The federal government succeeded in quickly securing and distributing COVID-19 vaccines and rolling out pandemic benefits to help people and backstop the economy, but wasted millions of doses and gave billions in benefits to ineligible recipients, the auditor general of Canada says.Auditor General Karen Hogan's fall audits, which were released Tuesday, give the government a mixed pandemic report card, saying that while benefit programs were swift and did what they were supposed to do, they were also wasteful and lacked proper verification."In 2020, the government decided to rely on information provided by applicants and limit pre-payment controls to expedite helping people and employers affected by the pandemic," Hogan said in a statement. "In doing so, it recognized that there was a risk that some payments would go to ineligible recipients."The audit of benefits "found that overpayments of $4.6 billion were made to ineligible individuals, and we estimated that at least $27.4 billion of payments to individuals and employers should be investigated further," she said.In her performance audit report, Auditor General Karen Hogan says that while the government was swift to create and push out benefit programs during the pandemic, those programs were wasteful and not properly verified.Hogan's audit of pandemic benefits warns that while $2.3 billion in overpayments had been recovered by this summer, the federal government may be running out of time to identify and recover the rest because of legislative time limits. Legally, the federal government has 36 months from the time benefits are paid to verify the payment was proper, a time frame that can be extended to 72 months if the Canada Revenue Agency suspects recipients provided false information when applying for the benefits.In its analysis, the auditor general's office looked at: The Canada Worker Lockdown Benefit.Canada Recovery Benefit.Canada Recovery Sickness Benefit.Canada Recovery Caregiving Benefit.Canada Emergency Response Benefit (CERB), including the Employment Insurance Emergency Response Benefit and the Canada Emergency Wage Subsidy.Achieving objectives-The audits not only looked at whether the payments were made to eligible recipients, and how well the government later verified if those payments were legitimate, but also how effective the pandemic supports were in achieving their stated goals. "The government of Canada set an objective of helping Canadians as quickly as possible. The COVID-19 emergency programs that we audited achieved that objective," the audit said. "They quickly offered financial relief to individuals and employers, prevented a rise in poverty, mitigated income inequalities and helped the economy to recover from the effects of the pandemic."Canada's gross domestic product took a 17 per cent hit between February and April 2020, shrinking the economy by some $350 billion. But by November 2021, the audit said, the economy was back to pre-pandemic strength.The audit also said that without the pandemic supports offered to individuals and businesses, the poverty rate would have almost doubled during the pandemic, from 6.4 per cent to 11.6 per cent.Although the government was successful in sending a sufficient number of doses to provinces and territories, the Public Health Agency of Canada ended up with a large surplus of doses.- Auditor general of Canada-Those pandemic supports, the audit said, primarily went to lower-income workers who benefited with an increase over their pre-pandemic incomes."Overall, these increases in government transfers to households exceeded losses in wages and salaries and self‑employment income," the audit said. "This income compensation through the COVID‑19 programs helped to financially support the population."The audit said that because the financial support offered to low-income families boosted incomes beyond pre-pandemic levels, the benefits program created a disincentive to work that contributed to the labour shortage. "The CERB created a disincentive to go back to work, especially for more than one-third of applicants who earned less than $500 per week," it said."For them, the CERB represented more than 100 per cent of income replacement. This may explain why approximately two million people stayed on the benefits for all seven periods, for a total of 28 weeks."Despite achieving their stated goals, the auditor general's report says that the government's efforts to verify and recover improper payments has "not been timely" and that "significant unrecoverable amounts are likely to materialize.""The CRA and Employment and Social Development Canada did not manage the selected COVID‑19 programs efficiently given the significant amount paid to ineligible recipients," the audit said. The audit said that the $27.4 billion includes payments made to individuals and businesses who did not meet the requirements. Those payments include:$8.3 billion in benefits paid to 647,000 individuals who may not have earned more than $5,000 in 2019, or in the year before their application.$3.8 billion in benefits paid to 1.4 million individuals who may have earned more than $1,000 during their four-week CERB period.$15.5 in CEWS payments made to companies whose income did not decline as much as it should have to qualify."I am concerned about the lack of vigour post-payment verification and collection activities," Hogan said in her Tuesday press conference, adding that the federal government needs "to act now to expand their post-payment verification plans … and recover COVID-19 benefit amounts owed."Verification not 'cost effective,' government saysResponding to the report, the federal government said that it only partially accepted the recommendation to increase post-payment verification to include all cases suspected of being ineligible.The federal government said it looked at the resources required to investigate every payment made to determine whether taking such an action would be worthwhile."It would not be cost effective nor in keeping with international and industry best practices to pursue 100 per cent of all potentially ineligible claims," the federal government said. "This approach is evergreen, and will be adapted as circumstances warrant."Hogan said Tuesday that, legally, the federal government is required to verify every payment. She said that if it does not want to do so — considering that many payments went to low-income families and individuals — it must explain that to Canadians. "I absolutely think it would be a reasonable approach, but I encourage them to be clear with Canadians," Hogan said."I think one of the greatest things about our country is that you can expect fairness and transparency and I'm just asking the government to be clear with its decisions and approaches with Canadians-Procuring and distributing vaccines-When it came to the procurement and distribution of vaccines, the auditor general gave the government a similarly mixed review, saying that while it did a good job sourcing supplies and striking procurement deals, the rush to acquire vaccines led to the waste of millions of doses. "We found that, although a non-competitive approach was taken, Public Services and Procurement Canada exercised due diligence on the seven vaccine companies by conducting assessments to examine the companies' financial capability to meet requirements and by conducting integrity checks to mitigate the risk of unethical business practices," the audit said.Canada's Auditor General Karen Hogan released performance reports regarding COVID-19 vaccine procurement and distribution. If all goes according to plan, the conference will produce a new agreement outlining global biodiversity goals for the next 10 years.The conference is supposed to wrap up on Dec. 19, but negotiations may run into overtime. Here's what you need to know.The conference's co-lead negotiator explains why protecting biodiversity goes hand in hand with slowing down climate change.What's the difference between COP15 and COP27? COP, in United Nations jargon, simply means Conference of Parties. It is a decision-making body made up of countries that have signed a convention. COP15 is different from the climate change summit, COP27, which was recently held in Sharm el-Sheikh, Egypt. That conference was under the umbrella of the United Nations Framework Convention on Climate Change. Here's what you can expect for security, transit and service disruptions during Montreal's COP15 event.Climate damage fund for poor nations approved at COP27 — but no deal on emissions reduction.The Montreal summit, COP15, is a meeting under the Convention on Biological Diversity. The air we breathe [comes from biodiversity]," said Elizabeth Maruma Mrema, executive secretary of the Convention on Biological Diversity.The ultimate goal is to stop biodiversity loss and build a sustainable relationship with nature in response to unprecedented rates of declining nature and species extinction.Why do we need a new plan? The pressure is on to create a new agreement with better monitoring and financing built in after countries, including Canada, failed to meet the 2020 goals of the last biodiversity plan, known as the Aichi targets.Basile Van Havre helps to mediate negotiations as co-chair of the Convention on Biological Diversity's Open-Ended Working Group for a Post-2020 Global Biodiversity Framework."The lesson from the Aichi system is that, when you put easy to understand numerical targets, they get attention," he said. "We need to put in place a much more robust system that enables progress to be measured as we go."Analysis-Canada, host of the UN biodiversity summit, is struggling to meet its own targets-A key goal of the former Aichi plan was to conserve at least 17 per cent of terrestrial and inland water and 10 per cent of coastal and marine areas by 2020. The new target under the draft agreement is the much-talked about 30 by 30 goal: preserving 30 per cent of land, freshwater and oceans by 2030. Canada has already committed to that pledge. The latest figures show Canada has conserved 13.5 per cent of its land and freshwater and 13.9  per cent of marine territory. What are the key goals and challenges? The draft agreement is still littered with items that need to be negotiated and finalized, but generally speaking the key points include halting nature loss, preventing human-caused species extinction, reducing pollution, sustainable management of agriculture and forestry industries and sharing the benefits of genetic resources fairly and equitably. There have been many calls from various environmental and Indigenous groups for the framework to also recognize the leadership of Indigenous communities as stewards of nature."The global community, in looking to protect 30 per cent of lands and waters, is in some ways catching up to Indigenous ambitions of conservation," said Valérie Courtois, director of the Indigenous Leadership Initiative and a member of the Innu community of Mashteuiatsh, Quebec. "We understand that our very survival is dependent on the health of these landscapes … we know that if we take care of the land, it will take care of us." As far as sticking points in negotiations, Van Havre said there are three key ones: how ambitious the plan should be, how it will be financed and how to ensure progress is measured and reported transparently."The negotiation will be difficult, no doubt. There is a huge change at play," he said. "But I have not seen anybody saying they don't want an agreement."Asked how likely he thinks there will be an agreement by Dec. 19, he said it's possible talks will go into overtime. "Will we be done by 6 p.m. on the 19th? Maybe not. Will I have granola bars in my pocket that day? A lot." Who is attending? A total 15,723 people, including government representatives, NGO members and journalists, have registered to attend the UN biodiversity summit in person, though the actual number of people who show up may be less. While the summit is being hosted in Montreal, it's chaired by China. The only government leader expected to attend is Prime Minister Justin Trudeau. China will be represented by its minister of environment and COP 15 president Huang Runqiu. Traditionally, world leaders do not attend the biodiversity summits, but instead send ministerial representatives to negotiations.Mrema said state leaders don't need to attend, as long as they signal they are committed to the process. Hopefully at the end of the day there will be an agreement, a consensus … which is transformative and ambitious," she said.

University of Wisconsin–Madison researchers have developed a safer and more efficient way to deliver a promising new method for treating cancer and liver disorders and for vaccination — including a COVID-19 vaccine from Moderna Therapeutics that has advanced to clinical trials with humans.The technology relies on inserting into cells pieces of carefully designed messenger RNA (mRNA), a strip of genetic material that human cells typically transcribe from a person’s DNA in order to make useful proteins and go about their business. Problems delivering mRNA safely and intact without running afoul of the immune system have held back mRNA-based therapy, but UW–Madison researchers are making tiny balls of minerals that appear to do the trick in mice.“These microparticles have pores on their surface that are on the nanometer scale that allow them to pick up and carry molecules like proteins or messenger RNA,” says William Murphy, a UW–Madison professor of biomedical engineering and orthopedics. “They mimic something commonly seen in archaeology, when we find intact protein or DNA on a bone sample or an eggshell from thousands of years ago. Wounds healed faster in MCM-treated mice, and cells in related experiments showed much more efficient pickup of the mRNA molecules than other delivery methods.The researchers described their findings today in the journal Science Advances.In a healthy cell, DNA is transcribed into mRNA, and mRNA serves as the instructions the cell’s machinery uses to make proteins. A strip of mRNA created in a lab can be substituted into the process to tell a cell to make something new. If that something is a certain kind of antigen, a molecule that alerts the immune system to the presence of a potentially harmful virus, the mRNA has done the job of a vaccine.The UW–Madison researchers coded mRNA with instructions directing cell ribosomes to pump out a growth factor, a protein that prompts healing processes that are otherwise slow to unfold or nonexistent in the diabetic mice (and many severely diabetic people).mRNA is short-lived in the body, though, so to deliver enough to cells typically means administering large and frequent doses in which the mRNA strands are carried by containers made of molecules called cationic polymers.“Oftentimes the cationic component is toxic. The more mRNA you deliver, the more therapeutic effect you get, but the more likely it is that you’re going to see toxic effect, too. So, it’s a trade-off,” Murphy says. What we found is when we deliver from the MCMs, we don’t see that toxicity. And because MCM delivery protects the mRNA from degrading, you can get more mRNA where you want it while mitigating the toxic effects.”The new study also paired mRNA with an immune-system-inhibiting protein, to make sure the target cells didn’t pick the mRNA out as a foreign object and destroy or eject it.Successful mRNA delivery usually keeps a cell working on new instructions for about 24 hours, and the molecules they produce disperse throughout the body. That’s enough for vaccines and the antigens they produce. To keep lengthy processes like growing replacement tissue to heal skin or organs, the proteins or growth factors produced by the cells need to hang around for much longer.“What we’ve seen with the MCMs is, once the cells take up the mRNA and start making protein, that protein will bind right back within the MCM particle,” Murphy says. “Then it gets released over the course of weeks. We’re basically taking something that would normally last maybe hours or even a day, and we’re making it last for a long time.”And because the MCMs are large enough that they don’t enter the bloodstream and float away, they stay right where they are needed to keep releasing helpful therapy. This clot was provided by embalmer Richard Hirschman, and these clots are being widely reported in the bodies of people who have “died suddenly” in the weeks or months after receiving one or more covid vaccinations.According to rigorous analysis based on excess death data — summarized nicely by Steve Kirsh at Substack — there are currently around 10,000 people dying each day from covid vaccines. Anywhere from 5 to 12 million fatalities have likely occurred worldwide so far, and with these self-assembling clots continuing to gain size and mass inside the bodies of those who have received the mRNA experimental medicine injections, it is certain that many people who have not yet died from the vaccines will experience death in the coming months and years.Kirsch has roughly estimated that 1 person is currently dead for every 1,000 doses of covid vaccines that are administered. However, the accreditation scope of our lab does not specifically encompass human biological samples, as we do not offer such testing to the public. Nevertheless, we routinely test dog food and cat food samples which are, of course, composed of animal flesh and ground blood vessels, meat tissue, cartilage and other animal-derived biological structures, and we are using the exact same sample preparation, digestion, analysis and reporting methods for post-vaccine clot samples. We also routinely test beef, poultry, fish and other meat samples. Thus, we are highly confident in the accuracy of these results. Furthermore, we did not see any failures during the sample prep process. The entire clot was dissolved in nitric acid, meaning its elements went into solution and were able to be analyzed via ICP-MS.These ICP-MS tests were conducted on June 23 of this year. We have delayed public release of the results in order to allow time to share these numbers with colleagues and to invite feedback from others. These PDFs have also been shared privately with Dr. Jane Ruby and others. No one with expertise in this field has indicated any apparent problems or concerns about this analysis. If anything, the ICP-MS analysis is rather straightforward: Samples are “digested” into nitric acid, this acid is nebulized into a liquid stream which goes through a plasma torch, gets ionized and then directed through a quadrupole assembly that sorts the elements by their mass-to-charge ratios. Each individual element is scanned and counted on a PMT (Photo Multiplier Tube) which translates individual elements into electrical current that can be accurately counted. These results are mapped against external standards which are NIST traceable to provide very accurate calibration curves, which means the quantitation data are extremely reliable.We used 0.4528 grams of the clot as the sample mass in this case:For a primer on ICP-MS and why it is so accurate, see this NIH article.ICP-MS analysis results reveal that these clots are not made of blood – they are not “blood clots”Although we intend to conduct more tests on clots and blood samples, the data we see so far make it clear that these clots are not “blood clots.” They are not simply made of congealed blood.How do we know this? Because the elemental ratios and densities are vastly different. Consider the following comparison chart, based on our ICP-MS results (see full results below), and notice the stark differences between the elemental concentrations in blood vs. clot among nutritive “marker” elements such as iron and magnesium:Element-Blood Results-Clot Results-Mg (magnesium) 35 ppm-1.7 ppm-K (potassium)-1893 ppm-12.5 ppm-Fe (iron)-462 ppm-20.6 ppm-Zn (zinc)-7.9 ppm-2.4 ppm-Cl (chlorine) 930,000 ppm-290,000 ppm-P (phosphorous)-1130 ppm-4900 ppm-As you can see, the post-vaccine clot sample only contains 4.4% of the iron that would be seen in human blood. This alone is confirmation that this clots is not a “blood clot.” In addition, note the near-total lack of potassium (K) in the clot sample. The clot contains less than 0.6% of the potassium as human blood. It’s a similar story with magnesium, too.Several electrically conductive elements were higher in the clot-In addition to the nutritive elements shown above, we noticed a peculiar pattern among electrically conductive elements such as sodium (Na), aluminum (Al) and tin (Sn). For the following table, please note that the tin and sodium results come from a separate “semiquant” report which is less accurate than the “fullquant” analysis used for all the other elements shown here. In essence, the semiquant numbers are accurate in terms of relative concentrations from one sample to the next, but they are not compared to calibrated external samples, so the actual (absolute) concentration reported does not have the confidence interval of the fullquant results:Element Blood Results     Clot Results-Na (sodium) -1050 ppm*1500 ppm* Sn (tin)-163 ppb*-942 ppb*Al (aluminum)-1.3 ppm-1.6 ppm-* = SemiQuant results, not FullQuant-With sodium being nearly 50% higher in the clot, and tin showing an increase of 588%, we can only conclude that the self-assembling clot is, in effect, “harvesting” or concentrating certain elements from circulating blood as clot assembly is taking place. It is noteworthy that many of these elements are conductive. Aluminum, for example, is the most common alternative to copper for use in electrical wiring. My own professional opinion is that these clots are not living structures. They appear to be self-assembling dead biostructures, from what we can see so far. But that’s just an initial assessment and may change with additional observations or findings. Prions, for example, are self-assembling but non-living biostructures too. They are essentially mis-folded proteins that spread throughout the brain (or other regions), causing morphological alterations that nullify both the normal structure and function of neurological cells. Something does not have to be alive in order to be self-assembling. And the herd of independent minds is stampeding that way, again. For instance CTV’s “’I thought I might die at home’: Canada’s health-care system is crumbling, experts say” is one of six million hits I got by Googling “Canada health care crumbling.” And these experts must be very smart to diagnose acute crumbolism when the only symptom is a woman in excruciating pain being told her provincial virtual health line had a 9-hour wait to speak to a nurse, she called 911 and no ambulance came, and the ER wait was projected at 16 hours if she dragged herself there.She resorted to prayer. And while she’s in Nova Scotia, prayer might be Ontarians’ best plan too because their Premier Doug Ford is currently out east to confer with Nova Scotia’s premier about how to fix health care. How would he know? Why isn’t Ford in Europe talking to people whose systems offer more mundane options than a literal “Hail Mary”? Duh. Just ask how they do it in Australia, France, Sweden, or Switzerland; move that way and we’d get better care and pay less.I don’t want anyone going “But Canadian health care is free.” It consumes over 40 percent of program spending in nearly every province and territory and costs Canadians around $5,000 per capita. It varies by income, but the Fraser Institute estimates that a middle-class family of four pays about $15,000 a year. Which is a pretty good bargain unless you actually need treatment and aren’t well-connected. Then it stinks.The CBC weighed in with a meme even more obnoxious than “experts say,” namely “Advocates, critics warn Ontario’s planned changes to long-term care are a violation of patient rights.” (Oddly, advocates and critics who get calls from mainstream journalists, like experts, hold views typical of mainstream journalists. But in this particular case they almost have a point, because the plan to force people into “Long-Term Care” homes they didn’t choose is ghastly.Just “temporarily,” of course. A word here meaning “only until you die and stop costing us money. P.S. Euthanasia is one service we do provide and promptly.” But the B.C. Court of Appeal just ruled that being Canadian you don’t have any “patient rights.” Except the glorious charter equality right patiently to suffer and die on a waiting list even when you could afford treatment from someone willing to help you, along with all the other schlubs who lack the wealth to go abroad or the “pull” to jump the queue. CBC-N.B. Medical Society head warns of new COVID-19 wave, urges people get their fourth doses-Sat, July 9, 2022 at 6:00 a.m.

The head of the New Brunswick Medical Society is urging those who are eligible to get their fourth dose of a COVID-19 vaccine amid what he believes is the start of a new wave of the pandemic in the province.Dr. Mark MacMillan made the comments Friday, after Horizon Health Network announced three emergency departments were forced to temporarily close because too many doctors and nurses were off sick with COVID-19."The wave, unfortunately, appears to be starting. We're seeing an increase in the numbers," he said."We really need New Brunswickers to protect themselves [by getting their fourth dose] so that we can protect ourselves as well, so we can keep working and care for you when you come see us if you're ill."Earlier this week, Dr. Jennifer Russell, the province's chief medical officer of health, said officials were watching for a possible new wave after four more COVID deaths, an increase in hospitalizations because of the virus and a near doubling in new reported cases over the previous week."That's what it's looking like, but we're still analyzing the data," she said, noting B.C. and Ottawa both recently announced they're experiencing new waves."I think over the course of the next week, we will be able to determine here if that's the case."Officials had previously predicted a COVID surge in the fall.The risk of transmission tends to decrease in the summer when people spend more time outdoors and they can more easily physically distance, Russell has said.As of Tuesday's COVIDWatch report, the number of people newly admitted to hospital for COVID-19 jumped to 22, compared to six the previous week, and the number of people in hospital because of the virus increased to 19 from 15, including one who requires intensive care.There were 1,915 new cases of COVID-19 reported, up from 1,025.And 182 health-care workers were off the job across the province after either testing positive for COVID-19 or coming into contact with a positive case, up from 118 the previous week.The Oromocto Public Hospital's emergency room was closed Friday "due to COVID-related illnesses among staff," Horizon said in a news release.The Sussex Health Centre's ER was closed Friday evening and will be closed Saturday and Sunday evening as well because of a doctor and nursing shortage caused by an increase in COVID cases. CBC-COVID-19 cases among ER staff force temporary closures in Oromocto, Sussex and Sackville-Thu, July 7, 2022 at 11:52 a.m.

Three emergency departments have been forced to temporarily close because too many doctors and nurses are off sick with COVID-19, the Horizon Health Network announced Thursday.The Oromocto emergency room will be closed Friday, the Sussex emergency room will be closed during the evenings Friday through Sunday, and the Sackville emergency room will be closed all weekend, according to a news release."All patients and clients requiring urgent medical care will need to seek treatment at other hospitals and ambulances will be diverted to other hospitals," it said.Horizon spokesperson Kris McDavid could not immediately say how many doctors or nurses are off sick with COVID at each hospital.But 27 Horizon employees have tested positive for the virus in the Fredericton region, Zone 3, as of Thursday morning, 44 employees have tested positive in the Saint John region, Zone 2, and 15 in the Moncton region, Zone 1, he said.The ER at Oromocto Public Hospital closed Thursday at 4 p.m. and won't reopen until Saturday at 8 a.m., "due to COVID-related illnesses among staff," Horizon said in a news release. The ER is normally open from 8 a.m. until 4 p.m., daily.The Sussex Health Centre's ER will be closed Friday, Saturday and Sunday between 5:30 p.m. and  7:30 a.m. each day.And the Sackville Memorial Hospital ER will be closed all day Saturday and Sunday. A little more than a week after telling Quebecers it was too soon to say if a seventh wave of COVID-19 had begun in the province, the continued surge in cases and hospitalizations since then has changed the mind of the province's public health director."For me, it's a seventh wave," said Dr. Luc Boileau. "It's a surge that's taking the shape of a wave," acknowledging his claim still needs to be confirmed by Quebec's public health institute (INSPQ).This wave is the province's first since the removal of virtually all public health restrictions, including mandatory masking on public transit.The number of COVID-19 patients in Quebec hospitals has grown more by more than 50 per cent, from 1,007 to 1,534 in the last month.Boileau said that the growing number of COVID-19 patients could peak in the coming weeks, and he doesn't believe the situation will continue to worsen throughout the summer.But despite the speed with which COVID-19 hospitalizations have increased in recent weeks, the province doesn't plan to impose new public health restrictions."There's no specific announcement [today]. I don't want anyone to get worried," said Health Minister Christian Dubé at a news conference Thursday. "We're no longer at the point of imposing things when people are well aware of the risks.
