World leaders condemn Israel’s brutal attack on Hamas leaders in Doha, voice solidarity with Qatar-10/09/2025
Here are reactions from regional and international leaders.
UN
secretary-general-UN Secretary General António Guterres has strongly
criticised Israel’s strike on Hamas leaders in Doha, calling it a
“flagrant violation” of the sovereignty and territorial integrity of
Qatar. Guterres stressed that all parties must work toward a lasting
ceasefire and avoid actions that undermine it. He noted that Qatar has
played “a very positive role” in ceasefire efforts and the release of
hostages held in Gaza.
GCC-The Gulf Cooperation Council (GCC)
condemned in the strongest possible terms the despicable and cowardly
operation carried out by Israeli occupation forces on the territory of
the State of Qatar. GCC Secretary-General Jasem Mohamed Albudaiw said
that the GCC states stand in full solidarity with the State of Qatar and
are united with it in any measure it takes in response to this
treacherous aggression, which has violated and torn up all the United
Nations (UN) and international laws and treaties approved by the world’s
nations, led by the UN. “This necessitates that the international
community rise immediately to fulfil its duties, hold the Israeli
occupation forces accountable for their brutal and dangerous crimes, and
deter them from all practices that de-stabilise the security and
stability of the region,” he stressed.
The Arab League-The Arab
League has condemned the Israeli attack, stressing that this targeting
constitutes an egregious and entirely rejected breach of the State of

security.

attack, describing it as “the brutal aggression against the State of
Qatar by the unjust Israeli forces”.
Turkiye-Turkiye’s Ministry of
Foreign Affairs condemned Israel’s attack on Qatar, saying it shows
Israel is not interested in an agreement to end the war on Gaza. “The
targeting of the Hamas negotiating delegation while ceasefire talks
continue shows that Israel does not aim to reach peace, but rather
continue the war,” the ministry said. “This situation is clear proof
that Israel has adopted its expansionist politics in the region and
terrorism as a state policy.”
Oman-The Sultanate of Oman expressed
its solidarity with Qatar, its leadership, government, and people, and
its strong condemnation and denunciation of the brutal attack launched
by Israel on Qatari territory, as well as the crimes of political

stability of the region and distances it further away from the path to
peace.
Egypt-Egypt expressed its strong condemnation and denunciation
of the aggressive action carried out by the Israeli occupation forces
against the State of Qatar, adding that this attack constitutes a
flagrant violation of international law and the principles of respect
for the sovereignty of states and the sanctity of their territories. The
Egyptian presidency affirmed that this attack represents a dangerous
precedent and an unacceptable development, and constitutes a direct
assault on the sovereignty of the State of Qatar, which plays a pivotal
role in mediation efforts to achieve a ceasefire in the Gaza Strip.
Jordan-Jordan’s
Ministry of Foreign Affairs and Expatriates condemned the Israeli
bombing as a flagrant violation of international law and the UN Charter
and called it a blatant attack on the sovereignty and security of Qatar.

violation of the sovereignty of an Arab state and is a dangerous and
unacceptable provocative escalation that pushes the region towards
further violence and conflict and threatens regional and international
security and stability.
Iran-Iran described the attack as a “gross
violation”, and Ministry of Foreign Affairs spokesman Esmaeil Baqaei
said the “extremely dangerous and criminal action is a gross violation

act” and expressing “full support” for Qatar to confront any aggression.

of Qatar, targeting a residential compound in the capital, Doha. The
Sudanese Ministry of Foreign Affairs and International Cooperation

and stability in the region. It expressed Sudan’s full solidarity with
the government and people of Qatar.
Palestinian response-Hussein Al
Sheikh, vice president of the State of Palestine and vice chairman of
the Executive Committee of the Palestine Liberation Oraganization, said:
“We strongly condemn the heinous Israeli attack targeting the sisterly
State of Qatar.” The director general of the Government Media Office in
Gaza, Ismail Al Thawabta, said: “The ‘Israeli’ occupation committed a
cowardly assassination crime in the heart of the Qatari capital, Doha,
the mediating state in negotiations between the Palestinian resistance
and the occupation.”The Palestinian Islamic Jihad armed group described
the attack as a “blatant criminal act”.
Yemen’s Houthi group-Mahdi Al
Mashat, head of the Houthi Supreme Political Council, said Arab and
Muslim countries must “pay attention” to Israel’s plans before it’s too
late. “We warn against a formula for the violations of all countries in
the region,” Al Mashat said. “What happened in Doha will happen again
and more in the rest of the countries if we do not all unite in
confronting the Zionist threat.”
Hamas-Hamas described the attack as
“a heinous crime, a blatant aggression, and a flagrant violation of all
international norms and laws”.It “constitutes an attack on the
sovereignty of the sisterly State of Qatar … and reveals the criminal
nature of the occupation and its desire to undermine any chances of
reaching an agreement”.Earlier, Hamas’s representative in Tehran, Khaled
Al Qaddoumi, said the assassination attempt on the group’s leaders
during a meeting in Doha had failed. He said Israel acted “with direct
support from the United States” and accused Washington of paving the way
for the attack under the guise of ceasefire talks.

heinous”, describing it as a blatant violation of Qatar’s sovereignty
and territorial integrity. He said Pakistan “stands firmly with Qatar, as
well as with the Palestinian people, against Israeli aggression”.
Algeria-Algeria

absolute solidarity” with Qatar. It said the attack on the Hamas
negotiating team proved Israel “is not inclined toward peace” and warned
the region was being dragged into “an endless cycle of insecurity”.

ARTICLE 5 IS IF ANY COUNTRY INVADES A NATO COUNTRY. ALL NATO COUNTRIES MUST ATTACK THAT COUNTRY.
There
was no immediate Russian response to the incident in Poland but
Belarus, Moscow’s key regional ally, claimed on Wednesday that it also
shot down a number of drones which had been pushed off-course by signal
jamming.EU leaders immediately condemned the drone wave, with Emmanuel
Macron, the French president, urging Moscow to “put an end to this
reckless escalation”.Ursula von der Leyen, the president of the European
Commission, described the drone attack as a “reckless and unprecedented
violation of Poland and Europe’s airspace”.
Poland activates
NATO Article 4 to consult allies after Russian drone incursion-Alice
Tidey-Wed, September 10, 2025 at 7:59 a.m. EDT
Poland activated
Article 4 of the NATO Treaty on Wednesday to allow for consultations
with allies hours after its armed forces downed multiple Russian drones
that had entered its airspace."The shooting down of drones threatening
our security is a success for Polish and NATO forces, which
simultaneously changes the political situation," Prime Minister Donald
Tusk said."In this regard, allied consultations have taken the form of a
formal request to activate Article 4 of the North Atlantic Treaty," he
added. His decision was made after consultation with President Karol
Nawrocki.Article 4 of the North Atlantic Treaty provides for the
possibility of joint consultations between NATO allies "whenever, in the
opinion of any of them, the territorial integrity, political
independence or security of any of the Parties is threatened".Polish
armed forces downed multiple Russian drones over the country's territory
on Wednesday morning, with the military now brought to its "highest
state of readiness".The first violation of the airspace was recorded at
around 11:30 pm CEST on Tuesday evening, with the last one observed at
6:30 am CEST on Wednesday morning.Local police confirmed that debris
believed to be from a damaged drone was found in the village of
Czosnówka in eastern Poland, close to Poland's border with
Belarus.Warsaw's Chopin Airport said it remained open but "there were no
flight operations for the time being." Warsaw Modlin, Rzeszów-Jasionka
and Lublin airports also suspended flights.'Reckless behaviour'NATO
chief Mark Rutte said in the early afternoon on Wednesday that in their
consultations, "allies expressed solidarity with Poland and denounced
Russia's reckless behaviour".He added that a "full assessment" of what
happened is now ongoing and that the alliance "will closely monitor the
situation along our eastern flank, our air defences continually at the
ready"."To Putin, my message is clear: stop the war in Ukraine, stop
escalating the war, which is now basically mounting on innocent
civilians and civilian infrastructure, stop violating allied airspace
and know that we stand ready, that we are vigilant and that we will
defend every inch of NATO territory," Rutte emphasised. In an address to
the Sejm, the country's parliament, Tusk had earlier stressed that this
was the first time since the beginning of Russia's illegal full-scale
invasion of Ukraine in early 2022 that its airspace was violated not "as
a result of mistakes" or "small Russian provocations" but that the
drones "flew directly from Belarus".He also said that he had already
been in contact with multiple leaders, including those who "see the
Russian threat clearly": Finland, Denmark, Norway, Sweden, and the
Baltic states. He also spoke Rutte.NATO assets from Italy, the
Netherlands and Germany were involved in shooting down the Russian
drones. It is the first time NATO aircraft have engaged potential
threats in allied airspace, the alliance's Supreme Headquarters Allied
Powers Europe (SHAPE).It added that it is "in close contact and
coordination with Poland and other allies regarding the drones that
entered Polish airspace.""NATO responded quickly and decisively to the
situation, demonstrating our capability and resolve to defend allied
territory," it added.Tusk told the Sejm that two F-35s, two F-16s, Mi-17
helicopters, Mi-24s, and a Black Hawk were diverted to the
operation.French President Emmanuel Macron said he will "soon speak"
with Rutte, describing the incursion of Russian drones into Polish
airspace as "simply unacceptable"."I condemn it in the strongest terms. I
call on Russia to put an end to this reckless escalation. I reiterate
to the Polish people and their government our full solidarity," he wrote
on X. "We will not compromise on the security of the allies."

OTTAWA — Prime Minister Mark Carney says the world
must intensify its pressure on Moscow to end its war on Ukraine after
Russian drones violated NATO airspace overnight.Poland says multiple
Russian drones entered its territory over the course of several hours
overnight and were shot down with the help of NATO allies.Carney says
Canada is "closely co-ordinating" with NATO allies and Poland, which has
triggered a formal consultation with the military alliance. He says on
social media that "we must increase the pressure" on Russian President
Vladimir Putin to end his war on Ukraine and agree to lasting
peace.Foreign Affairs Minister Anita Anand says Canada is standing in
solidarity with Poland and Ukraine and calls the incident "another
horrendous example of Putin's refusal to seek peace."The Polish military
described the incursion as an "act of aggression," while Moscow claims
it did not target Poland and its close ally Belarus says some drones
"lost their course" because of network jamming.— With files from The

Poland says ‘huge number’ of Russian drones violated airspace-AP Reporters-Wed, September 10, 2025 at 2:55 a.m. EDT
Polish
officials have said the country’s airspace was violated by Russian
drones, with the military and its Nato allies shooting down some that
posed a direct threat. The country’s prime minister Donald Tusk wrote on
social media: “Last night the Polish airspace was violated by a huge
number of Russian drones. Those drones that posed a direct threat were
shot down.”The armed forces posted on social media that a search for
possible crash sites is ongoing and urged people not to approach, touch
or move any objects they see, warning that they may pose a threat and
could contain hazardous material.Last night the Polish airspace was
violated by a huge number of Russian drones. Those drones that posed a
direct threat were shot down. I am in constant communication with the
Secretary General of NATO and our allies.— Donald Tusk (@donaldtusk)
September 10, 2025-Defence minister Wladysław Kosiniak-Kamysz wrote on X
that “more than 10 objects” crossed into Polish airspace and those that
constituted a risk to Poland’s security were neutralised.Mr Tusk wrote
on X that he had received a report from the Operational Command of the
Army about “the shutting down of drones that entered our airspace and
could constitute a threat”.He said he informed the Nato Secretary
General Mark Rutte about actions undertaken by the Polish side.Poland’s
armed forces were on a heightened state of alert on Tuesday night into
Wednesday morning because of what they described as “further massive air
strikes against targets located in Ukraine”.Russian president Vladimir
Putin-Warsaw’s Chopin Airport warned passengers on its website that
flight operations are on hold due to closure of the airspace over part
of the country, but that the airport remains open.Poland has complained
about Russian objects entering its airspace during attacks on Ukraine
before. In August, Poland’s defence minister said that a flying object
that crashed and exploded in a cornfield in eastern Poland was
identified as a Russian drone, and called it a provocation by Russia. In
March, Poland scrambled jets after a Russian missile briefly passed
through Polish airspace on its way to a target in western Ukraine, and
in 2022, a missile that was likely fired by Ukraine to intercept a
Russian attack landed in Poland, killing two people. While in London, I

Russian and Belarusian troops are due to take place in Belarus starting
on Friday and will last until September 16.Troops from both countries
will simulate repelling an attack, including airstrikes and sabotage,
according to official reports of the games, dubbed “Zapad 2025,” or
“West 2025”.The aim is to showcase the close links between Moscow and
Minsk, as well as Russian military might, amid its
three-and-a-half-year-old war in neighbouring Ukraine. The war games have
drawn concerns in Kyiv and its Western allies of Latvia, Lithuania and
Poland, which border Belarus. When Russian president Vladimir Putin sent
troops rolling into Ukraine on February 24 2022, many of them crossed
from Belarus.
Explainer-NATO Articles 4 and 5: could Ukraine war
trigger alliance defence obligations? BY Charlie Devereux-Wed, September
10, 2025 at 7:44 a.m. EDT
(Reuters) - Polish Prime Minister
Donald Tusk said on Wednesday he had asked NATO to open consultations
under Article 4 of the alliance's treaty after Poland shot down drones
in its airspace following what he called a "large-scale provocation" by
Russia -WHAT HAPPENED? Poland said it had downed drones over its
territory during a large Russian air attack on Ukraine, the first time a
NATO member state is known to have fired shots in the war.Russia's
defence ministry said its drones had carried out an attack on military
facilities in western Ukraine but that it had not planned to hit any
targets in Poland. The Russian drones "which allegedly crossed the
border with Poland" had a range of not more than 700 km (434 miles), it
said.Several European officials described the incursion as intentional
and a sign of Russian escalation. Tusk said it was "the closest we have
been to open conflict since World War Two" but that he had "no reason to
believe we're on the brink of war".WHAT IS ARTICLE 4? Article 4 states
that members of the North Atlantic Treaty Organization will consult
together whenever, in the opinion of any of them, the territory,
political independence or security of any of them is threatened.Under
Article 4, discussions at the North Atlantic Council - NATO’s principal
political decision-making body - could potentially lead to some form of
joint decision or action.Since NATO’s creation in 1949, Article 4 has
been invoked seven times, most recently in February 2022 when Bulgaria,
the Czech Republic, Estonia, Latvia, Lithuania, Poland, Romania and
Slovakia sought consultations following Russia's invasion of
Ukraine.NATO ambassadors in November 2022 held an emergency meeting
after a missile strike killed two people in Poland and raised global
alarm that the war could spill into neighboring countries.WHAT IS
ARTICLE 5? If Russia were determined to have attacked the territory of a
member state, the focus would then shift to Article 5, the cornerstone
of the founding treaty of NATO.The alliance was created in 1949 with the
U.S. military as its powerful mainstay essentially to counter the
Soviet Union and its eastern bloc satellites during the Cold War.The
charter stipulates that "the Parties agree that an armed attack against
one or more of them in Europe or North America shall be considered an
attack against them all.""They agree that, if such an armed attack
occurs, each of them, in exercise of the right of individual or
collective self-defense recognized by Article 51 of the Charter of the
United Nations, will assist the Party or Parties so attacked by taking
forthwith, individually and in concert with the other Parties, such
action as it deems necessary, including the use of armed force, to
restore and maintain the security of the North Atlantic area," it
says.HOW COULD THE UKRAINE WAR TRIGGER ARTICLE 5? Since Ukraine is not
part of NATO, Russia's full-scale invasion in February 2022 did not
trigger Article 5, though the United States and other member states
rushed to provide military and diplomatic assistance to Kyiv. However,
experts have long warned of the potential for a spillover to neighboring
countries on NATO's eastern flank that could force the alliance to
respond militarily.Such action by Russia, either intentional or
accidental, has raised the risk of widening the war by drawing other
countries directly into the conflict.IS INVOKING ARTICLE 5 AUTOMATIC?
No. Following an attack on a member state, the others come together to
determine whether they agree to regard it as an Article 5
situation. There is no time limit on how long such consultations could
take, and experts say the language is flexible enough to allow each
member to decide how far to go in responding to armed aggression against
another.Article 5 has been activated once before – on behalf of the
United States, in response to the September 11, 2001, hijacked-plane
attacks on New York and Washington.(Reporting by Matt Spetalnick and
