Every Republican member of the committee supported the measure, as well as several Democrats, including Maryland Sen. Ben Cardin, the panel’s ranking member, New Jersey Sen. Bob Menendez and Virginia Sen. Tim Kaine, a J Street darling.One amendment was added during the markup session that helped attract the former vice presidential candidate’s support, which was to establish an escrow fund for the aid that would be cut. Thousands of people were expected to march through central Jerusalem Thursday afternoon in the city’s 16th annual LGBTQ pride parade.This year’s March for Pride and Tolerance will be held under the banner of “LGBTQ and Religion,” and is expected to draw some 4,000 participants to the capital city.“In a city that has known bloody wars of religion, we have seen and borne the price of hatred against the backdrop of religion,” organizers wrote on their Facebook page. “We will shed light on the complex, deep connections between [various religious groups] and the struggles for partnerships, conflict and dialogue.”Parade-goers will begin congregating at Liberty Bell Park from 4:30 p.m. At 6, the march will begin, heading up Keren Hayesod and King George streets, before turning onto Meir Shaham, Rabbi Akiva and Hillel streets, and congregating at Independence Park for a closing event at 8 p.m.Organizers have asked participants to bring flowers that they can place at the site on Keren Hayesod where 16-year-old Shira Banki was murdered at the march two years ago by a religious extremist.The parade is predicted to snarl downtown traffic for hours. Several major arteries through the capital’s center will be shut to traffic starting at 4 p.m., including the parade route from Keren Hayesod through King George and on to Hillel. The march will run from the capital’s Independence Park to Liberty Bell Park-Lehava’s primary platform is opposition to relationships between Jews and non-Jews. Some of its members were convicted of setting fire to a bilingual Hebrew-Arabic school in Jerusalem in 2014. Aug, 17:19-A year ago, just after UK voters had chosen to leave the EU, and with the increasingly popular far-right populist parties in France, the Netherlands and Germany, it seemed that the European project could be fatally wounded.But in 2017, the perception of the EU is changing tangibly for the better, according to the latest European Commission's Eurobarometer survey, which was published on Wednesday (2 August).Optimism for the future of the EU has improved significantly, with 56 percent of respondents saying they are optimistic - a six point increase since autumn 2016, after the UK had voted to leave the EU.The change is especially dramatic in France, where 55 percent of respondents said they are now optimistic about the EU's future, marking a 14 point increase since last autumn.That is a significant increase for a country where far-right, anti-EU candidate Marine Le Pen received around 11 million votes in the presidential election earlier this year.But it seems that the election of the youthful French president, Emmanuel Macron - who marched in to make his election night speech to Beethoven’s Ode to Joy, the EU’s unofficial anthem - has helped galvanise optimism about the EU among French people.Denmark and Portugal have also seen a double-digit increase in optimism about the EU’s future since last autumn.Ireland and Luxembourg are the most optimistic, whereas the UK and Greece are the most pessimistic about the fate of the bloc.Yet, 38 percent of Europeans still feel pessimistic about the EU's future.Trust in the EU has also increased, although the majority is still not convinced. The level of trust reached its highest level since 2010, at 42 percent - up from 36 percent last year.The largest increase was polled in France, rising by 15 points to 41 percent.Trust in the EU has also increased in Germany by 10 percent since last autumn, reaching 47 percent ahead of the German elections in September.Lithuania and Luxembourg have the most faith in the EU, whereas respondents in Greece and the Czech Republic trust the EU the least.The EU's image has also improved, with 40 percent of respondents overall saying that they have a positive view of the bloc. In France, 40 percent were also positive about the the bloc's image - marking an 11 point increase since last autumn.Still, more than half of Europeans feel that their voices are not being heard in the EU. Fifty-two percent of Europeans disagree with the statement that their voices count in the EU.Nevertheless, there has been an increase compared to previous surveys. WASHINGTON — A leaked transcript of a Donald Trump phone call shows the president's private comments about trade with Canada, and suggests he had an overwhelmingly positive attitude about the northern neighbour as he took office.The purported remarks made in a private phone call from late January are every bit as flattering as the president's public comments just days later when Prime Minister Justin Trudeau visited the White House.They came in a call with Mexican President Enrique Pena Nieto and were part of a leaked transcript published Thursday by the Washington Post. The context for the exchange was Trump's bitter and escalating feud with Mexico at the time.U.S.-Mexico relations had just reached their nadir over the proposed border wall, and who would pay for it. Pena Nieto cancelled a trip to Washington.In the call, Trump told the Mexican president that he got huge crowds during the campaign, and had promised throngs of 25,000 to 50,000 people that Mexico would pay for the wall, so he pleaded with the Mexican president not to publicly contradict him on the issue.Pena Nieto encouraged a more positive discussion: He supposedly urged Trump to focus on the fact that the three NAFTA countries could negotiate a new trade framework. That prompted a rejoinder from the president."Canada is no problem," Trump replied, according to the leaked transcript."Do not worry about Canada, do not even think about them. That is a separate thing and they are fine and we have had a very fair relationship with Canada. It has been much more balanced and much more fair. So we do not have to worry about Canada, we do not even think about them."Those remarks echo public comments he made a few days later at a news conference with Trudeau. His rhetoric has ebbed and flowed since then. Trump has complained about Canadian dairy and lumber policies, and often threatens to scrap NAFTA barring a new deal.The reality entering trade talks is a bit more mundane.The U.S. has posted its priorities for the NAFTA negotiations starting Aug. 16, and they lie somewhere between the two extremes of the everything-is-fine attitude in that January phone call and the more aggressive talk favoured by some Trump advisers and occasionally the president himself.The U.S. positions include a laundry list of traditional American demands when it comes to Canadian trade. North Atlantic right whale deaths appear to be from collisions with ships, fishing gear-[CBC]-YAHOONEWS-August 3, 2017

Why has this summer been so deadly for North Atlantic right whales in the Gulf of St. Lawrence? "It's a question that a lot of researchers, including myself, are pondering at the moment," said Kim Davies, a post-doctoral fellow at Dalhousie University. She looks at how underwater remotely operated vehicle (ROV) technology could be used to alert ships if whales are in their path.Ten dead North Atlantic whales have washed up on the shores along the Gulf of St. Lawrence this summer. Four of those carcasses have wound up on the western coast of Newfoundland.Fisheries Minister Dominic LeBlanc addressed some concerns at a news conference Thursday afternoon, saying the federal government has been working with various industries to ensure the whales are being made as safe as possible.-Running into ships and fishing gear-Davies said that of those 10 whales, there have been at least six necropsies done on the carcasses so far.Preliminary reports for three whales show that blunt force trauma contributed to their death.Davies said it's logical to assume that trauma came from collisions with ships, and that evidence of internal bleeding shows they were hit while they were alive.Another preliminary report shows one whale may have died because it was tangled up in fishing gear too many times.Researchers are waiting for preliminary reports from at least two more necropsies, but the rest of the whales may be too decomposed for testing to be done.-'A lot more work to do'-During Thursday's news conference, LeBlanc said his department and Transport Canada has been working together on ways to ensure the safety of right whales in the Gulf of St. Lawrence, but it presents challenges due to the volume of shipping and marine traffic in the area.It's not a typical environment this time of year for the 80 to 100 right whales currently feeding in the area, LeBlanc said, and a notice to mariners to slow down was issued last week.LeBlanc took a flyover of the area this week, saying it was "an absolutely majestic sight and a privilege for me to see these majestic creatures," but added it was difficult to spot them without advanced scientific equipment.He added there is "a lot more work do to" between various departments to ensure the safety and survivial of the right whale population.Look at living whales to explain the dead-Davies said necropsies and carcasses can give only a limited look at what might really be happening with these whales. And even if ship collisions and fishing gear do explain why a few of the whales died, it doesn't answer a bigger question."These whales encounter ships and they encounter fishing gear over many years and yes they do die, but never so many over such a short time period," she said. "And there are no more vessels and no more fishing gear in the Gulf of St. Lawrence than elsewhere. So why now?"Davies said researchers don't have a good answer for that at the moment, and the dead whales are not going to be able to provide those answers, which is why they're looking at living whales.Concern for years-Davies said researchers have been worried about the right whales in the area for years — long before these carcasses started washing up on the shores. They've been concerned there weren't as many calves and that perhaps the whales were in the Gulf of St. Lawrence because their food supplies in other areas weren't enough to sustain them."So we can't rule out that there's some health factor that's contributing to these animals perhaps being more susceptible to dying if they are hit by ships," she said.-Measures to protect-Fisheries and Oceans Canada is taking short-term measures to protect the whales in the area. They've closed the snow crab fishery in some parts of the gulf and they've been asking boats to go slower so whales have a chance of surviving an impact.In the longer term, Davies said they'll have to look to strategies that have worked elsewhere — like an early warning system in Boston shipping lanes asking people to slow down if there are whales about — and adapt them to the particular group of whales in the gulf.-'We just lost 10'-Davies pegs the world's North Atlantic right whale population at "somewhere between 475 and 525.""We can't narrow it down because, for example, we just lost 10," she said. "And those are only the 10 that we know about."Emily Giles is the senior specialist on species conservation with the World Wildlife Fund, and told CBC that WWF is pleased with the steps DFO has been taking to figure out what's killing the whales.She said a more long-term conservation plan is needed though, such as creating more marine protected areas where the whales can live without risk of coming into contact with human activities-However, she acknowledges that North Atlantic right whales typically aren't found in the Gulf of St. Lawrence, so they may be chasing food in there this summer which is putting them in the path of moving ships."They are what we considered an endangered species, so they're really one step away from becoming extinct," she said, "So the loss of even one or two can have a huge impact to the population."

WASHINGTON — Long before dinosaurs roamed the Earth, a bizarre creature with a Venus flytrap-like head swam the seas.Scientists have uncovered fossils of a tiny faceless prehistoric sea worm with 50 spines jutting out of its head. When some unsuspecting critter came too close, its jaw-like spines snapped together and dinner was served.The discovery reported in Thursday's journal Current Biology offers a glimpse into the Cambrian explosion of life on Earth about 541 million years ago.The new creature dubbed Capinatator praetermissus is so different that scientists said the fossils represent not only a new species, but a new genus — a larger grouping of life — as well.It was only 4 inches long and its spines were about one-third of an inch long. It feasted on smaller plankton and shrimp-like creatures.It is an ancestor of a group of marine arrow worms called chaetognatha that are abundant in the world's oceans. The prehistoric version was larger and with far more spines in its facial armoury but without the specialized teeth of its descendants, said Derek Briggs of Yale University who led a team that discovered the trove of fossils in two national parks in British Columbia, Canada."The spines are like miniature hooks, although more gently curved. They were stiff rather than flexible," Briggs said in an email. "It's hard to say why there are so many spines in the fossil example — but presumably thus armed it was a successful predator."Capinatator — whose name translates to grasping swimmer — lived 500 million years ago at a time when creatures started getting bigger and more diverse. It's difficult to find complete fossils belonging to the chaetognatha family because they decayed easily, said Briggs. Canadian military developing surveillance system to monitor Arctic waters-[CBC]-YAHOONEWS-August 2, 2017

Department of National Defence scientists arrived this week on Devon Island, Nunavut, to work on a new system to monitor Arctic waters."It's important from a sovereignty perspective; if Canada has sovereignty over this part of the world, we need to know who's there," said Dr. Dan Hutt, of Defence Research and Development Canada (DRDC)."This is part of that solution."Hutt is the director of the project, called the Canadian Arctic Underwater Sentinel Experiment, or CAUSE. It consists of developing and testing a number of new technologies at a remote military station in Gascoyne Inlet.The station is a stone's throw away from Beechey Island, where graves from the doomed Franklin Expedition were found.The roots of the station itself are a throwback to the Cold War, when the location acted as a choke point to monitor any Soviet submarines passing through the Arctic. Vessels travelling the most common route down Lancaster Sound have to pass within earshot of the station.Today, the work taking place there has echoes of its submarine-monitoring past."DRDC is investing quite a bit of money to look at other sorts of innovative ways to do surveillance over the approaches to Canada with emphasis on the North," said Hutt.AI and roving sensors-CAUSE, with a price tag of approximately $16 million, has several goals: developing underwater microphones that can be left on the Arctic seabed for years at a time, with a long-lasting power supply to match; working on autonomous underwater vehicles that can patrol the Arctic while towing sensors; and even developing artificial intelligence software that can analyze the sound as it comes in, rather than devoting a human analyst to constantly monitor the area."It's still got quite a ways to go until we've got a computer with enough artificial intelligence to reliably analyze tons of acoustic data and say, 'that's a ship, that's a whale, and, oh, that looks like a submarine,'" said Hutt."We can't do that reliably enough right now. At least not reliably enough for operational use. There always has to be a human in the loop these days."The autonomous underwater vehicles come with their own challenges, like working under ice, having long range capabilities, and being able to dock at an underwater station and transmit data without human interference.The project could be one of the ways the military will replace the aging North Warning System radar line, built in the 1980s, that currently keeps an eye on the North, watching for ships, missiles, and other threats.It is also intended to watch the increasing number of civilian vessels that take the Northwest Passage, either for tourism or shipping. Many smaller vessels don't have the tracking systems that larger ships have, and with fewer eyes on the water and no deepwater ports to house coast guard ships, search and rescue is exponentially more challenging in the icy labyrinth of the Canadian Arctic archipelago.Civilian scientists involved-The military has looped in civilian organizations on the scientific work. The government has a contract with Ocean Networks Canada, which runs the VENUS and NEPTUNE sensor arrays — giant underwater "laboratories" off the coast of British Columbia that monitor marine life and ship noise and perform other monitoring on the ocean floor.Ocean Networks Canada scientists are currently at Gascoyne Inlet, exploring a technique to lay ice-resistant cables underwater, as well as examine other sites in the Arctic for their suitability for ocean observation systems.Richard Dewey, an associate director at Ocean Networks Canada, says observatories in the Arctic like the one being tested at CAUSE present an essential opportunity for scientists to get measurements over long periods."The Arctic isn't just there in the summer when it's convenient for our [research] ships; we want to know what the Arctic is doing all year round," said Dewey."The time series from these observatories provide us with that continuous reference to see how things are changing in time."The sensors being tested at Gascoyne Inlet for CAUSE are works in progress, a test of how to work in that extreme environment. Some equipment has been left in the ocean over the winter, and among the tasks the team will perform is to recover the equipment and check how it has fared. STUTTGART, Germany (Reuters) - The U.S. military is moving toward more global exercises to better prepare for a more assertive Russia and other worldwide threats, a senior officer said in an interview with Reuters.Air Force Brigadier General John Healy, who directs exercises for U.S. forces in Europe, said officials realized they needed to better prepare for increasingly complex threats across all domains of war - land, sea, air, space and cyber.Some smaller-scale war games with a global focus had already occurred, but the goal was to carry out more challenging exercises by fiscal year 2020 that involved forces from all nine U.S. combatant commands - instead of focusing on specific regions or one military service, such as the Marines."What we're eventually going toward is a globally integrated exercise program so that we (are) ... all working off the same sheet of music in one combined global exercise," Healy said in an interview this week.He said war games and training were imperative to rehearse for possible conflicts and they needed to reflect the global nature of today's military threats, including cyber warfare.Healy said Russia was his main focus in Europe, and officials were keeping a close watch on Moscow's Zapad military exercises that begin next month and which experts say could involve about 100,000 troops.He said Russian observers attended recent U.S. and NATO exercises in the Black Sea region, but Moscow had not extended a similar invitation to its own war games. "They're not being as transparent as we are," he said.Moscow says its war games will involve less than 13,000 troops and so do not require invitations to outside observers.Healy said an initial assessment of a range of exercises conducted across Europe this summer with over 40,000 U.S. and allied forces had been positive, but a deeper assessment would be completed in October.As a deterrent to Russia after its 2014 annexation of the Crimea region of Ukraine, U.S. and NATO forces have boosted their presence and training in Europe.This has included the addition of four NATO battle groups with 1,000 soldiers each in Estonia, Lithuania, Latvia and Poland, all of which have borders with Russia.Next year, the U.S. military plans 11 major exercises that will take in a range of NATO allies from Iceland to Britain, the Baltic states, and possibly Finland, according to Healy. SINJAR, Iraq (Reuters) - Iraq's Yazidis marked three years since Islamic State launched what the United Nations said was a genocidal campaign against them on Thursday, but their ordeal is far from over despite the ouster of the jihadist fighters.Militants were driven out of the last part of the Yazidi homeland in northern Iraq in May. However, most Yazidis have yet to return to villages they fled when Islamic State over-ran Sinjar in the summer of 2014, killing and capturing thousands because of their faith.Nearly 3,000 Yazidi women and children remain in Islamic State captivity, and control over Sinjar is disputed by rival armed factions and their regional patrons. Justice for the crimes Yazidis suffered, including sexual enslavement, has also so far proved elusive."The Yazidis' wound is still bleeding," one man told Reuters at a ceremony attended by several thousand people including the mayor and other local dignitaries, held at a temple at the foot of the mountain that dominates Sinjar."The Kurds and the Iraqi government are fighting for Sinjar and we are paying the price," said the man.A U.N. human rights Commission of Inquiry, which declared the killings of thousands of Yazidis to be a genocide, said on Thursday that the atrocity had not ended and that the international community was not doing enough to stop it."The genocide is on-going and remains largely unaddressed, despite the obligation of States... to prevent and to punish the crime," the commissioners said in a statement.Islamic State fighters killed thousands of captured men during their attack on the Yazidis, a religious sect whose beliefs combine elements of several ancient Middle Eastern religions. A referendum on independence is due to be held in September, which the government in Baghdad opposes.Mainly Shi'ite paramilitary groups, some backed by Iran, retook the rest of the Yazidi homeland in May, bringing them within meters of the peshmerga.Another group, the outlawed Kurdistan Workers Party (PKK), also gained a foothold in Sinjar and clashed with the peshmerga earlier this year. Its presence has made the area a target for Turkey, which has fought a three-decade war against the PKK on its own soil."People are worried about returning," said General Ashti Kojer, the local head of Kurdish police, known as Asayish. "The (Sinjar) region has become a conflict zone".Kojer and another local official said the political environment was preventing international organizations from working on reconstruction and rehabilitation in Sinjar, further discouraging Yazidis from returning.Water has to be trucked in, electricity is supplied from private generators, schools are closed, and the closest hospital is Dohuk -- around three hours' drive away."The lack of services and political problems are preventing families from returning," Jalal Khalaf, the director of the mayor's office in Sinjar, told Reuters.-BLAME GAME-In a speech at the ceremony, the Yazidi mayor of Sinjar, Mahma Xelil, said former Iraqi Prime Minister Nuri al-Maliki was responsible for the tragedy because he was in charge when the militants overran Mosul, capturing billions of dollars of weapons they used in their attack on the minority.Other Yazidis blame the Kurds, who were defending the area at the time, for failing to resist the IS onslaught.At the ceremony, people carried signs saying "Stop Yazidi Genocide". Families streamed into cemeteries to remember their loved ones. Women wore bandanas saying "Genocide".In the city of Sinjar, posters and banners hung up on roundabouts depict harrowing scenes from the attack three years ago: families fleeing and distressed women and children.Large parts of the city, which was also home to Muslim Kurds and Arabs, remain empty. Around 1,000 Yazidi families have returned to Sinjar since the city was retaken in 2015, according to Khalaf. The city and the surrounding area had been home to around 400,000 Yazidis.Farhan Lazgin brought his family back to Sinjar around one year ago because he was fed up with living in a camp.His home was in relatively good shape, but his two children have missed out on a year of school, and may fall further behind because teachers are not returning to the city.Zeido Shammo, one of the few shopowners to have returned to the city, said he no longer trusted local forces: "We ask for international protection," he said, echoing the sentiment of many Yazidis.Although Islamic State has been routed from the area, Shammo said he could not feel safe until their hardline ideology was eradicated too: "Daesh (Islamic State) is defeated but we are still worried because the mentality of Daesh still exists."Opposite his shop, Islamic State slogans have yet to be painted over.
