PYONGYANG, Korea, Democratic People's Republic Of — North Korean leader Kim Jong Un said Saturday the second flight test of an intercontinental ballistic missile demonstrated his country can hit the U.S. mainland, hours after the launch left analysts concluding that a wide swath of the United States, including Los Angeles and Chicago, is now in range of North Korean weapons.The Korean Central News Agency said that Kim expressed "great satisfaction" after the Hwasong-14 missile reached a maximum height of 3,725 kilometres (2,314 miles) and travelled 998 kilometres (620 miles) before accurately landing in waters off Japan. The agency said that the test was aimed at confirming the maximum range and other technical aspects of the missile it says was capable of delivering a "large-sized, heavy nuclear warhead."Analysts had estimated that the North's first ICBM on July 4 could have reached Alaska, and said that the latest missile appeared to extend that range significantly.Immediately after the launch, U.S. and South Korean forces conducted live-fire exercises. South Korean Defence Minister Song Young-moo called for the deployment of strategic U.S. military assets — which usually means stealth bombers and aircraft carriers — as well as additional launchers of an advanced U.S. anti-missile system.Japanese government spokesman Yoshihide Suga said the missile, launched late Friday night, flew for about 45 minutes — about five minutes longer than the first. BEIRUT (Reuters) - The Iranian Revolutionary Guards said on Saturday that U.S. Navy ships came close to their vessels in the Gulf and shot flares.The USS Nimitz and an accompanying warship drew close to a rocket-bearing Iranian vessel on Friday and sent out a helicopter near a number of Guards vessels close to the Resalat oil and gas platform, the Guards said in a statement published by their official news site Sepah News."The Americans made a provocative and unprofessional move by issuing a warning and shooting flares at vessels ...,” the statement said. “Islam’s warriors, without paying attention to this unconventional and unusual behaviour from the American vessels, continued their mission in the area and the aircraft carrier and accompanying battleship left the area."A U.S. military statement said a U.S. Navy helicopter saw several IRGC vessels approaching U.S forces at a high rate of speed and deployed flares after it could not establish communications with the boats.The statement said the interaction was "safe and professional."Last Tuesday, a U.S. Navy ship fired warning shots when an Iranian vessel in the Gulf came within 150 yards (137 metres) in the first such incident since President Donald Trump took office in January, U.S. officials said.In a statement, U.S. Naval Forces Central Command said the patrol craft, named Thunderbolt, fired the warning shots in front of the Iranian vessel after it ignored radio calls, flares and the ship's whistle.The vessel belonged to the Revolutionary Guards, the statement said, adding that it stopped its unsafe approach after the warning shots were fired.A U.S. official, speaking on the condition of anonymity, said the Iranian boat was armed but that the weapons were unmanned. Earlier this month, there was more fighting on the contact line between the unrecognised republic of Nagorno-Karabakh (NK) and Azerbaijan.Some 23 years after the end of a bloody war between the Armenians of NK and the newly independent Republic of Azerbaijan, peace remains out of sight.There have long been regular skirmishes and sniper fire on the contact line, and there are now occasional large-scale offensives on the border as well, involving artillery and tanks.In spite of the numerous casualties, fighting remains contained for now, but the risk of military escalation is high. Should it materialise, an all-out war would certainly devastate Armenia and Azerbaijan, and it could also spill over to involve Russia, Iran or Turkey.The situation is worrying, to say the least, and the EU urgently needs to decide how it wants to contribute to peace in the region.-The Minsk Group-The EU’s current policy on the conflict over NK is to express verbal support for the “Minsk Group” of French, Russian and US diplomats mediating between Armenia and Azerbaijan under OSCE auspices.Additionally, whenever serious fighting occurs on the border, the EU occasionally reacts with a call for restraint, in purposefully vague and brief statements. For the rest, the EU is pointedly doing nothing.Unfortunately, there is quite simply no chance at all that the Minsk Group, as it is currently set up, might achieve peace without outside help. The Republic of Azerbaijan has long refused to talk with the leadership of Nagorno-Karabakh, which it views as a puppet state, and only accepts negotiating with the Republic of Armenia.The resulting configuration – bilateral negotiations between Armenia and Azerbaijan – was designed for failure, however.If the Nagorno-Karabakh conflict is an interstate conflict, as Azerbaijan would have it, then Armenia must be an invader; Azerbaijan therefore demands Armenia’s unconditional withdrawal.Armenia, for its part, is unable to explore solutions or take risks on behalf of NK (its government tried in the late 1990’s and paid a heavy price for it). It nevertheless accepts to remain in the talks, for fear that their collapse would be worse than the current deadlock.After two decades, NK still has no partner with which it can try to build trust or explore paths to peace. Nor can it speak out in the wider world to promote or explore solutions to the conflict – it has instead opted to hunker down and, quite literally, hold the fort.-Rising frustration-In frustration at the lack of progress, Azerbaijan is now trying to intensify pressure on NK and Armenia in the hope of forcing them to yield. It is exercising pressure through more frequent military offensives, more intense harassment on the frontline, and by seeking to further isolate NK.Excluding the population of NK from any external contact has thus helped ensure that the peace talks fail, and it is increasing the likelihood of war.In spite of this, the EU seems happy to go along with the NK’s exclusion from any discussion on its own future. It currently forbids EU representatives from entering the territory of NK or officially meeting NK representatives, and it supports no activities on the territory.It is well understood that resolving protracted conflicts involving non-recognised entities ought to involve engaging with their local population and with their de-facto authorities.In fact, the EU already implements a policy of “engagement without recognition” in the other non-recognised entities on its periphery, such as Abkhazia, Transnistria and Northern Cyprus. NK is the exception.Peace is possible – and the EU can and must help. If not Europe, then who? Putin’s Russia? Trump’s America? Erdogan’s Turkey? It will take more than ritual support for the Minsk Group to achieve it, however.“Engagement without recognition” would make sense in NK to help prepare the ground for peace. In NK, as everywhere else, the EU should talk to all parties, build trust, reduce tensions and put people first.Nicolas Tavitian is the director of AGBU Europe, the European branch of AGBU, the largest Armenian organisation worldwide. Baw?na (India) (AFP) - Revered by most Indians, cows are at the centre of political battles and 'lynch mob' attacks, but they are being abandoned in growing numbers and turned away by shelters that cannot cope.The Sri Krishna Gaushala on the outskirts of New Delhi is typical of shelters for homeless cows across India -- struggling to keep up with demand.Authorities in Uttar Pradesh and Haryana states are thinking of building cow shelters in prisons. At one Uttar Pradesh shelter, scores of cows are reported to have died from hunger in recent weeks.Sri Krishna is spread over 38 acres (15 hectares) and is home to nearly 8,000 cows, bulls and calves -- mostly ageing, ailing, and no longer producing milk.Rajendra Singh Shekhawat manages 110 bustling sheds where cows are fed, treated and even massaged after being rescued, bought from cash-strapped farmers, or donated.The shelter is close to its 7,800 capacity. "We have 7,700 right now. All the other cow shelters in Delhi are facing the same problem, they're all overcrowded," Shekhawat told AFP.Cows are worshipped as a mother figure by Hindus who make up more than 900 million of the country's 1.3 billion population.Some people consider cows a one-stop-shop for their dairy and medical needs. Many believe that drinking cow urine can cure everything from arthritis and asthma to cancer and diabetes.- Five million strays -"The cow isn't an animal, it isn't an ordinary living thing. PYONGYANG, Korea, Democratic People's Republic Of — North Korean leader Kim Jong Un said Saturday the second flight test of an intercontinental ballistic missile demonstrated his country can hit the U.S. mainland, hours after the launch left analysts concluding that a wide swath of the United States, including Los Angeles and Chicago, is now in range of North Korean weapons.The Korean Central News Agency said that Kim expressed "great satisfaction" after the Hwasong-14 missile reached a maximum height of 3,725 kilometres (2,314 miles) and travelled 998 kilometres (620 miles) before accurately landing in waters off Japan. The agency said that the test was aimed at confirming the maximum range and other technical aspects of the missile it says was capable of delivering a "large-sized, heavy nuclear warhead."Analysts had estimated that the North's first ICBM on July 4 could have reached Alaska, and said that the latest missile appeared to extend that range significantly.Immediately after the launch, U.S. and South Korean forces conducted live-fire exercises. South Korean Defence Minister Song Young-moo called for the deployment of strategic U.S. military assets — which usually means stealth bombers and aircraft carriers — as well as additional launchers of an advanced U.S. anti-missile system.Japanese government spokesman Yoshihide Suga said the missile, launched late Friday night, flew for about 45 minutes — about five minutes longer than the first. BEIRUT (Reuters) - The Iranian Revolutionary Guards said on Saturday that U.S. Navy ships came close to their vessels in the Gulf and shot flares.The USS Nimitz and an accompanying warship drew close to a rocket-bearing Iranian vessel on Friday and sent out a helicopter near a number of Guards vessels close to the Resalat oil and gas platform, the Guards said in a statement published by their official news site Sepah News."The Americans made a provocative and unprofessional move by issuing a warning and shooting flares at vessels ...,” the statement said. “Islam’s warriors, without paying attention to this unconventional and unusual behaviour from the American vessels, continued their mission in the area and the aircraft carrier and accompanying battleship left the area."A U.S. military statement said a U.S. Navy helicopter saw several IRGC vessels approaching U.S forces at a high rate of speed and deployed flares after it could not establish communications with the boats.The statement said the interaction was "safe and professional."Last Tuesday, a U.S. Navy ship fired warning shots when an Iranian vessel in the Gulf came within 150 yards (137 metres) in the first such incident since President Donald Trump took office in January, U.S. officials said.In a statement, U.S. Naval Forces Central Command said the patrol craft, named Thunderbolt, fired the warning shots in front of the Iranian vessel after it ignored radio calls, flares and the ship's whistle.The vessel belonged to the Revolutionary Guards, the statement said, adding that it stopped its unsafe approach after the warning shots were fired.A U.S. official, speaking on the condition of anonymity, said the Iranian boat was armed but that the weapons were unmanned. $3.4-million repairs to NCC flood-damaged paths won't begin until fall-[CBC]-YAHOONEWS-July 29, 2017
Construction isn't expected to begin until the fall on the downtown recreation paths closed from flooding. The National Capital Commission said requests for tenders for the projects are going out soon.The price tag is $3.4 million for the flood-related clean up, which includes repairs to the Ottawa River pathway, Lac-des-Fées pathway, the Voyageurs pathways, the Champlain Bridge parking lot, and the electrical system for Leamy Lake's facilities – although the park and beach remain open.The 500 metres between the canal locks and the stairs to Parliament Hill reopened earlier this week, mostly because the NCC recently spent $600,000 on erosion mitigation along that section."It did really well," said Yoland Charette, the NCC's chief of landscape architecture.On the section of the path that was reopened, the NCC only had to clean up debris deposited by the river."But there was no fixing the shoreline or the pathway resulting of this work we've done," said Charette.Entire pathways won't reopen until 2018-However, the 600-metre section of the pathway between the stairs leading up to Parliament Hill and the Portage Bridge remains off limits, along with the path behind the Canadian Museum of History.Several rocks have tumbled down the hill face behind the Supreme Court and part of the shoreline looks fairly eroded.That section of the pathway isn't expected to be open until next spring, nor is a section of the Voyageur Pathway on the Gatineau side of the Ottawa River, nor the Champlain Bridge parking lot where the flooding caused sinkholes and erosion.-Caught off guard by closure-Some users of the pathways were caught off guard by the closures."I'm a creature of habit," said Hélène Gaudreau, who often jogs along the pathway behind Parliament Hill but was stopped by a noticeable gap, a large fence and signs telling people the pathway is closed for safety reasons."This is my habit. Now my habit's broken. But that's OK, I'll make a new habit in the meantime. You got to be safe now, right? That's what's more important. It is what it is I guess."Richard Pariseau, who was cycling along the pathway, wasn't as understanding of the closures."You think if it was a road for cars they'd be waiting til next spring?" he said. "It's the same thing all the time with bikes, they have you turn around and go any which way, but with cars, they fix it right now."Another cyclist visiting with a friend from Montreal said he did understand why it was closed off, but lamented the fact there wasn't more of an explanation as to why the path had been closed."We were planning on going out here and enjoying the view, but now it's blocked off and now we have to go back, so a bit disappointed,"said Etienne Audet who was visiting from Montreal with his friend.The NCC urges people to respect the signs along the pathways for their safety.

Earlier this month, there was more fighting on the contact line between the unrecognised republic of Nagorno-Karabakh (NK) and Azerbaijan.Some 23 years after the end of a bloody war between the Armenians of NK and the newly independent Republic of Azerbaijan, peace remains out of sight.There have long been regular skirmishes and sniper fire on the contact line, and there are now occasional large-scale offensives on the border as well, involving artillery and tanks.In spite of the numerous casualties, fighting remains contained for now, but the risk of military escalation is high. Should it materialise, an all-out war would certainly devastate Armenia and Azerbaijan, and it could also spill over to involve Russia, Iran or Turkey.The situation is worrying, to say the least, and the EU urgently needs to decide how it wants to contribute to peace in the region.-The Minsk Group-The EU’s current policy on the conflict over NK is to express verbal support for the “Minsk Group” of French, Russian and US diplomats mediating between Armenia and Azerbaijan under OSCE auspices.Additionally, whenever serious fighting occurs on the border, the EU occasionally reacts with a call for restraint, in purposefully vague and brief statements. For the rest, the EU is pointedly doing nothing.Unfortunately, there is quite simply no chance at all that the Minsk Group, as it is currently set up, might achieve peace without outside help. The Republic of Azerbaijan has long refused to talk with the leadership of Nagorno-Karabakh, which it views as a puppet state, and only accepts negotiating with the Republic of Armenia.The resulting configuration – bilateral negotiations between Armenia and Azerbaijan – was designed for failure, however.If the Nagorno-Karabakh conflict is an interstate conflict, as Azerbaijan would have it, then Armenia must be an invader; Azerbaijan therefore demands Armenia’s unconditional withdrawal.Armenia, for its part, is unable to explore solutions or take risks on behalf of NK (its government tried in the late 1990’s and paid a heavy price for it). It nevertheless accepts to remain in the talks, for fear that their collapse would be worse than the current deadlock.After two decades, NK still has no partner with which it can try to build trust or explore paths to peace. Nor can it speak out in the wider world to promote or explore solutions to the conflict – it has instead opted to hunker down and, quite literally, hold the fort.-Rising frustration-In frustration at the lack of progress, Azerbaijan is now trying to intensify pressure on NK and Armenia in the hope of forcing them to yield. It is exercising pressure through more frequent military offensives, more intense harassment on the frontline, and by seeking to further isolate NK.Excluding the population of NK from any external contact has thus helped ensure that the peace talks fail, and it is increasing the likelihood of war.In spite of this, the EU seems happy to go along with the NK’s exclusion from any discussion on its own future. It currently forbids EU representatives from entering the territory of NK or officially meeting NK representatives, and it supports no activities on the territory.It is well understood that resolving protracted conflicts involving non-recognised entities ought to involve engaging with their local population and with their de-facto authorities.In fact, the EU already implements a policy of “engagement without recognition” in the other non-recognised entities on its periphery, such as Abkhazia, Transnistria and Northern Cyprus. NK is the exception.Peace is possible – and the EU can and must help. If not Europe, then who? Putin’s Russia? Trump’s America? Erdogan’s Turkey? It will take more than ritual support for the Minsk Group to achieve it, however.“Engagement without recognition” would make sense in NK to help prepare the ground for peace. In NK, as everywhere else, the EU should talk to all parties, build trust, reduce tensions and put people first.Nicolas Tavitian is the director of AGBU Europe, the European branch of AGBU, the largest Armenian organisation worldwide. Baw?na (India) (AFP) - Revered by most Indians, cows are at the centre of political battles and 'lynch mob' attacks, but they are being abandoned in growing numbers and turned away by shelters that cannot cope.The Sri Krishna Gaushala on the outskirts of New Delhi is typical of shelters for homeless cows across India -- struggling to keep up with demand.Authorities in Uttar Pradesh and Haryana states are thinking of building cow shelters in prisons. At one Uttar Pradesh shelter, scores of cows are reported to have died from hunger in recent weeks.Sri Krishna is spread over 38 acres (15 hectares) and is home to nearly 8,000 cows, bulls and calves -- mostly ageing, ailing, and no longer producing milk.Rajendra Singh Shekhawat manages 110 bustling sheds where cows are fed, treated and even massaged after being rescued, bought from cash-strapped farmers, or donated.The shelter is close to its 7,800 capacity. "We have 7,700 right now. All the other cow shelters in Delhi are facing the same problem, they're all overcrowded," Shekhawat told AFP.Cows are worshipped as a mother figure by Hindus who make up more than 900 million of the country's 1.3 billion population.Some people consider cows a one-stop-shop for their dairy and medical needs. Many believe that drinking cow urine can cure everything from arthritis and asthma to cancer and diabetes.- Five million strays -"The cow isn't an animal, it isn't an ordinary living thing. She is our mother and her place should be at a home," 55-year-old Shekhawat told AFP as a veterinarian hooked up intravenous drips to one ailing animal.But a 2012 livestock census found there were more than five million strays across India and more than 12,000 in Delhi.Cows hold up city traffic and graze on plastic bags, used sanitary napkins and corroded batteries on garbage dumps. One had to be rescued in Delhi last week after falling down a rain drain.Courts have repeatedly ordered authorities to take action because of the safety and public health risk.But since Hindu nationalist Prime Minister Narendra Modi's right-wing Bharatiya Janata Party stormed to power in 2014, cows have won a near-VIP status. Rumours of cows being taken for slaughter can spark murderous reprisals and religious riots.The government tried to impose a nationwide ban on the sale of cattle for slaughter, triggering an outcry among Muslims and other minorities who eat beef.The ban was suspended by the Supreme Court this month.Every month, some 600 cattle are rounded up in Delhi and relocated to five shelters."Three of the five are packed. Currently we're deporting strays to the nearest less-crowded shelter," Jitendra Kumar Gaur, director of Delhi's animal husbandry department, told AFP.Gaur said improved technology and health measures like vaccinations and deworming have boosted cows' lifespan.But he also blames "the commercial mindset of farmers" who only keep cows while they provide milk."This is the first time we are facing this 'overcrowding' problem and the menace is mainly created by those who abandon their cattle."- Overcrowding 'good news'? -Every day, the five shelters receive 40 rupees ($0.62) per animal from the government. Shekhawat says he spends more than 100 rupees ($1.55) for each cow.Supporters of the shelter donate thousands of dollars each year to keep it going.But space is also a problem.Shekhawat said he has asked the Delhi government for more land so he can "house an additional 5,000, 7,000 or even 10,000 cows here."Delhi does not have spare land, said Gaur, whose department wants to put a microchip in every bovine to help track and identify animals and their owners."We have long-term solutions. We won't let this problem get out of hand," he vowed.Shekhawat maintains that the best way to lower the number of strays is for Indians to go back to their rural roots and "take care of cows at home".With stray numbers rising, it is tough for Delhi residents to look after a cow in a city where the population is shooting toward 20 million.And the problem is not limited to Delhi, according to animal rights activist Rima Anand, highlighting shelters bursting at the seams across India."There is a change in attitude towards cows thanks to this government.
