officials require a scan of physical ID credentials at the door (in this case with SCANNET equipment) and photo capture on entry. The scanners check whether a credential is genuine, and read name and age. This is checked against a blacklist of names.Despite the sandbox trial, permission was not granted to fully utilize the functions of the 1account app without also having to provide a physical credential to fulfil local licensing conditions, except for one three-hour window.During the trial, local authorities only allowed one window for testing the digital entry against the credential scan route on 24 June 2022. 1account was “a bit unlucky to be honest,” according to Keirle. An hour after it started, nearby mobile phone masts failed for three out of four main networks.It should also be noted that during the trial, clubgoers were required to either buy tickets in advance and show them on their smartphones or purchase them on entry with their phones. Those using 1account digital ID did not have to purchase tickets, as an incentive.Outcome-When fully functioning, the system got clubbers through ID checks almost three times faster, at 4.75 seconds each on average in the test window compared to 14.8 seconds on average for the scan route across the trial. Entry was roughly twice as fast with the app if comparing the same users. Those timed with the app and averaging 4.75 seconds also had to undergo ID scans which they completed in 11.63 seconds on average.Timings were taken and assessed by the Age Check Certification Scheme (ACCS). The fastest time recorded for the credential scan route was 9 seconds.“The majority of fights that break out at nightclubs are in the queue,” said Keirle, showing that faster entry provides a benefit similar to the findings in retail where tech-based age estimation checks could potentially diffuse situations where staff would otherwise face abuse.There were 921 downloads of the digital ID app which led to 790 successful registrations. These were used for 839 unique check-ins. Of these, 422 individuals used the app once and 417 were repeat check-ins by 141 individuals. Three clubbers used it eight times.“It was desperately disappointing not to let people with digital ID into the club,” said Keirle, referring to the licensing requirements. Even so, on peak app-entry nights, 27 percent of clubgoers had entered with digital ID, despite still having to go through the credential scan.As part of the trial, 1account conducted a survey audited by ACCS of 288 guests who used the app. Of them, 88.5 percent found it easy to use, and 90.3 percent would prefer to use digital ID for venue entry if available. Further, 88.9 percent would prefer to use it in other contexts.Eight members of staff were also surveyed. To the question “For those customers who have created a digital ID, in your experience has it been easy for them to use it?” three out of five said ‘no.’ But in response to “Does the digital ID provide a clearer image of the customer and their 18+ status compared with a physical ID such as a driver’s licence?” seven said yes.All eight staff found the digitally-presented ID easy to recognize. ACCS noted it was far brighter than credentials.One issue was the fact the trial did not allow sole use of digital ID. Comments from staff reflected this: “When going ‘full digital’ it’ll be a lot easier,” and “If it was on trial at a venue without ‘ID Scan,’ they’d love it.”Keirle expects that Rekom and other companies would be more likely to roll out digital ID entry where using an ID scan terminal is not a condition of entry.1account believes it met the objectives such as providing clearer ID for low-lit environments, reducing the risk of fakes, improving the ability to know who is or was in a club in the event of an incident. Keirle says the “tone of the Home Office was lukewarm at best.”He says that with promotional staff working each night of the trial it became an “inordinately expensive” exercise, but confirmed an in-person use case for the app which can also be used online.An ACCS assessor at the venue found: “Our overall assessment is that this technology can facilitate the digital presentation of identification when purchasing age restricted goods or services and, as such, is capable of having a positive, if marginal, impact on achieving the licensing objectives. For future deployments, it would be important to ensure appropriate access to privacy and transparency information about the specific technology.”Rekom UK Senior Operational Director Tony Gorbert commented in a statement: “Our guests are digital natives, so we are always looking for new ways to use technology to enhance our guest experience.“We were pleased to take part in this Home Office initiative with 1account and the results have proved extremely positive where digital ID has been used by clubgoers. We will now assess the results and look to see how it can bring benefits to our guests in the future.”Across its venues, Rekom UK has to deal with 18,000 lost credentials a year, compared to 6,000 mobiles. Even in this respect, digital ID could present savings in time dealing with lost and found.If legislation allows it, 1account hopes for 60,000 shops, bars and clubs will be accepting digital ID within a year and that 2 million people will have registered to use it. Lisnr is combining its data-over-sound technology with the age verification process of secure identity company Clear to allow Lisnr users to deploy sound for age verification in retail settings. The deal is Lisnr’s first major partnership in digital identity in the U.S.As a hardware and software solution, Lisnr uses near-ultrasonic sound to transmit data using a speaker to and between any smart device with a microphone, such as a smartphone or enabled POS. A device enabled with Lisnr software can detect, transmit, and receive data from another device broadcasting Lisnr sound if in range. Government databases and centralized solutions may one day replace document-based verification, Vyacheslav Zholudev, Sumsub’s chief technology officer and co-founder told Biometric Update in a recent conversation.Talking about his role at Sumsub, the executive first says he also considers himself a “product guy.”I’m involved a lot in building products and having a strategic vision of where we are going, why it’s important not only to deal with infrastructure […] but also trying to be a product person […] because it’s really important to translate what you have in mind into the code.”Regarding where Sumsub is now as a KYC/KYB/AML provider, Zholudev says that as the company grows internationally, regulatory challenges are starting to present themselves.“Bigger companies typically also work in many regions, and therefore regulations are different. For example, in New York State City, some clients are not allowed to sell crypto, or some bigger clients have conditions like if a [customer] comes from [certain] countries, then you need to request a source of funds.”Sumsub recently released a no-code tool for configurable user journeys, but Zholudev says that the company could run checks based on different regulations and requirements even before that.“The orchestration was done by our clients. And then it also led to more complexity, then sometimes our clients didn’t find enough time to implement this thing. So they had limited value from our product.”At that point, the executive says, Sumsub realized the missing piece was the ability to orchestrate its biometrics and other tools.“So basically put more and more responsibility of the customer lifecycle to our shoulders, but not forcing clients to implement themselves.”According to these principles, the company built a system capable of embedding several things, including email, phone verification, and custom questionnaires, and to build on those data points as well as transitioning between different requirements.In this regard, Zholudev tells Biometric Update that Sumsub is planning to add a new feature to its orchestration platform, designed to enable the company to edit clients’ conditions using an auto-completion feature.“Since we have lots of variables in our system, it’s very important for our clients to be able not to make mistakes,” the CTO explains.Discussing fraud identity trends-Speaking about mistakes, and those connected to security in particular, Sumsub recently published its latest identity fraud report.When asked about interesting trends from the research, Zholudev said that fraudsters typically target markets where they know they can steal substantial amounts of money or where they know documents are easy to forge.The second trend is likely going away soon, the executive says, as government databases around the world are quickly evolving, making things also challenging for KYC providers.“Sometimes it’s not super easy,” Zholudev explains. “You need to have, for example, a registered entity in this particular country [to operate in it], but then it gives an additional layer of security. So, therefore, I see this trend that maybe document-based verification will fade out eventually.”At the same time, the executive believes that for companies verifying customers within particular infrastructures, there are also different challenges.“[Most companies can read] machine readable zone documents. Right? But when it comes to Indian Aadhaar, for example, or Brazil paper driving license, they cannot process [them] and therefore the conversion is lower,” says Zholudev.“We see a lot of potential because working in those countries is very hard. But we do work and know how to work [there] because we started with complicated regions. So for us, it’s just easier to penetrate those markets because there are not so many options.”Struggles of ID verification in crypto-KYC challenges also extend beyond individual countries, and towards entire industries.According to Zholudev, for instance, crypto projects are often global by nature, so KYC providers need to be able to operate in several countries and understand all of the documents utilized by their governments and citizens.Additionally, the CTO says that fraud rates are higher in the crypto industry as individuals tend to be more anonymous, and some transactions are non-reversible.“Crypto [can become] a very convenient means to launder money or bypass those sanctions. So, therefore [firms] should be super diligent and super careful.”In this regard, Zholudev also mentions the Travel Rule, a key AML/CFT measure designed to increase the security of cryptocurrency transactions by requiring additional information during a transfer of funds from one wallet to another.The tech expert says that Sumsub is currently working on a solution to embrace the Travel Rule, but more information about it will only be available over the next few weeks.“There are a couple of companies that are actually also trying to do this, but nobody has a fully working solution,” Zholudev says, referring to fully-compliant KYC solutions for the crypto industry.“It reminds me a little bit of GDPR when it was just released, nobody knew how to handle it, and everybody was just kind of interpreting in a way that it was safe, but still kind of easy to implement.”Zholudev believes the same is happening with the Travel Rule, with some companies doing their best to verify user identities but occasionally passing transactions even if they’re not sure.Merging KYC and KYT to improve customer experience-Whether in crypto or other industries, however, Zholudev says that keeping in touch with customers throughout the whole customer journey is essential to build trust.He mentions a use case where an individual enters a car-sharing company’s vehicle with a stolen identity. Sumsub checks driving licenses upon onboarding, but they may ask for face biometric checks after that to make sure the user is the account holder.
Combining the KYC with Know Your Transaction (KYT) is also interesting, Zholudev explains, because it provides extra insurance that fraud risks can be reduced.“You can set up the flow in such a way that when suspicious transactions are going through, you request a liveness check again. And then when the user passes those liveness checks, then the transaction is automatically approved. So it’s faster, secure, and involves less human work.”Despite the focus on automation, Zholudev says Sumsub is currently expanding its team in terms of technical people, sales and marketing.“Expanding the team […] is essential. But also, if you expand the technical team and you automate as much as possible, then you probably need less highly skilled people for checking verification.”“And the good thing is that we can actually control [the automation flow],” Zholudev explains. “Maybe the conversion slightly goes down, but then you can regulate it, and that’s something that we’re proud of because we can balance it […] depending on the volumes, traffic, etc.”Future of KYC: liveness for deepfakes, central databases, blockchainTalking about the future of compliance and, more specifically, Sumsub, Zholudev says there are several technologies that are or may become part of KYC processes.“Three years ago, there were no liveness checks, or they just started to emerge. [Today] there are lots of phones [supporting] that,” the CTO adds.“But deepfakes are coming, right? And they’ve become a commodity. Before, you needed to have a really powerful machine to render nice deepfakes. But now they’re just a click on your phone. So, therefore, something new might be coming.”Zholudev also suggests that document-based verification may be replaced entirely by government databases in the future.“The European Union [may] have a central database that you can connect to, and it will be more secure. Maybe people will have chips in their hand so that they can verify that you are really the same person that you claim you are.”Finally, the Sumsub executive points to blockchain technologies and how digital identity could one day be stored exclusively on the blockchain, enabling individuals to control what data to share with other people.As for the company, Zholudev thinks Sumsub will become more of a compliance toolkit in the future.“[We will be] a tool that you can install once, and then you’re fully compliant. You can manage cases, you can be protected against fraud, you can control different things and automate reporting to certain entities,” Zholudev says.“Some companies actually already started [working on this], and then [went] bankrupt or [closed] their business because it was not the right time. Now I feel that this time is coming when we’ll soon be ready for this.”

Nearly 1 million Israelis, including some 665,000 children, were living in food insecurity during 2021, according to the findings of a National Insurance Institute survey released Tuesday, with the Arab community the worst affected.According to the report, that translates to 16.2% of families and 21.1% of children living with food insecurity. Of families with children, 19% experienced food insecurity, with 8.5% suffering from severe insecurity.Also affected were the elderly, with 12% of those over the age of retirement in 2021 suffering from food insecurity.Food insecurity has been defined as the inability to ensure a constant supply of food that contains all the nutritional elements necessary for proper development and health. While it can lead to malnutrition, it is not the same thing. Indeed, it is a prime cause of obesity and is closely linked to disease and increased vulnerability to illnesses such as COVID-19.Despite the grim findings, the study noted an improvement in the situation since the last national survey in 2016 — when 18.1% of all families suffered from food insecurity.Among children, the rate also dropped from 26.3% in 2016 to 21.1% in 2021.The report noted that the survey was conducted during the height of the coronavirus pandemic, at a time when hundreds of thousands of Israelis had been fired or put on unpaid leave.While unemployment has decreased since then, the cost of living has skyrocketed with rising inflation sending up the cost of basics like food, utilities and housing.The report said the worst affected group in Israel was the Arab community, where 42.4% of the families were food insecure in 2021 — a rate almost three times higher than the general population.That was a very slight improvement from the last survey, when the rate stood at 43.2%.Among ultra-Orthodox Jews, whose poverty rates are similar to the Arab population, there was a marked improvement in the level of nutritional security, which rose from 77% to approximately 84%, a level approaching that of the population as a whole.Geographically, Jerusalem and northern Israel, which both have high Arab populations, were the worst affected. In the north, 27% of the population was food insecure, including 14.4% who were severely insecure. Jerusalem saw 23% insecurity, including 9.5% with severe insecurity.The study also looked at those found to be severely food insecure in the 2016 report and found that 54% of them remained in the same situation in 2021.Speaking after the release of the report, Yoav Ben-Tzur, a minister within the Welfare Ministry, promised to urgently work to improve the situation. A pro-LGBT organization in Oregon will provide gift cards to 8th through 12th grade students who attend an LGBT advocacy training workshop. Southern Oregon Coast Pride advertised their upcoming Curry County Youth Leadership and Advocacy Workshop in a Facebook post. “The workshop is open to all youth in Curry County who are in 8th-12th grade,” the post explained. The training, which is set to take place at a public library later this month, will feature “conversations about what leadership and advocacy mean” as well as “what cultural humility is” before then discussing bullying. The post reads, “Participants will receive gift cards for attending!” It also notes that “throughout the day there will be many opportunities for youth to define terms for themselves and explore ways in which we can advocate and be allies to each other.”A graphic advertising the event calls it “a full day of community building and leadership development with a focus on LGBTQIA+, Two-Spirit, and BIPOC youth experiences!”Meanwhile, the registration survey asks participants to list their racial or ethnic background, whether or not they identify as “LGBTQIA2S+,” what school they go to, and what grade they are in.  Southern Oregon Coast Pride explains that it seeks to “create safe spaces and build a multi-generational community of support for LGBTQ+ youth and their allies.”The organization runs a number of different programs, including a “gender affirmation closet,” where kids who are attempting to change their sex can receive breast binders, “breast forms,” and “packers,” which are used to create the appearance of male genitalia. Jordan’s ambassador to Israel visited the Temple Mount in Jerusalem on Tuesday after earlier leaving the holy site in protest at being held up by police at the entrance, prompting a diplomatic protest from Amman.The Jordanian foreign ministry said it summoned Israel’s envoy Eitan Surkis after Ghassan Majali was allegedly “refused entry” to the Temple Mount. A statement from the ministry said Surkis was handed a letter of condemnation.But Israeli police — and also Jordanian reports — indicated that rather than refusing him entry, cops briefly held him up since he hadn’t coordinated the visit with them. Majali left the area of the Old City’s Lion’s Gate after refusing to request permission to enter.However, he later returned and toured the Temple Mount. Video from the visit showed a man approaching Majali and his entourage to serve them coffee as they walked around the compound.The Israel Police decried reports that Israel refused to allow Majali to visit the Temple Mount as “fake news,” saying the ambassador had arrived without any prior notification and that a cop hadn’t immediately recognized him, causing a “very small” delay while he consulted his commander.Majali then decided to leave, according to police.“Had he waited a few more seconds he could have entered,” a police statement said.Majali was accompanied by the head of the Islamic Waqf — a Jordanian-appointed council that administers the Temple Mount.Tuesday’s incident came amid tensions over the flashpoint site, which is the holiest in Judaism and the third-holiest to Muslims, who refer to it as the Al Aqsa Mosque compound or the Noble Sanctuary. Far-right police minister Itamar Ben Gvir briefly visited the site earlier this month, drawing fury from the Arab world, including Jordan, which hauled in Surkis for a dressing down.Surkis told the Jordanians at the time that Israel remained committed to the status quo, that there had not been any violations of the agreement and that Israeli ministers have visited the site in the past.Ben Gvir has long been an advocate of formally altering the Temple Mount status quo, under which Muslims are allowed to pray and enter with few restrictions, while Jews can visit only during limited time slots via a single gate and walk on a predetermined route, closely accompanied by police. Jews are not allowed to pray at the site, though recent years have increasingly seen police allow some silent prayer.Israel captured the Temple Mount and Jerusalem’s Old City from Jordan in the 1967 Six Day War, almost two decades after Amman conquered it during the War of Independence of 1948. However, Israel allowed the Jordanian Waqf to continue to maintain religious authority atop the mount.Israel’s 1994 peace deal with Jordan specified Jordan has a “special role” at Muslim holy sites in Jerusalem. Amman views itself as the custodian of the Temple Mount.Last week, police were accused by the Waqf of holding up a visit by Lord Tariq Ahmad, the UK minister for the Middle East region, to the Al-Aqsa Mosque on the Temple Mount. A delegation of US senators slated to visit Israel this week asked not to meet with far-right ministers Bezalel Smotrich and Itamar Ben Gvir or any members of their hardline factions, an Israeli official confirmed on Tuesday.The request was made by the office of Democratic Senator Jacky Rosen, who is co-leading the bipartisan delegation along with Republican Senator James Lankford, the Israeli official told The Times of Israel, confirming a report on the Axios news site.The Biden administration has thus far restrained from publicly announcing such boycotts, with Secretary of State Antony Blinken explaining that the US will be gauging the new hardline Israeli government by its policies rather than its personalities. Other Biden officials, such as Ambassador to Israel Tom Nides, have said their main interlocutor in Jerusalem will be Prime Minister Benjamin Netanyahu and they will be holding him directly responsible for the moves of his far-right partners.But others in the Democratic party appear less comfortable with the makeup of Netanyahu’s coalition, which has been deemed the most right-wing in Israel’s history. The fact that the request came from Rosen, who is seen as one of the Democratic caucus’s most pro-Israel members, also demonstrates how widespread the unease in Washington is, particularly in Biden’s party.Smotrich, who is serving as finance minister as well as a minister in charge of West Bank policy in the Defense Ministry, has long advocated for annexing large parts of the West Bank without granting the Palestinians in those areas equal rights. He has also expressed antagonistic views toward Arab Israelis and LGBTQ individuals.Ben Gvir, who serves as national security minister, holds many of Smotrich’s views and is a self-described disciple of the late racist rabbi Meir Kahane. He was convicted of terror offenses over his support for Kahane’s outlawed Kach movement and has long advocated for deporting “disloyal” Arab Israelis.Both Ben Gvir and Smotrich have also made repeated disparaging comments toward Reform Judaism that were likely to not have sat well with Rosen, who was president of her Reform synagogue in Nevada before entering Congress.Smotrich’s office confirmed that he doesn’t currently have any meetings planned with the delegation of seven US senators. Its rulings carry legal weight and influence public opinion but it has no mechanism for enforcement. The court is separate from the International Criminal Court, which is also in The Hague.The court last issued an advisory opinion on the Israeli-Palestinian conflict in 2004 when the General Assembly asked it to rule on the legality of the security barrier Israel built along much of the West Bank.Israel has blasted last month’s resolution as biased and dismissive of Israeli security concerns.Israel’s UN envoy, Gilad Erdan, condemned the text for referring to the Temple Mount by only its Arabic name, Haram al-Sharif. Israel has accused the Palestinians, who have nonmember observer state status at the UN, of trying to use the world body to circumvent peace negotiations and impose a settlement.Last year, the General Assembly passed more resolutions critical of Israel than against all other nations combined.In addition to resolutions, there are open-ended investigations against Israel being carried out by a UN commission of inquiry, and by a special rapporteur, the only country under such scrutiny. Members of both investigations are on the record making antisemitic statements, but have not faced any repercussions from the UN for their comments.
